INTRODUCTION The selection of the optimum coal preparation plant flowsheet is a vital part of the development of a new plant or the expansion of an existing facility. Selection of an inappropriate flowsheet or individual equipment items can result in costly production losses, or needless expenditures or redundant or oversized equipment. The accuracy of the flowsheet selection process is, like most decisions, heavily dependent upon the amount, reliability, and quality of the database. A flowsheet which is based on simple borehole information from an area that has experienced little or no previous mining activity must necessarily include significant allowances for uncertainties. However, a plant which is to be built at an existing mine with good information on run-of-mine (ROM) coal quality, as well as bulk washability data and accurate projections of future quality, can be optimized. The following chapter will describe the processes which should be followed to select the most appropriate flowsheet for each unique operation. They include: 1. Examining and adjusting the washability database to reflect the ROM feed. 2. An evaluation of clean coal specifications. 3. Selection of the level of washing required. This includes no washing, if the coal is already at the desired specification, all the way through to complex total washing circuits for metallurgical grade coals. 4. Selection of the appropriate circuit such as dense medium bath vs. Baum jig. The most appropriate circuit is generally determined on the basis of economics. An approach for performing the evaluation will be desired. 5. The steps that need to be followed to develop a balanced plant flowsheet. ADJUSTING WASHABILITY DATA It is not unusual to have as many as 10 to 20 sets of washability information available for a particular mining property. These may be a combination of core and bulk samples or all bulk samples. In the latter case, they may also be face and/or ROM samples. It is necessary to reduce all of this information to a single set of washability data that is representative of the mean feed to the proposed preparation plant. This set is used to compare the clean coal yield and quality characteristics of the various flowsheet options. The term "representative" has some serious negative connotations. It is recognized that ROM coal quality will vary throughout a mine. However, over a period of 250 to 350 days per year, certain trends can be established. If possible, this "representative" sample should be close to the coal quality of the mean daily sample in terms of raw ash and sulfur contents, clean coal yield, and clean coal ash and sulfur content. The three key parameters of mine fires are local airflow velocity, temperature and oxygen concentration. According to the theories of seepage in porous media, heat transfer and heat dispersion, mathematical models were constructed based on the three parameters. The models can be used for early prediction of mine fires and for estimation of the level of spontaneous combustion. Proper use of the models can assist in preventing and controlling mine fires. European coal mines are facing a very difficult situation. Despite a steadily increasing world energy consumption, the sales of European coal mines have been going down and production has to be adapted. The reason is the collapse of energy prices aided by the decreasing rate of U.S. $ to Deutschmark in the last few years. The problems are not due to the development of European mines themselves. Assured energy supplies are an important condition for the health of a nation's economy. Contribution of domestic energy production ensures some degree of independence from world market fluctuations as to supply volumes and price, and maintaining jobs and should be achieved within the framework of economic constellations. Governmental energy programs are planned towards meeting this end.

Extractive industry (mining and quarrying operations), as other industrial activities, is subject to environment protection laws, regulation and standards such as the Environmental Impact Assessment directive, Natura 2000, Habitats & Birds directive, Water Framework directive etc The European Commission (EC) is aim to strengthen the EU environmental legislation to improve the (environmental and human) safety of mining activities. The mineral processing and the management of the mining waste will be covered by the new amendment of the Seveso II Directive, by a Best Available Techniques reference document (BREF) describing the Best Available Techniques of mining waste management and a new directive on the mining waste management. At the same time initiatives as the environmental liability, the energy taxation for environmental reasons and the natural resources management policy, which will have a positive impact on the protection of the environment, will affect the extractive industry operation procedures.

Ion exchange resins may in the future displace activated carbon in gold plants where cyanidation is practiced. Recently patented technology based on interpenetrated polyurethane polymers shows that these new materials offer significantly improved loading kinetics over both activated carbon and commercially available ion exchange resins. These polymers are not restricted either in particle size or in density and therefore offer the gold industry the potential for a further technological advancement.

The MIT tunneling group has developed, over the past decade, a number of decision support tools for the geologist and engineer, planner and designer, owner and contractor involved in underground construction. These computer based tools can be used in the planning and exploration stage of a project, in predesign and design, in construction planning and during construction. Tasks as different as optimizing information collection during exploration and during construction, as selecting major design alternatives in predesign and modifying design during construction, as providing cost and time estimation and considering social and physical environmental constraints, can be handled. Output can be in the form desired by the user ranging from geologic profiles (cross sections) to management reports.

Screens serve several important functions in CIL and CIP processes for gold extraction. One important screen application known as interstage screening allows slurry to be continuously transfered through a series of CIL or CIP tanks while retaining activated carbon in the tank. In some cases, this has been accomplished by using airlifts to carry slurry containing activated carbon to an external screen which separates carbon as oversize and returns it to the tank by gravity. The undersize slurry advances to the subsequent tank. More recently this has been accomplished using launder screens and Kambalda type screens. These are essentially static screens that rely on air blasts or mechanical sweepers to clear carbon away from the screen surfaces.

Introduction Recognition of Coal Workers' Pneumoconiosis (CWP) as a major occupational disease has affected various aspects of the coal mining industry in the United States as well as in almost all major coal producing countries. Regulations related to the control of coal mine dust forced mine operators to modify their mining and ventilation practices. As the coal production record of the last 15 years shows, this had both direct and indirect impacts on the productivity and production costs. To identify the causes of CWP, many research efforts have been made through- out the world. Most of these studies were epidemiological in nature, attempting to pinpoint exposure and seam variables that affected the incidence of the disease. Other studies have been oriented toward the elemental and mineralogical composition of the coal dust in the mine atmosphere and in the miners' lungs. These studies indicate that there may exist some relationships between the characteristics of the coal mine dust and the prevalence of the disease. Some of the variables that are thought to affect the occurrence of CWP are the mass of the dust in the working place, the rank of the coal, the existence of certain trace elements, the free silica content of the coal, and the existence of other minerals in the respirable dust. A more complete description of these previous re- search studies has appeared elsewhere (Mutmansky and Lee, 1984). The behavior of particles in the human lung is known to be governed by their aerodynamic diameter, which is defined as the diameter of a hypothetical spherical particle with unit density that exhibits the same settling velocity as the given particle. Because of this fact, the aerodynamic size distribution of coal mine dust is one of the parameters to be determined along with the other physical, elemental, and mineralogical characteristics. The objective of this paper is to establish a strategy for providing coal mine respirable dust samples for characterization purposes using instruments that classify according to the aerodynamic diameter. INTRODUCTION The Advisory Conference on Tunneling held in Washington, D.C. in 1970 under the auspices of the organization for Economic Cooperation and Development (OECD) forecast that $54 billion would be expended by member countries on underground construction in the 1970s. Construction activity since the Conference indicates the forecast may have been conservative. Statistics in the report indicated a vast increase in tunneling projects for mass transit, hydro-electric development, railroad tunnels, sewer and sewage retention reservoirs and water tunnels. Development of equipment is required to meet the demands for high speed excavation and provide tunnel driving systems with maximum efficiency and capability to sustain high speed advance rates. BORING MACHINE CAPABILITY During the last decade, use of Tunnel Boring Machines (TBMs) has increased. Where ground conditions and limits of machine design criteria permit, circular tunnel sections are either the only section , or an alternate sections specified in the documents: a TBM is either required or is an acceptable alternate means of tunneling. Impervious zones in copper waste heaps create a problem in contacting the rock with leaching solutions. These zones are normally associated with compacted layers .formed on the surface of each lift by dump truck traffic and by disintegration of the rock exposed to atmospheric conditions. These layers are usually only a few feet in depth--but, nevertheless, act as barriers to vertical flow causing the leach solution to perch in the heap, Consequently, much of the rock remains untouched and the leach solution breaks out the side of the heap instead of continuing downward to bedrock. One solution to this problem is breaking the hard pans with explosive charges. However, to use explosives means adopting new explosive materials and methods. To use this process successfully requires finding answers to operating conditions inherent to waste heaps. Foremost among these are: (1) type and size of casing that can be used because of limitations brought about by drilling problems, caving and, corrosive conditions; (2) perforating the casing at required levels; (3) an explosive capable of being pumped; (4) obtaining detonation of the, main charges through, the wail of the casing; (5) an explosive with the ability to propagate through the voids of the rubble and one which is not affected by water, acidic solutions, or back pressure conditions from hydrostatic heads; (6) to heave and rupture the compacted zones without chambering or recompressing the waste material.

A method of monitoring production, information, i.e., raw tonnage and machine state, from each working section has been developed. The method is based on the sensing of electrical parameters in each section load center, and the reporting of this information through the existing mine-wide monitoring system. A decision-theoretic type of pattern classification technique has been used to define the machine states. The basis of the method is presented in this paper, along with a proposed hardware and software implementation scheme. Information issues central to the development and use of the proposed production monitoring system are also discussed.

Because of air pollution control regulations in the early 701s it became necessary to clean effluent gases from the Morenci Reduction Works Smelter. Feasibility studies indicated that this could be accomplished most efficiently by using the smelter gaseous effluent to feed a sulfuric acid plant. Complying with air pollution control regulations thus created the need to dispose of relatively large amounts of concentrated sulfuric acid. Typical Morenci ores contain substantial amounts of oxidized copper minerals which are not recoverable by flotation. In addition, there is low sulfide, high oxide material which can be leached, but is not suitable for flotation concentration. Early in 1971 sufficent data had been accumulated to show that a leaching plant for the Morenci tailings could use a large portion of the sulfuric acid produced by the Smelter. It was determined that for all practical purposes leaching of the available copper was complete in two hours or less. Capital expenditures could not be justified for more than two stages of counter current decantation for recovery of the leached copper, and the plant was designed with these criteria in mind.

The Coteau Properties Co.'s Freedom mine is a surface operation near Beulah, ND that produces more than 13.6 Mt/a (15 million stpy) of lignite. Coteau, a subsidiary of North American Coal Corp., ranks among the largest mines in North America. In 1994, Coteau ranked eighth in annual coal sales, becoming the largest mine outside the Powder River Basin of northeastern Wyoming. However, for the Freedom mine to stand alongside the Powder River Basin heavyweights, Coteau had to overcome several obstacles. These included a coal seam with three-quarters the heating value and overburden-to-coal ratios three times higher than Powder River Basin mines. Coteau's ability to compete has been built around a program of continuous improvements in productivity, cost efficiency and innovation.

During the last few years, significant advances continue to have been made in aspects of grouting technologies used for ground treatment in advance of tunnelling. In permeation grouting, fundamental researches have continued into improving the penetrability characteristics of cement-based grouts. The twin advantages of field regrinding normal grouts to reduce cement particle sizes, and incorporating special additives into stable grouts, are now being systematically exploited in major soft ground tunnelling projects in Europe. The methodologies of jet grouting continue to be developed with special attention being paid to qa/qc issues, reducing unit production costs, and improving predictive capabilities for subsequent settlements.

New compound classes previously unknown in flotation practice of non-sulphide ore beneficiation have been developed. The presented study results consider amine salts of alkyl sulphate and alkyl benzene sulphonic acid used as primary collectors, N-methyl amides of alkyl phosphoric acids - as auxiliary modifying collectors and pentaerythritole ethers of tall oil - as flotation accelerators. These reagents synthesized from accessible raw material are almost ready for commercial production. Efficiency of the new reagents for various non-sulphide ores has been demonstrated in a series of flotation tests.

Land use and access to land are limiting factors in economic development in the Western region of Ghana. Mining uses land during operations and then rehabilitates the land as part of ongoing operations and closure. Golden Star Resources Limited (GSR) aims to contribute to the sustainability of the local economy during its operations and then post-closure. Following a series of alternative livelihood initiatives, GSR reviewed the success of these programs and decided to focus on an oil palm project that uses out-growers to reach the local economy. The project started using small holdings that were individually managed. However, the ongoing effects were limited. Following a review of the options, the Golden Star Oil Palm Project was started using land committed to the pro-gram by the Bogoso Mine. The initial program covered 275 ha with over 40,000 trees with 300 people involved in the development. The Traditional Authorities have committed additional lands to the project to a planned total area of 18,000 ha.

The hemolytic activity of milligram-sized mineral dust samples from coal mines collected in personal dust samplers were measured by a modified Harington assay method which increases the sensitivity of the technique. Measurements were conducted on a large number of samples from different mines characterized for gravimetric quartz content and the relative bulk concentration of common contaminants (Al,Ca,Fe). The results of these measurements were compared to the hemolytic activity of pure quartz and of mineral samples obtained from roof-bolter dust boxes of two coal mines. No correlation could be established between hemolytic activity and the compositional variables tested. The results suggest that the distribution of minerals among individual particles and the surface characteristics of particles, rather than the bulk concentration, determine the hemolytic activity of respirable mine dusts.

The Muck Valley Hydroelectric Project in Northeastern California required construction of a 3.65 meter tunnel through 6,623 meters of mixed volcanic flow deposits within a critical time frame. As Engineer and Construction Manager for the Project, Morrison-Knudsen Engineers invited bids for both Drill and Blast as well as Tunnel Boring Machine methods, selecting a contractor proposing a TBM designed and built specifically for this project which could excavate a wide variety of materials and maintain acceptable progress rates to complete the work within schedule. Tunnel lining as required included shotcrete with metal fibers and full circle concrete.

A commercialized dry gravity concentrator is operating on an alluvial gold deposit in the Boludo Mining District, State of Sonora, Mexico. The technology base of the process is the Rotary Air Concentrator (a dry circular air jig) that recovers gold from the desert sand resource. An overview of the Mexican operation and the dry concentration technology is presented. Application of the dry technology to pretreat­ment of heap leach feeds and other heavy minerals is a pos­sibility.

As a followup to a USBM-sponsored research project, the authors utilized the knowledge-base structure and system concepts from a Sun Sparcstation-based worker-scheduling system of the mine-management support system to develop a PC-based application. The new software adopts the nested-window concept to facilitate data collection and modification on personnel, including their availability and work priorities during a shift. The system can optimally allocate manpower on a work shift and can delineate supervisory training responsibilities. The various components of the software, including enhancements made to the original system, are described in detail.
