"The dissolution behavior of lateritic nickel ore containing 1.2% Ni, 40.6% Fe, 9.5% SiO2 and 9.59% MgO by sulfuric acid was investigated. The ore was characterized adequately by different techniques such as chemical analysis, scanning electron microscope (SEM), X-ray diffraction (XRD), field emission scanning electron microscope (FESEM), thermal analysis and Fourier transform infrared (FTIR) spectroscopic measurements. The characterization results did not reveal any distinct mineral phase for nickel; it was associated with mineral phases like goethite, hematite, chromite and serpentine in various proportions. The beneficiation studies by hydrocyclone, magnetic separation and flotation did not enrich the nickel value. Reduction roasting followed by magnetic separation indicated only 2%Ni with 28.9% yield. Consequently, the recovery of nickel values from the lateritic ore by acid leaching under different conditions was studied. The kinetics of leaching obey the first order rate equations. The recovery of nickel was found to be influenced by temperature. It was observed that at an acid concentration of 2M, leaching temperature 363 K, time 240 min and solid-to-liquid ratio of 1:10, it is possible to leach out more than 95% Ni.IntroductionThe demand for nickel is ever increasing. Nickel is used to impart specific properties to steel, titanium and aluminium, and also is used in petrochemicals, catalysts, batteries, etc. It has been estimated that nickel oxide ores account for about 70% of the world nickel reserves. However, most nickel is sourced from sulfide ores. Nickel is extracted from sulfide ore by size reduction, followed by flotation to obtain a nickel-rich concentrate. The concentrate is then pyrometallurgically processed by smelting to produce a nickel-rich matte after discarding an iron-rich slag. Due to the increasing demand for nickel in stainless steel and other alloys, nickel is also extracted from many secondary sources. The recovery of nickel from oxide ores is now gaining momentum, and more exploitation of this ore is being attempted by advanced as well as environmentally feasible, cost-effective techniques. Dalvi et al. (2004) has reported that, due to the increase in demand, the world nickel production from laterites is expected to increase every year from the current level of production. In recent years, investigations of the use of low-grade ores, spent catalysts, clays, etc., have intensified to meet the market demand and also due to a shortage of high-grade nickel bearing ores (Al-Mansi and Abdel, 2002; Baba et al., 2009; Ismail et al., 2011)."

This paper presents an engineering approach to solve a complex ground control problem at reduced cost, allowing the mine to be operated safely and economically. The mine has experienced serious and complicated cutter roof problem in the entries. This cutler roof problem has delayed the advance of the entry development considerably and cost of these entries is very high due to the requirement of very heavy artificial supports. The analysis includes assessment of the cause of cutter roof and step by step action taken to improve the entry condition through appropriate longwall panel entry design and roof support system. The approach for solving the problem was two-fold: 1) to apply yield pillar concept in order to reduce the effects of in-situ horizontal stress in the roof strata and 2) to find an effective way to reinforce the roof strata and to support the fractured roof and avoid caving.

Deep "paste" thickeners have been used in the alumina industry for several decades to improve chemical recovery and allow “stacking” of the red mud for disposal. These paste systems have eliminated many traditional tailings ponds in addition to providing better tails washing and better water recovery. This technology is not widely used or understood in other mineral processing applications. However, there is growing worldwide recognition of the advantages of concentrating mill tailings to a “paste”, i.e. a solid suspension that does not settle or segregate. This technology offers several alternatives to the traditional tailings pond such as “stacking” or mine backfill. More water recovery is possible than with high rate thickeners. Process benefits come in the form of better chemical and metals recovery through better washing in counter current decantation (CCD) applications. Obtaining a true paste (non-segregating suspension which exhibits a yield stress) and understanding the handling characteristics for applications outside alumina, are recent developments. Achieving all of the benefits available from a paste system requires careful design that takes into account the specific requirements of the disposal application along with the peculiar difficulties in producing and handling paste. In fact, design of a paste system is markedly different from a conventional system. Project design usually requires the cooperation of experts in several interrelated specialties including geotechnical, thickener design, pumping and discharge design and controls. A successful project must coordinate all activities to ensure that the overall objectives for the project are achieved. This paper describes the properties of paste, reviews the applications, and discusses the design of a complete paste deposition system.

The East Side Access (ESA) Project in New York will be the largest tunneling project ever undertaken by a US railroad. The objective of the ESA project is to connect the Long Island Rail Road (LIRR) Main Line and Port Washington Line in Queens to Grand Central Terminal in Manhattan. The Project is divided into two distinctive segments: Manhattan and Queens. The Queens segment is subdivided into two major components; cut and cover tunnel construction and bored tunnels. The bored tunnels in Queens consist of five tunnels driven from a launch shaft and traverse a railway storage yard, Sunnyside Yard and terminate under the multitrack mainlines of Amtrak and LIRR at portals in the heart of Harold Interlocking where1200 trains pass every day. The soil consists of remnants of glacial till moraines and of outwash and till deposits of inter layered gravel and fines, with the occasional boulders and cobbles and with a high ground water table. It is anticipated that a Pressurized Face Machine, either slurry or Earth Pressure Balance equipped with roller disks to mine the boulders encountered as well as the mixed face, will be used to mine the tunnels. One pass reinforced concrete gasket bolted liner will be used. The cut and cover construction consists of an approximately 21.3 m (70 feet) deep excavation supported by slurry walls and jet grout columns. The slurry walls, in combination with overlapping jet grouted columns, are installed to top of rock forming a closed bathtub to control external groundwater drawdown. Maintaining the groundwater level near its original elevation is of paramount importance in order to prevent undesirable settlements and migration of groundwater that could be contaminated. Mitigation measures to prevent the migration of nearby plums are contemplated for all types of tunneling and excavation work in this site of the ESA project.

The raise bore method of shaft construction has been success-fully used in the mining and construction industries for over thirty years. In the mid 1990’s, Twentymile Coal Company (“TCC”), now affiliated with RAG American Coal Company, used this method for a moderately deep small diameter shaft and the raise bore and slash method for a shallow larger diameter shaft. In late 2001, TCC contracted to raise bore a 431-meter deep, 6.2-meter diameter shaft. During the raise bore and shaft lining processes, regional horizontal stress fields resulted in extensive elliptical caving beyond the original design diameter. This paper discusses the engineering approaches and procedures used to safely complete construction of the raise bore shaft.

This, report presents correlative data on ash and sulfur forms for Pittsburgh seam coal from Greene County, Pa. Prediction equations were developed for sulfur form distributions and washability characteristics. The equations developed were evaluated with an independent set of exploration core samples. It was demonstrated-that both sulfur distributions and washability characteristic's can be predicted from exploration core data ahead of mining. This information can improve the efficiency of selective mining techniques for the production of a uniform metallurgical coal product.

Results are presented from a series of tests designed to determine the beneficial effects of the microorganism Thiobacillus ferrooxidans upon the leaching of uranium from a pyritic uranium ore. Minus 1-inch (-25mm) 0.0711 percent uranium containing, pyritic ore from the Rio Algom Mine at Elliott Lake, Canada was leached with lixiviants of various Eh and pH as well as being subjected to a biologically-assisted ferric iron leach. In all cases, the biological leach gave superior extraction. At pH 1.6, the biological leach gave 100.6 percent extraction and the ferric iron leach 69.8 percent. This improvement in extraction is associated with a relatively rapid biological breakdown of the pyritic material, thus liberating uranium mineralization associated with these pyritic materials and regenerating the ferric sulphate lixiviant in situ.

Historical production data and reserve decline rates can be used both to predict future coal production rates and to estimate when the reserve will be depleted. Reserve estimates inferred herein from historical production data and decline rates are commonly lower than estimates made from geologic data. The latter include significant amounts of lower quality (deeper, thinner, higher sulfur) coal which may be mined when the better deposits are depleted.

Over 100 saprolite samples from Turkey Hill Gold Mine, Lumpkin County, Georgia, were analyzed (-80 mesh) for As, Au, and Sb. Maximum values are 16.2 ppm As, 7.9 ppm Au, and 29.1 ppm Sb. Results show trace element content of saprolite varies with topography: ridge top samples show a pronounced decrease in Au and Sb, and to a lesser degree in As, whereas, slope and valley samples have anomalous Au and Sb concentrations, with no discernable pattern for As. Statistical analysis shows strong correlation between Au and Sb and none between Au and As. This study will serve as a model for gold exploration in deeply weathered terrains with variable relief.

The paper describes a technique by which large concrete boxes are unobtrusively inserted beneath existing highway and railway infrastructure to form new subways, culverts and under-bridges, thus avoiding the inconvenience and costs of disruption to traffic associated with traditional cut and cover techniques. A series of project examples, undertaken in the United Kingdom and United States, are used to illustrate the design and construction of the box structures, together with the technology required to control ground disturbance in the tunnel face and around the box, and the jacking systems necessary for box installation.

The Vesta Mines of the Jones & Laughlin Steel Corporation operate in the Pittsburgh Seam in Washington County, Pennsylvania. This seam is overlain with a drawslate, 12" to 16" in thickness, which slimes readily when wet. Because of the need for a uniformly good quality metallurgical coal, the amount of reject, together with the top and particle sizes of the raw coal feed, is a serious problem at the Vesta Preparation Plant. The Preparation Plant operates two, seven and one-quarter hour shifts per day and processes 2,100 tons per hour of raw coal feed. The third shift is, used for planned maintenance of equipment. Since the water clarification equipment is so vital in insuring a uniform product, there is no alternative but that it be in operation at all times. To insure this continuous operation,. well-planned maintenance is a necessity. For years, Plant Management has kept performance records of the various units to determine the renewal dates of vital component parts, the length of wear, the various materials used in the manufacture of the equipment, and the labor cost for renewal. These records have been of inestimable help in planning an effective maintenance program to insure continuous operation of the various units.

The aim of this study was to investigate desulfurization and de-ashing of a mixture of subbituminous coal and gangue minerals by the agglomeration method. For this purpose, experimental studies were conducted on a mixture containing subbituminous coal, pyrite, quartz and calcite. The effects of some parameters that markedly influence the effectiveness of selective oil agglomeration, such as solid concentration, pH, bridging liquid type and concentration, and depressant type and amount, were investigated. Agglomeration results showed that the usage of various depressants (Na2SiO3, FeCI3, corn starch, wheat starch) in the agglomeration medium has a positive effect on the reduction of ash and total sulfur content of agglomerates. It was found that an agglomerate product containing 3.03% total sulfur and 25.01% ash with a total sulfur reduction of 56.71% was obtained from a feed that contained 7% total sulfur and 43.58% ash when FeCI3 was used in the agglomeration medium. A 200 pound per hour Magnex Pilot Plant was designed and constructed. A non-compliance Eastern Coal which would generate more than 2.0 lb of SOZ per million Btu upon burning was brought into compliance (less than 1.2 lb of S02 per million Btu) during continuous operation of the pilot plant. Approximately 85 percent of the pyritic sulfur was removed while recovering 86 percent of the Btu of the feed coal. Pilot plant operation is summarized and preliminary economics presented. Present status of the Magnex Program is reviewed.

This paper presents an analysis of the dynamics of bit wear on the productivity of the continuous miners. Two field surveys have been carried out. The first survey was to assess the impact of bit wear on productivity and production cost. The second survey was to study the wear characteristics of the cutting tool (i.e. magnitude, forms, and mechanisms of bit wear). Primary factors affecting bit wear is identified and laboratory experiments were carried out to study the effects of some of these primary factors on wear in detail. Results indicate that bit wear has a significant effect on the productivity of the continuous miners. Furthermore under the severe geologic conditions (i.e. cutting rock partings and roof and floor rocks) bit wear not only hampers the productivity, but also increases the production cost due to a higher number of bit consumption. This study also indicated that bit wear accelerates beyond 20% of the conical height loss which corresponds to 7% of the weight loss. This increase rate of wear is an indicative of higher abrasion between bit body and cutting material, resulting in a dustier environment.

This report covers laboratory experiments simulating in situ copper recovery from primary sulfide ores in sulfuric acid systems pressurized with oxygen. Copper extraction and acid consumption data are correlated with temperature in the range 50-150°C and quenched pH in the range 0.25-2. Adverse changes in the chemical composition of the leach solution and the formation of gangue-mineral alteration products and secondary sulfides can severely limit the extraction of copper above 90°C. Keeping the pH below the self-buffered value of about 2 and the temperature below about 110°C produces the maximum extraction rates. Forcing the pH too low not only results in excessively high acid consumption but may also limit the extraction of copper at temperatures above 100°C.

Hong Kong is an intensively developed region and has the highest vehicle densities in the world. In 2000 there were 6.6 million people and 580,000 vehicles using 1,890 km of road covering the 1084 km 2 territory. The high vehicle and population densities together with the difficult terrain have seen road tunnels emerge as key components both in the current and future road transportation network. Currently there are eleven operating highway tunnels in Hong Kong, seven government owned and the remaining four “build, operate and transfer” franchises, see Figure 1. The very first tunnel was the dual two Lions Rock Tunnel completed in 1967and the latest the dual 3 lane Tai Lam Tunnel opened in mid 1998. Figure 2 shows the alignment and statistics for all 11 Hong Kong tunnels. Looking ahead, Hong Kong has embarked on the study and design of the next generation of major highways and as many as a further seven tunnels are currently under feasibility study or detailed design. This seems an opportune year to produce a broad appreciation of the fire strategy, life safety and ventilation practices in Hong Kong not only for the existing tunnels but the new standards and requirements for the next generation of Hong Kong tunnels. This paper provides an overview of the fire strategy, life safety and ventilation of Hong Kong’s existing and planned tunnels. The paper pays particular attention to the areas where the unique conditions and requirements in Hong Kong impacts on tunnel and systems design and the solutions adopted to overcome these challenges.

ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. Environmental impacts from acidic mine drainage are growing national concerns that are particularly acute in the headwaters of the Rocky Mountain region. In the Black Hills of South Dakota, approximately one thousand mines are inactive or abandoned, most of them in the headwaters of major drainages. This paper examines the Bear Butte Creek basin, a heavily mineralized watershed with significant historical mining impacts and a surface gold mine permitted in 1997. The watershed loses its surface discharge to swallow holes in the karstic Madison Limestone. The integrity of the aquatic ecosystem was monitored with a suite of site-specific bio-indicators. Stream surveys covered the entire reach of Bear Butte Creek from near its headwaters to the swallow holes in the Madison aquifer. Data from the stream surveys, water-quality sampling, and bio-indicator surveys clearly showed that water-quality impacts are limited mainly to Strawberry Creek and to the area of Bear Butte Creek near and downstream of the town of Galena.

The removal of tritium from tritiated water (-0.5 µCiIL) was studied by metallothermic reduction using aluminum. The influence of the three variables namely the aluminum powder amount, the NaOH concentration and the reaction time has been studied on the tritium activity reduction. The experimental results and statistical analysis showed that more than 85% of tritium can be removed from the tritiated water. Further work on the tritium recovery as well as efforts to totally decontaminate water by incorporating a cryogenic concept is currently pursued.
