Recent catastrophic failures of tailings storage facilities (TSFs) continue to highlight the need for a detailed understanding of failure modes and the defences that are in place within the design to mitigate the failure modes. However, in many cases the instrumentation devices and monitoring approaches selected during operation do not link back to the design defences and inappropriate or redundant instrumentation is often installed. Candidate instruments and monitoring approaches (critical controls) are presented and matched to critical failure modes, with clear linkages to the intent of each instrument/monitoring approach. Commentary on where complementary measurements with independent technology types are recommended to provide greater assurance of trends to the design engineer or TSF owner is also presented. In response to the recent TSF failures, an increasing focus is being placed on instrumentation and monitoring relating to slope instability and safeguarding against the potential for static liquefaction, using a critical state soil mechanics framework. To support selection of appropriate zoning within a stability model, three complementary devices are recommended – vibrating wire piezometers to provide an indication of pore pressure and allow the phreatic surface to be inferred, tensiometers to confirm the presence of unsaturated conditions (and hence low potential for undrained failure) and moisture content sensors to provide an indication of void ratio, and hence state parameter, in saturated zones. The combination of VWPs and tensiometers will provide complementary measurements in the saturated and unsaturated zones, and also provide information on the extent of any near-saturated zones, provided that sufficient instruments are installed.

In the past decade mineral deposit models have become an important tool for the exploration geoscientist. By combining genetic theories on the formation of particular deposit styles, with geological, geochemical and geophysical criteria relevant to ore location, it has been possible to more effectively focus exploration effort to the regions and local targets which have the best chance of success. However, such models have their limitations, and must be carefully and critically applied and continually updated as new technical and research information becomes available.

An experimental mining project has been carried out in the Collie Basin to demonstrate the safe operation of total extraction mining techniques in the underground mines of the basin. To achieve this, it was necessary to design and install a means of controlling or removing groundwater so that goafing of the overlying strata could be safely achieved as part of the mining operation. The site chosen for the experiment was a triangular panel adjacent to Western No 6 (WD6) underground mine, which includes the 3 to 4 m thick Wyvern Seam beneath 130 to 180 m of overburden. The test area abuts a major fault on the downdip side. The overburden and underburden sequences include several horizons of permeable sandstones which form major aquifers. Water problems have long been recognized in all underground mines in the Collie Basin, and have previously prevented the successful application of total extraction mining. Following extensive hydrological investigations, dewatering and depressurization systems were designed to dewater the immediate roof aquifers and to depressurize aquifers higher in the sequence and in the floor. This would enable stable roof conditions to develop and controlled goafing to be achieved. The roof dewatering/depressurization procedure involved a combination of in-mine vertical roof drainage holes and conventional dewatering bores constructed from the ground surface above the mining trial area. The dewatering system was installed and operated for 29 months before the commencement of mining. Mining was eventually successfully completed in two trial panels using a retreat Wongawilli extraction system using bridge conveyors and continuous miners. Water inflow into the mine workings was channelled to a constructed sump area at the lowermost corner of the panel and pumped to the surface via vertical sump bores. The dewatering and depressurization measures adopted were successful in permitting the first controlled and systematic total extraction recovery of coal from the Collie Basin. This trial mining exercise demonstrated the potential for increasing substantially the recovery of coal from the Collie Basin, where previously recovery rates of around 30 percent from underground mining were commonplace, using only bord and pillar methods.

Tailings storage facilities are geotechnically complicated structures that develop heterogeneous strength profiles and varied porewater conditions. The monitoring of porewater pressures is one of the only direct measurements that can be performed to monitor the performance of a facility throughout its life and is of particular importance in upstream facilities. Foundation underdrainage, continuous and staged tailings deposition, climate inputs (rain, snow, humidity, evaporation, etc), and stratified tailings permeabilities can complicate this critical measurement that introduces uncertainty to stability analyses. These difficult conditions manifest in vibrating wire piezometer measurements as very low or negative pressure readings, both of which are within the instrument’s range of accuracy. However, the data can be difficult to interpret, and a range of interpretations are adopted from optimistic low phreatic surfaces to conservative fully saturated tailings. Where tailings are potentially liquefiable, these very low readings introduce further uncertainty regarding the pore space saturation ratio and liquefaction potential above the estimated phreatic surface. This area of uncertainty is the vadose zone, and its affect on tailings behaviour is not well understood. The two facilities analysed in this paper are upstream, raised embankments with tailings classified as clayey, sandy silt that have been found to be potentially liquefiable. The vibrating wire piezometers (VWP) at both sites show very low or negative readings when they are initially installed near the surface and then go through cycles of re-saturation and de-saturation. Eventually the readings settle as the VWPs are buried deeper within the tailings. The instrumented sections within the tailings column do not show consistent readings that would be indicative of a hydrostatic phreatic surface at either site. Rather, they are highly variable and can be interpreted as either representing a high phreatic surface within the tailings or as a ‘perched’ phreatic zone within the tailings layers. How the VWP data is interpreted has a significant impact on how the facilities are raised and operated. The design outcome for Site 1, which adopts a lower phreatic surface, results in an embankment that meets factor of safety (FoS) requirements under residual strength conditions without any buttressing. Conversely, a conservative (high) phreatic surface has been adopted for Site 2 and has resulted in the facility requiring a significant buttress to meet FoS under residual strength conditions.

Ground subsidence due to mining is a common dilemma confronting the underground coal mining industry. The effects of underground longwall mining on river valleys have come under scrutiny, especially when mining is located underneath catchment areas. As public awareness of mining impacts on the environment increases, there is the need to develop damage mitigation strategies. Results of numerical modelling show that river valley response to underground longwall mining can be simulated and evaluated.

Resources added to the global metal inventory through exploration over the past 15 years have been generally of poor quality (declining grades, recoveries and lack of acceptable financial return). Similarly, companies opting for an acquisitions-based strategy have had to pick from a group of poorer quality resources left from previous exploration booms, and will struggle to deliver this metal to market economically. Increasing difficulty in obtaining sufficient social and community acceptance of mining projects and potentially an energy-constrained future may exacerbate this problem, redefining what is considered ‘ore’. There will need to be more focus on deposit quality, defined as sustainable margin in the future business environment.Traditionally there has been a lack of translation of ‘mineralisation quality’ back to mineral project design and mineral exploration. This disconnect is due to two main factors: the first is technical – inherent deposit variability; and the second is organisational and socio-psychological –the mindset of explorers and project managers themselves.There are four elements to value realisation for a mineral deposit: (1) social licence to operate; (2) geological factors (depth, geometry, water and geotechnical, and geometallurgy – influenced by texture, mineralogy, chemistry and grades); (3) financial engineering (capex, opex, future commodity prices, future energy prices), and (4) operating factors (production rate, recovery, energy consumption). These elements are strongly interdependent, and geology underpins and drives linkages between them. A quality deposit addresses all of these elements and thus can be developed in a time frame that allows acceptable returns to the owners of the invested capital.Geological drivers of the above elements can be measured and mapped throughout a deposit. Moreover, when viewed in the context of mineral systems, a predictive understanding of the common causative processes of quality (despite deposit-scale variability) is emerging, and with it the ability to target quality of mineralisation, not just quantity of mineralisation.The second factor is a ‘heuristic software problem’. Current lines of education (and consequently organisational and professional structures) are discipline-based, producing ‘silos’ that do not speak each other’s language and work with different ‘mental models’. People who effectively recognise systemic links between these silos are called ‘boundary spanners’, of which we propose two distinct types: outside-insiders and inside-outsiders. Outside-insiders are people who are within a community, but recognise advances in outside fields and effectively integrate them into the community. Inside-outsiders start outside of a community, and successfully bring new ideas into it. Common traits in boundary spanners are: they seek exposure to (and embrace) key ideas that are outside of the framework of their own specialisation; they have high mental processing ability (MPA) – the ability to connect systems that are currently not perceived to be connected; and they introduce ideas from outside a field into a new context in a way that re-frames the field.The challenge is to identify and nurture potential boundary spanners that can build critical links, in particular between the (largely geoscientific) mineral exploration mindset and the (largely non-geoscientific) project development mindset. To follow the development of the central crushing plant it is necessary briefly to outline the history of the Lake View and Star Limited. This Company, when first constituted, took over the properties of the Lake View Consols, Hannan's Star, and Chaffers Gold Mines.The Company then treated the ore won from these leases at two dry crushing, all-roasting plants, situated adjacent to each other on the site of the present Chaffers Treatment Plant that handles all the ore won by the Lake View and Star Ltd.SUbsequent to the initial union of the three companies mentioned, the Ivanhoe Gold Corporation and the Golden Horse Shoe Ltd. were absorbed. Still later, and after the original crushing plant was erected, the Associated Gold Mines of Australia were purchased.A very extensive development policy was adopted by the Company's management in the late 1920's, and as the underground programme progressed, it became eVident that a large treatment plant would be required. Pine Creek Goldfields Limited (PCG) is rehabilitating the Enterprise Pit to an aquatic habitat and potential water resource. This paper discusses the development and implementation of that plan. Pine Creek Goldfields Ltd's Enterprise Mine is located approximately 230 km south of Darwin. Open cut mining of the orebody commenced in 1985 and continued for eight years with 14 million m3 of ore and overburden extracted. Geochemical testing of exposed rock types in the pit has demonstrated a propensity to produce acid, and dissolved metals. A plan of management has been developed and implemented to minimise the risk of acid formation and improve the overall water quality in the final void. In developing the plan prime consideration was given to reducing the potential for pit water to impact upon the regional groundwater. An interception system was constructed on Pine Creek to divert approximately 9 km2 of upper catchment into the northern end of the Pit. Construction of the diversion system was completed in December 1993 and a comprehensive surface and groundwater monitoring program initiated. The monitoring program and associated studies are also discussed.

Filter aids are currently used in many industries to increase filtrate clarity and filtration rates. In other industries filtration could be improved if accept- able filter aids could be obtained cheaply. The present paper describes a simple thermal process for making filter aids from coal, outlines the effects of coal properties and major operating variables, and discusses the properties of satisfactory products. Several possible variations in reactor design have been used experimentally, involving fluidized beds of carbon or inert material, reaction of the particles while entrained in air, and a combination of entrainment and fluidization. The limits imposed on product yields by the composition of the parent coal are considered in relation to a range of Australian coals and one New Zealand coal; and the effects of temperature, residence time, and reactant flow rates have been studied in relation to product yields and characteristics.

The steel industry accounts for 14 per cent of domestic CO2 emission in Japan, and iron ore sintering process occupies approximately three per cent. While Fe content in iron ore is gradually decreasing. So, the amount of concentrated iron ore will increase in the future. We have focused on magnetite concentrate as sinter materials, because magnetite can be easily magnetically beneficiated. However, it is experienced that blending magnetite ore resulted in increasing Fe2+ component in the iron ore sinter, which results in lower reducibility. Therefore, promoting the oxidation reaction from magnetite to hematite in the sintering process is countermeasure for reducibility. In addition, this promotion causes increase of oxidation heat, which results in high sinter strength and reduction of coke. It is assumed that the oxidation of magnetite tends to proceed in the cooling stage, where the oxygen partial pressure increases after the combustion of fine coke, but there are few studies on the effect of heat profile, especially cooling path. The purpose of this study is to design the effective sintering heat profile to promote oxidation of magnetite ore, especially, to investigate the effect of cooling path on sintered ore microstructure. In this study, magnetite ore and magnetite reagent were respectively mixed with calcium carbonate reagent. Then the mixed samples were pressed and formed into cylindrical tablets for simulating the adhesive layer of a pseudo particle. Through examining influence of maximum temperature and cooking rate on oxidation reaction of magnetite, we confirmed that the oxidation reaction of magnetite is suppressed at above 1350°C for maximum temperature, compared to 1300°C. Sintering at lower temperature is desirable because hematite is stable below 1350°C in the Fe2O3-CaO phase diagram.

The concept of the circular economy has been gaining traction both in Europe and China.In Europe the Ellen Macarthur Foundation see their mission as accelerating the transition from a linear take-make-dispose economic model to a circular model that is restorative and regenerative by design, and aims to keep products, components and materials at their highest utility and value at all times. The Chinese Circular Economy initiative is effectively a sustainable consumption and production program utilising cleaner production, industrial ecology and life cycle management approaches to meet the national challenges of maintaining rapid economic growth while simultaneously enhancing environmental quality and maintaining social progress. A key characteristic of both of these circular economy initiatives is to design out, reuse or minimise the generation of waste.The mining sector, by definition, is represented by linear rather than circular activities, by supplying resources to society. However, being one of the world’s largest waste generators, the sector can adopt similar logic to that of the circular economy to improve its sustainability performance. Hibbing Taconite is a Lake Superior-type granular magnetite taconite deposit occurring within the Biwabik Iron Formation along Minnesota’s central Mesabi Iron Range. The deposit is situated on the northern margin of the Proterozoic Animikie Basin. The deposit strikes northeast, dips gently southeast, and occupies 10 km of strike length. Mining focuses on 50 m of granular cherty and laminated slaty taconite within the Lower Cherty member.Ores generally consist of a quartz, magnetite, siderite, ankerite, minnesotaite, stilpnomelane, and haematite mineral assemblage. Processing is optimised by exploiting the physical and chemical variations that exist between three major ore types. Taconite ore averages 20 per cent magnetic iron (MagFe), 27 per cent weight recovery (WtRec) and produces a final concentrate with 4.5 per cent silica (SiO2). Since 1976, production has totalled approximately 237 million long tons (Mlt) of pellets (8 Mlt per year rated capacity).Ore processing uses a simple fl ow sheet of autogenous grinding (<0.044 mm) followed by two phases of wet magnetic separation, fi ltering, limestone/bentonite addition, balling, and firing to create pellets averaging 66 per cent total iron. A Liberation Index (LIS) is used as a primary guide for ore grading and metallurgical control. Grind requirements, magnetite liberation and silica grade are closely monitored to ensure plant optimisation and product quality.A recent program of benefi ciation of low-grade ores by in-pit crushing and dry magnetic cobbing has demonstrated that low-grade ores (<17 per cent MagFe, <25 per cent WtRec) can achieve a signifi cant metallurgical upgrade (up to 25 per cent MagFe and 40 per cent WtRec). This operation recovers 60 per cent of the total crushed volume, and has a calculated effi ciency factor (magnetic iron recovery) of 79 per cent. This paper discusses the benefi ts of this upgrading and its effects on ore blending and processing.

A critical issue associated with mining operations has been the stability of tailings impoundments. Some breach events have produced catastrophic tailings flows that have caused significant economic damage, mass casualties and long-lasting environmental impact in the downstream environment. This paper reports independently estimated values of runout distance, inundation area and fahrboschung of 16 tailings flows. The adopted methodology involves the geospatial analysis of satellite and aerial imagery to classify each tailings flow into a primary impact zone (Zone 1: main overland flow) and a secondary impact zone (Zone 2: along-creek diluted flow) to characterise runout. Only Zone 1 runout values are reported herein given the greater significance in relation to downstream impact. The fahrboschung is calculated using elevation data from global 30 m digital elevation models (DEMs) and source literature. The results show that all the selected tailings flows travelled long distances (2.4 km to 98.5 km) and inundated large areas (0.35 km2 to 27.0 km2) over very low fahrboschung values (0.04° to 4.8°). This indicates very high flow mobility that is largely governed by the high water content sourced from interstitial waters and, in many cases, supernatant ponds. Scatter plots display poor correlations owing to the complexity and variability in travel path characteristics (confinement, slope angle and obstructions) and the inherent properties of the flowing mass. The slope angle of the travel path exerts a strong control over the flow velocity which has implications on kinetic energy and downstream geomorphological impact. Mean tailings flow velocities may range from ~6 m/s on near-flat, open terrain to over 30 m/s in relatively steeper, channelised travel paths, indicating that tailings flows fall within the extremely rapid and high mobility spectrum of global mass movements. The presented work forms an inceptive part of the CanBreach tailings project, a major component of which is to develop a comprehensive database of case histories to examine the role of geotechnics, failure modes and downstream terrains in influencing tailings flow behaviour.

æMining + Health in DevelopmentÆ is a project funded by the International Mining for Development Centre (IM4DC, 2012) to develop a centralised database of corporate sustainability initiatives for managing and improving occupational and public health, based on information extracted from social and environmental reports of major mining, oil and gas (MOG) companies. This register of materials has the potential to increase stakeholder awareness of the unique health risks impacting the minerals industry, employees, their families and surrounding communities, as well as to inform stakeholders on global industry approaches to health management.Data and preliminary outcomes from analysis of different MOG corporate sustainability reports on public health and disease management are presented for six African countries (Democratic Republic of Congo, Ghana, Mozambique, Sudan, Tanzania and Zimbabwe) and six Asia-Pacific countries (Indonesia, Mongolia, Pakistan, Papua New Guinea, Philippines and Vietnam).With the minerals industry facing ongoing rapid growth worldwide, including continuous expansion into developing regions, the æMining+Health in DevelopmentÆ project will inform industry, civil society and regulators of current health management practices and programming among the different sectors of the minerals, oil and gas industries and across various regional operations. The Australian mineral industry involves a diverse range of expertise and skills. Within that, the mining industry, representing mine planning, mine management and equipment operation, has capital intensive, high productivity equipment and a small but skilled workforce. Continuing education for all personnel in the workforce after formal school courses will be an important contribution towards improving competitiveness. The non-tertiary sector represents a significant proportion of the workforce and requires as much attention as the tertiary educated group. Competency Based Training is now being developed for the mining industry in Australia under the National Training Board and the mining industry is well represented in establishing standards and curriculum. TAFE is a major source of accredited courses but some mining companies are also developing internal courses not necessarily for external accreditation. Articulation of such accredited courses to tertiary mining engineering courses has been considered. The education and training of equipment operators through continuing education requires attention to operating skills, an understanding of the productivity factors under the direct influence of the operator and providing product quality to the customer. The education and training of mining engineers has been widely covered and continuing close involvement of the mining industry is required to ensure well balanced courses in technical and interpersonal skills as well as motivation to continue learning for life. Postgraduate research is a part of continuing education but the mining industry has to continually address the adequate recognition of post-graduate qualifications for the increased technical or management expertise and the development of better analytical and problem solving skills which can be directed towards improving competitiveness. More attention has to be paid to providing adequate financial incentives to attract suitable students, particularly after attaining some experience, and to address their professional career path with a company so they are not significantly disadvantaged by undertaking post-graduate studies. The Chartered Professional Engineer status as provided by The Institution of Engineers, Australia to qualified candidates is being considered by The Australasian Institute of Mining and Metallurgy as a further recognition of a member's specific expertise and competence in mining and metallurgical engineering. Continuing education plays a major part in the maintenance of the expertise and competence required for a professional engineer to develop and also to retain chartered status. Continuing education will be a significant part of the education and training of all the mining workforce towards improving the competitiveness of the mining industry. The major challenges will be the motivation of all towards lifelong learning and the integration of the various programs towards providing the opportunity for a steady and satisfying career progression.

The Singapore Land Transport Authority (LTA) has been procuring the expansion of their underground mass rapid transit rail network at a prodigious rate since the first line opened in 1987. Four lines (149 km) are currently operating and several more lines are at various stages of planning/construction; one of these is the Downtown line stage 2 (DTL 2).DTL 2 contract C917 was awarded in September 2009 for S$320 M. On 18 June 2013 the original contractor became insolvent, leaving the works incomplete. Following a fast-tracked tender process, McConnell Dowell was awarded the S$254 M contract on 29 August 2013 to complete the works. This contract includes two underground stations constructed by cut-and-cover methods and twin bored tunnels between the stations. Each tunnel is 1400 m long, excavated by earth pressure balanced (EPB) tunnel boring machines (TBM) at an average depth of 20 m and segment lined to 5.8 m inner diameter. The tunnel alignment is located under a busy five-lane road lined with prime residential real estate and congested with utilities.To compound the difficulty the tunnels are located within the notorious Bukit Timah Granite formation. This has a very wide range of strength, from below 1 MPa to over 300 MPa. This strength range is a consequence of six weathering grades, from soil to fresh rock, with the fresh granite causing severe abrasion problems. The various grades can occur within a very short distance of each other. Consequently, the problem of supporting a mixed face exists, particularly in the intermediate weathering grades where intact rock is encountered in the invert and corestones within a loose soil matrix in the crown, which can increase the instability by allowing the ground to flow into the TBM.The focus of this paper will be the excavation of the bored tunnels by EPB TBM used by McConnell Dowell to complete these challenging works.CITATION:Jones, G and Shepherd, J, 2014. This paper deals with innovative techniques that have enabled personal computers to be used on the mine site to define, develop and manage an ore body resource, while being aware of the consequences to the environment. The same set of personal computer tools that are used for resource estimation, once the province of expensive workstations, can also be used by geologists, mining engineers, surveyors and environmentalists, in managing the whole mining process, including production, grade control, monthly reconciliation and stockpile management through to tailings the management, mine rehabilitation and the due diligence process of mine closure.

The occurrence and deportment of manganese in a number of ferromanganese and Mn-bearing iron ore samples from supergene-upgraded deposits, as well as from magnetite banded iron formation (BIF) and magnetite skarn deposits, was characterised in order to provide a basis for improved understanding of the processing characteristics of different ore types and investigate the potential for development of a robust geometallurgical classification for Mn-oxide ores. An understanding of the Mn mineralogy in mixed Fe-Mn deposits is necessary to inform any attempt to separate the Fe and Mn during beneficiation and to understand and predict the behaviour of lump and fine ore products during processing.A suite of analytical techniques was utilised, including hand sorting of lump ore particles, optical microscopy, X-ray fluorescence (XRF)/inductively-coupled plasma mass spectrometry (ICP-MS) chemistry, X-ray diffraction (XRD), scanning electron microscopy (SEM)/electron probe microanalysis (EPMA) and gas and solid phase pycnometry, in order to elucidate manganese mineralogy, mineral chemistry and mineral textures. Manganomelane group minerals (eg cryptomelane, hollandite), pyrolusite and lithiophorite were the most common manganese oxides in the samples examined. From the microprobe work, there was evidence of probable substitution of Mn, as well as Al and Si, into the structures of goethite and hematite. Manganomelane minerals were often intimately associated with goethite, in particular, and a clarification of this association and the associated Si and Al impurities is fundamental for improved understanding of beneficiation and sintering behaviour of Mn-oxide ores. Due to the poor or very fine crystallinity of some supergene manganese deposits and of some Mn oxide minerals, in particular the extent of overlapping peaks and their variable mineral chemistry, XRD was a problematic technique to equivocally determine Mn mineralogy.For lower-grade, earthy, poorly microcrystalline ores the mineralogical and textural association between mixed Mn, Fe and Al (¦ Si) phases was also critical. The deportment and potential separation of these elements in these deposits, especially Al, was complex, as they were characterised by forms of æhydrousÆ cryptomelane with higher levels of Fe-Al-Si substitution, as well as intimate intergrowths of ochreous-earthy goethite (probably aluminous in part) with cryptomelane, lithiophorite and/or kaolinite.Trace amounts of alkali elements in ferromanganese deposits were considered likely to be preferentially structurally associated with Mn oxides, while lateritic deposits with significant amounts of lithiophorite could contain elevated levels of deleterious impurities; Co and Ni in particular.A combination of solid and gas phase pycnometry proved to be a useful technique for broadly discriminating hematitic, goethitic and mixed Mn oxide-goethite lump particles based upon differences in their envelope and apparent densities. Based upon these preliminary results and ongoing Raman spectroscopy work on manganese deposits sensu stricto, Raman spectroscopy is a technique considered to have promise during targeted research to better link the optical and compositional properties of ferromanganese ore particles. CT-scan (computed tomography scan) analysis could also be combined with Raman spectroscopy and pycnometry to link mineral composition, mineral texture, ore particle textures and particle porosity/permeability to the high-temperature processing behaviour of lump and fines products.CITATION:Peterson, M J, Hapugoda, S, Manuel, J R, Donskoi, E and Poliakov, A, 2013.
