Nationalization is high on the policy agenda in South Africa. This paper considers the case for nationalizing the local mining sector from an evidence-based perspective, which is derived from theoretical considerations and related to the known features of the South African mining sector and economy. A strong case against nationalization emerges, which can be summarized as follows. The mining sector is competitive and therefore a poor candidate for public ownership. Furthermore, the resources sector does not dominate the South African economy nor does it create the risk of a decrease in the competitiveness of the industrial sector via the unintended adverse impact of an appreciating real exchange rate due to a commodity boom (Dutch Disease). Nationalizing the mining sector will cost the government more than it receives. This is not only a bad idea in itself, but it will limit the scope for distributive policies on the national budget. The contemporary international experience demonstrates the risks of fiscal imprudence. Finally, nationalizing the resources sector will undermine support for those very market-based institutions required to achieve a higher long-run growth trajectory.

Zimplats? operations currently consist of the Ngezi Platinum Mine, which is a 1.5 Mt/a open-cast and 0.7 Mt/a underground mine, and a Concentrator and Smelter to which ore is transported 80 km by road. The final converter matte product is transported to Impala Refining Services in South Africa for refining and marketing. The Zimplats Smelter operations consist of a concentrate filtration plant, a Drytech flash dryer, a modified Elkem / Hatch 13.5 MVA circular furnace, two 10? x 15? Peirce-Smith converters, and a matte granulation plant. The Zimplats smelter uses a three-field electrostatic precipitator, supplied by ELB-Brandt, for removal of particulates in the gas streams from both the converter and furnace. Construction of the smelter commenced in 1995, under the BHP / Delta Gold of Australia joint venture. The furnace was lined mid-1996, and smelting operations commenced in 1997. Due to design challenges, the Elkem furnace was modified by Hatch in 1998, and the smelter had not reached full capacity when operations were suspended in 1999. Re-commissioning took place in January 2002.

Nevertheless, a practitioner knows that there is a broader context in which the practice of sampling takes place. This broader context, being less well defined than the theory of correct sampling, receives correspondingly less exposure which this commentary??prompted by? Silicon metal as a commodity material is produced by carbothermic reduction of quartz in electric submerged arc furnaces, where CO2 forms as a by-product. Since 1997 the Norwegian Ferroalloy Producers Association have been engaged in research programmes aiming for reduced CO2-emissions associated with fossil carbon in their processes. One important issue has been to study how charcoal and wood chips perform compared to coal and coke in the silicon process. The ability of the carbon-rich reduction materials to react with SiO-gas is commonly assumed to be of large importance to the performance of the process. Based on laboratory experiments with different carbon materials, combined with estimation of parameters in a mathematical model of the reaction between carbon and SiO-gas, a foundation for a theoretical study of the performance of the carbon materials in a silicon furnace is established.

This paper highlights several management practices from the oil and gas industry to support the proposition that financial performance in the finite, non-renewable resource business relates more to upstream rather than downstream activities. Based on the analysis of nine oil and gas companies, this study supports a previous study involving fourteen mining companies that showed reserves growth is one of the main levers of value creation in mining. Interestingly, this study also finds that the oil and gas industry has been historically more profitable than mining. The reason, it is argued, is that oil and gas companies count on management practices that focus primarily on the upstream segments of the business, compared to the traditional downstream focus of mining. This paper delves into these ideas to conclude that what mining may need to improve its competitive advantage is a new organizational framework. Another conclusion is that the upstream management focus is vital not only for strategy formulation in the resource business, but also for policy formulation in economies based on the export of finite, non-renewable resources.

The Norwegian ferroalloy industry has high ambitions regarding environmental standards. Basic research work has been performed to improve the fundamental understanding of ferroalloy processes and the environ-mental aspects. This paper will present work dealing with the understanding of formation and control of NOx, PAH and dioxins. During this work various techniques and methods have been applied, such as comprehensive industrial measurements, laboratory experiments, model development and application of Computational Fluid Dynamics (CFD). The main goal has been to reduce the environmental impact of ferroalloy plants, by means of improving the combustion processes done by introducing new charging routines and optimized furnace operations, instead of installing expensive gas treatment systems. The Norwegian obligations in accordance with the Gothenburg protocol are to reduce the NOx emissions by 30%, compared with the 1990 level within 2010. Measures developed in this work have resulted in 40-60%reduction in NOx emission, and major reductions in PAH and dioxins for ferrosilicon and silicon metal plants. This has been achieved by introducing semi continuous charging and improved furnace operations. Semi continuous charging and optimized furnace operations are shown to reduce the blowing activity (i.e. emission of large quantity of SiO over the charge by direct channelling from the crater zone). It also reduces variation in off-gas temperature and dust production. To understand the processes and to achieve our results we have used online equipment, with fast sample rates and response times, to measure the off-gas compositions and temperatures. Most of the measuring techniques used are based upon optical principles making use of the absorption- and emission spectrum of the gases. In addition a new prototype instrument is developed for continuous measurement of off-gas characteristics, total dust amount and off-gas temperature. The presented work is a result of a long term co-operation research and development teamwork, between the industry and the research community, and has improved both the process and reduced the emissions. The work has introduced new process design and operation standards, and has resulted in ferroalloy production with better environmental standards.

"This article investigates the complex problem of a budgeting process for a large mining operation. Strict adherence to budget infers that financial results align with goals. In reality, the budget is not a predetermined entity but emerges as the sum of the enterprise’s operational plans. These are highly interdependent, being influenced by unforeseeable events and operational decision-making.Limitations of stochastic simulations, normally applied in the project environment but not in budgeting, are examined and a model enabling their application is proposed. A better understanding of budget failure in large mines emerges, showing that the budget should be viewed as a probability distribution rather than a single deterministic value.The strength of the model application lies with the combining of stochastic simulation, probability theory, financial budgeting, and practical scheduling to predict budget achievement, reflected as a probability distribution. The principal finding is the interpretation of the risk associated with, and constraints pertaining to, the budget.The model utilizes a four-dimensional (space and time) schedule, linking key drivers through activity-based costing to the budget. It offers a highly expressive account of deduction regarding fund application for budget achievement, emphasizing that ’it is better to be approximately right than precisely wrong’."

A number of impending and actual pit wall failures have been observed and documented which have been interpreted to initiate on newly generated structural features. This infers failure through intact rock. Failure mechanisms have been postulated resulting from circumferential stress, extensional strain and brittle flexure. These will be discussed in the context of the failures and the associated monitoring. The implications of failure initiating on ?unknown? features has a significant impact for deep open pit mines where designs are based on the expected structural regime. Being able to anticipate such failures is important for design. Equally important is management of such changes as they arise. In this context, monitoring using high resolution microseismic techniques will be discussed as a means of providing early warning of such failures.

Abrasivity and wear resistance are not intrinsic properties of materials, but rather parameters describing the interaction between the wear part and the material exerting the wearing action. Moreover, wear or, at least, that part of the wear which is due to the cumulative effect of minute scratches, is linked to the hardness disparity concept. Abrasivity, in this context, is a relative concept, pertaining to a metal-rock pair, rather than to a rock. Based on this assumption, a methodology has been developed and checked against actual cases, enabling description of the abrasiveness of a rock or the abrasion resistance of a metal through the ratio of comparable quantitative indicators. The paper describes the methods and provides examples of applications to practical cases (namely: rock cutting, excavation by means of tunnel boring machines (TBMs), rock crushing, and hydro-mill cutting).

Tunnelling under squeezing ground conditions poses significant challenges. There are fundamental differences in the choice of support for mining as opposed to civil engineering. This paper reviews ground support strategies that have been used to control large deformations in mining excavations based on field data from five different mines in Australia and Canada. Recommendations are made for improved ground control strategies in squeezing rock conditions.

Zincor experienced significant losses of metallic zinc to dross during the melting of zinc cathode plates. In this study five factors affecting the formation of dross are identified from literature. Dross from both the plant and that produced in the laboratory is characterized using XRD. An empirical model, based on laboratory-scale investigations, was developed to quantify the effect these factors on their own or in combination with each other has on the amount of zinc loss to dross. The predictive capability of the model is evaluated based on the laboratory-scale investigations. Predictions are made on the effects that heat treating the cathode plates prior to melting, increasing the cathode plate thickness, washing and drying prior to melting, and loading the furnace in a controlled manner have on the amount of zinc loss to dross. The latter half of the 20th century has seen the proliferation of a series of codes to address commodity needs which were brought about by rapidly advancing technologies and the globalization of markets and consumerism. This paper addresses the specific needs and the origin of this surge and presents these codes in the context in which they were developed. It also compares the main codes or groups of codes and elaborates upon their strengths and weaknesses. Three main categories of codes are identified, namely codes for reporting to international agencies, codes addressing government needs and, finally, codes for the investors and the stock market. Codes governed by international agencies usually relate to strategic commodities which have highly specialized fields of usage such as nuclear power generation where international cooperationis eventually the only viable approach for both the development of technologies and their applications. Codes for reporting to governments address the necessity of each state to exploit its mineral potential profitably and to secure the preservation of wealth for future generations. Reporting to investors is experiencing a considerable popularity as of late because of globalization in mining and the growing need for outside financing of mining projects, whose capital requirements are getting out of reach for the average mid-cap mining company. All these codes have advantages and shortcomings dictated by the specific circumstances under which they were developed, therefore necessitating the definition and implementation of some kind of international standard whereby investments and the spread of information across political boundaries would be facilitated. Though none of these codes might ever become international in the true sense of the word because of significantly different legislations at national level, a step that would greatly contribute to the cross-border disclosure of information would be the reciprocal recognition of competent persons by the major mining countries, including China and Russia. It is also becoming essential that financial institutions and investors be properly advised on mining projects by reporting reserves and resources in a transparent and responsible way with the relevant public disclosures being compiled by professionals who take full responsibility for their submissions. The Mineral Sector Development Project, sponsored by the World Bank, has been set up to revise the legal, regulatory and fiscal framework for the minerals industry in Tanzania, with a view to attracting mining companies and investors to the country and facilitating future minerals development. One component of this project, the Environmental Management Framework for the Mineral Sector, was awarded to Wardell Armstrong of the UK and ENV Consult of Tanzania. In developing a new framework of environmental regulations, emphasis was placed on developing realistic standards which reflect local conditions and prevailing values. The main corner-stones of this approach are; effective environmental impact assessment procedures; establishment of environmental management procedures; and monitoring and auditing of companies? performance. The favoured approach involves a three-tier framework, as follows: ?Framework environmental provisions within the new Mining Act; ?Regulations covering more detailed environmental requirements ?Guidelines and/or Codes of Practice, which may in future become regulations in their own right. Careful consideration has been given, in developing the framework, to the limited resources likely to be available for implementation to the Ministry of Energy and Minerals and this has influenced the approach that has been adopted. This paper outlines the main components of the environmental management framework and discusses some of the important issues raised by these proposals.

This paper explains the politics of mine nationalization in contemporary South Africa. Nationalization and privatization typically occur in the oil, mineral resources, and state utilities sectors, and they tend to follow one another in a long-term cyclical pattern. The paper explains why the current international environment has encouraged demands for nationalization and other forms of ?resource nationalism? in the South African minerals sector. It goes on to describe how the resurgence of resource nationalism has been influenced by internal factional politics in the African National Congress. It concludes that nationalization is unlikely to be the outcome of current policy deliberations within the ANC.

This study reviews the concept of squeezing (large time-dependent deformation) in rock and investigates the possibility of this phenomenon becoming more pronounced in the planned ultra-deep mines of the South African gold mining industry. Although squeezing behaviour is not commonly found at the current depths of the gold mining industry, it is observed at Hartebeestfontein Mine due to a combination of weak rock and high stresses. Calculations based on the average strength of the Witwatersrand quartzites and the competency factor used to identify squeezing conditions in civil engineering tunnels, indicate that there is an increased risk of squeezing behaviour in ultra-deep mines. This will adversely affect the profitability of these mines and highlights the need for further research into the time-dependent behaviour of rock. Finally, the current support strategies in squeezing conditions are reviewed.

Oxides of sulphur are corrosive and are produced when sulphur-containing fuels are burned. Sulphur dioxide (SO2) is a colourless gas with a characteristic, irritating, pungent odour. Exposure routes to the human body are mainly through inhalation and skin and/or eye contact. Symptoms of exposure to SO2 may include irritation of the eyes, nose, and throat; rhinorrhea (discharge of thin nasal mucous); choking; cough; and reflex bronchoconstriction. To protect employees against the ill health effects of SO2 exposure, they are often required to make use of respiratory protection whenever entering areas were the SO2 levels exceed the statutory limits. The use of respiratory protective equipment should always be a last resort and should be considered only after other control measures have failed to reduce occupational exposure levels to below the occupational exposure limit or whilst other control measures are being investigated or implemented. Whenever the use of respiratory protection equipment is considered, it should always be used as part of a comprehensive respiratory protection plan. It is also extremely important that all potentially exposed persons are adequately and comprehensively informed and trained.

Four mining alternatives for exploiting an ultra-deep orebody were assessed through a multidisciplinary evaluation process which involved: the generation of a 3D geological model; the design and scheduling of life-of-mine layouts; the analysis of anticipated ventilation and cooling conditions; the study of rock-related risks of mining in ultra-deep stress environments; the logistic implications of transporting men, rock and materials; and, lastly, the economic implications of each option. Once results from the integrated mine design assessment were available, mine planners were faced with an important problem to solve: how to identify the optimal mine design alternative when numerous assessment measures and multiple decision criteria needed to be considered simultaneously? To address this ‘multiple-attribute decision problem’ and arrive at the ‘optimal layout for ultra-depth’, a generic decision methodology that uses principles of ‘utility’ was applied. The methodology assumes that ‘single-value risk estimators’ do not account for the inherent variability of real conditions. Therefore, risk estimators were represented by statistical distributions of their incremental changes, where applicable. The stochastic variables, once defined, are used as inputs in the ‘utility’-based layout decision scheme. This ‘utility’-based decision methodology offers a framework for mine design decisions to be made objectively, when complex trade-offs between multiple risk domains need to be considered simultaneously. Due to increasing concerns of global rare earth element shortfalls in the near future, possible alternative sources of rare earth elements have recently become of economic interest. One such alternative is decanting acid mine water originating primarily from abandoned old mines in the Witwatersrand region of the Republic of South Africa. In this study, a novel way of rare earth element removal from the acid mine drainage was employed, making use of bentonite clay, which has very good adsorbent properties, as a rare earth element carrier material. The process can be economically viable only, if the elements can be selectively removed from the bentonite clay carrier material so as to yield reusable clay. Acid leaching was proposed to liberate the adsorbed rare earth elements from the bentonite clay. Accordingly, acid leaching experiments were performed to study the desorption of three commonly-found rare earth elements, namely neodymium, samarium, and dysprosium, from bentonite clay in the presence of sulphuric and hydrochloric acid. It was established that the three rare earth element species could be selectively removed as a group from iron, magnesium, and manganese metals through the careful manipulation of the pH. An investigation into the kinetic aspects of the rare earth element desorption process from the bentonite clay was also undertaken. The applicability of various kinetic models such as zero-order, pseudo first-order, pseudo second-order, elovich, parabolic diffusion, and power function were tested to describe the time-dependent desorption of rare earth elements from bentonite clay. It was determined that the pseudo second-order kinetic model represented the dissolution processes for neodymium, samarium, and dysprosium from bentonite clay the most accurately.
