Lack of visibility from cabs of the large haulage trucks used in open-pit mines has become a serious safety problem. This Anaconda research program was conducted to develop a low-cost system for alerting haulage truck operators of the presence of small vehicles in their blind areas. Several systems, developed and tested to help solve this problem, are summarized and evaluated in this paper. As the size of the haulage trucks used in large open-pit mines has increased, so have the blind areas. Mine utility vehicles, pickup tucks and cars become concealed within these blind areas and, thus, become a serious safety hazard. Figure 1 shows the typical blind areas of a 150-ton haulage truck. The areas of greatest concern are those at the rear center and front right corner of the truck. It is within these areas of "no visibility" that numerous small vehicles over the years have been crushed by the large haulage trucks at various mine sites. Although the occupants in most instances, have escaped the vehicle before it was destroyed, injuries and deaths have occurred. The accidents, in most cases, were attributed to negligence or carelessness on the part of the driver of the smaller vehicle, but the problem of limited visibility still exists, and a solution is needed.

INTRODUCTION The project described in this paper is designed to provide a standard and flexible method by which data can be exchanged among different systems and packages in common use for geo- logical modelling and mine planning, with substantial savings in ad hoc programming which is expensive and produces interface software that is difficult to maintain. Such packages include specialised applications such as Vulcan, Surpac, Datamine, and Gemcom software, and the Whittle pit optimisation programs, and more general products such as AutoCad, Microstation, and Maplnfo, and database management systems through a generic SQL interface. The data translator is built around the CSIRO Data Model and GeoEditor, and will make widely available the benefits of the Data Model by adding functionality to its implementation in an industry- standard language and style, with interfaces to important geological and mining software products used by the industry, while including also the visualisation and editing capabilities of the GeoEditor which provides the functional framework within which the Data Translator is developed. The Data Translator is intelligent in the sense that it is not a black-box solution but allows visualisation and validation of data during transfer; furthermore it provides a means for changing abstraction levels during the transfer operation. There have been few similar efforts to address this problem. It is not a problem which is likely to be solved in any general or long- term way by any individual commercial software vendor. THE CSIRO DATA MODEL A wide variety of software tools have entered the exploration and mining industries via different pathways. Examination of these pathways and the origins of the software illuminates the types of data transfer problems and difficulties which might occur in the day to day life of exploration and mining operations. In exploration, the focus is normally on a large area (>5000km2) which is explored primarily in two dimensions. For 20 exploration purposes, geographical information systems (GIs) software, image processing software, and, in some cases, 20 computer aided design (CAD) software have been employed. Typically, GIs soft- ware is used the most by lands and tenements personnel and government geological survey organisations, image processing software is used the most by geophysicists, and 20 CAD software is used the most by drafting and geology personnel. In contrast, within the mining environment, almost all activities have 3D character. In this realm, 3D CAD software and specialised mine planning and design software are important. Specialised mine planning and design software is similar to 30 CAD software, but typically has additional capabilities such as specialised modules for surveying, drill hole data operations, open pit design and optimisation, underground mine design, mining block model creation, and/or ore reserve calculations. Unfortunately, the different origins of the software in exploration and mining lead directly to problems in data exchange and the design of seamless software systems. These problems result from the different data management strategies employed by the different classes of software. In order to address these problems, CSIRO Exploration and Mining and CSIRO Division of Information Technology have been investigating the structure, character, and syntax of data and soft- ware present in computer-aided exploration and mining activities since early 1993. The goal of this effort is to 1) systematically ex- amine the breadth and depth of the data in use within exploration and mining, and to 2) promote a data organisation strategy which is broad enough and comprehensive enough to enable wiser soft- ware design and easier data transfer. In the short term a data model can be used to improve data transfer; in the longer term it is hoped that a data model framework will help object-oriented concepts to enter the next generation of geoscientific software. The data model is described in more detail by Power et al., 1995. THE DATA TRANSLATOR PROJECT The CSIRO Data Model provides a basis for a very wide range of applications in geology and mining. It has been developed over the past two years by a joint team from the Division of Exploration and Mining and the Division of Information Technology, and its principal purpose is to provide a comprehensive and self consistent model of the geometric and topological properties of geological and mining data. The project is being carried out by CSIRO with the support of Australian mining companies through AMIRA (the Australian Mining Industries Research Association). In cold regions rinsing of spent cyanide leach heaps is stopped during winter and is resumed again after snow melts. The effect of this idle time on the overall cyanide removal process was studied in this work. Samples were collected for rinsing tests from one heap at the Ryan Lode Mine of Citigold Alaska, Inc., near Fairbanks. The material was tested for cyanide removal a large column, 1.22 m high by 20 cm square, and in a small column, 1.22 m high by 10 cm in diameter. The rinse water was analyzed at regular intervals to determine the rate of cyanide removal from the solids. It was found that diffusion plays a major role in the removal of cyanide from the ore particles. Calculations showed that the insulating effect of the snow cover on the heap provides an excellent moderates the interior temperature of the heap, and would be expected to help the progress of the diffusion reaction during winter. The result expected result wil1 be higher cyanide values reporting to the rinse water after snow-melt.

Mandalong Mine was originally planned to operate with panel widths of 250 m and a predicted surface subsidence in excess of 3 m. The consent conditions applied by the NSW government on this mine plan were very tight and, following a change in ownership, were considered by the new operator to present a number of unacceptable business risks An acceptable risk profile for the mine layout restricted surface deformations to less than 500 mm vertical subsidence, less than 7 mm/m tilt, and less than 5 mm/m strain. Empirical subsidence prediction methods indicated that it would be necessary to reduce extraction panel widths of 80 m - an uneconomic option. The application of a number of rock mechanics concepts identified that the local overburden geology could be exploited such that panel widths of up to 175 m could be possible. The 125 m width was selected as a low-risk introduction of this new subsidence prediction method. The extraction of the first 2 longwall panels has demonstrated the validity of the prediction subsidence method and has provided the opportunity to refine the selection of key input parameters. The impact of mining through a zone of thrust faults was successfully predicted. The mine is now planning the introduction of 160 m wide panels, and will review the associated subsidence impacts prior to any further increases in width.

Since 1978, the Colorado Department of Health has become involved in specific investigations of possible radiation hazards among nonminers in Colorado communities. In each instance, the improper disposal of mill tailings has precipitated concerns and allegations of radiation hazards. This presentation is a brief summary of the findings, to date, of 4 such investigations involving tailings disposal problems in Canon City, Denver, Durango and Grand Junction, Colorado. Canon City In the summer of 1979, allegations of excessive cancer incidence were made at public hearings concerning an application for a Radioactive Materials License submitted to the Colorado Department of Health by the Cotter Corporation for a uranium mill at Canon City. Canon City is the site of a uranium mill operated since 1958 by Commonwealth Edison. Local residents accumulated figures and calculated rates suggesting a 2-fold excess in total cancer mortality. These rates were not adjusted or standardized for demographic varibles. A review of cancer mortality data and computation of age standardized rates for years 1950 through 1977 showed that Canon City's cancer mortality rates were within expected limits, actually lower than rates for the State of Colorado or the United States. The first slide shows rates for every fifth year, 1950 through 1975. Further, an analysis of Canon City cancer incidence data from the Colorado Central Cancer Registry revealed that 1979 incidence rates were not significantly different from Colorado rates, with the exception of prostate cancer. The next slide shows age standardized incidence rates for lung, colon, breast and prostate cancer. Data were also reviewed for leukemia, myeloma, lymphoma and cancers of the thyroid stomach, uterine certix, ovary, kidney, bladder-and brain, however, small numbers of cases prevented meaningful rate calculation. 1980 data are presently being analyzed. None of the data yet examined support allegations of radiation-associated cancer in Canon City. Denver In February of 1979, the Department of Health became aware of a number of radium mill tailing deposits in the Denver metropolitan area, remnants of the radium milling industry of the early 1900's. Several of the deposits were situated so as to possibly contribute significantly to radiation exposure of a small number of people over a period of several decades. The Department developed protocols for radiation surveys, dosage estimates and, for a small number of persons, body burdens determinations and peripheral blood lymphocyte cytogenetic studies. The results of this investigation suggested no measurable biomedical impact as a result of the radium deposits. Durango In October of 1979, a physician residing in Durango, Colorado released information from a preliminary analysis of lung cancer data suggesting an incidence rate several times expected in that city. The data were presented at a meeting of a citizen's group concerned about the possible health hazards of 2 uranium mill tailing deposits located in the south end of the city. Since cancer incidence data generally do not exist in most of western Colorado, a team of epidemiologists was dispatched to Durango to work with local physicians and hospitals in conducting an epidemiologic study of selected cancers for the period 1969 through 1978. After case-finding and record abstracting were completed, it was determined that sufficient data were available for study of only 3 sites: lung cancer, breast cancer and leukemia. The next slide shows age standardized incidence rates for these 3 sites for 1969-1978 for Durango and the State of Colorado. There are no significant differences in these rates. The data did show a geographic peculiarity with regards to the relative proportion of tumor types near the tailings deposits as opposed to away from the deposits, however, this finding is based upon very small numbers of cases and may represent only the random excursion of rates based upon small observations. This investigation suggests that if a carcinogenic hazard is present, it is too small to be detected by the study method employed. Grand Junction The Department of Health has been involved in the Grand Junction mill tailings problem for several years. In 1966, the Department issued an order terminating the practice of free public access to a 55-acre pile of uranium mill tailings. Prior to this order, an estimated 300,000 tons of material was removed. Of this amount, an estimated 50,000 tons was presumably used in residential and commercial construction. Despite many allegations of cancer and birth defects excesses in Grant Junction since the mid 1960s, the first epidemiologic study of cancer was conducted in the spring of 1977. Data from the Colorado Central Cancer Registry were analyzed and reported to the Executive Director of the Department of Health in June of that year. The findings of the first and preliminary study were an unexplained excess of acute leukemia and chronic myelocytic leukemia. The excess was based upon small numbers but was present across all age groups. No increase in chronic lymphocytic leukemia was evident.

Phelps Dodge Mining Company (Phelps Dodge) is operating a pressure leach vessel (PLV) for copper concentrates at the Bagdad Mine facility in Arizona. This single PLV unit was engineered and constructed based on continuous laboratory testing, reaction chemistry and kinetics, and available pressure vessel technology. The challenge of designing for optimum process retention time, agitation, oxygen mass transfer, temperature and pressure will be reviewed in this paper. The PLV interior lining, agitation equipment and compartment configuration chosen for the PLV will also be reviewed.

There are similarities, and differences, in the surfactants used in cosmetics and detergents. In both applications anionic surfactants constitute the major category. Their main function is to clean, i.e. remove grease and particulate matter from fibrous or hard surface substrates. Cationic surfactants are used for conditioning substrates. Nonionic surfactants can function as a substrate cleanser but are seldom used as such in cosmetics; however, selected non-ionics are often employed as a primary emulsifier. Several specialized nonionic surfactants are used as a secondary surfactant in formulations to promote foaming and emulsification. Specific examples and modes of action of surfactants will be presented.

Throughout the 1960's and 1970's world trade grew rapidly, reaching a peak of USS1.8 trillion in 1980. Since then the world recession of the early 1980's shrunk trade to about US$1.6 trillion. The reduced cash flow to developing economies made it difficult to service their huge international debts, Nowadays lenders are reluctant to grant Third World countries additional credit. The shortage of export financing, plus trade barriers set up by developed countries, is further inhibiting international trade. Therefore, countries are turning to new and creative alternatives to financing imports of consumer as well as of investment goods. Non-cash transactions, including different forms of countertrade, are rapidly growing alternatives to traditional trade financing patterns. In 1983 about 30% of international trade, or close to US$600 bill ion, were presumably done by non-cash transactions, up from barely 2% in 1976. By year 2000, half the world trade is likely to be conducted on basis of barter. As of mid-1984 some 88 nations used countertrade regularly and Governments of at least 15 Latin American countries had arranged or mandated commercial countertrade.

A computer model has been developed at Consolidation Coal Co.'s Central Engineering Dept. for preliminary economic evaluation of deep coal mine reserves. Since it was first formulated more than two years ago, the model has been used for the following purposes: (1) ranking studies of coal exploration projects, (2) marketing surveys, (3) preliminary sale and acquisition analysis of coal reserves, and (4) parametric analysis in conjunction with detailed feasibility studies.

Hydraulic slurrying and pumpability characteristics of phosphate matrix (ore) have not been quantitatively defined. An elemental triangular diagram analysis of rock/sediment texture is used to classify the nature of the ore; then related to empirical field data of hydraulic pressureand production yardage ratios. This experiment is applied as a geotechnical tool to provide empirical data of ore slurry and pumpability characteristics as key considerations in the design of slurry pipeline systems. A real texture variability maps are developed on a section of land to assist mine engineering planning.

The Cowles Mountain Tunnel was driven 2,073 m (6,800 ft) with a 3.43 m (11 ft 3 in) shuffle shoe TBM, for the San Diego County Water Authority, through extremely high strength granitic rock in the City of San Diego, Ca. The initial contract was $10.9 million. Tunneling began in March 1992 and all work was completed in May 1993. After the tunnel drive was completed in September 1992, a 2.44 m (96 in) Welded Steel Pipe was installed, welded and encased with cellular backfill to complete a small portion of the County's $970 million Capital Improvement Project. This paper will discuss the successful completion of a tunnel through some of the hardest most abrasive rock ever excavated with a TBM in North America.

There are no formulas that guarantee success when it comes to obtaining zoning approval for mineral aggregate mining. Local land use decisions often times represent the most controversial issues faced by community. Public awareness, concern, willingness to get involved, sensitivity to the environment and probably most importantly fear of change only begin to describe the atmosphere in which local land use decisions are made. Add to this the public hearing process which is quasi judicial, adversarial, and unfortunately not designed for resolution of disputes and it is not difficult to see the need for an alternative to present methods. Hopefully, some day we will have a process that will do away with or at least minimize unnecessary, unproductive and unmanageable community conflicts.

This report and accompanying engineering geologic map describe the generalized engineering geology of St. Louis County, Missouri for use in determining the most efficient, economical, and environmentally sound program for land development and urban growth. It includes an evaluation of such factors as the physical and engineering properties of soil and bedrock, surface stability, and subsurface geologic structure. The map and text are designed primarily for property owners, engineers, architects, real estate developers, and city planners involved in land-use planning. The geologic information and engineering interpretation must be considered as a general guide and not as a substitute for a complete on site investigation prior to initiation of any land-use project. The map scale, 1:63,360 (1 inch to a mile) is too small to include the detailed information normally provided on the 7 1/2-minute quadrangle series (1:24,000). The smaller scale is most useful at regional planning levels and was chosen to present information on the more significant engineering factors of the geologic environment for county-wide planning and development. A conventional geologic map deals primarily with the distribution and variation of bedrock formations, and a pedologic map presents information on the soil or natural medium for plant growth. Basic geologic maps and pedological maps are valuable tools that can be of assistance in studying the geologic environment, however, these maps do not provide all the information required for land-use planning. The engineering geologic maps are designed to provide this data. The engineering geologic map is related to both of these basic maps but emphasizes the engineering properties of the rock formations and soils rather than their age or origin. Some of the unit boundaries shown on the county map will closely follow some geologic formation and/or pedologic boundaries; others will transgress these conventional boundaries. Earth materials, bedrock and soil, that have similar engineering characteristics have been mapped as one unit without regard to their geologic or pedologic classifications. This is to assure that geological factors are recognized, adequately interpreted, and presented for use in engineering practice.

Gentlemen, the title of my paper is Surface Mining An Interim Land Use. Surface mining has become one of the major controversies of our time. This has happened in spite of the fact that all surface mining to date has involved only 6 million acres out of a total of 2300 million or approximately one-fourth of one percent of the total land area in the United States. I'm not going to dwell on whether peoples' perspectives are out of focus in light of the area involved, the energy crisis, national security, or the international balance of payments problem. While these things are all critically important, it is not the function of this paper to relate to them. Maybe the amount of attention attracted to surface mining is out of proportion to a lot of other things, but I don't feel that we should use that as a basis for procrastination. However, let me categorically state that anything that affects the surface of the earth is a form of land use --- be it an interstate highway, a power plant site, a golf course, a corn field, a strip mine, or the plot of ground on which your house is located.

In 1910, Colonel Boyce Thompson, who owned Inspiration (now Cyprus Miami) and various other mining interests, formed the Magma Copper Company and leased the Silver Queen claims around Superior, Arizona. At the same time, he purchased other claims around the Silver Queen claims from what was then called the Magma Mine. The mine continued to operate until 1982 when Newmont Mining Company, who owned Magma Copper Company, shut down the operations due to high costs and low copper prices. When Magma was spun off by Newmont as an independent company in 1987, new studies of Superior were started. It was clear from these studies that the mine had been shutdown and over 1400 employees laid off for two basic reasons: first, as a resu1t of a mine plan that was technically flawed and second, be-cause of very high production costs mainly due to the low productivity from a very high cost work force. During 1989 a plan was formulated to re-open Superior with the determination to over-come the problems that resulted in closure. A new mine plan was developed and a management style developed that promotes team work and high productivity.

In this decade mining companies in western Canada have searched for reliable and inexpensive ways to improve mine productivity. Truck dispatching systems, equipment vital sign monitoring and sensing, vehicle guidance systems, have all been considered. In this paper the off -highway vehicle monitoring systems used or planned to be installed at surface coal mines in western Canada are described. The monitoring systems are divided according to their function and application; installation and testing procedures are described, as well as the economic benefits to the mining operation.

This paper discusses the results of a laboratory investigation carried out to study the microscale flow characteristics of copper ores and the variation in flow behavior resulting from flow of leach solution. Fractures in 1.5 and 4 inch diameter cores were mapped by visual inspection. The cores were stressed in a triaxial stress field representative of in situ conditions. The permeability of the samples to water was then estimated. The samples were exposed to 20 g/l sulfuric acid and the experiment repeated. The Permeability of unleached samples ranges from 10-1 to 10-19 m2 and it increases as leaching progresses. The porosity variation and the rate of recovery of copper from the specimen during leaching were also studied.
