Seam gases are the most important atmos- phere contaminants in Australian collieries, their importance increasing with depth; C02 as well as CH4 may be important in intruded envir- onments. The generally high rank of the coal, with low moisture content, makes for abnormal dust production. The other contaminants are introduced and subject to better control, in- cluding products of spontaneous combustion. Due to market situations the generally lower rank and higher sulphur coals more prone to self heating are mined less. Future mining at greater depths should see greater problems with atmosphere contaminants.

A simple gravimetric procedure was developed for the rapid determination of carbon dioxide in coal mine roadway dust samples and the result is used for the subsequent calculation of incombustible matter contentaccording to the requirements of the Queensland Coal Mining Act. The carbon dioxide is determined through loss of mass by a semi-enclosed apparatus, following room-temper.ature hydrochloric acid attack on the sample.With a sample containing 36 per cent carbon dioxide, the achieved standard deviation (ls) of 0·3 per cent CO. is adequate for coal mine roadway dust analysis.This simple procedure enables relatively unskilled labour in mine laboratories, to analyze coal mine roadway dust samples in accordance with the Act. Some 50 analyses can be achieved per day compared with 8 by the Australian Standard Method for coal.

A bewildering array of process control instrumentation is currently available for mineral processing plants. For sequencing control, special purpose microprocessors or the process control computer can be used. Where continuous control is required, then the choice is between pneumatic controllers, electronic controllers, shared display micro- processor systems and direct digital control. The benefits of each system are discussed and the advantages of using direct digital control in mineral processing plants are outlined. The factors which need to be considered when selecting control systems for new plants are listed. Instrumentation systems designed by Fluor Australia are used as case studies to illustrate the selection process. For established plants, conversion to direct digital can be advantageous, and case studies are given. However, replacement of existing systems requires justification based on a productivity improvement which will allow the control equipment to be paid for within a specific time period. World coal producers have been under constant pressure in recent years because of falling export prices arising from oversupply and the Asian slowdown. This has resulted in a dynamic market place, a sharpening of focus on bottom line costs and some rationalisation of participants. Productivity has increased dramatically as many inefficiencies, typical of the coal industry, have been eroded through workplace reform. This is true for the both open cut and underground sectors of the industry. At the same time, the technology of underground mining is undergoing dynamic change. Mine operators are implementing better exploration and planning tools and are also starting to make gains against chronically low equipment availability and utilisation. æStep-changeÆ improvements in output are imminent. As the statutory environment shifts to a æduty of careÆ regime, it is hoped that mine safety performance will improve, particularly with regard to fatalities. The focus of the paper is on the Australian coal sector, although references to international benchmarks are made. Despite environmental threats to the future of coal, it is concluded that the next ten years will see impressive performance results from underground coal mines which will assist coal to maintain its position as the preferred fuel of lowest cost.

This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand.The reform of New Zealand's minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Government's intention to review all the major laws governing New Zealand's resources. The Resource Management Bill is scheduled for introduction to the House in December 1989 and its date of enactment is scheduled for June 1990.

The middle-Devonian Dulladerry Volcanics is a complex of A-type, predominantly rhyolitic ignimbrites, lavas and breccias. They form a NNW trending belt some 90 km long and 10-20 km wide, east of Parkes, NSW. The volcanics are dominated by widespread ignimbrite units with minor basalts, sediments and rarer andesites. The volcanics were deposited in a sub-aerial, possibly continental rift setting and are similar in chemistry and age to the Eden - Comerong - Yalwal Volcanic Zone (EVZ) on the NSW south coast. The volcanics exhibit an unusual Atype chemistry (high Zr, Y, Nb, REE, Ga). This distinctive composition illustrates that the volcanics are not comagmatic with the adjacent Yeoval Granite Complex or Eugowra Granite, which show typical I-type fractionation trends. Epithermal gold veins occur in basalt and andesite in the Dulladerry Volcanics at Mt Aubrey (Hopf, 1992), near Baldry. Alteration also occurs in the Glen Isla and Red Hill areas, with epithermal sinter recognised at Glen Isla. Copper and minor gold mineralisation occurs at the contact of rhyolite and andesite at Reedy Creek, but is not of epithermal origin. The analogous EVZ also contains several epithermal gold fields and it is this style of mineralisation which provides the most prospective targets in the Dulladerry Volcanics. Although the Dulladerry Volcanics also contain high background levels of REE and metals such as Zn and Pb, the general lack of fractionation and water-undersaturated character of A-type magmas does not lend itself to the development of significant concentrations of these elements into a fluid phase and mineralisation. The prospectivity of A-type volcanics in general could not be regarded as high. AXTAT is a computerised system developed by the Western Australian Department of Minerals and Energy in conjunction with the local mining industry for recording and retrieving information about fatalities and work related injuries. Since its inception, the system has gained considerable recognition by consistently demonstrating its usefulness as a tool, not only to the Department, but for the entire industry nationwide. AXTAT has played an important role in the continuous improvement process in management of occupational health and safety in the Western Australian mining industry with gains in both human and financial terms, by regularly providing timely and accurate statistical feedback on fatalities and lost time injuries to industry.

Discounted cash flow (DCF) methods are well suited and recommended as a primary valuation method for mineral assets for which there are at least indicated resources and some form of feasibility study containing engineering, production and capital and operating cost data. DCF methods are also applicable as a secondary or check valuation method for exploration properties for which no technical study has been prepared. For projects where little or no engineering, production and/or cost data is available, the process of formulating a project concept by specialists who do not possess experience and expertise in the relevant technical faculties is totally rejected as a basis for applying DCF techniques as a primary valuation method. Such an approach runs counter to The Australasian Institute of Mining and Metallurgy (AusIMM) requirement to apply relevant expertise to specific aspects of mineral valuation. Technical and commercial inputs to mineral valuation should be reviewed by specialists who have specific expertise in the relevant disciplines, and should be tempered by the quantity and quality of technical evaluation which has been undertaken and the development status of the asset.

The maximum gas emission into underground workings can be predicted by the use of established methods which have world wide recognition. Changes in gas emission and the influence of the gas and geological environments during longwall mining at Pacific Colliery, were found.to be a typical. The relationship between longwall mining and gassy conditions is found to vary from the European experience because of the different mining and geological conditions encountered, and the higher productivity achieved, by single longwall panels in Australia.

Gold deportment and ore characterisation studies are key tools in gaining an appropriate understanding of complex gold ores for process development and optimisation. These studies have historically involved imprecise chemical methods with slow and costly optical microscopy for gold identification. The traditional approach requires highly skilled petrographers, is prone to human error, and is not scalable, reducing the usefulness in practical analysis. The proposed methodology utilises a decision tree and knowledge base in a staged approach to gold ore characterisation, building up progressively more detailed information about the sample mineralogy, gold deportment and key mineral properties, as the process is followed. Whilst the automated QEMSCAN« system is used for mineral and gold identification, interactive and focused data analyses are used to give more efficient and accurate results. This is complemented by smart sample preparation and chemical methods to enhance and validate the data, making the staged approach methodology reliable, scalable and therefore practical and economical.

This paper aims to provide the reader with an insight into the field of computer graphics and Virtual Reality (VR), and show how both have been applied to the general area of Free Steered Vehicle (FSV) operations underground. It first explains this developing computer technology and explains its advantages over existing CAD based solutions. This paper deals with the graphical applications and implications of building models within a computer's memory. It then continues to describe the problems with Free Steered Vehicle operations. The work already carried out in the field of VR is explained, and the production of a VR system addressing the problems with fitting cameras to aid the driver's field of view is detailed. Another possible use of VR is also explained - the concept of risk regions, demonstrating its uses in the examination of proposed operational methods. Examples of possible uses are given, and its potential advantages over existing methods discussed. A case study of a computer-generated video involved with the safety of operations of FSVs is also presented. This addresses the precautions that pedestrians should take to ensure safe working in areas where FSVs are operating. This paper then concludes with possible further applications for computer graphics and VR, and the on-going research into these two technologies.

Finding a balance between practical and acceptable groundwater management, and providing for the needs and impacts of mining developments remains a challenge. The changes that accompanied the recent implementation of water reforms have provided greater flexibility for the water manager and greater certainty for the resource user. However uncertainty associated with understanding of complex aquifer systems, balanced against providing for the needs of mining developments, the rights of existing water resource users and expectations of the broader community have not diminished the conflicting issues faced by water resource managers and resource developers. Licensing under the Water Act 2000 provides the regulatory link with the taking of water for water supply purposes or as a consequence of the mining activity. This paper outlines key elements of sustainable water resource management involving certainty of access to water and adaptive environmental management that are delivered through conditioning the water licences issued for the particular mining development. Implementation of this approach is illustrated through a case study involving the BHP Billiton Cannington Mine in North West Queensland.

Investigations into the flotation behaviour of single minerals, mineral mixtures and ores at the CSIRO Division of Mineral and Process Engineering have led to the development of sophisticated laboratory flotation testing equipment. Both routine and complicated flotation investigations can be conducted in a precise and reproducible manner using procedures and equipment that have been refined over many years of conducting careful batch flotation testwork. Several important advances in flotation research can be attributed to changes in testing procedure developed as a consequence of the availability of this equipment. The flotation cell and ancillary equipment is described and associated developments and techniques discussed.

The term "joint venture" lacks any precise legal definition but is typically used to denote a form of legal relationship which is neither a partnership nor a corporation. Nbst joint ventures are contractual relationships which provide for the sharing of mining leases and production facilities and for the sharing of costs, but which enable each joint venturer to carry on his own separate business. The rationale for such relationships is that each participant: retains independent taxation status may independently grant direct security over his interest in the project assets for financing purposes Bankers prefer to lend to incorporated joint ventures (i.e. corporations in which all of the joint venturers are shareholders) but will lend to individual joint venturers provided the joint venture agreement does not imperil their security; i.e. provided there is a "bankable" joint venture. The carpeting objectives of joint venturers and their bankers may be reconciled and unnecessary conflict avoided by the timely inclusion of appropriate provisions in the joint venture agreement before financing negotiations commence.

Pilot plant trials showed the effective ness of the submerged lance SIROSMELT technology for altering the composition of iron blast furnace slags as a preliminary step to produc- tion of formed materials. Mixtures of oil and air were injected into a bath of liquid slag to provide the heat required for melting the additives and to provide very turbulent conditions which resulted in complete dissol- ution of added fluorspar within one minute and almost complete dissolution of silica in two minutes. Sulphur lost during injection was readily made up by addition of pyrite or pyrrhotite. A stable foam could be readily made and broken down and the foamed slag appeared suitable for extrusion or forming into shapes.

A compound cylinder-cyclone system, fitted with a flow control valve between the cylinder and cyclone, has been used for coal slurry sizing experiments in the range approximately 100 to 300 micrometres. An important feature of the system is the ability to adjust the cut size of the separation over wide limits by adjustment of the flow control valve. Results have been compared with typical fine screening operations. Under roughly equivalent conditions the compound cyclone system can achieve better elimination of extreme fines, but is not as sharp as the screen for coarser size cut-off. Simulations of systems involving combinations of the cylinder-cyclone system with screens indicate that the advantages of both sizing devices can be combined to yield accurately sized products for fine coal cleaning, at much less cost than using screens alone.

Some samples from arc-type volcanic suites collected in northern New Zealand and southeastern Papua New Guinea show rare earth element (REE) and Y abundances which are enriched relative to the those typical of their respective associations. This enrichment appears to be the result of an alteration process which selectively mobilises the REE and re-precipitates them as REE-bearing minerals in veins and interstitial patches. The alteration is on a micron scale and is not detected in routine petrographic examination. The spectre of REE mobility in young apparently fresh rocks is important to igneous geochemists who use REE abundances to constrain petrogenetic models and may also be important because it indicates the operation of a natural REE enrichment process which could operate in the formation of economic REE deposits.
