The City of Alexandria, Virginia, Public Safety Center (PSC) is a 64,000 square foot facility that houses the Police Department, Office of Sheriff and the Office of Magistrate. In addition, the center includes a detention facility for local and federal inmates, operated by the Sheriff. The PSC is composed of a 3-story building to the west and a 6-story building to the east constructed on a landfill in a wetland area in the flood plains of hunting Creek. The existing ground floor of the 3-story building is a floating slab-on-grade, with the interior and exterior columns, exterior walls and upper floors all supported on belled, drilled shafts. Portions of the floating first floor slab have undergone excessive settlement due to the apparent consolidation of the underlying organic soils. The magnitude of the settlements of the floating first floor slab is sufficient to require replacement of the slab and relocation of a portion of the facility. The rehabilitation was complex and required staged construction, consisting of constructing Auger Pressure Grouted (APG) Piles in low overhead conditions. This paper summarizes the geotechnical conditions that lead to the excessive settlement of the floor slab, the construction of the (APG) Pile foundations in low overhead conditions and the evaluation of potential future settlements.

Alluvial gold grades are typically highly erratic. It is very often difficult to establish with confidence the in situ grades of reserve blocks due to the small number of pit or drill hole samples available, and their erratic values. Trends in grade are often obscure. Geostatical methods are inappropriate due to the extreme nugget effect found in alluvial gold field data. Classical statistics appear more suited to such data but require assumptions to be made regarding the nature of the population sampled. Recent developments in computer intensive non-parametric statistical methods provide a new approach to dealing with some of the above problems. These methods avoid making assumptions about the type of population distribution, usually through some kind of re-sampling scheme. The bootstrap procedure involves taking the estimate of interest and synthesising its population of by re-sampling the original data a large number of times (1000+), at random and with replacement. The synthetic population is then used to draw conclusions about the likely behaviour of the true population.

A current challenge faced by the mining industry is solving the integrated transition mine problem (TMP) that maximizes the net present value (NPV). This study aims to develop an optimization framework capable of solving the TMP. The problem is NP-hard and therefore computationally intractable. Three ad hoc approaches – Exact solution, Benders’ decomposition, and Benders’ decomposition with Bienstock-Zuckerberg (BZ) algorithm – are compared for different scheduling periods. The TMP is formulated as a mixed integer linear programming model, implemented in Python, and solved with the Gurobi optimizer. The results showed that Bender's decomposition with the BZ algorithm outperforms the other approaches in execution time, computational cost, and feasibility to address large problems in exchange for a marginal cost in the quality of the NPV obtained. In addition, the probability of finding the optimal point of transition is higher regardless of the number of feasible crown pillar locations evaluated. This is achieved through the optimality cuts proposed in the algorithm.

The King-Beaver mine of Asbestos Corporation Limited operates an open pit in the city of Thetford Mines, Quebec. The approximate loca-tion of the open pit is at Latitude 46° 02' North and Longitude 71° 20' West. The general topography is 1020 feet above sea level. Thirty-six percent of the company's scheduled asbestos ore production, for the Thetford Mines area, comes from the King-Beaver pit. The pit operates 24 hours a day, six days a week. Normal production is 10,500 tons of ore per day at a waste to ore ratio of 2 to 1. The remaining ore requirements are mined from the King-Beaver underground mine and the British-Canadian mine.

Western Australia is the largest state in Australia with an area one and three quarter times the size of Texas. Most of the State is desert or semi-desert, and only the southwest corner is heavily populated. The State has a population of one and a half million people, and one million of these live in and around the city of Perth. Perth is located on the narrow Swan Coastal Plain and is flanked by the Indian Ocean and the Darling Plateau. The Darling Plateau is an ancient peneplain rising some 300 metres above sea level, and forms an important resource base for the population.

INTRODUCTION In April 1988 discussions were about to start with BP on the possibility of buying their- mineral interests, and it took a long time to arrange a deal. I will talk about RTZ without BP Minerals, look at the new RTZ with BP Minerals, discuss the outlook for metal prices, and review the problems in South Africa and develop the case against sanctions on that country. RTZAT THE END OF 1988 Late in 1987, after completing a worldwide review of our strategic thrust, we decided: 1. That the business focus would be to remain a major diversified natural resource group with interests in related industries. 2. To divest non-core and low growth businesses. 3. To develop a logical acquisition plan. 4. To emphasise organic growth and, most importantly, to enhance shareholders' wealth by capital increase and a progressive dividend policy. Subsequently, we concluded that we should sell our oil and gas business and dispose of several assets for which we saw little growth potential. The disposal programme raised some U.S.$ 1,600 million, representing a significant capital gain on our various investments. All transactions were carried out by our small Head Office staff in London, without the help of merchant banks and lawyers, and we were able to safeguard the employment of our staff in all these operations. The most interesting disposal was of our oil and gas interests. Before the 1987 strategic review, we had ambitions to develop our oil and gas interests and to become the leader in the second division of European oil companies. Our interests, which were purely in exploration and production of oil and gas, consisted of the 100% owned RTZ Oil and Gas company, and 29% of LASMO, a publicly quoted U.K. oil and gas company with extensive worldwide interests. LASMO, in turn, owned 25% of Enterprise Oil, one of the more successful of the North Sea oil exploration and production companies. Prior to the end of 1987, our intention was to acquire control of both LASMO and Enterprise. However, when we evaluated the net asset value of these two companies based on our oil price assumptions, which were pessimistic for the next five years or so, we concluded that they were both trading in the market at significant premiums. This, taken with the additional premium required for acquisition and the high cost of exploration, led us to conclude that, since funds could undoubtedly be used to better effect, we should sell our interests. Turning to the other major achievements in 1988, we commissioned, and built up to design levels in a very short period of time, the Morro do Ouro gold mine in Brazil. This mine reached its design output of 100,000 ounces of gold per year within three months of start-up, which was on time and under budget. We are now considering a possible expansion of this property. In South America, Utah International, Mitsubishi and RTZ arranged non-recourse finance, with post completion guarantees, for the giant Escondida Project in Northern Chile. Commodity transportation by barge is possible on about 25,000 miles of navigable inland waterways in the contiguous 48 states. Barge operations are used chiefly for the movement of bulk raw materials ranging from farm products to iron ore, coal, and other bulky semi-finished as well as finished products such as steel, chemicals and petroleum [3,p.7-9]. The barge industry, unlike other transportation industries, is largely unregulated. This is because all liquid bulk commodities most dry bulk commodities transported by for-hire carriers and companies engaged in private transportation of their own commodities are exempted from Interstate Commerce Commission regulations. As a result, about 15 percent of the total ton-miles of barge traffic each year is under Interstate Commerce Commission regulation [13,p.14-25].

Various light sources were evaluated for use in a fiber optic lighting system for mining machines. It was determined that a metal halide arc lamp was best because of its resistance to damage from shock and vibration and the high luminance of the arc. Measurements were made of the percent transmission of the ½ inch thick glass window and the fiber bundles, the total lumen output of the diffuser assembly with a known input and of the average surface luminance of the diffuser assembly. These data were then used to calculate the theoretical output of the system given an estimated input from the source. A prototype 55 watt, single-ended metal halide source was then developed. In order to provide greater efficacy and higher throughput through the fiber optic cables, a variation of the lamp with thallium iodide added to the fill was developed. The lamp was modified and a ballast was developed to allow it to hot restrike.

A mine waste rock dump does not have any intrinsic value, yet is an inevitable structure in surface mining operations. Since the purpose of mining is to maximise profit, possible expenditure reduction in hauling waste rock to the dump, which can represent up to 50 per cent of the total operating cost, is highly desirable. Apart from cost, potential acid mine drainage (AMD), due to seepage from surface waste rock dumps containing reactive waste rock, could threaten the ecological balance, drinking water supplies and irrigation systems downstream from a mine site. In order to minimise these potential risks, selective placement of benign and reactive waste rock, and the encapsulation of reactive waste rock by benign waste rock, need to be carried out during the construction of the rock dump.In this paper, a new methodology, based on mixed integer programming (MIP) is developed to manage waste rock dumping. The model aims to minimise waste rock haulage costs by locating the optimum destination(s) for each waste rock block, while at the same time controlling the placement of reactive waste rock to minimise the potential for AMD. Tests on small-scale virtual data demonstrated that the model is capable of dealing with selective placement of different waste rock types, encapsulating reactive, potentially acid forming (PAF) waste rock, and stockpiling benign waste rock for encapsulation and rehabilitation purposes. The solution time for the MIP model is far less than the traditional manual approach, and the resulting schedule is up to 46 per cent more cost effective.CITATION:Li, Y, Topal, E and Williams, D J, 2012. High temperatures encountered by mine rescue teams during emergency situations may cause severe physiological strain, hindering the men from carrying out rescue and recovery missions. A prototype ice-cooling garment (ICG) was developed by the Bureau of Mines to alleviate physiological strain due to heat stress. The effectiveness of the garment was tested with acclimatized and unacclimatized subjects at a typical work rate (1,200 Btu/hr) expected during rescue operations and at various hot environments (97° to 113° F dry bulb and 80° to 89° F wet bulb). During exposures with the ice cooling garment, the subjects were able to maintain a safe deep body temperature of 100.4° F or below Without the garment, the deep body temperature rose beyond values of 100.4° F, a condition considered unsafe for continuous work in hot conditions. Both heart rate and skin temperature values were lower while wearing the ICG. Subjective observation also indicated a marked benefit by wearing the ICG.

This study is an appraisal of the feasibility of recovery and the possible chemical and physical uses of the limestone from the Greenbrier Formation in western West Virginia. Data on minability, occurrence, quality, and markets were obtained from published and unpublished sources and by a limited mail survey combined with personal contacts. The estimated costs of recovery by deep mining techniques are considerably higher than competitive surface and shallow subsurface operations. Compositional in formation available for this study was limited but indicated the suitability of the limestone for most physical uses and some chemical process uses in appraisal of the uses and demand reveals that immediate markets may be difficult to establish, but for some uses long-term prospects may be encouraging, especially if the quality of limestone would be suitable for lime manufacture or use as metallurgical fluxstone.

The Bureau of Mines, through a memorandum of agreement with the Department of Defense, conducted research to recover silver from aircraft scrap. Silver was recovered by an electrolytic method from stainless steel honeycomb sections separated from the aircraft. These sections had been constructed by sandwiching a stainless steel honeycomb core between stainless steel sheets and then brazing the assembly with a silver alloy. Over 300 pounds of silver was used in the B-58 bomber, concentrated in certain honeycomb sections of the aircraft. Following shredding of the aircraft parts, an average of 95 percent (ranging 67 to 100 percent) of the silver was recovered in a single electro-refining step. After the electrorefined product was magnetically cleaned, purity of the recovered silver was greater than 99.3 percent.

Thirty-four retaining walls are part of the $46 million upgrade of a 1942 depressed highway in Highland Park, Michigan near Detroit. This project will close a missing link between two newer roadways, I-75 and the John Lodge Freeway. The existing 75 ft. wide, six lane Davison Freeway is being replaced by a eight to ten lane, 200 ft. wide depressed highway in a limited right of way. The highway will be 20-25 ft. deep and 1.5 miles long. A design/build decision by the Michigan DOT saved about 37% of the engineers estimated cost of $19 million for the walls. The successful pre-qualified specialty contractor utilized an innovative solution for the walls consisting of tiedback/cantilevered walls on the north side and mechanically stabilized earth walls on the south side. All of the walls have an identical cast-in-place architectural facing.

Availability of accurate geological information about the rock mass surrounding a tunnel or mine working is the key to enhance and optimize the required ground support measures. Various approaches have been used to obtain data on ground conditions, including the possibility of characterizing the ground while drilling for roof bolts, by the Measurement While Drilling (MWD) system, via optical, sonic and acoustic televiewers, and using various types of gamma probes. While there are many different systems for characterizing the ground in longer, larger-diameter holes drilled downward, the options for using probes and logging systems in short, small-diameter holes drilled in horizontal or an upward direction are very limited. This paper will present the results of recent field tests using optical televiewer (OPTV) to analyze the joints and voids in boreholes drilled in different directions. The studies show that OPTV is a promising tool; however, getting a good quality image from the upward drill holes still need to be studied. Meanwhile, estimated in-situ strength of the intact rock is needed to complement the jointing pattern for rock mass classification. For this purpose, preliminary steps for the development of a borehole scratcher to estimate rock strength will be discussed in this paper.

In 1998, approximately 57,000 tons of titanium metal was consumed in the form of mill products (1). Only about 5% of the 4 million tons of titanium minerals consumed each year is used to produce titanium metal, with the remainder primarily used to produce titanium dioxide pigment. Titanium metal production is primarily based on the direct chlorination of rutile to produce titanium tetrachloride, which is then reduced to metal using the Kroll magnesium reduction process. The use of titanium is tied to its high strength-to-weight ratio and corrosion resistance. Aerospace is the largest application for titanium, and titanium cost has prevented its use in non-aerospace applications including the automotive and heavy vehicle industries.

Alaska Village Electric Cooperative (AVEC), an electric utility cooperative providing power to 51 Alaska villages, has made a concerted effort to install wind turbines in the villages they serve in an effort to mitigate the growing costs of electrical power generation. The subsurface soils in several of these villages consist of sands and silts with ground temperatures of between 30°F and 32°F. The presence of warm, degrading permafrost in three of the villages has required innovative foundation designs, including the use of helical piers and piles to support steel and concrete wind turbine foundations. The design of the deep foundations had to account for the effects of degrading permafrost likely resulting from observed climate change patterns. Uplift forces imposed on the foundations were approximately 100 kips per pile. Uplift pile load testing was conducted on the installed piers and piles in order to determine the actual working load that each pier or pile could sustain. In addition, pile driving analyzer testing was conducted on several piles installed in the permafrost and compared to pile load tests. Results indicated that the installed piers and piles achieved the necessary capacity with sufficient factors of safety. Thermosyphons were installed near the foundations in order to limit the effects of climate change on the permafrost. The two to four wind turbines in each of the three villages are currently operational. Refinement of the design based on the pile testing from the first village to the third has decreased the cost of the tower foundations and improved our understanding of designing for warm, degrading permafrost.

This report covers a technical and economic investigation of old electrical power systems, equipment and practices being used in the metal/non-metal raining industry. The principal sources of information were the MSHA District offices, visits to representa¬tive mines and mills, equipment manufacturers and the literature. A list of 85 mines and mills, submitted by the MSHA Districts as candidates for this study, is given and their characteristics are analysed. The electrical power systems and practices at the 10 mines and 9 mills which were visited are described. The principal areas which do not conform to standard electrical practices are discussed with emphasis on the safety aspects of these practices. The costs to update electrical power systems and practices in metal/non-metal mines and mills are given. The principal findings of the study are summarized and recommendations are submitted.
