The economy continued to expand during the third quarter, as real GNP rose at a seasonally adjusted annual rate of 3.8%, up from 2.5% in the second quarter (table 1). Continued job gains (see below), higher incomes, and an increase in installment debt, resulted in a nearly 20% increase in consumer spending on durable goods. Consumer expenditure on nondurables fell slightly, while spending on services continued at a moderate pace. Nonresidential fixed investment climbed nearly 24%, as producers purchased more durable equipment. Residential fixed investment was adversely affected by rising interest rates, which slowed new home construction from January to August, 1987 to a rate 11.2% below a comparable period in 1986. Net exports of goods and services deteriorated slightly, after three consecutive quarters of improvement. The volume of net exports has risen 15% for the year, contributing to economic and employment growth, but large price increases on imports have slowed the improvement in the nominal trade balance. Although U.S. goods have declined in price relative to foreign goods because of the devaluation of the dollar, faster growth in exports is hampered by austerity programs in developing countries, and emphasis in Germany and Japan on curtailing inflation and fiscal deficits.

Sulphuric acid of various concentrations has long been used as a reagent in the determination of olefins and aromatics in hydrocarbon oils4 such as gasoline, kerosene, and neutral oils from coal-tar distillates. Despite its long use, however, there is no general agreement as to optimum conditions and concentration of acid, and numerous methods and modifications have been recommended. In most cases, treatment of the neutral oil with 80 to 90 percent sulphuric acid, followed by distillation to the original endpoint to remove olefin polymers, is recommended for the estimation of unsaturated hydrocarbons. The distillate thus obtained is taken as olefin-free oil and used in later stages of the anlysis. Aromatic hydrocarbons generally are determined in the olefin-free oil by suphonation with more concentrated acid (96 to 100 percent and fuming sulphuric acid are recommended), the hydrocarbons not attacked and removed as water-soluble sulphoric acids being considered as saturated hydrocarbons. In some cases the saturates are examined further by differentiating between cyclic (naphthenes) and acyclic hydrocarbons (paraffins), Generally this is achieved by physical methods, although strong sulphuric acid is known to react preferentially with some types of saturated hydrocarbons. It was the purpose of the present work to make a general study of this type of analysis and to investigate the reactions of hydrocarbons under conditions often used in analyses that employ sulphuric acid reagents. Since previous work is not in good agreement, the optimum concentrations of acid for the different stages of the analysis were determined. Several sulphuric acid methods previously recommended and new modifications were compared, two synthetic solutions being used as the reference oil. The results obtained are presented below under separate headings.

The year 1937 was signalized by increased employment in the metal-and nonmetal-mining 4 industry of the United States. Measured by the number of men working, there was a 17-percent gain in employment compared with 1936. In total number of man-hours worked at all mines, the gain was slightly over 18 percent. Hazards connected with mining resulted in more accidents to the workers than in 1936, but the increase in number of accidents caused only a slight rise in the accident rate because of the much larger increase in the number of man-hours worked. In fact, the fatality rate per million man-hours of exposure was lower in 1937 than in 1936, but the rate for nonfatal injuries increased slightly.

"This study reports a new property of the important NAD(P)H-dependent flavoenzymes, glutathione reductase, lipoyl dehydrogenase and ferredoxin- NADP oxidoreductase, that can catalyze a one electron reduction of metal ions such as chromium(VI) and vanadium(V). During the enzymatic reduction process, molecular oxygen is reduced to H2O 2 , which reacts with the reduced metal complexes to generate hydroxyl radicals. Since the hydroxyl radicals have been suggested to play an important role in Cr(VI) toxicity, this study provides a basis for a recent observation that Cr(VI) mutagenesis is strongly oxygen dependent. These results also point to an enzymatic pathway for the metabolism of some metal ions and concomitant generation of hydroxyl radicals. l. INTRODUCTIONThe purpose of this communication is to report that some important NAD(P)H-dependent flavoenzymes (glutathione reductase, lipoyl dehydrogenase and ferredoxin-NADP+ oxidoreductase) can catalyze one electron reduction of metal ions such as chromium(VI) and vanadium(V) and simultaneously reduce molecular oxygen to generate Hi02 and, eventually, the ""OH radical. This finding is significant because (i) the known substrates for the flavoenzymes are organic species and not metal ions, and (ii) the report on the enzymatic formation of the ""OH radical provides a new pathway for understanding the mechanism of genotoxicity of some non-ferrous metal ions. For example, it has been suggested that OH radical is likely to be the major species responsible for Cr(VI) genotoxicity [1-5). The 'OH radical is generated through the reaction of Cr(V) complexes with cellular Hi02 [4,5]. Cr(V) itself is known to be generated from Cr(VI) in various biological systems, in particular, microsomes [ 6), mitochondria [7] and mitochondrial electron transfer chain complexes [8]. However, no specific enzyme responsible for the Cr(V) generation has been identified except possibly glutathione reductase [4]. In this study we have used ESR and spin trapping techniques to show that the flavoenzymes can generate Cr(V) and provide a catalytic redox cycle for 'OH formation in such reactions. In initial attempts to mine taconite by conventional open-pit methods, the material tended to break into tabular blocks that were too large to be handled by conventional shovel dippers and were unsatisfactory in an ordinary crusher feed. A great amount of secondary blasting was necessary, which added considerably to the cost of mining. The Bureau of Mines and others are engaged in studies designed to contribute to the solution of taconite-mining problems. These studies concern problems related to drilling techniques and patterns, types and methods of use of explosives, and other factors relative to effecting maximum fragmentation at minimum cost. This report, is concerned with study of the application of shaped charges in drill holes, the effectiveness of shaped charges as compared to capped charges in secondary blasting, and the merits of different drilling patterns and methods of detonation of conventional-explosive charges. Fragmentation of taconite at or near the surface is controlled or strongly influenced by joint and bedding planes. Since all tests in this study were made in a jointed and bedded area, a definite conclusion as to the relative effect of a shaped charge in a drill hole, as compared to a conventional charge at greater depths and tighter ground, is precluded. However, application of shaped charges in primary blasting of taconite appears to be of no advantage. In secondary blasting of taconite, conventional, capped charges produced better breakage than shaped charges of the designs tested. Based on the results of conventional blasting practice in horizontal-, inclined-, and vertical-hole tests, no better fragmentation is obtained from blasting either horizontal or inclined holes, compared to vertical holes. Holes drilled in staggered parallel rows that intersect both series of joint planes at the greatest possible angle, give maximum breakage compared to rows paral-lel to one of the series of joint planes. Methods of detonation made little difference in breakage; but the milli-delay caps produced the best conditions for moving the broken rocks.

REPORTS received from operating companies by the Bureau of Mines, United States Department of the Interior, indicated marked progress in the reduction of injuries to employees in the coking industry in 1951 as compared with 1950. The fatality rate (0.14) per million man-hours of exposure declined 33 percent and was the second best performance since statistics on the industry were first collected in 1916. The nonfatal-injury rate (10.94), the best since 1940, declined 8 percent and was bettered only in 8 of the past 36 years. The nonfatal rate is based on all injuries resulting in loss of time for more than the remainder of the day on which the injury occurred. The exposure to hazard, as represented by the number of man-hours of work time during the year, was 7 percent higher than in 1950 and, except for the year 1943, was the highest since 1920. The fatality rate for men employed at beehive-coke ovens decreased 16 percent and the nonfatal-injury rate 23 percent, while the man-hours of work time or exposure increased slightly over 16 percent. The fatality and nonfatal-injury rates at byproduct ovens declined 33 and 2 ½ percent, respectively, while the number of man-hours worked increased 6 percent.

THE CARBONIZING properties of Chilton-bed coal from Lorado No. 5 mine, HE Logan County, W. Va., were determined by Bureau of Mines-American Gas Association tests at 600°, 700°, 800°, 900°, and 1,000° C. and by expansion tests. Chemical analyses, agglutinating and plasticity tests, and low- and high-temperature assays also were included in the investigation. Blends with low-volatile Pocahontas No. 3 coal were carbonized at. 900° C. The Chilton coal bed lies in the Kanawha, or Upper Pottsville formation of the Pennsylvanian system; the estimated original reserves are nearly 3.2 billion tons. The bed was 39/1 to 57 inches thick in the Lorado No. 5 mine, and the coal was 38 to 57 inches thick. The carbonization sample contained 62.6 percent fixed carbon on the dry, mineral-matter-free, basis, and the heating value on the moist, mineral-matter-free basis was 15,190 B. t. u. per pound; it therefore ranks as high-volatile A bituminous. It contained 1.8 percent moisture, 35.2 percent volatile matter, 57.9 percent fixed carbon, 5.1 percent ash, and 0.7 percent sulfur, as carbonized. The sulfur was largely organic, and the ash softened at 2,630° F. The agglutinating value determined on a silicon carbide-coal mixture of 15:1 was 6.8. In the Gieseler test the coal softened at 327° C., fused at 407° C., attained a maximum fluidity of 5,730 dial divisions per minute at 435° C., and solidified at 487° C. Maximum resistance in the Davis plastometer was 45.5 pound-inches.

In this U.S. Bureau of Mines report, in situ vat leach mineral recovery system concepts are described and cost compared with conventional mining and pad and autoclave leach processing systems. In the proposed systems, leachable ores are enclosed in place in reagent-impermeable in situ vat constructions. The ores are then rubbled and flood leached or flood oxidized and leached. The in situ vats are called stope leach or stope autoclave vessels. The report also proposes ore body-adjacent in situ vat constructions containing rechargeable processing stopes. A series of ore body-specific, innovative, and conventional mineral recovery systems case study designs are described and prefeasibility level costed. Based on a comparison of these prefeasibility level cost estimates, the proposed systems are determined to be economically competitive with conventional min¬eral recovery systems. The in situ vat leach mineral recovery systems concepts for leachable and refractory ores are developed around the drill-split narrow-vein and longwall mining methods described in part 1 of this Information Circular series.

This paper on methods and costs of mining and milling iron ore at the Iron Mountain mine of Ozark Ore Co., St, Francois County, Mo., is one of a series of Bureau of Mines reports on methods, practices, and costs of mining and milling throughout the United States. The Iron Mountain operation is notable for its successful transition from open-pit to underground mining, for use underground of large earth-moving equipment, and for development of a multilevel room-and-pillar mining method. To present some idea as to how the Bureau of Mines may most effectively serve mining, it is necessary that we make some resume of its pact accomplishments in order to determine what, if any, changes will be of greatest service to the industry and to the nation. There are a great many times in life when one begins to wonder whether or not Emerson, in his famous epigram about "mousetraps" and "beaten paths" and "final recognition of intrinsic worth", took into account the item of time. The intrinsic value of any movement, of any work, of any accomplishment will ultimately be recognized, of that there is no doubt, but may a man in history has gone to his end in martyrdom because the world was slow in the acknowledgement of the true excellence of his worth, and this is likewise true of institutions.

"INTRODUCTION The use of black blasting powder as an explosive in coal mines has long been recognized as hazardous and has been responsible for many of the worst disasters in American coal mines. One of the most pressing of the numerous problems confronting the Bureau of Mines, upon its creation in 1910 was to determine methods that would lessen the hazards created by the use of explosives in coal mines. The Bureau continued the study begun by the Technologic Branch of the Geological Survey as to the nature of explosives and made numerous tests to determine types of explosives suitable for blasting in coal mines. The Bureau has tested and approved hundreds of types of explosives and has disseminated information on methods and conditions for use underground to make them permissible as to safety. The Bureau of Mines has encouraged the use of permissible explosives for coal-mine blasting, and its experts both in the laboratory and in the field believe that the use of black blasting powder in any form (granular or pellet) is hazardous in any underground coal mine. Despite the information published at various times and innumerous ways and the general knowledge of the hazards that the use of black blasting powder in any form creates in the blasting of coal, the coal mines in the United States, during 1947 used approximately 34 million pounds of black blasting powder (granular or pellet), or approximately 11.8 percent of the total quantity of explosives used by the coal-mining industry.Many coal mines of the United States, for various and sundry reasons, probably will continue the use of black blasting powder, and this circular has been written for the benefit of such users, not that any suggested method or methods will make the use of this explosive safe, but it has been found that methods and conditions of use of black blasting powder can be improved so as to lessen, though not eliminate, the hazards created by its use."

The Bureau of Mines is establishing design criteria for effective roof support systems and is developing technology to improve mine planning and design. Geologic studies, surface and underground mine monitoring, and laboratory evaluations were conducted. The seven papers in this proceedings Information Circular present results of several investigations. Addressed are problems existing in both longwall and multiple-seam mines. Discussions include the effect of dewatering at a longwall mine site in the Pittsburgh coal seam and the effect of chain pillars on subsidence. Other results are measurement and characterization of longwall rock mass movement and an integrated design for stability in multiple-seam mining.

This report summarizes the cost of U.S, mining and milling industry compliance with the Environmental Protection Agency (EPA) interim water quality guidelines for waste discharges. Applicable excerpts from Public Law 92-500 are stated and interpreted in conjunction with the guidelines being used for implementation of the law. Over 200 U.S. Army Corps of Engineers applications for discharge permits were used to develop the quality and quantity data base needed to estimate the cost to comply with EPA guidelines, Cost of three basic treatment methods were considered: Aeration, addition of lime, and sedimentation. From the process design, cost-capacity graphs were developed to consider maximum flow rate, maxi lime addition, and average flow rates. The graphical method used in this evaluation should provide a reasonable guide to the effect of waste treatment and, therefore, Public Law 92-500 and corresponding EPA guidelines on the mineral processing industry. The cost of complying with the EPA guidelines will have the effect of prompting the mining industry to minimize the production of waste water and of undertaking some additional treatment, Two case studies are presented to illustrate efforts that might be fruitful for minimizing waste water production and for treatment of combinations of acid mine drainage, mill wastes, and metallurgical process wastes when treatment is deemed necessary.

The Bureau of Mines investigated lode tin deposits on Potato Mountain, Seward Peninsula, Alaska. Tin was found to occur as cassiterite associated with quartz, tourmaline, pyrite, arsenopyrite, and earthy clays, but the deposits lack the varied accessory minerals commonly found in tin districts. The tin-bearing deposits are in metasediments along minor breaks and bedding planes but not in the crushed earthy filling of major faults. Cassiterite and sulfides occur with quartz in veins, both with and without earthy clays, and disseminated through tourmalinized wall rocks. The deposits are characterized by irregular segregations containing 1 to 10 percent tin within zones averaging not over 0.25 percent tin. The largest segregation exposed is on the summit of a low hill on the east-central slopes of Little Potato Mountain; most of the outcroppings are in an area trending east to west, roughly 10 to 30 feet wide and 300 feet long. Sample values ranged as high as 12 percent tin, but the average grade may be about 1 percent tin. The extreme irregularity of both grade and composition precludes a more exact determination. Similar concentrations are scattered for over 1,000 feet to the west and north, but these are smaller and lower in grade. Elsewhere on Potato Mountain, generally similar deposits occur as clusters of veinlets at widely separated points in the metasedimentary walls of major faults.

A computer program has been devised to calculate the reservoir performance of water floods of complicated well - spacing patterns . The method and program have been tested by calculating the waterflood performance of fivespot patterns using oils of different viscosities and the performance calculations agreed closely with laboratory results . The program on a high - speed digital computer will process the performance prediction in about 1 minute , which is very rapid for a prediction using so much fluid mechanics and nonlinear geometry . The program has been presented in such a way that one may use it as given and save the time required to write and " debug " one of his own . gram processes a complex reservoir analysis , many of the complicated steps are explained in detail , both for the fluid mechanics and the directions for the computer . The subtle features that originally delayed the application of the program to unusual combinations of permeability and viscosity relationships are incorporated and explained

"Introduction.The Bureau of Mines has taken up the problem of determining a method or methods whereby underground compensation insurance rates for metal-mining companies can be equalized in proportion to the underground hazards involved. This study has been started by the writer with the assistance of Mr. I. M. Wolfin* as consultant.The present paper briefly reviews the origin of accident compensation, gives a digest of State compensation laws, and describes types of insurance carriers. This will be followed by study of the basis of premium rate, risk differentials, and cost of compensation insurance to mine operators. These data will be supplemented by an analysis of the accident hazards in different mining methods and practices, and the severity and frequency of accidents classified by time lost and period of exposure to hazard, for different States, mining methods, occupations and nationalities. Attention will be given to standardized preventives for underground accidents in metal mines, and, finally, the classification of underground metal-mining hazard for workmen's compensation insurance premium rating."

Because State and Federal agencies have limited the amount of sulfur oxides that can be discharged to the atmosphere, most copper smelters plan to convert the S02 in offgases to sulfuric acid. In some cases, however, it might be preferable to use a nonsmelting method to fix the sulfur in the form of a discardable product. Research by the Federal Bureau of Mines has shown that sulfur in copper concentrate can be converted into insoluble anhydrite (CaS04) by roasting the concentrate with lime (CaO). After leaching the calcine to recover metal values, the residue may be discarded without harm to the environment. The process can use a rougher flotation product, thus reducing separation costs and saving valuable minerals (for example, molybdenite) that are now lost in making cleaner concentrate. In tests, rougher concentrate was pelletized with the theoretical amount of lime and roasted for 1 hour in a 6-1/2-inch-ID by 11-foot-long rotary kiln at 700° C. Sulfur retention was about 97 percent. Leaching the calcine with 20 percent RCI extracted approximately 99 percent of the copper, 73 percent of the iron, and 91 percent of the molybdenum. After the molybdenum was removed from the leach solution by adsorption on activated carbon, copper with a purity in excess of 99 percent was obtained by cementation on sponge iron. The strip solution then could be spray-roasted at 500° C to recover the RCI for recycle and obtain F2O3 as a byproduct.
