The solubility of hydrogen in liquid Pure iron and in a number of liquid binary iron alloys has been measured in a Sieverts'-type apparatus. Sieverts' law is obeyed in all alloys studied UP to 1 atm Pressure H2. The alloying elements, Al, B, C, Co, Cu, Ge, P, S, and Sn, decrease the solubility while Cb, Cr, Mn, and Ni increase it. ALTHOUGH the importance of hydrogen in steel-making has long been recognized, there has been, until recently, very little information in the literature on the effect of alloying elements on the solubility of hydrogen in iron. There is also disagreement on the solubility of the gas in liquid pure iron. Because of the earlier work in this laboratory,1,2 with the Sieverts method to determine the solubility of nitrogen in liquid iron alloys, it was decided to apply the equipment and procedure to hydrogen. The literature that is pertinent to this study (Ftefs. 1 through 15) will be discussed later when the results of this investigation are considered rather than at this point to avoid repetition. The rapid progress of basic changes in refining processes, which has characterized this division of the petroleum industry during the last 7 years, slowed up in 1926 and the industry as a whole devoted itself to the enormous task of adopting these changes to its methods of manufacturing. If for no other reason, the year of 1926 will stand out as the first year of widespread activities in placing refining on a true manufacturing basis. A brief survey of each of the important operations and the trend of the changes with their economic results indicate the importance of this period of transition. No attempt has been made to detail the numerous activities in each of the major operations and the writer would refer those seeking such information to the various trade papers and the paper on "Basic Changes in Refining Processes," by Walter Miller.' Distillation.—-Distillation (excluding cracking) is the major item in refining. During the past year there has been a wide application of the improvements developed in former years. Operating costs have been reduced for fuel, labor and capital items. Practically all types of distillations are now carried on as semi-continuous or continuous operations, rather than by the old batch method. Heat-saving devices, such as heat exchangers, or improved combustion chambers, have had a marked effect on the total fuel bill of the industry. The modern pipe-still has been widely used and figures available show that approximately 10 per cent. of the older shell equipment was replaced by pipe-stills during 1926. The range of usefulness of this type of equipment has been extended successfully to the most complicated types of lubricating oil manufacture. These stills afford marked economies in fuel as well as labor costs, also many advantages in older plants where space is limited, as a single pipe-still can replace several batteries of shell stills. Capital expenditure per barrel capacity is decidedly lower and offers economy in this direction. Although there has been considerable discussion of other types of distillation equipment such as the vacuum still, there has been no appreciable increase in these installations during 1926. THE writer has been unable to find much information relative to tests made to determine the effect of forging on the specific density of steel. The opinion, however, among men engaged in the business, seems to he that forging greatly compresses or consolidates the steel. While such is doubtless the case with spongy or porous steel, the following experiments indicate that there can be little or no change in the density with steel initially free from cavities: Ten ingots of basic open-hearth steel cast as shown in Fig. 1 were used in the experiments. All the specimens were 0.53 carbon with all other elements the same, the analysis being determined from drillings taken midway between the center and outside of the upper end, as shown in Fig. 2. The specimens were selected from over one thousand ingots so that the tests could be comparative for the work done in forging only, but no two of the ingots were cast in the same heat. Each ingot remained in the mold approximately 30 min., when it was removed and air-cooled. About 12 hr. later, when the temperature had been reduced to approximately that of the surrounding atmosphere, the head was discarded and the ingot heated in an oil furnace to approximately 2250° F. (1235° C). Approximately 1 min. was required to forge under the steam hammier to 1 ¼ in. (31.75 mm.), rough diameter, as shown by the dotted lines in Fig. 2. All ingots were allowed to air-cool after forging. Cylinders ½ in. (17.7 mm.) in diameter and ½ in. high were then turned from the forged and unforged parts of the ingots and numbered. The ten pairs of specimens were submitted to Louis E. Endsley, Professor of Railway Mechanical Engineering, University of Pittsburgh; A. N. Talbot, Professor of Applied Mechanics, University of Illinois; L. Z. Slater, chief chemist, Scullin Steel Co., St. Louis, Mo. THE Liberty tunnels extend through a very steep hill in Pittsburgh (locally called Mount Washington) for a distance of slightly over a mile. From the point of view of the metallographist, the adaptation of x-rays to the study of the crystal structure of metals is of the greatest importance. While one may hardly consider the findings resulting from x-ray study as revolutionary, their positive nature, compared with the deductions we have been forced to accept from the work that had gone before, gives firmer ground on which to build and furnishes new fields for speculation. Prior to the advent of the crystallogram, the best work on the crystal structure of steel was that of Osmond and Cartaud.' They concluded, from their investigation with percussion figures formed at various temperatures, that alpha, beta, and gamma irons belonged to the cubic system and that they showed well-marked specific characteristics and could not have the same internal structure. What the internal structures were, they had no direct method of determining; but from a consideration of the fact that the 001 plane (that parallel to the cube face) is a plane of perfect cleavage and minimum hardness in alpha iron and that the 111 (octahedral) plane is by far the most important in the crystallography of gamma iron, they were led to suggest the simple cubic arrangement as that of alpha and the face-centered cubic arrangement as that of gamma iron. They suggested the body-centered cubic arrangement as that of beta iron. The atomic arrangement of the various crystal forms of iron has been quite definitely determined in recent years by means of x-rays and the work of Westgren2 and Weatgren and Phragmen3 has been rather conclusive. They not only determined the atomic arrangement of alpha, beta, and gamma iron but also that of the high-temperature modification delta.

The Mexican oil fields, during 1921, produced in round numbers 203,000,000 bbl. of which 176,000,000 bbl., or 86 per cent., were exported, the bulk of these exports, or about 73.3 per cent., going to the United States. The Mexican exports were divided by grades as follows: Light crude, 47.0 per cent.; heavy crude, 22.0 per cent.; tops, 3.5 per cent.; fuel oil from light crude, 24.0 per cent. The balance, or 31/2 per cent., includes the bunker fuel shipments and the coastwise trade in Mexico, which is not classified as to grades. The figures show that, in importance, the light-oil fields form about 75 per cent. of the Mcxican petroleum industry. The production of the Panuco field has followed the general history of the American fields, and its gradual decline, which is at present foreshadowed, may be estimated as well as its ultimate economic life. On the other hand, the behavior of the light-oil fields to the south is unlike any in the world so far discovered, and as a result we have concentrated overproductions followed by sudden droughts, both sometimes equally unexpected. The coming in of two or three gushers within adequate pipe-line facilities will flood the market with 100,000 bbl. or more a day, while the flooding by water of a particular pool will, in a few weeks, remove from the market one-half the total production of the Mexican fields.

INTRODUCTION Since 1975, Union Carbide Corporation has been conducting uranium exploration in southwestern South Dakota. This program has resulted in the discovery of an ore body about eight miles north of Edgemont in Fall River County. The site which was previously mined for uranium in the 1950's and 1960's consists of 950 lode claims (approximately 20,000 acres) and is within the Black Hills National Forest. Preliminary development plans indicate that fewer than 200 surface acres will be involved in the mining and heap leaching of the ore. The ore occurs in both the Fall River and Lakota formations. The exploration to date has developed something in excess of two million tons of ore averaging -0.1% U308. About 75% of the ore is expected to be mined from underground with 25% coming from five to seven small pits. The surface mining will be extensions of previously mined areas with a disturbance of 35-40 new acres near 35-40 previously disturbed acres requiring a total reclamation of 70-80 acres. Several options for processing the ore including conventional milling by UCC, conventional milling in joint venture with another producer, and heap leaching are under consideration. This paper is concerned with the preliminary assessment of the heap leaching option based on the limited test work conducted on surface samples and on available cores from the deeper ones. The final design for a commercial operation will not be available until an underground bulk sample has been obtained and evaluated. Union Carbide has been operating heap leach facilities commercially since 1973 at Gas Hills, Wyoming and Maybell, Colorado. Simple methods for estimating the shear strength of rock joints and waste rock are reviewed. For the case of rock joints, the methods are based on a quantitative characterization of the joint roughness and the joint wall strength. Size-effects are found to reduce the peak strength of large joint samples to values below the ultimate or so-called "residual" values measured in the laboratory. Tilt tests and surface profiling on natural size blocks within the jointed rock mass are recommended for obtaining scale-free properties. The joint parameters obtained can be used to model complete strength-displacement-dilation behavior if this level of input is required. Large scale tilt tests can be performed with advantage on both rock joints and waste rock. The behavior of these two materials is surprisingly similar. Both are influenced by the size-effects on the compression strength of the rock, and both have similar log-linear relationships between effective normal stress and the peak drained friction angles. The resulting high values of friction near the toe or close to a slope face in either material can be misleading.

Information will be provided on the economics and costs of various design alternatives, and how they can influence financial results of a particular project. Technical and economic factors that pertain to an actual operation, Freeport Indonesia, Incorporated's block caving mine in Indonesia, will be provided, and highlights of the planning, development and operation of this mine will be presented. The major thrust of the paper will be to emphasize the importance of good planning and to encourage economic analysis of various methods of layout and design.

The oxidation of metals melted in contact with air takes place with dissimilar results. Tin, lead or zinc are examples of a class, the oxides of which float on the surface of the melted metal. First a film is produced, which covers the surface; then, if agitation from any cause exposes new metal to the action of the air, additional oxidation takes place, and the film is increased in volume. This change goes on until a considerable quantity of oxide (or " dross," as it is technically called) is formed; depending, of course, upon the duration of the exposure of the metal to the atmosphere. When such metals are poured, the dross may be skimmed off; and clean metal will be left underneath. The removal of such oxides is, therefore, merely a mechanical process. In the case of copper, however, the result is quite different. The sub-oxide of copper (Cu2O) is readily soluble in molten copper; and therefore, instead of the formation of a film of oxide, to be finally removed as dross, the surface of the metal remains bright and clear, because the oxide has been dissolved as soon as it was produced. It is customary in the process of copper-refining to leave a small quantity of oxide in the metal, in order to oxidize any traces of bismuth, arsenic or antimony which have not been entirely removed. NAME "Utah" is derived from the name of the Indian tribe, variously spelled "Yuta," "Ute," "Youta." "Uta." "Eutaw," and finally "Utah." It means "in the tops of the mountains," or "on the heights." The state emblem is the "Beehive," typical of industry. State nickname is "Beehive State." AREA Utah is the tenth state in area. It contains 84.990 square miles, of which 2.806 miles are water. When admitted as a territory in 1850. Utah included all the area from the east line of California to the summit of the Rocky Mountains between the 37th and 42nd parallels, which embraced practically all of the present state of Nevada, all of western Colorado, part of Idaho and part of Wyoming, in addition to the present area of Utah.

This discussion relates to the distribution of coal under the di , of the U. S. Fuel Administration beginning Apr. 1, 1918. At t' L a definite method of controlling and directing distribution was put int effect. Prior thereto, although some of the machinery utilized was in operation, especially in the few weeks immediately preceding' Apr. 1, distribution had not been effectively and comprehensively organized. The writer was called to the Fuel Administration by Dr. Garfield about the first of February, 1918, to assume general direction of the distribution of coal for the Fuel Administration, to develop the general plans, and to obtain practical men to assist in this work and in carrying through the program finally devised. A study of the situation and conferences with the Fuel Administrator and leading men in the business made it plain that it would be necessary to begin at the bottom, measure the undertaking, develop plans to meet the need thus shown, and build an organization to effect the distribution required. This work had to be done under war pressure in the midst of a bad coal shortage. The successful performance of such a task is always primarily a matter of putting competent men in the right places and giving them the power and opportunity to function properly together. In the Distribution Division of the U. S. Fuel Administration, the men who were chiefly responsible for whipping plans into practical form and then for carrying out these plans were A. W. Calloway, of Baltimore, President of the Davis Coal & Coke Co., who served as the Director of Bituminous Coal Distribution; S. Lovell Yerkes, of Birmingham, Alabama, Secretary of the Grider Coal Sales Agency, who assumed general charge of distribution while the new plans and organization were being perfected and then became the Assistant Director of Bituminous Coal Distribution; Warren S. Size distribution and surface area measurements play an important role in the characterization of crushed and ground granular materials properties. This paper outlines sampling methods of granular materials followed by a detailed treatment of principles of size and surface area measurements of a wide range of sizes from crushers feed to ball-mill ground sub-micron particles. Currently available equipment for size distribution and surface area analysis is described and critically examined with respect to advantages, range of application and precautions in their use. Equipment for on- stream size analysis is also evaluated. Finally, a list of criteria are given for selection of particles size and surface area measuring devices for a particular application.

Major trends in exploration geochemistry during the past year included an increased level of geochemical exploration by both government and private industry: greater sophistication in sampling, analytical and interpretive techniques: and increased activity on the part of universities and state geological surveys. The evolution of applied geochemistry in North America from a useful prospecting tool to an invaluable exploration method is largely due to efforts of the mining industry, the USGS and the Geological Survey of Canada. In the U.S., there has been a distinct reluctance on the part of universities to conduct research or to offer courses dealing principally with applied geochemistry. Most university geochemists have not been responsive to industry needs because government sponsorship of geochemical research in universities has been overwhelmingly in favor of theoretical, rather than applied research: and, because of the mistaken notion that exploration geochemistry is not sufficiently academic. A critical shortage of specialists in this field has resulted. Specialists in Exploration Geochemistry Needed Based on the response to a brief questionnaire sent to universities in the U.S. and Canada, there is some evidence suggesting a reversal in this trend. Graduate courses devoted to exploration geochemistry are currently being offered in geology departments at the following universities: University of British Columbia, Colorado School of Mines, University of Idaho, McGill University, University of New Mexico, Pennsylvania State University and the University of Utah. Other departments report that applied geochemistry is included in general geochemistry courses. A survey of recent publications suggests increased research interest in exploration geochemistry by university geologists.

The use of the bag-house for filtering out fumes produced in certain metallurgical operations is not new in America. There are no patents in force at this time, to my knowledge, which might hinder such use. Up to about 25 years ago the bag-house was only employed in connection with either zinc-works, which produced the oxides, to be sold for paint, or as an auxiliary in extracting lead from high-grade oxidized ores and from galena-concentrates in the Missouri and neighboring lead-regions; this work being then done in the Scotch or American hearths and in very low slag-furnaces, in all of which was produced an excessive amount of oxides which were also finally sold as paints. The literature1 on the above is abundant in text-books and periodical publications. The first large bag-house to be used permanently in connection with lead blast-furnaces was erected, as far as I am aware, about 1887 at the Globe smelting Co.'s works at Denver, Colo., under the Lewis-Bartlett patents. Officers of the Institute have been entertained by, members at nine meetings in different parts of the country during the months of March and April. Institute policies have been discussed by the officers and by members present at the different meetings, with the result of bringing about a better understanding of Institute policy among the members; it has also been made clear how various suggestions are viewed by members who are not all in close touch with Institute activities and with the policy of the Board of Directors. President Jennings devoted his remarks chiefly to an account of Institute activities in connection with Government service for the war, and presented an able address on the relations of labor and capital; with special relation to possible changes that may be necessary during the reconstruction period following the war. This carries forward the suggestion made by him in taking up the reins of government at the Annual Dinner on February 20, 1918, and makes available a paper which has aroused great interest at the different meetings; this address will be found on a following page. In referring to Institute activities in connection with the war, the President mentioned especially the Naval Consulting Board, the War Committee of Technical Societies, the War Minerals Committee, and the census of engineers prepared not only by the Institute in connection with the Bureau of Mines, but also by the American Society of Civil Engineers, the American Society of Mechanical Engineers and the American Institute of Electrical Engineers. He announced also the appointment of two committees, one on ferrous and one on non-ferrous metals, advisory to the Tariff Commission, and the appointment of a member of the Committee on the Excess Profit Tax, having especially to do with the question of excess profit taxes on gold mines. He also announced the appointment of a new committee known as the Committee on Industrial Organization, which will devote its energies largely to the question of relations of capital and labor and of "human engineering."

Before the arrival of central-station power, all coal and metal mines generated their own power and, in many cases, these isolated power plants gave a fair continuity of service. In coal mines that produce considerable gas, it is essential that power be available at all times for operating the ventilating fan and the hoist, if the mine is of the shaft type. In the case of an isolated power plant, if trouble should develop with the fan the men can be hoisted quickly when the mine is of the shaft type. On the other hand, if trouble develops with the hoist, the fan can be kept in operation, and there will be no necessity of haste in getting the men from the mine. Now that central-station power is being used so extensively for mine service, the continuity of service with gaseous mines is very important. : Inherently, the central station is much more reliable than any isolated plant, but trouble may occur on the transmission lines which may prevent the transmission of power for a considerable time. : Some mines have kept their steam equipment intact and ready for operation in case the purchased power should fail. This is expensive procedure, for the boiler plant must be fired at all times so that the emergency power will be quickly available. In a number of instances, gasoline-engine driven generators have been installed to furnish emergency power for the service hoist. As most service hoists are of the alternating-current type, the generator of the gasoline-engine driven set is usually of the a.c. type and is arranged to drive the service hoist motor at full speed, or an extra motor that can be thrown into gear on either the main or service hoist and the hoist operated at a greatly reduced speed. This arrangement is used because it is difficult and expensive to obtain and install large gasoline-engine driven units. The author has recently developed a plan by which the main hoist and the fan can both be operated at reduced speeds, in case of loss of power from a central-station power system. A discussion of the probable future use of coal for power development involves the study of several basic factors, such as future demand for power, the quantity and availability of fuels in direct competition with coal, the price of coal, and a closely related factor—the efficiency and cost of fuel utilization. Predictions based on purely statistical analyses of past coal consumption have definite limitations. For example, statistics showing the relation between coal utilization and total energy consumption from all sources between the years 1890 to 1930 indicate that during that period the energy consumption per person in the United States increased five times, while the coal consumption per person increased only twice1, and there has been an actual decrease in per capita coal consumption since 1920. Figures such as these, compiled by authentic agencies, emphasize the need for caution in attempting estimates as to the future use of coal, and, incidentally, would seem to offer little basis for optimism in the coal industry. They also suggest the value of analyzing broadly the part played in the past by the related factors of power consumption, competitive fuels, coal prices and the efficiency of utilization. Proper weight must also be given in such a study to the present status and limitations of power-plant developments, arid to the question of what the coal industry itself can do to further its own interests arid influence the consumption of its product.

For the purposes of this analysis it is assumed that the petroleum industry has undergone a basic economic change whereby the degree of competition present in its operation is reduced by the collective control of production brought about by statme-directed proration. Formerly freely competitive in all its parts, the industry is now fully competitive only in its marketing, its manufacturing and transportation, its search for new oil supplies, its drilling operations (with some qualifications), and its capital movements. The practical problem before the industry in its new status is the maintenance of equilibrium, with planned control of crude-oil production (proration) substituted for competition and price as the regulatory mechanism at one point in the supply-demand system. It is further assumed that proration has become so firmly established in the legal and operating framework of the business that it may be looked upon as an institution. The purpose of this paper is to call attention to the effect of unregulated drilling upon the orderly functioning of proration. Economic Structure of Petroleum Industry The economic structure of the petroleum industry, under the current form of proration, may be visualized, in simplified form, as shown in Fig. 1. This diagram is designed to indicate the existing mechanism whereby supply and demand are equated. Demand is created largely by conditions external to the oil business, whereas supply is conditioned by a series of stages incidental to the discovery, development and production of a resource. The time elements involved in changes in demand and supply are of an entirely different order, the demand factor being much more flexible and "quicker" than the supply factors. It should be observed, also, that the position of price, formerly between "demand" and "supply," has been moved to a sidewise location where it still affects demand but influences current supply only through its bearing upon proration, drilling and search.
