Recent events demonstrate that civil and government facilities and structures face an ever-increasing need to be designed for protection against malevolent explosions. Modification of existing public structures and especially design of new ones increasingly includes provisions for explosive protection. ISEE members endorse and promote responsible application of explosives to benefit mankind and deplore any other use. However, our knowledge of explosive behavior and our ability to predict the results of explosive events puts us in a unique position to give guidance to designers of civil and public structures. Recent advances in computational methods have resulted in new computer codes with ALE (arbitrary lagrangian eulerian) simulation capabilities. Historically, lagrangian computational methods have been used for modeling solids because the mesh or discretization moves with the material. Rock breakage resulting from explosively induced shock-waves has been successfully modeled with lagrangian codes. Explosive detonation has traditionally been modeled with eulerian techniques. Eulerian methods have been used to model gases and fluids, tracking the material as it moves through the computational grid. ALE computational technology couples the two methods together in a manner never before possible. An ALE simulation can accurately treat the explosive detonation, interaction of explosive gases with air, and the impact of explosive event on nearby solid structures. ALEGRA (Budge et al. 1997 a & b) is an ALE code developed at Sandia National Laboratories. ALEGRA simulations accurately predict the explosively induced impulse on the structure to be protected. It has been applied to the analysis and design of blastwalls to protect structures and people from explosive events. The impulse calculated can be used by structural engineers to design a blastwall. ALEGRA has also been applied to predict the effect of a blastwall on explosion overpressure some distance behind the blastwall to assess the effect on people present during the event.

"Uma Oya Multipurpose Development Project is under construction in Sri Lanka. This project involves 2 Rolled Concrete Core (RCC) Dams connected through a tunnel currently under construction by Drill and Blast method. The water is transferred from first diversion dam to the 2nd regulatory dam and from which, it will be transferred through a 14 km headrace tunnel to the top of a 650 m deep drop shaft that feeds the high pressure water to an underground powerhouse and turbine chamber for generation of 120 MW of electricity. The Headrace and Tailrace tunnels are being excavated by two 4.4 m diameter double shield TBMs. The headrace tunnel has already passed 5km milestone and is mined in hard rock, while the tailrace tunnel has been completed in rather weak and fractured ground. This paper will review the history of the project along with the geology of the site. The operation of TBM in headrace tunnel will be discussed in more detail, focusing on the challenges of excavating through very strong and abrasive quartzite and gneiss on this site, as well as reaches of tunnel in high inflow of water reaching 400 L/Sec. INTRODUCTION This paper aims to introduce the Uma Oya Multipurpose Development Project (UOMDP) as a hydro mechanical project in Sri Lanka, targeted generating hydro-electric power, transferring water for irrigation purposes and controlling seasonal devastating flood. This project lies in the south-eastern part of the central highland region of Sri Lanka (Figure 1). The main part of the project is located in the south-western part of the Badulla district in the province of Uva. The south-eastern end of the project site is in the central west of the Moneragala district (province of Uva). Bandarawela is the largest urban setting within the project area, located halfway between the upstream and the downstream ends of the planned hydropower plant and combination of dams, tunnels, and downstream facilities. The Multi-Purpose Project Of Uma Oya is planned to convey water from Uma Oya to Kirindi Oya Basin for hydroelectric energy generation includes Puhulpola RCC Dam on the Uma Oya river, Dyraaba RCC Dam on the Mahatotilla Oya river, a conveyance tunnel from Uma Oya to Mahatotilla Oya (L=3750m), a long feeder tunnel from Mahatotilla Oya to Kirindi Oya. The feeder (power) tunnel Lot consists of a headrace tunnel (L=15554m), the surge shaft (L=200m) and tank on the upstream of the vertical shaft, a vertical shaft with steel lining (L=650m), an underground powerhouse and a tailrace tunnel (L=3650m)."

These investigations were conducted to determine conditions for recovery of nickel and copper from Funter Bay, Alaska, sulfide ore and recovery of nickel from nickel-silicate ore, Nickel Mountain, Riddle, Oreg. Samples of Funter Bay cupriferous and nickeliferous pyrrhotite ore, were treated by beneficiation, roasting, electric smelting of roasted are for matte production, chlorination, leaching, and sulfatizing roasting with subsequent leaching. Funter Bay and Nickel Mountain ores were smelted together to produce matte. Total sulfide flotation, followed by magnetic separation of the tailings to recover entrained nickel-bearing pyrrhotite, resulted in the highest nickel recovery in beneficiation tests on Funter Bay are. Overall beneficiation resulted in recovery of 98.5 percent of the copper and 95.4 percent of the nickel in the concentrate that contained 3.5 percent copper and 1.7 percent nickel.

With greater production of coal per man-hour of work than ever before achieved, the coal-mining industry of the United States established a better safety record in 1941 than in any year since 1930, the earliest for which complete reports of nonfatal as well as fatal injuries were collected by the Bureau of Mines, United States Department of the Interior. In only one year (1933) of the 12-year period 1930-41 was the fatal-accident rate better than in 1941, whereas the rate for nonfatal accidents was better in 1941 than in any previous year. Accident and employment reports received from mine operators, together with fatal-accident reports received monthly from State mining departments and inspectors, showed that 546,692 men were employed in and about the coal mines of the United States during the calendar year 1941. This number does not include office employees or coke-oven workers. The increase of 1.3,426 over the number of employees in 1940 was accompanied by a gain in man-hours of work performed at the mines and an increase in average number of hours worked per man during the year.

The primary (sulphide) resources at Aphrodite are refractory in nature, requiring an oxidation process stage to be introduced to facilitate extraction of the gold. The company is investigating the use of pressure oxidation (POX) as the oxidation method for processing of high grade gold bearing concentrate it plans to produce at Aphrodite. POX has been used extensively around the world for the past 30 years and continues to be the favoured option for a number of refractory gold plants currently in the design and construction stages. Initial pressure oxidisation testing investigated the effect of temperature, pressure and grind size on a bulk flotation concentrate prepared from Alpha lode material. The concentrate averaged 47.3 g/t gold and was prepared from a composite of core samples averaging 1.49 g/t gold. Sub-samples of the concentrate were subjected to POX for 1 hour resulting in rapid oxidation during this very short period. Testing undertaken showed that there was a significant increase in sulphide oxidisation at higher temperature (220°C) and pressure (2,500 k/Pa) for the two grind sizes (75 and 20 microns) evaluated. The proposed flowsheet, OPEX and CAPEX are critical aspects for project development.

Exploration for seafloor massive sulfides is currently mainly focused on investigation for active hydrothermal vent fields. However, most of the resource potential is thought to be related to inactive, large deposits that had enough time to accumulate sufficient tonnage. At the same time, ageing of these deposits will ultimately result also in burial acted by either sediments and/or volcanic deposits. We currently lack the technologies to explore for these deposits in a time- and cost-efficient manner. In the fall of 2012 we used a number of AUV-based technologies to explore and image a sulfide occurrence at the Palinuro Volcanic Complex in the Tyrrhenian Sea (Mediterranean Sea; Fig. 1) where sampling and drilling have documented a buried polymetallic barite-pyrite dominated site (Petersen et al., 2014). Sulfide mineralization is here covered by volcaniclastic and pelagic sediments and only red sediment staining and the presence of few tubeworm bushes indicated recent hydrothermal activity - black smoker venting is absent. We used AUVbased high-resolution bathymetry, sidescan sonar imaging, subbottom profiling, as well as magnetics to describe, in a quantitative way, the previously known sulfide-bearing areas as well as to successfully explore for new hydrothermal sites including large chimney structures (Figs. 2). Additionally chemical sensors (CTD, Eh, turbidity) investigated the water column for signs of hydrothermal activity in areas not previously investigated, but at the end, only weak anomalies were found in the southern part of the summit.

"In 1997 when Royal Oak Mines Inc. went into receivership, the mineral processing technicians (mill operators) who had been working at Giant Mine in Yellowknife, Northwest Territories for most of their career walked out with no credentials to serve as testimony of their knowledge and skills.As a result of new diamond mining activity and the establishment of socio-economic agreements, mining industry representatives approached the Department of Education, Culture and Employment (ECE), Government of the Northwest Territories, in 1999. They requested support and direction to promote training and recognition for mineral processing technicians at BHP’s (BHP Diamonds Inc.) Ekati mine. ECE recommended the development of occupational standards and certification.This paper describes the development process and end products that resulted from this collaborative project between industry, government and education. In addition, industry representatives involved in the project share their views on the development process and the benefits of standards and certification.The conclusion invites industry members to support national occupational standards and certification with their associated benefits: standardized training in the workplace and institutions, proof of competence for hiring, recognition of prior learning, and a nationally and internationally recognized credential.INTRODUCTIONSwiftly changing labour market demands are nothing new in the North. The fur trade and mineral discoveries have brought employment to workers in a feast and famine cycle for decades. In the late 1990s, the Giant, Con, Lupin, Polaris and Nanasivik mines were nearing the end of productive runs. Many experienced workers found that without credentials, they had no proof of their abilities to offer prospective employers."

The structural evaluation of seismic performance of an existing hospital in Long Beach, California, required spring constants of foundation elements. The structure included support by deep foundation elements comprised of belled (underreamed) caissons. The available relationships in the governing building code (ASCE41-13) to compute axial stiffness is not applicable due to the belled configuration of the caissons. The large diameter of the bells required consideration of the foundation medium to the axial stiffness; a detail not clearly described in ASCE 41-13. Furthermore, prescriptive equations in ASCE 41- 13 used to estimate lateral stiffness only consider pile groups with the assumption that the only source of lateral stiffness is the axial reaction of individual piles. These assumptions were invalid for the project at hand where all caissons are configured as single foundation elements, not a pile group. In the present work, the approach taken to estimate seismic stiffness of single-belled caissons is described which accounts for the elastic behavior of the foundation medium below the bell base and lateral behavior of single-pile shafts. Results of the work provide a more satisfactory derivation of the spring constants consistent with current modeling methods. INTRODUCTION Seismic evaluation of an existing hospital in Long Beach, California, required geotechnical investigation followed by site-specific ground motion analysis. This evaluation was required by the Office of Statewide Health Planning and Development (OSHPD) in order to meet the requirements of the Structural Performance Category 4D (SPC-4D) published as a part of the 2016 California Building Code, CBC (Section 3412A). SPC-4D utilizes ASCE41-13, as modified by OSHPD, and involves two seismic performance objectives: BSE-1E (20% probability of exceedance in 50 years) and BSE-2E (5% probability of exceedance in 50 years). Spring constants and capacities of foundation elements were needed for evaluation of the structural performance of the building subjected to these two performance objectives. Our review of the as-built foundation plans indicated that both shallow footings and caissons were used for support of the structure. The plans demonstrated that all caissons are belled (under-reamed) and are individual, i.e. not part of pile groups. In this paper, the subject site condition and foundation elements are described first. This is followed by details of assessing spring constants and vertical capacities for belled caissons. The new requirements of the 2016 CBC concerning the evaluation of critical facilities will likely entail evaluation of other structures with belled caissons due to the more extensive use of these foundations in the past. This paper proposes a method to address the conditions of individual belled caissons not explicitly considered in the current code provisions.

In 1992, the Bureau of Mines evaluated mineral resources of the 34,043-hectare Caribou City and 41,943-hectare Stump Creek study areas in southeastern Idaho. No resources were delineated. The areas had been proposed for wilderness. Rocks underlying the study area are part of the Idaho-Wyoming Thrust Belt. At Caribou Mountain they have been intruded by diorite-monzodiorite. Where the intrusive rocks contact calcareous members of the thrust belt, skarn bodies have formed that host metal deposits. Gold, both placer and lode, occurs in the Caribou City area, and salt occurs in the Stump Creek area. Production records show 73.5 kg (2,363 ounces) of placer gold were produced; however, field studies indicate more than 2,000 kg (67,000 ounces) probably were recovered. Minor amounts of lode gold, silver, and copper were recovered from the hard rock mines. Production of salt from the Stump Creek study area in the 1860's was used by emigrants on the Oregon trail and also shipped to various mining districts for use in silver recovery. Oil and gas were drilled for, but all holes are plugged and abandoned. There are no current leases. Examined workings consisted of 25 adits, 3 shafts, 50 prospect pits, and extensive placer workings all in the northern tip of the Caribou City area, Current BLM records show 168 placer and 146 lode claims; 14 claims are patented.

This article analyzes the social acceptability process of a mining project located in an existing city. It will explore how the principles of sustainable development have been integrated in the project of the Canadian Malartic open pit mine held by the Osisko Mining Corporation, and the corporate social responsibility (CSR) initiatives proposed to strengthen the social acceptability of the project. This mine is located on the ancient south quarter of Malartic and has required the displacement of hundred of houses and five institutions. The location and the inherent social impacts generated by the relocation of the citizens of the south quarter makes this case particularly interesting to understand social dynamics in an era of environmental consciousness. These major constraints of the mine generate high expectations within the urban population with regard to the social and economic benefits it will receive from the project. In a context where society demands higher CSR from the corporation, Osisko is closely followed regarding their actions toward the sustainable development principles to see if they respect the environment and the desires of the community. From the beginning, the company had to be a model of sustainable development in various aspects reflected by the manifold interest of the population. To understand the endeavor made by the company to fulfill the demand of CSR, we will analyze how the company understood sustainable development principles and what CSR initiatives Osisko company put forward. We will explore the involvement of the company in various social aspects like employment, employee satisfaction, and the level of commitment to non-discrimination policy in employment, notably with the native populations. We will also take a closer look at the relationship built by the company with the community and the level of commitment with the various stakeholders of the community. In this way, we will be able to seize the level of involvement of the company in the fulfillment of the principles of sustainable development toward a higher CSR, and to specify the trajectory adopted to build social acceptance.

The present work is part of an ongoing Bureau of Mines effort to provide a better understanding of the fundamental phenomena involved in sulfide flotation, the role of oxygen in xanthate adsorption being one essential issue. Galena was chosen as the material around which to develop a conceptual model, partly because of its demonstrated oxygen sensitivity and partly because information on its properties and flotation behavior constitutes the largest part of the fundamental information available on sulfides of commercial importance. The model is formulated primarily in terms of surface electronic energy levels produced by oxygen and xanthate and is further developed using existing experimental evidence and its implications. Four major functions of oxygen are elucidated, and the relationship of these to the formation of lead xanthate, dixanthogen, and a surface compound is discussed. Though yet incomplete, the model provides a useful framework within which the results of diverse experiments can be related to one another in their proper perspective, as shown by a brief discussion and resolution of some apparently discordant results reported in the literature.

Rockburst is a sudden disastrous instability of coal mass that poses a serious threat to underground exploitation of coal resources; therefore, approaches of prediction and control methods are valuable for improving mining environments. The mechanical properties and bursting liability of coal with drying, under-saturated, and saturated moisture content under uniaxial compression are investigated, and the charge induction signal during coal deformation both in the laboratory and on-site is recorded in this study. The presence of water reduces the cohesion and increases the internal stress caused by non-uniform deformation of minerals, resulting in the strength, elastic modulus, and bursting liability being weakened. The charge induction precursor main frequency band is 1–100 Hz and belongs to the very-low-frequency signal regime, and it indeed varies with the loading stage, leading to specimen failure owing to changes in amplitude and continuity of the charge pulse in both the time and frequency domains. Water inhibits the richness of charge induction and reduces the bursting liability, and the earlier the precursor appears, the more total charge emerges. Moreover, measurement results indicate that the amplitude and continuity of the charge pulse decrease over a longer time, as recorded in a coal seam with water injection, further verifying the weakening of the coal dynamic characteristics. Charge induction can be a valuable tool with which to obtain the precursors for rockburst and to aid the evaluation of water injection.

The ~2500 km long Kermadec-Tonga arc northeast ofNew Zealand is the longest continuous intraoceanic arc in the world. At least 94 volcanic centres along the arc are submarine, most (87 per cent) within the Kermadec arc (de Ronde et al, 2003a). Volcanic rocks range from basalt to rhyodacite with trace element and isotopic data indicating significant magma source heterogeneity both along and across the arc.   The entire ~1300 km of the Kermadec arc has now been surveyed for hydrothermal emissions (de Ronde et al, 2004). First-stage surveys utilised surface vessels. In February 1996, the first sulfide samples from the southern Kermadec arc were dredged from the Brothers and Rumble II West caldera volcanoes (R/V Tangaroa cruise TAN96/03; Wright et al, 1998; de Ronde et al, 2003b). In September 1998, low-temperature, diffuse venting was discovered at Monowai, Rumble III and Clark volcanoes, and high-temperature, black smoker venting was found within Brothers caldera (R/V Sonne cruise SO-135; Stoffers et al, 1999). The NZAPLUME cruise of March 1999 surveyed 13 volcanic centres (each mainly comprised of single, large volcanoes) of the southern Kermadec arc and documented hydrothermal emissions above seven of them (de Ronde et al, 2001; Baker et al, 2003; Massoth et al, 2003). In July 2001, additional mineralised and hydrothermally altered samples were dredged from Brothers volcano (R/V Tangaroa cruise TAN01/07). The NZAPLUME II cruise of May 2002 confirmed venting was still occurring at all the known hydrothermal sites, and that ten active vent sites occurred along the mid-part of the arc, between Brothers and Raoul Island (de Ronde et al, 2002). In September-October 2004, NZAPLUME III surveyed the northern-most part of the Kermadec arc where another nine volcanic centres are hydrothermally active.   Second-stage exploration of the Kermadec arc hydrothermal systems utilised deep submergence vehicles. In October-November 2004, the Japanese submersible Shinkai 6500 made four dives on Brothers. Samples recovered include vent fluids, chimneys, altered rocks and various animals and microbes. In April-May 2005, a more extensive expedition using the American submersible Pisces V made 23 dives on nine different volcanic centres, eight of them for the first time.   Extensive plume surveys show Brothers volcano is host to the most hydrothermally active sites of all those known along the Kermadec arc. In total, nine dives have been made on Brothers, six on the NW caldera site and three on the cone site. The NW caldera vent site is a long-term hydrothermal system that is today dominated by evolved seawater but has had episodic injections of magmatic fluid. The cone site is a nascent magmatic-hydrothermal system where crack zones localise upwelling acidic waters (de Ronde et al, 2005). A SE caldera site represents the main upflow of a relatively well-established magmatic-hydrothermal system on the seafloor where sulfide-rich chimneys are extant. Each of these different vent sites represent diverse parts of an evolving hydrothermal system, any one of which may be typical of submarine volcanic arcs.

INTRODUCTION General Switzerland is a densely populated country in the heart of Europe. With its total surface of 41.300 km2 and a population of 6,8 million in 1986 the average population density is 163 capita / km2. The population density is lower than in Germany (245 capita/ km2) or the Netherlands (355 capita/km2). The USA have a population density of 26 capita/ km 2. However, sixty percent of the Swiss surface is covered by the Alps and another ten percent by the Jura mountains the remaining thirty percent of the surface is covered by the Swiss plateau where the majority of the population lives. The population in the inhabitated areas is thus substantially higher and may possibly reach those in major metropolitain areas. Due to the high population density in Europe in general and Switzerland in particular future traffic demands cannot be fulfilled sole by car or plane. Environmental and land-use constraints lead to the third option for growing transportation needs: High-speed rail (Bovy, 1990). Switzerland has developed its own approach to promote public transportation and in particular rail transportation: "Rail 2000" (Stalder, 1990). The system "Rail 2000" is based on a series of hubs distributed over Switzerland where easy connections can be made.

The Concentrator 1 plant at Cadia transitioned from Cadia Hill open pit to the Cadia East block cave ore body in 2013. As a result of this change, major plant upgrades were required to achieve the desired throughput while treating more competent ore. The 40-foot (40’) SAG mill now receives a feed of predominantly high pressure grinding rolls (HPGR) product with a minor component of secondary crushed ore at a combined F80 of 17 mm. The significant reduction in feed size to the SAG mill has markedly changed the operating characteristics of the mill, which has been extensively studied since commissioning in 1998.This paper examines the operation of the 40’ SAG mill in its new configuration in the Concentrator 1 circuit. Operational stability is highlighted as a significant factor in delivering mill performance, which has been achieved through several key improvement projects utilising a theory of constraints framework. Five years of successful project implementation has progressively lifted the maximum processing rate of Concentrator 1 from the design estimate of 2455 t/h to above 3000 t/h. This report describes the linkage of all mining sectors with all other manufacturing, services, and final demand sectors of the U.S. economy. Besides being a basic data source, it provides a framework for aggregate economic impact analysis with respect to the mining industries. The framework is an open-static input-output model specifying 48 mining industries as classified in the Standard Industrial Classification Manual for all mining activities and 76 nonmining industries which collectively exhaust, all economic activities. The 124-sector model used in this report is an expansion of the preliminary 82-industry aggregation estimates made by the Department of Commerce. In the expanded model, 48 ruining industries are substituted for the original 6. The methodology used to ascertain the industry-by-industry procurement cost estimates and product ion flows necessary to the construction and expansion of the basic 82-sector model included personal interviews, case studies of specific mining activity analysis, and published and unpublished data from the Bureau of Mines and the Census of Mineral Industries, The end products of this study are two tables arranged to show the direct purchases necessary for each industry to support the level of economic activity and the total purchases generated in each industry throughout the economy by each $1 of aggregate economic demand in 1958. The tables may he used for economic impact studies and market analysis by firms engaged in or closely associated with the mining industries. Some illustrations of their usages are presented.

Experimental results are presented that test the hypothesis that the descaling behaviour of stainless steel slabs following reheating is controlled by interfacial roughening at the scale-steel interface. In this investigation, two stainless steels were considered: type 304 (austenitic, with 18% Cr and 8% Ni) and type 412 (ferritic/martensitic, with 11.6% Cr). It was found that the entanglement that arises at the scale-steel interface was in fact effective in maintaining scale-steel adhesion, under the mechanical descaling conditions used. In the case of type 304, descaling proceeded by fracture along chromite layers, which formed (by internal oxidation) on the austenite grain boundaries; for this steel, the extent of descaling depends most strongly on austenite grain structure, and not primarily on the conditions in the reheating furnace. In contrast, type 412 samples descaled only at the edge of the entangled zone, and showed a greater sensitivity to the reheating conditions; specifically, higher free oxygen in the reheating gas and longer reheating times were found to increase the residual scale thickness. The new building of the Central Bank of Iraq in Baghdad was footed in difficult underground conditions on more than 600 reinforced concrete driven piles, with cross-sectional diameters of 45 x 45 cm and pile lengths of 12.0 to 18.0 m. The necessary embedded depth and the bearing capacity thus reached were established on all 600 drives piles by means of dynamic pile tests. For the calibration of the dynamic pile tests, 6 static pile load tests were carried out. The execution of the construction and the results of the extensive tests on the building site are shown.

Elevated total dissolved solids (TDS) content in waters downstream from surface coal mines in Central Appalachia is an increasing concern, as unnaturally high TDS and/or associated specific conductivity (SC) may contribute to deteriorated stream ecosystem health. The aim of this preliminary study was to explore the efficacy of accelerated leaching as a means of minimizing long-term TDS/SC generation by problematic overburden materials. Five spoil samples were collected and leached using simulated rainwater solutions under ambient and acidified pH conditions. SC and pH were monitored during each leach cycle, and ICP-MS was used to determine how leaching conditions affected release of specific ions. This paper highlights the results of both jar and column leaching tests. Among the most significant findings was that, for certain spoil materials, SC in leach column effluent was effectively reduced when spoil was leached first with acidic rainwater followed by ambient rainwater (vs. ambient rainwater leaching alone). This suggests that accelerated leaching might aid in long-term stabilization of some materials.
