In July 1994 the Premier, John Fahey MP, announced that the New South Wales Government would make available a total of $40 million over six years in new funding for the Department of Mineral Resources. These funds are to be applied directly to the generation of regional geological and geophysical information. The Government's initiative known as `Discovery 2000', is aimed at providing a major boost to the exploration industry. The Government expects new discoveries to be made and new mines to be developed because of the initiative and, perhaps, the first ever commercial oil or gas production in New South Wales. The Government's return will come from increased economic activity, and from the increased royalty return from higher levels of production. Quality information is the key to successful exploration. In the highly competitive business of mineral and petroleum exploration high quality regional geological and geophysical information improve both the efficiency and effectiveness of the area selection or project generation process. Using the `needle in the hay stack' analogy, Discovery 2000 will vastly improve industry's chances of finding the haystacks. It is up to the mineral and petroleum industries to find their respective `needles'. Careful target area selection is probably the most critical factor in mineral exploration. The ability to select the most prospective areas, or to identify prospectivity that others have failed to recognise, can make all the difference between success and failure. Government geological surveys clearly have a crucial role to play in providing the geoscientific information infrastructure that companies must have if they are to make the discoveries this country needs to pay its way in the world. It is the regional information generated by Governments that sets the scene for efficient exploration. This regional information includes regional aeromagnetics and radiometrics and gravity, regional geological mapping and tectonic analysis, and geoscientific databases. The New South Wales Department of Mineral Resources (by various names) has been providing such information for over 100 years and has led the way in many aspects of the generation and dissemination of geological, geophysical and metallogenic Information.

Gravity Leaching of high-grade gravity gold concentrates, such as Knelson Concentrates, with the ACACIA Reactor represents a new generation of concentrate treatment methods. The ACACIA Reactor is a complete packaged plant for the maximising of gold recoveries from gravity gold concentrates. This paper will introduce the process technology and provide process results from the Porgera ACACIA Reactor installation. The advantages of the ACACIA Reactor are many, and justification for installation has been varied. The typical advantages of the process include: increased recovery of gold from the Knelson Concentrate; no return of high-grade table tails, often grading several thousand g/t, into the mill circuit; reduction in tails grades of slow leaching gold; reduction in the requirement for operating staff by the removal of the manual tabling process and replacing with a fully automated treatment system; improved security by removing the tabling step where operating staff come into direct contact with visible gold; improved health and safety, by the removal of the treatment steps for the table concentrate, which often include operators handling corrosive chemicals and the production of sulphur and arsenic compound fumes; and improved metallurgical accounting, by allowing daily head grade calculations. The ACACIA Reactor was developed by Anglogold for Union ReefÆs Gold Plant and has been in production for over two years, and has proven to be a low cost, high recovery, mechanically reliable method for the processing of gold concentrates. Such has been the success of the plant, there are now four full installations of the processing plant, including Anglogold Union ReefÆs, Anglogold Sunrise Dam, PACMIN Carosue Dam and Porgera Joint Venture.

Conventional processes for disintegration of ores are characterised by low selectivity and cause damage to the components of their structure. It affects their liberation and recovery which are connected also with the inevitable formation of extreme fines. In the world practice recently came into view 4 trend to grinding of materials within a thick layer (in a bed layer), which provides a substantial selectivity of liberation, for example, of kimberlite. The degree of diamond preservation in the final product is highly increased. However, this method causes a considerable overgrinding of material. A new method of intralayer vibro-impulse breaking of materials providing an easily adjusted force acting at the layer and timely removal of product size grains from the grinding chamber has been developed in Russia.

The subject of government involvement in industry is, to say the least, a touchy one. For many it conjures up thoughts of socialisation or nationalisation. For others it is a desirable objective and is seen as a means of social reform by giving government a greater say in the control and distribution of human, financial and natural resources for the betterment of the community. Whatever your point of view, it is difficult to deny that government involvement exists to lesser or greater degrees in all industries. The mining industry is no exception and the degree of government involvement is probably greater than it is in other industries. I think it is important to remember when talking about government involvement in industry to recognise that there are different types of involvement and that all governments have a right, if they so desire, to become involved in whatever way they choose. The decision of a government to increase its direct or indirect involvement must, of course, be taken in the national interest. Governments, if we are still old fashioned enough to believe in ministerial and electoral responsibility, must make up their own minds about whether their actions are in the national interest and they must be prepared to accept the consequences of that action, good or bad. X-ray diffraction (XRD) and transmission electron microscopy (TEM) techniques have been adopted in this study, to investigate the structure of carbonaceous materials such as graphite, brown coal char as well as coke, in order to explain their dissolution performance during ironmaking. These materials have been selected for study since they are commonly used recarburizers in the metallurgical industry. It was concluded that the crystal structure in a carbonaceous material can have a significant influence on its dissolution into iron melts. The material with the highest degree of ordering, which is graphite, showed the best dissolution performance. In contrast, the material with the lowest degree of ordering, which is brown coal char, showed the worst dissolution performance.

Gold Mining at the Lancefield Mine was commenced initially in 1897 and continued intermittently through to 1956 when rising costs and mine cave-in forced closure. The mine was redeveloped in 1981 and a new-oxide treatment plant commissioned, followed by a new refractory treatment plant in late 1982. Both these treatment plants are located within the Windarra Nickel Project plant area.The refractory ore is processed by fluidised bed roasting of flotation concentrates. This is carried out in two series connected reactors to maximise arsenic and sulphur eliminations and to minimise reagent consumption. For gold recovery the zinc precipitation process was initially used, to be later replaced by carbon-in-pulp.

The Northland Peninsula of northern North Island, New Zealand contains a complex and diverse record of volcanism which reflects rapid tectonic changes during the late Cenozoic. The main volcanic associations observed on the peninsula are late Cretaceous- early oceanic crust obducted onto Northland at the end of the Oligocene, Miocene arc-type rocks and Pliocene-Quaternary intraplate basalts. This sucession of volcanic successions can be related to tectonic convergence developing into subduction and followed by a an environment of tectonic tension. While the volcanic activity is ultimately linked to specific tectonic regimes, because of rapid change magmatism was decoupled from the specific tectonic event. This decoupling of magmatism and tectonism appears to be a feature of the zones of plate interaction in the southwest Pacific region.

McLeod: Without getting into the argument as to how well we can know our resource levels specifically in the immediate short term, I would like to make one or two points about the future, and perhaps try and persuade people that they are not really facing a doomsday. It is fair to say that over the last few years the rate at which we have increased our resources has far exceeded the rate at which we have used them, and this is likely to continue for quite a few years yet. As people are now looking for a substitute for petroleum, later on we will be looking for a substitute for coal, should the position get serious. After all man is pretty versatile, has plenty of initiative-and makes allowances for experience. It has been demonstrated here by the way people are looking at use of low quality coals and better use of the coals that are available. It would be fair to say that what now we regard as economically submarginal deposits will, by the time we need them, become economic. I think that there is quite a lot in front of us in exploration and finding new reserves. I would like to have comment from yourself sir, because I recall reading a report of a meeting, here in Wollongong I think it was, in which you addressed the local branch on the future of coal in Australia, and you said that the coal basins of Australia had been well explored and there was not much chance of new discoveries. Since that time we have seen some thousands of millions of tonnes turned up in the Galilee Basin of Queensland, we have seen five hundred million tonnes turned up in Lake Phillipson in South Australia. Do your previous comments still apply? I would like to hear from some of the exploration people, who are operating on an Australia-wide basis, as to how they regard our chances of discovering significant new deposits and significant extensions of known deposits. H,artnell: Mr. McLeod has asked me to comment on what he has just said. I think that the important thing is that our knowledge of the main coal basins in Eastern Australia is increasing in detail but for the most part the extent of coal basins is not being increased in respect of their superficial areas. There are additions but they are not substantially changing our expectation of what the main coal basins will be. I believe that our task is essentially to intensify our knowledge of the main coal basins that we know about. This is important for example for the various reasons that Mr. Roach was talking about, that is the problem of surface alienation, jeopardising the chance of recovery when you go to underground operations. My approach to this whole problem is predicated on the belief that coal has a special destiny to perform in the next fifty years. I believe that it is going to take up to fifty years and maybe a little longer before the enormously demanding technology for nuclear power recovery is in fact achieved. When it is achieved the supply of energy to the world will be enormous, much beyond what we have ever even dreamed about. The mind boggles at what the people of the middle of next century, of two thousand and fifty, will command in the way of physical resources. It is going to be, I believe, tremendous, but the technology involved is very demanding. I mentioned to Mr. McLeod the other day that according to the information that I got in November last, 60% of the nuclear power stations in the United States were out of action, by automatic cut offs because of safety requirements. The technology of breeder reactors seems each year to be a bit further off. In the meantime coal I am sure is going to be called on to supply power directly to fluidised bed and other technologies for power generation. It is going to be called upon in the near future, I believe, to supply liquid fuel on a vast scale and the only thing in my view that we should be thinking about is whether the coal producing countries of the world will succeed in producing as much coal as is going to be demanded. I believe the real challenge to the coal mining industries of the world is that they may fail to do what is going to be demanded of them. This is a challenge I believe to mining technology. I think that we should be working deliberately and energetically finding ways and means where underground recoveries, instead of averaging 50%, can average 50% plus, plus, plus, and this is the first requirement. We should be spending many millions every year, here and overseas, on increasing our means of winning coal because every tonne of coal that is alienated and left irrecoverable in the earth is going to weaken the capacity of the coal mining industry to fulfil, what I believe to be its destiny in the next 50 years.

INTRODUCTIONDuring the past few years there has been considerable interest in developing the so-called direct reduction processes for treating iron oxides. The various methods proposed were recently reviewed by Scortecci and Palazzi (1960).In particular the application of fluidized bed techniques received considerable attention and, on first examination, this seems to be the ideal method 'of dealing with fine iron oxides. Several difficulties (e.g. product agglomeration) require the method to be investigated further before its potentialities can be fully assessed.PROPOSED FLUIDIZED BED REDUCTION PROCESSESBrassert and De Jahn (1951) were among the earliest to suggest the use of fluidized beds for the reduction of iron ore to metallic iron. Their patent was followed by many others proposing similar concepts, mainly from Lewis (1955), Ogorzaly (19.56), Shipley (1956), Agarwal (1960'), Osborn (1958), Texaco Development Corporation (1956) and Stelling (1957).The H-iron process (Squires and J ohnson, 1957; Lubker and Bruland, 1960) is the only scheme that has been an economic success. The paper sets out the context for water and the challenges that have to be faced in the battle to alleviate global poverty. It acknowledges that the world has been blessed with abundant water but because of population and development pressures, and the projected changes in climate, avoiding serious water shortages in some places will be difficult. MiningÆs use of water is placed in context and the paper then considers the specific threats to the industry in terms of availability and price and the need to find mechanisms to deal with the issue of resource degradation caused by abandoned mines. Rio TintoÆs use of water is then set out and three examples are given of how different water challenges have been addressed. The paper goes on to consider each element of a water strategy designed to move Rio TintoÆs performance towards excellence. This strategy incorporates improved management procedures (policy, principles, standards and targets), performance enhancement (through use of the Rio Tinto Water diagnostic and technology changes) and working with others in the academic and NGO community who seek to address the same global issue.

MARTIN) IN PRESENTING THE CERTIFICATE TO SIR MAURICE MAWBY, C.B.E.Members of The Institute, distinguished guests of which there are many, ladies and gentlemen, you are welcome. And might I add a special welcome to Lady Mawby and Lady Fisher and to Sir George's only son, Peter, who with his wife, Betty and one of Sir George's three daughters, Helen, are present this evening, and also to Sir Maurice's son, Colin, and Colin's wife, Jay, also in our company.The family presence must surely be a great source of pleasure and satisfaction to all those so intimately concerned.It is hardly necessary for me to state the sole and only reason for our presence here tonight, which is to confer on Sir George Fisher and Sir Maurice Mawby Honorary Membership of The Australasian Institute of Mining and Metallurgy, and at the same time to acknowledge two people who have rendered great service to the mining industry, albeit tinged with sadness to all of us in the knowledge that from now on their influence may diminish. The Australian mining industry isstill labouring under the impression. created by the Fitzgerald Report that it does not pay suffic- ient tax. This would appear to be the raison d'etre of the resource rent tax debate. The authors quantitatively compare the cash flows to the mine and government resulting from a large strip coal mine in central Queensland under a number of Australian and international taxation policies. The Liberal government policies are found to be internationally competitive while the Labor 1975 policy is excessively punitive. The present value of the returns to the public from the Liberal 1977 policy vary between three and six times the net present value to the mine, which belies the necessity for the imposition of a super tax. The levelling of a special royalty, excess rail freight, by Queensland could severely re- strict the development of new mines in the Bowen Basin. The impact of excessive freight rates is analysed on a combined strip-deep mine typical of the new projects nearing development in the region. Otherwise economic mines can be made marginal or even sub economic by this tax. Even with moderate rail freights, the mining tax laws of New South Wales are more favourable to the industry than are Queensland's.
