This address is set deliberately in the broadest possible terms. A review of the place of mining in Australian life today will serve to point up the changes that we can see in the life of people in the industry. Some of the influences on the future welfare of mining people bear also on the progress of this Institute, now approaching its 90th year. As mining becomes more and more dependent on higher technology and therefore, on the higher skills of the people in the industry, the role of The Institute, I suggest, becomes more and more significant.With investment per employee in mining generally continuing to rise, our ability to handle problems of manpower and human relations becomes a matter of greater importance.Questions that flow from these general thoughts form the substance of what I have to say.

The presence of cyanide soluble copper in gold ores can give rise to serious operational and economical difficulties in CIP and CIL operations. Cyanide consumption can result in the ore being uneconomic to treat by conventional means. Loading of copper onto carbon can also have deleterious effects on gold recovery and subsequent stripping and bullion recovery. The recovery of gold from high copper ores has been previously reviewed by Muir, LaBrooy and Cao (1989). Work undertaken for Mt Gibson Gold Project by Australian Mining Advisors with the assistance of the Chemistry Centre (WA) resulted in the patenting of a process and subsequent construction of a plant at Mt Gibson to overcome some of the difficulties encountered with copper. This paper discusses some of the work which was undertaken during laboratory investigations prior to commissioning of the plant and some further considerations for the treatment of high copper gold ores.

North Stradbroke Island is a large sand mass offshore from south east Queensland. Dredging for mineral sands commenced there in 1956 and the rehabilitation discussed in this paper was commenced in 1967. The frontal dunes have a long history of instability, with little vegetation prior to mining. Re-establishment of the naturally stable contours is essential, and their rehab- ilitation is described. Vegetated high dunes present different problems requiring attention to regeneration of the native species. Methods developed over the past eight years are proving successful.,

It is argued, that plate convergence, i.e. subduction, at other than right angles under a continental margin may lead to compensa-tional transcurrent faulting in the sialic environment. In this pro-cess the introduction of ultrabasic slivers, derived from the down-going oceanic crusial plate, along this fault may occur. This regi-me, both compressive overall and tensional along the transcurrent fault, will contain numerous indications for ongoing igneous and tectonic processes (such as volcanism, hot springs and frequent earthquakes).Examples for this scenario are California, the hinge between the Alpine- and Appennine orogens and the island of Sumatra.Igneous manifestations of subduction will be present both as inter-mediate intrusions and/or andesitic piles. The intermediate volca-nics may be intensely altered (chloritic, propylitic, argillic). Silice-ous breccias and banded chalcedonic sinters may be commonly found. This entire scenario is indicative for epithermal gold mine-ralisation.

The advent and easy availability of fast and powerful digital computers has marked a transition from one era to another in the field of process control in many industries. Mineral processing is no exception. Aims, practices and problems associated with process control of mineral beneficiation plants in the 'old days' are compared with those available at present. Although basic processes remain generally the same, there have been simultaneous social and economic developments, which directly relate to the development and present value of process control. Lower head grades are now treated, plant capacities have increased, and a large proportion of future capital in the mineral industry will be associated with large capacity plant, treating still lower grades. Environmental considerations have pressurised moves to better control in some areas. With these changes, economic operating incentives have changed, and process control has, in many plants, become more critical. Finally, while computer technology has developed recently at a very rapid rate, developments in the fields of instrumentation, basic on-line measurement and sampling have in general lagged behind, limiting the progress possible in process control. The new South Australian Mining Act be came operative in July, 1972. It provides appropriate updated legislation covering pro- specting, exploration and development of mining properties. Anomalies inherent in earlier legislation which provided for the private ownership of minerals in certain areas have been overcome by the vesting of the property in. all minerals in the Crown. Appropriate transition- al and long term provisions protect the right of individuals thereby divested of their former property in minerals. In the matter of pro- specting for and quarrying of extractive minerals, the rights of landowners have been formally recognized, and the concept of rehab- ilitation of quarried areas has been introduced utilizing money provided from a royalty fund especially established for this purpose. Con- temporary company exploration practice is catered for under a new exploration tenement and at the same time the legislation makes provision for the interests of individual pro- spectors. Special provisions have been enacted to cope with the rapidly developing opal mining industry. A feature of the new Act is the introduction of legislation which recognizes enlightened contemporary thinking on the matter of environmental considerations. A short study showing how first dry fill and later hydraulic sand fill has allowed mining to continue immediately adjacent to worked out areas in a mine 75 years old. This paper is a case study of filling in an old mine where for 30 years filling was not important until ground troubles were experienced after a series of parallel shrink stopes were pulled empty., Dry fill was distributed from the surface via a system of passes and conveyor belts. With the stabilization of the ground it then became possible to continue mining beside and above the old stopes using totally sealed and decanted hydraulic sand fill. A brief description of the dry fill is given and then more technical details of the hydraulic fill. The necessity for a well trained and experienced hydraulic fill crew is discussed along with the problems of filling small stopes in broken ground.

Ion chromatography utilising an anion exchange column and UV detection has facilitated an improved understanding of sulfide mineral leaching in cyanide solutions. By analysing for sulfide, sulfite, thiocyanate, thiosulfate and metal cyanides it is possible to show that chalcocite dissolution is a non-oxidative process in which copper cyanide and sulfide ions are formed in solution. Further, the homogeneous oxidation of the sulfide ions by dissolved oxygen is slow, but catalysed by a surface of lead sulfide or pyrite. Polysulfides may also be formed as an intermediate oxidation product and these undergo further reaction to produce thiocyanate, thiosulfate and sulfite. The leaching of copper from a pyrite concentrate sample is shown to be rapid, and accompanied by significant iron dissolution; however, the iron is not believed to be from pyrite, pyrrhotite or chalcopyrite. The rate of iron leaching and cyanide consumption is reduced by maintaining low cyanide and high oxygen concentrations. Preoxidation or the addition of lead(II) ions does not reduce the iron dissolution from this pyrite concentrate.

At mines with low tonnes per vertical metre, like the Jundee Mine in Western Australia, operated by Newmont Asia Pacific, high development rates across multiple mining areas are critical to achieving the delivery outlined, or promised, in the annual business plan. The challenge is to deliver the short-term requirements while keeping in balance with the long-term strategic direction. Newmont Jundee has developed a system called æMine Planning by QuartersÆ that integrates the planning process with the business process in one end-to-end continuum. Short-, medium- and long-term schedules are reviewed and updated by applying four integrated subprocesses, which capture new information as it becomes available. The four subprocesses are: resource development planning û evaluating mineral resource,reserve development planning û preliminary design for new reserves,mine operating planning û final mine design for reserves, andmine production planning û detailed plans for stoping a proved reserve. Commercial mine planning software is used in these subprocesses to facilitate the flow of information into a central storage æhubÆ for uploading into the rolling business plan. A regular and consistent quarterly review helps to identify and qualify areas of business risk at an early stage, allowing time to plan for contingency and minimise the impact of the risk.

I am honoured to have been asked by Sir James Foots, the President of the Congress Organising Committee, to open this, the 13th Congress of the Council of Mining and Metallurgical Institutions. The theme you will be addressing over the next few days is "The Twenty First Century - Mining, for Mankind" - a theme that must be regarded as an enormous challenge for the entire minerals industry. Previous conferences, starting in 1924 in London and followed by two others in the United Kingdom, have also taken place in Canada (three), Southern Africa (three), Australasia (two), and Hong Kong (one), but this is the first to be held in Singapore.

A laminar-flow furnace was used to study the combustion of four flotation concentrates (chalcopyrite, pyrite, galena, and sphalerite) in air at temperatures up to 1400¦C. A special- Iv developed two-colour pyrometer was used to measure the temperature of individual chalco- pvrite and pyrite particles as they underwent combustion. Chalcopyrite and pyrite ignited with very high rates of reaction at air tempera- tures above 480 and 600¦C respectively, forming molten products. Galena and sphalerite required temperatures in excess of 700 and 1200¦ respect- ively to attain equivalent rates of reaction. The high rates of reaction for galena and spha- lerite were caused by vaporization. The Australian Mineral Industry has to compete on world markets, so its mineral research has to be aware of overseas developments, it must be of world class, and it must utilise as many ideas as possible in order to solve those problems that uniquely affect Australian minerals processing. North American mineral and resource research may be taken as a guide to world government, industrial, contract, and entrepreneurial research trends and ideas. Generally when equipment is chosen for solving a dewatering problem, the equipment is based on one of following physical methods: gravity (sedimentation, screens), vacuum (vacuum drum and disc filters, belt filters), pressure (filter presses, hyperbaric filters) and centrifugal forces (centrifuges). The choice of method and type of equipment depends, among other things, on the requirements on the maximum water content allowed in the filter cake and on the particle size distribution and the concentration of solids in the material to be dewatered. All the above-mentioned equipment has its benefits and drawbacks. The conventional vacuum filters of drum or disc type are of a simple construction with few parts to be replaced, but these filters produce a filter cake with a fairly high moisture content, and a dryer is required for additional drying. In most cases the use of pressure makes it possible to produce filter cakes with the desired moisture content but the equipment is of complicated construction, leading to high maintenance costs . In addition to this the consumption of compressed air is high. The capillary filtration to be described in this article is a dewatering method which combines the benefits of both the conventional vacuum disc filter and the filter press. The capillary filter produces low cake moistures with a machine of very simple construction similar to that of the vacuum disc filter.

EARLY HISTORYIt is 91 years since the epic discovery of gold at the eastern end of Kalgoorlie's main street appropriately named Hannan's Street after the prospector who found the first gold here on17 June, 1893.The Spirit that motivated the early prospectors in their search for gold in this thirsty sun-burned land, unmapped, uncompromising and difficult is characteristic of gold prospectors the world over. Conditions have changed since then substituting comparative comfort for previous austerity and privation, but the quest-ing spirit, the everlasting optimism, the perseverance in the face of frustration .and disappointment still exists.It exists with the prospector who more often than not is a company geologist; it exists with the shareholder enjoying through his investment a vicarious participation in this wonderful, exciting industry and not the least with those people who have chosen the goldmining industry as their career.

Someone once said "Leadership is the ability to inflict pain and get away with it." The same can be said about successful management of equipment suppliers. Improved performance will not be achieved without some pain, but it should be evenly spread between both parties. In practically all mining situations there is a great deal of scope for improving performance and reducing maintenance costs on an extremely wide range of plant, but it requires co-operative effort. Most mine maintenance engineers attribute the main problems to the equipment suppliers, unsuitable designs, lack of spares, untrained servicemen, lack of standardisation, poor maintenance manuals, and so on. Conversely the suppliers' engineers are usually convinced that problems with their product are exclusively due to poor maintenance management, after all they never have the same problem elsewhere. Of course both are correct to some degree. My aim in this paper is to explore the opportunities for substituting collaboration for confrontation between the engineers of the mining and supplying companies. I will also propose that contrary to common belief, the mines rather than the suppliers, should be taking the management initiative needed to achieve a closer and more effective relationship, Many would argue that this initiative should remain solely with the supplier; after

When I consider the theme you have chosen for your conference I am also somewhat daunted: "The Twenty First Century - Mining for Mankind". It is indeed dramatic, challenging. But what, I ask myself, can a mere KCMG say to all you professional fellows and doctors and academicians? It is not for me to stray on to the more esoteric areas that you will be covering, thereby running the risk of teaching my grandmother how to suck manganese nodules. On the other hand it seems to me that you deserve more than the courtesies, not to say banalities, that are sometimes - sadly, and unjustly - regarded as the stock in trade of diplomats.

The fluorite/oleate system has been studied extensively since the begin- nings of flotation research. The well-defined relatively simple crystal structure of fluorite and its ionic bonding make it a model system for study. Our understanding of fluorite/ oleate flotation chemistry continues to grow but as yet remains incomplete. Besides a review of our understanding of this system, recent findings are presented in this paper, and new research horizons are identified.

Incompetent ore and country rock have caused stability problems in longhole open stopes. Fully grouted pre-placed cablebolts have reduced these by preventing ground relax- ation and joint dilation to maintain a self supporting rock structure. Larger atope spans can now be opened with the same or smaller pillar. Mining methods are expected to become less dependent on original ground conditions. Effect of spacing, orientation and stress distribution along the cablebolt is not fully understood at this stage and requires more Observation.

Much has been written about leadership over the years. It is probably one of the most written about but least understood and defined concepts in business. Leadership and management are often confused and blurred, and inspirational words such as mentor, coach, motivator and the like, are often interspersed when describing a leader. There are a few things we do know about leadership:The only thing common to all leaders is that they are different.Leadership is not the sole domain of business; it applies to every aspect of human endeavour. We are all required to lead at times, and we all have it in our ability to lead. There is no set of predetermined competencies, which a leader must possess to be effective. Hence there is no course in the world that can teach you to become a leader. There is no such thing as the perfect leader. Leadership is a verb, not a title; you actually have to do it to be judged a leader. All leaders no matter how you define the term, must leave a legacy. Thus in the busy world we all live in, what are the lessons in leadership that we can all learn from, that will assist us all in our pursuit of leadership. The purpose of today is to put forward a framework for leadership that I have been researching and working on for many years. It is not the definitive framework, merely a framework. Out of today you will take your own collective thoughts, learnings, observations, experiences, education and training, and collective wisdom, and apply it to yourself.
