Before going into this subject, I would very much like to call to your attention some past history on patents granted by the United States Patent office that involved ammonium nitrate. On February 10, 1885, a patent was granted to Russell S. Penniman. "The object of this invention is to securely protect ammonium nitrate against deliquescent and to maintain it in substantially its normal disintegrated condition, so as to afford a new product suited for ready use in the manufacture of high explosives, and enable the immediate admixture thereof with any of the well known explosive substances or compounds heretofore employed. 'Whether the nitrate be thus granulated or otherwise reduced to a granular or divided condition, it is then thoroughly mixed with about twelve (12) percent of the fluid or semi-fluid carbonaceous protecting medium, which forms a readily applied jacket or coating for the granules of nitrate and also serves as a carbonaceous element in such explosive compounds as it may thereafter be employed in."

The Toquepala concentrator expansion project incremented the capacity of the existing concentrator by 15,000 Metric tons per day (t/d), from 45,000 to 60,000 t/d. The plant is located in southern Peru,1,200 km southeast of Lima. The implementation plan for the expansion project was based upon an engineering and procurement contract, and a construction contract. The overall Project Management was by Southern Peru Copper Corporation (SPCC). The expansion followed a very aggressive schedule that considered a construction period of only ten months, with minimum interference to the existing facilities. Major equipment was purchased during basic engineering. This paper details the design, construction, and commissioning of the 6.4 m diameter by 10.2 m long ball mill, and the performance of the milling circuit during the first two months of operation.

New global industry standards and regulatory changes regarding mining tailings management are driving installation of tailings filtration plants to decommission existing tailings dams and implement dry stacking. Target of this project was to reduce ultrafine slime tailings deposition. Previous investigation at Samarco concentrator has showed a 35% decrease in tailings filtration throughput when feeding a mix of 95% flotation tailings with 5% slime tailings (compared with 100% flotation tailings), also worsening geotechnical aspects such as material workability during dry staking. Industrial trials using a proper filter aid at tailings filtration plant feeding a mix of 94% flotation tailing and 6% slime tailing (equivalent to 30% of total slime generation) have provided filtration performance maintenance (throughput and cake moisture), and dry stacking the dewatered material. Results achieved will enable life expansion of existing slime disposal structures, as well as potential life of mining extension. Furthermore, reagent chemistry influence is discussed by the light of geotechnical aspects, which has been showing improved KPIs, such as workability, compressibility and permeability.

INTRODUCTION Shaft sinking represents a relatively small proportion of the activities involved in mine development. Because of this limited utilization, shaft sinking has been one of the most difficult functions to mechanize. Although shaft machines (muckers) were introduced more than 30 years ago, the first machines were low-capacity units, and machines of this type did not gain wide acceptance by the mining industry until the late 1950s. However, the increasing depth of underground mines and the es¬calating costs of labor have increased the benefits obtain¬able from high-speed shaft sinking. The result has been a growing need for high-capacity shaft machines. Most of the machines available at the present time have been developed by modifying existing equipment to increase the payload capacity and performance. AVAILABLE SHAFT MACHINES In general, shaft machines may be classified accord¬ing to the types of digging mechanisms and the mecha¬nisms of operation. The available digging mechanisms include clamshells, cactus grabs, front-end buckets, and backhoes. The mechanisms of operation can be classified as either pneumatic or hydraulic. Selection Criteria For efficient operation, the primary consideration in selecting a shaft machine is its capacity. The minimum capacity of the machine should match the capacity of the hoisting system at the ultimate depth of the shaft. In many cases, two machines may be needed to obtain a sufficient mucking capacity. The shaft dimensions and configuration often dictate the type of machine that may be utilized; for example, an overshot loader does not work well in a circular shaft that has a diameter of less than 5.5 m (18 ft). Similarly, a single Cryderman mucker is not suitable for a large-diameter shaft, nor is it applicable where very high sinking buckets are to be used. Other factors for consideration include the degree of material fragmentation, the abrasiveness of the rock, and the amount of ground water that is inter¬sected. Machine Descriptions Riddell Mucker: The Riddell mucker, illustrated in Fig. 1, was first introduced in 1948. This is one of the most common shaft machines in the medium-capacity range. The Riddell mucker consists of a hoisting and traveling mechanism that operates a clamshell suspended on cables. The early machines operated with a 0.3 m3 (10 cu ft) clamshell and had an hourly capacity of approximately 27 t (30 st). This type of shaft machine has gained wide acceptance throughout North America. Essentially, the Riddell mucker consists of standard components, such as the pneumatic tugger hoists that operate the clamshell. The carriage is suspended on rails that also serve as the blasting set, located immediately below the shaft timbers. To effectively position the clam¬shell in the shaft, the operator controls the carriage travel by means of wheels that are driven by a pneu¬matic motor. The Riddell mucker most commonly is used in rec¬tangular timbered shafts. However, some units have been installed with circular rails, allowing them to work in circular concrete-lined shafts. A popular practice with many Riddell muckers is to increase the capacity through the use of larger clamshells, often ranging up to 0.76 m3 (1.0 cu yd), in conjunction with more powerful tugger hoists. In some large rectangular shafts, two Riddell units have been used side by side to achieve a sufficient capacity. Cryderman Mucker: The Cryderman mucker, illus¬trated in Fig. 2, is another common shaft machine in the low- to medium-capacity range. Developed in the early 1950s, it also has gained wide acceptance throughout North America. Equipped with a 0.3 m3 (10 cu ft) bucket, the Cryderman mucker has an hourly capacity of approximately 23 t (25 st). The Cryderman mucker is operated entirely by means of pneumatic cylinders and a pneumatic telescopic boom. The boom is suspended from a sectional frame¬work that is usually located at one end of the shaft. "Since 1994 the Bureau of Reclamation has used risk analysis to evaluate dams. Risk considers both the likelihood of failure and the expected consequences should failure occur. Risk analysis relies on the detailed formulation and critical analysis of all possible potential failure modes. Potential failure modes are formulated by describing the sequence of events that must occur to result in failure, where failure is defined as the uncontrolled release of the impounded reservoir. Failure occurs in response to loadings such as water seepage through a dam (static forces), shaking from an earthquake (dynamic forces), sudden flood inflows (hydrologic forces), or accidental overfilling (operational errors). Reclamation has applied risk analysis methods to inactive and abandoned mines to evaluate tailings dams and flooded underground mines. Case histories of potential failure mode analysis as applied to mine impounded water illustrates what critical technical information is needed to determine if failure is likely, what the consequences of failure are likely to be, and what are the highest risks that should be addressed first. INTRODUCTION Impounded water, and high water content wastes, at mining and industrial processing sites are potential threats to public safety and the environment. Recent failures such as the TVA Kingston flyash impoundment failure in Tennessee in 2008 (5.4 million yd3 released), the Mt Poly Tailings Dam failure in British Columbia in 2014 (5.8 million yd3 released), and the Smarco Fundao Tailings Dam failure in Brazil in 2015 (78 million yd3 released) has renewed attention to this issue. Potential risks from impounded water at mining and industrial sites originates not only from tailing dams, but also from water in process ponds and conveyance pipelines, sediment retention dams, water retention dams, mine pit lakes, and flooded underground mine workings. Conventional water retaining dams also have a record of failure. Notable examples of failure include Vajont Dam in Italy in 1963 (2,600 lives lost), Banqiao and Shimantan Dams in China in 1975 (171,000 lives lost), and Machhu-II Dam in India (10,000 lives lost). After the 1976 Teton Dam failure in Idaho, the Bureau of Reclamation (BOR) established a Dam Safety Program. By 1984 the agency developed and began using risk analysis methods. Reclamation operates and maintains an inventory of hundreds of aging dams which were designed and constructed over a period of one hundred years. Many of these facilities were constructed using engineering design and construction methods which would not be considered good practice according to present day standards. Diligent observational monitoring, detailed site investigations, and the application of risk evaluation to the BOR dam inventory has identified many deficiencies resulting in significant demands on available funding for remediation efforts. The application of risk analysis has allowed the agency to rank sites by risk. By giving priority of remedial efforts to high risk sites, significant improvements to dam safety have been achieved. BOR has also applied risk analysis to evaluate and reclaim inactive and abandoned mining and industrial sites. The application of risk analysis methods in the mining industry is not new, the methodology was transferred to the mining industry more than 15 years ago as discussed in ICOLD Bulleting 121 (ICOLD, 2001), yet failures persist. This paper is meant to convey the lessons learned from BOR’s use of risk analyses in its work on mine sites."

Control and monitoring of this process require sensor technology that can obtain relevant characteristics of the two-phase flow. This work investigates the acoustic emission (AE) technology for monitoring a hydraulic system with different sand concentrations, showing the strong relationship between friction behavior in the pipe and the measured AE signals.

This is the story of the Carlton Mill. But first-a little geography. For those who do not know where the Carlton Mill is, or, perhaps, have only a vague idea, its location is indicated in Figure 1. The plant is situated on the road between the two old mining towns of Cripple Creek and Victor, 10 the west of Colorado Springs. From Denver, it's about 110 miles by road. The story of the Carlton Mill began with the discovery of gold at Cripple Creek in 1890. This discovery set off a major boom such that, by the turn of the century, there were 450 separate operating mines in the district. Gold production boomed early and declined rather rapidly as indicated by the graph in Figure 2. Significant factors affecting production are shown on the graph-the raising of the gold price in 1934 from $20.67 to $35.00 per ounce and the government executive order L-208 in 1942 requiring the closure of all gold mines.

In tunnel condition assessment, the trend is towards comprehensive 3D measurement combined with high quality image texture to document and quantify damages to the tunnel surface and to create a cohesive data base of the structural conditions throughout its lifespan. The faster such measurements can be made on site, the less it impacts traffic conditions of the highly sophisticated subway systems. The Dibit high-speed 3D scanning system which is based on Photogrammetry and LiDAR technology enables data acquisition in tunnels at a speed of up to 60 mph. Given the high rate of speed the system can operate, tunnel shutdowns can be drastically reduced, and tunnel safety increased. The photorealistic texturing of the 3D-model allows the identification and analysis of smallest material damage (e.g., cracks ≥0.3 mm wide). The publication illustrates technical details and 3D results of the innovative system from measurements that were performed in the subway tunnels of the Bay Area Rapid Transit System in San Francisco, CA (total length 66.23 km).

The Olympic Dam deposit was discovered in July 1975 with the intersection of 38 m (125 ft) of 1.05% copper in diamond drill hole RD 1. A further eight holes were drilled with only marginal encouragement to November 1976 when RD 10 cored 170 m (558 ft) at 2.12% copper and an economic discovery was confirmed. The discovery of Olympic Dam is an excellent example of the application of broad-scale scientifically based conceptual studies to area selection combined with the backing of an exploration management willing to support its exploration scientists in testing their ideas with stratigraphic drilling. It also illustrates the persistence required in mineral exploration. The project began in 1969-1972 with the development of a conceptual model for the formation of sediment-hosted copper deposits. This model suggested that the alteration of continental-type basaltic rocks could release copper into solution from which it could be concentrated in favorable stratigraphic positions. In mid-1972, this concept was applied to a review of the Proterozoic and Lower Paleozoic rocks in South Australia aimed at defining targets for stratigraphic copper deposits.

Chain pillar design formula under weak roof condition was developed by statistically analyzing the results from the three dimensional finite element parametric analyses. The parameters such as mechanical properties of the roof and floor strata, overburden depth, panel width and length, and coal strength were incorporated in the formula. A conversion formula which transfers a rectangular chain pillar into a square chain pillar of equal strength is proposed. The influence of high in-situ horizontal stresses, which are often encountered in the coalfield, on chain pillar stability is also discussed.

INTRODUCTION This paper presents an assessment of conventional flotation technology. In addition it presents some ideas which can be used to change the perception of what may be done with conventional flotation equipment to maximize its efficiency. Perspective of Conventional Flotation Technology 1. Flotation in many coal preparation plants is defined as something between a necessary evil and a non-viable concept because: -Too much art is required on a continuous basis to achieve uniformly acceptable results. -It is expensive, the capital cost in dollars per ton of circuit feed for flotation and dewatering is high. -It is a difficult process to use when SO2 reduction governs system design and equipment selection. -It creates a product (fine coal froth) that is difficult to dewater in the presence of BTU/lb as-received pressures. -It is a difficult process to control from a management standpoint, there are no dependable set points to rely on. 2. Many froth cell circuits are 0.5m x 0 (nominal 28 M x 0) feed which is sourced from screen/cyclone underflows. The original intent was to obtain maximum yield at acceptable product quality and moisture using disc filters. (See Figure #1) 3. An alternate to conventional flotation and its perceived to be limits of efficiency, capital costs, etc. is to move towards such developing flotation technologies as column flotation, reverse flotation, and microbubbles. A lot of work is being done to move these concepts thru pilot stages into full scale, commercial plant operation. The majority of the coal producers and coal preparation plant designers view these concepts as being in the development/pilot plant stages. OBJECTIVES Based on the preceeding comments of the perspectives of the coal producers and plant designers, the options are limited. They can make do with what they have available to them in the way of industry standard equipment and practices or they can move forward with developing technology. I feel there is a third option: what can we really do today with what is available to us, without reinventing the wheel? APPROACH 1. When processing coal against ash and SO2 restrictions, the fine clean coal stream can be the best stream on the clean coal conveyor due to the release by size and the ability to create a high BTU/low sulfur (dry basis) product. 2. Targets: -Consistent raw coal size consist in the plant feed . -Do not put pyrites in the froth cells. -Adjust criteria defining good flotation away from yield towards maximum BTU recovery at minimum ash. -Limit the froth cell feed size consist to 0.15 mm x 0 (nominal 100M x 0). -Establish and maintain a correct, consistent percent solids in the froth cell feed. -Select flotation reagents with care. -Introduce reagents in the proper sequence.

"Quartz is the second most abundant mineral in the earth’s crust. Not only does quartz have many valuable industrial applications, it is also one of the most concentrated gangue minerals encountered in the processing of other minerals. Minerals such as hematite, apatite, calcite, feldspar, barite, and many more. Numerous applications of industrial minerals are sensitive to the hardness and abrasiveness encountered with quartz minerals, while other applications may lead to processing challenges for the end user. Therefore, process and chemistry optimization must be applied to ensure optimal grade is obtained for these valued industrial minerals. Extensive studies have been conducted in processing various industrial minerals, thus achieving a range of quality specifications, which entailed the application of ArrMaz’s CustoFloat and CustAmine collectors towards the separation of quartz from other minerals. INTRODUCTION Industrial minerals often have the misfortune of the gangue mineral being very similar in surface charge, and coordination properties, to that of the mineral of interest. An example is seen in phosphate beneficiation, when dolomite can be a gangue minerals (Table 1). Therefore, the development of processing reagents are quite complicated. Some minerals, like clays, may be washed away. However, most require the manipulation of the pH, in efforts to fine tune the system to the narrow difference in isoelectric points of the different minerals, as well as the knowledge, and resources that are necessary to exploit the differences to yield and an optimal grade/recovery. In some cases, the application of a depressant may be required, such as the phosphoric acid commonly applied to achieve the optimal balance of grade/recovery for phosphate from a mineral with elevated concentrations of dolomite (Wang, 2016), or the application of hydrofluoric acid to assist in producing feldspar product from a mineral rich in quartz (Heyes, 2012).ArrMaz's CustoFloat and CustAmine product lines have successfully been applied to the processing of industrial minerals for more than 50 years. Applications include, but not limited to phosphate, sand (glass, foundry & high purity quartz), clays (feldspar, kaolin, etc.), and many carbonaceous and sulfate minerals. The successes of these 50 years are largely due to ArrMaz's ability to tailor make the processing chemistries to fit the ever changing and declining mineral feed grade and variations in water quality (Moore, 2015; Moore, 2016). This technical knowledge of mineral processing is strongly complimented by the intimate service programs in place at many of the beneficiation plants."

Yield-pillar-based gate-road designs often fail to provide mine operators with adequate ground control. This is because of the unknowing m is employment of "critically" sized pillars. A "critical” pillar is one that is too large to either yield nonviolently or to yield before the roof and floor sustain permanent damage and is too small to support full abutment loads. To demonstrate the critical pillar concept, afield study of a tapering gate road was conducted by the US Bureau of Mines at the Sunnyside Coal Mines, Sunnyside, UT. Extreme pillar stresses and associated coal bumps characterize the response to first panel mining of a 16.8-m (55.1-ft) wide critical design. Significantly lower pillar stresses, early yielding of the pillar and adjacent panel rib, and an absence of coal bumps suggest that a narrower 12.2-m (40-ft) wide design more closely approaches proper yield pillar dimensions. A probe hole in several 10.6-m (34.8-ft) wide pillars revealed low stress levels and substantial pillar and panel rib yielding prior to abutment onset, indicating a properly functioning yield pillar design.

"Pumping backfilling medium used to fill in holes and caverns in mines is challenging. The often viscous, high solids materials are extremely abrasive and can destroy pumping systems in a matter of days. While a number of options are available, using a progressing cavity pump can often be the best solution. High pressure and capacity capabilities, coupled with low wear rates, ensures reliable cost effective operation.Thickened slurry backfilling for underground/excavation mining applicationsVoids and caverns develop as a result of mining operations penetrating deep into the earth seeking natural resources. After extracting all the ore from a mine, operators need to fill in these voids to preserve the integrity of the mine structure. They do this by pumping in a backfill medium. Each mine uses a different mix of components for backfilling, depending upon the mine’s specific structural requirements and environmental concerns, particularly water requirements. Most backfill mixes contain cement, or another cement-like substance, that acts as a binder to hold the backfill medium together. This is combined with tailings (unused rocks and waste from processing and/or extraction), and may also include chemicals or other binders to increase the material’s strength.Backfill pumping challengesPumping the backfilling medium can be a significant undertaking. This process involves transporting very viscous and high solid materials; the mix may contain 60-80 percent solids. These backfill slurries are extremely abrasive and the viscous material can wreak havoc with pumping systems. The material’s paste-like consistency presents problems for standard centrifugal pumps often used in other mining applications.Added complexity is posed when trying to achieve the required pressure, which depends upon how far away the material has to be pumped. It is not difficult to meet the pressure requirements if mixing the backfill material close to the area to be filled. However, pumping from extreme distances can be problematic — a great deal of pressure is required to transport the material from the mixing area to a distant backfilling site. Ideally, operators should be as close as possible to where they are filling, so they can use a smaller pump with lower power requirements."

Linear goal programming is a multi-objective optimization technique where the constraints of a linear programming formulation of a problem are considered as additional objectives. The optimal solution is the one that comes closest to satisfying all the objectives. An interactive computer program was written to utilize this technique in solving the feed blending problem faced by power plants de- pendent on multiple sources of coal supply. This program determines the amount of coal from each supplier to utilize in the blend. Examples of the use of the program in both long and short term coal procurement planning scenarios are given.

Historically, there have been many occurrences ofmine fires and explosions recorded in the United States and other countries that have demonstrated the existence of explosivemethane–airmixtures, herein referred to as explosive gas zones (EGZs). The risk of mine explosions can increase if the EGZs migrate out from the gob into the surrounding mine entries. Fluctuating barometric pressure is the common cause for EGZs outflowing or outgassing from the gob. Numerical analysis using a 3D computational fluid dynamics method was developed to fully understand the outgassing phenomenon. A number of simulations using various magnitudes and periods of barometric pressure changes indicated that the EGZ outgassing potentially occurs due to lags in pressure, which are strongly influenced by mine conditions and ventilation systems. An early warning system with a real-time pressure monitoring and the application of gob ventilation boreholes are recommended to detect and mitigate explosion hazards from gob outgassing.

"Federal regulations require the installation of refuge alternatives (RAs) in underground coal mines. Of the in-use RAs, over 95% are mobile RAs with the remainder being built-in-place (BIP) RAs. Heat/humidity buildup has been one of the major concerns with mobile RAs. For BIP RAs, however, there is a lack of in-mine heat/humidity test data to determine the extent of heat and humidity buildup. To quantify heat/humidity buildup in BIP RAs, the National Institute for Occupational Safety and Health (NIOSH) performed a series of heat/humidity tests on a 60-person BIP RA with and without a borehole air supply. At various times during the year, tests were performed with cooled, heated, or unconditioned borehole air to examine how various outdoor temperatures may affect the thermal conditions inside a BIP RA. The results show that the air supplied to a BIP RA may require heating and cooling, depending on the outside air temperatures and the temperature of the mine. For example, during tests with an external ambient temperature above 70°F and a humidity that reached 90 %RH, providing 55°F dew point air was able to keep the internal apparent temperature below the mandated 95°F. Results for each test case are presented. INTRODUCTION The Mine Safety and Health Administration (MSHA) has required the installation of refuge alternatives (RAs) in underground coal mines since 2008 [1]. MSHA requires that RAs provide an environment with breathable air for entrapped miners for a 96-hour period. Heat buildup inside an occupied RA is a serious concern. Without a means to dissipate the heat and humidity generated by the occupants and the carbon dioxide scrubbing system, the temperature and humidity inside RAs could lead to severe discomfort or heat stress depending on the mine ambient temperature before and during occupation of the RA. In its 2006 report, the West Virginia Mine Safety Technology Task Force recommended an apparent temperature limit of 95°F for RAs [2]. In 30 CFR 7.504, MSHA specifies a maximum apparent temperature of 95°F inside an occupied RA [3]. The apparent temperature is calculated using both air temperature and relative humidity [4]. To determine if their RAs meet the apparent temperature limit, RA manufacturers have been performing 96-hour-long heat and humidity tests in laboratories. During these tests, a heat input of 117 W (400 BTU/hr) per person is used to represent the metabolic heat of a single miner [2]. The heat generated by the RA’s carbon dioxide system is also accounted for in testing. To account for this heat, 50 W (170 BTU/hr) of heat per miner is used for a lithium hydroxide scrubbing system, or 30 W (100 BTU/hr) of heat per miner is used for a soda lime scrubbing system [5]. In these tests, air velocities around the RA are minimized to represent the worst-case scenario of an interruption in mine ventilation that might occur in a mine disaster."

Taiwan is located in the orogenic belt of island arcs on the western rim of the Pacific Ocean. The structure of the Taiwan coal fields is much complicated as a result of active Cenozoic orogenic disturbance in Plio-Pleistocene time. The abundant faults and folds have created poor structural conditions of the coal seams and some peculiar safety problems in mining however, the domestic coal still played an important role in the economic development of Taiwan for the years before 1968. Because of increasing mining depth and a decreasing number of miners, the coal production dropped from nearly 5.1 million metric tons in 1968 to 2.45 million metric tons in 1981. There were 173 small active coal mines and about 22 thousand miners in 1981. The coal mining in Taiwan has a history of more than one century. Specific efforts have been undertaken in solving major coal mine safety problems such as gas outbursts, bad roofs and weak floors, difficulty in ventilation due to deep underground mining, spontaneous combustion etc. We have thus acquired much helpful experience which, we deem, is worth reporting at this meaningful meeting.
