I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. Fourth and finally, it is important to note that this paper, at least in so far as it concerns the specific requirements of particular regulations, will likely soon be out of date in some important respects. The velocity of detonation (VOD) is a significant property considered when rating an explosive. It may be quantified as a confined or unconfined velocity. The confined velocity is the rate at which the detonation wave propagates through an explosive within a blast hole or any restrained space. The unconfined velocity emanates when an explosive is detonated in the open. However, the confined velocity is more significant as explosives are usually employed under a definite degree of confinement. This paper evaluates the increment of air deck volume and its effect on the VOD. The air gap (air deck) volume is increased stepwise from 10 to 30% of the total blast hole volume by reducing the stemming height in the collar zone. Thereafter, the VOD estimation in the 172-mm-diameter explosive column is conducted using the Dáutriche technique. It is observed that the VOD reduced with the increasing air deck volume and detonation failure is high when 30% of the blast hole volume is replaced with air deck. It is deduced that the increment of the air deck volume has an effect on the attenuation of the steady-state VOD.

Gold Fields Mining Corporation started processing ore from it's Chimney Creek operation in northern Nevada in November, 1987. Since that time production has averaged about 200,000 ounces per year from the milling and dump leaching circuits combined. The events that led up to commissioning of the plant started in January of 1985 when the Gold Fields exploration team drilled their first hole in an area now known as Discovery Hill. The major orebody was located later in the year in what is currently the major focus of activity, the North Pit. Subsequent drilling since plant startup has found another 14 million tons of ore two miles south of the original orebody. This South Pit orebody is currently being stripped and metallurgical testing is underway. Engineering Engineering on the Chimney Creek plant started in earnest in May, 1986. Davy McKee Corporation from San Ramon, California, did both the engineering and the construction management. Before engineering began the entire senior staff of the Plant Department was hired and assigned to the project. Senior staff included the Plant Superintendent, Plant General Foreman, Maintenance General Foreman and Chief Metallurgist. Gold Fields does not employ an internal central engineering staff to design their plants. We feel that the people who design the plant should be the ones who will be required to run it once it has been commissioned. This philosophy affords a continuous accountability from start of design through commissioning and operations. All four of the senior staff spent the most critical phase of the engineering stage at Davy McKee, so the plant is truly a reflection of all four disciplines. In bringing on the Maintenance General Foreman from the start, there was a focus placed on ease of maintaining the plant. Another philosophy that was adopted from the start was that the plant be easy to work in and maintain for both operators and maintenance personnel. Numerous design criteria were given to Davy McKee to ensure this. For example, we required that every piece of equipment could be reached easily with a crane or fork lift. All conveyors were required to have walkways on both sides for ease of maintenance and a minimum of 30 inches of clearance under them for ease of cleanup. Visibility for operators was considered very important and the control rooms and general plant layout were designed with this in mind. A list of about 100 general rules were given to Davy McKee during the early layout meetings and these were held as the general design criteria throughout engineering and construction. While engineering was progressing in San Ramon, California, dump leach test work was being done at the site. Three 6 foot diameter fiberglass columns were constructed and filled to a 20 foot height with low grade ore. Leaching characteristics were determined and the dump leach design was based on information collected from these columns. Construction The major contractors on the project were The Industrial Company for the bulk of the piping and structural, EMKO on the electrical/ instrumentation and Hunewill for most of the earth work and leach pad construction. All plant operating and maintenance personnel were employed eight weeks before startup for intensive training. Instructors were Gold Fields personnel, including foremen, and Davy McKee engineers. On occasion, selected suppliers representatives were brought in to discuss major pieces of equipment. Project completion was targeted for January, 1988 at a projected cost of 78.9 million dollars. Actual startup was about 1 1/2 months ahead of schedule and slightly under budget. Full design capacity was achieved the first full month of operation. Crushing Run of mine ore is delivered to the crusher and dumped into a 90 ton hopper which is topped with a 30" X 30" opening stationary grizzly. istorical records suggest that the gathering of geologic information in China began more than 2,000 years ago. Modern-day geological work in the nation started in the early part of this century but it progressed rather slowly. Before the founding of the People's Republic of China (PRC), there were only 800 people engaged in geological work and only 200 trained geologists among them. According to Minerals and Mining in China, many accomplishments were achieved within China's mining industry during the period of years between 1949, the founding of modern China, and 1997. These include: ? The number of types of minerals with verified reserves increased from 18 (pre-Liberation) to 162 (today). ? Mineral deposit localities grew from 5,123 (pre-Liberation) to nearly 200,000 (today). Of these 200,000 localities, more than three-quarters have verified mineral reserves. ? Minerals extraction and processing contribute to 31 % of the total industrial output value of China (today). ? Regional geological maps at a scale of 1:1,000,000 covering the entire country have been completed, while regional geological and hydrogeological maps at a scale of 1:200,000 covering two-thirds of the country have also been finished (today). ? Before 1949, China was regarded as an oil-poor country. Since the 1950s, China has developed an extensive petrochemical industry. It is largely government-owned except for a limited number of joint ventures. The central government maintains active control over China's most productive fields, including the Daqing field in the Songliao Basin of northeastern China and the Shengli and Liaohe fields in the Bohai Basin of northeastern China. ? Employment in the minerals industry engaged in geological exploration increased from 800 (pre-Liberation) to 1 million (early this decade). The new report provides an overview of the current political and economic situation in China and discusses how this affects the minerals industry. China is in transition between a socialist planned economy and a market economy. This makes it difficult for non-Chinese to keep track of developments. Minerals and Mining in China is divided into 14 chapters that contain detailed statistics, including data on the geographical location and extent of known mineral reserves, production rates, local technical personnel, imports and exports. The report reveals which companies are already active in the area by profiling 50 major investment projects in China's metals and minerals industry. According to its author, China possesses one of the world's largest mining industries, ranking among the leading producers of several metallic and nonmetallic resources. The Chinese mining industry is extraordinarily complex. It has evolved into an overwhelmingly large bureaucracy that was, until the 1980s, shrouded from and misunderstood by the international community. To date, more than 160 types of minerals have been discovered in China. But a significant portion of the minerals and energy base remains largely unidentified and evaluated. And despite China's large reserves of mineral resources, with a population of more than 1.2 billion people, the country ranks among the lowest in the world in terms of proven reserves per capita. Recent fatal injuries occurring during pillar retreat coal mining call for better identification of the hazards and recognition of risks. Ground control hazards associated with room-and-pillar retreat mining tend to intensify with depth, requiring extra precautions in the form of additional controls. In many locations these activities are further complicated by local complexities often associated with unique or novel circumstances, such as over-mining or under-mining. One technique recently studied by NIOSH, Major Hazard Risk Assessment (MHRA), may help mine operators to mitigate the risks associated with pillar recovery operations. The approach was trialed at two underground coal mines in southern West Virginia that are currently practicing pillar recovery. The first step in the MHRA process involved reviewing the segments or parts of the pillar extraction mining system and identifying associated hazards and threats to the operation. Some of the high risk hazards at these two sites included: ? Rock fall during pillar extraction covers equipment and injury occurs during recovery operations, ? Rock fall above the roof bolt horizon, potentially injuring ? workers and/or requiring recovery action, ? Rib fall under deep cover, potentially injuring workers, and; ? Strata instabilities associated with subsidence of the interburden due to simultaneously mining two seams in close vertical proximity to one another. The mines? risk assessment teams then considered each threat individually in order to systematically identify potential unwanted events. The top unwanted events were examined individually using structured risk analysis tools. The output from the process includes a list of priority existing controls for monitoring and auditing, and a second list of potential new controls. These controls consisted of: Examples of best practices, ? Enhanced communication, ? Implementing standard operating procedures (SOP), ? Protocols for emergency response actions, ? Effective layouts, ? Efficient monitoring, and; ? Successful audits. This paper documents the process as it unfolded at the two mines, and analyzes the strengths and weaknesses of the MHRA technique as it applies to pillar recovery operations. This work was part of a larger NIOSH research project. NIOSH was responsible for: 1) facilitating the risk assessment process known as Major Hazard Risk Assessment (MHRA), 2) documenting the risk assessment process, and 3) providing mine management with a written draft summary of the risk assessment process. The results of the risk assessment represent the thoughts and opinions of the individual risk assessment teams and should in no way be construed as an endorsement of the risk assessment output by NIOSH or the University of Pittsburgh.

This chapter discusses the necessary construction techniques for installing coal mine ventilation devices. Included in the discussion are the major air controlling devices called over- casts, regulators, stoppings, and doors. Under-casts, although a valid device, are used infrequently in coal mining and are not discussed here. Typically, coal mines require a great many ventilation devices to control the air movement. Post-I969 mines have had to design their air systems to comply with the Federal Coal Mine Health and Safety Act (CMHSA) as discussed in Chap. 1. Pre- 1969 mines have had to redesign major portions of their systems to comply with the basic components of the law such as separation of air courses, single unit split ventilation, and minimum air quantities. It is not uncommon, therefore, to find a large mine (2.0 Mt/a) requiring several hundred overcast installations (permanent, as well as repeat construction), plus doors and regulators placed among a thousand or more stoppings. When each of these devices is subject to leakage from installation and weathering defects, the importance of effective construction becomes evident. An historic rule of thumb for average mine ventilation says that about 70% of all the air pressure generated by the mine fan is lost between the portal and the working faces. Of course, this rule is subject to many factors, but the message is clear: there is a tremendous inefficiency in controlling leakage through common air devices. This chapter strives to present a standard approach and design alternatives which can go a long way in reducing this leakage, and hence, ventilation costs. Historically, mine ventilation has progressed from natural, or draft ventilation, to fire-induced ventilation (Fig. l), furnace-fired centrifugal fans and finally, to today's modem mine fans. Underground controlling devices have been in use in the coal mines since the late 1600s, but the CMHSA of 1969 was the real turning point for mine ventilation. Minimum quantities and velocities of fresh air were required for mining, forcing coal operators and engineers to reevaluate and improve their systems. As a consequence, the cost for ventilating air increased. Today, companies face a variety of choices among design alternatives, materials, labor, and costs of ventilating devices for their mines. The best approach for any individual company or mine is determined by (1) the needs of the mine, and (2) the local design parameters. In my discussions of ventilation construction I shall be fairly general in terms of device installation steps, where specifics are warranted for clarification, I will include this information.

Borates are defined as ' 'salts or esters of boric acid; a compound containing the radical B203" (Bates and Jackson, 1987). Borates are defined by industry as any compound that contains or supplies boric oxide. A large number of minerals contain boric oxide, but the three that are the most important from a worldwide commercial standpoint are: borax, ulexite, and colemanite. These are produced in a limited number of countries (Fig. 1), dominated by the United States and Turkey, which together furnish about 90% of the world's borate supplies (Lyday, 1991). Production in the United States originates in the Mojave Desert of California; borax and kernite are mined by US Borax from its large deposit at Boron. Borate containing brines are pumped from Searles Lake by North American Chemical Co., and a limited amount of colemanite is mined by Newport Mineral Ventures from Death Valley. Turkish production is controlled by Etibank, the national mining enterprise, which supplies most of the commercially traded ulexite and colemanite from mines in the Bigadic and Emet Districts, plus borax from the huge deposit at Kirka. Borate minerals have been employed in a wide range of uses for many centuries, dating from at least the 8th century when they were used primarily as a flux for assaying and refining gold and silver. Their valuable properties and relative rarity soon stimulated international trade in borates; Marco Polo claimed to have trans- ported Chinese borate minerals from Tibet to Europe, and his home port of Venice was the center for borate imports and use throughout the Middle Ages (Travis and Cocks, 1984). Borates were traded at relatively high prices for highly specialized applications into the late years of the 19th century. At that time they were being used for medicines, food preservatives, ceramic glazes, and in expanded applications as metal fluxes. It was in that era that borax was discovered in Clear Lake, CA, and more significantly, the playa deposits of western Nevada were found and exploited by F.M. "Borax" Smith and others. Research and development by Smith's company began the evolution of borates from a high priced commodity with a few specialized uses to the relatively low priced chemical raw material used in large tonnages on a worldwide scale today. Borates are often defined and sold by their boric oxide or B,03 content, and most statistical data are listed in tons of B203. Of the products sold by the industry, borax pentahydrate or 5 mol and boric acid are the most commonly traded commodities. Boric acid plants are operated by all of the major borate producers. Glass fiber insulation is the major end use in the United States followed by textile glass fiber and borosilicate glass, detergents, and ceramics. Detergent usage continues to be a major end use in Europe.

The Escalante Silver Mine in Southwest Utah produces an average of 71.000 kg (2.3 million troy ounces) of silver dore annually. Precipitates from a cyanide leach circuit are treated by either acid leaching prior to fusion or a direct fusion with nitre. Process development, plant experience, and a comparison of both methods will be discussed. Plant experience from the custom treatment of a gold/silver precipitate containing matte producing elements will also be covered.

Control of the environment is as old as mining. Engineers have always had to consider how best to deal with the surface, and the character of the surface environment always affects mining method in some way. However, if the relationship of the mine to the environment is old, today's approach is new. For one thing, land, air and water formerly could be viewed simply as obstacles to be overcome or resources to be utilized to win ore at the lowest possible cost. Now we have come to realize that these nonmineral components of the environment also are highly valuable. For another thing, environ- mental protection has become a public policy issue. Again, a special public interest in land and land use is old. From the firs(, the crown claimed extra rights in valuable minerals, and to this day a multitude of laws and regulations control-and tax-land use in every country. What is new is the detailed public attention bring given to waste management practices, whether these wastes be in the form of solids, liquids or gases, and regardless of where in the environment they appear. (It is convenient to lump all mining environmental problems, including hank fires and subsidence, together under the term "waste management," for in effect that is what they are.) As a result of these changes, the mining engineer must consider that lie is dealing with two productive resources the minerals and the remainder of the environment-and he must expect that lie will be judged not only on his efficiency in recovering the one but also on his effectiveness in protecting the other. Further, in seeking to protect the environment, the modern mining-environmental engineer has a dual role. First, there is the obvious task of finding better ways for industry to cope with waste-management problems in actual operations. Second, there is the less obvious but equally important task of helping formulate appropriate public policy objectives for the environment. Throughout; the section it is assumed that mining is an acceptable land use for the tracts under consideration. The question of whether mining will be permitted at all on these tracts is a further public-policy issue, ultimately to be resolved politically and thus, since it is beyond the scope of engineering, is not a subject that can be usefully discussed in a mining handbook. Finally, none of the statements in the section are predicated on the assumption that required waste-management measures will be privately profitable in the conventional sense. Indeed, the reverse is more likely to be the case-at least if accounts are kept so as to include all appreciable costs and a normal rate of return on investment in waste-disposal and reclamation equipment.',',' However, it is clear that improved waste management will be required of mining firms and that, to a considerable although undetermined degree, this expenditure is in the best long-run interest of both public and industry. The several studies that have attempted to quantify the impact of mining on the environment are admittedly rough but still provide enough information to indicate that there is a big job to be done. Air-fall tuffs have been altered to zeolite via reaction of volcanic glass with local pore solutions at the six localities discussed in this paper. These are in the southern Basin and Range Province of Arizona and New Mexico, and in the Trans-Pecos and Coastal Plain regions of Texas. Zeolitization occurred in either closed- hydrologic, open-hydrologic, or hydrothermal groundwater systems. The tripping Spring Valley (DSV) chabazite in Arizona and the Buckhorn clinoptilolite in New Mexico originated in a late Cenozoic network of closed-hydrologic, lacustrine basins extending from southeast Arizona into southwest New Mexico. At DSV, two potentially commercial chabazite-rich tuffs are interbedded with lacustine mudstone. The main zeolite tuft contains up to 90 percent chabazite. The upper zeolite tuff averages approximately 67 precent chabazite. At the Buckhorn deposit, two clinoptilolite-rich tuffs are interbedded with lacustrine m udstone in the upper part of the Gila Conglomerate. The lower zeolite tuff contains up to 90 percent clinoptilolite. The upper zeolite tuff contains over 60 percent clinoptilolite. The Casa Piedra clinoptilolite is in the Trans-Pecos region of Texas. It formed during the Tertiary in a closed basin containing a playa lake. The Casa Piedra tuff averages about 60 percent clinoptilolite. Air-fall tuffs of the Cuchillo Negro, New Mexico and Tilden, Texas clinoptilolite deposits were zeolitically altered by either percolating ground waters in open-hydrologic systems or locally by ponded, saline, alkaline solutions. Cuchillo Negro tuffs are Tertiary and average approximately 50 percent clinoptilolite. Clinoptilolite-rich tuffs of Ebcene age have been mined from four quarries at the Tilden deposits. Tufts from the Kuykendall and Buck Martin quarries contain approximately 50 to 60 percent clinoptilolite. Low temperature, SiO2 - rich, hydrothermal solutions altered air-fall tuff to clinoptilolite and chabazite in the Foster Canyon area of the Tertiary Cedar Hills and Seldon Hills volcanic-vent zone in southcentral New Mexico. Poster Canyon tuffs contain up to 60 percent zeolite and average 40 to 50 percent clinoptilolite. The dominant mineral in the zeolite tufts at the six deposits studied is generally microcrystalline and either chabazite or clinoptilolite. Lithic fragments, unaltered volcanic glass, other zeolites, quartz, calcite, opal-CT, cristobalite, feldspar, evaporites, clays, and mafic minerals are also constituents of the tufts.

INTRODUCTION Prior to 1705, underground mining was limited to mineral deposits located above or a very small distance below the water table. The development of the steamdriven mining pump was motivated by the need to extract minerals from deposits considerably lower than the water table. Today, the majority of mine pumps are driven by electric motors, although some small utility pumps are driven by compressed air. Of the numerous types of pumps that might be applied to mine service, the two types used most frequently underground are the centrifugal and plunger pumps. Each of these types has its proper application. In most instances, plunger pumps are best for handling low water volumes against high heads, while centrifugal pumps effectively handle either low or high water volumes against low heads or high water volumes against high heads. This chapter describes pumps applied to underground mine service, where the mine service consists of mine drainage (removing mine water as it accumulates), mine dewatering (removing water from a flooded mine), and pumping for special applications such as hydraulic mining and hydraulic hoisting. CENTRIFUGAL AND PLUNGER PUMPS Modern mine pumps are classified as either centrifugal (kinetic) or plunger (positive-displacement) pumps. The following paragraphs describe each of these classifications. Centrifugal Pumps Centrifugal pumps may be grouped into various types, depending upon their various features: Number of Stages: In a single-stage pump, the total head is developed by one impeller, while a multi¬stage pump utilizes two or more impellers acting in one casing to develop the total head. Fig. I shows a cutaway view of a single-stage horizontal split-case double -section centrifugal pump. Fig. 2 shows a cutaway view of a six-stage medium-pressure split-case diffuser-type centrifugal pump. Type of Casing: A volute pump has a casing in the form of a spiral or volute. A circular-casing pump has a casing of constant cross section concentric with the impeller. A diffuser pump is equipped with a diffuser that converts velocity head to pressure head. Shaft Position: A horizontal pump normally has the shaft in a horizontal position, while a vertical pump normally has the shaft in a vertical position. Fig. 3 illustrates a vertical turbine-type slurry pump. Suction: A single-suction pump equips the first stage with a single-suction impeller, with fluid entering the impeller on only one side. To help local governments plan for long-term supplies of sand and gravel for buildings and infrastructure, the Utah Geological Survey is assessing natural aggregate resources (mainly sand and gravel) in the St. George, Utah area. Whereas much of the aggregate in the study area is adequate for road-base construction, high-quality aggregate for Port- land cement concrete is limited due to geology, and also due to land administration and environmental issues. Virgin River alluvial gravels southwest of St. George are generally poor sources of aggregate because they contain clasts of soft sediments and soluble minerals derived from Mesozoic rocks. Elsewhere, widespread secondary calcium carbonate (caliche), as rinds and matrix in gravel, lower the quality of material. Young river-terrace deposits in Fort Pearce Wash, and along the Virgin River above St. George are the primary sources of sand and gravel for the area. Alluvial fans on the east side of the Beaver Dam Mountains, and on the west side of the Hurricane Cliffs are also sources of aggregate. Stream-channel deposits associated with "inverted valleys" north of the towns of St. George and Hurricane, Utah, and older pediment gravels on the west flank of the Beaver Dam Mountains may be future sources of high-quality aggregate. Accelerated urban development during the 1980s and early 1990s has caused St. George and other communities in Washington County to encroach upon sand and gravel pits originally located in rural, undeveloped areas. Urban residents often view nearby sand and gravel operations as undesirable neighbors and pressure elected officials to close the pits. Pit closures effectively eliminate the remaining reserve from the sand and gravel resource base of the area. More- over, resources may also be lost as new homes are built upon undeveloped sand and gravel deposits. The St. George area is particularly susceptible to loss of aggregate resources because high-quality natural aggregate for construction is already in short supply. Moreover, most of the land in the study area is administered by the U.S. Bureau of Land Management and subject to various land-use restrictions. Much of this public land cannot be developed for mineral materials, such as sand and gravel, because of federal regulations protecting rare plants and animals, archaeological sites, and important watershed areas. Of particular concern to resource development are areas designated as Areas of Critical Environmental Concern, Wilderness Areas, and Wilderness Study Areas. Protection for Endangered Species is a critical element in all planning efforts. Those species present in the St. George area or in areas near- by include: the desert tortoise, southwestern willow flycatcher, Virgin River chub, and dwarf bearclaw poppy. As the St. George area is depleted and/or deprived of sand and gravel resources through extraction and urbanization respectively, construction costs will rise unless conservation measures are instituted. To avoid the loss of aggregate resources, the UGS is pursuing a program of data gathering and field surveying of surficial deposits to determine tonnage and quality of the remaining sand and gravel resources. The resource information from this program will help land planners, developers, and government officials make informed decisions concerning urban development throughout the region.

The recognition of perlite as a distinct volcanic glass, and of the arcuate fractures that often characterize these natural glasses, dates back at least to the late 19th century and perhaps into the 18th century (Howell, 1974). Some authors suggest that recognition of perlite dates considerably further into antiquity, perhaps to the 3rd century BC (Caley and Richards, 1956). Most recent definitions identify perlite by the presence of vit¬reous, pearly luster and by the presence of characteristic concentric or arcuate perlitic fractures. As discussed more fully below, arcuate fractures in perlite need not be megascopic. The textures of perlite which commonly occur in deposits range from dense to highly vesiculated to pumice-like. Thus, the classical definition of perlite is descriptively restrictive compared to the natural range of textures and neglects to address the issues of genetic origin and geologic occurrence. In spite of the petrological usage of the term perlite, the in¬troduction of expanded perlite aggregate into industrial markets caused the term to be applied as well to the lightweight, cellular aggregate that is produced through the rapid thermal expansion of milled perlite ore. Perlite is distinguished petrologically from other natural glasses by a silicic or rhyolitic composition by the presence of 2 to 5 wt% total chemical water held within the glass structure and often by the presence of pearly luster and onionskin-like perlitic fractures. Worldwide, occurrences are associated with Tertiary through early to middle Quaternary volcanics and with the glassy portions of silicic domes and flows, with vitric tephra, with the glassy chill margins of dikes and sills, and with the glassy portions of welded ash flow tuffs. Less commonly, perlite is reported in association with the glassy portions of volcanic plugs and lacco¬liths. The perlite carapaces that partially or fully comprise extru¬sive domes and flows are often thick and areally extensive, and thus provide commercially attractive targets for low cost open pit mining. Perlite tuffs and tephras are also important commercial sources. Mining costs are minimized by open pit quarrying and by either bulldozer ripping or blasting. Crushing and sizing facilities are generally close to the pits. Due to the low weight and large volume of expanded perlite, unexpanded perlite that has been crushed and sized is usually shipped nationwide directly to local markets where it is expanded and processed for distribution to end users. The vast majority of international trade is in unexpanded perlite. In the United States, the evolution of the expanded perlite industry can be traced to the late 1930s and early 1940s when expanded perlite aggregate was introduced into gypsum plaster and concrete markets as a substitute for vermiculite (Schundler, Jr., oral communication, 1991) and was promoted for use in a much broader spectrum of products (Howell, 1974). By the early 1950s, end user markets were well established and small expanders were numerous east of the Mississippi River. Today, mining and expan¬sion is undertaken throughout the world. Worldwide production of perlite is dominated by the former Soviet republics, the United States, and Greece. Total worldwide production of processed perlite during 1990 is estimated at roughly 1 778 000 tons (Davis, 1991). The physical properties of expanded perlite that give this prod¬uct unique commercial value include: low bulk density, chemical inertness, high insulating ability, nonflammability and fire resis¬tance, and its ability to retain water. These and other physical properties give expanded perlite value in such uses as: lightweight acoustical and thermal insulating aggregate; component in plaster, insulating cements and lightweight concrete; loose fill insulation; as aggregate in horticultural applications; and in milled form as filter aid. In the United States and Europe, the largest end use is within building construction products.

INTRODUCTION The requirements of mine ventilation demand the constant attention of the mine operator. Just as the physical mine structure changes with time, the ventilation requirements of a particular mine change considerably from season to season and even from day to day. No ventilation system can remain adequate indefinitely; and all systems require monitoring and adjustments to achieve proper ventilation. Instead of being given fore- thought and planning, mine-ventilation systems too of- ten are erected hastily, merely to correct an already un- healthy situation. The usual result is an inefficient and costly system that, in some instances, may prove in- effective in providing fresh air to the point of need. The ventilation of mines is a combination of both art and science. The fluid that must be moved is in- visible; its properties change drastically with temperature, barometric pressure, and humidity; and the methods of measurement are not precise. In part, ventilation engineering must rely upon the art of good industrial ventilation experience and sometimes even the trial-and- error method. However, the properties of air can be determined with relatively inexpensive equipment; with some care, measurement accuracies within 5% of the actual values can be obtained. Thus the art of ventilation gradually is being supplanted by improved engineering practices. Although the direction of flow and the volume may not be predicted correctly by airflow equations in every situation, it is better to try to predict the behavior of a given ventilation before installation than to proceed blindly with a system design. When used with the discretion that comes from education and experience, the basic laws of ventilation can provide sub-stantial insight into the design of an air-handling system; and they can prevent wasteful or even dangerous designs from being installed. Since the mine operators who read this text will have varying amounts of exposure to ventilation theory, the basic laws of airflow and of mechanical ventilation are presented in the first section. The emphasis has been placed on the interpretation and use of fan characteristic curves that are supplied by fan manufacturers. Considerable information can be obtained from these fan curves, particularly when they are used with a graphic model of the mine, drift, or duct in which the fan or fans are to be installed. A few minutes spent comparing the various characteristic curves can help the designer obtain the correct fan for the job. However, the under- standing of a few fundamentals is necessary; and this text has been prepared to provide ample and understandable information in a "how-to" style. In subsequent sections of this text, more down-to- earth subjects will be covered, including the problems of air recirculation, relative merits of installing fans in series or in parallel, expected maintenance requirements (vibration, lubrication intervals, etc.), fan noise and some remedies, effect of an inlet bell on the fan per- formance, basic air-measurement techniques and equipment, and similar miscellaneous items. Although this text is not intended to be a comprehensive bible of mine ventilation, it has been prepared as a guide that provides some useful information to individuals responsible for the quality of the underground environment. Every person working underground is en- titled to the safest environment that can be provided within the limitations of existing technology and at a reasonable cost. Regular entry trusses are used in headgates, tailgates, roadways and intensely-faulted areas. These trusses have proven to give the required support and maintain roof stability even under major abutment loading conditions for both the re-treating and advancing longwalls. Areas previously requiring steel arches have been eliminated. A special Continuous Entry Truss? provides permanent support to adjacent tunnel/crosscut zone for more than 300 feet in each tunnel. The continuous nature of the tensioned truss allows sup-port forces to be placed on the roof in not just the two-dimensions of regular trusses, but in a full three-dimensions. A newly developed Roktruss? provides support in an arched 30-foot high rock zone. The Roktruss? allows truss support concepts to be used in an opening with a curved roof.

INTRODUCTION Mineral commodities are normally separated into three generic classes-metals, nonmetals, and energy minerals including oil and gas as well as the solid fuels. Metals, the focus of this chapter, encompass a large number of different substances. The U.S. Bureau of Mines, for in- stance, has commodity specialists following trends in over 40 metal products of importance to the country's economy and well being. Ranging from aluminum to zirconium, the metals display an incredible degree of diversity. Some such as lead are heavy, others such as magnesium are light. Some such as copper are good conductors of electricity. Others such as silicon are semiconductors. Mercury is found in liquid form, while some metals melt only when heated to extremely high temperatures. Iron and steel, aluminum, and copper are consumed in particularly large tonnages in a multitude of end uses, while many minor metals are needed in only small amounts in a few highly specialized applications. The use of some metals can be traced back into history for millennia, indeed back to the bronze and iron ages, while the commercial consumption of aluminum and other newer metals is less than a hundred years old. Some metals are extracted from large open pits, others are dug out of deep underground mines, and still others are processed from the sea. Mining and processing can be relatively uncomplicated and inexpensive, though in most instances highly sophisticated technology is necessary and the costs are high. Some metals are produced mainly as byproducts of other metals. Some are recovered in large quantities from the scrap of obsolete equipment and demolished buildings. Some are mined in only a few locations and traded worldwide, others are produced in many different countries. Some are sold by numerous firms at fluctuating prices determined on competitive commodity exchanges, others are produced by only a handful of firms and sold at stable producer-prices. This diversity makes the metals interesting, indeed fascinating, to study. Yet, it also poses problems, for each metal in its own way is unique. There is no general model or economic analysis applicable to all metals. Rather each must be considered individually, so that the analysis or model takes explicit account of its particular features. This means that a single chapter cannot begin to cover comprehensively the economics of all metals, and no attempt to do so is made here. Instead, we will concentrate on illustrating the usefulness of relatively simple economic principles, particularly those associated with supply and demand analysis, in understanding the behavior of metal markets. The next section begins by exploring the nature of metal demand. It is followed by an investigation of metal supply- from individual product production, from by- product and coproduct production, and from secondary production. The final section then illustrates the usefulness of the concepts introduced in earlier sections by using them to analyze

INTRODUCTION AND SUMMARY World mineral trade during 1960 to 1984 has shown substantial changes both in value and tonnage. Although fuel commodities dominated total mineral trade during this period, this paper will focus attention primarily on nonfuel minerals. Brazil and Australia, modest producers of iron ore in 1960, have become dominant producers and exporters, together accounting for about half of major iron ore exports in 1984, far surpassing traditional export suppliers such as Sweden. Australia has also become the largest producer and trader of bauxite and alumina, and worldwide alumina trade has increased at the expense of bauxite trade. Similarly, shipments of ferroalloys have increased more than shipments of ores such as those of chromium and manganese. Canada, retaining its first rank in world export of zinc, has become also the leading source of potash and sulfur in world trade, and South Africa has been the dominant factor in chromite, manganese and their respective ferroalloys. Developing countries' share of world copper trade has increased, with Chile maintaining first rank, but developed industrialized countries have continued to dominate production and trade of lead and zinc. Phosphate, sulfur, and potash have been the principal crude nonmetallic minerals traded worldwide. Looking to the near future, dramatic increases in export of iron ore, phosphate, potash and sulfur are not envisaged. Bauxite exports will continue to decline relative to alumina but at a slower rate than in the recent past. Zinc concentrate will continue to be exported but lead will be traded more as metal than as concentrate. For iron and steel, there will be some production shift from traditional producers to certain developing countries and recently industrializing developing countries such as Brazil, India, the Republic of Korea, and Taiwan. In the following sections dealing with specific commodities, it should be understood that information is presented only on the major forms of each commodity that move in trade, and only for a selected group of countries for each commodity or major form of each commodity. Thus, totals shown or mentioned generally represent only the totals of figures presented here and do not include estimates for minor forms of material or for countries that are not listed. However, the data provided is regarded as sufficiently complete to reflect major patterns and trends, and exclusions are there- fore not seen as affecting conclusions that may be drawn from the material provided. FUEL AND NONFUEL TRADE Values of Fuel and Nonfuel Trade The value of world export trade in major mineral commodities (ores, concentrates and scrap, crude minerals, iron and steel, nonferrous metals, nonmetallic minerals and mineral fuels) in 1983, the latest year for which comprehensive data are available, was reported by the United Nations in May 1985 to have totaled over 514 billion current U.S. dollars (Table 1). This was 79% of the historic record high of nearly $649 billion ,current dollars set in 1980, but almost 18 times the current dollar value reported for 1960. [1/] The value of these 1983 exports in constant 1960 dollars was $164 billion (Table 2), only 66% of the record 1980 high of almost $250 billion, and only about 5.7 times the 1960 dollar level.

With the recent technological advances; Tunnel Boring Machines (TBM) have become a viable economic alternative to drill and blast in hard rock excavation. These machines are finding increasing use in underground mine development due to the potential benefits they offer. The successful application of TBM technology to mining depends on the selection of the most suitable equipment and cutting tools for the rock and ground conditions to be encountered. In addition to required testing and geotechnical investigations, cutterhead design optimization is an integral part of the machine selection to assure a successful application of the machines in a specific project. This paper presents and discusses the back-ground of TBM application in a mining environment and the lessons learned, the process of conducting site investigation and the necessary laboratory testing together with machine selection and performance estimation for TBM use III mine development.

Sustainability of lignite mining in the Rhenish lignite mining area is ensured by a preceding study of the overall project, with the involvement of all those affected. The supporting holistic consideration of the various sustainability elements is essential for a later balancing of the several ecological, economic and social concerns. In what follows, a brief overview of the Rhenish lignite mining area is given as introduction to the focus of this report, which is on sustainability, starting with the approval procedure under regional planning law incl. opencast mine planning, and extending to concrete on-the-spot implementation, taking the Garzweiler II follow-up mine as example. To illustrate the issues involved, an account is given of some selected sustainability elements.

The ventilation systems of coal storage silos are normally capable of rapidly dispersing any accumulations of methane in the atmosphere above the coal pile surface. However, the results of an investigation which is presented in this report show that hazardous concentrations of methane can accumulate within the coal pile. Methane trapped within the coal pile is released into the atmosphere of the loading gallery when coal is discharged from a silo. If the methane released is of a flammable concentration it is necessary to ventilate the gallery to reduce the risk of an ignition. This report proposes a simple test, which, after further investigations may prove to be an effective method to calculate gallery ventilation requirements.
