Construction of Flaming Gorge Dam in northeastern Utah necessitated the construction of a new state highway, Utah-260, to provide access to the dam and the town of Dutch John. A 550-foot arch structure was designed to span Cart Creek, about one mile southwest of the dam. The rock exposed at the site is highly fractured quartzitic sandstone with interbedded shale of the Precambrian Uinta Mountain Group. Eight exploratory holes were drilled, four in each abutment area, to determine rock types, the extent of fracturing at depth and rock strength. Drill cores in the west abutment revealed blocks of quartzitic sandstone loosened by the weathering and partial removal of underlying shale beds. The rock in the east abutment area was found to be highly fractured to depths of 70 feet and as far east as 50 feet from the footing locations. Selected core sections were tested for unconfined compressive strength but the values were not considered-representative of the in-situ fractured rock. To prevent movement along or, perpendicular to open fractures, four drilled-in columns were provided at the base of each footing. These extended 50, feet beyond the base of the footing, along the bearing and inclination of the thrust reaction.

Both hydrometallurgical and vapometallurgical processes often involve ores that have been previously ground and size classified. When the valuable mineral is substantially liberated, the chemical reaction is likely to occur on the particle surface and the particle core will shrink as the reaction proceeds. If the chemical reaction products are solid materials then a solid shell, usually porous, will form around the shrinking core. This is known as the core/shell or topochemical reaction model. Using a spherical approximation for the particles, equations have been developed to express the extent of chemical conversion of the particle, depending on which one of the following process or mass transport steps is rate controlling:1 (1) chemical reaction at the particle surface, (2) diffusion through the thickening reaction product shell or (3) mass transport through a boundary layer surrounding the particle. In a previous paper2 these equations were coupled with the Gates -Gaudin-Schuhmann equation 3 4 describing the distribution of particle sizes resulting from comminution of rocks and other brittle solids to develop reaction yield curves expressing the weight fraction of metal or other valuable component of the feed that was chemically converted as a function of residence time. This was done for (a) batch, (b) continuous plug flow and (c) continuous back-mix flow (continuous stirred tank) reactors or process vessels. A flame powered trigger device has been developed to explosively activate suppression barriers to quench gas and coal dust explosions. The important feature of the device is a silicon solar panel, which collects 0.3 p to 1.1 D wavelength radiation from the developing explosion, and generates electrical energy to initiate a detonator, which in turn causes the rapid explosive release of an extinguishing agent into the advancing flame front. Solar panels that are rated to produce 20 w of electrical power when exposed to the sun light are producing about 200 w when exposed to full-scale dust explosion propagating in the U.S. Bureau of Mines' Lake Lynn Experimental Mine. The solar panel is electrically isolated from the detonator by a pressure sensitive switch until the arrival of the precursor pressure pulse, which always precedes a deflagration. This combination of pressure arming and flame powered photo generator prevents false barrier activation and requires no external power supply.

Experiments conducted with limestone dusts and dolomitic marble dusts have indicated that when rock dust is wetted and subsequently dried, it becomes a solid, non-dispersible cake. However, in order to be effective, rock dust must be able to disperse as individual particles to inert. To counteract this, rock dust manufacturers created treated rock dusts that will resist caking after moisture exposure. National Institute for Occupational Safety and Health (NIOSH) researchers conducted a series of laboratory-scale experiments on four base rock dusts and their treated counterparts to assess the effectiveness of various anti-caking additives after being exposed to moisture and then dried. The dusts were exposed to moisture using humidity cabinets having a high relative humidity (99% RH) and by also exposing the rock dust bed to water through bottom wicking. The dusts were then evaluated for dispersibility after drying using the NIOSH-designed dust dispersion chamber. The anticaking additives were different concentrations of stearic acid, oleic acid, and xylene-based surfactants. All results were compared to a reference rock dust used to conduct large-scale experiments in the Lake Lynn Laboratory (LLL), Fairchance, PA. When the untreated dusts were dried after exposure to moisture for one day, no dispersion was measured. However, rock dusts treated with anti-caking agents were readily dispersible even after exposure to moisture for six months. This report details the analysis and characterization of anti-caking additives using the NIOSH-designed dispersion chamber and the 20-L explosion test chamber. INTRODUCTION In order for a coal dust explosion to propagate, five elements are required. In addition to the fire triangle in which three elements are necessary to sustain a fire—fuel (coal dust), heat (ignition source), and an oxidizer (oxygen in air)—a combustible dust explosion requires dispersion of a dust cloud (pressure wave) and confinement of a dust cloud (underground mine entry) (1). Coal dust explosions can originate anywhere in a mine. For example, when a small volume of a flammable methane and air mixture is ignited in a closed end, the high-temperature gases rapidly expand to create a pressure wave, sometimes referred to as a “pioneer wave,” that may steepen into a shock wave as it propagates away from the ignition source. The shock wave produces a wind that disperses the dust preferentially from any elevated and exposed surfaces (roof, ribs, belt structure, cribbing, etc.). Factors that are known to affect the intensity of an explosion are the dust particle size, the location of the dust within the entry, the dust dispersibility, and the volatility of the coal dust (1). Particles less than 75 μm (< 200 mesh) in size are most reactive (2). Dusts that are located on the roof, ribs, and elevated surfaces are more readily dispersed than dusts on the floor. Therefore, application of quality rock dust in sufficient quantities is essential to inert coal dust and to prevent continued flame propagation. 30 CFR 75.402 and 75.403 require 80% total incombustible content be maintained within 40 ft of the face, and 30 CFR 75.2 defines rock dust acceptable for use in underground coal mines. It also defined that “when rock dust is wetted and dried, will not form a cake”.

The evaporite deposit at Searles Lake consists of alternating brine-saturated saline beds and saline-bearing mud beds. Three major subsurface brine-saturated saline horizons have been identified by private companies and the U.S. Geological Survey. They have been termed, from bottom to top, the Mixed Layer, Lower Salt, and Upper Salt. The important water-soluble components (Na, K, Mg, CO3, HCO3 , SO4, Cl, and B407) are either in brines or have combined to form the following minerals: halite, hanksite, trona, nahcolite, burkeite, borax, thenardite, northupite, sulfohalite, glaserite, etc. Kerr-McGee Chemical Corp., the current operator at the lake, selectively pumps interstitial brines from each of the major horizons to feed its three chemical plants. As the pumping continues, brines are continuously replenished within the deposit by dissolution of the minerals through natural recharge or artificial fluid injection (solution mining). The brines are processed to produce a variety of chemical products, which include sodium carbonate and sulfate, potassium chloride and sulfate, sodium borate, and boric acid. The Anaconda Minerals Co. has been evalua¬ting potential domestic trona acquisition since 1981. We have evaluated various properties in the Green River, Wyoming trona district, and Owens Lake and Searles Lake in southern California. In 1983, we purchased with our joint-venture partner, Leslie Salt Co., the southern portion of Searles Lake from Occidental Petroleum Corp. Since mid-1983, Anaconda has been conduct¬ing a small exploration-drilling program at the property. The initial core holes were drilled along and adjacent to the existing access road. In 1984 we used an all-terrain drill rig to gain access to drill sites on the playa where no roads exist. The use of this equipment proved to be highly successful. The drill program consists of coring to an average depth of 450 feet and collecting brine samples from potentially commercial horizons. The brine samples are collected by setting a packer and swabbing the hole. The core is logged and split lengthwise; one-half is submitted to our Tucson Geoanalytical Laboratory for semi-quantitative mineralogy by X-ray diffraction and the following suite of chemical analyses: Na, K, Mg, C03, HCO3, SO4, Cl, B407, Li, H20 insolubles, and acid insolubles. Additional test work for selected core samples will include effective porosity and horizontal permeability determinations. The brine samples are subjected to the same suite of chemical analyses (minus insolubles) as the core samples. In addition, specific gravity is also determined. Both cross sections and isopach maps are being constructed. The hydrological characteristics of the potentially commercial horizons are also being investigated.

Many factors must be considered when performing engineering and construction work for a major minerals project. Dravo&apos;s Afton copper smelter in British Columbia illustrates some of the E&C factors considered when setting up this new operation. In March 1978, Afton Mines Ltd., a Tech Corp. subsidiary, began blister copper production at the world&apos;s first integrated copper ore mining, milling, and smelting operation to use Top Blow Rotary Converter (TBRC) process smelting technology. This key TBRC smelting element is licensed by INCO Ltd. to Dravo Corp. The TBRC process uses a single vessel of modular design. It rotates for mixing and provides complete processing capability, from concentrate through blister copper. The Afton facility is about 16 km west of Kamloops, a town in south-central British Columbia. To make its operation as economic as possible, Afton officials considered several options for the copper smelter, the first in modern times in the province. Inability to extract precious metals-primarily gold-from the concentrates ruled out hydro-metallurgical processes. The final choice was between a conventional electric furnace/ Peirce-Smith converter combination and the TBRC process. The TBRC process was chosen for its versatility in processing the various Afton concentrates and grades and its 40% lower capital cost compared to the electric furnace converter system. The TBRC smelter -including concentrate slurry receiving, drying, storage, smelting, off-gas cleaning, and copper casting-had an installed cost of about $25 million. In December 1974, a pilot program was conducted by Teck, Dravo, and INCO at INCO&apos;s Port Colborne, Ontario, research facility. The pilot program demonstrated the TBRC&apos;s ability to smelt, convert, and clean copper slags. After the successful pilot effort, Dravo performed additional research to find an effective fixation system for high grade, intermittent SO2 gases. Once the go-ahead was given, design and procurement for the Afton copper smelter was provided by the Denver Division, Dravo Engineers and Constructors. Commonwealth Construction, Vancouver, constructed all Afton facilities. Afton&apos;s single furnace smelter is designed to produce 25-kt/a blister copper in 363-408 kg cake form. The product is sold to England for electrolytic refining. The TBRC process is only one of several innovations proposed by Dravo and chosen by Afton to insure the most modern smelter in North America and meet all British Columbia&apos;s environmental restrictions. Conventional smelting methods use a separate furnace for each process step. The TBRC process employs but one furnace. The Afton TBRC vessel measures 6.4 m in length and 4.3 m in diameter. The furnace is supported on a set of motor-driven rollers. These permit the vessel to rotate at variable speeds to 40 rpm. Rotation provides good mixing, high reaction rates, and effective heat transfer from the refractory sides to the molten bath resulting in a low thermal gradient. The furnace can tilt through a full 360° for charging, firing, and pouring. Smelting at Afton is accomplished in sequential fashion. Flotation concentrate and limestone flux are initially charged to the hot, empty vessel. Using the water-cooled, oxy-fuel lance, the initial charge is smelted. Once sufficient molten bath is obtained and slagging completed, the metallic concentrate is charged. As a result of recommendations made in the 1988 Report of the Mine Safety and Health Administration Advisory Committee on Standards and Regulations for Diesel-Powered Equipment in Underground Coal Mines, the Mine Safety and Health Administration (MSHA) initiated a program to develop and test a diesel particulate sampling device. The sampling device employed the principles of inertial impaction to separate respirable dust into two fractions; one fraction containing particulate material having an aerodynamic equivalent diameter equal to, or greater than, 1.0 micrometer, and the other fraction containing particulate material having an aerodynamic equivalent diameter less than 1.0 micrometer. The design criteria were based on data which showed that virtually all of the diesel particulate material and very little of the mine generated dust was less than 1.0 micrometer in size. The instrument was tested in underground dieselized coal mines and in the laboratory. Comparative measurements were obtained with the MSHA designed impactor sampler, a University of Minnesota (UM) designed impactor sampler and MSHA&apos;s standard respirable coal mine dust sampler. Simultaneous measurements were also obtained with five of the MSHA and five of the UM designed impactor samplers to investigate between sampler precision. The paper discusses the design differences between the MSHA and UM impactor samplers, the precision of replicate measurement obtained with both instruments and compares measurements obtained with the respective samplers of the sub- and supermicron fractions of the respirable material.

Blasting is commonly viewed separately from mechanical handling and crushing. This view is misleading because the degree of fragmentation achieved by blasting can have a significant effect on the efficiency of these processes and, hence, on the overall cost of the mining operation. In this paper, aspects of blasting and crushing and their interaction are examined. This is the eighth annual tabulation of royalty information. Again this year, some of the older information has been deleted to make room for nearly 30 new entries. Several articles and publications have appeared recently that relate to mineral royalty or mineral valuation. R. B. Parsons wrote "Mining agreements, royalties and profits" (CIM Bulletin, November 1988). He distinguished between net smelter return (NSR) and net profit interest (NPI). Parsons used examples to show the difference between these royalty payment methods. Mining Engineering (January 1990) carried an article by H. V. S. Tingley entitled "Using business due diligence to help evaluate mineral deposits." The article identifies some factors that must be examined during mergers or acquisitions in the mining industry. Since each mining operation is unique, each has risks and opportunities that need recognition and evaluation. The author suggests that a team is necessary for a proper evaluation because no one person has expertise in all of the factors that must be examined. Also in January&apos;s Mining Engineering was "Limestone mining: Reserves and valuation," by B. C. Lewis and R. P. Moran. They presented two case studies of valuation of limestone reserves. One was a 109-hm2 (270-acre) parcel in West Virginia and the other a 121-hm2 (300-acre) tract in Alabama. The authors discussed risk, discount rates, and royalty methods as financial parameters in valuation of limestone reserves. Selective flocculation was used to produce a superclean zinc concentrate by minimizing silica contamination. Research was carried out on a flotation concentrate from the Jersey Miniere Zinc Company (JMZ) in Gordonsville, TN. The material was first dispersed with sodium silicate and then causticized tapioca starch was used to selectively flocculate the sphalerite, leaving the silica in suspension. This technique has been applied commercially to iron ore beneficiation but never to zinc processing. The feed material assayed 0.45% SiO2. The use of 0.56 kg/ t (1.13 lb/st) sodium silicate and 0.070 kg/t (0.141 lb/st) causticized tapioca starch resulted in a 98.2% zinc recovery and produced a purified zinc concentrate assaying 66.0% Zn and 0.24% silica. The target level for silica contamination in JMZ zinc concentrates is currently 0.30% Si02. This work demonstrated that selective flocculation is a potential method for cleaning flotation concentrates, particularly where low silica products are required.

Brenda Mines, located 22 km Northwest of Peachland in British Columbia, Canada was an open pit copper- molybdenum mine which closed in 1990 after 20 years of operation. The primary concern in Brenda&apos;s tailings and waste rock drainage is molybdenum at a concentration of approximately 3 mg/L. The mine drainage is alkaline and contains little or none of the typically problematic heavy metals. Given that the waters downstream are used for municipal water supply and some irrigation, a discharge limit of 0.25 ma molybdenum was imposed with specific water quality guidelines in the receiving creek. A review of all existing and potential molybdenum removal methods was undertaken prior to mine closure. The chosen process is a two-step iron co-precipitation with clarification and sand filration at a slightly acidic pH. A 4,000 usgpm (912 m3/h) treatment plant was constructed and commissioned in 1998, at a cost of $10.5M. The successful removal of molybdenum from the drainage water is explained with details on some design innovations and operational challenges encountered during plant start-up. Investigated sludge disposal options are discussed although the long term disposal scenario has not yet been finalised.

The total systems model for underground coal mine planning and design (Master Design Simulator) is a set of computer programs which encompasses a realistic reproduction of the interaction among the geological, environmental, equipment, methods, and the health and safety aspects of the mining plan (Manula, Rivell, and Ramani, 1975). The total system includes nine major subsystems: geology and reserves, methane generator, roof support, subsidence, production, rail haulage, cost, water generator, and ventilation (Fig. 1). The subsystems themselves are divided into two categories based on the frequency with which they are executed: (1) event-oriented subsystems are executed either independently or at discrete intervals when certain specific events occur; and (2) dynamic subsystems function interactively during the production cycle, transferring data to or requesting data from event-oriented subsystems only when specific events occur (Fig. 2). Each subsystem has been tested and validated independently (Ramani, White, and Sutton, 1974; Ramani and Owili-Eger, 1974; Manula, Mozumdar, and Jeng, 1974a; Manula, Mozumdar, and Jeng, 1974b; Manula, et al., 1974; Manula, Rivell, and Sanford, 1974; Ramani, McClay, and Burgos, 1975; Manula and Owili-Eger, 1975; and Ramani, Owili-Eger, and Manula, 1975).

"INTRODUCTION Tunnels are important elements of the German federal road network which have to cope with an increasing traffic load especially of heavy goods vehicles. In order to ensure a high availability and safety level for these key infrastructures, big efforts are required by owners and operators in order to keep all infrastructures up to date. This mainly relates to current European regulations regarding tunnel safety (Directive 2004/54/EG) [1] and their national implementation, which must be fulfilled by many existing tunnels. In this context the German Federal Government spends more than 1.1 billion € for the structural and operational retrofitting of more than 120 existing road tunnels. As many of these projects have recently been finished or are still under progress, experiences and best practices could be reported. After the description of current requirements in national standards regarding structural fire protection, the paper gives an example for an upgrade of a tunnel’s fire protection by installing an additional fire protection system, which is a quite costly measure. Another possibility to fulfill current requirements regarding structural fire protection could be the numerical proof of sufficient bearing capacity of a structure. The influence of different fire loads and fire durations on the bearing capacity of typical road tunnel structures have been investigated in a research project funded by the German Federal Ministry of Transport (BMVI) and coordinated by the Federal Highway Research Institute (BASt). The results of this research project have been used to define a procedure how to investigate existing tunnels regarding structural fire protection. Finally, the research results have also been the basis for a current update of national standards for tunnel construction. REQUIREMENTS REGARDING STRUCTURAL FIRE PROTECTION The structural fire protection design of road tunnels is usually based on temperature-time curves of exposure to fire, for simplicity called ""fire curves"". The fire development after fire growth is illustrated with fire curves. Fire curves can be subdivided into a heating-up phase, a fully developed fire phase, and if applicable, into a cooling-off phase (cf. Figure 1). During the fully developed fire, the fire remains at a certain temperature level."

In recent years increasing attention has been given to improving both the chemical and physical properties of sinter. The first step toward this goal was the production of a self-fluxing-sinter. More recently, blast-furnace operators have found that significant improvements in blast-furnace performance can be achieved by improving and controlling the physical size of the sinter. The results of full-scale blast-furnace tests have shown that blast-furnace production can be improved by using a closely sized agglomerate. The improvements obtained by the use of pellets, a closely sized agglomerate, are well known. In contrast, blast furnaces charged with sinter having a wide size spectrum have generally not yielded results as satisfactory as those from furnaces 1) * charged with pellets. Beginning in 1958, Appleby-Frodingham charged plus 3/8-inch sinter to their blast furnaces. Further tests by other companies in Canada, 2) the United States, 3) and Australia showed that blast-furnace production could be improved by about one percent when the plus 3/8-inch material in the burden was increased by one percent. Because of the promising results obtained with screened sinter, an extensive test program was initiated to determine an effective means of producing sized sinter in U. S. Steel&apos;s sinter plants. This paper describes the work done by the Applied Research Laboratory in this program.

INTRODUCTION Zortman Mining Inc. is a wholly owned subsidiary of Pegasus Gold Corporation of Spokane, Washington. Pegasus has been producing gold and silver from the Zortman and Landusky mines since 1979. The Zortman and Landusky mines are two distinct open pit mines located approximately 6 kilometers apart in the Little Rockies Mining District of north central Montana. The two mines use large-tonnage, low- grade heap leaching techniques to efficiently process the gold and silver ore. PROJECT DESCRIPTION The Little Rockies rise abruptly 914 metres from the surrounding plains to about 1829 metres above sea level. The topography is quite steep, making efficient leach pad construction a major challenge. The climate is semi-arid with moderate summers and occasionally severe winters. Freezing temperatures usually arrive in late October or early November, influencing the effectiveness of leaching operations. GEOLOGY AND MINERALOGY The geology of the Little Rocky Mountains consists of steeply dipping sedimentary ridges forming an elliptical dome surrounding a core of intruding syenite porphyry. Within the syenite porphyry are well fractured and mineralized shear zones where the existing reserves and open pits are located. The ore is presently divided into oxidized, mixed, and sulfide. Only the oxides and mixed zones that are of ore grade are placed on the leach pads. The syenite porphyry host rock enables effective leaching of gold and silver to depths of 61 metres, having a major impact on leach pad construction costs. MINING All mining since 1979 has been by contractor. This enabled initial mining to commence without capital investment in equipment. Through competitive negotiations, Pegasus has been able to keep contract mining costs at levels very close to what would be experienced if Pegasus had purchased equipment initially. Contracts are negotiated yearly and are based on a unit price and haul distance for ore and waste. Haul distances have ranged from as little as 457 metres to as much as 3,050 metres. At present, Pegasus is developing a 27,000,000-tonne leach pad at the Landusky project that is adjacent to the minine area. This design feature will reduce the mining cost by 20 percent over the life of the mine. In 1987, over 5,900,000 tonnes of ore and 3,200,000 tonnes of waste will be mined at the Landusky project. Through 1986, 13,763,000 tonnes of ore have been mined at a waste-to-ore strip ratio of 0.60:l at the Zortman project, and 13,005,000 tonnes of ore at a waste-to-ore strip ratio of 0.79:l have been mined at the Landusky project. Current mining reserves are 32,769,000 tonnes of ore at a waste- to-ore strip ratio of 0.59:l. Through efficiencies of large-scale heap leaching, Pegasus has been able to lower the mining cutoff from 0.34 grams per tonne gold to 0.27 grams per tonne gold. This has reduced the mining cost per tonne of ore h percent through a reduction in strip ratio of 14 percent. Beginning in 1984, all pits were designed based on computer-generated "floating cone" pits. The geologic models were developed by Pegasus staff with a series of economic models evaluated. The resulting computer-generated pits were used as a guideline in designing the mine plans, including haul roads for final calculation of tons and grade. Input to the floating cone models consisted of mining cost, processing cost, cutoff grade (0.34 grams gold per tonne), recovery (67 percent) and gold price. Due to the gold being deposited primarily on the fractures of the syenite host rock, no crushing of ore is needed prior to leaching. This characteristic of the ore is a key in being able to profitably mine and process gold ore at an average grade of 0.69 grams of gold per tonne. Strict blasting control is also a key in success of the leaching operation. A system of splitting ore and waste in blast patterns has been devised to reduce dilution. Also, drill hole spacings are varied from 3m x 3m in breccia ore to 4m x 4m in syenite ore to 5m x 5m in waste. Drill holes

A PC image-based, on-line coarse particle size analysis system is being developed for the control of crushing and grinding circuits. Initial results had indicated that the system is accurate when tested with irregularly shaped particles which are stationary and do not overlap with each other. Now the system has been successfully tested in the dynamic mode with a moving belt conveyor. On-line size analysis for actual plant operations is discussed and includes: (1) the video system with respect to lighting and data acquisition requirements for a rapidly moving belt and, (2) image sampling, specifically the number of observations needed for accurate sampling and the total time required to perform the calculations for a representative data set.

Fertilizer-grade phosphoric acid with a P2O5 concentration of 50% should contain less than 1.5% Fe2O3, otherwise, the P2O5 water solubility of the fertilizers prepared from high-iron acids will be low. High-iron Egyptian phosphate concentrates fromAbu-Tartur and Sebaiya- West were leached with sulfuric acid and recycled phosphoric acid to produce 50%-P2O5 phosphoric acids containing 4.0% and 2.7% Fe2O3, respectively. The high iron contents were reduced to the industrially accepted limit of 1.5% Fe2O3 by precipitation with potassium sulfate. The factors affecting the effi¬ciency of the precipitation process, e.g., temperature, time and K2O/Fe2O3 ratio, were systematically studied, and the optimum conditions were achieved. The clarification of the prepared phosphoric acid from iron-containing sludges was also investigated by varying the time and temperature. The utilization of the separated sludges as fertilizer and recovery of P205 by pulping in water were also evaluated.

The Environmental Protection Agency (EPA) is in the early stages of developing a national mining waste program. Our goal is to develop a mining waste program that will be state implemented, multimedia in nature, flexible, utilize and enhance existing state programs, and protect the environment. The Agency appreciates the cooperation the mining industry is providing through its participation in the Policy Dialogue committee on Mining and by providing the Agency with technical data. The following is a discussion of what led to the development of a national mining waste program, the agenda initiative to evaluate Toxic Substances Control Act authority in phosphate manufacturing, and the important steps being taken through the Policy Dialogue process to frame and discuss issues. EXTRACTION AND BENEFICIATION OF ORES The Resource Conservation and Recovery Act of 1976 (RCRA) and subsequent amendments created a framework for the regulation of hazardous wastes under Subtitle C and nonhazardous waste under Subtitle D. In 1978, initial regulations were proposed for hazardous waste management units under RCRA. These identified a universe of special wastes that were large volume, low hazard and less amenable to Subtitle C control techniques. EPA noted that waste materials from the "extraction, beneficiation and processing of ores and minerals m fit these criteria. In October 1980, Section 3001 of RCRA was amended. This Bevill amendment excluded solid waste from the extraction, beneficiation and processing of ores and minerals from regulatory control under RCRA&apos;s hazardous waste Subtitle C. This was done pending a report to Congress and a regulatory determination regarding the Subtitle C status of these wastes. Thus in November 1980, EPA published an interim final amendment to the RCRA Subtitle C regulations to reflect the Bevill amendment. RCRA requires EPA to perform studies and make reports to Congress regarding the management methods and potential hazards of managing waste. RCRA also calls for a regulatory determination regarding whether Subtitle C (hazardous) or D (non- hazardous) controls are warranted for these wastes. In December 1985, EPA submitted a report to congress entitled, “Wastes from the Extraction and Beneficiation of Metallic Ores, Phosphate Rock, Asbestos, Overburden from Uranium Mining and Oil Shale." In that report, EPA found that some mining wastes exhibit hazardous characteristics, that the range of risk from mining waste is broad, and that waste management practices have caused environmental damage. In July 1986, EPA published a regulatory determination based on information gathered in the 1985 report to Congress and comments from interested parties. In the report, EPA concluded that RCRA Subtitle C regulation of extraction and beneficiation wastes was unwarranted because mining wastes tend to be disposed of in arid climates, waste volumes are high, and facilities and wastes are located in sparsely

The construction of a major sewerage scheme requiring 15.3 km of 5.5m excavated diameter tunnel in basalt, mixed and soft ground has been undertaken by the Melbourne and Metropolitan Board of Works. A double shielded Tunnel Boring Machine was selected to excavate 13.7 km of basalt and mixed ground. Advanced methods for recording operational data on the TBM were introduced. Progress to date has shown that the TBM can excavate rock very effectively with a best weekly production of 178.8m; soft ground has been encountered and successfully handled.

Demand for nonfuel minerals depends in large measure on economic activity, which rose in each quarter of 1985. However, despite 1.7 million new housing starts and a 7% increase in motor vehicle production, many domestic metal mining operations experienced continued difficulties as a result of import competition, greater use of newer engineered materials, emphasis on multi-unit housing, and downsizing of motor vehicles. Recognizing the continued difficulties of the domestic metal mining industry, many corporations made major efforts to retrench and rationalize - selling, closing, or spinning off less profitable operations, renegotiating labor contracts, and inviting increased participation by foreign firms. About 15% of US energy was imported in 1985. This included $52 billion worth of crude oil and refined products, adding significantly to the overall merchandise trade deficit of $149 billion. With the exception of a few large-bulk, low-value raw materials, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult US nonfuel minerals trade deficit totalled $17 billion. The US continued to rely on imports for many important strategic minerals in 1985 (see accompanying Table). Increased pressures for protection included major mineral products such as steel, ferroalloys, and copper. But President Reagan, in his Feb. 1986 "Economic Report to the Congress" stated: "Our international trade policy rests firmly on the foundation of free and open markets." He also stressed the need for fair trade and more open markets internationally. The National Critical Materials Council, created by law in the latter part of 1984, was activated in the latter part of 1985. Its first public hearing was held in January 1986. The Council is to review the nation&apos;s materials posture and advise the President on such matters. Compared with 1984, the value of US raw nonfuel mineral output rose 2%, to $24 billion. This supported the production of $244 billion worth of processed materials of mineral origin. Raw steel production - a major indicator of both material use and mineral production - fell 4% to 81 Mt (89 million st). Consequently, domestic iron ore production fell to 49 Mt (55 million st), about 97% pelletized. Iron ore imports fell 7% to 16 Mt (18 million st). Raw steelmaking capacity fell 4% to 117 Mt (129 million st). Pacts with 16 leading steel exporting nations have been negotiated in an effort to reduce import penetration of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 40% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production increased slightly to 49 kt (54,000 st). Mine shipments of tungsten, another mineral tied to steel production, also fell slightly to 1.1 kt (1200 st) of contained metal. Even the domestic aluminum smelting industry suffered reverses as high stocks and low prices reduced production 16% to 3.5 Mt (3.8 million st). Similarly, imports of bauxite fell 7% and alumina 10%. Production of magnesium metal fell 6% to 136 kt (150,000 st), while titanium metal production remained unchanged at 22 kt (24,000 st). Copper mine production was unchanged at 1.1 Mt (1.2 million st). Copper refinery production fell slightly to 1.1 Mt (1.2 million st). Lead mine production rose 24% to 400 kt (440,000 st). Zinc mine output was down 10%, to 225 kt (250,000 st). Refined lead production increased 28%, to 510 kt (560,000 st). Primary slab zinc production fell 5% to 240 kt (260,000 st).
