INTRODUCTION The basic purpose of this paper is to suggest procedures and practices to insure that no employee working in a uranium milling operation receives exposure to radioactive, toxic, or other materials or agents that might produce a permanent, deleterious effect upon his physical health and well-being. This program is also designed to insure that each employee can carry out his assigned duties without risk to his health or to that of his fellow workers. The assumptions underlying this program are by necessity, conservative, with emphasis being placed upon prevention rather than correction or reaction to an undesirable situation. The limits specified-either as Threshold Limit Values (TLVs), Maximum Permissible Concentrations (MPCs), or Radiation Protection Guides (RPGs)--represent both standards of best practice and those of law and regulation. The total program is envisioned as a balanced combination of occupational hygiene and radiation monitoring. This includes surveying, air sampling, personnel dosimetry, bioassay, medical surveillance, epidemiology, and training--all backed by a thoroughly tested and evaluated set of emergency procedures. The program, as presented, is keyed to the results of monitoring, surveying, air sampling, medical surveillance, and epidemiology--it being obvious that no problem can result when no hazard can be identified. The lack of an identified hazard, however, does not negate the need for such a program and prudence suggests the need for routine surveillance programs in the best-designed facility. [The Model Mill] The model mill used in this paper is that presented by the U. S. Environmental Protection Agency in its study of the uranium fuel cycle1. The model mill processes 600,000 metric tons of ore per year into 1,140 metric tons of U308 as yellowcake per year using an acid leach process. Other characteristics of the mill such as location, tailings dam design, number of light water reactors supported, and geographical location are not pertinent to this paper. The usual remote western location of these facilities produce some difficulties in delivering the required occupational medical services and is not within the scope of this paper. The operating lifetime of most mills is commonly estimated as from 12 to 15 years in actual practice; however, the U. S. Environmental Protection Agency estimated a 20-year lifetime for its model. The principal steps in the acid leach process include :2 (a) Ore is blended and crushed to pass through a 2.5 cm (one inch) screen. The crushed ore is then wet ground in a rod or ball mill and is transferred as a slurry to leaching tanks. (b) The ore is contacted with sulfuric acid solution and an oxidizing reagent to leach uranium from the ore. The product liquor is pumped to the solvent-extraction circuit while the washed residues (tailings) are sent to the tailings pond or pile. (c) Solvent extraction is used to purify and concentrate the uranium. (d) The uranium is precipitated with ammonia and transferred as a slurry. (e) Thickening and centrifuging are used to separate the uranium concentrate from residual liquids. (f) The concentrate is calcined and pulverized. (g) The concentrate or yellowcake is packaged in 208 liter drums for shipment. This process is illustrated in Figure 1.3

The disaster at the Upper Big Branch (UBB) mine 2010 has demonstrated the destructive violence of a coal dust explosion by killing 29 miners in the worst mining accident the United States has experienced in almost 40 years. This explosion brought to light that the United States mining industry must strengthen explosion prevention and explosion hazard detection practices. Recent legislation such as the Mine Improvement and New Emergency Response Act of 2006 (MINER Act) pushed the strengthening of explosion and disaster response and miner protection in addition to stricter regulations on the sealing of abandoned areas and on conveyor belt flame resistance. The focus of this new act was on how to respond to a disaster or explosion, yet not much improvement was made with respect to prevention explosion disasters. Researchers at the Colorado School of Mines have recently concluded extensive research into methane and coal dust explosion prevention practices and regulations as it may be applicable to underground mines in the United States. This research aims to forward more studies into the use and adoption of standards and procedures that have been utilized in countries with strong explosion prevention histories.

The aim of this research is the study of the WHIMS parameters on the improving process of a local (DD: Djebel Debbagh, East of Algeria) kaolin. The obtained results of performed XRF, SEM, and XRD characterization showed that this local material is an alumino-silicate containing kaolinite and halloysite with MnO and Fe2O3 impurities (respectively 39.30% and 34.67% alumina and 38.18% and 39.70% silica in both samples (DD2 and DD3). After homogenization, crushing, and milling, a multiparameters factorial experimentation (grain sizes, intensity, and dimension of matrix balls) showed that WHIMS is an effective process to improve the quality of this kaolin, mainly: removing their impurities. Dimensions of matrix balls (Db) = 2 cm, intensity of the applied magnetic field (I) = 1.5 T, and grain sizes (Dp) = > 100 < 250 μm) are the optimal values to reach 91.06% for manganese and 93.45% for iron as removing yield. The statistical analysis of these results sorted the investigation parameters and showed that Db has the highest and most significant influence on the recovery of iron and manganese particles. The magnetic field intensity (I) has a less important influence while the grain size has an average influence (positive on the iron recovery but a negative one on the recovery of manganese).

Three mining methods for full extraction in flat coal seams - i.e., longwall (L W), shortwall (SW), and rib pillar extraction (RPE) - are com- pared with each other in view of the introduction of a mechanized, self-advancing roof support. Features are shown according to which RPE appears most attractive under certain conditions. In this presentation, the mining methods are outlined and discussed. The new support (Alpine Breaker Line Support, ABLS) is described, and its employment is explained. A trial operation in RPE using the ABLS has been conducted successfully in a South African coal mine. The results and improvements are stated.

While silica ores are generally considered to have little value, those with exceptionally low B and P content have, potentially, significant worth if processed for use in photovoltaics. The sales value of a cubic meter of ?run of the mill? silica sand is $42 per cubic meter (retail and delivered). If the silica sand can be used to produce solar silicon, its value after processing is $34,000 per cubic meter. Factors that impact the suitability of silica for direct processing in production of photovoltaics are examined.

SUMMARY In August 1986, TRANSMANCHE LINK, a joint venture comprising the 10 companies who initially promoted the project, signed a contract with EUROTUNNEL for the design, construction and commissioning of the TRANSMANCHE fixed link for an amount of 4,5 billion dollars. On the French side, the work consists of digging three, 19km. long tunnels, of which almost 16 kms. are under the sea, up to the meeting point with the Tunnel works carried out by the British.. The tunnels are bored through chalk by 5 tunnelling machines, starting from one intermediate point at Sangatte near the coast: - Landward, they are drilled trough permeable strata of white and grey chalk. - Seaward, mainly through relatively impermeable chalk marl, but with the presence of water in faulted zones, or in grey chalk.

Elemental sulfur deposits generally can be classified as either volcanogenic or biogenic. The latter can be divided into biosyngenetic and bioepigenetic deposits. Essentially all economically important sulfur deposits are bioepigenetic replacements of anhydrite or gypsum in basins containing evaporites and hydrocarbons. Anaerobic bacteria utilize the oxygen of sulfate ions to oxidize hydrocarbons to C02 and reduce the sulfate to H2S. Sulfur deposits are formed by concomitant and subsequent oxidation of the H2S. These bacterial systems can operate on enormous scales, producing deposits containing over 200 million tons of elemental sulfur. There are no known "old" sulfur deposits; almost all known deposits are younger than Miocene and most are still actively forming today. Therefore, it is probable that, with burial and time, sulfur deposits are converted to sulfide deposits. Perhaps more important, bacterial oxidation of hydrocarbons and resultant production and trapping of large quantities of H2S appears to be the logical explanation for the location of many important metal sulfide deposits such as the Mississippi Valley type lead and zinc deposits.

Since start-up in 1985 the Cannon Mine has produced and shipped a 170 g Au/tonne (5 oz Au/ton) flotation concentrate to various smelters for gold and silver recovery. Several processed have been investigated to economically produce dore&apos; at the mine site from the refractory concentrate. This paper describes recent laboratory and pilot scale test work utilized in the process design and engineering feasibility study of a 73 tonne/day (80 ton/day) pressure oxidation and CIL facility. The designed pressure oxidation circuit utilizes a series of vertical autoclave units operating at 170°C (338"F) and 1.4 MPa (200 psig). Projected operating costs are discussed.

INTRODUCTION The U. S. mining industry experienced a severe recession in the early 1980&apos;s. This resulted in the realization that the domestic mining industry had to compete on a global basis and only the strong or the low-cost producers would survive. The economic viability of a mining company not only depended on maximizing mineral recovery but also on its ability to do so at minimum cost. Companies had to become more productive not only by cutting costs, but also by developing and/or evaluating new technologies in existing or new plants. Several innovative concepts, including in-pit crushing and conveying, fine crushing, improved classification equipment, flotation, column flotation, pressure filtration, etc., have been developed in recent years. This paper addresses the impact of new flotation concepts and equipment on mill design. MILL DESIGN PHILOSOPHY Modern mill design, especially for large capacity plants, has its foundation in minimizing capital and operating costs. Capital costs can be minimized by minimizing the various components of the capital cost: infrastructure, equipment, instrumentation, structural, initial spare parts costs, etc. All these costs are minimized by simplifying the mill design and/or process flowsheet. The simplified process flowsheet, where applicable, consists of a single stage primary crusher followed by a semiautogeneous - ball mill grinding circuit to produce feed for a flotation circuit. Multiple flotation circuits have been eliminated in most cases. These concepts minimize the cost and encourage the use of large capacity equipment while maintaining optimum metallurgical recovery. The philosophy of mill modernization/modification is generally driven by the desire to increase the mill capacity within the limits of the existing mill building. This need is facilitated by using large size flotation equipment and eliminating multiple parallel flotation circuits in order to minimize capital and operating costs. Conventional flotation machine development has paralleled this mill design philosophy. FLOTATION CELL DESIGN Since froth flotation has been the most widely used separation process for over half a century, one would expect that it would be possible to design and select flotation machines for specific applications based on scientific principles. But this has not been the case. Best judgment, experience and personal prejudice have played a key role in equipment selection. These factors, along with the difficulty of evaluating new concepts in commercial plants, has slowed progress in implementation and commercialization of innovative ideas and/or equipment. Conventional Flotation There have been no major technological advances in conventional flotation cell design in recent years. A recent flotation cell survey indicates that &apos;larger flotation cells are still the order of the day.”(1) A comprehensive review of design of flotation machines indicate that they have been mechanically redesigned and are generally simpler and easier to maintain and less expensive to manufacture. (2,3) The approximate chronological development of conventional cells from the 25 cubic foot cells to the 3000 cubic foot cells, which were recently installed at the Copperton concentrator of Utah Copper, is given in Table 1. Larger flotation cells are the obvious choice for new plants or plants looking for expansion because of the following reasons: • They have lower capital cost per unit volume • Installation costs are generally lower because fewer units require less space • Maintenance costs are lower because of fewer mechanisms • Power requirements (HP/ton dry feed) are generally lower • with increased flotation cell size as illustrated in Table 2 [Table 1. The coal industry in the United States has undergone significant economic changes during the past six years. The price of coal remained relatively constant from 1950 to 1969 (See Figures 1 and 2). Steam coal prices tripled and metallurgical coal prices doubled from 1969 to 1974. This price structure has created a new economic environment for coal preparation. Contributing factors to these price trends include: ? Coal Mine Health and Safety Act of 1969 ? Mid-East oil embargo of 1973 ? United Mine Workers of America contract agreements ? Productivity decrease (tons per man-day basis) ? Environmental Protection Agency regulations The increased value of coal justifies additional capital investment in cleaning facilities to optimize yield. Current trends include recovery of existing slurry ponds and recleaning of refuse. Coal preparation plant product yield and quality must be evaluated in terms of the amount of capital expended and cost of operation. Therefore, it is advantageous to optimize the plant product based on clean coal selling price and rate of return on investment.

istorical records suggest that the gathering of geologic information in China began more than 2,000 years ago. Modern-day geological work in the nation started in the early part of this century but it progressed rather slowly. Before the founding of the People&apos;s Republic of China (PRC), there were only 800 people engaged in geological work and only 200 trained geologists among them. According to Minerals and Mining in China, many accomplishments were achieved within China&apos;s mining industry during the period of years between 1949, the founding of modern China, and 1997. These include: ? The number of types of minerals with verified reserves increased from 18 (pre-Liberation) to 162 (today). ? Mineral deposit localities grew from 5,123 (pre-Liberation) to nearly 200,000 (today). Of these 200,000 localities, more than three-quarters have verified mineral reserves. ? Minerals extraction and processing contribute to 31 % of the total industrial output value of China (today). ? Regional geological maps at a scale of 1:1,000,000 covering the entire country have been completed, while regional geological and hydrogeological maps at a scale of 1:200,000 covering two-thirds of the country have also been finished (today). ? Before 1949, China was regarded as an oil-poor country. Since the 1950s, China has developed an extensive petrochemical industry. It is largely government-owned except for a limited number of joint ventures. The central government maintains active control over China&apos;s most productive fields, including the Daqing field in the Songliao Basin of northeastern China and the Shengli and Liaohe fields in the Bohai Basin of northeastern China. ? Employment in the minerals industry engaged in geological exploration increased from 800 (pre-Liberation) to 1 million (early this decade). The new report provides an overview of the current political and economic situation in China and discusses how this affects the minerals industry. China is in transition between a socialist planned economy and a market economy. This makes it difficult for non-Chinese to keep track of developments. Minerals and Mining in China is divided into 14 chapters that contain detailed statistics, including data on the geographical location and extent of known mineral reserves, production rates, local technical personnel, imports and exports. The report reveals which companies are already active in the area by profiling 50 major investment projects in China&apos;s metals and minerals industry. According to its author, China possesses one of the world&apos;s largest mining industries, ranking among the leading producers of several metallic and nonmetallic resources. The Chinese mining industry is extraordinarily complex. It has evolved into an overwhelmingly large bureaucracy that was, until the 1980s, shrouded from and misunderstood by the international community. To date, more than 160 types of minerals have been discovered in China. But a significant portion of the minerals and energy base remains largely unidentified and evaluated. And despite China&apos;s large reserves of mineral resources, with a population of more than 1.2 billion people, the country ranks among the lowest in the world in terms of proven reserves per capita. The decision to accelerate development of Stillwater Mining’s East Boulder Mine was made in March of 1998. It required the completion of conceptual designs by July of 1998. This was accomplished through teamwork and close cooperation of mine personnel, engineering firms and vendors, all working toward the common goal of developing an efficient and workable design. Early in the project, representatives of Stillwater Mining, Kilborn International, Parsons Brinckerhoff Transit and RailSystems, Continental Conveyor, and H.A. Simons met to develop methods to bring the mine into production at a highly accelerated rate and to solve potential bottlenecks, including the movement of personnel, materials, and muck through a 5.6 km(3-1/2 mile) adit. This interaction, including companies not normally associated with the mining industry, led to innovative approaches and designs produced by Kilborn Engineering and Stillwater Mining.

A compressed-water hydraulic pulse generator (HPG) for nonexplosive blasting of rock and concrete is described. Energy is stored in the HPG by compressing water to ultrahigh pressure. A large, fast-opening valve discharges the compressed water, resulting in a high-energy impulse. The HPG can be used for small-scale bench blasting by discharging the water through a nozzle that is closely fitted into a borehole. A bench blasting system requires an HPG, a drill and an indexing mechanism to allow insertion of the HPG nozzle into a drilled borehole. Systems with discharge energies ranging from 40 to 250 kJ have been used to excavate hard rock, including andesite, granite and quartzite. The largest system can excavate 15 t/h (16.5 stph) of massive quartzite based on a 2-min cycle time for hole drilling. Blasting with an ultrahigh -pressure hydraulic pulse generator was demonstrated as an effective means of excavating hard, massive rock under the confined conditions of a tunnel opening or underground sloping panel. Hydraulic blasting provides a continuous mechanized mining capability that is well suited for deep-level mining and urban excavation sites where explosives are prohibited.

Geosynthetic clay liners (GCLs) have been used widely as an alternative for compacted clay liners and covers in mine waste applications. The high swelling of bentonite particles in the GCL creates a uniform barrier layer that results in low permeability of water and mine waste leachate. GCLs must provide sufficient internal and interface shear strength stability, especially if GCLs are used in steep slopes under high normal loads. Peel strength is a common parameter that is typically correlated to internal shear strength properties of GCLs. The relationship between internal shear strength and peel strength of GCL at normal stresses of 287, 575, 862, and 1724 kPa is evaluated in this study. The data in this study was compared with the peel strength-internal shear strength relationships found in literature. The study concludes that the relationship between peel strength and internal shear strength is unique based on manufacturing, needle-punching density and the method with and without heat treatment of the geotextile end fiber bundles.

The effectiveness of a flotation column is due principally to the addition of wash water to the froth phase. The wash water flow rate can be significant, especially so for systems yielding a high weight recovery of fine solids, e.g. zinc sulfide flotation. Therefore, it is critical to recognize and assess the impact of the water addition upon upstream separation stages. This paper examines column flotation circuit configurations using data from a portable 2 t/day pilot plant. The objective is to provide an improved basis for column design, either as a retrofit or as part of a new circuit.

The high-rate floc blanket clarification process developed by the Anglo American Corporation of South Africa is capable of continuously clarifying gold and uranium pregnant solutions containing 200-2500 mg/L suspended solids to below 25 mg/L solids at an average rising velocity of 8 m/h at the low process cost of R0,001-0,002 per ton of liquid treated. Overall process cost savings are mainly due to increased polishing filtration cycle times.

This paper presents a succinct overview of the Canadian coal situation. The topics treated specifically are: the rates of growth of coal supply and demand; the relationship between the coal and electricity generation industries which form its dominant market; the unique impact of nuclear generation on coal demand in Canada; and finally, a view of the developing technologies which will create opportunities for growth in the coal industry of the future. Resources The most important element of coal supply is the resource. The disposition of Canada&apos;s coal resources has a marked effect on their utilization, since industry in Canada has not generally developed around coal-fields. The distance from the major industrial centres of Ontario and Quebec to the major region of coal supply in Alberta and British Columbia has crested an economic barrier to the expansion of the use of domestic coal.

In 1989, for the third consecutive year, both the production and consumption of coal in the United States reached record levels. Domestic coal consumption totaled 806.5 Mt (889 million st) in 1989, a 5.4 Mt (6 million st) increase from the year before (Table 1). US coal exporters also had a banner year. For the first time since 1982, exports ex¬ceeded 91 Mt (100 million st). US coal production in 1989 rose by a surprising 27.3 Mt (30 million st), reaching 889 Mt (980 million st) for the year. To a certain extent, the sizable difference between production and demand growth was due to smaller consumer stock withdrawals. Coal consumers withdrew only 12.7 Mt (14 million st) of coal from their stocks in 1989, com¬pared to 22.7 Mt (25 million st) in 1988. Despite strengthening coal consumption, exports, and production, coal prices to all domestic sectors declined slightly during the year. That essentially continued the trend of the past several years. On the labor front, the United Mine Workers of America struck the Pittston Coal Group in 1989. It was a bitter work stoppage that was not settled until February of 1990. This was the first major coal strike since 1985. The strike also precipitated a series of wildcat outages by UMWA members in June and July. At their peak, more than 40,000 UMWA members participated in the wildcat strikes. Except at Pittston, however, most miners were back to work by August. It is estimated that perhaps 4.5 to 9.1 Mt (5 to 10 million st) of coal production was lost due to the Pittston and associated wildcat strikes. However, some of this production may have been recouped by other coal companies not affected by the wildcat strikes, and by the affected companies after the strikes ended.

The 2-D code FIDHELM has been used to simulate conditions in piles of pyritic material with vertical dimensions of 20 to 70 m and a horizontal dimension of 500m. Those properties of the pile and its external environment (wind, temperature) important in determining the time and space dependence of sulfide oxidation, have been identified. A prescription to evaluate the overall sulfide oxidation rate in a pile of known volume but variable geometry has been developed.

Tg Soda Ash operates an underground trona mine located In southwestern Wyoming, which utilizes continuous mining machinery to produce 2.OM tpy (2.2M stpy) by shortwall and room and pillar methods. As the mine developed, the Increasing distance from the shafts caused travel times to be a significant factor in planning for mine emergencies. It was decided to construct a barricade chamber, a modified refuge chamber, to Increase safety and to provide an additional escape option in the case of a mine emergency. Fortunately, there has been no need to use these facilities during the last 9 years, but mine emergency planning has been greatly improved.
