THE term "segregation," as here used, means the separation of certain natural resources into groups, consisting of one or more members, with the idea that when thus segregated, each group may be more easily and effectively administrated. We may, for example, consider surface rights as distinct from underground rights, and stop there; or we may go further, and deal separately with timber, water, and agricultural rights, or, going underground, we might deal separately with such groups as precious and base metals, clay, oil, gas, etc. The present paper contemplates only the separation so far as practicable, for administrative purposes, of surface from mineral rights. "Classification," in this paper, has reference to the groups into which the government has divided, is dividing, or will hereafter divide its natural resources; first, into the broad classes of mineral and agricultural lands; and, second, into coal, oil, phosphate, brine lands, etc., the central idea being the separation into natural groups for the purpose of simplifying administration and for the purpose of encouraging maximum development and minimum waste. The two subjects are in some respects quite distinct, but as my argument develops, I think it will be obvious why they are discussed in the same paper.

FOR the past several years it has been growing practice to install circular shafts at deep mining operations. Several factors have brought this about. Throughout eastern and midwestern coal fields circular shafts have been conventional for many years. Where large bodies of coal are mined, a production shaft may have a life of 20 to 30 years. Quantity production is essential; therefore the shaft must have a large cross-sectional area for larger skips and cages. Mechanical mining has become a necessity if a company is to stay in business today. Continuous mining machines and cutting, loading, and hauling equipment must be taken in and out of the mines. If the access shaft is not large enough there will be expensive dismantling and assembling. This has become a problem at many operations, particularly in the western sections where ore was originally mucked by hand into small cars and hoisted by a skip through a narrow rectangular shaft having small compartments. Mechanical loaders must be dismantled to wheelbarrow size to go into these mines.

Because the activity coefficient of silicon dissolved in iron is influenced by the concentration of silicon as well as that of oxygen, the equilibrium constant K2 of reaction 2 becomes a function of metal composition, and, as shown in Fig. 1, a plot of log KP1 at 1600°C against the weight percent of silicon gives a smooth curve. This paper is coodensed from several reports by members of the staff of the Minerals Testing Laboratory of the Tennessee Valley Authority, on a series of experimental tests in the beneficiation of barite of the Valley area. These experiments were conducted upon a large number of samples taken from several mines in three different districts. The area contains numerous producing deposits, nearly all of which are hampered by the high iron and silica content of the ores. Because of the small difference in specific gravity between the iron oxide and the barite, a gravity separation is generally poor. The removal of the iron thus offers a special problem. Some of the operators have turned to magnetic separation to meet the shipping requirements for less than one per cent iron. The present experiments were conducted to determine the application of decrepitation or flotation in simplifying the concentration of the barite by removing the iron oxide and silica in one operation. Practically all the barite marketed in the area has been as "off-color" crude. The bleaching studies were made to determine the bleach-ability of the ores to alleviate this inferior grading, placing them on the market as bleached barite. Geology Barite has been produced at many places in the Tennessee Valley area, and prospects and minor deposits are known at many other places, but practically all the production of barite in the Valley has been from the Sweetwater district of East Tennessee. Other leading areas of former production are the Tazewell-Russell counties areas of southwest Virginia, the Del Rio-Stackhouse district of East Tennessee and western North Carolina, and the Fall Branch district of upper East Tennessee. The areas described in this paper are those from which samples used in the concentration tests were obtained.

DURING the winter of 1877-78 the Glendon Iron Company, by the advice of the superintendent, Mr. Frank Firmstone, decided to make the experiment of exploding a heavy blast of gunpowder in their limestone quarry at Cedar Hill, Palmer Township, Northampton County, Pennsylvania. The amount of limestone used in the five furnaces of the company is about 60,000 tons per annum, and it was thought that with successful results; this entire amount or more would be thrown down at a single operation, disintegrating the mass to a greater or less extent, and obviating the necessity of blasting and boring the rock from the face of the cliff, both of which operations are slow, and therefore, costly. THE Blast Furnace Studies Section, Metallurgical Division, Bureau of Mines, has been working for several years on the mechanism of desulphurization of iron and steel by slags. The usual assumption that desulphurization takes place by diffusion of FeS from metal into slag and subsequent reaction of this FeS with CaO to produce CaS has seemed to us inconsistent with a number of experimental results we have obtained. We undertook, for example, to determine the proportion of sulphur in a slag present as FeS. An entirely satisfactory method of doing this has not yet been evolved. The results of extraction with metallic antimony led to an interesting conclusion, however. FeS is readily soluble in metallic antimony, either physically or by chemical reaction. On the other hand, CaS was found to be insoluble. Hence it would appear that by rapid extraction of the slag with antimony we might expect to determine the distribution of sulphur between iron and calcium. The results showed that much of the sulphur was present as FeS. In some instances the extraction of sulphur as FeS was almost quantitative. For example, in a slag containing 3.8 grams Fe and 3.7 grams S, extraction removed 1.18 grams S and 2.12 grams Fe. If all the iron present in the antimony had been FeS, 1.21 grams S would have been extracted. In another slag with 8.6 grams Fe and 0.06 gram S present, 0.14 gram Fe and 0.08 gram S were extracted. This was obviously extraction of sulphur as FeS within the analytical error and showed that FeS was present either in solution or as a dispersion. Attempts to determine the solubility of FeS and CaS in slag by quenching and ultramicroscopic investigation have indicated that the solubility of FeS is very low, and that reactions in the slag are probably not to be considered as homogeneous. A more detailed report on these theoretical considerations will be made at a later date.

THE application of wet cleaning processes for the beneficiation of bituminous coal has created in some localities a problem in the recovery and disposal of fine solids in the washery water. The maximum allowable concentration of these solids in the washery circuit that is consistent with satisfactory operation of the cleaning units remains a controversial point. It has, however, been generally recognized for a number of years that some degree of control should be exerted over the concentration of such material. Early methods of control involved intermittent or continuous dis-charge of a portion of the plant slurry into near-by streams or settling ponds, and this persisted even after the adoption of settling tanks or cones. The practice is not always economical, for two reasons: first, because of the waste of coal, and, second, because it is sometimes difficult and expensive to obtain an adequate supply of water. The latter condi-tion often is aggravated by chemical treatment of the make-up water that is necessary to prevent excessive corrosion of plant equipment. The modern approach to this problem has been the adoption of continuous thickening devices. However, because such equipment occupies consid-erable plant space and is somewhat expensive to construct, the practice of loading these thickeners beyond their rated capacity is widespread, there-fore often the performance of such units is not altogether satisfactory. In recent years, European washeries have increased the rate of settling of the fine coal from the slurry by the addition of specially pre-pared starch solutions. These reagents cause flocculation of the solid particles and thereby increase the rate of sedimentation.

THE Portland Cement Association was organized more than a third of a century ago by a group of cement manufacturers, to do cooperatively the educational and research work needed to ensure proper use of their product. Specifically, the Association has a threefold purpose: (1) to search out facts to ensure the best possible service from concrete; (2) to give the widest possible circulation to facts affecting the use of concrete; (3) to urge practical application of those facts on actual building projects. An organization of technically trained men conducts many research projects in the Association laboratories, interprets their findings and applies them practically in the field. The net effect of this work has been to improve the design and prolong the life of roads, bridges, industrial, commercial and public buildings, homes, farm structures and concrete products. The results of this technical research and experimentation are made available to the entire construction industry through bulletins and reports. Information is also released to the general public through newspapers, magazines and Association publications. In addition to a technical staff in the general office in Chicago, the Association has district offices in 22 cities. Field engineers cover 37 states, the District of Columbia and British Columbia, to give service to users of Portland cement. ACCIDENT PREVENTION During the early part of the century, there began a complete transformation in the processes of manufacturing cement. Electricity, with its attendant hazards, was beginning to replace steam; huge rotary kilns and tube mills were being substituted for the vertical kiln and "coffee grinder" mill. Only a few far-sighted leaders realized the import of these innovations, and they also recognized the fact that workmen must be protected against the hazards of the new machinery. By their sincerity and firm purpose they infused into the whole industry the concept of industry's responsibility for safeguarding employees. Compania de Acero del Pacifico, S.A., the sole Chilean steel producer, is adding to the expanding Chilean economy with development of the El Algarrobo mine. Expected to go on stream early in 1962, Algarrobo is a conventional open pit mine that will include facilities for ore extraction, crushing and screening, rail transport to the harbor at Huasco, modern ship-loading equipment and maintenance shops. CAP anticipates producing 1.38 mil- lion tons annually of high-grade ore for national and world market consumption. Chilean and North American management and engineering teams combined more than a decade ago in the financing and building of CAP'S Huachipato integrated steel plant. A similar performance is being achieved in northern Chile near the town of Vallenar with the opening of a 50-year supply of iron ore from the Algarrobo deposit. This successful intra-American undertaking deserves special mention in these times when some U.S. foreign assistance programs must be defended, particularly with respect to Latin America. North American financial participation in Algarrobo, through the Export-Import Bank of Washington, represents the greatest portion of the $24 million being invested.

For instance, instead of using the terms descending and ascending &th reference to the waters resulting in the two concentrations, my modified statement is as follows: " The first concentration of many ore-deposits is the work of a relatively deep water-circulation, while the reconcentration is the result of reactions upon an earlier concentration through the agency of a relatively shallow water-circulation. Commonly the deep water-circulation is lacking in free oxygen, and contains reducing agents, and the shallow water contains free oxygen. IN previous workif2 we have shown that the steady state cyclic stress response of pure copper tested in the low cycle fatigue range was determined only by the plastic strain amplitude and the test temperature. hus, copper, at any given temperature, has a unique cyclic stress-strain curve independent of prior history. Cu-7.5 wt pct Al, however, showed a stress response for a given plastic strain amplitude and temperature which depended sensitively on prior history. From this work we predicted that all wavy slip mode materials, typified by copper, would have a unique cyclic stress-strain curve; whereas all planar slip mode materials, typified by Cu-7.5 pct Al, would not. This prediction has now been tested for a number of materials of widely varying crystal structure and slip character. Wavy slip mode materials studied include: Fe. Al, Cd, disordered FeCo-V, and Cu-3 pct Co (quenched and aged). Planar slip mode materials investigated include: Fe-3 pct Si, ordered FeCo-V, disordered Ni3Mn, ordered Ni3Mn, and Zn. The treatment and properties of these materials are listed in Table I. Cyclic stress-strain curves were determined by controlled plastic strain tests (see Ref. 1 for details) at room temperature for all materials in both the initially annealed and cold worked conditions. The results obtained for iron and Fe-3 pct Si are typical of wavy and planar slip mode materials, respectively. The cyclic stress-strain curves for these materials are shown in Fig. 1 and it can be seen that iron has a unique cyclic stress strain curve while Fe-3 pct Si does not. Aluminum, Cu-3 pct Co, and disordered FeCo-V showed a behavior like that for iron, while Ni3Mn in both the disordered and ordered condition behaved in the same manner as Fe-3 pct Si. Values for interaction parameters in nonferrous systems, as calculated from published data, are tabulated and discussed. The influence of temperature on the parameter is derived and compared with the results of the literature study. Wagner's relationship between the interaction parameter and the self interaction coefficients is compared with the tabulated data. A problem which has been of considerable interest in the field of metallurgy is the prediction of the effect of one alloying element present in dilute concentration on the thermodynamic properties of another dilute alloying element. Ultimately, the prediction may be accomplished entirely from statistical mechanical considerations. At the present, however, the problem remains unsolved since liquid solution models which are simple enough for analytical treatment are inadequate for such purposes. Thus, we desire some means of organizing the information on dilute systems which will serve as a guide for further study on interactions in dilute alloys, and also provide a basis for the utilization of thermodynamic data in the engineering design of alloys.

Fording Coal Limited's mine in the Rocky Mountains near Elkford, B.C. has produced 21.8 million clean tonnes of metallurgical coal from 1971 to 1980, inclusive. This production has come from several pit areas and required the removal of 149.1 million bank cubic meters of waste rock and overburden by truck-shovel and dragline operations. Waste dumps from 30m to 200m in height have been successfully constructed on natural slopes, generally between 10° and 26°. Design considerations for the dumps include foundation and soil conditions, natural slope angles and containment of weak overburden or rehandle materials. Dump control is maintained by monitoring the crest and the face of an active dump area. Crest movement is measured by extensometers locally termed "Spoil Monitors". When crest movement rates progressively increase above normal, dumping operations are temporarily relocated. Some unstable conditions and mass failures have occurred as the result of natural foundation slopes being in excess of 26°, failure of weak water saturated foundation soils or weak material being placed on the dump.

While assaying some copper carbonate ore from the Frazer claims, Similakameen, B. C., I noticed that on parting the gold button a deep orange solution was formed. The button gave off pink bands in the nitric acid, which became deep orange at a short distance from it; and as it traveled over the surface of the porcelain dish, it left a deep orange track behind. As the button brightened in the cupel, it appeared to have a bronze color; but I have since found that when amarillium is in large excess of the gold, the button is a very dark gray. The button parted easily. To the orange solution I added a salt (NaCl) solution, shook in a silver testbottle, and filtered. With H2S I obtained a precipitate, which I supposed due to platinum. This paper gives a preliminary summary of results of tests on the resistance to fatigue under reversed stresses of steel subjected to cold-working and of tests to determine the effect of rest on the endurance of steel under reversed stresses. The tests of cold-worked steel were undertaken as part of an investigation by the National Research Council Committee on Fatigue Phenomena of Metals and were made by Mr. Moore; the tests to determine the effect of rest are part of an investigation now being made by Mr. Putnam. Both series of tests were made in the Materials Testing Laboratory of the University of Illinois. The preliminary results of these tests are reported now. because it is believed that test data on fatigue strength should be available at the earliest possible moment; however, it should be clearly kept in mind that this paper gives preliminary results and is intended to encourage discussion rather than to give final conclusions. Before giving the data of the tests, the writers will explain the term "fatigue strength" as used in this paper and will discuss briefly the method used in interpreting the test data of repeated-stress tests. The term fatigue strength, as applied to a material, may be defined as that maximum fiber stress that will cause fracture of the material after the repetition of any given number of cycles of stress, each cycle involving the variation of stress from a minimum to the above maximum. The fatigue strength, then, varies with the number of repetitions occurring in the lifetime of a structural or machine member and with the range of stress for each cycle of stress. The fatigue strength will be lower for a member in which the stress is completely reversed than for one in which the stress varies from zero to a maximum. In interpreting test data from fatigue tests under reversed stress, the stresses and corresponding numbers of repetitions required for failure are plotted on logarithmic cross-section paper. Exploration activities were maintained at a high level throughout 1966. Numerous significant discoveries and developments in which geologists played an important part were announced. Although the complete results of exploration activities carried out during the year by private companies have not been announced, the following are among the more important developments that have been made public knowledge. In the western states, exploration for practically all of the metals continued at a high rate. Substantially increased interest in uranium occurred this year, and it is felt by many that a real boom in the demand for uranium may come about in the near future. The reasons have been the more rapid acceptance of atomic power than had been anticipated, and that uranium producers can now sell their product to private interests and even foreign countries. A tremendous demand for uranium is anticipated by many, and this has rekindled exploration activity. On the Colorado Plateau, in Wyoming, and in the area around Grants, N. M., a number of companies have undertaken uranium exploration programs, among which are Kerr-McGee, Homestake, Anaconda and Utah Construction. A new uranium orebody in Texas was brought into production early in 1966 by Susquehanna Western.

High angle conveyor (HA C) systems in open-¬pit mining offer many advantages over the traditional, truck only, haulage systems. These include superior energy efficiency, less dependency on petroleum products, less sensitivity to inflation, less excavation for the amount of ore recovered, and less ramp construction and maintenance costs. Various high angle conveying systems and the corresponding characteristics of the high angle conveyor are illustrated. Discussion includes the range of HAC systems from the low capacity (up to 1.8 kt/h or 2000 stph), low lift (10.7 to 36.6 m or 35 to 120 ft), continuously mobile to the moderate capacity (1.8 to 3.6 kt/h or 2000 to 4000 stph), moderate lift (36.6 to 76.2 m or 120 to 250 ft), intermittently mobile to the high capacity (greater than 3.6 kt/h or 4000 stph), high lift (greater than 76.2 m or 250 ft), semimobile. Combinations of the above as required for the various open-pit mining operations are also discussed.

DIATOMACEOUS earth occurs in deposits widely distributed throughout the nation. The chief producing areas are in the Western States, where many high-grade deposits are known. Eastern deposits of diatomite are unsatisfactory for many purposes either because of impurity or because of the extremely fine particle size. Eastern users of diatomite, on the whole, must pay for transportation of the material from the west coast. The freight rate is necessarily high because of the great bulk of the diatomite. A satisfactory process of purifying the diatomaceous earths of Maryland and Virginia, which are unsuited for wide use only because of impurities, should be of value to eastern users. In the past, benefication of diatomite by wet processes has been limited to classification or sedimentation for the removal of sand from diatoms. Calcination with salt is used to produce a white diatomite when iron is present in the impurities, and small amounts of clay are rendered inactive in the process. No treatment has been developed whereby a large proportion of clay can be removed from a low-grade diatomaceous earth to give a diatomite of very high purity. In August 1937 the Federal Bureau of Mines, in cooperation with Dr. R. C. Williams, of Baltimore, undertook the problem of purifying low-grade Maryland diatomite by froth flotation. Work was done at the Eastern Experiment Station, College Park. Unless otherwise stated, the crude diatomite used was from the Patuxent River deposits near Dunkirk. This material, consisting of roughly one-third each of clay, quartz sand and diatoms, was representative of the usual low-grade marine diatomite found in the Coastal Plain Miocene beds of Maryland and Virginia and sporadically in other Atlantic coast states. As received, it contained 50 to 60 per cent moisture and probably had been wet since its formation.
