A symposium on the characterization and toxicology of mineral dusts was held Sept. 19 and20 in Washington, D.C. The symposium was held to update the minerals industry, the health community, government agencies and academia on the technical, health and regulatory aspects of minerals to be evaluated by the International Agency for Research on Cancer (IARC).In October 1996, the IARC met in Lyon, France, to discuss and prepare “Volume 68 of the IARC Mono-graphs on the Evaluation of Carcinogenic Risks to Humans on Silica, Silicates, Dusts and Organic Fibers.”

Annual requirements of uranium to fuel the 441 currently operating nuclear reactors in the world is 170 million pounds U3O8 (65,385 tonnes U). 2005 global production was 108 million pounds (41,595 t U), of which only 2.7 million pounds U3O8 (1,039 t U), was produced from US uranium deposits. US nuclear utilities represent 26% of the global nuclear capacity but only obtain 2.5% of their supply from US uranium mines. Since 2002 annual global production increased from 93 million pounds U3O8, a 15% increase and the US production increased from 2.3 million pounds to 2.7 million pounds, a 17% increase. Reasonably Assured Resources (RAR) of 12,332 million pounds U3O8 (4.7 million t U) are reported from a wide variety of countries and types of uranium deposits. This RAR suggests that there are significant global uranium resources potentially producible at a price of $50 per pound U3O8 ($130 per kg U). Table 1 shows the distribution of global uranium resources. This table, prepared from historic data maintained by the World Nuclear Association, does not include some areas of the world that are currently considered to contain significant resources of uranium such as Mongolia. Table 1 suggests that the United States contains the fourth largest uranium resource in the world with 890 million pounds U3O8, behind Australia, Kazakhstan and Canada in resources that are producible at a price of $50 per pound U3O8 ($130 per kg U). Within the US, the states that demonstrate the greatest amount of uranium resource are Wyoming, New Mexico, Texas and the Four Corners Area of Arizona, Colorado and Utah.

Mineral exploration is a critical step for success in mining. However, small-scale mining often ignores exploration best practices. This paper introduces the Tichauer-DeTomi Matrix, a tool for assessment of geological uncertainty in small-scale mining. This matrix, which measures the level of compliance of exploration programs in small deposits with industry best practices, has been applied to three small mining projects in Brazil: an artisanal gold mine in the Amazon, a small-scale manganese mining venture in the Northeast, and a small manganese deposit in the Southeast. The application of the matrix resulted in indexes that reflect the actual level of maturity of the mineral exploration program in each project. Therefore, the matrix has shown potential to be an effective tool for assessment of the geological uncertainty remaining in small-scale mineral projects, as well as to identify priority exploration activities for reduction of risks associated with the geological uncertainty. As a risk assessment tool, the TichauerDeTomi Matrix may be helpful in promoting investment and sustained development in and around small mines.

Suggestions have been made that the appraisal of mining assets using discounted cash flow techniques should be based solely on proven and probable reserves in reliance upon the widespread international recognition of uniform resource definitions. Following a review of general accepted valuation principles, a survey of the literature and, most importantly, a review of real transactions in the open market, it is clear that valuators should not be constrained by the growing acceptance of modern mineral resource codes. On the contrary, valuation practitioners should be encouraged to examine all classes of mineralization and, after making due allowance for risk, to utilize all mineral resources as a basis for determining fair market value.

U.S. feldspar output sold or used in 2004 was estimated to be 790 kt (871,000 st), valued at $43 million free-on-board plant. This was below 2003 and about the same volume as 2002. The strong housing market in the United States maintained demand for ceramic tiles, plumbing fixtures, and fiberglass insulation requiring feldspar and shipments of glass containers increased by about 4 percent. Imports of ceramic tiles and plumbing fixtures continue to increase, taking the place of U.S. produced goods, and the feldspar required to make them. Output included flotation concentrates, feldspar content in feldspar-silica mixtures, potash feldspar and aplite.

Introduction The efficient process control of a uranium mill and its associated mining operation requires a nearly continuous knowledge of the uranium concentration in the ore. Generally, the approach is to use laboratory assays of grab samples from the mill feed belt. In some cases, elaborate and expensive systems have been used to ensure random sampling, but even with these systems, mass-balance discrepancies still exist. There is a requirement for an on-line instrument that can give a prompt, accurate analysis of a large portion of the feed stock. The authors have recently evaluated a laboratory system that achieves these goals using neutron activation and delayed neutron counting. The development of the on-line uranium ore analyzer is a consequence of previous work done at the Whiteshell Nuclear Research Establishment (WNRE) (Campbell et al., 1978 and 1981), and is based on the emission of delayed neutrons after the neutron irradiation of fissionable materials. The mechanism of delayed neutron emission has been described (Keepin, 1965), but briefly is as follows. The fission fragments resulting from irradiation are in an excited state. Certain of these delayed fission products, precursors, decay to a more stable state by the emission of a delayed neutron. The delayed neutrons can be divided into six groups with effective half-lives ranging from 0.2-55 sec. It is important to note that more than 50% of the delayed neutrons are emitted within the first 6 sec after irradiation; this has an influence on the design of the analysis instrument. Measurement Cycle The measurement cycle involves a neutron irradiation, a delay time, and a counting period. The laboratory demonstration model of the ore analyzer comprises a californium-252 neutron source, a source chamber, a pneumatic transfer facility, and a neutron irradiation and counting module (Fig. 1). The ore sample is placed in the irradiation chamber. The neutron source is transferred to the center of the chamber for a 5-sec irradiation while the helium-3 thermal neutron detectors are switched off. As the source returns to the storage chamber, the detectors are switched on and the delayed neutrons counted. The total assay cycle is 16 sec. The current instrument design calls for the ore to be cut from the main belt every 16 sec by a mechanical arm and dropped into the analyzer directly, or via another belt. The cycle starts when there is a sufficient mass of ore in the irradiation chamber to depress a switch and stops when the delayed neutron count is finished. The ore is then dropped through the bottom of the analyzer chamber and returned to the main belt. The counts from each cycle are accumulated and the data reduced to give the desired information. The source is contained in an iron capsule and pneumatically transferred between the irradiation/counting and storage chambers. The irradiation/counting chamber possesses 12, 600-mm (24-in.) long helium-3 thermal neutron detectors embedded in an annulus of wax (Fig. 1). Two sets of six detectors are each interfaced to a preamplifier, amplifier and single-channel pulseheight analyzer system, and the two systems are connected to a scaler. A special timing unit controls the transfer of the source and the on and off switching of the detector assembly, in sequence with the movement of the source. Results and Discussion In the experimental demonstration, using the 107 neutron.s-1 source, a 10% uranium ore was measured to ± 10% (2o total error) in 10 cycles and ±6% (2o) in 100 cycles. Since a larger source was not available, it can be statistically predicted that a 109 neutron-s-1 source could be used to measure a 0.1% ore to ± 10% (20) in 10 cycles. The influence of bacterial growth phase on the flotation behavior of malachite has been investigated in a well-controlled Hallimond tube system. The microflotation tests were conducted for malachite (45?53 µm) using different amounts (bulk phase concentration=1×108?5×109 cells/mL) of Rhodococcus opacus (R. opacus) as a collector, which was grown at mid-exponential versus stationary phase, at a constant speed (340 rpm), pH (6), and malachite-bacteria interaction and flotation time (each 10 min). Hug differences between R. opacus cells in mid-exponential and stationary phase was observed from the results for electrophoretic mobility and flotation tests. Specifically, the isoelectric point of the cells in the stationary phase was lower than that in the mid-exponential phase, suggesting that the amount and distribution of surface functional groups onto cell surfaces are likely different. Additionally, the cells in stationary phase led to significant increase in the flotability compared to those in mid-exponential phase over the background bacterial concentration level of 1×108?5×109 cells/mL. Furthermore, the flotation efficiency tended to increase with increasing cell dosage for stationary phase cells while no distinct difference was observed for mid-exponential cells.

Barrick Gold’s Bullfrog underground mine, near Beatty, NV, was established as an after-thought to the main open pit. As open pit ore dwindles, the underground mining became increasingly more important as an ore source, and to the overall economics of the project. This situation is similar to many other mines. Today, there is a move towards underground mining in the United States. There are inherent problems in starting and operating underground mines in the shadow of any open-pit operation. Several attempts were made at the Bullfrog Mine for productive increases. Some were successful, while others were not.

Over the last few years, and especially the last few months, issues relating to Corporate Governance in industry in general, and the Minerals industry in particular, have become increasingly topical, as a result of a number of scandals and failures. The development of International and National Codes for the reporting of Mineral Resources and Reserves began some years ago, and has been followed by more stringent Listing Rules for the Securities Exchanges, as well as more standardised formats and protocols for financial reporting of assets and activities. More recently, some countries have adopted Codes for the Valuation of Mineral Properties, which have focussed on standardisation of valuation approaches to be adopted, and the qualifications of people deemed competent to sign off such valuations. This process has not been without criticism, the main criticism being the proliferation of local standards and regulations, which are often difficult to apply and regulate, or which are too prescriptive for multinational mining companies to deal with. In South Africa, these concerns have been recognised, while at the same time a need has been identified to establish a Code which could be applied to South Africa, and the African continent as a whole. Such a development would necessitate that the Code satisfies the needs of the continent, but in a global context. This global context has already been set by the activities of the International Organisation of Securities Commissions, the International Valuations Standards Committee and the International Accounting Standards Board. This paper explains the progress and process that has been established in South Africa for this purpose, and highlights the key issues which are open to public debate, so that the process is inclusive and transparent, whilst at the same time it is consistent with international time frames, and provides a deliverable product that meets the desired objectives.

INTRODUCTION Tunnels are commonly constructed in the very weak St. Peter sandstone in the Twin Cities area of Minnesota. Historically, core recovery in this weak sandstone was very small in the critical weaker strata resulting in little preconstruction information on the ground conditions. Improved core recovery techniques have been utilized for recent projects, allowing rock quality rating methods to be developed for the recovered core. Down-the-hole tests, and the use of combination ratings between different types of core data provide for more detailed characterization of ground conditions. THE ST. PETER SANDSTONE The 45 m thick St. Peter is an unusually pure quartz sandstone. It underlies all the Twin Cities area, except where it has been eroded by the present day Mississippi River or by pre-glacial rivers. It forms conspicuous steep bluffs along the Mississippi River where the upper Platteville limestone formation protects it from erosion. Where the Platteville formation is missing, the sandstone slopes are often more gentle. Natural case hardening of the exposed sandstone bluffs often forms a resistant crust and reduces sloughing. This case-hardened surface is not representative of the sandstone back from the bluff.

Archean supracrustal rocks of the South Pass greenstone belt of western Wyoming have been the State's most prolific source of gold and iron ore. Actual gold production statistics are incomplete, but as much as 400 to 500 thousand ounces may have been mined with some silver and tungsten as a by-product. Iron ore was also mined from the greenstone belt for 22 years, and production totaled more than 90 million tons. Immediately south of the exposed greenstone belt in the Oregon Buttes area, Tertiary boulder conglomerate, which has been eroded from the granite-greenstone terrain, may contain a gold resource of 28.5 million ounces (Love and others, 1978). The amount of gold placered from stream alluvium derived from these Tertiary conglomerates is unknown.

When performing blasting operations in open pit settings, energy is released and transmitted through the geology. Some negative effects can have significant impacts on mining operations and adversely affect mine production. This technical paper presents recommendations for blast design to prevent damage due to ground motion from blasting on adjacent concrete structures of underground operations. The paper includes a case study describing a problem regarding an open pit mine expansion and asks whether production blasting will damage concrete shaft structures due to blast stress waves and blastinduced ground motion. Based on the results, a set of criteria is provided to implement in current and future mining operations that involve blasting near underground concrete structures. A set of techniques on how to improve vibration levels for safe operations is also presented. Knowledge of particle velocity and wave propagation for site-specific circumstances to determine a safe level of vibration is recommended. Emphasis is placed on making use of electronic detonators and early delay detonators to achieve successful levels of vibration. A dynamic analysis is necessary to determine if vibration from blasting can damage the concrete shaft structure. When reinforced concrete structures are subject to blast loading, both concrete and steel are subject to very high strain rates. As opposed to static loads, when subject to high strain rate loads these materials increase their strength significantly. In fact, they increase by more than 50% for reinforcing steel, by more than 100% for concrete in compression, and by more than 600% for concrete in tension. This finding is of significant importance in mining operations because it allows an increase in flexural capacity of individual members as a result of high strain rates. Therefore, an elevated ground vibration (PPV) or particle velocity is permissible when blasting takes place near concrete structures.

Oil sand tailings are disposed of in large ponds in which MFT (Mature Fine Tailings, a stable suspension of fine particles in water) forms after many years of settling. Long-term storage of large volumes of MFT is costly to maintain and also poses an environmental liability. The Advanced Separation Technologies laboratory at CANMET Western Research Centre has worked closely with oil sand companies to eliminate MFT generation by applying paste technology to oil sand tailings. In this process the fine tailings are flocculated to produce a thickened material that has the potential to consolidate to a dry landscape, while warm water is recovered and recycled for reuse in the extraction process. This paper presents some results of an extensive technical program involving bench-scale tests for flocculant selection and continuous thickener pilot tests.

Brazil is a major mineral and metal producer, has magnificent fauna and flora, and superb architecture. In 1693 gold was discovered in Ouro Preto and Brazil produced about half of the world's gold. In 1726 diamond was discovered in the region of Tijuco in the Province of Minas Gerais, 150 km east of Bello Horizonte. The country became independence from Portugal in 1822 as the Brazilian Empire. In 1876, an Englishman succeeded in obtaining from the Amazon region seeds of rubber trees and secretly transferred them to England, where they were planted in the royal gardens at Kew. Some of the seedlings which spouted were sent to Ceylon and Singapore. Thus, began the rubber industry in the East. Today, Brazil is the largest producer of niobium, and produces a large number of other metals. The Mineral Research Center in Rio de Janeiro is the countries main Government establishment for mineral research. The country has been a republic since 1889 with its capital in Brazilia.

An acid mine drainage sludge containing 0.26% nickel, 0.21 % cobalt and 4.5% manganese was leached in a one-liter reactor with sulfuric acid in the absence and presence of sodium sulfite. The effects of temperature (25°C and 52°C) and sodium sulfite concentration (up to 0.03 molar) on the leaching rate were particularly investigated. The leaching rates of nickel and cobalt with sulfuric acid have been determined to be controlled by diffusion through product layer. It has been found that effective leaching conditions to give more than 90% extraction of nickel, cobalt and manganese while keeping the iron extraction below 10% come with an elevated temperature and a low sodium sulfite concentration at pH 3; for example, 52°C and 0.01 molar sodium sulfite.

Parameter estimation of the inverse distance estimation algorithm is presented. The objective function to be minimized is a sum of squared cross validation errors. The unknowns to be estimated are the exponent of the inverse distance estimator and anisotropic angles and ratios that are used in determining the distances in the algorithm. Examples are presented for both two and three dimensions data sets.

Considerable controversy seems to exist over the extent and nature of information that should be provided in design-build type contracts. Much of this controversy may relate to the types of owners, ranging from private industry to state and federal agencies that are implementing design-build. Philosophies for the development of geotechnical information ranges from no information to a thorough investigation approaching that needed for final design. Several recent projects, such as the Channel Tunnel in Europe, Whittier Tunnel in Alaska, Tren Urbano in Puerto Rico, and Sound Transit in Seattle have taken varying approaches to providing and interpreting geotechnical information for bidders. The pros and cons of these various methods are discussed and assessed.

RJB Mining is the largest coal producer in the UK. In January 1995 the Company acquired the Central North and Central South Regions of British Coal consisting of: ? 15 operating collieries -including capital equipment ? 2 care and maintenance mines ? 16 operating Opencast sites ? Interest in 26 prospective and 46 potential Opencast sites ? Approximately 417 million tonnes of proven and probable reserves and considerable mineral resource ? 9 million tonnes of coal stocks ? Long term contracts to supply approximately 90 million tonnes of coal to National Power and PowerGen to the period of 3 March 1998 ?Approximately 7,600 employees and 4,500 mining contractual labour. Up to the acquisition RJB Mining had the capacity to produce 14 million tonnes of saleable output with an approximate 1,500 strong workforce.

Fluorspar was not mined in the United States during 2004, although a small amount of usable synthetic fluorspar (CaF2) was produced from industrial waste streams. The majority of fluorspar consumed in the United States came from imports or stockpiled material purchased from the National Defense Stockpile (NDS). In addition, consumption is supplemented by use of by-product fluorosilicic acid produced at phosphoric acid plants. In 2004, annual production of fluorosilicic acid was 50kt (55,000 st) or about 88 kt (97,000 st) of 92 percent fluorspar equivalent.
