The geostatistical technique of conditional simulation is applied to measure the uncertainty in factor of safety predictions for soil slopes where there is incomplete knowledge of the spatial distribution of soil properties. A case study considers a natural clay slope in Canada. The sequential indicator simulation technique is used as a means for generating a series of spatial maps of soil properties for this site. These maps approximate random draws from the conditional probability density function that characterizes existing uncertainty in the spatial distribution. Factor of safety determinations are then made for each simulated map using the simplified-Janbu approach, where the computations are performed with a new computer program that can operate on irregular spatial profiles of soil properties specified on a discrete grid. A unique capability of this approach is the ability to generate the distribution of factor of safety conditional to the type, position, and value of existing site characterization measurements. This capability should reduce uncertainty in FS predictions.

During the SME Board of Directors’ midyear meeting in Monterey, CA Aug. 25, I discussed trends in the construction aggregates industry. Many construction-material suppliers may not have yet fully internalized the changes that are taking place. But the changes are significant. And they have shifted the focus in the aggregates industry from “assets” to “people and innovation.” Construction-material suppliers serve many customers. A typical quarrying operation at Graniterock would have more than 1,000 customers, mostly civil engineering contractors. Along with the push toward people and innovation, there is increased emphasis on vertical integration from aggregates to ready-mix concrete and hot mix asphalt, to final construction. If a company is not vertically integrated, it will at least have strong partnerships with other firms, to deliver a high-quality finished project on time.

As most mining companies are taking advantage of the high market prices for base metals such as steel, copper and zinc, numerous challenges still face them. While demand is strong from countries like China and the United States, demand is still mixed in Europe. This leads to the question of how long these high prices and overall high global demand will last. The tremendous market prices of most precious and base metals have enabled many companies to pay down a significant amount of debt accrued during acquisition and capital expenditure phases. Additionally, mining companies have been able to internally fund and engage in large projects to address future growth, (Less, 2006), thus maximizing the performance of the existing asset base, driving maintenance costs down, and improving and empowering the work-force (Mining Journal, 2006). Market prices and general efficiency gains have addressed these issues to some extent. However, critical issues still face operating managers in the mineral pro-cessing side of the industry. Energy prices, for example, continue to have a negative impact on cash costs for producing an ounce of gold or ton of a given base metal (Cummins, 2003).

The use of a single tunnel boring machine (TBM) tunnel of approximately 12 to 13 m (40 ft to 43 ft) diameter for transit systems to house both light rail or subway tracks in a stacked configuration is an advanced concept that allows significant savings in construction cost and time while reducing, to a large extent, the negative effects on the environment. This solution, similar to the recently completed Barcelona Metro Line 9, integrates station platforms, train storages, crossovers, bypass tracks, ancillary areas and utility corridors inside a single tunnel. Each of the underground stations consist of a cut-and-cover entrance structure and ventilation shafts, that also serve as emergency exits. The excavations for the station structures and shafts can be done on one side of the street with nominal impact on traffic and utilities.

The City of Portland’s Westside CSO Project is constructing a deep tunnel system to reduce combined sewer overflows (CSO) from entering the Willamette River. Several kilometers of microtunneled pipelines connect the existing system to the new tunnel. The alignments encountered a variety of ground conditions, including fill, manmade obstructions (wood, steel piles, debris), fine-grained to dense coarse-grained materials, cobbles and boulders, all below groundwater. Worldwide minerals exploration slipped in 1992 from 1991 levels. Although industrial production figures showed the US economy emerging from recession in early 1992, it was not until February 1993 that the lagging indicator of unemployment dropped to 7%. Most other industrialized countries are still in recession. Preliminary data for 1992 showed industrial production dropping in Japan (5%), Germany (1.4%), the United Kingdom (0.5%) and France (1.4%). The slowdown in industrial production led to reduced mineral demand. This resulted in lean cash flows from mining operations, which squeezed exploration funding. Although mineral prices were steady during most of 1992, some mineral commodity prices began falling in late 1992 and early this year. Exploration 1991-1992 According to Metals Economics Group (MEG), planned 1992 exploration expenditures were down by about 5%. Geographically, the leading exploration target was the United States with 21 % of the expenditures, followed by Australia (19%), Canada (18%), Latin America (15%), South Africa (9%) and the western Pacific (7.5%). The remaining 10% was split between Europe and Africa. There were absolute increases in exploration expenditures in the United States and Latin America. Latin America showed the largest increase. The change in the Mexican mining law allowing foreign ownership of mines should result in the inflow of direct foreign investment in Mexico's mining industry.

Minerals are fundamental to the U.S. economy, contributing to the real gross domestic product (GDP) at several levels?mining, processing and manufacturing finished products. The estimated growth rate for the real GDP of the United States was 2.1 percent and the nominal GDP was about $13.8 trillion in 2007 (Table 1). The prime interest rate decreased to 7.25 percent in December from 8.25 percent at the beginning of 2007, reflecting actions taken by the Federal Reserve Board to counter financial difficulties surrounding subprime mort-gages. Delinquencies on subprime mortgages increased throughout the year, affecting not only the delinquent home owners but also financial instruments invested in mortgage-backed securities. The average contract mortgage rate for the purchase of previously occupied homes in the United States was 6.35 percent in November; a slight decrease from 6.37 percent in January but still greater than 5.34 percent reported in July 2003, the lowest rate in the past five years. With the tightening of credit, the seasonally adjusted annualized rate for new privately owned housing starts declined 27 percent from December 2006 to November 2007. In October 1999, Liebherr-America, Liebherr Construction and Liebherr Mining Equipment held anopen house at its Newport News, VA, plant. The open house was held to celebrate the company’s50th anniversary and to demonstrate the new TI 272mining truck. Attending the open house members of the media, vendors and company representatives from all over the world. In his introductory comments, company president Peter Eller announced Liebherr’s dedication to expanding its presence in North America. Liebherr now has 30 dealers across the United States. As part of the open house, a brief history of Liebherr was presented, beginning with its creation in1949. Liebherr engineering and sales representatives were available to answer questions.

THE PROBLEM Two and a half years have gone by since the December, 1976 Civil Engineering article on subway costs caused such a furore. What has happened in this interval? Even after discounting the crushing inflation rate, costs are still increasing, and there is no sign of a turndown, even in the rate of increase. Some steps outlined in the article have been taken. In April this year, the first D.O.T.-sponsored Peer Review Group, made up of managers of other transit properties, met in Boston to review MBTA's $500 million Red Line Extension-Northwest for cost effectiveness. While the impact of a review at the end of the design phase, with substantial segments under contract, cannot be as effective as a review early in the design phase, it is nevertheless a start. This first meeting will be followed by a review of Boston's Orange Line relocation, the final design for which is just underway. In the industry at large two facts are evident: 1. We are failing to reduce underground construction costs. 2. Underground construction is in danger of pricing itself out of the market place. It has always been a greater challenge to design a Chevvy than to design a Cadillac, but it is the Chevvy we need today. Much attention has been focussed in the past on engineering design in the narrow sense: areas such as ground loading conditions and concrete design. Discussion by B. Beatty This is a response to M.J. Hrebar's paper, which tracks in detail the highly productive stripping capabilities of modern large bulldozers at two separate installations. It proves the old adage "economies of scale" and quantifies the advantage of being able to move large loads of dirt over comparatively short haul distances by sliding rather than carrying the load. This discussion examines whether a bulldozer is the most efficient way of using this geotechnical principle. Case 1 - Study eastern US: Contour coal stripping application The energy consumption for the Case 1 mining method (eastern US contour stripping operation) shows the D11 averaged 117 L (31 gal) of diesel fuel per scheduled hour, and produced 333.3 bank m3 (436 bank cu yd) per scheduled hour (0.351 L/m3). Assuming 1 L (0.26 gal) of diesel fuel contains 10.4 kW-hr of energy, the unit expenditure of fuel energy for Case 1 Study was 3.66 kWh/m3. Another way of shifting this material is by using an overburden slusher (OS), as shown in Fig. 1. The OS as shown in Fig. I. The OS is electrically powered and consists of a manned low wall winch (LW ), a remote controlled (radio telemetry) highwall winch (HW) and a hoe. The winches operate to pull the hoe back and forth across the pit. The hoe carries load in the forward direction ahead of a rear mounted blade and returns empty. A spreadsheet (Lotus 123) simulation package, BOSSIM, models the OS operation on a load by load basis over a wide range of pit configurations. The geometry shown in Fig. 2 of the paper was modeled using BOSSI M and the results are summarized in Table1. Table 1 shows a LW with 150 kW (200 hp) and a HW of 120 kW (160 hp) installed power, towing a 15-m3 (19-cu yd) hoe, would accomplish the Case 1 stripping task at about the same scheduled stripping rate (D11=333 m3/hr or 433 cu yd/ hour, OS=342 m3/hr or 447 cu yd/ hour). It was assumed the winches in this equipment have an electromechanical efficiency of 90%. This gives an average electrical energy expenditure rate of 151 kW-hr, and a unit energy expenditure level of 0.44 kWhr/m-3(0.57 cu yd/kWh)-an improvement of 8291%- over the D11 alternative. The energy comparison illustrates the importance of using more efficient electric power if possible, ahead of the internal combustion engine, and delivering power from a fixed ground position rather than through a moving track system. Another important energy observation is the comparative action of the dozer blade and the OS hoe. The former implement continuously digs and spills as it works the load forward. The OS hoe digs the load until full, the blade then lifts due to the contained load pressure and a shear plane forms under the mass, enabling it to slide forward in a force reduced - transporting mode. Economic comparison Table 2 operating cost per scheduled hour and unit cost comparison follows a format used in Tables 2 and 3 of Hrebar's paper and compares Case 1 Study with the OS alternative. Drill and blast costs are kept constant in both cases, although when larger OS units are considered, it is expected these costs will reduce because bigger hoe sizes will permit larger rocks to be transported efficiently.

Typical sedimentary sequences overlying coal seams consist of interbedded sandstones, siltstones, shales, and rider coal seams. In many surface coalmine settings, these sediments are saturated; and prior dewatering of them is necessary for effective and economic mining, including the stacking of saturated spoils. Such sedimentary sections usually have a very low vertical hydraulic conductivity that does not allow them to drain in a timely manner prior to their being stripped. One potential solution is installation of drainwells. Drainwells are small diameter wells that can collect water laterally from the various more permeable layers in the overburden and then gravity drain it to a lower layer – often the coal seam being mined – where it can be removed by pumping wells or sumps located in the bottom of the pit. A ground-water flow model utilizing the 3-dimensional finite element code MINEDW has been used to evaluate the effectiveness of usingdrainwells in a hydrogeologic setting that is typical of the Powder River Basin. A series of numerical simulations were completed using various combinations and spacings of drainwells and pumping wells to dewater the overburden and coal seams. The numerical simulations suggest that drainwells can be a very effective method of overburden dewatering.

Moving groundwater is generally recognized as the most adversarial condition for ground freezing. Moving groundwater can occur due to natural or man-induced groundwater flow, but either way may result in freeze formation difficulties. History has shown that if the condition goes undetected, catastrophic failure of the frozen shaft or excavation can occur. The success of ground freezing under potentially flowing groundwater conditions depends on an evaluation of the likelihood for this condition; an accurate and early diagnosis, with a careful evaluation of freeze pipe temperatures and piezometer water levels; and timely reaction to mitigate the possible delays. Successful remedial measures have included the reduction of ground permeability by modifying the soil properties between the freeze pipes with various kinds of grouting, or increasing the freezing effect by adding freeze pipes and/or the use of liquid nitrogen as the freezing agent.

"BACKGROUND Strata mechanics of three underground coal mines in central Utah were recently studied using a specialized finite element technique [1, 2, 3, 4]. The purpose of these studies was to examine relationships between mining and related seismicity. The longwall mining method was predominant, but room and pillar mining and barrier pillar mining were also used in the mines studied. In every case, high correlation between face advance and seismicity was observed. The specialized finite element technique allows for whole mine subsidence estimation at a kilometer scale and for stress concentration at a meter scale near a working face. Comparisons of observed mine subsidence with model subsidence allows for model verification and justifies detailed analysis of the evolution of stress at seam level. Yielding is expected near a longwall panel face and as the face is advanced the extent of yielding is expected to increase. The total number of element failures in a finite element mine model also increases, so a high correlation with associated seismicity, say, event count, is not so surprising. A brief review of recent coal mine studies in Utah is presented in the sequel. The procedures are given in some detail in application to trona mining. COAL MINES The analysis procedure begins with the geologic column and proceeds to specification of strata properties including elastic moduli and strengths. Joints are an integral part of the geologic model and joint set specifications include dip direction, dip, spacing, stiffness and strength. Spatial variability of strata properties in situ may be taken into account during analysis. Topography is important, especially to Utah coal mines that are developed from outcrop in regions of high relief. Mesh generation follows specification of data input. Finite element analysis is next, followed by reporting of results. In this regard, all finite element computations are based on first principles. No model “calibration” is done that involves adjusting computer input to obtain a fit to mine measurements such as subsidence profiles. Figure 1 illustrates the concept of a dual node – dual mesh finite element concept. Dual nodes are roof and floor nodes in mined areas. These nodes replace the seam. The dual mesh is a much refined mesh with displacement boundary conditions obtained from the big mesh and thus replaces the effect of mining in the region outside the dual mesh. The refined dual mesh allows for details of stress, strain and displacement near a working face of interest. Strata Properties Strata properties include elastic moduli and strengths of intact rock between joints and joint stiffness and strength for each joint set present. Both properties sets may be obtained from laboratory test data, although testing joints poses a sampling problem in the field. The statistical variability observed in laboratory test data, say, in unconfined compressive strength tests is often characterized by much variation. In fact, the coefficient of variation, ratio of standard deviation to mean, is often greater than 35 percent. When sample values are mapped back to the mine location, one may observe spatial variability as properties vary from place to place as shown in Figure 2. Spatial variability may be incorporated into a finite element analysis with probabilistic assignment of properties to elements in accordance with measured variability. The result is a more realistic model of rock in situ."

The St. Cloud Mining Company extracts clinoptilolite about 6.5 km south of Winston, Sierra County, New Mexico. Production is about 18,000 mt/year. Natural zeolites are good adsorbents for positively charged solutes such as ammonium. St. Cloud’s production is used in animal hygiene, animal feed, environmental mitigation, air and water filtration, and other applications. By a simple chemical treatment with a surfactant, zeolites can also be modified to adsorb negatively charged solutes such as nitrate and arsentate, and neutral organics such as solvents and fuel components. These surfactant-modified zeolites are used in treating groundwater contamination, stormwater runoff, and solvent vapors from painting operations.

Until 1956, drill and blast was the only way to excavate rock. In that year, a tunneling machine using disc type cutters economically bored a small Toronto tunnel. Its amazing 105 ft/day set a new world record and set the stage for a new industry. The Disc Cutter Role in Excavation Mechanical excavation of hard rock is by now deeply ensconced in the heavy civil construction industry. All over the world, from the Swiss Alp Melange to Hong Kong Granite, to New York Gneiss, huge Tunneling Boring Machines (TBMs) create transportation, water and sewer tunnels. Powerful machines, boasting as much as 6000 hp, bore through rock, excavating in excess of 1400 tons per hour. The tool that makes this tunneling phenomenon possible is the single blade, rolling disc cutter. These hardened steel discs, from 15 1/2 to 19 inches diameter are arranged on a rotating cutterhead, to cut concentric circles in the rock. As the machine is propelled forward under great pressure, rock below each cutter is crushed. But the efficiency of the cutterhead is derived from the science of cutter spacing (distance between cutter paths). The majority of the rock excavated is not crushed, but flakes off in chips and chunks. No pick, tooth, or drag type cutting tool can duplicate the performance of a disc cutter. The economic use of drag type tools is limited to as low as 5,000 psi UCS rock strength in massive formations. In weakly bonded, foliated rock, drag tools do better, but are still limited to rock generally less than 15,000 psi.

Political risk is an integral part of the mining business in northern Andean countries. Peru, Ecuador, Colombia and Venezuela all have a higher than average political risk compared with other South American countries. Successful operations require good political-risk information, a thorough political-risk-management plan and a strategy to deal with political-risk perception on the part of the investing public. Colombia is perceived as about the riskiest place in the world to do business. A selection of recent headlines reads: “Colombia on the brink” (Economist, 1998), “Colombia’s ship of state is sinking” (Insight on the News, 1998), or simply “Bad news” (US Catholic, 1998). The World’s Most Dangerous Places rates Colombia as “currently the most dangerous place in the Western Hemisphere, and perhaps the world” (Aral and Pelton,1998). And many prospective investors and analysts say to Greystar Resources: “Yes, we love your results, but Colombia?”

Svedala started a development program in 1997 to develop a process to convert waste tires into valuable commodities. A review of numerous approaches revealed short-comings in the various approaches either process, mechanical, combination of factors, or trying to emphasis the production of low value products. A market study revealed that a process that could produce a good grade of carbon black would be economically feasible. This paper discusses the laboratory and pilot plant development and commercial plant design.

Amax Coal Industries Inc.'s Delta Mine is a medium-sized. high-sulfur coal producer that has lived up to the challenges posed by nearly six decades of a highly competitive domestic coal market. The mine now faces one of its biggest challenges - the same one staring at the dozens of other high-sulfur producers in the Midwest - the Clean Air Act Amendments of 1990. The 59-year-old mine, located in the coal fields of southern Illinois, has remained one of the state's oldest continuously operating mines by rolling with the ups and downs of the coal market and by incorporating new technologies and innovative productivity improvements into its operation.

Silicon is the second most abundant element on earth, exceeded only by oxygen. Silicon dioxide forms a crystalline structure of repeating SiO2 molecules which form characteristically hard, durable crystals. As a result, crystalline silica is Ubiquitous in the crustal rocks, sediments and the mineral products derived from mining. An examination of the history of studies that identify silica as a human and animal carcinogen is presented in the context of the development of a public health policy in California. The implications for the cost of conducting aggregate and other mining operations in the state are discussed.
