A detailed kinetic study of the flotation installation at the Metcalf Concentrator revealed a rougher flotation circuit operating under less than optimal conditions. Based on these results, a project was initiated to approximately double the rougher flotation capacity by increasing the installed volume from 780 cubic meters to 1,560 cubic meters. This project, which was completed in early 1991, replaced the existing cells with larger capacity cells. A comprehensive analysis of results demonstrates significant metallurgical benefits. INTRODUCTION/BACKGROUND The Metcalf Concentrator is located in Morenci, Arizona and is part of Phelps Dodge Morenci, Incorporated. Sumitomo Metal Mining of Arizona is a minority partner in the operation with 15% interest. The Metcalf Concentrator is the newer and smaller concentrator and operates in conjunction with the Morenci Concentrator. Operating capacity at Metcalf is currently 48,000 TPD of ore on a 365 days per year basis. The Metcalf Concentrator was commissioned in 1974 at a 30,000 TPD operating rate for the purpose of treating ores originating in the Metcalf Mine. The mine takes its name from the former town of Metcalf which was named for Robert Metcalf who was credited with discovery of the mineral district. The predominant ore mineral is chalcocite which occurs as a secondary enrichment closely associated with iron pyrite. The host rock is largely granodiorite and quartz monzonite. The original rougher flotation circuit consisted of a total of six rows of Wemco 8.5 cu. meter (300 cu.ft.) flotation machines treating pulp from the two grinding sections (Sections A and B). Each row was configured in a 4-4-4 arrangement. Shortly after startup the throughput rate was increased significantly without sustaining a recovery loss. This increase was achieved by raising the target value for the particle size of the cyclone overflow which is the rougher flotation feed. Shortly thereafter, the capacity of the pump and cyclone began to restrict further increases in throughput. After testing, two 66 cm. (26-in.) cyclones and a 12-in. X 12-in. centrifugal pump replaced the original classification equipment. As a result of these modifications, the grinding section could routinely process in excess of 42,000 TPD. Due to the increased tonnage rates, limitations in the rougher flotation circuit performance were observed. In an effort to improve the performance of rougher flotation with this higher throughput, the speed of the flotation mechanisms was increased from 230 RPM to 250 RPM. This change improved the suspension of the coarser feed and induced additional air into the pulp. It did, however, apply additional strain to the motors, shortening their life. At these elevated processing rates, it was found that the dart valves operated almost entirely at the top end of the control range and could not efficiently handle upsets from the grinding section. This was remedied by lowering the end overflow weir and allowing some of the tailings to overflow the end weir. However, in order to obtain acceptable recovery levels, the flotation pulp was maintained at a high level, adversely influencing the rougher concentrate grade.

Underground openings resulting from coal mining activities have been a serious cause of subsidence problems in the Warrior coalfield of Alabama, which is the 11th largest coal-producing state in the United States (National Coal Association, 1986). The problem will be even more serious in the future because 17 Gt (19 billion st) of Alabama's 22 Gt (24 billion st) of coal reserves are classified as an under- ground resource (Tolson et al., 1982). Subsidence data in this area has been scarce com- pared with other coalfields (Conroy, 1980; Dunrud and Osterwald, 1980; Gentry and Able, 1978; Hunt, 1979; King and Gentry, 1979). This paper discusses the results of a study of subsidence overlying two longwall mines that contrast each other. One of them (Mine #1) is a shallow longwall mine where the coal strength is very high, and the other mine (Mine #2) is extremely deep with a low strength of coal.

Procedures for particle size analysis on respirable dust from coal mines have been evaluated. Using respirable dusts dispersed in a laboratory dust chamber, size distributions measured using cascade impactors have been com- pared with the results of a variety of laboratory sizing methods performed on samples collected on filters placed side-by-side with the impactors. The laboratory techniques included centrifugal sedimentation, laser diffraction/scattering and automatic particle counting. The general agreement among the various methods was very good, with systematic differences which can be attributed to the different definitions of size used. Simple conversion factors have been obtained which can be used to transform the laboratory data to equivalent aerodynamic sizes. Similar comparisons have been made on samples collected in underground coal mines. Again, the results are in quite good agreement although small discrepancies were observed in some cases. These have been attributed to some degree of agglomeration in the airborne dust, leading to slightly coarser apparent distributions in the impactor samples.

Magnesite has the unique combination of properties that make it useful in a wide variety of metallurgical applications. The use of refractory magnesite has been increasing throughout the world, but the source of the "ore" differs. The United States has increased production of synthetic magnesites while the rest of the world is exploiting its resources, using natural magnesites. The history and methods of manufacturing synthetic magnesite are discussed as well as the practices for beneficiating natural magnesite. The properties, costs, and uses of the two types of magnesite are discussed and compared.

This work investigated the effect of the concentration of CO2 and lead contamination on the forest ecosystem. Changes of the plant growth, lead concentration in soil, plant, and soil microbial community caused by CO2 concentration (380 ppm and 760 ppm) and lead contamination (500 mg/kg) were measured. Plant growth was inhibited by 50% due to lead contamination. Particularly, shoot growth was inhibited more than the root. However, the root elongation was not affected by the CO2 concentration increase. The diversity of microbial population with AWCD (Average Well Color Development) and PCA (Principle Component Analysis) showed that the lead contamination has an effect com-pared to CO2 concentration. The Shannon index calculated from DGGE profiles was high in soil with Pinus densiflora, while the effect of CO2 concentration was not significant (P<0.5). The similarity of microbial community from each treatment showed that lead has an effect on plant growth and microbial community rather than the CO2 concentration.

Phosphate production of the Central Florida Phosphate District has been predominantly from the unique and lucrative Bone Valley Formation, with local and minor amounts coming from the underlying Hawthorn Formation. As the Bone Valley is depleted, replacement production will move progressively into areas of total Hawthorn Production. Significant changes in the characteristics and make-up of the deposit dictate required modifications in mining and beneficiation. Failure to tailor technology to fit the deposits of the future will result in vast "reserve" losses. In the Southern Extension of the Central District - two distinct "ore types" exist. These are presently referred to as the upper (high grade) zone and the lower (low grade) zone. The upper zone is somewhat similar to the Bone Valley Formation and will respond favorably to present beneficiacion practices. The lower zone is strikingly different and its response to conventional beneficiation is not acceptable. The major differences are in grain size distribution and mineralogical make-up of these grains. The Hawthorn differs from the Bone Valley by exhibiting lower grades, lower tonnage yield per acre foot, lower pebble percent of product, higher mining ratios, higher slimes (-150 mesh) content and deeper mining depths. Physical characteristic changes include more frequent occurrences of competent bands or lenses of "limerock" which are submarginal in value.

"Refuge alternatives (RA) provide shelter to miners trapped underground during a disaster. RA manufacturers must demonstrate that their RAs meet the Mine Safety and Health Administration (MSHA) requirements for oxygen supply, carbon dioxide removal, and the management of heat that results from the RA occupants and mechanical/chemical systems. In this study, miner size and activity level were used to determine the metabolic heat rate, oxygen requirements, and carbon dioxide generation that is representative of miners in a refuge situation. A convenience sample of 198 male miners was used for the distribution of current US coal miners, and the composite 95th percentile height and weight were determined to be 193 cm (76 in) and 133 kg (293 lb). The resting metabolic rate (RMR) was determined to be representative of activity level in an RA. The highest likely metabolic heat generation ranged from 115 W to 135 W, depending on RA occupancy. The highest required oxygen supply and carbon dioxide removal were estimated to be 23 LO2/h/person (0.81 ft3/h/person) and 20 LCO2/h/person (0.71 ft3/h/person), which means the margin of safety is 50% or more when compared to the MSHA requirements. INTRODUCTION Refuge alternatives (RAs) provide shelter to miners trapped underground during a disaster. Manufacturers must demonstrate that their RAs meet Mine Safety and Health Administration (MSHA) requirements for the supply of oxygen, the removal of carbon dioxide, and the management of heat that results from the occupants and the mechanical/chemical systems in the RA [1]. These MSHA requirements were based on a standard 70 kg (168 lb) male with an assumed allocation of activity of 80% rest and 20% moderate activity level [2]. The purpose of this paper is to re-examine the metabolic heat generation and oxygen and carbon dioxide requirements of miners in an RA based on actual miner size and more realistic RA activity levels based on current RA designs. The purpose of this paper is to re-examine the Mine Safety and Health Administration (MSHA) requirements for oxygen supply, carbon dioxide removal, and heat generation. To achieve this, researchers took the following steps to estimate the metabolic demands and the associated heat generation, oxygen requirements, and carbon dioxide production. 1. Characterized the anthropometric characteristics of the miner population. 2. Described the metabolic rate profile of RA occupants. 3. Characterized the maintenance demands of RAs. 4. Summarized oxygen supply and carbon dioxide removal volumes. ANTHROPOMETRIC CHARACTERISTICS OF MINERS The weight, height, and age distributions of the adult male populations are summarized in Table 1. For each data set, the reported mean and standard deviation are provided. The 95th percentile (%ile) value for height and weight for each population was the mean plus 1.64 times the standard deviation."

As most of you have probably surmised from the title of my paper, I am here today to talk with you about the use of diesel engines in the American mining industry and whether or not the free choice to use such equipment will continue to be available to mine operators. Of course, I will present to you my prepared remarks, however, these remarks may be essentially academic in light of a news release, parts of which I would like to read to you. Washington, D. C., The Department of Health, Education, and Welfare today announced proposed new regulations to reduce occupational health risks to workers in the U. S. mining industries by requiring the removal of all diesel powered equipment from American mines by December 31st "While we do not have complete and conclusive information to quantify these health risks we feel it is prudent to undertake this restriction on the use of diesel powered equipment without waiting for the completion of studies that are currently underway to identify and quantify these health risks," said a Department spokesman. HEW has been concerned about the health risks of diesel emissions in the underground coal mines for some time and have investigations underway designed to conclusively demonstrate the nature and magnitude of any health risks. However, HEW has decided to proceed with these regulations without waiting for the final results of these investigations. Further, HEW feels there is sufficient probability that diesel health risks do exist in all mining applications and consequently, the proposed regulations will apply to all surface and underground mining operations. It goes on a little further and indicates that due to the necessity of finalizing these regulations without delay, a period of fifteen days has been provided to receive comments regarding these proposed regulations.

Increasingly new interceptors or new Combined Sewer Overflow (CSO) projects require connections to existing tunnels. More often than not, the existing facilities are old, in poor or questionable conditions, without proper construction records or as-built drawings. Many cannot be easily inspected unless major construction effort provides flow by-pass for safe access. This paper provides general guidelines on how to approach the problem of assessing the condition of old tunnels, how to plan and design the connection with limited physical assessment, how to develop the scope of work for the bid documents and how to provide geotechnical guidelines and designs for the bid documents.

With the growing dependence on coal as an energy source, finding a means to prevent or reduce the freezing of coal during winter shipment has become increasingly important. Several chemical companies focused on this problem and applied chemical technology to develop suitable solutions. As a result, a number of freeze conditioning agents have been introduced in the past few years, several of which have been highly effective in controlling frozen coal. The efficacy of these chemicals has been well established, however many users have found that only a well defined program will produce acceptable results at a reasonable cost. Positive program results yielding recognizable benefits have caused many power generating and coking plants to consider freeze conditioning agents. A freeze conditioning agent (or FCA) has been defined as a multi-component organic liquid designed to be sprayed on coal particles at bulk shipping points to assure that receiving locations will be able to unload, store and use the treated coal with minimum delay or inconvenience. The chemicals are generally applied at rates of 1 to 2 pints (0.473 to 0.946 liters) per ton and normally function by changing the crystalline structure of water left on the coal during processing. The bond strength of the ice that may subsequently form is markedly reduced. Instead of freezing into solid, unmanageable masses, the coal can be easily unloaded by rotary dumping or the opening of hopper car doors.

An opportunity to compare the performance of different tunnel boring machines (TBMs) operating in similar rock conditions occurred during the construction of a major water scheme in the UK. The principal objectives of this study were: (i) To collate, analyse and present the data available for the four TBM drives of the Kielder Aquaduct Scheme in terms of the tunnelling system performance and the downtime experienced, particularly where these were influenced or controlled by geotechnical parameters. (ii) To isolate the major sources of machine downtime and highlight those aspects of the tunnelling system that critically affect tunnelling progress rates (iii) To determine, by statistical techniques, relations between TBM performance and rock properties.

Homestake Mining Company has developed an estimating model, based on other closed projects, to audit and prepare new estimating plans. The results of recent closure audits reveal that the original budgets were often insufficient to cover the present expected expenses. Some of the major areas where technical challenges and costs are increasing include heap leach pile detoxification and rinsing, tailings dam closure, water management and treatment, abatement of contaminated soils, and many others. Risk and sensitivity analysis of each category will develop a level of confidence in the estimate and allow management to focus on the pertinent issues. Periodic audits of closure plans and costs throughout the life of mine serves to focus management attention on the complete costs of production. This will result in improved overall planning and management, and reduce the number of missed opportunities for savings.

The mining industry responded to public concerns about use of cyanide by developing a voluntary certification to allow companies to demonstrate their commitment. The International Cyanide Code (Code) establishes standards for the manufacture, transportation and use of cyanide. Key concepts in closure planning to comply with the Code are to decommission all facilities related to cyanide operations and to provide a financial assurance mechanism for those activities. Code requirements may differ from state-specific regulations, but requirements are based on closure goals for protection of the human health and the environment. Only issues related to cyanide operations are required to be included in decommissioning demonstrations. For example, the disposal method of cyanide solution holding tanks and the cost must be included in the closure plan, but information regarding closure of roads is not required. Closure costs must be based on a third-party contractor as opposed to internal budgets. Compliance with the closure requirements of the Code allows companies to show their stockholders, lending institutions, and the public that their operations are environmentally responsible.

Phosphate is one of the most important minerals in our world today. It contains the life-giving element of phosphorus, which is essential to the growth of every living cell in plant, animal, and man. This vital mineral is found in twenty-three states of the United States; however, for more than 70 years, Florida has led the nation in phosphate-production and now produces 70% of the requirements of this country. Since the early 1880% when rich phosphate deposits were accidentally discovered in a river-bed in Central Florida, the industry has developed into a multi-million-dollar operation. Phosphate mining began in Florida in 1887 with very crude methods and equipment. The original process was necessarily slow and tedious, resulting in total production of 3000 tons in 1888. Progress was made in improved mining operations, and by 1894. Florida had grabbed the lead as the nation?s largest phosphate-producing area, and is still in the top position.

This paper presents an analysis of gold production and prices over an extended period. Production patterns are provided for the world as a whole and for the five major producing countries. Gold prices as a function of interest rates, as measured by municipal bond rates, are given for the period 1947 to the present. World gold production has had a phenomenal increase since 1980, with the exception of South Africa, all major producing nations participated in this increase, even though the price of gold generally has been decreasing since the high level attained in 1980.

History The Cortez Mining District has a long history of mining activity dating back to 1862. More recently, Cortez Gold Mines had operated a cyanide leach, counter current decantation (CCD) recovery gold mill from January 1969 to February 1976. This type of plant has been standard in the US for treating higher grade, finely disseminated gold in Carlin type ores. The mill was initially operated from 1969 to 1973 at 1.5 kt/d (1650 stpd) on oxidized ore from the Cortez ore body. In 1973, the mill was operated at 2 kt/d (2200 stpd) on softer, less oxidized, high clay ore from Gold Acres, located 13 km (8 miles) west of Cortez, NV. In February 1976, the oxidized portion of the ore body at Gold Acres was depleted and the mill ceased operations. Successful heap leaching of the lower grade portion of the ores was practiced at both Cortez and Gold Acres to supplement the milling operations. Valuable experience was gained in the operation of these two heap leaching programs (Duncan and Smolik, 1977). The ore heaps at Gold Acres and Cortez were releached with a limited crew from 1976 to 1979. The surge in the price of gold in late 1979 sparked an interest to incorporate new techniques into treating lower grade and less oxidized carbonaceous ores at Cortez. In early 1980, heap leaching was started on low grade oxidized dump material left from the earlier Cortez mining operation. By June of 1980, testwork was completed on the London Extension Dump, a low grade, mildly carbonaceous dump at Gold Acres. It was decided to convert the mill at Cortez from the conventional cyanide leach CCD recovery plant to a carbon-in-leach (CIL) recovery system. In May 1983, ore processing from the Horse Canyon deposit began. The Horse Canyon ore body contains both oxide and carbonaceous ores and is located 22.5 km (14 miles) from the Cortez mill. The Cortez CIL circuit was expanded to handle a blend of oxide and carbonaceous ores from Horse Canyon. Ore selection In the last quarter 1979, gold prices were increasing to a point where restarting the Cortez mill, idled since 1976, appeared imminent. Several previously explored geologic reserves at various stages of development were available as possible sources of feed for the mill. Initial metallurgical testing of dumps and tailings from earlier operations was completed, and previously uneconomic deposits were explored. It was decided to pursue sources of ore with the least lead time to production and those with the least capital cost requirements. A master plan was developed to bring the four profitable ore resources into production. Approximately 1,390 t (44.7 million ounces) of gold have been produced in South Dakota since 1875. South Dakota&apos;s mining laws attempt to strike a balance between economic development and environmental protection by promoting mining as an industry while requiring prevention of pollution and reclamation of affected lands to a beneficial use. The mining laws have evolved since their inception in 1971, especially in response to gold mining. The laws have remained flexible to meet changing regulatory needs. Gold production has continued relatively unabated, even in the face of public scrutiny, two mining moratoriums, and isolated environmental problems. The department&apos;s system of "one-stop-shopping" for environmental permits streamlines the permit process, fosters quick resolutions to compliance problems, and helps keep enforcement actions out of the courts. Specific case histories at heap leach mines within the Black Hills are presented.

Historically, boulders are a frequent source of problems in soft ground tunneling. During tunnel construction, the need to manually break and remove boulders as obstructions causes delays to the project. Repairs to a tunnel boring machine (TBM) can also be a source of delays. Managing these problems is difficult since normal soil investigation techniques do not accurately predict the presence or frequency of boulders. This has lead to considerable number of claims for extra costs and delays during the construction of soft ground tunneling projects. These issues are exacerbated in pressurized face tunneling systems where there is limited access to the TBM cutterhead for obstruction removal and/or cutterhead maintenance. The project team that built the Big Walnut Augmentation/Rickenbacker Interceptor (BWARI) Project for the City of Columbus successfully managed the design and construction of a 4,267 mm (14 ft) diameter soft ground tunnel with high boulder concentrations in a complex geologic setting. The management of the boulder issue tookplace during several phases of the project.

It is difficult to remove cadmium from raw indium using only electrolytic refining because their standard potentials are similar. In this paper, physical and chemical methods were used to remove Cd from raw indium. Indium metal is vacuum refined for two hours at 400°C with a vacuum pressure of 20 Pa. In this process, 99.70% of the Cd can be removed. The removal rate of Cd reaches 90% to 95% when indium is further smelted for 10 minutes in a 20% glycerin solution of KI and I2 at 180°C. When pre-indium is electrolytic refined in an In2(SO4)3-H2SO4 system, in which the indium content is 80 to 100 g/L, the pH is 2.0-3.0 and the current density is 80 to 100 A/m2, the contents of the impurities decrease and the purity of the indium product reaches 99.99%.

25.1-THE PURCHASING FUNCTION The word "purchase" means "to obtain by paying money or its equivalent; to buy for a price." This definition is all too simple to properly describe the word "purchase." One should consider the basic objectives of purchasing-to procure the right material, of the right quality, in the right quantity, at the right time, from the right source at the right price. Here it should be noted that in purchasing it is recognized that the best quality or grade of materials may be the only grade to purchase for a specific job. However. there are other jobs where the medium, standard or poor grade of materials is the right quality, as the lesser grade will perform adequately. In some companies the purchasing department makes the decision as to the right quality, while in others this function is shared with other departments. Years ago in business the owners controlled the purchase of required materials and services by performing the task themselves. The owners obtained the type materials and services they needed and paid the price demanded. This function was performed along with all the other duties requisite to the owner of a business, namely, clerical, hiring and firing of personnel, financial management, etc. As companies grew in size, clerical duties were assigned to other personnel and the owner usually retained the purchasing authority. This same division exists today in many small companies. However, in the larger companies, the purchasing function has been assigned to a separate department. Importance of the Purchasing Function-The larger the company the greater the need for a separate department to perform the purchasing function. Today the purchasing agent for most larger progressive companies has policy-making authority. Therefore, it is reasonable for him to report to the president or vice president of his company. Studies of several hundred companies show the purchasing department head reporting to top management 87.5% of the time. This fact in itself is indicative of the importance of recognizing that effective purchasing requires a department staffed with specialists in the field of procurement with knowledge and experience sufficient to perform in today&apos;s complicated business atmosphere. In the manufacturing field it is a common axiom that usually half of the company&apos;s dollar expenditures are for materials. If a purchasing department functions properly and the right product or service is purchased and a savings accomplished, the contribution to the net profit of the company is much greater, as opposed to sale dollars, where only a small portion is carried forward to net profit. Thus, the importance of the purchasing department and the contribution it can make to the success of the company are obvious. 25.1.1-THE PURCHASING FUNCTION 1.
