This , the 11th annual report of research and technologic work conducted by the Bureau of Mines on coal and coal products , is issued following the closing of the Bureau's war work on fuels and contains references to most of the published articles containing results of war investigations . The few remaining papers will be discussed in next year's report . The trend in coal research in the Bureau of Mines was discussed in Mechaniza- tion . This publication , covering the period from the close of armed con- flict to resumption of normal coal -research activities , includes a section never previously presented . There is included for the first time a discussion of the Bureau's activities in the Liquid Fuels and Lubricants and the Solid Fuels Subcommittees of the Technical Industrial Intelligence Committee . This report does not replace the more comprehensive ones prepared by individual authors and listed as footnote references in this publication . purpose is to bring to the reader a résume of the work for the fiscal year ended June 30 , 1946. The material presented herein is based largely upon publications , but the results of some research and testing, which would not otherwise be published in the near future, are presented in detail .

Several evaluations were made by Modified Rhyme Test (MRT) word lists transmitted through various simulations of the Trapped-Miner Communication System being developed by the U.S. Bureau of Mines. The tests were performed in a "single blind? situation so that the evaluators would not be biased by knowing the characteristics of the system being simulated. A computer program was developed to provide a simulation of the electrical aspects of the communication system and to provide an evaluation by calculation of the articulation index (AI). The study indicates that communication through the presently proposed system will be somewhat unreliable at depths as great as 300 metre even with the system operating at maximum effeciency.

1. The investigation shows that the Coal Creek has been the most productive, bed in Campbell County and contains the largest recoverable reserves of coal. The Pewee, Red Ash, and Jullico have been relatively productive beds and contain appreciable recoverable reserves of coal. The Blue Gem also has been productive in the past, but available information indicates that most of the remaining coal is Less than 28 inches thick. The Big Mary has relatively large reserves over 28 inches thick, but the coal is high in ash and sulfur. Thick partings in the Windrock bed have discouraged mining in that bed. The Poplar Creek and Rex beds generally are below drainage, and large areas have been excluded from the reserve estimate, Reserves in the Walnut Mountain bed will be difficult to mine due to the irregu¬lar thickness and lack of continuity of the bed. Estimated coal reserves are- small in the remaining five beds. 2. Known measured and indicated reserves of coal, based on a minimum bed thickness of 14 inches and on 1,800 short tons per acre-Foot of coal in place, are estimated to be 398 million tons as of January 1, 1953, o? this total, 267 million tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, these should be added to the total estimated reserves.

Owing to the growth of alloy steel production and its influence on tramp element levels when recycled, foundries have expressed concern regarding the quality of scrap used to prepare iron castings. Reliable and current information was unavailable on the amount of tramp elements contained in iron castings over time. Accordingly, the U.S. Bureau of Mines, in cooperation with the American Foundrymen's Society (AFS), analyzed cast iron samples from participating foundries throughout the United States on a quarterly basis to ascertain possible trends. Each sample was analyzed for 28 elements to determine if changes had occurred as a function of several input variables. This bulletin describes the research and presents analytical results and evaluations over a 5-3/4-year period from January 1981 to September 1986. Results show that iron casting compositions are changing with respect to a few tramp elements such as arsenic, cobalt, chromium, tin, and zinc over the period. Changes in charge compositions probably are responsible. Significant variations between zones also were observed with aluminum, arsenic, cobalt, chromium, copper, and manganese.

Zinc smelting is frequently termed a backward art. The term is hardly true, for great progress has been made in recent years in the design and in the thermal efficiency of the retort furnace, in the quality of retorts, in the recovery of zinc, and in the ability to treat more impure and complex ores. The fact remains, however, that the peculiar physical and chemical properties of zinc have delayed such immense advances-large smelting units, high recovery, low-unit costs, and ability to treat low-grade ores-as have been made in the metallurgy of lead and copper. In current retort-smelting practice, the ores, if carbonates, are calcined to remove carbon dioxide; or, if sulphides, are roasted to remove sulphur. The sulphur must be eliminated as completely as possible, usually to less than 1 per cent. This means that the roast must be continued for a long time at a high temperature, with resulting high cost and small capacity per furnace. The roasted ore is mixed with about 50 per cent of its weight of reducer, which may be fine coke, anthracite, or nonbituminous coal. This mixture is charged into horizontal fire-clay retorts. The retorts used in this country are about 8 inches in internal diameter by 4 feet in length and hold 50 or 60 pounds of ore. The diameter of the retort is limited by the time required for the heat to penetrate to the center of the charge; the length by the strength of the retort, which at the high temperature employed can not support the weight of the charge if the span is more than about 50 inches. The retorts are heated externally by coal, natural gas, or producer gas to a temperature of 1,200° C. or more. The zinc oxide is reduced to zinc, which is volatile at this temperature, and passes into a conical fire-clay condenser attached to one end of the retort, where it condenses to liquid zinc and is removed. Twenty-four hours are required for distillation, and because of the low heat conductivity of the retort walls and of the ore charge itself, the heat efficiency even of the most modern regenerative furnaces is only about 12 per cent. This report describes the design and implementation of UHF radio and closed-circuit television systems in the Black River room and pillar limestone mine near Butler, Pendleton County, Kentucky. Prior to designing the radio system, measurements of signal attenuation on 812 and 466 mHz were made in the slope tunnel and in the straight and level crosscuts in the mine. Two distributed antenna systems fed by two sets of base stations provide approximately 75o coverage of the mine. Passive reflectors are used for extending signals into intersecting crosscuts and two-way signal boosters will be used to extend signals to the perimeter and obstructed areas of the mine. Fourteen mine vehicles were equipped with mobile radios equipped with digital identification, alarm and status encoders. Fifteen portable transceivers also were used. Six closed-circuit television cameras provide surveillance of critical transfer points of the belt conveyor system, and the loading dock at the base of the slope and an ash disposal area in the mine. Two-way radio communication and closed-circuit television have saved considerable man. hours, increased production, reduced maintenance costs and enhanced safety. Innovative developments were the use of passive reflectors and two-way signal boosters for extending signals into intersecting crosscuts, development of lightweight signal margin measuring equipment, modifications of mobile digital encoders to automatically send status information from mine vehicles such as numbers of loads of ore delivered, hot engine, etc., and the use of CATV technology for multiplexing audio, digital and video signals onto coaxial cables from the surface to the mine.

Under compuision of the present urgency to implement the President's promise to make the United States the arsenal for the democracies there is a tendency to demand a relaxation of restrictions on hours of labor and to speed up all industrial processes. The pressure is the more insistent with growing realization of the importance of the time factor in the success- ful prosecution of the war effort and the lack of skilled workers due to (2) operation of the draft, lack of an apprentice system in industry, and loss of skill by workers unemployed for long periods during the depression. With "total" war such as it is today the probabilities are that everyone will be required to exert greater effort (in many instances in activities to which they are unaccustomed) for longer periods than ever before has been necessary. The question arises, "What will be the aftereffects as well as the immediate effects on health, safety, and efficiency?" A review of the literature leaves the impression that this question has not been an- swered completely, especially as regards the ultimate effects. Mechanization, speeding up of industrial processes, mass produc- tion, and the small industrial concerns present many problems to indus- trial medicine. Does the tendency to expect the worker to produce at full speed all the time he is on the job decrease the effectiveness of the shorter working hours and cause undue fatigue, loss of efficiency, and increased accident proneness? The answer is important as this condition is likely to be intensified by the exigencies of the present emergency. According to Viteles (1)3, The increased tension under such conditions of work appears to offset the savings in muscular force made pos- sible by the machine. The tension, the speed, the subject- tion to specialization of work and a rhythm uncontrolled by the individual promote fatigue, characterized by a "decrease in the power to work, a decrease in pleasure taken in work, and a decrease in the enjoyment of the hours spent away from work."' The crowding of workers in temporary structures without proper provision for comfort and health may add greatly to the general fatigue factors already present in many industrial establishments. In 1932 Lockhart (2) stated that the production and maintenance of a healthy, satisfied industrial population is the most urgent necessity, involving problems so serious as to constitute a national task too great economically to be relegated to industrial concerns. If this was true in 1932, it must be doubly so today.

The Bureau of Mines has devised and demonstrated a process for recovering Ni and Co from low-grade domestic laterites . The process consists of four mmaajjoorr steps : ( 1 ) reduction roast , ( 2 ) ammoniacal leach , ( 3 ) solvent extraction , and ( 4 ) electrowinning . Several solid - liquid separation steps are required that affect the economics of the overall process . In this study , two techniques for solid - liquid separation , centrifugation and thickening , were investigated . This report presents the results of ( 1 ) laboratory and pilot plant studies to determine parameters for sizing centrifuges and thickeners and ( 2 ) an economic study of the two techniques , based on the requirements of a commercial - size ( 5,000 - tpd ) laterite processing plant . Sizing and other equipment - related recommendations , based on data from the Bureau's studies , were obtained from commercial manufacturers . The costs of thickening and centrifugation , including all the unit operations affected , were determined by the Bureau's process evaluation group . The total operating costs for separation using the two techniques ( including depreciation on the capital cost of equipment ) were found to be quite close : $ 17.26 per ton of laterite for centrifugation and $ 18.15 per ton of laterite for thickening . For centrifugal separation , the greatest cost was found to be the initial capital cost for the separation equipment ; using thickeners , the greatest cost was for reagent recovery .

This Bureau of Mines manual is oriented to the technical needs of an investigation of fire or explosion accidents and includes various practical and theoretical information that is needed in analyzing accidents or evaluating conditions that might lead to an accident. It is applicable to accidents in the chemical, mining, transportation, and other fuel-related industries. Specific procedures for conducting an accident investigation are outlined, and various guidelines are given for developing the fire or explosion evidence. Ignitability, flammability, and physicochemical data are presented for over 500 combustible gases, liquids, and solids; empirical and theoretical expressions are also given for extrapolating the behavior of combustible-oxidant-diluent systems to various environmental conditions. In addition, various data pertinent to damage analysis are summarized to facilitate the task of the investigator in developing plausible accident scenarios.

The purpose of this program is to demonstrate the feasibility and practicality of noise control for secondary and tertiary crushers in surface non-coal mining plants and mills. It is a part of the broad Bureau of Mines program to reduce noise in mines to levels mandated in the Coal Mine Health and Safety Act. Utilizing the results of previous contractual research efforts in which noise levels of secondary crushers had been measured, two noise enclosures were designed and evaluated for the REXNORD Symons 7-ft diameter secondary and tertiary crushers installed at the Jackson County Iron Company, in Black River Falls, Wisconsin. The first enclosure had a circular shape following closely that of the crusher and was built up entirely of quick-release panels which can be handled by the crusher operator alone. The second enclosure was octogonal in shape and can be rapidly removed, partially or totally using an overhead crane. Both enclosures fully satisfy the noise reduction objectives and permit daily and long-term maintenance of the crushers. Cost analyses show the cost of the enclosure to be less than 10 per cent of the cost of the crusher, the cost of the octagonal enclosure being estimated at only 60 percent of that of the circular one, e. g. $15,000 against $25,000. It is concluded that the octagonal enclosure best meets the needs of the Jackson County Mining Company and it is recommended that an experimental enclosure be built at the earliest possible time, as proof-of-concept.

Educational campaigns conducted by the manufacturers of explosives, the Bureau of Mines, mining companies, and safety organizations have contributed greatly in reducing accidents caused by explosives arid blasting. Despite these campaigns and the dissemination of information, accidents from explosives and blasting continue to be the direct cause of scores of fatalities and hundreds of nonfatal accidents annually, not only in the mineral industry but essentially wherever explosives are used. The experience of many mining companies and other users of explosives has proved that accidents from explosives can be prevented or averted by the proper training of employees in the handling and using of explosives and by the enforcement of definite rules and instructions for their use. Unfortunately, throughout the years numerous false impressions and ideas have grown up and around the use of explosives. Many of these can be traced back to the manner in which the users of explosives were originally taught, if instructed at all; and as with many types of misinformation in nearly all walks of life, those false ideas are decidedly persistent and being so cause much damage. Many if not most of the users of explosives gained their knowledge of explosives and blasting by watching others and more or less "absorbing" the procedures and thrones of the other fellow, who acted unconsciously as teacher or instructor. A study of explosives accidents reveals the results of such "teachings" when the causes of the accidents are determined, and as might be expected the results very often are far from good. This Bureau of Mines publication reviews the structural characteristics of crystalline phases and phase equilibria data for the system NaC1-KC1-AlC13-NaF-KF-AlF3, which encompasses a large number of molten salt fluxes currently used in aluminum recycling. Its purpose is to provide guidelines for research into the relationships between molten salt compositions and their physical properties, notably vapor pressures, densities, surface tensions, and viscosities, knowledge of which is essential to maximizing fluxing efficiencies and metal recovery and minimizing hazardous emissions and disposal problems. In addition, this report describes experimental determinations of sub-solidus compatibility relationships in the system, which is of the quaternary reciprocal type, containing 12 different stable 4-phase assemblages in the solid state. The compatibility diagram serves to define the important compositional planes across which important changes in properties are likely to occur.

"A successful procedure for the recovery of a valuable product from weathered tank-bottom settlings has been developed in the laboratories of the Bureau of lines and used in a field pilot plant. These heavy emulsion settlings, generally regarded by the industry as waste material, have usually been drained into open pits or storage ponds and eventually destroyed.Laboratory examination of the waste material shows it to consist essentially of a ""water-in-oil"" emulsion containing a considerable volume of congealed ""paraffin."" This paraffin is mainly high-melting-point wax; known in the industry as microcrystalline wax, for which there is an increasing demand.Because of the physical properties of this wax, the tank-bottom settlings are not responsive to conventional methods used for demulsifying ordinary crude-oil emulsions.The work upon which this report is based was conducted by the Bureau of Mines in cooperation with -the Kansas State. Board of Health and with special cooperative agreements-with the Cities Service Oil Co, Bartlesville, Okla., and the Bareco Oil Co,. Barnsdall, Okla. The studies were made under the general supervision of R. A. Cattell, chief engineer, Petroleum and Natural-Gas Division, Bureau of Mines, Washington; D. C., and H. C.
