Management teams at mining companies begin to ask themselves whether to take a company public and, if so, how to do it as they approach the normal threshold for going public in terms of revenue and operating performance. Today, the expense of going public generally suggests the company has at least $20 million in annual revenue and at least $2 million in cash. The revenue number can be lower for mining companies with large reserves. In order to properly attract the investing public, the company must also be operationally strong with robust prospects. The company should have a strong management team and a consistent history of double-digit growth that will continue into the foreseeable future. Assuming the thresholds are met, a company?s management needs to weigh the pros and cons of going public.

Test work is the foundation upon which the success of projects and subsequent operations is laid, reflected in Professor Arthur Taggart’s pithy observation: ‘Make your mistakes on the small scale and your profits on the larger scale’. Indeed, Professor AllanTrench has succinctly noted that ‘Get the metallurgical characteristics wrong and you don’t have a project’.With deposits becoming lower grade, more structurally and mineralogically complex, final products requiring lower levels of impurities and tailings management demanding more attention, test work now assumes even greater significance in the acceptance and successful execution of a project. This paper is the first in a series aiming to stimulate thought on the metallurgical test work process by getting back to the fundamental basics through exploring and providing some guidelines for the metallurgical testing world, noting preferred practices as well as precautions and mitigations. This covers the key characteristics of metallurgical test work programs, including what needs to be done, sample selection, quality control and associated drivers, and most importantly, selecting, assessing and managing test work facilities. "Since 1984, there have been 39 fatalities involving striking and pinning of the operator and other workers by the continuous mining machine (CMM). In January 2015, the U.S. Mine Safety and Health Administration (MSHA) finalized a regulation to require proximity detection systems on all continuous mining machines except full-face machines (MSHA, 2015). Proximity detection systems are designed to stop machine motion to protect miners from striking/pinning hazards. Several MSHAapproved proximity detection systems are commercially available.NIOSH researchers have been involved in the development and testing of proximity detection technology since creating the HASARD system (Schiffbauer, 2002) and have recently conducted research intended to develop more advanced proximity detection technology for CMMs (DuCarme et al. 2013; Jobes et al. 2012; Carr, DuCarme et al. 2013 and Carr, Li et al. 2013). In addition, NIOSH has also conducted research investigating how the signals of a proximity detection system propagate (Li, Carr et al. 2013 and Li, Jobes et al. 2012) and have developed a novel method for determining the location of a personal wearable device (PWD) relative to the magnetic field generators (Carr et al. 2010 and Jobes, et al. 2012).To evaluate the performance of proximity detection systems implemented in industry, NIOSH researchers conducted tests in 2013 on three systems installed on CMMs at three underground mines in Illinois and West Virginia. The results of these tests indicated that, while generally consistent performance was observed, there were opportunities for improving performance. These results were presented at the 2014 SME Annual Meeting (Carr, Lutz, et al. 2014). Since that time, second-generation systems have become available to the industry and are becoming more commonly used.Beginning in early 2014, NIOSH researchers conducted underground testing of these secondgeneration proximity detection systems installed on CMMs. Five tests were conducted on four installations of second-generation proximity detection systems, with one installation being tested twice. The tests were conducted at mines located in Illinois, Virginia and Kentucky with seam heights ranging from 137 cm (54 in.) to 213 cm (84 in.). These tests were conducted using the same test protocol used during first-generation testing, which is summarized in the following section."

IN the parlance of Hollywood, it was a super-colossal meeting. In the more restrained language of engineers, the Institute's 75th Anniversary Celebration attracted the largest crowd ever; was the longest Annual Meeting ever held, occupying a full week; had more important papers, more important people, more of an international flavor, and more glamour than ever before. And in the minds of those who came to the big city from the wide open spaces, one other record should be mentioned: for those not on an expense account, it was the most expensive affair ever staged by the Institute! To state the attendance down to the last digit for a meeting such as this is impossible. The total names registered on cards, plus those who attended the Annual Banquet but were not otherwise registered, came to 3149. But a few were registered twice, and probably a still larger few did not register at all, but just dropped in for a session or two in which they were interested. It would appear that 3200 would be about as close an estimate of attendance as could be made, and that is some 300 more than came to the biggest Annual Meeting of the past-in 1944. A considerable number of members brought their wives, but most were delegates at large.

Although useful to encourage organizations to work together, executing such risk assessments comes with challenges. This paper focuses on one trona mine’s experience in the development and implementation of a field level risk assessment program to help its entire organization understand and manage risk to an acceptable level. Through a transformational process of ongoing support and communication, Solvay Green River fostered a culture of trust and safety grounded in risk assessment, safety interactions, and hazard correction. The application of consistent risk assessment (RA) tools was critical to create a participatory workforce that not only talks about safety, but actively identifies energies that contribute to hazards and potential incidents. In this paper, reflecting on the mine’s process of RA implementation provides examples of likely barriers that sites may encounter when trying to document and manage risks. As discussed, consistent efforts to establish a participatory risk management program are worth the initial struggle to ultimately reduce incidents. INTRODUCTION Work-related health and safety (H&S) incidents often account for lost days on the job, contributing to organizational/financial and personal/social burdens [1-2]. Accompanying research demonstrates that risk and ambiguity around risk contribute to almost every decision that individuals make throughout the day [3-4]. In response, understanding individual attitudes toward risk has been unquestionably linked to predicting H&S behavior [5]. Although an obvious need exists to identify more comprehensive methods to assess and mitigate potential hazards, some argue that risk management is not given adequate attention in occupational H&S [6]. Additionally, research suggests that a current lack of knowledge, skills, and motivation are primary barriers to mitigating workplace risks [3-6]. Therefore, enhancing knowledge and awareness around risk-based decisions, including individuals’ abilities to understand, measure, and assign levels of risk to determine an appropriate response, is increasingly important in hazardous environments to predict and prevent incidents. This paper focuses on tailored approaches to field level risk assessment (FLRA), measurement, and common barriers to participating in such activities. The authors use a trona mine in Green River, Wyoming, as a case study to illustrate how the organization overcame widespread and site-specific challenges to implement a proactive risk management program. By discussing the mine’s tailored FLRA program, this case study contributes to the literature by first, providing examples of critical components that need to be in place to ensure successful risk management and second, context for continuous quality improvement that can foster a higher level of trust and empowerment on site."

"The United States coal mining industry is currently experiencing a decline in both demand and commodity price while facing implementation of more stringent air and water pollution regulations. Company profits have decreased significantly, forcing several major companies to declare bankruptcy. The industry was required to adapt to survive. Many of these companies have adjusted by abandoning mines; the last two decades have seen a drastic decrease in the number of mines. To discover the primary causes of this downturn, three major aspects must be studied: properties of abandoned mines, commodity history and regulatory impact. Trends since 1994Each year, U.S. coal mines are required to submit data on a variety of categories to the U.S. Mine Safety and Health Administration (MSHA) and the U.S. Energy Information Administration (EIA). This data include administrative records, production values and information regarding the attributes of the mined material and the mine itself. Each year since 1996, EIA has released a report summarizing the data from two years prior. Additionally, MSHA maintains a database containing a collection of all the most current data. These resources are the primary sources for the figures included in this article. There are several items to note regarding this data:1. The EIA reports from 2016 and 2017 were not released at the time of writing this report.2. The MSHA data set is actively maintained as information is provided. This means the data for 2016 is from June 27, 2016 and data for 2017 is from Aug 24, 2017. All other points represent the end of-year values.3. Each of the figures only includes data pertaining to active mines. EIA defines active mines as both active and temporarily idled mines, and inactive mines as nonproducing and abandoned mines. MSHA separates all four into separate categories, though this paper combines the MSHA values according to the EIA definition for the purpose of comparison."

The tolling, or processing for a fixed fee, of aluminum drosses to recover the metal units is a common practice in the Aluminum Industry. The Dross Toller is acting for the owner, and since most dross processes result in material going to landfill, it is important for the owner of the dross to insure that the toiler is processing the material and handling waste disposal in an environmentally responsible manner. The paper discusses the Dross Toiler Audit Program, first from the Reynolds Metals Company perspective. Included are the reasons the company deems it necessary to audit and a description of the items covered during the audit. Finally, there will be a discussion of the audit from the Tollers perspective - what the Toiler can expect when the auditor arrives.

The issues facing graduate training in the mineral processing industry are not too different today from those that prompted the initiation of the Anglo American Platinum Graduate Development Programme (AGDP) in 2002. Graduate metallurgists in South Africa enter the industry from different undergraduate programmes at various tertiary institutions, and so the knowledge and skills of the young graduates varies. Further, the geographical expansion of the industry combined with the downsizing of business units means that there are fewer opportunities for young graduates to be mentored through their first few years on site. Anglo American Platinum chose to address these issues by implementing an intensive, structured graduate training programme for all their new metallurgical graduates, known as the AGDP. The first two years of experience of the AGDP, from the viewpoints of both graduates and lecturers, were presented to the mineral processing community at the IMPC in Turkey in 2006 (Sweet et al, 2006). From the beginning, the programme was structured in a modular fashion to include a basic technical ?toolbox? including statistics, the scientific method and sampling protocols, while the mineral processing content comprised advanced learning in comminution, classification and flotation (later extended to include hydrometallurgy). Technical communication ? both written and verbal ? was included from the start. The programme was focussed very strongly on site work (?learning by doing?), with a major integrated site campaign conducted and analysed by each cohort. In 2012 the AGDP will accept its ninth cohort into the programme. This paper describes how Anglo American Platinum and the University of Cape Town have developed and adapted the programme over the last few years, in response to the challenges of the global recession, skills retention, and the changing operational needs of the company. The programme, which was drawn up to accommodate around 15 concentrator-only graduates, now accommodates 35-40 concentrator, smelter and refinery graduates annually. The programme has also been modified to facilitate new graduates spending most of their first year on the operations. The benefits of the programme for Anglo American Platinum have been tangible, and will be discussed in the paper. Keywords: graduate training, technology transfer

"The mandate of the 2005 VALMIN Code to provide ‘(all) reliable, thorough, understandable material information required by investors and their advisers when making investment decisions’ requires that due diligence for tenure be full and thorough. Yet a published due diligence would often appear to be simply a list of tenures allegedly held without any commitment as to the standing of the tenure as safe and secure or otherwise.The value of due diligence for tenure, as mandated in the 2012 JORC Code and the 2005 VALMIN Code, must focus on compliance rather than simply on ‘vital statistics’. Enforcement in every jurisdiction in Australia focuses on penalties (some more harsh than others) for non-compliance, which, in turn and most importantly, reflects directly on security of tenure. Some 22 Acts (on average) impinge on security of tenure and fundamentally underpin the security of any mineral asset.This paper will outline regulatory processes to demonstrate how tenure compliance is achieved and argue that the rigorous application of good practices in tenure evaluation will lead to more of this information being made available on a regular basis.The paper will then focus on further practical examples of tenure compliance failures, the application of these to the requirements of the JORC and VALMIN Codes and due diligence that failed to fulfil the mandate. Examples will be given that alerted other professionals using the JORC Code to complex geological and mining situations of which they were unaware in their valuations.Finally, the author will make a personal plea for tenure to be considered at the commencement of any reporting process.CITATION:Evans-Wheeler, J, 2016. Near misses recorded and reported by workers can provide awarenessto the potential causes of injury and prompt safety management initiatives. Although most companies require near-miss reporting, it is unclear what the value of these reports are, if any, and how they influence subsequent actions or controls to reduce on-the-job risks. Researchers at the National Institute for Occupational Safety and Health (NIOSH) conducted a case study with an aggregates company in which near-miss reports were analyzed at each of their locations over an entire quarter during the summer of 2018. Within that quarter, workers recorded 249 near misses. Of those, 167 were valid near misses that occurred at work. Researchers coded the reports using a qualitative 5 × 5 risk matrix. Of the 167 near misses, 19% were deemed low risk, 25% moderate risk, 30% high risk, and 26% critical risk. Several patterns in the near-miss incidents were documented, including classification of incidents and common corrective actions referenced (i.e., elimination/substitution, engineering control or redesign, work process/procedures, and personal protective equipment). The analysis provides insight into ways that risk communication and management programs can be improved to reengage workers and their situational awareness on the job.

In 1910 the Richmond-Eureka Co. suspended all operations except small-scale leasing, but company and other geologists contended that the El Dorado dolomite would also carry ore in its continuation from fault block north and northeast of the productive old working. The company began to explore the fault block in 1923 by diamond drilling from the,900 level of the Locan shaft, but for various reasons the hole was drilled to a depth of only 2 feet and was then abandoned. Eureka Corporation, Ltd., planned an extensive diamond-drilling program, which included four deep diamond-drill holes, one designated ""A"" fig. if it is to be drilled from the surfaced, and three designated ""E"", ""C"" and ""D"" figs land to be drilled from the 900 level of the Locan shaft. Of these only B and C were completed by the company. Hole C was a contribution,of the hole started by the, started by the Richmond Eureka Co. The site for hole D (figs. 1 and 2) was prepared, but the hole was not drilled. Both B and C holes penetrated sulfide ore carrying good percentages of zinc, lead, gold, and silver. The ore bodies were 40 feet thick and were found approximately 1,400 feet below the 900 level of Locan shaft.On the basis of the very favorable results obtained from the drilling program, the Eureka Corporation planned extensive development of the property and in 1942 commenced sinking the Fad shaft (figs. 1 and 2). The shortage of equipment and materials brought on by the war and difficulties with water in the shaft greatly hindered progress. However, early in 1943 the Eureka Cor¬poration, Ltd., of Canada submitted to the War Production Board a proposal for developing the mine and milling 500 tons of zinc-lead ore a day. The proposal involved an expenditure of $2,890,750."

This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and , in general , how they have been treated . It does not include any legislation passed after 1942 , or any proclamations , regulations , or administrative orders . It does not purport or attempt to be authoritative . If any problem arises involving interpretation of the statutes of any particular State , the original source must be consulted for the exact words used by the legislature . This summary , however , will be useful in determining whether relevant statutes exist , and in locating thern quickly, with a minimum of effort . It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject . To make these comparisons easier , the statutory provisions for each State have been grouped under several major topics in outline form . Although this sometimes has resulted in disruption of the continuity of individual acts , the increased general clarity and availability of comparable sections have more than justified the procedure followed ,

To reduce fuel consumption in industrial and commercial fuel-burning plants throughout the Nation, cooperative efforts of thousands of individuals are required. These individuals are scattered over the country and hold various positions in thousands of independent establishments. To accomplish as much as possible on this problem during the Second World War, it was decided that personal contact with fuel users was absolutely necessary; publicity, although an important factor, could not by itself give satisfactory and needed results. It was planned to have qualified engineers visit commercial establishments to go over with them the problem of reducing their fuel consumption. The specific plan, toward which all efforts aimed and around which the rest of the program revolved, consisted in brief of 1. Conference of visiting engineer with management to obtain cooperation. 2. Appointment by management of a plant employee as fuel "waste chaser." 3. Work of engineer with "waste chaser" and, if appropriate, with plant operators on most efficient operation of equipment.

This is a Guide Specification designed to assist in the development of project specifications for soil nail excavation support and earth retention systems. This Model Specification is based on generally accepted industry standards but may require modification by the specification writer to accommodate unusual and/or unforeseen site and subsurface conditions and the particular circumstances of the project. Care must be taken to avoid internal inconsistencies. It contains language allowing for a Contractor-Designed Soil Nail Wall, which would be removed if the design is provided by the Owner (e.g. See Sections 1.2 and 4.1).

The objectives of this study were to examine a representative cross section of formal safety analysis techniques developed for the nuclear and aerospace industries, to recommend those methods that would be suitable for application to the mining industry, and to include those methods in a user's manual. Volume II of this report, the user's manual, describes several methods that were determined to be immediately transferrable to the mining industry. The handbook gives detailed instructions on appropriate application and utilization of the methods. Other techniques will require further development before they can be effectively transferred to the mining industry.

The accident-frequency rate for placer mining in 1942 is reported as 36.923 accidents per million man-hours worked. This figure places placer-mining accident frequency slightly higher than that given for quarrying-35.7-but considerably under the 78.0 for coal mining and 56.5 for metal mining.4 Placer mining is subdivided into four types of activity: Underground, surface, dredging, and hydraulicking. It is the purpose of this paper to present and discuss safety practices in dredging and hydraulic mining; therefore, the following considerations will be limited to these two types of placer mining.

There is a saying, ?If it moves, it vibrates.? This is especially true in our modern industrial environments, where workers use powered tools, machinery, vehicles, and heavy equipment. How workers are affected by these elements of the industrial working environment is a concern of health professionals, govern­ments, and scientists around the world. How to adequately assess the effects of human vibration exposure is an equally important issue. The human body comprises a dynamic structure that is living, intelligent, and complex. Consequently, it is not unreasonable to consider that exposing the body to an array of vibration environments would result in outcomes that are not necessarily simple or easily predictable. Sensations caused by vibration may include nausea, annoyance, discomfort or pain, and exhilaration or pleasure. Many factors contribute to the effects of vibration on humans, including the characteristics of the motion and the exposed indi­vidual, the activities of the exposed individual, and various elements of the environment. There have been attempts to summarize the effects of occupational vibration exposures by simply recommending the avoidance of certain frequencies of vibration or by providing a graphical method, i.e., a single curve displaying all human responses to all frequencies. However, such efforts have not withstood the scrutiny of scientific research and analysis. Thus, attendees and participants at this professional gathering now have the rare opportunity to benefit from the technological advances and new scientific research to enhance their understanding of human responses to vibration that suggest more than a simplistic approach. In the tradition of the First American Conference on Human Vibration (1st ACHV) held in Morgantown, WV, June 2006, the 2nd ACHV provides a forum for scientists, engineers, medical doctors, industrial hygienists, and educators to learn and advance research and education in the specialized area of human body vibration. The conference was organized by the Mechanical and Industrial Engineering Department, University of Illinois at Chicago, with support from the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory. As with the first conference, the 2nd ACHV provides the unique opportunity to learn about the current activities of peers and colleagues and to exchange information on topics of interest such as human response, human modeling, experimental design, sensors, new technologies, and epidemiological studies of human responses to hand-transmitted and whole-body vibration. The conference organizers hope that the publication of these conference proceedings continues to foster new research and technological advances to reduce health hazards associated with occupational vibration exposures.

The stepped-up pace of US open-pit and surface mining during the 1970's is a direct response by mining firms and equipment manufacturers to rising costs and declining ore grades. In the race for bigger and more efficient machines, rotary drills have emerged as the foremost leader in primary drilling at major US surface operations. At least 12 different manufacturers now offer rotary rigs in the 102- mm-diam. (4-in.) or greater blasthole size range. With capital investment for the larger units quickly approaching $1 million, the question is asked, "What's been the performance record to date of rotary drill rigs operating in North America?" To answer that question, a comprehensive study of rotary blasthole drills was conducted which qualitatively reveals various problem areas inherent in the rotary drill market and indicates some new directions for improvement.
