The October issues* of the Journals of the three AIME Societies carried a brief resume of the historical development of various technical and professional organizations which in some immediate or remote way affect the individual member of AIME. This resume was presented by the Institute Committee on Inter-Engineering Society Cooperation. Recently, several plans have evolved designed as a first step to provide a so-called "unity organization" for the entire engineering profession. Almost all of the plans involve Engineers' Joint Council, Engineers' Council for Professional Development, and National Society for Professional Engineers in some way or other. Hence our committee is presenting to our membership a resume of the recent activities of the two umbrella organizations and of NSPE. More detailed information on any of these organizations may be obtained from annual reports published by the organizations.

During the history of man, the term concentration has had many meanings. Early in history, it may have been construed to mean sorting and smelting. Not many years ago, its definition included only the physical beneficiation processes. Today, and in this article, the term concentration is taking on the meaning of beneficiation and chemical processing, or either separately. An alternate definition could be: concentration is the process of recovering and upgrading an element or nonmetallic mineral so that the product can be used or refined for the needs of man. For the purpose of this article, concentration will have the same connotation as it does in the mineral industry, which has come to include processing methods such as leaching and chlorinization under this heading. Usually, smelting techniques and electrorefining are excluded and classified under the heading of refining. Using the broad definition of concentration, the areas of mining processing include not only the physical beneficiation processes and flotation but also hydrometallurgy and vapor-metallurgy. These methods include sorting, sizing, crushing and grinding, gravity concentrating, magnetic processing and flotation as well as hydrometallurgy and vapor- metallurgical processing.

Production of both anthracite and bituminous coal in 1954 was about 16 pct below 1953. Estimates on Dec. 1, 1954, indicated 27 million tons of anthracite and 385 million tons of bituminous. Decline in production was due principally to lower demand by the steel industry and the railroads, although competition from other fuels also affected coal. The year was notable for vigorous effort by the coal industry to promote the use of its product. A Cabinet Committee on Energy Supplies and Resources Policy and an Interdepartmental Committee on the Soft Coal Industry were set up by the Administration in Washington. A Governors' Fuel Conference was also organized.

The significant chromite producers listed in Table I11 are not major steel producers, with the exception of the USSR. After manganese, chromium is the most important alloying metal in steel. It would not be surprising to find a direct relationship between steel production and chromite imports. The precise connection is concealed by the other uses of chromite and the grades of steel produced by the various countries involved. In addition, the amount of ferrochromium made for export must figure in any calculation. Norway, a producer of considerable amounts of ferromanganese, imports significant quantities of chromite for ferrochromium manufacture. Most of the ferrochromium is exported to European steel- producing nations. Sweden imports only half as much chromite as Norway but makes far more chromium-bearing steel. Thus Sweden has far less ferro-chromium for export, although it supplies about 2000 tons per year to the U.S. and probably some- what more to such chromite-poor steel producers as Germany and Belgium-Luxemburg.

RALSTON, Salt Lake City, Utah- (communication to the Secretary *).-The literature on the theory of flotation has been enriched, of late, by the views of a number of excellent mining engineers who unfortunately were tyros in physical chemistry and physics. Hence the obscurity and mystery with which the process is supposed to be surrounded. The present paper goes far toward explaining some of the ideas which have seemed obscure or which have been poorly expounded by the men who advanced them, but there are a number of places where the author's explanations are unsatisfactory, or where he has fallen into the same mistakes made by the original propounders of the theories involved. While recognizing the value of constructive compilation, it is nevertheless disappointing to find a paper reviewing the recent theories of flotation which presents nothing-new-not even a new viewpoint. At the bottom of page 1121, there are stated to be present the following "phases" in flotation: "solid-liquid (ore-water), solid-liquid (ore-oil), solid-gas (ore-air)," etc. The writer could not possibly have meant to apply the word "phases" to the ideas involved. Each of the pairs of phases mentioned has an interface in which exists the interfacial tension that he is talking about.

THat the problem of utilizing anthracite waste is worthy of the thought bestowed upon it, may be shown in few words. In the year 1889, for instance, 35,408,000 tons of coal were sent to market from the anthracite regions of Pennsylvania. According to the report of the State Geological Survey, the amount of coal thrown on the dumps as waste, varies, with circumstancett, from 44 to 60 per cent. of that shipped to market. The lower of these figures represents 16,579,000 tons of waste for that year, and it is obvious that if this, or any considerable portion of it, could have been saved, it would have constituted an important addition to the fuel-supply of the country. It is not surprising, therefore, that so much attention has been given to the utilization of this waste. Among the many lines of experiment pursued with this object in view, the conversion of the carbon of the culm into producer-gas seemg at first to promise the most satisfactory solution of the problem. This article presents a simple arithmetic derivation for the relationship between sharpness of classification and circulating load, as well as world-wide industrial data which are compatible with the derived equation. It is shown that the sharpness of classification decreases with increasing circulating load. Based on the evidence available a comparison is presented between the performance of the present-day hydraulic classifiers. In a continuously operated closed circuit grinding system the tonnage and the fineness of the components may be indicated as follows: Eq. 8 expresses the relationship between sharpness of classification and circulating load in closed grinding circuits. If CL = 0, E = 100% according to the definition used. This, however, is a purely theoretical case because any apparatus to be called a classifier must produce the conventional two products. Furthermore, if CL = m, E =0%. In order to visualize the meaning of Eq. 8, the effect of factors d (fineness or percentage of under-size of classifier overflow at size x) and b (fineness or percentage of undersize of classifier sands at size x) should be studied. About 50,000 assays of mine samples were required in a preliminary investigation of the distribution of gold, silver, lead, copper, and zinc in two large Mexican mines, the Frisco mine at San Francisco del Oro (Chihuahua) and the Fresnillo mine at Fresnillo (Zacatecas). The feasibility of working with so many assays rests directly on the use of machine processing methods. The purpose of this article is to describe the methods used because machine (or data) processing can also be used efficiently to make the many calculations from mine assays needed in mining operations. No particular originality is claimed for these methods, which are straightforward applications of standard procedures for machine processing. Inasmuch as machine processing is essentially a routine job once it is begun, procedures must be organized more completely than is the case where human judgment can be inserted at every step. Before undertaking any work, it is necessary to decide carefully just which data must be processed as well as the exact results desired.

Until four years ago the market price of oil securities moved directly and immediately with the general list. This point, was first developed by the senior author in 1924 while making a statistical study of the relative movement of oil securities and the general market. Plotting the monthly averages of 17 oils against 233 industrials disclosed the sur- prising relationship shown in Fig. 1. The traditional vagaries of the oil business, the wide fluctuations in current supply and resulting abrupt changes in crude prices nevertheless produced no movements in the market price of oil securities as a group, which departed notably from the movements of the general market. Whereas single particle flotation is considered to be evoked by physico-chemical bubble adhesion, floc flotation seems to be governed by other mechanisms. This study demonstrates that air bubble size does not affect the flotation efficiency of inorganic particles which have been destabilized by different means: 1. addition of simple salts and 2. polyelectrolyte dosage. The air-to-solids ratio A/S does not influence the solids removal efficiency within a broad range of examination. However, there is a significant difference between A/S-values necessary to obtain optimum flotation comparing both destabilization mechanisms. Polyelectrolyte concentration corresponding to complete particle destabilization at the isoelectric point leads to optimum sedimentation rates but not to optimum flotation efficiency. To obtain optimum solids removal by flotation higher polyelectrolyte concentrations are necessary resulting in a positive solids surface charge. These effects are explained on the basis of different floc structures.

THE removal of lead by fire refining methods from copper of electrolytic quality is growing in importance. Particularly is this true of the refining of secondary copper and copper cathodes obtained from electrolytic cells where lead is used as the anode material, as in the electrolysis of ore-leaching solutions and foul electrolyte. When investigating the removal of small amounts of lead from molten copper in a reverberatory furnace during the refining of secondary copper of otherwise electrolytic copper quality,1 it was found necessary first to FIG. 1.-SAMPLING DEVICE. know something about the distribution of the lead throughout the bath. The authors believe that it is not generally known how small amounts of lead as an impurity are distributed in a molten copper bath; that is, whether the lead is concentrated at the bottom or at the top, or whether it occurs more or less uniformly throughout the bath. The data contained in this report may help, therefore, in the development of a satis-factory fire refining method for the removal of this obstinate element from a molten copper bath.

Longhole underground drilling has been carried on in the Tri-State area at various times over the past 35 years or more. W. F. Netzeband reported on this topic in 1926 and in 1930. More recently it has been found that in certain areas of the Picher field, Oklahoma, and under certain conditions, the jackleg or jumbo-mounted drifters can be used more economically and to greater advantage than surface churn drillholes for prospecting. To understand better the problems involved in Eagle-Picher's longhole prospecting program it would be helpful to cover the geologic criteria affecting it. Much has been written about the geology of the Picher field. A more complete description than that given here can be found in a recent paper by J. P. Lyden.

(written discussion ?).-Studies of the probable future production of oil wells and fields-particularly those in the nature of the recent work by Lewis and Beal, having the object of increasing the percentage of recovery-rank, in both practical and theoretic value, very high, if indeed they do not outrank all other petroleum investigations except structural surveys. Even such surveys, although saving untold millions that might have been spent in prospecting unpromising territory, may have less ultimate value than generally supposed, for it may perhaps be argued that much if not most of the condemned territory will sooner or later be tested-some is already productive-and the most that can be rightly claimed is the recovery of cream first; also that the consumption of the richest portions first cannot be extenuated, as it might with some resources, on the ground that if the best is not taken now it will deteriorate.

The library of the above-named Societies is open from 9 A.M. to 10, P.M. except on holidays. It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library, through its Library Service Bureau, can render valuable service through correspondence; letters requesting information will receive especial attention: The Library is prepared to furnish references and photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information on the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape.

W ho holds title to the continental shelf? As submarine mineral ventures move out into deeper and deeper waters, the dispute over this question is bubbling up with greater and greater urgency. Basically, the forces of disagreement are lined up on two fronts--one nationalist and the other internationalist. The nationalists, or "broad shelf" proponents, view the shelf as a geologic extension of the coastal nations and therefore subject to the sovereignty of these nations. The internationalists or "narrow shelf" proponents, seek to circumscribe the jurisdiction of the coastal nations by a topographic line beyond which all rights would be reserved to an international regime. In the U.S. public sector, three groups----the American Bar Association and International Law Association committees and the National Petroleum Council (NPC) - have taken a stand on the broad shelf. These are joined by AIME, which has consolidated its position in a "Policy Statement on the Outer Limit of National Sovereignty Over Seabed Resources." This statement was adopted by the AIME Board of Directors last October 15 after its submission by Earl Cook, Chairman of the AIME National Affairs Committee, at the behest of the Society of Petroleum Engineers. The main organization holding to the narrow shelf is the Commission on Marine Science, Engineering and Resources.

Use was made of a recently developed surface-accumulation diffusion technique to measure the self-diffusivity of edge-type dislocation singular lines (Burgers vector along <110>) in a bent and polygonized single crystal of silver. Two factors are involved in obtaining a number for the diffusivity. One factor, the dislocation-line density, was measured by a microscopic technique recently developed, and the value of the other parameter, the effective "diameter" of a dislocation pipe, was estimated. With these parameters equal to 7.3 X 106 dislocations per sq cm and 10-7 cm, respectively, it was found that the self-diffusivity along edge-type dislocation lines was a factor of about two times the average grain-boundary self-diffusivity. The dislocation-pipe diffusivity is about 7x10-7 sq cm per sec at 450°C. THE possibility of short-circuit diffusion through imperfections in crystals has been recognized for some time. It was only recently, however, that concerted effort has been expended to obtain values of diffusivity for grain-boundary short circuits. The organization and purpose of the War Minerals Committee was explained in a special war notice in the-August Bulletin. The first work of this Committee is to secure and condense information as to the relative importance of different properties from the standpoint of domestic mineral production. When the possibilities of ore deposits are known, involving, in some cases, further examination through the voluntary services of, Engineers and Geologists, then the necessary policy required to stimulate such development can be determined. Proper recommendation has been and will be made to .the various agencies controlling the situation during the war. This will insure a complete presentation of the needs of the situation. Every legitimate effort will be made to stimulate the production of domestic minerals and to put the industries on a permanent basis. The following information forms indicate the type of information required by the Committee. Engineers and Geologists can assist in one of several ways in furnishing information to the War Minerals Committee:
