INTRODUCTION The concern of occupational exposure to diesel exhaust pollutants is an important workplace issue for the mining industry. During the last three decades of diesel operations at Inco, a significant amount of research and improvement has been made in the area of work environment, and effective diesel operation. This paper will review the experience gained by Inco's Ontario Division from the implementation and the use of modern engines, improved fuel quality, and the exhaust control technology, coupled with adherence to proper maintenance and ventilation design and practices. Past monitoring practices and the current occupational monitoring program at lnco are outlined. A major new research initiative involving multi-stake holders in diesel performance is described. MINING IN THE SUDBURY AREA The discovery of nickel-copper ore in the Sudbury area dates back to the year 1856. The existence of this orebody was noticed when a strong compass deflection was observed by a provincial surveyor. This discovery, even though documented in official re- ports, failed to arouse any public attention at that time. In 1884, a rock-cut was blasted through a small hill near the village of Sudbury to permit laying track for the Canadian Pacific Railway (Boldt 1967). The rock-cut uncovered a body of massive sulfides with a copper content of over nine percent. The mineralization is concentrated along the outer margin of the Sudbury Basin, an oval-shaped structure having a dimension of 55 x 95 kilometres. The ore extends down-dip to to at least 3000 metres below the surface. The mining methods at lnco can be divided into two categories: "filled-stope" and 'bulk" mining. This division, in the broad sense, may also reflect the environmental conditions of the mine. In the past, the selection of a mining method was based on the size, shape, grade and the strength of the ore and its surroundings. The recent development of improved technology and mining equipment permitted wider application of low cost bulk mining methods. UNDERGROUND DIESEL EQUIPMENT The first diesel-powered machine, a 145-horsepower scooptram, was put into operation in March 1966, in a cut-and-fill stoping complex at Frood Mine. The number of diesel machines underground in the Inco, Ontario Division, mines was increased to 360 units by 1971,550 in 1977 (Rutherford 1978), and over 830 diesel-powered units in 1995. The following list indicates current mobile diesel equipment. LHD 194 Loaders 81 Trucks 28 Jumbo Drills 78 Personnel Carrier 101 Service Equipment 155 Locomotives 50 Bolters 30 Scissor Lift 113 About 20 percent of the LHD and truck units are equipped with electronic fuel controlled engines. COMPOSITION OF DIESEL EXHAUST Diesel exhaust contains hundreds of pollutants (Watts 19921, including components of unburned fuel and lubricating oil and products of incomplete combustion of the fuel and oil. These pollutants are emitted either as gases or as particles. Gaseous pollutants include carbon monoxide, nitrogen oxides, and sulfur ox- ides, as well as a variety of organic compounds, such as hydro- carbons, aldehydes, and polynuclear aromatic hydrocarbons. The particle phase, also known as diesel particulate matter (DPM), is the filterable portion of diesel exhaust. Figure 1 depicts the trimodal particle size distribution that arises from different mechanisms of aerosol generation (Cantrell and Rubow 1992). Primary combustion aerosols, including diesel exhaust aerosol, are formed as very small particles (in the 0.001 to 0.08 micrometre range), but physical mechanisms such as condensation and coagulation quickly transfer the aerosol mass from the nuclei mode to the accumulation mode. These processes result in a mass median diameter of approximately 0.2 micrometres for diesel particulate matter, and 90% of the particles are less than 1.0 micrometre in size. These particles have a high surface area, permitting the adsorption of different substances produced during combustion. Mechanically generated aerosols, on the other hand, typically contain particles greater than 1 micrometre in diameter. The particle phases of diesel exhaust contain three components (Bagley, et al, 1996) shown by Figure 2, namely: a carbon- aceous fraction composed mainly of solid-carbon particles, a sulfate fraction containing small hydrated sulfate particles, and a soluble fraction that contains compounds that are soluble in organic solvents and are adsorbed or condensed onto carbon core particles. These compounds consist primarily of higher molecular weight hydrocarbons and PAH's and may contribute 15% to 45% of the weight of the total particulate matter (Schuetzle, 1983). The control of these pollutants is necessary to ensure a healthy work environment. INTRODUCTION The Nuclear Energy Agency plays an active role in promoting international cooperation among its member countries in the field of nuclear energy. In addition to various other functions, it plays a major role in encouraging harmonisation of government regulatory policies and practices, promoting exchange of information, and coordination of research and development in the field of radiological health and safety associated with nuclear fuel cycle activities. The work of the Agency is carried out through a number of specialised standing committees. In particular, the Committee on Radiation Protection and Public Health (CRPPH) is responsible for the Agency's activities concerned with radiological protection and related environmental problems. Its functions include review and discussion of national radiation protection policies and practices, review of developments in radiological protection, interpretation of ICRP recommendations and the study of the means of their translation into practical applications, including the establishment of radiological protection standards. Its functions also include the preparation of technical studies and reviews on specific problems requiring attention, and coordination of further research and development at the international level. Major attention is presently being given to the NEA programme of work on problems associated with radiation protection and environmental impact of nuclear fuel cycle activities, with particular attention to the front-end (uranium mining and milling) and the back-end (waste management) of the fuel cycle. In this context, the increasing attention that has been given in several countries to the problems associated with the exposure of man to radon, thoron and their daughters, and with their dosimetry and measurement, were readily appreciated by NEA, which began an active programme of work in this field in 1976. Because of the detrimental health effects,as demonstrated by epidemiological studies,caused by prolonged exposure to excessive levels of shortlived daughters of radon, particularly in poorly ventilated underground mines, the bulk of attention and needed effort has been focussed on radon and radon daughters in uranium mining. In certain countries some concern has been expressed also about the significant levels of exposure experienced by workers in non-uranium mines,and members of the public who live in particular areas or in dwellings built with particular materials which produce higher than average levels of radon and radon daughters. However, at the time of the first NEA involvement in this field it was considered that one of the most urgent problems to be solved was that of ensuring adequate personal dosimetry for uranium miners. Consequently, the NEA was urged to organise a specialist meeting on personal dosimetry and area monitoring for radon and radon daughters to provide an international forum for exchanging information and reviewing problems in this field. The meeting was held in Elliot Lake, Canada, in October 1976. A second specialist meeting, on the same subject, was held in Paris, in November 1978, to review further developments in this area. These meetings demonstrated that the overall problem associated with exposure to radon and radon daughters had many facets, each of which in recent years has been the subject of considerable attention in many countries for different reasons. It emerged from the meetings that further work was required on a variety of issues in two main areas: 1) dosimetry 2) metrology and monitoring. Conclusions and recommendations which emerged from the two NEA specialist meetings were discussed by the CRPPH. As a consequence the Committee approved, in September 1979, a detailed programme of work in the area of dosimetry and monitoring of radon, thoron and their daughters, and approved the setting up of an international Group of Experts on Radon Dosimetry and Monitoring to undertake the work. The work has been divided into two phases - phase I, on dosimetric aspects, and phase II, on metrology and monitoring aspects. The terms of reference of the work are given in Appendix 1. A list of national representatives on the Group of Experts on Radon Dosimetry and Monitoring is given in Appendix 2; many of these persons are participating here in the Conference. The Group of Experts met for the first time in April 1980 and met again in September 1981. The work of phase I is nearing completion and a report is expected to be submitted soon to the CRPPH for its consideration. Three technical papers providing interim information on the study appear elsewhere in the proceedings of this Conference. The papers cover the three principle areas examined in the study so far: 1) dosimetric aspects 2) review of the "working level" 3) review of objectives and requirements for measurement and monitoring of radon, thoron and daughters. The authors, their affiliations, and the titles of these papers are listed in Appendix 3. A brief overview follows giving the principal results.

Introduction During the past decade a major objective of the process industry has been to use digital computer technology to improve plant operating efficiencies. This objective implied some form of optimization, a concept that has various interpretations depending on the view of the prospective user. For the purpose of this paper, optimization of a process plant is defined as the establishment and setting of plant operating conditions that maximize some mathematical yield function, i.e. maximum profit, minimum residue, etc. Analysis of these objectives and the available design and implementation techniques led to the conclusion that digital computer and optimization techniques are not the stumbling blocks, but rather the development and derivation of the mathematical models of the unit operations and process plants to be optimized. Such models should not only describe the optimized (steady-state) objective, but also how one steers to this state (control algorithm). Due to the multidisciplinary nature of the skills associated with the design and operation of process plants, the development of suitable models by a single discipline, such as the process control engineer, was found to be not only difficult but often impossible, due to budget and human resource limitations. To over-come these limitations, a computer aided design (CAD) tool has been developed. It aims to provide a productivity tool to the various disciplines, at the same time coordinating the technical input from each. The system described is but the starting point in an evolutionary development of a tool that, with use, is becoming more efficient and cost effective to use. Development has become an application engineering activity rather than the preserve of the computer specialist. Project phasing The development of a mathematical description of a process plant requires coordination of information from conceptual design to operation management. The activities required to build and operate a process plant are divided into four basic chronological activities or phases. These activities are often undertaken by different organizations and disciplines. As a result, continuity is often lost with the resultant loss of critical design data. The major activities are considered to be: conceptual and flowsheeting; detailing around the P & ID; building and commissioning; and plant operation. The CAD system described provides a design tool to be used for each of these activities, as well as providing continuity between the activities and the disciplines involved. The heart of the system is the dynamic simulation of the flowsheet. Each of the activities will be discussed, leading to two simple examples that demonstrate the use of the simulator. Figure 1 shows a schematic format of the various activities and the path followed by the dynamic flowsheet simulator in the life of a project. Flowsheet development The prime requirements in the design and develop¬ment of a process flowsheet are • selection of the correct unit operations to achieve the most economic (capital and operating) beneficiation of the specified reserve ; • the sizing of the unit operations to achieve the desired results, as a function of the projected feed rates etc., to handle the time related (dynamics) of the process; and • the production of a set of engineering documents showing the drawn and labeled flowsheet with an equipment list and process specification for each of the unit operations. The question may well be asked at this stage why dynamic flowsheet simulation should be considered when steady state modeling has been found to be adequate to date. With the increases encountered in the cost of capital, one often cannot afford the luxury of designing around the compounding worst case technique. Further, a more accurate design of the control surges can be achieved. No information is lost in that the steady state solution is in fact a subset of the dynamic model. In generalized state space modeling, the differential equations describing the process dynamics are illustrated in the following matrix notation: XDOT=A.X+B.U(1) Y =C.X+D.U(2) where XDOT describes the set of first order derivatives of the system state Vector, and X- is the system state Vector; A - is the system matrix operator which in the general nonlinear case is both a function of X and time ; U- is the process input vector; B - is the input mapping matrix; Y - is the set of observations; C - is the output mapping matrix which maps X - onto Y; and D- maps the input onto the observations. Thus, by time integration of the system dynamic equations, described in (1), the dynamic trajectory away from any set of initial conditions can be deter¬mined. Further, by finding the conditions at which XDOT = 0, the steady state solution can be determined.

The term "refractory gold ores" refers to a wide number of ore types which are not readily amenable to direct cyanidation. A number of processes have been used commercially, and a number of others have been proposed and in many cases pilot tested. The selection of the appropriate process for an ore should not be arbitrary. Ore grade may preclude some processes, but a good understanding of the ore mineralogy can guide the selection. Many present gold operations and many potential gold operations have faced or are facing problems with refractory gold mineralization. We at Hazen Research have had the opportunity to perform bench testwork and in some cases, pilot plant testing on a number of refractory ores. The data included in this paper are excerpted from the testing of fifteen ores which cover a wide range of mineralogical compositions. This paper is not intended to be a treatise on the processing of refractory gold ores. In many of these gold projects, not all of the standard process alternatives were evaluated, nor was adequate mineralogical work performed. Such is the dilemma of contract research. "If I believe that I don't need it, why should I pay to have it done." The intent of this presentation, therefore, is to show how different ores respond to the various processes, and to demonstrate that one must have an open mind when developing a process for a specific refractory gold ore.

Under the Solid Waste Disposal Act, the Bureau of Mines initiated several accelerated in-house research programs to develop new and improved methods of proper and economic solid waste disposal. The program being conducted at the Bureau' College Park Metallurgy Research Center is concerned with eliminating the current waste of valuable materials in municipal refuse by developing low-cost methods for reclaiming and recycling the metal and mineral values contained in incinerator residues. Each year the United States must collect and dispose of in some manner or other, about 150 to 200 million tons of municipal solid wastes. The monetary output for this service ranks third among public services, exceeded only by the costs for schools and roads based on population growth projections and materials use patterns, the quantity of refuse generated by the early 1980's may approach 300 million tons annually. Currant estimates indicate that only 10 to 20 percent of the total municipal refuse generated is disposed of by incineration. If all refuse were properly incinerated the residues would contain more than 11 million tons of iron and nearly a million tons of mixed nonferrous metals including aluminum, copper, lend, zinc, and tin.

INTRODUCTION The Chimney Creek Gold Mine (Gold Fields Operating Co. - Chimney Creek) is located 47 miles northeast of Winnemucca, Nevada, at the northern end of the Osgood Mountains. The operation is a wholly owned subsidiary of Gold Fields Mining Corporation, the North American branch of Consolidated Gold Fields PLC, London, England. The plant started up in November, 1987, less than three years after discovery of the orebody and three months ahead of schedule. Ore is mined in an open pit and is processed by combined dump leaching and milling techniques for gold and silver recovery. The mine is set to produce approximately 150.000 ounces of gold and 50,000 ounces of silver per year over a 12 year life at current reserve estimations. The mine was designed and constructed at a cost of $79.3 million with engineering and construction services provided by Davy McKee Corporation, San Ramon, California. Key Gold Fields operating staff were involved in the design of the facility from the start of the project: The Mine Manager, Plant Superintendent, Plant General Foreman, Maintenance General Foreman and Chief Metallurgist were all involved full time on the project within 5 months of the first ore discovery. Emphasis was directed at optimizing operating efficiency and in particular minimizing labor costs in the plant. It was recognized that a high level of instrumentation and control would be required to achieve this. The risk associated with the instrumentation and control systems implemented was to be minimized by using equipment and systems that had been proven in industry while utilizing the most cost effective, state-of-the-art technology available. The reliability of the overall control system was considered to be critical in view of the cost of downtime associated with the gold extraction plant. BRIEF PROCESS DESCRIPTION The dump leaching process treats approximately 1.2 million tons per year of low grade ore at an average grade of 0.035 oz/ton. Run of mine material is dumped on a lined leach pad and weak cyanide solution is applied by drip irrigation. Pregnant solution run off is pumped to carbon columns in the milling plant for gold recovery and the barren solution returned to the dump leach circuit. Average gold recovery is 60%. This process has little instrumentation and control associated with it. The milling operation treats 700,000 tons annually of higher grade ore (0.200 oz/ton initially, dropping to an average of 0.135 oz/ton after first two years). Recovery is directly related to head grade (fixed tail assay effect) and currently averages 96%. A single pass through a jaw crusher reduces run of mine ore to minus 12 inches. The ore is stockpiled and reclaimed by loader for grinding in a two-stage milling circuit consisting of a SAG mill and ball mill, the latter in closed circuit with hydrocyclones. Cyanide and lime are added into the SAG mill to start dissolution of gold as early as possible in the circuit. The ground product leaves the milling circuit at approximately 78% minus 200 mesh and is fed to an unique "double thickener" leaching-recovery circuit. This circuit has been discussed in detail in a paper by J. G. Mansanti et a1 (1). Two thickeners are arranged in counter- current configuration with three leach tanks. Overflow solution from the first thickener is treated by carbon-in-columns (CIC) for gold recovery with 85% of the soluble gold recovered onto this carbon. Underflow slurry from this thickener is pumped to the leach tanks, with a total retention time of 12 hours, and then gravitates to the No. 2 thickener. Overflow solution from the second thickener is used as a wash in the first thickener. Underflow slurry from the second thickener is treated in a carbon-in- pulp (CIP) scavenging circuit to recover the remaining 15% dissolved gold. Gold-loaded carbon from both the dump leach and milling circuits is stripped in batches using the Zadra hot caustic- cyanide elution process. Gold (and silver) is recovered from the hot strip solution by precipitation with zinc dust and the product recovered on Funda pressure filters. The precipitate is retorted to remove any mercury and then smelted into buttons. The buttons (approximately 80% gold, 15% silver) are shipped to an independent refiner in Salt Lake City, Utah, for further treatment.

In open pit mining every effort is made to maintain as steep a pit slope as possible. Pi t slope angles are influenced by numerous factors some natural that are amenable to limited or no control at all and other mining technology related where a greater degree of influence can be exerted by the engineer. One such area where control is possible is the method of drilling and blasting in the pit. This paper discusses the influence of blasting techniques on the economics of pit slopes and demonstrates how balanced blasting can be used with advantage to pit wall control and improve fragmentation (thus reducing material handling costs). Microprocessor based instrumentation to monitor drill and blast performance has also been described.

The lining of a mine shaft is one of the most important considerations in the planning and operation of an underground mine. Generally, the function of a shaft lining is to preserve the shaft opening in a manner compatible with the expected mine life and -the other shaft operations. Where shafts are the only means of surface access in a mine, they also serve a critical function for the safety of the entire underground operation. Routine repairs and maintenance work on the shaft linings are only possible in stable strata with only minor interruptions to the shaft operations.

INTRODUCTION Man is exposed to many agents which induce mutations in germ cells and/or cancer at work, at play, and at home. In this total mix of mutagenic and carcinogenic agents, how important are radon and its daughters? Before man moved into caves and other permanent dwellings, the principal mutagenic and carcinogenic agent to which he was exposed was natural background radiation--cosmic rays, radium and potassium-40 in his food, plus gamma rays and radon from the soil and rocks. When man moved into caves, captured fire, and began to preserve and store foods, his exposure to carcinogens and mutagens took a quantum leap. Carcinogens and mutagens appear to act in the same way, that is, by altering the DNA or nuclear proteins of cells. Most mutagens are carcinogens, and vice versa, so when I say mutagens from here on, I will be referring to both. The relationship of the two is emphasized by the fact that administration of a carcinogen to a group of animals not only increases cancer rates among the exposed animals, but also among their progeny (Tomatis 1979). Environmental Mutagens Smoke from man's fires, overheated foods, and foods preserved by smoking, resulted in ingestion and inhalation of many polycyclic aromatic hydrocarbons--many of which are mutagens. Caves and houses with tight windows and doors tend to collect the radon which is constantly emanating out of soil, rocks and concrete, so man's exposure to the radon daughter component of background radiation increased several fold. Preserving food by salting or pickling with material that contained nitrites and nitrates led to increased ingestion of nitrosamines, which are potent mutagens. When his grains and other foods were stored in slightly damp rooms, fungi or mold would grow on them. Several of these fungi are now known to produce very potent mutagens. The best known of these is aflatoxin B (Ramachandra 1979). It may seem strange that a living organism would produce a mutagen. One might think that it would scramble its own genetic heritage. The reason it does not is that it produces the mutagen in an inactive form. It can be activated only by an animal's enzyme systems after being eaten. When man moved into cities, the collective smoke from wood and coal fires further increased his exposure. That particular smoke has now mostly disappeared, but has been replaced by smoke from automobiles and industry. When man moved into the age of technology, his exposure to mutagens again increased dramatically. Many mutagenic chemicals, from benzene and beta naphthylamine to a long array of pesticides and tobacco products have been added to our environment. Excess deaths from cancer are now being observed among chemists in most industrialized nations. Mutagens are even found in much of our wine, beer, and whiskey (Keller 1980). Some of the chemical mutagens were widely used in food or in other commercial products before their potential was discovered. Striking examples of this is the original butter coloring agent and the polychlorinated biphenyls that have been widely used in brake fluids and electrical transformers. Large quantities of them have been discarded or disposed of in a careless manner--in such a way that many of them have contaminated our food, our ground water and air (Landrigan 1981). In this nation, with the help of several recent laws, we were just beginning to get control of the industrial chemical mutagens. With the relaxing of these laws that is currently going on, it appears that it will be many more years before we really bring chemical mutagens under control. Many nations have yet to come to grips with this problem. On top of this massive array of chemical mutagens we have now added radiation from many artificial sources. For most of us this means medical X-ray and fallout from nuclear weapons testing. Ionizing radiation is one of the most potent mutagens, so it has caught the public eye, and its contribution cannot be ignored. Fortunately, by the time we started using radioactive materials in quantity with the Manhattan Project, we had experience with radium and X-ray (some of it bad); we knew enough radiobiology and enough about methods of radiation protection so that most nuclear laboratories have had a phenomenal record of radiation safety. Radiation is one new technology with great potential for harm that has not exhibited that potential except for a few isolated situations like that of radium dial painters, uranium miners and atomic bomb victims. Uranium miners slipped into this list almost by accident. We could have protected our uranium miners just as well as we did the workers in nuclear laboratories; but we failed to do so. Why didn't we? The reason is simple. The Atomic Energy Commission was charged with protecting the health of their workers. They did not wait for a pile of bodies before they introduced controls. Congress appropriated the money, and taxpayers were willing to pay for the protection against radiation. Miners unfortunately did not work for the Atomic Energy Commission. Although mine operators were ignorant about radiation, the key item was that in the 1950s nobody was willing to pay the extra costs of adequate ventilation to control the high levels of radon and radon daughters in uranium mines. Control was not achieved until new laws and regulations were passed which made it compulsory. BIRTH DEFECTS AND CANCER

INTRODUCTION Use of air-cooling or refrigeration equipment in underground mines is needed when conventional ventila¬tion techniques do not maintain acceptable environ¬mental temperatures in working areas. Because refrig¬eration can be very expensive, it should be implemented only after all possible and practical steps have been taken to eliminate or reduce heat sources in the mine. As an example, to prevent the main ventilation fans from contributing heat to mine air, they should be located in the air return and not in the air intake. It is particularly important to prevent any direct contact between hot water and ventilation air, especially in mines which encounter large flows of hot fissure water. Any water hotter than the prevailing wet-bulb temperature of the ambient air must be removed by pipes located as close as possible to the water source. This hot water must not be allowed free contact with the incoming ventilation air at any time during the water's passage out of the mine. Although insulation of the pipes carrying the hot water is seldom necessary, direct contact between the air and the water must be prevented so the warm water cannot evaporate. REVIEW OF COOLING PRACTICES Spot Coolers vs. Centralized Refrigeration To eliminate a few specific hot places in an otherwise cool mine, it is possible to use devices known as "spot coolers." A typical spot cooler that uses chilled water is shown in Fig. 1. These devices consist of self-contained refrigeration units that are often mounted on rail cars for haulage to hot spots. The cooling capacities of such spot coolers usually are limited to about 100 kW or 30 "refrigeration tons." A refrigeration ton represents a cooling rate that produces 1.0 st of ice in 24 hr; that is a cooling rate of 3.517 kW (200 Btu per min). Typically, the electric-power consumption to drive the compressor motor of the refrigeration plant in mines is 1.0 kW per refrigeration ton, corresponding to a coefficient of per¬formance of about 3.5. The principal difference between spot coolers and centralized refrigeration plants is the method of re¬jecting heat from the refrigeration system. Centralized refrigeration plants always discharge heat into the reject or return airflow of the mine; often that is the primary influence in selecting the location for the underground refrigeration plant. Heat from spot coolers usually is rejected into drain water or into air that is not flowing to the location requiring the cooling. As a result, spot coolers remove heat from troublesome hot spots in the mine, injecting that heat-plus the electrical energy used by the cooling unit itself-into other working areas where the ambient conditions are cooler. In effect, this is "robbing Peter to pay Paul." In deep, extensive mines, spot coolers usually pro¬vide only temporary and, over the long term, expensive solutions to localized cooling problems. Centralized re¬frigeration plants are preferred for such mines, with cooling distributed throughout the mine as required. Fig. 2 illustrates a typical underground centralized re¬frigeration plant. Centralized plants lend themselves to improved maintenance at reduced costs while offering the economy of size. Refrigeration plants of larger unit sizes have considerably lower initial costs than smaller unit sizes. The remainder of this chapter is devoted to large refrigeration plants, with no further consideration of spot coolers. Cost of Refrigeration Total Cost: The total cost of refrigeration amounts to about $200/kW of cooling per year (1981 US $). This total cost breaks down into approximately three equal parts: 1) Financial charges, which include the interest and amortization on the capital cost of the initial installation, and the cost of necessary underground excavations. 2) Operating and maintenance costs which include the cost of the electric power to drive the refrigeration plant's compressors. 3) Distribution costs which include costs for pump¬ing, insulated piping, and air-to-water heat exchangers. The local cost of electric power, the number of operating months per year, and the method of refrigera¬tion distribution all contribute to the actual costs in¬curred in a given application. However, the variations usually are limited to no more than ±30% of the $200/ kW per year total cost figure. Cost Per Ton: Refrigeration cost per ton of mineral production can be calculated if the annual production tonnage from the refrigerated section of the mine is known. In most cases, this cost will be less than $1 .00/t. However, in deep mines with high rock temperatures, such as those found in South Africa, the total cost of refrigeration can increase to several dollars per ton of broken rock. INTRODUCTION A safe heat stress control strategy for an underground mine has three elements: Application of an environmental measure which reflects physiological strain with sufficient accuracy for the range of conditions encountered underground. Acceptance of a functional relationship between the environ- mental measure and human performance which is used to optimise the environmental conditions achievable with either ventilation or ventilation and refrigeration. A management control strategy based on the environmental measure which is designed to ensure that work in environments where excessive physiological strain may occur is prevented and corrective action is initiated. The environmental measure that reflects physiological strain is the link between the three elements and, since the turn of the century, the discussion of the merits of various indices has been prolific. One problem in selecting a suitable measure or index is the ease with which it can be physically obtained relative to accurately reflecting the physiological strain. For example, wet bulb temperature is simple to measure and, for a particular mining sys- tem, it may adequately represent physiological strain, however, it would not necessarily provide the same relatively safe measure in a different mining system. The acceptance of a measure which can be universally applied has been confounded by both development and predisposition. That is not to say that there is only one "correct" measure and all others are unsuitable. It is self evident that if the application of a particular index has resulted in adequate control, then that mea- sure is correct for that situation. However, an understanding of the limitations is necessary to ensure that adequate control is maintained as mining conditions change. Almost 100 years after the question of heat stress in mines started to be dealt with in a collective manner, an analysis of the available information is leading towards a general strategy to control this problem. In the paper, the developments in heat stress assessment are briefly examined and followed since the earliest published observations on the effect of heat in mines (Haldane, 1905), efforts to determine a relationship between an environmental measure and human performance are reviewed and summarised and the benefits of control strategies such as acclimatisation and shortened shifts are discussed as they relate to Mount Isa Mines. The results of testing the prototype air cooling power instrument are discussed and a heat stress control strategy outlined. HEAT STRESS AND AIR COOLING POWER The operation of the human engine is analogous to other engines where the conversion of chemical energy from the oxidation of fuel to useful mechanical energy is not 100% efficient. In a diesel engine it is about 33% and in a human engine less than 20% resulting in at least five times as much heat produced by the meta- bolic process as useful work done. Metabolic energy production is related to the rate at which oxygen is consumed and is about 340 W for each litre of oxygen per minute. Using measured oxygen consumption and an average body surface area of 2.0 m2, the approximate metabolic energy production associated with different mining tasks is (Morrison et al. 1968):- • Rest, 50 W/m2 • Light work, 75 to 125 W/m2 (machine, LHD or drill jumbo operators) • Medium work, 125 to 175 W/m2 (airleg drilling, light construction work) • Hard work, 175 to 275 W/m2 (barring down, building bulkheads and timbering) • Very hard work, over 275 W/m2 (shovelling rock) Heat balance is achieved when the rate of producing heat (the metabolic heat production rate) is equal to the rate at which the body can reject heat mainly through radiation, convection and evaporation. Heat exchange between the lungs and the air in- haled and exhaled is normally less than 5% of the total and there- fore usually ignored. Any heat not rejected to the surroundings will cause an increase in body core temperature. Since heat stress is related to the balance between the body and the surrounding thermal environment, the main parameters required to be known when determining acceptable conditions are those associated with the heat production and transfer mechanisms. These can be summarised as follows: Metabolic heat production rates (M - W) Skin surface area (A3) (and effects of clothing) Dry bulb temperature (t[ ]) Radiant temperature (t[ ]) Air velocity (V) Air pressure (P) Air vapour pressure (e [ ]) The rate of heat transfer to or from the environment depends on the equilibrium skin temperature t, and the sweat rate S,. These in turn depend on the response of the body to the imposed heat stress and the effect of thermoregulation (Stewart, 1981). Thermoregulation The body contains temperature sensitive structures which send impulses to the brain at a rate depending on the temperature. INTRODUCTION Geotechnical models, particularly those based on the finite element method, have been available to aid in en¬gineering design of underground mining excavations for over ten years. Despite this fact there are remarkably few cases of their use in mine design documented in the literature. It is therefore to be anticipated that many potential users of these models are relatively unaware of their capabilities and limitations and also of the form and detail of geotechnical data needed for their success¬ful application. This subsection attempts to address this problem by discussing the different types of numerical models now available and by noting how some of them have been used to study a variety of problems associated with underground mining. The subsection concludes by discussing the applica¬tion of the displacement discontinuity method to the de¬sign of possible mining systems for the copper-nickel deposits of northeastern Minnesota. The object of the analyses, which were nonsite specific, was to determine the significance of geotechnical parameters, such as ini¬tial stress and rock structure, on the stability of under¬ground excavations and hence to provide guidance for future geotechnical investigation. NUMERICAL MODELS In the geomechanical design of underground mining openings, use is made of numerical models that repre¬sent or simulate the large-scale mechanical behavior of rock. There has been less interest in analysis involving fluid flow and heat transfer, but with increasing interest in such areas as in-situ retorting and solution mining it is likely that there will be a growing need for numerical models embracing and coupling all three physical proc¬esses. However, the emphasis in this subsection will be on mechanical behavior. Models which simulate such behavior will be divided into two groups: continuum models and discontinuum models. These will be dis¬cussed in turn in order that some insight into alternative solution strategies and their merits may be gained. Continuum Models Almost all geomechanical numerical models must be classed as continuum models even though particular computer codes incorporate special provisions for rep¬resenting discontinuities such as faults, bedding planes, or joints. They are continuum models because they pro¬vide solutions for cases where material behavior is governed by the differential equations of continuum mechanics. Two basic solution strategies for such equa¬tions may be identified immediately: the differential ap¬proach and the integral approach. In the differential approach a means of approximating the differential equations over the entire region of interest is sought. In the integral approach use is made of fundamental solutions from continuum mechanics, and these are used to construct a solution to the whole problem, making approximations only on the boundaries of the region of interest. The several differential and integral methods are identified in Table 1. Differential Methods: Problems in continuum me¬chanics involve the solution of three types of partial differential equations. Two of these govern the behavior in so-called initial value problems, in which variables change both in time and in space. Examples of such problems include nonsteady heat transfer and fluid flow, and stress wave propagation. The last type of partial differential equation governs the behavior in boundary value problems. In these, variation is in space but not in time. Solution of initial value problems may be achieved in two significantly different methods: implicit and ex¬plicit. The differences between these two methods will be illustrated by considering a very simple initial value problem, that of one-dimensional heat diffusion. The equation governing this process may be written as: [ ] where T is temperature, K is thermal conductivity, p is density, c is specific heat, t is time, and x is the spacial coordinate. In finite difference form this equation might be written as: [ ] where the superscripts refer to the time and the sub¬scripts to the spacial location. Several solution strategies for this equation have been used. Two important ones may be illustrated very simply by discussing the signifi¬cance of the superscript * on the right-hand side of the equation. If i + 1 is substituted for * then the second derivative of the temperature with respect to distance is evaluated at the end of the next time step (using tem¬peratures not already known). Such an approach leads to a set of equations involving unknown temperatures and a solution procedure which is referred to as being implicit. The important characteristic of the implicit procedure is that it leads to a set of equations that must be solved for each time at which the temperature dis¬tribution is required. The Bureau of Land Management (BLM) has constructed two biochemical reactor systems (BCRs) to treat mining influenced water from the Forest Queen Mine near Silverton, CO. The bioreactors coupled with a natural wetland provide treatment to the Forest Queen Mine drainage. The central objective of this paper is to review the performance of the bioreactors and wetland treatment system. The bioreactors have been in operation for nine years and along with the natural wetland are still removing a high percentage of the influent metals.

INTRODUCTION Strassa lies in the central part of Bergslagen, a tradi¬tional mining district, on the eastern side of the Stora Valley at an elevation of about 200 m above sea level. A railway siding runs between the mine and the Stora railway station from which there are railway connections to the shipping port and iron and steel works in Oxelosund, about 224 km away. The distance to the provin¬cial capital Orebro is about 60 km. The climate is typi¬cal for this part of central Sweden and is illustrated by the diagram of monthly precipitation and temperatures for the years 1968-1975 (Fig. 1). HISTORY There is no certain information as to when the Strassa mine was first worked, but it is known from sur¬viving accounts of mine inspectors that there were smelt¬ing works in operation in nearby villages in the 12th century. An example is the Gusselhytta ore smelting works, 10 km south of Strassa, which dates from this period. Around the year 1540 there were two smelting works in Strassa, the Upper Karberg and Lower Karberg works. Ore for these smelters was probably taken from Strassa and from the adjacent Blanka mine. In the year 1624 Strassa is mentioned by the painter Jons Nils Krook in an account of the iron mines in the Linde mining district (Linde Bergslags Jarngruvor). Several mines were listed in the area, the deepest being about 30 m. An impressive power installation is mentioned in 1639, including a piston system of lashed poles for transmit¬ting power from the Stora River to the Strassa fields. Its length was 2670 m. Common ground comprising about 20.2 km2 (5000 acres) of forest was allocated in 1689 for the furtherance of mining operations. Until the beginning of this century only the rich cen¬tral parts of the ore body were mined and these yielded, after handpicking, lump ore suitable for smelter feed. An example of the ore grades from these early times is an analysis of ore from the "Big Mine" (Storgruvan) from the year 1873: 48.5% Fe, 0.008% P, and 0.06% S. This same year a total of about 18 000 t was ex¬tracted from the Strassa mine. OWNERSHIP The mine was owned and run until 1874 by a min¬ing association made up of 119 so-called "bergsman," who were homesteaders often engaged in agriculture and timber-cutting as well. In that year the Strossa Grufvebolag (Mining Co.) was founded. In 1906 it was con¬verted into a joint stock company, the Strossa Gruveaktiebolag. This was acquired in 1907 by Metallurgiska AB for the implementation of Gustav Grondal's beneficiating and briquetting methods, for which the Strassa ore was well suited. The same year saw the completion of a new ore dressing plant with an annual production of 46 000 t of ore concentrate. In 1911 the mine passed to new hands, and in 1913 it was purchased by an Austrian company. Extensive new installations were made and in 1915 a new dressing and briquetting plant was completed with twice the capacity of the old one. In 1917 the Strassa mine was acquired by Granges. Be¬cause of unfavorable business trends and technical diffi¬culties, mining operations were brought to a close in 1923. Pumping kept the mine free of water until 1933 but it was completely filled ten years later. Up to 1950 the surface buildings and installations remained intact but the large dressing and briquetting plant burned to the ground in that year. Today only the machine shop re¬mains from this earlier period of operation, now housing parts of the Mineral Processing Laboratory. The decision to take up mining operations again was made in 1955 and construction work began the follow¬ing year. Of the old installation, only the "southern shaft" could be used for some development drifting after it had been completed with a new headframe. Other¬wise, all the buildings and installations required for the operations had to be rebuilt. New installations ready by 1960 were office and personnel facilities, a new shaft and headframe, a sorting and concentrating plant, a macadam plant, settling basins, pump stations, and a railway and yard with transport equipment. These differences are related to the mineralogical properties unique to the habit of asbestos. These properties include the fibrillar structure, small fibrill widths and distinctive crystallographic faces of fibrills. The Bureau of Mines, U.S. Department of the Interior, has investigated the use of rheology to provide insight into the mechanism of flocculation. A technique developed by Tattersall has been modified and used to explain the flocculation of calcium montmorillonite with polyethylene oxide. The results indicated that there are two types of bond systems operating during the flocculation sequence. Also, flocculation results are highly dependent on the shear rate and the amount of polymer added.
