"Whenever a decision is made to bring a mineral deposit into production, the Owner in actual fact has decided to convert substantial sums of capital into productive capacity with the intenti6n of making a profit from such conversion.Escalating costs of construction, frustrating and costly delays in comp1etion, the increasing tempo of technological change and the increasing size and complexity of mineral processing projects have convinced Owners that the best way of implementing their capital must be sought and utilized. This requirement has stimulated a search for ways and means of applying modern management techniques to the design and construction of mineral processing plants.This search by consulting firms has resulted in the evolution of the concept of project management and the development of planning and con trolling techniques with the result that Owners can seek and obtain better assurance that their project objectives will be fulfilled.This paper will attempt to outline how a mineral processing plant can be brought into production through the implementation of project management techniques.Definition And Objectives Of Project ManagementThe design and construction of mineral processing plants is subject to the restraints of three inter-related parameters -Quality, Cost and Time each of which influences and is influenced by the other two.Project management is a technique where the Owner delegates complete responsibility to a single organization for all phases of a project (design, procurement, construction and commissioning) for the above parameters but retains freedom for major decision making. Normally, the consultant under-takes full responsibility for all phases, but partial project management services can be provided when the Owner so desires.The objective of project management is first to devise and define and then to implement a program in which the relationship between the three parameters of Quality, Cost and Time is optimized, i.e., the desired functional and other requirements are attained (but not exceeded) at the lowest practicable overall cost in the shortest practicable time. The measure of success of a project lies in the degree to which this objective is achieved."

"The Brunswick No.12 site concentrator processes 10,500 tonnes per day of a complex lead, zinc, copper and silver ore producing four concentrates by differential flotation. Research over the years has led to increased understanding about the mineralogical and flotation characteristics of the ore. A pilot plant study conducted at Lakefield Research, primarily designed to investigate the technical feasibility of semi-autogenous grinding, provided an opportunity to test recent theories about grind size,, reagent schedule and flowsheet configuration.A fundamental approach was taken with each of the unit processes involved in grinding and flotation. Basic operating and metallurgical criteria were established in each area and a step-by-step implementation program initiated in the plant.Significant improvements in metallurgical and financial performance have been realized through the application of basic grinding and flotation principles using conventional milling equipment and without major capital expenditure. Current operating practice is detailed and metallurgical advancements cited.INTRODUCTIONBrunswick Mining and Smelting operates one of the world's largest lead and zinc mines near Bathurst, New Brunswick. Brunswick is a publicly traded company with majority ownership held by Noranda Minerals (63%). In addition to the No. 12 underground mine, the company operates a lead smelter and phosphate fertilizer plant in Belledune, N.B. and maintains a 25% interest in a joint venture with Noranda Minerals' Heath Steele mine near Newcastle, N.B. Through the four operations, a total of 2000 people are directly employed with fixed assets totalling Cdn$187 million (BM&S, 1991)."

What is a Failed Project? For mining projects, some key indicators of a ?failed? project are: ? Cost is more than it should be (particularly capital) ? Schedule ? It takes longer to build than expected ? It takes longer to ramp-up than expected ? It does not do what it is supposed to do ? Poor performance; output, product specifications; ? Low revenue ? High costs ? No one is happy about it: Management, Shareholders, Bankers ? Does a project fail if it does not meet expectations that were unrealistic and unattainable? ? The world is consuming more and more electronic products every year. This has caused a dangerous explosion in electronic scrap (e-waste) containing toxic chemicals and heavy metals that cannot be disposed of or recycled safely. But this problem can be avoided. We are pressing leading electronic companies to change; to turn back the toxic tide of e-waste. Every year, hundreds of thousands of old computers and mobile phones are dumped in landfills or burned in smelters. Thousands more are exported, often illegally, from the Europe, US, Japan and other industrialized countries, to Asia. There, workers at scrap yards, some of whom are children, are exposed to a cocktail of toxic chemicals and poisons.

"Zinc has been used for many years as a galvanic coating for the protection of steel. Electrochemical measurements show that zinc actually overprotects steel. The corrosion rate of DQSK (drawing quality semi-killed) steel in air saturated salt water was determined as a Junction of applied cathodic potential. The resulting data indicate that at a critical cathodic over potential of - O. 725 Vsce an acceptably low corrosion rate of less than 1 mpy occurs. Using the developed criterion, alloys of Zn/X and AL/X were produced and evaluated in galvanic contact with steel in a standard laboratory test. The results indicate that Zn /Mn, Zn /Co, AI/Mg/Si and AI/Mg/Ge alloys offer excellent galvanic protection along with (a) no hydrogen evolution, and (b) improved dissolution life over Zn coatings.IntroductionZinc coated (galvanized) steel has been successfully used in applications where bare (or painted non-galvanized) steel would suffer corrosive attack. In general, galvanic coupling to zinc, as either an anode or a coating, is an effective means for combatting steel corrosion. Because of this, the use of galvanized steel has increased markedly, stimulated primarily by automobile manufacurers seeking to extend the corrosion warranties on automobiles(1).Although effective, zinc coatings are not without a number of drawbacks which warrant efforts to improve them. For example, because of the widely differing electrode potentials between zinc and steel ( - 1.05 Vsce and - 0.60 Vscc, respectively, in air saturated NaCl solutions), the zinc corrodes at a rapid rate to protect the steel. This is reflected in the limited lifetimes of galvanized unpainted siding. The basic electrochemistry controlling the situation is shown in Figure 1, for a system controlled by oxygen reduction. The zinc corrodes sacrificially to protect the steel, while cathodically polarizing the steel to a potential near that of zinc's open circuit anode potential."

"IntroductionThe stages of development for bringing a mill into production demand that a flowsheet for the process be developed at an early stage. Detailed engineering of the mill may then proceed without duplication of engineering effort on alternative processes. In the case of gold and silver mills, several process alternatives exist which must be evaluated before the flowsheet is finally fixed. The recently developed Carbon-in-Pulp process has added to this choice.Clearly, the major factor in determining the most suitable process is the amenability of the particular ore to a given treatment. Other factors that will also influence the choice are location, climate, power and water supplies, and available capital.Gold and silver milling processes can be divided into three main types:Gravity Concentration;Flotation;Cyanidation.Combinations of the three are frequently used; i.e. flotation followed by cyanidation of the concentrate, or gravity concentration in the grinding circuit with cyanidation of the classifier overflow. The following are the salient advantages and disadvantages of the three main alternatives.Gravity ConcentrationGravity concentration is suitable for free-milling gold ores, i.e. ores in which the gold is relatively coarse and free from sulphides. It should be noted that just because an ore is high grade, it is not necessarily free milling.Gravity concentration methods include jigs, shaking tables, spirals and more recently Reichert cone concentrators. All methods exploit the density difference between gold, which has a specific gravity greater than 15, depending on how it is alloyed, and the gangue, which usually has a specific gravity range of 2.7 to 3.5.A concentrate grade of several hundred ounces per ton might be produced, but recoveries by gravity alone are generally low in comparison to other methods. For this reason, gravity circuits are usually used in combination with flotation or cyanidation circuits."

"Eastern Canadian thermal coal mined at Minto, New Brunswick, and in western Cape Breton at St. Rose, Inverness County, Nova Scotia, contains 6-8 per cent sulphur. Both coals are high volatile bituminous. types. The Minto coal averages 18 per cent ash, 7 per cent sulphur and has a Btu rating of 11,900 per lb. Pyritic sulphur accounts for 75 per cent of the total sulphur and the remainder is largely organic; the amount of sulphate sulphur is negligible. This means that in a 7 per cent sulphur coal, 2 per cent is organic and 5 per cent pyritic sulphur. Pit-head St. Rose coal contains approximately 10 per cent ash, 7 per cent sulphur and 11 ,800 Btu/lb. The distribution of sulphur is different to that of Minto coal because about 12 per cent sulphate sulphur is present. Thus, a 7 per cent sulphur coal would contain 4 per cent pyritic, 2 per cent organic and 1 per cent sulphate sulphur.The iron sulphides, pyrite and, to a lesser extent, marcassite occur over a wide size range from large sulphur balls to crack fillings, lenses, and individual crystals and framboids. Coarse-grained pyrite and sulphur balls are easily separated during washing. It is the fine grain sizes, intimately mixed with the coal constituents, that are difficult to separate. Quantimet analyses of the fine grains in coal from both localities showed that about 50 per cent were smaller than 30 micron(1).No efforts have been made to wash the Inverness coal of Nova Scotia and in 1980 washing ceased in New Brunswick. Previously, the Minto coal was processed in an antiquated jig circuit which reduced ash from the strip operation run-of-mine value of more than 20 per cent to less than 18. More effective removal of ash and sulphur could clearly be obtained. Laboratory tests on both Minto and St. Rose coal have shown that ash rejection rates of 40 to 50 per cent at yields of 70-80 per cent were possible(2), Little information on sulphur removal was available."

The latest chapter unfolded this summer when the Commodity Tax Review Group released its important report. Whatever sales tax changes, if any, are finally adopted will have profound effects on many aspects of doing business. The capital-intensive mining industry will not escape these effects.IntroductionThe Federal Sales Tax Review Committee, established by the Minister of Finance earlier this year, has published a report that is sharply critical of the government proposals to shift the incidence of federal sales tax from the manufacturer level to the whole sale level (sales to retailers). The Report recommends a continuance of the present manufacturer's tax, for the present, but with significant changes that would increase the tax cost on certain imports, smooth the administrative machinery and make appeals and determinations more open and equitable. For the longer term, the Report recommends a shift of the tax base to the retail level.Reform of the federal sales tax system has been under consideration for several decades. "In many plant trial s(1,2) it has been proven that very small amounts (10 to 20 ppm) of uranium dissolved in mine water can be effectively recovered by the use of ion exchange resins and this uranium recovery has many advantages. In this paper an economic analysis at different levels of uranium contamination and at different market prices of uranium are described.For this study an operating mine-mill complex with a sulphuric acid leach circuit, followed by solvent extraction (SX) process, is considered, where contaminated mine water is available in excess of process requirements. lt is further assumed that the sulphuric acid eluant containing uranium would be mixed with the mill pregnant liquor stream that proceeds to the SX plant for final uranium recovery.Recovery by Ion ExchangeMine water, in this study, is defined as the water coming from the underground mine, or mine pits, and the run-off water from stockpiles, mine shops, crushing plant , washdown areas, etc.In nature, uranium mainly occurs in two stages; reduced (tetravalent) and oxidized (hexavalent) . The oxidation of sulphides present in the orebody often causes the presence of S04- and acidity in mine water, and this acidic water readily dissolves U+6 part of the depo sit. "The new Ontario Liberal government introduced its first budget in October. The changes to The Mining Tax Act proposed in the budget are mean t 10 simplify the current system without any loss of revenue to the government. It goes without saying that some operators will benefit from the changes while others will pay more taxes after 1985.With regard to ongoing matters at the federal level, the proposed carve-out legislation and the issue of northern allowances are being discussed with government officials, and a small victory has recently been scored with regard 10 the laxation of certain share transactions of prospectors and grubstakers. A report on these issues is provided herein.Ontario BudgetOn October 24, 1985, Ontario Finance Minister Robert F. Nixon tabled a budget proposing several significant changes to both the Ontario Mining Tax Act and the province’s income tax legislation.Mining Tax ActA flat rate of tax and reduced processing allowances highlight proposed changes to The Mining Tax Act. The proposed changes, with a comparison to the existing system, are set out in Table I.The most significant change is the replacement of the graduated tax rate schedule with a flat 20010 tax rate. This is a welcome change for most mine operators who viewed the high rate of 30% on profit over $20 million as counter-productive.However, the flat rate of ta x may not be welcome to all operators. Generally speaking, operators with less than $ 10 million annual profit are better off under the graduated rate system, while operators with annual profit exceeding $10 million will benefit from the 20010 tax rate."

"Previous methods have employed statistical analysis to model future mineral resources. The method presented in this paper uses Zipj's Law to determine the size and grade of tin deposits still to be discovered. The law is applied independently to both known deposit tonnage and grades. A probability distribution for both 'tonnage and grade is computed/or those deposits still to be located and then, by applying a correlation between tonnage and grade, a distribution of the probability of metal content discovery is obtained.By considering an economic cut-off in metal contained in a deposit, the probability of economic success for the next tin discovery is computed, both for a world discovery and for the special case of Tasmania, Australia. The results indicate a probability of 11-37% on a world-wide basis and 18% chance of economic success in Tasmania.IntroductionIn the past , most attempts to determine the probability of success in finding an economic mineral deposit have relied on the accumulation of statistical data. These data are then used to predict a suitable frequency distribution to assess the probability of finding a deposit of a given size and grade (Singer,1975).The method not only relies on one having sufficient data, but also on the assumption that the data are not biased and that the distribution (usually log-normal) is a correct one. The method presented in this paper, to analyze tin deposits, uses Zipf's Law, which has been recently applied to oil, uranium, lead-zinc and gold deposits by Folinsbee (1977) and to Western Australian gold deposits by Rowlands and Sampey (1977). Tapp and Koniuszko (1978) have applied Zipf's Law to mineral distribution patterns in the Northern Australian orogenic provinces, which has enabled them to make predictions with a relatively small data source."

"Several recent cases indicate that the Courts may be leaning toward a more favourable treatment of mine closing and related costs. In this article, we look at two recent cases, Burnco Industries Ltd. and Nomad Sand & Gravel Ltd. The former was heard before the Federal Court - Trial Division and the latter before the Tax Review Board.It appears that in certain situations mining companies may now be able to sustain current deductibility of estimated mine closing costs during the productive years of the mine, rather than waiting until either the date on which mining ceases or the reclamation and similar activities commence. This would be of great benefit to the mining industry, as waiting until the bitter end often means that there are no revenues available against which the expenses may be offset and, hence, no tax relief.IntroductionUnder the Income Tax Act in Canada, taxpayers are not permitted any deductions in respect of an outlay or expense in determining income from a business or property, except to the extent that such expenditures are made or incurred by the taxpayer for the purpose of gaining or producing income. In addition, no deductions are permitted for amounts transferred or credited to a reserve, contingent account or sinking fund except as expressly permitted by the Act.In large measure, these provisions are relevant to the mining industry to the extent that they determine the periods during which expenses may be charged against revenues for income tax purposes. Several recent cases have indicated that the Courts are leaning toward a more favourable treatment of accrued costs in the mining industry than was previously considered to be the case."

This article summarizes some of the principal features of the taxation of industrial mineral mining in Canada. Where the rules applicable to such operations differ from those pertaining to the production and processing of precious and base meta s (non-industrial minerals), the two sets of rules are compared. If a conclusion could be drawn from such an over-all comparison, it may be that the total tax burden on an industrial mineral mine can be considerably more onerous than on both base meta mining operations and manufacturing profits.

"Cambior currently has nearly 80 exploration properties, acting as operator on about 60 of these. The company's exploration budget has increased to over $11,100,000 for 1990. On-going efforts recently yielded a new gold discovery on the Douay- Vezza property, a joint venture project with Inco and Vior. Cambior continues to seek out new opportunities, recently acquiring an option agreement on the Sleeping Giant project in Quebec and four new exploration agreements in the United States, through its Reno office. Other nearly-concluded joint venture agreements have also given the company entries into Indonesia and Guyana.SummaryWhen it acquired SOQUEM's assets on August I, 1986, Cambior also acquired interests in 45 exploration projects. The subsequent mergers with Aiguebelle Resources and Sullivan Mines in 1987 brought the total number of exploration projects to 83, most of which are concentrated in northwestern Quebec. Cambior's strategy emphasizes gold exploration, and exploration activities were, therefore, initially limited to the Val d'Or and Rouyn-Noranda mining camps, where Cambior has a large portfolio of properties. Approximately $25.8 million has been spent on surface exploration in this area since the formation of the company, resulting in the discovery of the Mouska deposit and four sub-economic zones on the Porcupine, Forbex, Bloc Sud and Flavrian project s. In 1988, Cambior became involved in projects in the United States to which the company expects to allocate about 38070 of its 1989 exploration budget."

"With Inco recording record profits over the past year, most people have forgotten the painful years of the last recession/depression when Inco was losing up to a million dollars a day for a short period . While high nickel prices have contributed to the exceptional recent profits, the real achievements stem from the tremendous advances in productivity and cost improvements that make Inco one of the lowest cost nickel producers.Some of the major advances in productivity have occurred in the mines. The establishment of Mining Research Departments in both Thompson and Copper Cliff in 1979/80 provided the stimulus and the opportunity to dedicate personnel to specific research projects, on a full-time basis; and more particularly to concentrate on the efficiency of the total mine system. The Copper Cliff North Mine was brought back into production as a research mine dedicated to the development and testing of new mining methods and equipment. A shop facility known as the ""Murray Shop"" was set up as the centre of innovation for the development and construction of prototype equipment required for new bulk mining methods. While other expenditures were being curtailed , investment in mining research was being increased. An early success was an ""in the hole"" drill that could be broken down into small components to access even the remotest sectors of a mine to convert labour intensive undercut-and-fill mining to "" vertical crater retreat "" , VCR, bulk mining. A new mine manufacturing company-Continuous Mining Systems-was incorporated with the objective of building innovative mining equipment, with strong focus on automated continuous sytems. Continuous Mining Systems has now grown to a $25 million per year business. With these synergistic thrusts, the VCR bulk mining method was implemented in all of the Ontario Division mines, raising the percentage of ore mined by bulk mining techniques from 320/0 in 1981 to over 90% today. Coupled with re-designed job responsibilities, sup- ported by appropriate training, mine productivity more than doubled. It was discovered that VCR mining could be adapted to the narrower Thompson mine ores with identical improvements in productivity. Development of the Thompson Open Pit North had an additional favourable impact on production cost s in Thompson. The timing of the open pit development could not have been better. It permitted Inco to rapidly increase production at high productivity and low cost, in years of record demand and prices."

Emerging trends and concepts will be presented to show how fibre-optic-based integrated service communication networks and local distribution systems can be implemented.IntroductionCommunication requirements in today's mine s are varied and extensive. The communication system must be rugged , safe and reliable, yet provide an ever increasing amount of high quality services. Presently, these systems are implemented using conventional copper cable. As mining method s and technology advance and the demand for better and more communication services increases, traditional systems quickly reach their limitations. It is under these circumstances that we turn to fibre optic communication systems.Fibre optics is a mature technology which is finding its way into more and more applications worldwide. A fibre optic communication system can provide a level of performance unattainable by conventional cable systems yet ca n be cost competitive. As is well known, fibre optics provides a noise-free, noise-immune, high -capacity communications channel. Glass fibre, being dielectric and non-sparking, is an intrinsically safe communications medium. Clearly, it is ideally suited to the harsh environment present in a mine.From a communication systems point-of-view, the topology of a deep mine is unique. The objective of the systems engineer is to implement a total communications capability throughout this wide spread area. Ideally all classes of services should be accessible throughout the network-an integrated network concept. Recent advances in communications technology combined with fibre optics make this realizable."

"The mining industry is adjusting its sights to take a shot at the rising level of non-profit taxes which threaten to handicap the industry 's competitive advantage. In the case of this particular expedition, the industry evidentally has a strong ally - the country's mines ministers. It appears that an initiative is under way to assess the impact of non-profit taxes on mining in Canada as compared to other mining nations.IntroductionSeventy-five years ago, Canadians were unceremoniously introduced to something called income tax. Since then, income tax has been identified as the source of countless evils ranging from the common cold (attributed to stress) to the demise of the economy. Some years later, the provinces jumped on the bandwagon with their own income taxes, and later on with mining taxes. These profit-based taxes had some appeal to elected officials and to a segment of the populace. The onus of the taxes varied directly with the ability to pay (in theory, at least). Previously, the principal sources of government revenues had been property taxes and customs duties, which were viewed as possibly being somewhat regressive in nature.The mining industry has always had concerns about different aspects of income and mining taxes - the tax rate is too high or the depreciation rate is too low, and so on. Recently, though, the industry has turned its sights on the expanding array of taxes which are not based on profit, including payroll taxes, capital taxes, water taxes, sales taxes, fuel taxes, property taxes, environmental levies and user fees. The industry is seriously concerned that the rising level of non-pro fit-based taxes is not only hampering the industry 's ability to reinvest in Canada, but is also placing Canada at a disadvantage in terms of trying to attract new investment capital."

"Digital image processing and enhancement techniques have been applied to airborne gamma ray spectrometry data from Sudbury, Ontario. These results have been correlated and compared with the available geological maps to evaluate their usefulness for identifying lithological units. Digital processing allows the correlation of various data sets, and different combinations of images can be tested and viewed as a composite image. Composite images with pseudocolours provide an opportunity to analyze and correlate information that is not otherwise apparent in individual images. Principal component analysis has been applied to the gamma ray spectrometry data to evaluate their efficacy and relative information contents of the measured and computed data. The results of this study indicate that the combined radioelements image (obtained by combining the radioelement image and the ratio images) is effective for defining areas of relative concentration of a specific element in near surface materials. Furthermore, the composite radioelements image (produced by combining three separate radioelement images) and composite principal components image reflect large-scale lithological variations. IntroductionThe Sudbury area is a unique geological structure located in the southern Canadian Shield (Fig. 1). Because the area hosts economically significant nickel-copper deposits (Pye et al., 1984), it has been surveyed in great detail by geological and geophysical methods. In order to obtain meaningful geological infonnation about the Sudbury area, several studies have been carried out with the application of innovative mathematical techniques for geophysical modelling, and attempts have been made to integrate the multisensor geophysical data available for the area (e.g. Gupta et aI., 1984; Moon et al., 1988; Singh et al., 1993). "At Teck-Corona Operating Corporation's David Bell Mine, a successful water quality management strategy has been established. This resulted from the development and application of process technology, allowing year round discharge of an effluent exceeding the chemical and biological standards set by the Ministry of Environment. This strategy aims at minimizing contaminant levels of effluents through optimization of reagent selection and reduction of effluent volumes through maximizing reclaim water usage. Concentrator and effluent treatment plant operating practices, process chemistry and the results of the water quality management strategy are reviewed.IntroductionThe David Bell Mine is located in the Hemlo gold camp 42 km east of Marathon, Ontario. The concentrator has a design throughput of 1000 tonnes per day. The processing of the run of mine ore ( - 15cm) involves the following unit operations: grinding in a semi-autogenous mill followed by a ball mill, thickening, pre-oxidation , cyanidation, and carbon-in-pulp gold recovery followed by electrowinning and refining.The David Bell Mine water quality management strategy is composed of the following items (Goodfellow and Meyer, 1991):• natural destruction of cyanide contained in the tailing water in a large shallow tailing pond ;• preliminary treatment of reclaim water in the grinding circuit for cyanide and heavy metal removal;• pre-oxidation of sulphide minerals in pipe reactors to reduce cyanide consumption using pure oxygen;• pH control in the grinding, pre-aeration and leach circuits to minimize the dissolution of stibnite while maximizing gold recovery; • close control of cyanide addition rates to the leach circuit to maintain the lowest possible levels;• a carbon column for gold recovery;• an effluent treatment plant for antimony and heavy metal removal; and• the use of final treated effluent for industrial water underground to minimize fresh water consumption."
