This paper discusses laboratory evaluation of a tailpipe emissions measurement apparatus (EMA) developed by Michigan Technological University (MTU) under contract to the Bureau of Mines. The apparatus dilutes diesel exhaust and measures the concentrations of diesel particulate matter (DPM), CO, C02, NO and NO2 at known dilution ratios. The EMA was evaluated by side-by-side comparison of its measurements with those by laboratory grade instruments. During the preliminary laboratory evaluation concentrations of DPM, CO and CO2 were measured. The concentrations of CO and CO2 measured by the EMA were usually within ±14 pct of laboratory-measured values for CO and ±20 pct for CO2. EMA DPM concentrations correlated well (r = 0.96) with the laboratory values, but were 29 pct lower on average. The CO and C02 differences were observed to be related to the method of calculating the EMAs' dilution ratio and the difference in DPM concentrations is attributed to thermophoretic and/or condensation losses related to the EMA's unheated sample probe. Preliminery analysis of data obtained with a heated sampling probe and modifications in the sampling procedures have indicated reduced variability in DPM and in the calculated dilution ratios.

Indonesia is a developing country in Southeast Asia with a population of some 180 million people. It has a stable political environment and currently enjoys high rates of economic growth. Indonesia has abundant reserves of natural resources, ample for its own needs and for export. Energy resources include oil, gas and coal. The oil and gas industries are well established domestically and for export. In the last few years, though, coal industry development has been rapid. Coal resources from bituminous to lignite amount to more than 30 Gt (33 billion st). That is more than enough to meet domestic needs and provide significant amounts for export. Figure 1 shows coal basins in Indonesia. Coals in Indonesia are generally young steaming coals. They are very low ash and sulfur, high volatile, bituminous B and C. The Indonesian government's state coal company is called Perum Tambang Batubara. The company has actively promoted the development of its coal for domestic and export markets. In particular, the government has placed priority on non-oil exports of which coal is a major element. The government strives to honor all contractural commitments for the export of Indonesian coal from contractor, private and government mines. From 1987 through 1989, coal production has increased from about 3 Mt (3.3 million st) to 9 Mt (9.9 million st). Exports have grown from I Mt (1.1 million st) to 3 Mt (3.3 million st). These are significant increases for a small industry with limited infrastructure. But with growing investment and development, these production and export levels will increase substantially, and Indonesia will be a significant world supplier of coal in the 1990s.

INTRODUCTION Hydraulic sand fills have been extensively used in the United States in deep metal mines since 1940, and hydraulic fills have been placed in coal mines in Europe for many years. Numerous surface hydraulic fills exist in Appalachia for the disposal of coal mine waste and throughout the United States for the disposal of other mining, manufacturing, city, and paper company wastes. Hydraulic fills, as they are now deposited in stopes in mines, are often deposited at near minimum density and hence provide very little support to stope walls and pillars. If the support strength of fills could be increased, perhaps ground conditions in deep mines could be improved making them safer and more efficient. Surface fills deposited at higher densities could be covered with top soil upon which grass could be planted. The purpose of this paper is to describe procedures where the support strength of hydraulic fills can be considerably increased, and the focus of the paper is on applications to deep mines. In deep mines the objective of increased fill strength is to reduce heavy ground problems, improve destressing techniques, reduce or eliminate rock burst incidences, provide better working conditions, provide wall support so that more or all ore pillars can be removed, and improve mine safety, efficiency, and reduce surface environmental problems. The authors have shown that it is possible to improve fill strength used in deep mines. A mining operation in Zimbabwe produces a pyritic gold concentrate that requires oxidative pretreatment prior to cyanidation in order to liberate 80 percent of the gold values. Bio- oxidation offered the potential of increased gold recovery and was considered to be an economically advantageous alternative to the existing practice of roasting the concentrate. Based on bench- scale test work, a small bio-oxidation plant, capable of processing approximately 50 percent of the concentrator production, was installed at the mine to evaluate this approach. The plant included two 57 m3 bioreactors in series and the ancillary equipment needed to prepare the feed concentrate, to wash the leached residue prior to cyanidation, and to neutralize the waste liquor. The plant was operated for a year-and-a-half, and the conditions needed to achieve a 90 percent liberation of gold values were determined. A number of critical technical problems were encountered, and many were resolved on-site. Others have been addressed since the pilot plant was moth-balled in June 1988. Valuable insight was gained from the operation of the pilot plant, which has provided useful guidance for continued process and equipment improvement.

Gold mineralization at the Mercur Mine was controlled primarily by structure and secondarily by lithology in Mississippian-age sedimentary rocks. Gold was localized where Sevier-age high angle northeast-striking faults are intersected by younger northwest-striking fault zones. The Lulu Graben is a northeast- striking fault zone composed of a south-dipping master fault coupled with subsidiary or antithetic faults. The Twist Fault zone, a sinuous, low-displacement , north-striking zone of fracturing, bisects the graben. Large- tonnage disseminated ore bodies formed east of the Twist Fault zone within silty, thin-bedded, bioclastic carbonates. West of the Twist Fault zone, gold was restricted to rock near peripheral faults surrounding a subvertical collapsed pipe developed within the graben. An overlying thick carbonaceous shale capped the ore zone. Presence of abundant limited- displacement faulting and of hydrothermal jasperoid is associated with cartonate-hosted disseminated gold. Conversely, increased fault displacement and widespread brecciation are associated with reduced dissemination of gold into normally receptive carbonates.

Traditional fine-grinding mills in mineral processing rely on the use of steel medium for particle size reduction. The IsaMill (a horizontal stirred mill with a 3, 000-L net chamber volume and a rated motor power of 1,120 kW) has successfully adopted a novel product-separator design, which has led to a major revision of medium use in fine grinding. The IsaMill separator has successfully operated with a wide variety of medium types, such as silica sands, river gravel, smelter slag, run-of-mine ore fractions and steel shots, with sizes ranging from 0.5 to 10 mm. Great flexibility in the IsaMill operations has been achieved for processing feed as coarse as 120 µm to a product as fine as 5 µm. This paper discusses the performance of two inert grinding media in the IsaMills that are used at Mount Isa Mines Ltd. for the processing of galena- and sphaleritebearing ores to below 10 µm. They are the copper reverberatory furnace slag (CRFS) and the heavy-medium plant rejects (HMPR). A methodology was also demonstrated for comparing the medium performance and for scaling up the IsaMills from a 1.5-L laboratory batch mill to a full-scale 3,000-L mill.

BACKGROUND The development of public transportation in the Los Angeles Metropolitan area is, as in other cities, closely tied to the development of the area because of increases in population and commercial and industrial activity. Local transportation first appeared in the area in the 1870s when the population was fewer than 10,000 residents. Around 1910, after many consolidations of competitive interests, two large railway companies were formed: The Los Angeles Railway, which provided urban transportation in the Los Angeles City area, and the Pacific Electric Railway, which primarily provided suburban and interurban transportation. These two entities continued with their operations until after World War II, when the ownership passed on to the Los Angeles Transit Lines and the Metropolitan Coach Lines, respectively. By then the railroads needed new equipment, track rehabilitation, and, of course, more money-paying patrons. Lack of grade separation of railway facilities from other traffic increased commute times and encouraged travel by private automobiles. The romantic era of hopping on a Pacific Electric Company "Big Red Car" was coming to an end. As early as 1917, in fact, bus lines were substituted for unprofitable rail service. The Los Angeles Metropolitan Transit Authority (LMTA) was established in 1951 by the California Legislature to study and plan for improvements in the public transportation facilities in the Los Angeles area. In March of 1958 the Los Angeles Metropolitan Transit Authority took over the operation of the two lines.

CODELCO-CHILE, the world's largest copper producer, began an integrated study of the informatics situation in the corporation at the end of 1980. As a result, a five years strategic Systems Plan was elaborated and approved by top Corporate management. Main points in this plan were: a systems architecture with information integration to the top level management; a higher degree of information technology in the production areas, an optional systems development resources utilization and a high profitability of the plan itself. During the study phase a series of theoretical definitions were fixed and used as a basis for the plan's design. A "common systems" approach was chosen as the development strategy instead of corporate systems or separate divisional efforts. Top management should be highly involved in the revisions of the plan, as well as qualified users should be chosen as project managers. The systems architecture should grant the information integration to the corporate level, in order to support an integrated planning and administration environment for the corporation. A total of 15 projects were defined, involving 570,000 man-hours and shifting the development efforts towards the production and production services areas. The paper presents a critical evaluation of the whole process, showing its good and bad aspects and a positive global balance. It also points some suggestions and hints to any corporation who wishes to get involved in a similar experience.

Investment in mining and related process facilities will be more costly and complex in the 1980s than ever before. Interest rates and inflation are soaring; regulations are expanding; and in order to achieve economies of scale, plant facilities and mines are getting larger. As the pace quickens, the time/cost circuit closes around the resource owner or developer. Larger modern projects cost more money and take more time to build. The longer it takes to bring a project onstream, the more it costs in interest, escalation, and lost production. One solution to the time/cost squeeze is to take advantage of systems developed by major contractors serving the mining industry. These contractors have been serving clients in planning and executing large and small projects for many years. They have developed systems which, if applied at an early point in the project's life, can be a significant benefit in development of mineral resources. The systems involve performance of feasibility studies, economic evaluations, and the project installation itself. First the Feasibility Study Feasibility studies can minimize risk through systematic evaluations while progressing toward the ultimate objective-an operating plant. Normally, studies are initiated with a minimum amount of specific information and a maximum number of as¬sumptions. Through the course of the study program, assumptions are continuously confirmed, refined, or rejected by facts until a sound basis for decision is available. High on the list of cost effective tools for evaluation is the use of a geostatistically derived sampling program that provides a highly accurate ore reserve estimate for economic evaluation. A study was conducted to investigate the use of flotation in combination with dense-medium cycloning utilizing ultrafine (-10 um) magnetite, as an integrated process for high-efficiency cleaning of fine coal. The objective was to produce a high-quality (low-ash, low-sulfur) coal, while reducing the amount of non-magnetic material that would need to be removed by magnetic separation. Three dense-medium cyclone tests were performed using different underflow diameters to produce feed material for the flotation separations The use of different underflow configurations caused a variation in the pulp and solids splits, which changed the clean-coal yield and the magnetite-to-coal ratio of the cyclone products, and hence, the composition of the flotation feed. Flotation was used to separate the clean coal and to recover the magnetite contained in the cyclone overflow stream. Any ultrafine refuse material, which may have reported to the cyclone overflow stream, was also removed in this step, further upgrading the product. In addition, flotation was used to improve the overall yield by recovering a middlings fraction from the cyclone underflow stream. It was found that flotation was very effective in separating the coal (or middlings) from the ultrafine magnetite, even under variable feed conditions. Magnetite recoveries approaching 99% were possible using rougher-cleaner separations in a laboratory flotation cell. This paper presents the results from this study.

During the latter part of the twentieth century exploitation of mineral resources, and gold mining in particular, experienced a resurgence in Europe, with major mining houses and many junior companies involved in exploration and subsequent mine development. Gold projects in particular were actively encouraged and exploration programmes and permitting studies initiated in more than 15 countries, both within the European Union (EU) and the former eastern bloc. During the initial period, governments in many countries provided active support. Following a series of negative environmental mining incidents in the latter part of the century public opinion, often ill-informed, led to political pressure to withdraw governmental assistance. This in turn resulted in the revocation of exploration licenses, and ultimately to the failure to develop a number of potentially world-class mines within the region. Despite these setbacks, gold production in Europe continues, and is probably higher now than 20 years ago. The mining industry is currently coming to terms with both changing attitudes of governments, and the increase in scope and prescriptive nature of legislation. Recent experiences, particularly in Greece and Turkey, exemplify the problems faced by the industry in the region, which are causing major mining companies to reconsider future activities in Europe. The paper presents an overview of European gold mining and its environmental performance in the context of international practice, new legislation, and public perception of mining generally. The rationale of governments in withdrawing support for the industry is questioned, and the feasibility of achieving sustainability where there is no level playing field globally is reviewed. The question is posed to governments, regulators and mining companies alike as to whether there is a future, not only for gold mining, but for the minerals industry in general, within the EU.

This paper documents empirical evaluations of geochemical data that was recorded during a seven year pilot scale experiment. The experiment was aimed at assessing the effectiveness of natural soil covers for rehabilitation of coal discard facilities. Ten test cells were constructed using different natural soil cover materials and configurations. Results of the evaluation indicate that, although a pH breakthrough was not recorded for the single layer soil cover cells as was the case with the uncovered cells, single soil covers were not effective in preventing ARD oxidation processes. Multi layered soil covers were found to be able to create anaerobic conditions leading to a reduction in ARD oxidation processes and an improvement in leachate quality.

The dispersion of oily collector has a significant effect on the flotation recovery of ultrafine coal. Generally, reagent dispersion is accomplished by mechanical mixing and/or ultrasonic agitation, followed by direct addition of dispersed collector into the flotation cell. Such dispersion and reagent addition techniques are invariably inadequate and nonselective. A new collector addition technique involving gas phase transport of atomized collector has shown improved results when compared to conventional reagent addition techniques. This technique involves atomization of the collector into the air stream. Under these circumstances, an aerosol is introduced into the flotation cell. Initially, the oil is dispersed within the air phase (continuous with respect to oil), and the air phase is dispersed within the pulp (continuous with respect to aerosol). In the flotation cell, the atomized oil droplets coalesce on the bubble's surface and create a de facto oil-encapsulated bubble. This approach provides excellent dispersion, increases selectivity, and, most significantly, increases the flotation rate of ultrafine coal. Atomization of collector/frother combinations yielded improved flotation recovery and maintained near uniform froth levels, which is a desirable feature in coal flotation. Microscopic examinations of the attachment of oil- coated bubbles at a coal surface were conducted by attachment time and contact angle measurements. Oil-coated bubbles attach at significantly faster rates and with a higher contact angle than oil-free bubbles.

INTRODUCTION In this paper, we are describing a current concept for placing intercontinental ballistic missiles (ICBMs) in sites deep underground to be used as a strategic Future Secure Reserve Force (FSRF). The objective of such concepts is to utilize soil and rock cover to protect high value strategic weapons from destruction by nuclear attack. The burial deep underground achieves two purposes. First, it imposes a miss distance upon the attacking weapon equal to the depth of burial minus any penetration capability the weapon might have. This tends to offset increasing accuracy of weapon delivery. The other purpose is to absorb as much of the weapon's energy as possible, thus reducing the effects of powerful weapons. This use of soil or rock cover over military facilities began with the development of man's capability to loft projectiles. Until recently, underground military installations, by their nature, performed defensive functions. Since they are not mobile and their weapons in the past had very limited range, an enemy would have to approach them before an engagement could take place. Chile leads the world in copper production with an annual capacity nearing 2 Mt (2.2 million st). Most of the country’s copper production, about 74%, is mined by open-pit mining methods. Open-pit mining also accounts for a major portion of Chile’s production of other commodities, including iron, gold, silver and coal (Table 1). Chile’s mining boom began 10 years ago and is expected to continue through the end of the decade. From 1980 to 1990, copper production in Chile increased 48.7%. During the same period, gold production increased 303%, silver production increased 119% and coal and iron ore production increased 163.7% and 6.6%, respectively (Table 2). It is estimated that copper production will be in the order of 2.3 Mt (2.5 million st) by 1996, when new projects now under construction come onstream. Gold production could reach 35 t (1.1 million oz) and coal production could increase another 1 Mt/a (1.1 million stpy). Open-pit mining has played a significant role in Chile’s minerals production growth. The expected increases in mine operations will come about mainly through new open pits or expansions of existing surface operations (Table 3). However, the number of open-pit copper mines will decrease from 74% to 66% of the total number of Chilean mines. Gold mines will increase from 63% to 69% of the total, while coal mines will go from 41% to 59%. Most all of the present iron ore production is from surface mines and will continue that way.

The construction of tailings facilities and heap leach pads for gold mining operations generally requires the installation of one or more impermeable liners beneath the structures to satisfy environmental regulations and prevent the leakage of gold bearing solutions. Liners are usually constructed using clay soils or synthetic membranes, such as high density polyethelene. Low permeability soil liners can be constructed from natural clays, well graded soils with only a small clay content, or sandy soils blended with a small quantity of imported clay such as bentonite or kaolinite. The permeability of such materials, prgperly pped with good quality control, generally lies in the range of 10- to 10- cm/s, and can be designed to meet minimum prescriptive standards set by regulatory agencies. Important benefits resulting from the use of clay liners include the slow rate of penetration of a saturated wetting front, the decrease in permeability of the liner as it consolidates under the applied load of tailings or ore, and attenuation of potential contaminants in the process solutions. Synthetic liners can be attributed a finite permeability as a result of minute perforations and seaming deficiencies, and possess none of the above properties. Synthetic liners are also, by their nature, relatively thin and even a small head build-up above the liner will result in a large hydraulic gradient across it.

Through the use of good preventive maintenance procedures in which the work of both production and maintenance personnel is well-coordinated, production downtime can be drastically minimized, and costly repairs and interruptions in planned maintenance and production schedules can be eliminated. There had been some conflict in the past between production and maintenance people over the proper method of achieving maximum machine performance. The usual practice was to operate production equipment at maximum capacity for the longest possible time until breakdown occurred, and then make hurried repairs to get back into production. In most cases, these repairs involved unscheduled work and were thus performed inefficiently. Both production and maintenance have the same objective: to produce a quality product at maximum efficiency and at minimum cost. Preventive maintenance is a common tool available for both production and maintenance personnel to achieve this objective. Actually, one of the main objectives of preventive maintenance is to find any abnormal machine condition that may cause machine failure before a breakdown occurs. This makes it possible to plan and schedule maintenance work with the least amount of interruption and plan production volume with a higher rate of accuracy. Maintenance people prefer to perform this work on a scheduled basis and get away from the "crash" situation that accompanies breakdowns. They thereby increase the utilization of available manpower and machine time, prolong equipment life, and improve maintenance costs.

The potential application of flotation for the treatment and processing of a fine-particle coal stream was investigated for the Chaili Coal Washery of the Zaozhuang Coal Mine Administration, Shandong Province, China. A goal of the test work was to evaluate the application of the Microcel™ flotation column and compare its performance to conventional flotation. Small-scale flotation tests were performed in the laboratory and on-site with fine coal slurry samples from the plant thickener underflow, i.e., the washing plant's undersized reject material. Flotation tests were conducted on-site with a 7.6-cm diameter Microcel™ column and with small-scale conventional cells. Column flotation tests were performed to determine a recovery-grade relationship for the fine coal feed, which contained about 24% ash, and to obtain sufficient data to enable scale-up to a large diameter unit. A primary objective as to establish the maximum throughput capacity of a Microcel™ flotation column while operating to produce a clean coal product with ash content of 7.5-7.8%. Results of the test work indicate that this product quality could be achieved at feed rates of 15-19 tph to a 3-m diameter Microcel™ flotation column. Lower ash products, i.e., 5-7% ash, were obtained but at lower column throughput capacities. Comparative flotation tests, conducted with conventional flotation cells, indicated that a product ash of only 8% or greater was achieved in a single-stage test.

Yield-pillar-based gate-road designs often fail to provide mine operators with adequate ground control. This is because of the unknowing m is employment of "critically" sized pillars. A "critical” pillar is one that is too large to either yield nonviolently or to yield before the roof and floor sustain permanent damage and is too small to support full abutment loads. To demonstrate the critical pillar concept, afield study of a tapering gate road was conducted by the US Bureau of Mines at the Sunnyside Coal Mines, Sunnyside, UT. Extreme pillar stresses and associated coal bumps characterize the response to first panel mining of a 16.8-m (55.1-ft) wide critical design. Significantly lower pillar stresses, early yielding of the pillar and adjacent panel rib, and an absence of coal bumps suggest that a narrower 12.2-m (40-ft) wide design more closely approaches proper yield pillar dimensions. A probe hole in several 10.6-m (34.8-ft) wide pillars revealed low stress levels and substantial pillar and panel rib yielding prior to abutment onset, indicating a properly functioning yield pillar design.

SUNNARY AND CONCLUSIONS Argentina presents to the foreign and local investors a mineral wealth that is largely unexplored, untested, underdeveloped and therefore incompletely evaluated. In view of the above, the new administration of President Raul Alfonsin through its Department of nines has designed and implemented a strategy ( Plan de Expansión Ninera P.E.M.), whose main objective aims at improving the "investment climate" in the sector. It is the Government's basic intention to apply the Mining Promotion Law with responsibility but with generosity to encourage the attraction of investment (local and foreign) to the sector. The establishment of a Data Bank system to evaluate possible new potential ore mining developments will help to connect the owners of potential projects with investors outside the sector. Argentina has an interesting gold ore potential. Estimated reserves of individual projects already known amount to almost 300 tonnes of gold for potential production. The government strongly believes and present information indicates that more systematic exploration has to be undertaken in the Jurassic areas that almost cover the whole of Patagonia. Two recent gold discoveries (Angela in the Chubut province, and Cerro Vanguardia in Santa Cruz province) indicate the potential of this area.
