"In project evaluation there are two matters of keen interest to non-executive directors: the process by which an investment recommendation is reached, as well as the investment itself, as presented. It is sometimes mistakenly believed that Boards of directors are interested only in the result. That is not so. The process by which project evaluations are derived and socialised with the Board is as important as the result, sometimes more so.Setting aside the gloomy predictions of the doomsayers and looking through short-term volatility in supply and demand, the overall availability of mineral resources more often than not exceeds demand. There are in reality more development projects in prospect at any one time than are needed to meet the market. Only the fittest will prosper, although some others may survive.Optimism springs eternal in the mining industry and every project promoter, executive or entrepreneur has a convincing project development case. Some will create value for shareholders, but the historical evidence suggests that many will fail to meet the expectations set in their evaluation.Boards of directors make the final decision to invest, or not, in a new mine. Knowledge is power, and on that basis the balance of power favours management. Management has the facts (or in some cases, what passes for fact) and the passion to invest. The non-executives have the power of approval – yes or no – but before making a decision directors must demonstrate due diligence, the essential precursor to project approval.Management has a vital part to play in facilitating that due diligence process and in encouraging the independent thought processes of the Board. A closed approach by management fosters a negative, risk-averse attitude on the part of the Board. One that encourages an understanding of the rigour of the project evaluation process and the robustness of the result will allow directors to understand better the implications of their decision.CITATION:Knight, R, 2016. The strength of roof shales is, in part, a function of the preferred orientation of clay minerals within them. Therefore, analysis of clay fabric under both air-dried and hydrated conditions should be helpful in understanding roof shale failure. Core samples were collected from the Energy, Anna, and Lawson shales, which are locally present as roof shales of the Herrin No. 6 coal of southern Illinois. The Clay Fabric Index (CFI) was measured for thirty core samples, using X-ray diffractomtry, to investigate the relationship between clay fabric and roof collapse in coal mines. Greater CFI values indicate a weaker preferred orientation among clay minerals, which generally results in a weaker inter-grain bond. Average CFI values for air-dried samples were: 0.15 for Anna shale; 0.20 for Energy shale; and 0.37 for Lawson shale, .After the introduction of water, average CFI values increased to: 0.28 for Anna shale; 0.22 for Energy shale; and 0.43 for Lawson shale. The laboratory results indicate the following: [l] under air-dried conditions, Anna shale is the most stable, followed by Energy and Lawson shales; and 121 under hydrous (mine) conditions, Energy shale is the most stable, followed by Anna and Lawson shales. In mine environments where roof failures involving Energy shale have occurred, planar trends delineated by a relatively high density of small (0.2-4 cm diameter) iron concretions have been reported along the failure surface. Radial cracks have been observed around unsealed anchor bolt holes in the Anna shale. Instability of the Lawson shale is ubiquitous in coal mines. In the laboratory, similar physical changes were noted in the shale samples after the introduction of water, including [l] increased hydration around the perimeter of iron concretions in Energy shale, [2] radial extension cracks in Anna shale, and 131 extreme slaking of Lawson shale. Measured increases in the CFI reflect the observed physical changes of the samples upon the introduction of water, which probably reflect changes in strength that may result in roof failures in hydrated mine environments.

"A study of model rectangular mine shafts has been made in the wind tunnel, with the aim of reducing air-flow resistance elements to a practicable minimum. An analysis of Table 7 shows an indicated average decrease in resistance of 28 per cent by adopting the over-all modifications involved in the configurations actually tested. Much greater reductions (up to 68 per cent) are indicated by extrapolating beyond the test results directly achieved. Intermediate partial reductions in aerodynamic resistance are shown for individual modifications, such as: (1) about 3 per cent for locating the lagging in the No. 4 (inside flush) position as against the No. 1 position - 8 per cent as against the No. 2 position - and 23 per cent as compared with position No. 3; (2) about 12 per cent for using lagging instead of steel meshwork along the divider separating the skipway from the service compartment; (3) about 14 per cent for using steel gridwork ladder stagings at 3-set intervals instead of similarly spaced wooden stagings; (4) about 12 per cent for using steel gridwork ladder stagings at 3-set instead of at 1-set intervals; (5) about 13 per cent for fitting a streamlined fairing (see Fig. 5) to the upstream face of the skipway divider. Contrary to expectations, an advantage of only 3 per cent is indicated for lagging in the inside flush (No. 4) position over the outside position (No. 1). This slight gain does not appear to warrant the cost of moving the lagging. However, if the lagging is already in the No. 2 or No. 3 position, there is an 8 and 23 per cent advantage respectively."

"Those who submit competing proposals for projects seek to present senior management with complete and fully supported material that will not fail under questioning. Hopefully, misleading notions and omissions will have been minimized and there will have been testing of the assumptions regarding the economic, social and political environments. A capital project evaluation team can do management and itself a service by including a sound approach to the impact of inflation (and its twin problem, interest) on a project and a great disservice with an inappropriate approach to inflation.InflationHandled deftly, inflation can alter a project evaluation to show almost any result the handler desires. It must be a constant source of frustration for design people and cost estimators to spend weeks perfecting the technical aspects of a project in order to minimize costs, only to have all of their efforts set awash in a sea of financial and economic assumptions that submerge all of the detail. In all of this, inflation is perhaps the largest offender, with inflation criteria often being brought to bear at the last minute, almost as an afterthought. Perhaps this tardiness reflects the difficulty of the subject and the belief that senior management will take its own approach to the problems of inflation. Such a belief is unfair to senior management, for it is entitled to not being misled by omission. It is entitled to the full use of the skills of the evaluating team, including respectable assumptions of the impact of inflation.Working in a consulting context, one has the opportunity to participate in the evaluation of a large number of projects. Reflecting the observation of a wide range of views regarding the subject of inflation, this paper will-address the impact of five different approaches to inflation on the evaluation of a single Canadian mining project."

Placas estreitas do molde com um chanfro foram aplicadas com sucesso à produção na Máquina de Lingotamento 4 da Usiminas / Cubatão. Aspectos do desenho das placas de molde e da aplicação prática delas, bem como o impacto da aplicação na qualidade do produto final laminado são abordados. A inspeção visual dos produtos laminados após a linha de decapagem mostrou que a ocorrência de defeitos de superfície nas bordas pode ser reduzida significativamente com a utilização da geometria de molde chanfrada.

The Greymouth Coal Project is a proposal to mine by the application of proven hydraulic, and room and pillar underground mining methods; and to process the equivalent of an average of 1.7 million tonnes per year over a forty-year period. The proposed mine site is located ten kilometres north of Greymouth, on the west coast of the South Island of New Zealand. Of the three separate mineable seam groups, the thick Main Seam Group, which makes up 77% of the total resource, will be mined by hydraulic mining technology.   It is proposed to market and produce a high volatile bituminous type coal with low ash (6%) and sulphur (0.4%). Because the inherent ash content is low, the requirement for coal treatment will only be the use of a single cell jig circuit to control the effects of rock dilution and partings. The resulting coal product is tentatively planned to be transported by rail to the port at Lyttelton for loading on to Panamax or Post Panamax size vessels.

Artisanal and Small-scale Mining (ASM) is a prominent activity in the extractive industry: considering only gold, it produces about 20% of world market supply. Despite this fact, ASM is generally associated with negative aspects of its environmental impact, and operational research is generally neglected. This paper emphasizes the peculiarity of the drilling and blasting systems of small underground mines in selected South American Countries. Such Countries, while having large mineral deposits and well recognized large-scale mining activities, at the same time still present on their territory ASM activities that are archaic, highly inefficient and dangerous for the safety of its operators. This paper documents drilling and blasting activities from gold mining in Ecuador and Chile. First, are described the outdated and often non-rational techniques employed by miners, to provide a general framework of the current methods. Then, it is shown what can be improved and how the current methods can be modified. Finally, are shown some field applications and the comparisons of the results obtained. One case shows how blast pull efficiency can be increased of from 82% to 98% by changing non-rational applications of explosive products. Another case shows how, by rationalizing blast designs, drilling and blasting costs can be reduced by 9% per month, the advance by blasting increased by 29% and the blasting efficiency increased from 70% to 90%. Finally, it is concluded that examples of application show how operational improvements are easily applicable on the field, relying only on tools and resources of artisanal mining, but combining solid engineering bases with confidence-gain and respect for the experience of the miners.

In an environment of accelerating capital costs, limited capital availability and strongly cyclic metal prices, there is a difference between a robust mining and processing operation and one that would maximise shareholder returns in an idealised world. A higher cut-off grade policy is likely to improve operating margins and may reduce the scale of operations and thus limit capital exposure. "Although coal-mine explosions rank third among causes of underground fatalities, they receive more wide-spread attention than any other accidents in mines because frequently many persons lose their lives in a single disaster. Each bituminous coal-mine explosion endangers the lives of approximately 100 persons--the average number employed underground in a commercial mine. A critical analysis of coal-mine explosions in a restricted district gives a cross-section of relative existing explosion hazards, of common causes of ignitions of gas and dust, and of effective prevention measures. The Safety Division of the United States Bureau of Mines is collecting data on coal-mine explosions in the various States, and this circular is one of a series analyzing the causes and recommending methods for thy prevention of similar occurrences,The data on this circular are based on records of the United States Bureau of Mines and the West Virginia Department of Mines. Unfortunately practically all of the early records were destroyed by fire in the State House at Charleston, W. Va.; the remaining records were made available to the authors by N. P. Rhinehart, chief of the Department of Mines, and his cooperation is gratefully acknowledged.The earliest available reference to coal in West Virginia is that made by John Peter Lally who in 1742 found ""a great plenty of coals"" near a river later called Coal River. In 1809, Nicholas Roosevelt found coal along the Ohio River and used it on the New Orleans, said to have been the first steamboat west of the Allegheny Mountains. In 1810, Conrad Cotts opened a mine near Wheeling and sold coal for domestic purpose in 1812, a mine was opened on the Ohio River opposite Mason City and produced 1,200 bushels of coal that year. In 1840 the total West Virginia coal production was 298,691 tons; in 1863, the production had increased to 444,468 tons, and in 1883, to 2,335,833 tons. During this period apparently most of the coal was extracted from coal outcropping on the hillsides; little danger of gas ignition existed at that time, but explosions from blown-out shots occurred frequently. On February 22, 1383 the West Virginia legislature enacted legislation providing for a mine inspector to inspect the mines of that State, to prevent mine accidents, and to insure properly ventilated mines.In a special report to the Governor on December 31, 1884 the Inspector of Mines reported:We have 5 shafts, in 4 of which there is more or less gas; and in 1 of our drift mines there was an explosion on the 27th day of March 1880, whereby 2 men were killed and a boy badly burned.Table 1 lists 287 explosions in West Virginia coal mines. Several early explosions were listed in the annual reports of the West Virginia Department of Mines as ""blown-out shots"" or ""powder explosions"". The injuries usually were described; explosives accidents have been eliminated from these and other available data, and only those in which dust or gas were involved have been included in this paper as explosions."

This research is divided into two parts: the first part of this research focuses on understanding coal mine bump mechanisms, and the second part focuses on mitigating the violent failure associated with a bump. Many researchers believe that the coal bumps happen because of sudden loss of constraint between pillar/ roof and pillar/floor or the hammering effect due to the breaking of thick, massive strata above the coal seam, creating a sudden impact load on the pillars and causing them to bump. However, very little work has been done to explore and understand the consequences of these proposed mechanisms for coal bumps. In the first part of this research, computer simulation of coal specimen behavior have been used to explore two issues: 1) How would an instantaneous loss of constraint or a small sudden impact load cause violent failure? 2) How does the strength of the coal specimen control coal mine bumps? Eliminating or reducing the violent failure is the main objective of the second part of this research. The coal specimen needs to be softened either in the rib zone or the core zone and then its mode of failure studied to see whether it is violent or not. Instantaneous loss of constraint and the hammering effect are associated with sudden release of elastic energy, increase in the kinetic energy, and very rapid transient vertical stresses of the coal specimen. These are three of the major proposed mechanisms for bumps. The potential for violent failure increases with increasing the unconfined compressive strength, UCS, of the coal specimen. Failure of the rib zone is not the main factor for the violent failure of a coal specimen. The energy stored in the core zone is the key factor for the violent failure.

Why Chloride Hydrometallurgy?The most available, cheapest and best known reagent for treating ores and other raw materials for the metallurgical industry is sulfuric acid. Hydrochloric acid is second in line. What often happens is that a process is developed on the basis of sulfuric acid, and that at some point the question arises: wouldn't hydrochloric acid do this better?Considering hydrochloric acid immediately opens a very interesting field of research. To summarize a few comments from another paper presented at this symposium [1]: chlorides are far more soluble than sulfates (with a few interesting exceptions); the hydrogen ion activity is greater in chloride than in comparable sulfate solutions; higher oxidative conditions are possible; regeneration is more straightforward; more diversity is possible and better conditions for the separation of species can be found for solvent extraction and ion exchange; sulfur in the ore can be separated as elemental S; higher metal concentrations in solution and more flexibility in the chosen oxidation state means significantly lower energy costs.Also, the volatility of many chlorides at higher temperature allows further separation without the need to go to a different system. Chlorides also form molten salts with a low melting point, providing another means of separation and purification in the same chloride medium.

One of the most prospective undeveloped greenstone belts in Canada, the Hope Bay greenstone belt extends over 80km in a north-south direction and is between 7 and 20km wide. The belt lies on the arctic coast and comprises mafic meta-volcanic and meta-sedimentary rocks that are bounded by Archean granite intrusives and gneisses. The greenstone package has been deformed during multiple events and is transected by major northsouth trending shear zones that appear to exert a significant control on the localization of mineralization. The Hope Bay belt contains a number of significant gold deposits hosted in a typical Archean greenstone belt and which occur in several geologic settings, including shear-hosted, lode-style and breccia-associated. Combined, the deposits host a measured and indicated resource of 1.6 million oz of gold averaging 15.7 g/t plus an inferred resource of 2.7 million oz of gold averaging 12.3 g/t. All deposits remain open to expansion. Exploration in the period 2000-2002 by Miramar includes more than 110,000m of drilling to more fully define the nature of the known deposits, while regional exploration has focused on identifying and evaluating new targets. In carrying out its programs, Miramar uses a number of techniques to improve its chances of exploration success. Activity in 2003 includes 43,000m of drilling focused on expanding resources in the Madrid area, testing the Boston deposit at depth and continuing the hunt for more discoveries. Meanwhile Miramar is advancing one of the deposits towards a production decision, based on a low capital, high return development scenario.

"This paper presents the design of a raft enhanced pile group recently constructed for a hotel development in Perth, WA. At the time of construction in 2016 the hotel was the tallest prefabricated hotel in Australia.The structure covers the entire 12 m by 32 m development footprint, located in an inner city environment, and directly surrounded by existing structures. The small site and lack of space required innovative thinking in terms of the substructure design.The ground conditions comprise a layer of medium dense sand underlain by variable layers of stiff clay, silts and sands. Groundwater was around 1.5 m below ground level.The substructure design was carried out on the basis of a raft enhanced pile group. This allowed the use of much shorter piles than a conventional pile solution, thereby permitting the adoption of CFA piling techniques. This also allowed the raft thickness to be reduced to such that the substructure works were maintained above the groundwater level.The design was carried out in general accordance with the Australian Standard AS 2159 and using conventional piled raft design techniques involving iteration between elastic soil settlement software and structural analysis software until spring reactions were obtained with convergence of the two models. Following this springs were introduced to model piles in the structure.Due to the variable nature of the ground and resulting uncertainty in pile base capacity it was not considered appropriate to design the system as a pile assisted raft with piles loaded beyond their ultimate geotechnical design strength. As a result, all piles were designed based on a maximum load maintained within the elastic response region, with the majority of the load taken by the piles. However, the combined capacity of the raft and the piles allowed for a saving in pile lengths and numbers of around 40%, when compared to a conventional pile group designed in accordance with the Australian Standard AS 2159.The raft slab was monitored during construction in order to check the actual displacements against the design displacements. At the end of construction, the settlements were found to be within 2 mm of the design values.INTRODUCTIONThe Wellington Street area of Perth in the CBD is undergoing recent regeneration which includes the King’s Square development, Perth Arena and the Wellington Street Bus Station. The proposed hotel development is close to the recent developments on a Lot previously occupied by a low rise development. Due to the small size and constrained nature of the site, the substructure design for the tower needed to take into account available space and the impact of the works on adjacent properties. This paper presents reasoning for the choice of substructure design, details of the design methodology adopted, results from limited post construction monitoring and potential improvements that could be considered for similar future developments."

Featuring special heavy duty design and advanced torque monitoring system, these spindles replace existing competitors’ grease lubricated design with the efficient continuous oil lubricated solution to withstand the tough working conditions, increase life expectations and provide room for a product mix extension. The first couple of spindles have been installed in September 2017 by the expert Service team and are showing already good and reliable performance. Progressively all the others are being installed.

In 1984, at the request of the Bureau of Land Management, the Bureau of Mines studied 9,600 acres of the 12,350-acre Antelope Creek Wilderness Study Area (MT-065-266) in order to evaluate its mineral resources. Within this report, these 9,600 acres are referred to as the study area. The Antelope Creek Wilderness Study Area, Phillips County, MT, adjoins the north end of the Charles M. Russell Wildlife Refuge. Considered part of the Missouri River Breaks, the area straddles the edge of a thrust fault zone that has deformed the Mesozoic strata in the west half of the area. Shale, siltstone, and sandstone of Cretaceous Age are exposed in the area. Coal beds averaging 3.0 ft thick occur in the Judith River Formation. About 0.20 million short tons of coal were mined from the Judith River Formation adjacent to the west boundary of the area; no production is known in the study area.

As in other countries, gold mining inNew Zealand has been cyclic in character. Looking at these cycles may provide insights as to what may occur in the future and that is the basis for this study.   New Zealand has experienced four gold mining cycles. The first began in 1857, peaked in 1866 and terminated in 1890. This cycle was characterised by alluvial gold mining by individuals and small groups. This is referred to as the Labour Led cycle. The second cycle began in 1890 and reached its peak in 1906 and terminated in 1929. This cycle was characterised by the use of dredges in alluvial gold mining and was also the peak of hard rock mining. This cycle is referred to as the Technology Led Cycle. The third cycle peaked in 1940. This cycle was far less significant than the previous cycles, arising out of the depression when the unemployed embarked on small scale alluvial mining. This overprinted the continuing decline that occurred after 1906. This cycle is here referred to as the Depression Overprint Cycle.   The fourth cycle began in 1984 when production began to climb rapidly from a very low base. The growth in production was spurred by rising gold prices in the early 1980s resulting in relatively low grade gold-bearing alluvial ground becoming economic. But in the 1990s, production from the new hardrock mines in Coromandel and Otago has overshadowed alluvial production. This cycle is here referred to as the Price Led cycle.   What are the future prospects for gold in New Zealand? Although there are many factors involved, this will be largely determined by two factors; firstly, continued access to prospective gold-bearing properties, and secondly, the price of gold. Based on these factors, three future industry scenarios have been developed. The first of these is industry collapse, in which access to prospective property is constrained and prices mayor may not weaken. The second is industry consolidation, in which the available ground is accumulated by a small number of large companies who can use economies of scale to weather price fluctuations. The third scenario is industry growth, in which access to prospective ground is constrained in environmentally sensitive areas but is otherwise relatively unconstrained. Efficient companies are allowed to work in a policy and economic framework that allows them to make a major contribution to the economy.   While the industry cannot control these critical factors, a good knowledge of the positive role gold mining could play in the future economy may provide a framework by which the access issue, in particular, may be addressed from a balanced perspective.

The U.S. Bureau of Mines is conducting research on cable bolt ground supports to assess their material and support properties, to provide design criteria for using cable bolt supports as roof control systems under various types of underground mining conditions, and to develop a mathematical model of cable bolt support systems. Part 1 described laboratory studies of the support properties of conventional steel cable bolts. Part 2 describes the strength characteristics of conventional cables with steel buttons, single and double birdcage cables, and epoxy-coated cables.

Jet grouting was first introduced into North America in the late 1970's, soon after the conception of the system in Japan. However, it was not until the mid-1980's that the technique began to gain acceptance through the renewed interest and efforts of specialist U.S. geotechnical contractors. Since this time, innovations by both American users and other users worldwide have further advanced the technology, with a corresponding increase in the range of practical applications. This paper discusses the evolution of jet grouting in North America, from simple single-fluid methods to more complex triple-fluid methods, to the energy-intensive double-fluid and SuperJet methods. Case histories, illustrating a variety of jet grouting methods and applications, are cited to support the newest United States applications.

The Donkin-Morien Mine in Cape Breton, Nova Scotia, has successfully completed the excavation of a 7.6m (25-ft) diameter access decline over a distance of 3.5km out under the Atlantic Ocean. The tunnel, completed in December 1984, was driven through a sedimentary sequence of sandstone, siltstone, mudstone and various gassy coal seams prior to intersecting the Harbour Coal Seam where development work will commence. The tunnel was driven by a Canadian prototype tunnel boring machine (TBM) manufactured by Lovat Tunnel Equipment, Inc., Toronto, Ontario. The 7.6m (25-ft) diameter full-face shielded TBM operated at various grades from 0-20%. This paper outlines the TBM design, excavation, support and backup system utilized in the drivage. Problems encountered and drivage rates will be addressed.

"Since 1985, a comprehensive automation system has been installed at the Outokumpu Oy Zinc Plant, Kokkola, Finland. In leaching and solution purification special sample handling equipment, on-line analyzers and instruments, and a computer-based control system with duplicated supervisory stations have been installed. The system has enabled closer control of the process and more efficient use of labor. Since its installation recovery of zinc has improved, and use of zinc dust, steam, and water have decreased. The system has performed reliably. It includes optimizing programs and process study tools, which facilitate improving process performance. An expert system has been built-up to prompt process personnel to take appropriate action on the basis of process data. In electrolysis a similar system, based on extensive monitoring of the process and of production of zinc cathodes, is used to maximize- current efficiency by maintaining optimum conditions in the process. It is planned that in the future the control systems will be integrated and extended to cover the roasting plant and effluent control.IntroductionThe Zinc PlantThe Zinc Plant of Outokumpu Oy Metallurgical Division at Kokkola, on the West Coast of Finland, has grown from a 90,000 t/a plant founded in 1969 to become, with its present capacity of 170,000 t/a, one of the world's ten largest zinc plants. Especially since the completion in 1988 of a thorough modernization programme, it is also among the world's most modern.The Kokkola plant takes its raw materials from Outokumpu's own mines, Vihanti and Pyhasalmi in Finland, and Tara in Ireland, and from outside sources. Concentrates are roasted in two Lurgi fluid-bed furnaces, and the calcine is leached and iron removed by the Conversion process. Following this copper, cobalt, and cadmium are removed, and zinc is refined by electrowinning. The leaching and purification, and the cell-house are automated under computer-based control, and anode and cathode handling in the cell-house are mechanized and fully automatic."
