This report describes Phase I of the project --Development of a Mechanized Scaler --performed by Battelle, Pacific Northwest Laboratories for the U.S. Bureau of Mines. The objectives of Phase I were to 1) assess the needs of the industry as related to mechanized scaling; 2) conceive, evaluate and select mechanized scaler concepts; and 3) prepare preliminary designs of the selected machine concepts. To assess the scaling needs of the industry, we reviewed both U.S. and foreign literature, evaluated U.S. scaling accident statistics, reviewed existing mechanized scaling equipment, performed a series of mine visits and telephone interviews with mine operators, and assessed the applicability of a loose-rock detection system. The literature review identified over 25 scaler-related articles. However, little of the information could be used directly in the conceptualization and design portions of the project. Three articles did supply information on a number of machines used in Europe, along with statistics describing their effect on mine safety. For example, the French reported a 50% reduction in the total number of scaling-related accidents and a full 80% reduction in the number of lost-time injuries in the Lorraine mining district.

The burning of coal without smoke is a problem that concerns the Government directly because of the advantages of smokeless combustion both in public buildings and on naval vessels. In addition, smoke abatement is a factor in conserving the fuel resources of the United States. Hence, as part of its general investigation of the best methods of utilizing the coals of this country, the Bureau of Mines, which is in charge of the fuel-testing work formerly carried on by the United States Geological Survey, has made extended tests to determine the conditions necessary for the smokeless combustion of bituminous coal in boiler furnaces. Bulletin 39,a a preliminary report, treats the smoke problem from a theoretical point of view, detailing the steps that are being taken by . municipalities, manufacturers, and citizens to abate smoke, also showing the possibility of a clean city. The present bulletin not only shows that bituminous coals high in volatile matter can be burned without smoke, but also that large plants carrying loads that fluctuate widely, where boilers over banked fires must be put into service quickly and fires forced to the capacity of their units, can be operated without producing smoke that is objectionable. Proper equipment, efficient labor, and intelligent supervision are the necessary factors.

A general survey of the mineral industries of the Black Hills is being made by the Bureau or Mines, but this report is confined to the tin deposits of that region. Because of the strategic importance of tin in a national emergency, special attention was given in the field to deposits of this metal. The present paper outlines the procedure that would be required for determining the potentialities of the most promising deposits as emergency sources of tin and gives estimates of the cost of sampling and rehabilitating some of the old tin mines. Tin mining in the Black Hill was quiescent in 1938. Tin occurs in two areas inn the region. The deposits have received considerable attention, and since 1884 numerous articles have been written about them. It is estimated that between 7 and 15 million dollars has been spent in promotion expenses, acquiring claims, development work, and equipment; production, has totaled about 160 long tons of metallic tin worth about $95,000.3/

Surprisingly, real gross national product (GNP) surged at a seasonally adjusted annual rate of 4.3% for the first quarter of 1987 according to preliminary estimates made by the Department of Commerce, the highest rate in 3 yr and significantly above the revised fourth quarter 1986 rate of 1.1% (table 1). The spurt, however, was caused by an unusual $59.5 billion rise in inventories, mostly cars and trucks, and there was little support from other sectors of the economy. Motor vehicle inventories rose as consumers continued to tighten their purse strings--consumer spending declined 0.4% for the second quarter in a row. Nonresidential and residential fixed investment and government purchases of goods and services were also down from the previous quarter. The increasing cost of energy was the major factor in the jump to 3.696 in the rate of inflation, as measured by the fixed-weighted price index for GNP, and rising inflation also helped put a damper on consumer spending. The underlying good news was that the trade deficit shrank for the second quarter in a row as imports declined at an annual rate of 11.1%. Also, profits in the manufacturing sector rose strongly in the fourth quarter, and for the first time in 9 quarters, the primary metal industries became profitable (table 1). If one discounts the anomalous inventory growth, the bottom line is that the economy continues to grow at close to the expected 2.5% level experienced over the past 2 yr. Of concern over the next several quarters, though, is the impact of the large over- hang of motor vehicles inventories on the economy. EMPLOYMENT The civilian unemployment rate declined to 6.636 in March after remaining at 6.7% for the previous 3 months. Employment continued to expand in February and March, although growth was significantly slower in March than in previous months. The manufacturing sector, however, lost 24,000 jobs in March after gaining 46,000 in February. Three-quarters of that gain came when striking workers at USX Corp. and Deere & CO. returned to their jobs. Employment in the manufacturing sectors of direct interest to the mineral industries has generally been increasing for at least the last quarter, while worker hours for these sectors have been on the upswing since April 1986 (figures 1 and 2).

The Azores islands are located on a triple junction where the American, African (AFR), and Euroasian (EUR) plates meet. The Mid-Atlantic Ridge (MAR), oriented N-S, represents two branches of the T; an E-W branch defines the EUR/AFR boundary called the Terceira Rift. The nature and structure of this plate boundary, as well as the dynamics of the interaction of tectonics and volcanism remain unconstrained. The Azores plateau is seated on a mantle domain of anomalously low seismic S-wave velocities, and gravity and geoid anomalies, where the apparent thick crust is thought to relate to larger degrees of melting initiated at greater depths [1]. The cause of these anomalies is controversial but many authors consider the presence of an anomalously hot/wet enriched mantle probably supplied by a plume [2]. The geochemistry of the subaerial and most submarine lavas from the plateau reinforces the plume model beneath the Azores [3-4]. The origin, size and present location of the plume is under debate but an area near Terceira is the favoured plume centre [5]. [ ] SEAFLOOR HYDROTHERMAL SYSTEMS IN THE AZORES AREA (36ºN ? 40ºN) More than 150 active and fossil hydrothermal systems are known in the oceanic seafloor [6]. "INTRODUCTION Review of Previous Work Many investigators and certain commercial interests have recognized that the briquetting process is a practical method to convert much of what is now considered undesirable fuel into a usable form of domestic fuel.The art of improving the form of solid fuels is ancient, as early records indicate that the Chinese employed crude hand briquetting of combustible materials long before coal was known in Europe and America.According to Franke, 4/ the earliest description of a briquetting proce¬dure employed in the Occident is contained in an English patent dated in 1773. Following this in rapid sequence, many methods and procedures wore developed in this country and in Europe. Stillman/ states that the first attempt to briquet coal in the United States was made by Loiseau 6/ at Fort Richmond Piers, Philadelphia, in 1872. The American briquetting processes outlined by Stillman comprise an imposing compilation of successes and partial and outright failures."

During the past few years great progress has been made in the United States toward safer, more efficient, and more economical tunneling methods. This advance is partly due, no doubt, to the recent increase in the number of tunnels and adits driven for devel- oping and draining mines and transporting ore. The Bureau of Mines during 1911 and 1912 made a special examination of this phase of mining operations, in connection with an investigation of mining methods and means for preventing accidents. The details especially studied were the provisions for the safety of employees, the kinds of equipment, the methods of driving, and the costs of con- struction. The results and conclusions obtained from that investi- gation are discussed and summarized in this bulletin. Up-to-date information concerning tunneling methods is difficult to obtain. There are few books on the subject; and much of the material they contain, although interesting and of value historically, is now obsolete. The engineering periodicals, it is true, endeavor to keep abreast of the times, and several in nearly every issue present some article bearing upon tunnel work. But the very multiplicity of these articles prevents one from reading them all, and the foreman or superintendent in charge of a tunnel, or the mining engineer designing one, and especially the business man financing the project, has no time for a lengthy search after scattered articles in order to determine the present status of tunnel work. Then, too, knowledge of new methods travels slowly. Valuable inventions and improve- ments in tunneling as well as in all the other industries frequently remain in the notebook of the investigator, or as theses are buried in university libraries, or are published only in journals of small scien- tific societies. New tunneling methods and equipment that are prov- ing safe, efficient, and economical may be totally unknown outside the district in which they originate. This paper, based on a special examination both in the field and in engineering literature, is in- tended to supply data concerning modern and recent tunneling practice in the United States, and to make suggestions that, it is hoped, will result in a saving to the mining industry of energy, capital, and life.

THE twenty-second annual meeting of the Canadian Mining Institute was held at the King Edward Hotel, Toronto, on Mar. 8, 9, and 10, and was followed on the 11th by an all-day excursion to the International Nickel Refinery at Port Colborne. The meeting was very well attended and dealt with some of the most important matters, both technical and economic, that have ever come before the Canadian Institute. The question of licensing engineers is before the Canadian members as it is before our own in this country and the attitude of the mining engineers across the border is like that of the American mining engineers, opposed to the licensing of the mining. engineer, however they may feel toward the licensing of other branches of the engineering profession. It was well pointed out that such a law, had it been in existence in the last decade or two, would probably have prevented the rapid development of Canada's mines. Whereas one civil engineer can run a line of survey as well as another, perhaps, it is only a question in his case of whether he can or cannot survey. In the case of a mining engineer employed by a man with capital to invest in a development project, unless the man with the money has confidence in the judgment of his engineer the fact that he is a professional man would carry little weight in inducing a large investment toward the development of Canada's resources. It was also pointed out that although the Institute as a whole had not passed on the matter, it would probably be opposed to legislation aiming only for self-interest, but would be heartily in accord with legislation which could be shown to be for the service of the community at large.

Introduction What drives the price of gold? Supply and demand, of course. But in ways far different from the forces that drive the prices of other major metals, such as steel, aluminum, and copper. Gold, in fact, is one of the few commodities where both buyers and sellers are happy when the price goes up. Current production, production costs, and variations in production have little influence on its price. Gold inventories are so tremendous that current production has small impact on the amounts available to the market at any time. Worldwide gold inventory and production The world's inventories seem to be between 78 and 98 kt (2.5 and 3 billion oz). Since biblical times, the gold miners of the world have produced about 98 kt (3 billion oz), mostly in this century. Only small amounts have been thrown away and most of it - more than 78 kt (2.5 billion oz) - remain in bullion, coins, or jewelry. About 40% is held by central banks and other governmental authorities, 30% by private individuals as bullion or coins, and about 30% as jewelry. Except for some of the jewelry and the few industrial applications, this inventory is constantly available in marketable form at a price. By comparison, gold production is indeed small. The US Bureau of Mines estimates that the world produced 1.5 kt (50 million oz) of gold in 1986. Consequently, production increased world inventories by only 2%. Variations in production have a negligible or very short-term effect on the supply and, consequently, on the markets for gold. Although South Africa mines about 40% to 50% of the world's annual production, continuing labor strife there does not seem to have ruffled gold prices. Determining gold's price Gold prices, however, do determine cutoff grades in the mines and, thus, do influence production. Nonetheless, changes in production have little impact on the inventory supply. Consequently, it has small influence on the price of gold on the market. With a fairly stable supply, price changes are driven by changes in its demand. Unlike other metals, very little of the demand for gold comes from industry. Dental, electronic, and other industrial uses for gold consume less than 46.6 t/a (1.5 million oz per year). It would be safe to assume that such uses are less than 124 t/a (4 million oz per year) for the entire world. Variations in the 124 t (4 million oz), compared to a supply of 78 kt (2.5 billion oz) of supply can have only a negligible effect. Production net of industrial uses adds perhaps 1% annually to world inventories. This could, in time, affect markets. The increase, however, is mostly absorbed by population growth - more people wanting to own gold - and by gold being put in more attractive forms, such as coins. To prove to .the satisfaction of all concerned that electrolytic manganese from our low-grade domestic ores could be substituted satisfactorily for ferro-manganese made from high-grade foreign fires, an extensive series of tests was conducted in cooperation with industry, in which electrolytic manganese pro-duced by, the Bureau of Mines at its Boulder City, Nev., Station was substituted for the ordinary ferro grades in the production of ferrous and nonferrous metals and alloys and welding-rod coatings. Over 1,200,000 pounds of manganese was given out for this purpose. The objectives of the tests were accomplished, and for some purposes electrolytic manganese was shown to be superior to other grades because of its high purity. The only serious objection that can be raised against electrolytic manganese is its price, which puts it out of reach for most purposes. Even if the price were to be lowered to a point where it would be in line with ferro grades, it is questionable whether electrolytic manganese from domestic ores could supply more than a small part of the needs of American industry because of the large volume of domestic ore that would have to be processed to supply a satisfactory feed for the electrolytic process. Thus, although electrolytic manganese is highly desirable from a metallurgical standpoint, it could not be expected to substitute for more than a fraction of our domestic manganese requirements.

This report is a comprehensive summary of the results of the propagation measurements program conducted for the US Bureau of Mines under Contract H0366028. Data was gathered in the MF frequency range from a cross sample of six mines representative of the industry having typical wireless requirements. From the raw data which was gathered, a logical method of data reduction is presented which culminates in a set of average attenuation characteristics for all mines visited. These characteristics define a typical MF wireless system when the communication range requirements are known. Direct through-the-earth propagation and the range enhancement mechanism due to coupling on and off conductors are evaluated and related to the planning of a typical wireless MF communications system.

U.S. demand for building and construction materials, such as construction aggregate, gypsum, and cement, remained strong in 1989. Cement imports declined slightly, representing about 17% of apparent consumption compared with 19% in 1988. Mexico, supplying 29% of the total, was the primary source of imports, followed by Canada with 21 %, Japan with 14%, and Spain and Greece with 10% each. Mexico was also the target of an antidumping petition, filed by producers in Arizona, Florida, New Mexico, and Texas, alleging that Mexican cement was being sold in these areas at less than fair value. This was the second petition filed against Mexico in the last 3 years. The International Trade Commission made a preliminary determination that the cement industry in these regions was materially injured by Mexican imports. U.S. demand improved for construction aggregate for the fourth consecutive year and was at a near-record level. The U.S. gypsum industry performed well, even though new housing starts decreased for the third consecutive year. Increased U.S. exports of gypsum wallboard and strength in the remodeling markets offset the impact of declining housing starts.

The East Side Access (ESA) Project will extend Long Island Rail Road (LIRR) into midtown Manhattan via 11 km of tunnels, a new terminal station and associated support facilities. In addition to the hard-rock tunneling currently underway in Manhattan, soft-ground tunnels in Queens will traverse beneath Amtrak?s Sunnyside Yard and Harold Interlocking, the busiest rail interlocking in North America. This paper details ESA?s coordinated approach to interfacing with both Amtrak and LIRR with regard to the planned tunnels, shafts and related construction beneath or adjacent to the operating railroads. This interface includes integration of railroad staff, extensive presentations, reviews and agreements with the railroads regarding settlement mitigation, real-time automated geo-instrumentation monitoring, ground improvement, and geotechnical/environmental controls.

The placer gold industry has experienced a roller-coaster history incorporating four major boom eras. The first, 'hand-methods' boom arose in the mid-19th Century from application of an old idea in new places around the globe. The subsequent hydraulic mining, bucket dredging, and 'hydraulic excavator-portable plant' booms each arose from application of new ideas in old places around the globe, ie in places where gold had been found during earlier booms. The new ideas that heralded the second, third and fourth booms were all significant advances in excavation technology. These enabled the industry to target the known deposits that were too deep, too wet, too small, or too low-grade for recovery by earlier boom methods. Relatively few new deposits or new deposit styles arose from the 'history book' exploration approach, so the number of known deposits to which each of the boom methods were applicable was limited. Consequently, the first three booms were each followed by significant periods of industry decline, and the fourth boom is currently waning inNew Zealand. Further decline is not inevitable and can be avoided by changing to a knowledge-based exploration approach similar to that adopted by the hard rock gold industry in the 1970s. Such an approach could easily herald the next placer gold boom.   Most of the relatively coarse, easily won alluvial gold in proximal and medial reaches of the active placer systems is gone. However, a substantial alluvial gold resource remains in the distal reaches of active systems, and in ancient placers formed onshore and on the continental shelf during previous sedimentary cycles. The resource in these deposits probably exceeds the total New Zealand placer production to date. Successful development of these placers requires application of robust geologic models for the formation and distribution of the placers through time, and advanced exploration technology that has not been used before in New Zealand. Nevertheless, the knowledge and technology required to explore and mine these deposits is available now. Many of these deposits contain a large proportion of problematic gold types that are difficult to recover with the commonly used gravity technology without sustaining significant losses. Despite advances in recovery technology in last few years, too much emphasis is placed on the incorrect assumption that gold size is the primary control on recovery efficiency. Other gold particle parameters, especially particle shape, exert a much greater control on whether gold will be saved or lost to the tails, and must be considered in the design of recovery technology and configuration of recovery circuits.

When I was originally invited to speak to this audience on the subject of the future supply of precious metals I was somewhat apprehensive and suggested that the Program Chairman select someone with more credentials. He declined and the results of our conversation gave me cause to reflect and recall the opportunities I have had over the years and how fortunate I have been to be associated with so many successful companies and knowledgeable people affiliated with the precious metals field. I discovered that since 1935, 1 have worked in or visited most of the gold and silver camps in the United States; have been a leaser of a gold mine in Mohave, California; have both lost and made money in the silver futures market; have worked for two of the greatest precious metals companies in the United States - Homestake Mining Company and Hecla Mining Company, have spent a considerable amount of time in precious metal related discussions with men like Don MacLaughlin, Paul Henshaw, Dick Stoehr, Abe Shoemaker, Bill Love, Phil Lindstrom, Simon Strauss, Herbert and Bunker Hunt and many others. It is those exposures and experiences that I draw onto discuss the subject at hand.

Responsible environmental, social, and governance (ESG) practices are not new to mining. It is the ESG acronym that has become the “flavor-of-the-day” with the stock markets, accounting firms, and investment strategists. This increased interest from the financial sector has heightened executive awareness and accountability to where corporate leadership and directors are proactively prioritizing ESG issues from the top down within their companies. This paper aims to convey what the authors believe one needs to know to be able to conduct and prepare effective ESG audits and reports. The emphasis is on how ESG fits within the mining sector, some of the ways that many mining companies have been practicing ESG responsibility for decades, the importance of effective communications with stakeholders, and the roles that regulatory and international lending institutions play in enhancing ESG practice on a global scale as a precursor to the discussion on ESG auditing and reporting. Without this background, the ESG audit may become a purely academic exercise.

After World War I and 1931-33 depression, gold mainly reserved for official international transactions and internal use restricted. Changes since 1971 have shrunk official international use of gold. A review of development and a reevaluation of uses of the hydraulic air compressor are suggested by the constant changes in technology, which frequently make an old art valuable in solving current problems. Contacts with research workers in various branches of engineering indicate that this older method of producing compressed air may not be familiar to some or that its salient features might be useful in solving problems involving uses of compressed air. Briefly, a hydraulic air compressor may be described as an inverted siphon, consisting of an intake head where water and air are mingled, followed by a gravity-fall tube in which air is intimately mixed with the water and is compressed as the water pressure increases during the fall down the tube, then a separating, or stilling, chamber in which air bubbles rise to the surface of the water and collect in the upper portion of the chamber at a pressure equal to the weterhead maintained by the height of water in the discharge leg of the circuit. The water, which now contains only the fraction of air that has gone into solution, passes out of the separating chamber and rises up the discharge leg to the surface, which is, of course, at some suitable distance below the level of the intake. Present-day applications include (1) utilizing low hydraulic heads, which otherwise have little commercial values; (2) utilizing low hydraulic heads in reclamation work to supply compressed air, or in some instances to produce a small suction, for air-lift pumping (or for operation of air motors), with minimum attendance and without need for electric power; (3) utilizing medium heads, as at dam and lock installations, to produce compressed air for pneumatic operation of airlifts, gates, valves, and rubber gate seals; (4) utilizing underground waters, as in mines, to produce compressed air for general mine use; (5) using this method of isothermal compression of air in combination with standard compressors wherever hydraulic head is available, thereby securing the advantages of low-temperature intake to the mechanical compressors and reduction of moisture content below that of atmospheric air; (6) development of large air supply at pressures up to 150 p.s.i.g., which, after performing work in reciprocating or centrifugal expansion cylinders, is available at temperatures approximating -50° F. Possibilities in freezing and reheating should be mentioned which may prove economical for obtaining uniformly dry air for process work, wind-tunnel tests, or large air-conditioning installations, such as ventilation of underwater traffic tunnels, and may be economic for supply of supercharged air to gas-turbine plants.

Massive increases in the productive capability of open pit nines after World. War II were in a large part made possible by the introduction of ever larger trucks and the supply of a seemingly bottomless ocean of inexpensive and readily accessible oil. Over a period of about 25 years, a variety of technological developments permitted a tenfold truck payload increase, from about 32 tonnes (35 tons) to 320 tonnes (350 tons). There is no, doubt that this was a remarkable achievement resulting in impressive benefits of scale as well as the ability to control what would otherwise have become an intolerable traffic congestion problem in today's large open pit mines. It became fashionable and economically possible during this time to mine large quantities of low grade material and to tolerate very high stripping ratios. As tine has gone by and as easier to get at and higher grade deposits have been depleted, ore grades have tended to decline while stripping ratios have increased. The alternative to reduced revenues has been an ever increasing demand to step up production which in turn has led to a continuing demand for ever larger and larger trucks. While a larger truck has had the effect of reducing the cost of the operator per unit of material moved and of reducing traffic congestion, it has not specifically addressed the subject of fuel cost.

The prominence of her mineral resources makes Canada a most fitting place in which to hold the Second Empire Mining and Metallurgical Congress, since in all probability the Dominion has more diversified mineral wealth than any other part of the British Empire. This paper is concerned with nickel, an important factor of Canada's mineral production. The richness and quantity of her nickel ores have made Canada the world's most important source of supply of the metal. Its history and diversified uses are, therefore, particularly interesting at this meeting. Early History Probably the first use of nickel by man was in the fashioning of implements, and later swords, from nickel-bearing meteorites, masses of metal that have fallen from time to time at many points on the earth's surface and which consist normally of iron carrying substantial amounts of nickel. Meteorites were perhaps the first metal known to man. The falling star, sought out with fear overborne by curiosity, was found to be a better stone than the earth-given, truly a boon from the gods. Archaeologists tell us there is good evidence that the ancient oriental peoples learned at an early date to make these stones into useful implements. The invincible blades of the great warriors of old, in China, Persia, and in northern Europe, were Heaven-sent, a fable which sounds significant of meteoric iron. Probably some of the ancient swords of Khorassan and of Damascus were of meteoric nickel-bearing iron.
