A concentrate biooxidation process was successfully demon­strated in the field in a remote part of northwestern Mexico. A 275 tonne (300 st) biooxidation heap was constructed using GeoBiotics' proprietary GEOCOAT™ coated concentrate process. The pyrite/chalcopyrite/sphalerite concentrate was bioox­idized in the heap for 60 days. Cyanide leach recovery of the con­centrate increased from 68% gold recovery at a cyanide consump­tion of 1.6 kg NaCN/g Au (llO lbs/oz) in the as-received concen­trate, to 94% gold recovery at a cyanide consumption of 0.37 kg NaCN/g Au (27 lbs/oz) in the biooxidized concentrate. The heap was constructed at a rate of7 tonnes (7.5 st) concentrate per hour, using typical heap leach equipment and easily scalable methods. Heap operations demonstrated that energy dissipation in the humid summer environment was easily controlled by low pressure aeration and management of solution chemistry and application. Observations of the demonstration heap appear to support the presence of reflux of moisture within the biooxidation heap.

Mineral exploration consists of the acquisition of data and their interpretation to ascertain the presence or absence of uncertain events. In general, the amount of uncertainty decreases during exploration when targets become increasingly well defined. Decisions on further exploration and whether or not mining should be commenced are based on new information using both objective facts and subjective reasoning. Computers play an important role during all stages of exploration. Three recent books (References 1-3) on decision-making in exploration and mineral-resources evaluation provide additional background supplementing the papers in this volume and articles in scientific journals or other conference proceedings (e.g., References 4 and 5) dealing with the subject. Other new developments to be considered are that microcomputers are becoming increasingly important in the earth sciences (Reference 6), and so are applications of artificial intelligence (Reference 7). Microcomputer- based technology allows rapid communication between field parties and main office. Expert systems are becoming increasingly sophisticated aids for mineral exploration an can now contain objective rules based on statistical theory (Reference 8).

A geological and geophysical study was con-ducted at the area of Stylos, Hania in order to study the possible mechanisms of saltwater contamination. A new detailed geologic map in scale 1:5,000 was combined with the results of a time lapse geophysical survey using seismic and electrical methods. A fault system in the N-NE direction possibly favors the saltwater intrusion.

Introduction On June 20, 1986, the Occupational Safety and Health Administration (OSHA) published revised asbestos exposure standards for general industry and construction. The standards reflect OSHA's attempt to adequately control workplace exposures to minerals it considers carcinogenic - minerals capable of causing or contributing to cancer. These standards specifically identify asbestos as: chrysotile, an asbestiform serpentine mineral; and the amphibole minerals amosite, crocidolite, tremolite asbestos, actinolite asbestos, and anthophyllite asbestos. Each of these has a more common nonasbestos mineral analog that exists in nature in a crystalline, blocky shape rather than the hair-like or fibrous shape of asbestos. The mineralogical names for three of these nonasbestos minerals are unique: antigorite for chrysotile, cummingtonite-grunerite for amosite, and riebeckite for crocidolite. The other three nonasbestos analogs do not have unique mineralogical names. They are simply designated as actinolite, tremolite, and anthophyllite without the word asbestos following their names. The 1986 OSHA standards not only cover exposure to the six asbestos minerals, they also cover specifically the nonasbestos forms of actinolite, tremolite, and anthophyllite (AT&A). The new standards regulate these minerals exactly like asbestos (OSHA, 1986). The construction aggregate industry views this as a major problem because these nonasbestos minerals are common amphibole rock-forming minerals in the earth's crust. They exist in small quantities over large areas of the United States (Kuryvial et al., 1974). These minerals, unlike asbestos, are not mined for a specific commercial purpose. They are unavoidable components in much of the aggregate used for construction throughout the US. They are also common in the gangue material of metallic ores. There are areas of the US where amphibole-bearing bed¬rock is common. Not every rock mass in these areas contain amphiboles, however. It does mean, though, that amphiboles are physically compatible with many of the rocks in those areas. And given the correct geochemical conditions, they will be present primarily in the nonasbestiform variety. In addition, these amphiboles will probably exist in the natural drainage system, sand and gravel deposits, stream sediments, lake shores, valley basins, or ordinary beach sand within these areas. There has been little quantification of nonasbestiform AT&A in dusts and soils in the US. This is not surprising since these nonasbestiform minerals are not commercially valuable. However, an example of the pervasive nature of these minerals can be found in a 1981 Geological Society of America publication where about 0.7% tremolite-actinolite was found in the desert dust in and around Tempe, AZ (Pewe, 1981). Since OSHA standards treat these common nonasbestos minerals as carcinogens in the same way as asbestos, large natural areas in the US are implicitly being labeled as hazardous by OSHA. When a substance is identified as a carcinogen, another OSHA standard comes into play, the Hazard Communication standard. There are also right-to-know laws in 9 states that essentially duplicate this federal standard. These standards require that a product containing 0.1% or more of an OSHA-designated carcinogen be labeled as such (OSHA, 1983). This means that much of the stone and sand gravel products occurring naturally and mined in the US could be labeled a carcinogen when, in fact, they are not. The National Stone Association (NSA) and the domestic construction and mining industries believe that OSHA has seriously erred. The NSA has studied the health, mineralogical, technical, economic, and legal basis for OSHA's action. These studies concluded that there is no justification for the agency regulating nonasbestos minerals as if they were asbestos. Health issues The preamble to OSHA's 1986 asbestos standard states that evidence for asbestos-like health effects from exposure to nonasbestiform varieties of AT&A is inconclusive (OSHA, 1986). The fact is, not only are the data inconclusive, they are nonexistent. During 1986-1987, NSA's occupational health and epidemiology consultant, Environmental Health Associates (EHA), reviewed all available health studies related to AT&A. EHA found evidence that malignancies in both experimental animals and humans are associated with the asbestos forms of these minerals. No experimental or epidemiological evidence was found that indicated such pathogenic effects occur from exposure to nonasbestiform varieties of these minerals. There are relatively few scientific studies of the health effects of exposure to nonasbestiform varieties of AT&A. A variety of domestic bauxites have been beneficiated to meet refractory grade standards by use of high intensity, high gradient, wet magnetic separation. Besides reducing the iron content to less than 2%, the Ti02 content of the bauxite was also reduced. The beneficiation can be accomplished by means of a simplified wet process flow sheet with an estimated cost comparable to that of water washed, filler grade kaolin. The process has been carried out on a small pilot plant and then scaled to produce 25 tonnes of calcined refractory bauxite meeting National Stockpile Specifications.

Introduction The feeding to zero concept involves feeding 600 µm x 0 (28 mesh x 0) size raw coal to heavy media (magnetite) cyclones along with the +600 µm (+28 mesh) size coal. Traditional circuits employ desliming or removing the 600 µm x 0 (28 mesh x 0) size fraction and feeding the cyclones +600 µm (+28 mesh) size coal. The feeding to zero concept recirculates 600 µm x 0 (28 mesh x 0) fines in the circuit. At the same time, a portion of the fine material is continuously withdrawn and recovered. This, in turn, prevents a fines buildup. This concept eliminates desliming screens and secondary fines circuitry for recovery of 600 x 150 µm (28 mesh x 100 mesh) coal. The result is a very simple circuit. Feeding to zero at Island Creek Island Creek Corp. was the first involved with the new concept in 1976. The company needed a temporary plant for the 9.5 mm x 0 (0.4 in. x 0) raw coal at its Pond Fork mine, near Madison, WV, while a full-scale plant was being designed and built. At that time, the Childress Corp., of Beckley, WV, became interested in the feeding to zero concept. Island Creek awarded a contract to Childress to build a single cyclone modular plant, incorporating this feeding to zero concept. The plant was erected in three months. The Pond Fork modular plant proved successful in attaining the desired feed rate of about 63.5 t/h (70 stph), while maintaining good separating efficiencies and low magnetite consumption rates. The 9.5 mm x 150 µm (0.4 in. x 100 mesh) clean coal was recovered and the 150 µm x 0 (100 mesh x 0) size was disposed of to waste. The full-scale plant was completed about two years later and the Pond Fork modular plant was moved to Holden, WV. There, it was incorporated into the Holden 29 preparation plant as a separate circuit for cleaning -25 mm (-1 in.) coal. In 1976, a similar plant was installed in Virginia by another company. These two plants are believed to be the first two operational plants in the United States incorporating the feeding to zero concept. Island Creek subsequently contracted with Childress for an identical plant at the Coal Mountain operation in West Virginia. The plant operated for three years before the mine was closed. The unit was then moved to the Spurlock mine near Martin, KY where it continues to operate. The successful operation of the Pond Fork and Coal Mountain plants before and after relocation proved both the performance and moveability of this type of circuit when constructed in a modular fashion. Since the first two plants were built, Island Creek has incorporated the feeding to zero circuit in nine additional plants. A grand total of 33 cyclones have been installed using this concept. One is the Providence mine, near Providence. Providence preparation plant Island Creek contracted with J.O. Lively Corp. of Glen White, WV in July 1978 for the construction of the Providence preparation plant. The plant began operation in February 1979. The construction period was about halved by building the plant with modular design concepts. Prefabricated sections, floors, and sides were brought in as units and then bolted in place. The Providence plant has a good track record of processing coal at a feed rate of 454 kt/h (500 stph). Feed coal to the plant has an average ash content of about 18% and sulfur content of about 4.5%. It contains about 22% refuse. The coal product has an average ash content of about 8% and sulfur content is about 3%. Raw West Kentucky No. 9 seam coal is conveyed from a box cut in the Providence mine to a rotary breaker. The breaker is fitted with 74 mm-diam (3 in.-diam) opening breaker plates. The effects of eight independent variables on froth flotation product yield, ash content, and coal recovery were studied using laboratory batch flotation of 0.6 am x 0 coal. The eight flotation variables investigated were air feed rate, pre-dispersion of collector oil, impeller speed, product collection time, initial solids concentration, collector conditioning time, frother (methyl isobutyl carbinol) concentration, and collector (No. 2 fuel oil) dosage. The two-level Plackett-Burman screening design and the three-level Box-Behnken design were used. Within the ranges studied, air feed rate had no effect on product yield. Pre-dispersion of collector oil, impeller speed, product collection time, initial solids concentration, and collector conditioning time showed only minor effects on the product yield and quality. Frother concentration (mg/L) in the process water and collector oil dosage (g/kg) were shown to be the dominant independent variables in coal froth flotation. Flotation experiments that vary initial solids concentration at constant frother dosage (g/kg) confound the effects of frother concentration (mg/L) and solids concentration. The dominating effects of frother concentration and oil dosage on coal recovery and froth product ash content are illustrated with three-dimensional plots. The relationship between froth product ash and coal recovery is also clearly illustrated by the flotation data.

Introduction The purpose of this paper is to present a procedure used by the authors for evaluating and designing soil liner systems. This method is particularly valuable in evaluating various treatment schemes for chemically amended soil liners. A tabulation of laboratory test results on various soil types are presented to quantify the effectiveness of certain treatments. A typical liner design program includes developing and proving soil borrow sources, designing the cross-section of the liner system, developing construction specifications, and providing construction services to ensure the intended product is achieved. Material Source Development The first step in designing a soil liner is to identify and evaluate suitable borrow sources within an economical haulage range. This is best done in a two step approach: a reconnaissance level investigation to identify target areas and a detailed evaluation of those targets. Reconnaissance: The goal of the preliminary investigation is to locate potential borrow sources for liner quality soils. This includes all natural materials which can be compacted, chemically treated, or otherwise amended to yield an installed permeability at or below some target value. This requires utilization of all available data sources: Soil Conservation Service, BLM, aerial photos, USGS geologic maps, and project geologist records. The goal at this stage is to locate shallow deposits of favorable soil types. The Unified Soil Classification System provides an excellent first pass grouping. Clays, clayey sands and silts are the most favorable soil types, although silty sands and occasionally clayey gravels can make excellent liners, and are often amenable to chemical modification. The lowest permeabilities are generally achieved with CH, CL and MH soils. Once preliminary targets have been identified using visual examination, laboratory classification tests should be performed to further refine the selection. Testing at this stage should include gradation, plasticity and hydrometer analyses. Additionally, "preg-rob" testing should be done as early as practical. Preg-rob is a phenomenon where gold or silver ions in solution associate with the clay, or other, minerals. When this occurs, a portion of the gold or silver leached from the ore is actually tied-up by the clay and thus a reduces recovery. Testing for this consists of agitating a small sample of the soil in a solution containing dissolved gold or silver, preferably of similar chemical make-up as the solution which will contact the actual liner. The solution and soil are assayed before and after agitation to determine loss to the clay. A reliable estimate of the hydraulic conductivity, commonly referred to as permeability, can be developed from the D10 value by the use of Hezen's formula: K = 100 (D1012 This relationship is limited to soils where the finer particles do not move due to the force of flowing water (i.e.: "hydrodynamic stabilitym)(1). Additionally, the effect of platty particles on permeability is not as predictable as the effect of equidimensional particles. D10 is the sieve opening size at which 10% of the material is finer. Plasticity is also important from several standpoints. Constructability is directly related to plasticity. Very plastic clays and non-plastic silts both tend to be difficult soils, while medium plastic clays and clayey sands are generally very desirable. Post construction performance is also related to plasticity (e.g. swelling, shrinkage cracking, frost heave, etc.). Additionally, low plasticity silts and silty sands generally do not respond well to chemical amendment. Source Development: The result of the reconnaissance evaluation should be an estimate of the relative probability of developing a suitable borrow source within an economical haul distance. Of course, "economical distance" depends on the degree of handling and treatment the borrow material requires, as well as the cost of synthetic alternatives. The purpose of the detailed investigation is to prove out quantity and quality of material sources, and determine design parameters such as degree of compaction, mixing, treatment and thickness of liner. The emphasis of the testing program should be permeability and strength. Strength becomes increasingly important as the slope of the liner and the height of the heap increase. Almost all persons connected with mining industry have had an exasperating experience like the following: 'On a cold and frosty morning in mid-January, you find yourself quite happy with the world. Production is up and the mine has been running smoothly. All at once the radio cracks up your tranquility -- 'so and so' piece of equip¬ment has broken its 'whatzit'. Now the iron is in the fire, and things have to be fixed quick.!' This can be a major failure which will bring the whole operation to a grinding halt or just one of the numerous maintenance headaches on an auxiliary piece of equipment. After one has experienced a major or minor catastrophe, he has to wonder whether some other methods with respect to design and maintenance would help prevent these unexpected calamities. The objective of this paper is to gain an insight into the charac¬teristics of steel at cold temperatures so that better decisions can be made with respect to maintenance and repair of mining equipment. Most machinery and their structures are exposed to cold temperatures. Even in locations as far south as Alabama and Arizona, brief periods of cold in winter months can adversely affect the ability of mach¬ines to do their work. To understand the background of cold temperature brittle fracture, jet us examine its basic elements. First, when steel gets cold, it gets brittle. This is best described by Figure 1. Effluents discharged from gold mills, and more recently from heap leaching operations, pose significant hazards to the environment if not properly managed prior to discharge. This paper describes the nature of wastewaters which must be treated, the treatment processes being applied in Canada and the capabilities of these methods in removing cyanide and metals. As a result of past practice the most common method of reducing cyanide in gold mill effluents remains that of natural degradation in tailings ponds. This method has proven capable of producing high quality effluents where large ponds and sufficiently long water retention times can be provided, but at many mines this has not been the case. Since 1981, as a result of these limitations there has been a strong move in Canada to chemically-based effluent treatment plants, particularly as additional processes became available. Canadian gold mills have become leaders in the use of chemical processes to remove cyanide, in terms of the variety of such processes in operation (five in total), the number of plant installations and the number of processes developed in this country. The hydrogen peroxide and Inco SO2-air processes, in that order, are being applied most widely. Alkaline chlorination, the initial process to be used fairly extensively has been almost totally replaced by the two methods mentioned above. When tunnel boring machines were first developed, the J. F. Shea Company elected not to use them until some of the bugs were worked out. When we did take the plunge, we learned a great many lessons in tunneling; amongst others, that tunneling with a TBM is more an art than a science. One of the most important factors that contributes to a successful TBM tunnel is the geology. A machine can be designed to handle almost any type of ground; however, if the ground is not uniform, compromises in design must be made to enable the machine to handle the various ground conditions. Even when the geologic formations are well defined, it is still impossible to predict how the formations will react when it is penetrated by a tunnel. This is where the design and performance of a tunnel boring machine runs into trouble. When the reactions are adverse, the contractor is left with three alternatives; park or pull the machine and drive conventional, fight through the formation with no changes, or modify the machine. We have made all three of these choices. The first, on the Tonner Tunnel in Southern California, we encountered an extremely tough sandstone where progress was measured in inches per day. Ultimately, we pulled the machine and drove conventional tunnel. The second, on the Vat Tunnel in Central Utah, another element was added to the geology - water, which we encountered in excess of 1,000 gpm at the heading. It was impossible to adapt the machine to handle this much water, so we have been carrying out a program of grouting ahead of the machine and then driving tunnel with the tunnel boring machine.

In 1974- COGEMA (Compagnie Generale des Matieres Nucleaires) of France decided to exploit a uranium deposit discovered several years ago in a Permian formation of Southern France, near the town of Lodeve (Herault). The uranium occurs in black shales with high calcium carbonate content (7-10% CO2) and it was then necessary to use alkaline leaching. A fine grind (60-65% minue 270 mesh) was also necessary to obtain good' uranium recovery. A minimum of fresh water must be added to the alkaline system due to solution recycling. Filtration must be used because cake-washing requires less fresh water than countercurrent decantation.

A research project supported by the Minnesota Department of Natural Resources and the Iron Ore Cooperative Research Committee was undertaken to reduce the dissolution of fluoride into process water during taconite processing. Leach tests were conducted using rod mill feed samples and water containing varying concentrations of calcium and sodium. Laboratory liberation grinds were performed to evaluate fluoride rejection during grinding and magnetic separation. Tube furnace tests were conducted to evaluate fluoride volatilization during pellet induration. The results indicate that fluoride concentration of process water is a function of both calcium and sodium concentration in process water. It appears that less than 1 percent of the fluoride present in rod mill feed will dissolve in process water during grinding. More than 90 percent of the fluoride present in rod mill feed is rejected with tailings during size reduction and magnetic separation. The furnace tests demonstrate that bentonite and fluxstone (calcite and dolomite) addition to taconite concentrate during pellet production increases the amount of fluoride that volatilizes during induration. Lime hydrate addition to pellets decreases the amount of fluoride that volatilizes during pellet induration. During acid pellet production approximately three times more fluoride enters the water during induration-off-gas scrubbing than during grinding. When fluxed pellets are produced three to eight times more fluoride enters the water during off-gas scrubbing than during taconite grinding.

INTRODUCTION Drift design problems in caving operations are a re¬sult of the geologic factors contributing to the overall success of the system, of the engineering factors dictated by economic and technical considerations, and of ore production practices. Combining these factors, a rational underground sup¬port system of rock reinforcement, light steel channel section or welded wire fabric, and shotcrete can be de¬signed based on rock fracturing, rock load, abutment loadings, ground movement, expected repair and desired flexibility. The design concept uses the effect achieved by restraining, reinforcing, and maintaining some of the intrinsic strength of the fractured rock mass composed of interlocked blocks of intact rock and rock fractures. Three different examples of drift support design in hypo¬thetical mines using the caving system are given. Caving is a system of underground mining where ore is extracted by means of gravity after the ore body is allowed to fail by removing support from underneath. The rock mass of the ore body fractures and flows ver¬tically downward to let gravity do as much work as pos¬sible. Caving differs from many other mining systems in that blasting is used only to initiate the rock mass failure by removing the rock supporting the ore but not to break the ore itself. The initial movement of the rock mass dur¬ing failure and the consequent crushing and grinding during the continued movement serve to reduce the ore to particles of a manageable size, with only limited sec¬ondary blasting necessary. The broken ore is extracted from the bottom of the failed rock mass through funnels of some sort pre-excavated in the rock. Ore extraction must continue or the swell of the broken rock will even¬tually fill the cavity and stop further rock mass failure and movement. The excellent general discussion on block caving in the SME Mining Engineering Handbook (Julin and Tobie, 1973) adequately covers the principles and application of this type of underground mining. Many rock mechanics aspects of block caving have been covered by others (McMahon and Kendrick, 1969; Swaisgood, et al., 1972; Mahtab and Dixon, 1975; King, 1946) and will not be reviewed further. Maintaining the stability of production drifts is one of the most troublesome problems plaguing the mine manager in a caving operation. Many factors contrib¬ute to drift support problems, and identifying the causes of instability and producing a reasonable support design are two steps toward achieving stability consistent with the mine plan. This chapter sets forth a technique for the design of support systems for production drifts in caving opera¬tions. The basic support system elements employed are rock reinforcement, welded wire fabric, and shotcrete. Recognized as contributing to the design are the factors of rock load, additional load from mining activity, rock fracture characteristics, repair expected, and flexibility. It must be emphasized that the drift must first be stabilized as for a tunnel, and the additional strengthen¬ing for mining-induced loads cannot contribute to the initial premining stabilization, or the reserve of strength is used up. MINE PLANNING The efficient mine planning engineer not only must satisfy the economic, human, and environmental aspects of his task but must also consider the mechanical con¬sequences of his plan. The problems created for the mine by placing parallel drifts too close, by crossing drifts on different levels with inadequate, if any, separa¬tion, and by installing connections and crossovers in the haulage plan without regard for the effective spans cre¬ated, are only a few of the problems a mine planning engineer can create for himself and the mine. The effect on immediately adjacent mine areas when an area is caved is important to drift design because the removal of vertical support from a rock mass causes the weight of that rock mass to be shifted elsewhere. The adjacent rock mass will carry this load and reach a new equilibrium with the applied stress. The advancing front of stress increase that results from caving (and many other mining systems) is generally called the abutment load and is the increase in stress over the gravity or tec¬tonic stress that already exists, as shown in Fig. 1. In general, the abutment load will be similar in nature to the stress change found around an opening in rock and will be taken as causing an increase in the vertical prin¬cipal stress, due to an approaching caving boundary, so that

The Bureau of Mines investigated the removal of two toxic/heavy metals (cadmium (Cd) and lead (Pb)) from brass foundry wastewater. Polymers, copolymers, guars, and gums were used in conjunction with calcium hydroxide (Ca(OH)2) and magnesium oxide (MgO) to remove the metals from solution. Several polymers were successful in removing Cd and Pb from the wastewater. The concentrations of Cd and Pb were lowered from 19 to 0.01 ppm and from 20 to less than 0.01 ppm, respectively. The methods investigated could easily be adapted to many existing wastewater treatment facilities and/or be used independently.

Thermodynamic solubility of chromium in pickling solutions (i.e., HF- HN03-H2O solutions) was determined as a function of HF and HNO3 acid concentrations at 298K. Pure Cr, AISI type 316 and 416 stainless steel were used in this study. The results showed that the solubility of Cr increased with increase in the concentrations of HF and HNO3 acids in solutions. The solubility of Cr increased in the order of pure Cr > 416 SS > 316 SS. The theoretically calculated Cr solubility data were in reasonable agreement with the experimental data.

A study was undertaken to determine the effects of five industrial frothers on the relationship between entrainment recovery and water recovery. The experiments were conducted using a Batequip rectangular 60L steel flotation cell that was run in parallel with the first cell in a copper/silver prefloat rougher circuit. The concentration of the frothers ranged from 2.5 to 8.4 g/t. The experiments were repeated at three different froth depths. A power function was found to fit this relationship with no discontinuity in the relationship caused by the changes in frother type and concentration and froth depth.

Discussion by Stephen Semeniuk Discussion As a valuator and SME member, I view Ross D. Lawrence's position as based on unproven and faulty assumptions made with regard to the pragmatic evidence presented in his paper. Moreover, his call for the inclusion of all mineral resources in discounted cash flow valuations is redundant, if not irrelevant, as there are procedures that already take all classes of mineralization into consideration for valuation purposes. In my experience as a valuator, I find that Canadian securities regulators are more than accommodating in allowing any valuations of mineral properties to be based on cash flow calculations. In other business areas, the same regulators usually reject discounted cash flow valuations of projects or businesses with no operating history. Instead, the regulators prefer valuations to be based on other transactions tested in the marketplace. Valuations based on actual market transactions are less subjective than discounted cash flow calculations and/or the capitalization of arbitrary, untested or undemonstrated earnings projections. In the mining and minerals sector, such projections may be made by persons not qualified to make such projections. In support of this statement, I direct readers to the article "Valuation of mineral properties which do not contain exploitable reserves" by Lionel C. Kilburn, which appeared in the August 1990 issue of the CIM Bulletin. To quote from the article: "Value of a mineral property depends basically upon metal prices, recoverable grades, mining and metallurgical practices, commodity supply and demand, and political-economic conditions, all of which vary with time. Five fields of expertise influence the value of a mineral property: •geological engineering, •commodity markets, •financial markets, •stock markets and •mineral property markets. The skills of geologists and engineers properly apply to the first field of expertise. Knowledge and consideration of the other four fields is important, but such advice is more properly sought from marketing experts, economists and stockbrokers." Securities regulators have created no hardship for valuators by excluding unsubstantiated resources in discounted cash flow valuations. In the field of engineering, best design practices apply. A margin of safety is built into the design criteria for any new equipment or structure that will exceed normally expected load levels and stresses, even though such considerations imply higher front end costs. In accounting, the comparable operating principle is conservatism. It explains why, for balancesheet presentation purposes, inventory is stated at cost or market, whichever is the lowest value. Similarly, when the engineering or geoscience-based valuator plays in the field of finance, the rules of accounting and applied economics apply. Regulators in their skepticism of income-based valuations are in tune with similar views already expressed in mining literature. To quote H. Van Tingley, in Mining Magazine, July 1996: "... the DCF method has inherent dangers when applied to undeveloped resources. Firstly, it presents an often-undeserved aura of accuracy. "The East Side Access (ESA) CM005 Contract - Manhattan South Structures - consists of the installation of the waterproofing and final concrete lining for railroad tunnels, 3-Level Wye track turnout structures, segments of the Main Cavern Station, and a series of Ventilation Structures excavated beneath the existing Metro North Railroad (MNR) Grand Central Terminal. Several key team decisions made collectively by the Construction Manager (CM), Designer, and the Contractor has allowed the scheduled construction duration of 29 months to be maintained. These strategies include the use of alternate design and construction methods, including the use of pneumatically applied concrete lining and precast lining. This paper discusses these strategies, and illustrates how successful teamwork and cooperation during the execution of a large-scale construction project can lead to lowering costs, improving quality, and maintaining the overall project schedule. INTRODUCTION The East Side Access Project The Long Island Railroad (LIRR) currently transports commuters from Long Island into Manhattan, terminating at the already over congested Penn Station on the west side of Manhattan. Once completed, the ESA Project will provide LIRR commuters direct access to the east side of Manhattan underneath Grand Central Terminal. The ESA Project will help alleviate the congestion at Penn Station, which currently accommodate the NJ Transit, Amtrak, and LIRR lines; reduce travel time for LIRR passengers traveling to the east side of Manhattan and facilitate connections to the NYCT Subway System and Metro North Rail Road. The ESA Project includes building new tunnels and facilities under Manhattan and Queens. (See Figure 1).The Manhattan Alignment In the Manhattan segment of the ESA Project the excavation in hard rock of tunnels, cross passages, caverns and shafts has been completed by tunnel boring machines, drill and blast, and road header. The construction of the structural concrete final lining, interior structures and fit-out of the previously excavated caverns and tunnels are currently being performed under Contract CM005 Manhattan South Structures awarded to Michels Corporation and Contract CM006 Manhattan North Structures awarded to Frontier Kemper Constructors Inc. This paper focuses on the design and construction aspects of Contract CM005 which is the first ESA Contract in Manhattan to successfully construct concrete final linings in pre-existing excavated areas."
