First Majestic Silver Corp’s La Encantada Silver Mine is a producing mine with a capacity of 3,000 tonnes per day. The La Encantada team is currently constructing two small-scale caving mines, including the San Javier breccia caving mine. The new mine is constructed within a mineralized breccia body composed of clasts of varying sizes and with very poor rock quality. Due to this poor rock quality, primary and secondary supports are required to support both the development and production stages. Since the proximity of the new mining levels to existing old workings, correct selection of the support system and proper production controls, instrumentation, and monitoring are very critical to maintain the stability of the pillars and fortification elements. An increased ground deformation due to the load transfer during the production stage is expected. This report reviews the primary and secondary support elements used in the different stages of mining, the monitoring of ground deformation, and the steps taken to analyze and visualize the collected data in order to enable the geotechnical team to manage caving stress and maintain pillar stability. INTRODUCTION First Majestic Silver Corp. (“First Majestic”) is a Canadian mining company focused on silver production in Mexico that operates six producing silver mines, including La Encantada Silver Mine (“La Encantada”). First Majestic acquired La Encantada in 2006. La Encantada is located in the northwestern portion of the state of Coahuila, in northern Mexico, in the municipality of Villa de Ocampo. The mine lies in the northern part of the Sierra Madre Oriental physiographic province. The mine location is shown in Figure 1. La Encantada is a producing mine, with a mill processing capacity of 3,000 tpd, and a 4,000 tpd capacity cyanidation leaching circuit equipped to process fresh underground ore and old tailings amenable to be reprocessed. The mine is currently employing several mining methods, including overhand cut and fill for narrow veins, small mantos, and other minor deposits. A subset of caving methods are applied on the larger, but weak, mineral deposits, such as at the San Javier breccia and La Prieta breccia. La Encantada consists of vein, manto, breccia pipe, and chimney deposits with concentrations of silver, lead, iron, and zinc in oxidized mineralization enclosed by calcareous sedimentary formations of Cretaceous age. At deeper levels, there is sulphide mineralization in skarn with zinc and silver concentrations associated with a granodiorite intrusion.

A common belief among Itlnl.ng operators today is that computer based truck m:mitoring and dispatching systems are only applicable to, or affordable by, very large scale open pit mines. Before the advent of microcomputer technology this belief was generally a valid one. Microcomputer technology as it currently exists has reached a high level of sophistication and capability, rapidly approaching that of the minicomputer standard. When coupled with reliable software and data communications packages, it now provides the means to make truck monitoring and dispatching a viable and attractive management aid to mines of all sizes. This paper briefly addresses the evolution and current state of computer truck dispatching and examines a microcomputer based system in this context. To demonstrate the effectiveness of this approach to truck dispatching a recent installation in a medium sized mine is presented. Preliminary field data from the case mine are presented to illustrate the methodology.

A large number of minerals and chemicals (Table 1), some mineral-derived, are used in the treatment of both potable water and domestic sewage waste water and solids (Anon., 1990). In water treatment there are ten principal process uses as shown in Table 2 (Anon., 1990), which also lists the major chemicals in each process. Since lime (calcium oxide, calcium hydroxide, and dolomitic lime) is the largest chemical (by tonnage) used in water treatment, this chapter will deal primarily with this product. Note that it is included in five of the process uses shown in Table 2, and that indirectly it is also used in at least one other category (taste and odor control, where lime is used with potassium permanganate to provide optimum pH condition). POTABLE WATER TREATMENT Water Softening The biggest use for lime in water treatment involves water softening, where it serves to reduce carbonate hardness caused by dissolved bicarbonate and carbonate compounds. Currently there are more than 1000 domestic water softening plants (Table 3) located in most sections of the country, but particularly in Ohio, other midwestern states, Florida, and Texas, where limestone bedrock abounds (Anon., 1990). Among the other uses for lime in water treatment are coagulation, disinfection, and removal of heavy metals due to high pH softening, removal of certain radioactive and organic compounds and fluorides, neutralization of acidic water, removal of silica, particularly with dolomitic lime, and removal of color. Most of the above advantages accompany water softening, although at some plants lime is used specifically for one purpose, such as silica removal with dolomitic lime, minimizing pipeline corrosion by addition of lime to correct an aggressive water, and others. Hardness in water comprises two types - carbonate hardness, caused by dissolved calcium and magnesium carbonates and bi- carbonates, and non-carbonate hardness caused by dissolved non- carbonate salts, particularly calcium sulfate, calcium chloride, magnesium sulfate, and magnesium chloride. Total hardness is the sum of the carbonate hardness and non-carbonate hardness. Waters are classified as soft (0 to 75 mg/L as CaCO,), moderate (75 to 150 mg/L), hard (150 to 300 mg/L), and very hard (above 300 mg/L). Most water plants strive to reduce total hardness to about 100 mg/L, although in recent years the tendency in some cities has been to allow a little higher value in order to reduce both chemical costs and the amount of water softening sludges produced. There are four basic types of softening plants: lime softening, primarily to reduce carbonate hardness; lime-soda softening, for reduction of both types of hardness (in some plants caustic soda is used in place of soda ash, but it is more costly); split lime-zeolite, where a base exchange mineral is employed in place of soda ash (this system also requires salt [sodium chloride] to regenerate the zeolite mineral); and finally zeolite softening, which is generally used in small systems for private houses and small municipalities. Principal disadvantages of the latter system are its relatively high cost and the salt requirement, which introduces considerable quantities of soluble salts into the waste water discharge system.

M. Gershon The article is an excellent one, providing a basis for the conduct of the major tasks in underground mine planning and scheduling. I object to only one word. Since that word is featured in the title, it is a strong objection. The word used erroneously is optimization. There is no optimization performed in the article. By definition, an optimization is an approach that yields the best of all possible solutions. We can limit this definition to its narrowest sense, the optimization techniques of operations research such as linear programming, or broaden it to include less sophisticated search procedures that find the best mine plan or schedule. No such claim is made in the article. No optimization of any kind is performed. The major tool used is a simulation, which, in truth, is probably more appropriate for this problem than any optimization. But simulation does not optimize. It only allows for quick evaluation of many options, leading to the selection of the best plan "of those tried," not "of all possible plans." This article, of course, is not the first mining paper to make this error. It seems that the word optimization is used more to impress people than to refer to any act of optimizing. It is used in a way that implies "try to optimize"or "come close to optimize," but not to really do it. It is usually appropriate to quietly ignore this error. But when Dr. Chatterjee, who has done so much good work in true optimization projects and whose work I have come to admire, makes such an error, it is time to publicly dispute it. Having discussed this very point with him in the past, I am sure that he will agree. If he can support this position in his response, perhaps people will start to listen and we can reduce the number of false claims of optimization. This should be easy for him in this case since the approach he used, simulation, is the more appropriate one anyway.

Few, if any, of the non-ionizing radiation health hazards to be found in either surface or underground coal mining are uniquely different because of their being found in the work environment. Hence, they can be considered generally for their bio-effects on the worker when found in the mining work environment. The same may not be said, however, for the lack of non-ionizing radiation and its bio-effects, particularly as it relates to underground coal mining. The term "non-ionizing radiation" refers to various forms of electromagnetic radiation of wavelengths longer than those of ionizing radiation. As the wavelength gets longer the energy of electromagnetic radiation decreases. Therefore, all non-ionizing forms of radiation have less energy than cosmic, gamma, and X-radiation. In order of increasing wavelength, non-ionizing radiation includes ultraviolet, visible light, infrared, microwave, and radiofrequency radiations. The energy frequency and wavelength range of both the ionizing and non-ionizing electromagnetic forces are shown in Table I. To convert the wavelengths of various radiations to Ångström units, one multiplies millimicrons by ten. In a vacuum, all electromagnetic radiation has the same velocity, namely 3 x 1010 centimeters per second. The natural source of radiant energy here on earth is our sun which emits radiation continuously over a wide spectrum. This radiation on average reaching earth ranges from 290 nm in the ultraviolet range to over 2,000 nm in the infrared range with a maximum intensity of about 480 nm in the visual range. You will note this falls into the visible blue wavelength and accounts for our blue sky and blue ocean and deep water effects. We are all familiar with the fact that the passage of solar radiation through the atmosphere to the earth changes the spectrum considerably because the atmosphere absorbs and scatters many of the sun's rays. The ozone in the upper atmosphere absorbs the shorter ultraviolet wavelengths and water vapor absorbs some of the infrared wavelengths. Smoke, dust particles, gas molecules and water droplets scatter the rays, especially those of shorter wavelengths. In addition to the sun, every gas, liquid or solid object at a temperature above absolute 0° radiates energy. Solid objects emit almost continuous spectra. At low temperatures only radiation of the longer wavelengths in the infrared range is emitted, but as the temperature of the object is increased, more and more of the shorter wavelengths are added. This fact is most readily demonstrated by heating a piece of steel. When a piece of steel reaches a temperature of about 1,700° Fahrenheit, it gives off radiation at the red end of the visible spectrum and appears dull red. As the temperature is further increased, the shorter rays are also emitted, until at about 2,100°F, the metal appears white, due to the emission of wavelengths throughout the entire visible range. Gasses, on the other hand, when heated emit radiant energy only at certain wavelengths, which are characteristic of their chemical structure. This latter fact is of importance in underground coal mining as high intensity gas and vapor lamps are becoming more and more utilized for illumination in underground coal mining. The biologic effect of non-ionizing radiation exposure depends upon the type and duration of exposure and on the amount of absorption by the miner. The effects of this radiant energy on the miner fall into four distinct types: (1) the heating effect of infrared radiation, (2) the effect on the eye of visible radiation, (3) the effects of ultraviolet radiation, and (4) the growing potential effects of the misuse of microwave radiation. Each non-ionizing type of radiation will be considered individually. ULTRAVIOLET RADIATION The sun is the major source of ultraviolet radiation, which is of concern in open pit and surface mining at certain seasons and in certain climes necessitating protection for the surface miners under those conditions; nonetheless, there are some man-made sources such as electric arc lights, welding arcs, plasma jets, and special ultraviolet bulbs for illumination underground that demand surveillance in the underground environment to be aware of whether the miners are at risk above the threshold limit values allowable. Since ultraviolet radiation has little penetrating power, the organs that are affected are the skin and the eyes. Ultraviolet radiation is strongly absorbed by nucleic acids and proteins, and the effects in man are largely chemical rather than thermal. Short-term effects on miners include acute changes in the skin. These are of four types: (a) darkening of pigment, (b) erythema (sunburn), (c) increase in pigmentation (tanning) and (d) changes in cell growth. Ultraviolet radiation also causes acute effects on the tissues of the eye. Overexposure can lead to keratitis, inflammation of the cornea, and conjunctivitis. Long-term effects of ultraviolet exposure include an increase in the rate of ageing of the skin with degeneration of skin tissue and a decrease in elasticity. Late effects of ultraviolet on the eye include the development of cataracts. The most serious chronic effect of ultraviolet exposure is skin cancer. Ultraviolet radiation effects are increased by some industrial materials and drugs. After exposure to such compounds as cresols, the skin is exceptionally sensitive to ultraviolet radiation. Photosensitivity reactions occur after exposure to a variety of other chemicals and drugs including dyes, phenothiazines, sulfonamides, and sulfanylureas. The conditioning of phosphate flotation feed with anionic flotation reagents was identified as a high- priority research topic during a beneficiation work- shop sponsored by the Florida Institute of Phosphate Research (FIPR). FIPR subsequently solicited research proposals to identify the mechanisms of reagent adsorption, to determine scale-up relationships for conditioner design, and to investigate the effect of conditioning variables on reagent adsorption and flotation performance. The two-year research project was awarded to Jacobs Engineering. Somasundaran, Inc., the University of Florida Mineral Resources Research Center, and the U.S. Bureau of Mines assisted Jacobs. Two mechanisms of anionic collector adsorption were detected by spectrographic analyses and confirmed by microcalorimetric measurements. The mechanisms provided a sound technical basis for the empirical practice of conditioning phosphate flotation feed at a high percent solids. Tests performed in laboratory and pilot-scale agitated tanks indicated that power intensity may be used as a reliable scale-up parameter for anionic conditioning of phosphate slurry. Excessive agitator speed during conditioning was found to be detrimental to anionic flotation performance. Some dimensional ratios of anionic conditioners were found to be consistent with good utilization of agitation energy. Laboratory conditioning and flotation tests demonstrated that adsorption of collector onto phosphate and the subsequent recovery of phosphate in anionic flotation were significantly influenced by the quantity and quality of water used in conditioning. Conversely, the quality of water used in flotation was more influential on the recovery of quartz in the concentrate. A comprehensive survey of anionic conditioners and conditioning practice in the Florida phosphate industry was also performed during this project. The study clearly showed that flotation testing with laboratory conditions typical of scientific research gives different results than laboratory testing with simulated plant conditions. The effects of test conditions on laboratory test results should be carefully considered by investigators planning and conducting applied research.

INTRODUCTION This paper describes one of several research projects funded by the Advanced Research Projects Agency to extend the technology of rapid underground excavation. This study and field research effort are to investigate alternative means to determine rock and geological conditions in advance of a tunnel boring machine (TBM). Approximately 1 year of a planned 3-year program has resulted in the definition of three candidate drill systems. Hardware has been assembled to field test these candidates and testing has begun. The 3-year objective is to develop a single optimum prototype drill and test it in an active TBM operation. The U.S. Bureau of Mines is currently investigating ways to combine the learning capabilities of genetic algorithms with the process control capabilities of fuzzy logic. Fuzzy logic has been successfully used for controlling a number of physical systems. However, the selection of acceptable fuzzy membership functions has generally been a subjective decision. In this paper, high-performance fuzzy membership functions are learned using a genetic algorithm, a search technique based on the mechanics of natural genetics. The membership functions learned by the genetic algorithm provide for a more efficient fuzzy logic controller than the membership functions selected by the authors for the liquid level system considered. The approach to developing genetic algorithm-based fuzzy logic controllers is demonstrated on a liquid level controller.

Mineral carbonation is the reaction of carbon dioxide with mineral silicates to form solid, carbonate compounds. The carbonate ion holds carbon in a low energy state – lower than in carbon dioxide. Thus the reaction of carbon dioxide to produce mineral carbonates captures the carbon in a stable, solid form. The University of Utah is investigating the carbonation of silicate minerals by mechanochemical processing, which has the potential of being much less expensive than other methods. Tests to date have shown that a marked change takes place in the lizardite variety of serpentine after 15 to 20 minutes of intense grinding in the presence of gaseous CO2. Further testing is in progress.

The main phosphate minerals, apatite and francolite, are characterized by intensive selective photoluminescence, connected with impurities of Eu2+, Ce3+, V4+, Mn2+ and (UO22+ ). The non-uniform distribution of phosphate minerals in lumps makes photoluminescence sorting possible. As result, an intermediate product is recovered which is enriched by P205 and has relatively small amounts of chert, dolomite, calcite, fluorite, etc. In the case of Zin Phosphate Plant coarse rejects, for example, it is possible to separate a product enriched by francolite, practically free of chert and with a lowered calcite content. This material is suitable for flotation, with a potential 6-7 % increase yield of concentrate.

The Formative Years Douglas Winston Fuerstenau was born December 6, 1928 in Hazel, SD to Edwin Arnold and Hazel Pauline (Karterud) Fuerstenau. His father, of German extraction, was a farmer and, later, a cabinet maker, while his mother, of Norwegian lineage, was a school teacher. His parents are still alive today at ages 91 and 88, respectively. Two younger brothers, Richard and Maurice and a sister, Jean, completed the family. The family first lived near Watertown and later in Lemmon and Mobridge, SD. The 1930's were a difficult period for any family in South Dakota. A decade-long drought made this a part of the dust bowl, which together with a serious infestation of grasshoppers (the locust plague described in The Bible), and the world-wide depression, made living difficult for all. In spite of these privations, Doug has many happy memories of his childhood which can be attributed to the resilience of youth and a strong family structure. He has fond memories of summers spent with his cousins on family farms where the children were introduced to farm chores at an early age. When he was old enough, he worked in a grocery store after school. At the age of 14 he spent the summer hearding 2,000 sheep near Lemmon, SD as his contribution to the war effort in that labor-short period. He remembers well the dust storms of the 1930ts, the destruction at his grandmother's farm by tornado, pulling weeds on the farm, threshing grain with a monstrous steam-driven machine and such pleasant childhood activi- ties as fishing for bullheads, hunting for rabbits, searching for arrowheads in newly plowed fields, and ice skating in the winter. Early in life his parents instilled in him a strong work ethic, a love of learning and the need for a good education. In 1943, the family moved to Rapid City, SD. With a population of 13,000, it was

Experimental designs are data acquisition plans which, if followed exactly, will quickly provide process engineers with information to assess statistically the individual and joint influence of factors on responses to permit of rapid decision making. Methodology employed to construct data acquisition plans is described in some detail. In production environments, factorial designs are appropriate for most purposes. Use of two level factorials to make decisions is described for a grinding circuit.

A hybrid boundary element-finite element model was formulated to model roof-bolt reinforcement of roof strata with bedding planes. This model was used to analyze the stress distribution around a rectangular opening, with variables such as opening width-height ratio, number of bolts installed, number1 location of bedding planes, in-situ stresses, etc. The most critical areas are identified, and the number and length of roof bolt required are then determined. Two case examples are illustrated.

America's industry uses about 44% of the total energy consumed by the nation directly as fuel burned in industrial plants or indirectly as fuel burned by utilities to provide electric power. In addition, industry requires raw materials or feed stocks derived from fuel sources or having fuel value. This represents about 11% of total U. S. energy consumption, bringing industry's portion to about 55%. Adding that portion of energy consumption required by the transportation sector to move raw materials, intermediates, and finished products, the total energy impact of industry approaches 213 of total U. S. consumption. It is obvious that American industry has the largest share in the task of balancing energy demand and supply. What are we going to do? -- We must increase the supply of energy and increase the beneficial results obtained from each unit expended. Both avenues, unfortunately, are limited in extent and speed. Increases in supply cannot occur without drastic and permanent increases in cost. These increases in cost are un- desirable and inflationary but do provide incentive for the rational businessman to expend the effort and money required to improve the effectiveness of energy in industry.

Rigid urethane foam can be used effectively for improving mine air conditioning systems by reducing heat and moisture transfer from mine rock to ventilating air and from mine rock to ventilation ducts, for erecting mine ventilation stoppings and overcasts, for sealings around door frames and bulkheads to prevent air leakage, for preventing spalling and sloughing of roof and rib and for erecting fire-resistant powder magazines and transformer or compression stations. Rigid urethane foam is a tough, cellular material, made by nixing diisocyanate and polyether polyol resin in accurate proportions through an applicator system, then the two chemicals react, the mixture expands thirty times its original volume with 85 to 95 percent closed cells. Within seconds, the mixture solidifies and takes a preset which will adhere to overhead or vertical surfaces. It will adhere to brattice cloth, steel, wood, concrete and rock, Excessive wetness will reduce the adherence, but in such cases adherence can be improved by preliminary application of an absorbent dust such as cement.

Though the use of continuous mining machines consolidated the operations of cutting, drilling, blasting, and loading in one machine that would theoretically provide uninterrupted production, it was soon realized that the face haulage and roof support operations remained as major impediments to continuous production. The ability to provide not only continuous cutting and loading, but also continuous haulage and roof support (see Fig. I), was the basis for the introduction of mechanized longwall systems in this country from Europe in 1951. The early systems employed friction props for roof support, but were to become obsolete shortly after introduction of the first hydraulically powered, self-advancing supports in 1960. Since then, use of the longwall technique has grown to the point where it is currently providing more than 5% of the annual output of underground coal mines in the United States. The shortwall system had its origin in Australia, but was first introduced into this country in 1962 following the development of powered roof supports. It, too, provides for continuous cutting, loading, and roof support (see Fig. 2), but has not experienced the widespread popularity of longwall due to its inherent inability to easily provide for continuous haulage. While there are in the neighborhood of 100 longwall systems currently in operation in this country, there are only a handful of short- wall operations providing production of slightly more than 907 184.7 t/a (1,000,000 stpy) Both of these systems provide uninterrupted roof support for face operations by means of hydraulically powered steel roof supports. In each case, the coal removal consists of open-end cuts made from the narrow end of a large rectangular pillar (panel) which has been blocked out by continuous miners developing entries around its perimeter. However, this is the extent of the similarities between the two systems. It is hoped [ ] that the information presented in this chapter will enable the reader to better understand the two mechanical systems and the mining concepts involved in their employment.

This paper discusses the process utilized by the City of Portland Oregon’s Bureau of Environmental Services (BES) to procure and compensate Impregilo-SA Healy (I/H)for the West Side Willamette River Combined Sewer Over?ow (CSO) Project. The contract method is a three-phase process consisting of qualifications based contractor procurement, pre-construction phase design assistance/construction planning, and facility construction where the contractor is compensated on a cost reimbursable-fixed fee basis. The paper focuses on pre-construction phase lessons learned from the development of the contract general conditions, establishment of a construction budget and cost control program, incorporation of contractor recommended design changes, and development of a subcontractor procurement program for construction.

Fine particles present major technical and economic problems to those who deal with solid/liquid separation processes. In the coal industry the problem is compounded by the large amounts of produced fines such as those present in Western Canadian coals. Flocculants in the form of high molecular weight water soluble polymers are commonly considered an effective solution for the enhancement of the separation process. These reagents are relatively expensive especially when considering a low-price commodity such as coal. Optimization of the use of these reagents is therefore an operational necessity. Six polymers were evaluated as to their effectiveness in flocculating a fine coal tailing. Results were compared with those for a reference flocculant, in-use at that time in the washery. It was shown that, in general, flocculants significantly improve the solid/liquid separation process. The ranking of the flocculants as to their effectiveness in settling and filtration indicated that the best flocculants for settling were not necessarily the most effective for filtration. Flocculants that showed the best filtration improvement were generally cationic and those best for settling were anionic.

Two hundred years ago next April, our forebears embarked upon the difficult path to national independence. They succeeded, and shook off the yoke of foreign domination. In the ensuing two centuries, the country was mobilized several times to protect that political and economic independence from foreign domination. These efforts were also successful. Thus, as we stand here on the threshold of our third century of political independence, we can thank previous generations and congratulate ourselves for establishing and maintaining the world's oldest republic. Now -- once again -- the United States faces the challenge of foreign intervention into our economy. This time the battleground is resource avail- ability. America has been blessed with enormous resources. Whether we speak of minerals or timber or water or "amber waves of grain," this nation has benefitted from a resource base that is the envy of the world. This asset, coupled with a political system that permitted us to develop it, has been the physical backbone of our independence. Without the economic independence that this resource base has given us, the political independence we fought for would have been tenuous, at best.
