PUBLIC hearings began before the Committee for Reciprocity Information on May 24, 1950, for the purpose of unearthing data and opinion that will be helpful in the forthcoming reciprocal tariff and other trade-barrier negotiations at Torquay, England, on September 28th of this year. The conference this fall will constitute the "third round" of tariff negotiations under the General Agreement on Tariffs and Trade concluded at Geneva in 1947. The United States plans to negotiate with 17 other countries on possible tariff modifications on various articles all the way from baby carriages and bottle caps to lead and zinc-bearing ores. On May 31, June 1 and June 2, spokesmen appeared before the Committee for Reciprocity Information on behalf of the domestic lead and zinc mining industries. Producers of these metals protested the inclusion of paragraphs 391 (lead-bearing ores, dust and mattes), 392 (lead bullion, lead in pigs and bars, and scrap lead), 393 (zinc-bearing ores of all kinds), and 394 (zinc in blocks, pigs or slabs, and zinc dust) of the Tariff Act of 1930, as amended in the list of articles to be considered for possible tariff concessions at Torquay. It was pointed out that although operating costs have more than doubled since 1939 tariffs on these metals were actually higher in that year than at present. This, coupled with the detrimental effects of the recent series of devaluations, has sounded the death knell for a substantial number of domestic lead and zinc mines-a most undesirable development in the face of the ominous international situation, according to these spokesmen. It was urged that higher rather than lower tariff rates are needed on these metals. The opinion was expressed that it was inconsistent to foster a high living standard in our western areas and then, once it is attained, to undermine that condition by minimizing the protection that was partly responsible for it. The main theme of some arguments implied that although every effort should be made to close the "dollar gap" abroad, serious consideration must be given the methods employed lest our national security position be jeopardized in the process. The House Committee on Foreign Affairs completed hearings on H. J. Res. 236, to provide for United States membership and participation in the International Trade Organization. Hearings began on April 19th and ran for over five weeks. Many witnesses from industry and government presented voluminous testimony, which will not be available for public distribution for several weeks. However, it is no secret that the most controversial provisions of the Draft Charter of the ITO are: (1) Article 17 (Chapter IV on Commercial Policy) which would obligate members to negotiate for the reduction of tariffs and the elimination of trade preferences; (2) Article 20 which would prohibit the use of quantitative restrictions for protective purposes; (3) Article 16 which promulgates rules to implement the principle of non-discrimination in international trade; and (4) provisions permitting the use of protective measures for promoting economic development, particularly in backward areas, even though such provisions are inconsistent with those of the three articles cited above. United States membership in the International Trade Organization is essential to the successful operation of that body in view of this country's position as the economic giant in the present international trade pattern. Many countries are reluctant to take any action toward the ratification of the charter until it is known what course America will pursue. However desirable or undesirable the ideal of free multilateral trade may be it is unlikely that this Government's participation in the ITO will materialize soon. Advices in Washington indicate that H. J. Res. 236 will not be enacted during the present session of Congress. The legislative pattern designed to secure Congressional approval of the ITO is similar to that of the St. Lawrence Seaway project. The Seaway project was pending in treaty form for several years before the Foreign Relations Committee of the Senate and when the Administration decided to incorporate this project into bill form it was found that, while it passed the House promptly, the Senate decided to pigeonhole it because of the obvious intent to circumvent the constitutional prerogative of the Senate to advise and consent to the ratification of treaties. The ITO bill may be slated for a similar fate. It is deemed essential by western Senators and Congressmen that the present session of Congress enact some form of mining legislation before its adjournment, now set for July 31st. These legislators from prominent ore-producing states do not desire to return to their home areas in the fall emptyhanded. Aside from that, it is entirely superfluous to reiterate the necessity for maintaining a healthy domestic mining industry as a bulwark against a sharp rise in the temperature of the "cold war". Now that S. 2105 has failed a new bill is taking shape in the Senate Interior and Insular Affairs Committee. It is similar in language to H. R. 8221 (to encourage the conservation and development of the mineral resources of the United States) reported by the House Public Lands Committee on May 3, 1950, but so far has failed to receive approval of the House Committee on Rules. There are some qualified observers in high circles in Washington as well as in the mining industry who favor a tax incentive program to stimulate investment in mining enterprises, as opposed to a conservation and exploration program. The Bureau of Mines and the Treasury Department have undertaken a joint study to determine the need for modification of the tax laws as they apply to mining. The study is scheduled for completion before the end of the year, and appears to be supplementary to the investigation initiated by the National Minerals Advisory Council which culminated in the submittal of recommendations to the Secretary of the Interior in December 1949. The "cold war" is largely responsible for the increased demand for metals. Stock-pile purchases and heavy industrial demand due to military needs distort markets and disrupt normal price trends. Such activity has an unhealthy influence on metal production, luring some producers into a state of dependency on the continuation of this condition. When stock-pile objectives are met sometime in the future purchases must then come to a halt unless international "fireworks" are touched off. It can only be hoped that technological improvements and further mechanization of mines coupled with the stimulus of a rising population will offset the anticipated drop in industrial demand and cessation of stockpile purchases when the international crisis abates.

It is often said that this Nation has become great because of its almost up limited supply of raw materials at low production 'costs. This was undoubtedly true in the earlier years but today we face an entirely different situation. We have learned that nature has been very generous in supplying all parts of the world with ample resources of various kinds to meet the demands. This applies to practically all commodities but for the purposes of this discussion, we will limit our remarks to petroleum.

JUST four years ago, in March, 1930, Gilbert LaBine discovered the rich deposit of pitchblende and silver ore on the east shore of Great Bear Lake, 30 -miles south of the Arctic Circle, which brought a new mining district into being. His original discovery is now the property of Eldorado Gold Mines, Ltd., but other groups have been active. Vigorous prospecting has outlined a mineralized zone that extends at least 100 miles from north to south. In this area silver discoveries have been relatively common; pitchblende, as might be expected, has been harder to find, though a deposit has been located this spring nearly 100 miles south of Eldorado that may be of great importance.

INTRODUCTION Three major plant processes control the operation of an uranium in-situ mining plant. The three pro- cesses can be categorized under the headings termed - loading, elution, and precipitation. All other plant processes can be subcategorized under the three. In summary, the major plant processes in an in- situ mining plant are: 1. Loading - The pregnant lixiviant from the production wells flows through anion exchange resin. The loading of the uranium on the resin is controlled by various factors, such as ionic strength, valence, functional groups, etc. 2. Elution - The uranium-loaded resin is eluted or regenerated by a high ionic strength solution. The effluent from this process is de- fined as the pregnant eluate. 3 . Precipitation - The pregnant eluate is chemically treated to attain the ideal conditions for the selective precipitation of uranium. Hydrogen peroxide is an ideal precipitating agent under URI conditions. This paper will focus on two of the major processes: Elution and Precipitation. For the most part this relatively young industry has grasped the theory of liquids in continuous flow for the operation of the plant processes. Likewise, URI initially operated the two processes of interest with the continuous flow concept. Through laboratory experiments, URI has abandoned the flow concept and operates the eluting and precipitating stages with the concept of "batch" processes, whereby only one container, filled to a specified liquid level, is chemically processed. In the proceeding sections, each of the two pro- cesses will be discussed in detail, from their original concept to the present operation. Only minor modifications were made to the existing circuits for the conversion with results revealing a greater level of efficiency. ELUTION The elution of the loaded anion exchange resin can be achieved by different high ionic strength solutions. The selection of constituents is dependent on both chemical and economic considerations (i .e., efficiency and operating/restoration factors). The regenerant presently used is a pH 9.5 solution containing 7.5% NaCl and a mixture of Na2C03/NaHC03. expressed as 2.5% NaHC03.

Conneaut has a long and illustrious history as a major Great Lakes port for coal and iron ore. The first dock was built in 1892 for unloading iron ore from the Mesabi Range for shipment to the Pittsburgh steel mills via the Shenango & Lake Erie Railroad, later to become the Bessemer & Lake Erie Railroad. The Pittsburgh & Conneaut Dock Company was incorporated in 1893. The world's first Hulett automatic ore unloader was constructed at Conneaut in 1899. Steam operated, it was the model for the giant electric Huletts used today, named after its inventor, George Hulett, who was a Conneaut resident.

Mr. Grammer says that he "found the electric pig-breaker at Duquesne, if used in connection with the iron-chill, less expensive and more satisfactory " thau the casting-machine. The cost of handling the iron over the Duquesne casting-niachine is about double the average cost of the other Uehling machines at the several Carnegie plants. It is nearly as expensive to run as the Hey1 & Patterson machines, and while Mr. Grammer's statement is, no doubt, true, as applied to that particular machine and breaker, it should be borne in mind that the machine at Duquesne had embodied in it several new features, which were not improvements; also that it was taxed beyond its economic capacity. Andrew Carnegie, America's best-known ironmaster and philanthropist, died at his home at Lenox, Mass., Monday, Aug. 11, after a three days' illness. A pioneer in the steel industry, he introduced into this .country the Bessemer process And formed the plans that have resulted in this country's supremacy in the steel markets of the world. Known throughout the world for his, gifts, he is also known to engineers as the donor of the home of their National Societies and as the founder of the Carnegie Institute of Technology, of Pittsburgh. For many years, also, he was an honorary member of the American Institute of Mining and Metallurgical Engineers, the American Society of Mechanical Engineers, and of the Engineers Club of New York. What he considered the secret, of his success is shown by the epitaph he wrote for himself, "Here lies a man who knew how to enlist in his service better men than himself." He was buried Thursday, Aug. 14, in Sleepy Hollow Cemetery, Tarry-town, N. Y., the funeral services being private, in accordance with his wish.

The Svappavaara mine is located 47 km southeast of Kiruna C. The ore deposit now being worked, Leveäniemi, belongs to Luossavaara- Kiirunavaara AB (LKAB) and is the company's, and also Sweden's, third biggest mine after Kiirunavaara and Malmberget. The distance by rail to the Norwegian port of Narvik is 214 km and to Lulei on the Gulf of Bothnia 340 km (Fig. 1). The village of Svappavaara has about 800 inhabitants. The climate is arctic in character. The temperature during the months of December to February is about -20º to -35ºC, and the ground is covered by a blanket of snow for about eight months of the year. The brief, intensive summer often arrives with startling speed, bringing both sunshine and warmth. HISTORICAL BACKGROUND Mining operations took place in Svappavaara as far back as 300 years ago. During the period 1655-1684, copper ore was taken from the deposit called Gruvberget in the vicinity of the village. The total production of raw copper was probably about 1,045 tons. During the 18th and 19th centuries, several attempts were made to extract iron ore from the numerous deposits found within the district. These brave attempts, however, were foiled by the high phosphorus contents and the enormous transport difficulties. The present-day mine fields in Leveäniemi were discovered in 1897. MANY questions arising in the work of the mining engineer may be solved quickly and with sufficient accuracy by the methods of descriptive geometry; but, unfortunately, this subject is more often considered from a mathematical view-point than as an effective tool. for solving practical problems. Some of the principles involved are merged into the ordinary operations of mechanical drawing, and are used unconsciously by the engineer in his every-day work. The rest are stowed away on the book-shelf with his forgotten or rarely-used college text-books. One reason for this condition of "innocuous desuetude " may lie in the unfortunate and often cumbersome notation which it has been found necessary to introduce. If some of these principles can be recalled to the engineer's attention in terms of every-day use they may prove of practical bearing. Recently, in talking with several mining engineers, I used some of the drawing-room methods of a machine-designer, to the evident surprise of those around me. These men were perfectly familiar with the methods, but their application to mining-work had not occurred to them. At their suggestion the present paper is offered, not in any way as a treatise, but merely to suggest a certain point of view, in hope that it may lead others far more familiar with mining-problems to pursue the subject further. I. To FIND THE STRIKE. As the simplest and most fundamental problem, let it be required to find the strike of a vein when the location and elevation of three points on the outcrop are known. It will be assumed for the present that the vein is a plane.

FOK, many years the officials of the Magma Copper Co. mine at Superior, Ariz., have had to contend with adverse conditions underground in the form of high rock temperatures, hot water, and high relative humidity. These conditions in the mine have been such that working the mine would have been impossible were it not for the constantly expanding and improved sys- tem of ventilation to produce bearable conditions in the working places. Results that have already been achieved make an interesting study of what can be done along those lines. From the time the mine was first opened in 1910 it has been hot. An idea of the conditions that have persistently been encountered can be obtained from parts of the mine that are not being worked at present or that do not yet have sufficient ventilation. Virgin rock temperatures as determined in drill holes at the faces range from 104° to 116°*. An observation made at the face of No. 5 West footwall drift on the 2800-ft. level.

THE first and most important thing that affects the majority of lead producers in the Rocky Mountains and the western mining regions is that zinc in an ever-increasing degree is inseparably associated with the lead. The Sullivan mine in British Columbia is not only a great lead mine, but also a great zinc producer. This mine could not reach its full measure of productiveness, nor was its great value established, until a reasonably good physical method was developed for separating the lead from the zinc prior to the recovery of each metal by an appropriate process. The western metallurgists and also metallurgists in other parts of the world have long faced the lead-zinc problem. This for many years stimulated a great deal of experimental work looking toward the development of a physical or chemical method of separating lead and zinc in concentrated form from complex ores. Space will not permit of going into this work in detail, but it is sufficient to say that with but few exceptions the western lead smelter continued smelting charges many times too high in zinc for the most efficient operation of lead furnaces. The zinc was not only lost, as the zinc content of many a western slag dump bears mute testimony, but the cost of lead smelting was increased by reason of the presence of the zinc. The owner of the ore under these circumstances could be paid nothing for the zinc and, indeed, he was penalized for it

WHEN geophysical methods were first employed in the search for ore deposits and oil accumulations, it was hoped that they would provide a direct means of locating such concentrations. Magnetized needles were used long ago in prospecting for magnetic iron ore, and soon after the discovery of galvanism in about 1790 attempts were made to find concentrations of valuable minerals electrically. Evidence indicating that the early geophyeical instruments were regarded merely as improved divining or dowsing rods is to be seen in the names "mineral finders," "ore finders," etc., that were applied to them. Today, appellations of this kind raise serious doubts in informed minds as to the intelligence and integrity of individuals advocating the use of such euphemistically named methods or instruments, for experience and research have shown that, geophysical, it is never a question of directly locating a given mineral but merely of delimiting its possible occurrence.

CREATION of atomic energy, aside from its influence on war or peace, has posed these basic questions for the world: How soon can energy from atoms be harnessed to do man's daily work? How much of this power will there be, to what degree will it supplant present fuels, and what does it imply for the future of civilization? Answers to these questions may be found in part in analysis of just what atomic energy is and how far its development has come. The answers are encouraging. One of the first questions encountered in considering the application of atomic reactions is whether such reactions can be controlled. Fortunately, this has been adequately demonstrated by the operation of the Government plutonium plants at Hanford, Wash. Here nuclear reactions are carried out on a large scale involving liberation of about a billion B.t.u. per hour. This hourly heat liberation is equivalent to that obtained from about 7100 gallons of fuel oil. It has been possible to operate these plants day in and day out with the reaction controlled at the intensity desired. There should therefore be no question that, under proper conditions, reactions involving nuclear fission can be controlled.

THE September issue of the Engineering and Mining Journal carried an item regarding the Cercapuquio Mining Co. which was mentioned as a large producer of lead, zinc, and cadmium, situated near Huancayo, Peru. The paragraph caught my eye because I had not heard of the property in thirty years and I recollect all too well the circumstances of its accouchement. In 1916 1 was making my headquarters in the town of Huancayo, then the terminus of the Central Railway of Peru, and was examining mines and prospects in that general area for Cerro de Pasco. In the course of my work I became acquainted with an engaging and energetic "practical" miner named Balarin, a Dalmatian living in Huan¬cayo, and made numerous trips in his excellent company. One day Balarin came to the down-at-heels hostelry where I stopped and told me that a Cholo prospector, a character by the name of Jose, had just reached town and claimed to have made a discovery in a little known locality called Cercapuquio. Lead-silver, Balarin said, and showed me a sample of galena about the size of his fist. "Fine," I remarked. "When do we leave?"

MANY oil producers are in disagreement with the idea held by some that an increase in the price of crude oil would be unlikely to stimulate much production and that we will be obliged to draw upon foreign sources of petroleum to supplement our domestic production as the years go by. WARTIME depletion of the reserves of iron ore in the Lake Superior region of the grade and character now being shipped down the Lakes was serious. The time has come to take stock of the resources that remain in order to plan our future program of supply for our blast furnaces and protect, as far as possible. the tremendous investment made in the Lake Superior iron mining industry. Hugh M. Roberts and William H. Crago have estimated the reserves of the Lake Superior region in the United States at two billion long tons. These reserve figures are of direct-shipping ore and those concentrates produced by methods now in commercial use or those methods that may be expected in the near future. In their estimate they have assigned 392 million long tons to the Michigan ranges (all reserves in long tons) : 112 million tons for the Gogebic. 140 million tons for the Menominee, and 140 million tons for the Marquette.

IN the last year, much information had become available as to the extent that zinc participated in the war effort. The importance of foreign zinc in this program had been indicated by Bateman (M&M April 1945) as of the order of 400,000 tons annually in zinc or contained zinc. Pehrson (M&M April 1945) reviewed the domestic ore-reserve situation with respect to most minerals and metals and showed the extent to which commercial zinc ores had become depleted in this country. This picture was further darkened by O.P.A. figures appearing in E.&M.J. July 1945 in which figures for total production during the three previous years were broken down into percentages produced under ceiling and various quota price categories. True, factors other than depleted ore reserves contributed to this picture. Among the more important of these, were shortage and high cost of labor, both skilled and unskilled, and the general difficulty and cost of maintaining adequate equipment and supplies. The cost of production in the Tri-State district was most affected.

IN the discussion on the paper on subsidence by R. V. Norris and H. W. Montz (Teohnical Publication No. 153), H. N. Eavenson has been good enough to quote some of my views regarding the phenomena of subsidence; he has, of course, only mentioned these briefly, and as he has not represented them quite correctly, it is evident that I have failed to make them clear. Seeing that he, and apparently some of the others who took part in the discussion, appear to hold views different from my own, I think it advisable to put my opinions down as definitely and as clearly as possible, because it appears to me at least possible that some of the differences above referred to may be differences of language and definition rather than of fact. The statements I propose to submit refer to the simplest cases, namely where an area in a practically horizontal bed has been entirely worked out. My experience has been confined to beds of bituminous coal and of ironstone, but D I do not at the moment see why there should be any difference in principle between the working of a bed of anthracite and one of bituminous coal, provided that the other conditions are the same. I wish to emphasize that I am considering the conditions of complete working out of the mineral bed with the roof allowed to come down and form goaf in accordance with the general British practice; 1 am excluding, therefore, methods of hydraulic, pneumatic, and hand stowage where extraneous material is brought in to hold up the roof. I am also excluding the case of bord and pillar working where pillars of small size are deliberately left in, apparently with the idea that these will subsequently crush and let the roof down gradually. Such a method of mining has long been discontinued in this country, indeed in Europe generally, and I venture to predict that the time will come when such a recklessly wasteful method will no longer be tolerated even in the United States. Further, I am referring entirely td static conditions after the mineral bed has been worked out and the ground has come to rest; the phenomena that occur during the course of extraction are much more complicated, and these I am not discussing here.
