Changes in our energy, national security, and commerce needs have necessitated identification of new sources of minerals, such as rare earths, lithium, copper, silver, aluminum, titanium, and the minerals on the U.S. Geological Survey’s (USGS) list of critical minerals (USGS, 2022). With the need to domestically produce these minerals, more mining will be required within the U.S. Some of these critical minerals deposit with naturally occurring radioactive materials (NORM), therefore, mining these minerals may concentrate NORM to the point that some states may require licensing and radiation protection programs. NORM is not regulated by the Federal government; it is regulated by the individual states. Consequently, overall national state of NORM regulation is chaotic with each individual state either choosing to regulate or not regulate NORM, and, if a state chooses to regulate NORM, then that state develops its own unique regulations. Further complicating the regulatory environment, states utilize a wide variety of strategies for regulating NORM, which sometimes results in inappropriate regulations, inconsistencies with specific radionuclides that are regulated, and inconsistencies with specific NORM types that are regulated. This paper will review the nature of NORM regulations, identify regulatory traps, and provide general guidance for identifying NORM and potentially avoiding regulatory jeopardy. Because of the chaotic nature of NORM regulations nationally, seeking guidance from qualified professionals with relevant expertise is recommended. Also, contacting the appropriate regulatory agency to gain a complete understanding of the NORM regulatory environment is useful for maintaining compliance.

Dr. Ft: L. Handy of Iowa State University's Engineering Experiment Station very handily reduced the relatively complex cement making process to ultimate simplicity: "Take two cups of crushed limestone; add one-half cup of clay or pulverized shale (plus perhaps some sandstone or iron ore; depending); mix thoroughly and grind up fine. Bake in white-hot oven at about 2,600 F. Cool. Add a tablespoon of gypsum: and, again, grind very fine. If you can do this for about a penny a pound, you can almost compete.' Before Dr. Handy's time, is the early days of the U. S. Cement Industry, from 1817 when the Erie Canal was started to 1895 when the first rotary kiln was built, this was the recipe, more or less. Dr. Handy's raw materials were deposited in a natural "cement rock" found in the Hudson, New York and Lehigh, Pennsylvania valleys. At first the natural rock was pulverized (not ground fine) and interlayed with wood for "baking" at about 1,800° F in a batch process vertical shaft kiln or beehive oven; then the calcined pozzalonic (lime and silica) product was cooled and ground fine for shipment in wooden barrels. Later, in 1871, true portland cement was made. The same natural rock was ground fine to make briquettes; interlaced with wood or coal in the "Beehives"; and baked at a clinkering temperature of about 2,6000 F to produce clinker (calcium silicates) which was ground fine for sale. In those days, the crude cements dropped in price from over 1 cent to 1/2 cent per pound. In 1895 the rotary kiln introduced-continuous instead of batch processing. The countercurrent process allowed the same raw materials (now finely ground to about 80% minus 200 mesh like face powder) to be fed at one end of the rotary kiln. Heat from a coal burner was introduced with combustion air at the other end to produce the requisite clinkering temperature. The clinker product was discharged for atmospheric cooling, mixed with gypsum, and again ground fine as face powder. The cement was sold primarily in barrels, later in jute or cloth bags, then paper bags, and now primarily in bulk truck and barge carriers. The price dropped to a 1/4 cent per pound by 1910, but with recent inflation it now sells for 2 cents per pound.

Every underground coal mine in the United States must deploy and operate a wireless communication and electronic tracking system. This paper addresses the reliability and availability of an installed tracking system and the communications infrastructure that supports it. This paper assumes that the tracking system uses the communication system to perform its operation. A particular interest is the requirements for the systems to operate continuously without failure after a mine disaster for 24 hours, and the requirements in the MINER Act for the tracking systems to be “functional, reliable and calculated to be serviceable” and the communications systems “redundancy.” These requirements imply a certain reliability and availability. This paper describes a quantitative way to assess these systems requirements, using tools that are available to and commonly used by the reliability, maintainability and availability community.

As part of a funded project we have completed a comparative literature survey of the US regional Proterozoic geology. For our com¬parative study model we used the geological settings of the very large pitchblende deposits in Saskatchewan, Canada and the Northern Terri¬tory of Australia. These occur in a variety of Archean and Lower Proterozoic host rocks, at and below a regional unconformity that is capped by subhorizontal Middle to Upper Proterozoic conti¬nental sedimentary rocks. We find that there have been recorded in some parts of the US similar unconformable sequences of Middle to Upper Proterozoic continental sedimentary rocks that overlie older basement rocks.

Sodium silicate (water glass) is a modifier reagent widely used in flotation with the function of a depressant or dispersant. The interaction between sodium silicate and mineral surfaces is still not well understood. This investigation aimed to illuminate the sodium silicate action mechanism as a depressant in the flotation of the minerals quartz and calcite. The experiments were done with high-purity mineral samples in the particle size range below 147 µm. The microflotation tests in a modified Hallimond tube showed that, in all systems tested, the efficiency of sodium silicate increased with the concentration. At concentrations above 1,500 g/t, almost total depression (96% for calcite and 97% for quartz) was achieved. The variation of sodium silicate modulus did not alter the quartz flotation performance in the presence of amine (150 g/t). The most efficient depression pH range was observed between 5 and 8. Above pH 10, the depressant action of sodium silicate was negligible. The infrared spectra obtained at pH 7 after silicate contact showed the presence of the groups OH and Si-OH, both suggesting that the adsorption of the neutral species Si(OH)4, as well as siloxane groups (Si-O-Si), attributed to adsorption of polymeric species. Sharing electron pairs is the proposed adsorption mechanism between Si(OH)4 and polymeric species and the surface sites (Si-O on quartz and Ca-O on calcite). At pH 11, the electrostatic repulsion prevents the species adsorption, impairing the sodium silicate action.

[On Pier D in the Port of Long Beach, California, the Port of Long Beach has built a new bulk cement distribution terminal. The facility is operated by Pacific Coast Cement Corporation, who designed the complex and leased it from the Port of Long Beach on a 40-year lease. At one bulk cement is unloaded from vessels carrying from 12,000 to 30,000 t. The unloading is performed with pig speed mechanical unloading equipment and delivered into a concrete silo complex with, a capacity of 50,000 t. From the silos, bulls cement is loaded into trucks for delivery. The facility was completed in September 1981.]

Airborne and ground magnetic surveys were made over and in the vicinity of the Sanford Hill ore body at Tahawus, Essex County, New York. These geophysical surveys served to: l. delineate, lithologic and structural features associated with the ore bodies; 2. indicate a major extension of the Sanford Hill ore body; and 3. guide a drilling program to prove this extension. The titaniferous magnetite ore body at Sanford Hill is associated with gabbro occurring in anorthosite. The contrast in the magnetic susceptibilities of these rock types, reflected in the magnetic measurements, allows geologic-mapping showing rock types and inferred structural features. The anomalous magnetic high of the airborne magnetometer survey indicated a southern extension of the Sanford Hill ore body. Diamond drilling, guided by the airborne and specifically the ground magnetic results, substantiated this interpreted ore extension to be of major magnitude.

Mining is one of the oldest human activities. It goes back at least to the Bronze Age and possibly even the Stone Age. The Romans mined copper in Spain and tin in England some two thousand years ago. The writings of Agricola in the 16th century show that mining was important in the Middle Ages. Today we mine more mineral commodities in greater tonnages than ever before. This long and fascinating history closely tied with the economic development of the human race is one of the charms of the mining industry. It also, unfortunately, gives rise to some widespread misconceptions.

FMC Corporation has achieved a significant cost reduction through a new proprietary solution mining and processing technology at its Green River, Wyoming Soda Ash Facility. In the first phase, completed in October 1995, trona ore is dissolved, recovered and processed with the new technology, and then fed into an existing refining plant, replacing dry mined and calcined trona ore. The second phase, completed in April 1996, produced a fmal high purity product and increased capacity by 635,000 t/a (700,000 tpy). Both phases were completed under budget and well ahead of schedule.

The practical and effective pulp distributor here presented is believed to be of a completely new and innovative design. It was developed at the San Nicolas Plant of the Marcona Mining Company in Peru, where it has been thoroughly plant tested using iron ore slurries of a particularly abrasive nature. It has proven to be superior to the apparatus originally installed, or to any observed in operation elsewhere. In plant practice the capacity and efficiency of many process units such as screens, magnetic separators, and jigs are strongly affected by the loading pattern, and for better results the flow of pulp must be proportioned across the receiving lip in equal quantities per unit width. The distributors originally installed on the drum magnetic separators in San Nicolas proved to be unsatisfactory, and several trial modifications failed to show any improvement. As is usually the case, feed rates were being steadily increased, and appreciable losses to tailings resulted. A check of the distributors on the market discloses no reasonable substitute, so efforts were directed toward devising an entirely new type. Required was a positive type of action which would guarantee that the pulp flow be spread equally along the length of the drum. Discussion As indicated, the motivation for development was simple necessity. The plant in San Nicolas crushes, grinds, and concentrates magnetic iron ores of a particularly abrasive nature, and depends largely on magnetic separation to obtain a marketable product. Feed to the numerous drum magnetic cobbers and finishers varies from rod mill discharge at a nominal minus ten mesh to a ball mill fine grind of seventy percent minus three hundred and twenty-five mesh. In just over a generation, the United States bentonite industry has grown from almost a rake and shovel operation into one with a multimillion ton annual production rate and exports to all corners of the globe. Bentonite production, pressed to keep pace with the soaring demand, has increased more than 10 fold in the last 30 years. The worldwide demand for bentonite is expected to double during the next eight to ten years. It remains to be seen whether U.S. producers will be able to maintain the dominant position in the world market. It should be noted that accurate statistical information regarding production or market information is difficult or impossible to obtain abroad and also within the United States. Published information obtained in response to questionnaires of the Bureau of Mines tends to be on the conservative side. FOUNDRY It has only been in the last thirty or forty years that bentonite has become an indispensible part of the age old metal casting industry. Determining the identicalness levels of the same model trucks working in open pit mine transportation system by means of statistical analysis methods is very significant in terms of availability analysis. In this study, the identicalness levels of two trucks picked randomly from the 170-short-tonne truck fleet working in open pit coal mine over one-year period were examined through a non-parametric test, Mann-Whitney U test for two samples. Time to failures (TTFs) and Time to Repairs (TTRs) of the trucks were analyzed with this test technique and then whether they were identical or not was determined. In order to determine whether the trucks identified to be identical at the end of this test displayed the same mining performances within the same open pit transportation system, the availability analysis of the identical trucks was carried out. As a result of the availability analysis, it was observed that the trucks had availability values that were very close to each other. It was also determined that Mann-Whitney U test could be employed together with availability analysis. Finally, it was observed that Mann-Whitney U test for two samples could yield rapid results in the performance analysis of complex systems like open pit mines.

The concrete block industry can trace its beginnings to the early 18th century when most of the experimental work was being carried out in England. In America, the concrete masonry industry got started shortly after the Civil War and has had sometimes a spectacular, but always a steady growth since then. From a few hundred thousand concrete masonry units made in the late 19th century, the industry today produces approximately 3.3 billion concrete masonry units making it the largest industry in the United States for masonry wall materials. There were 3500 concrete masonry plants manufacturing these units after World War II. This nwnber decreased to 1500 by 1970 although the production of concrete masonry units increased by over 100% in the last 25 years. One of the reasons for this increase in production by less than half of the plants which once existed, is the tremendous strides made in automation of production machinery. The concrete masonry plant of today is probably one of the most automated small businesses in existence. Within a few years it will be possible to push a button and the entire manufacturing process will begin with no human hands touching the units until they are laid up in a wall at the manufacturing plant and are trans-ported to the job site. No other concrete product has reached this state of manufacturing sophistication and it is one of the reasons why the price of a concrete masonry unit is not much different than it was 2S years ago. Because of automation, it is safe to say that concrete masonry will remain a highly competitive building material for many years to come. The problems that beset the continued use of this material are not related to the cost of manufacturing and delivering the product. What are some of the problems as well as some of the opportunities and is the golden age of opportunity knocking rather than a wolf in disguise? The use of concrete masonry has grown each year because a larger unit was provided at less cost than other competitive materials. A recent headline in the Wall Street Journal declared, "trendy management schemes very often fail." Many of the management techniques addressed in the accompanying article are associated with quality management including reengineering, benchmarking, total quality management, and employee empowerment. The article made the point that executives, employees, and customers who are involved in such programs rate the effectiveness of these programs very low, and the programs often fail. Yet, we all know of companies that have made significant advances in their operations using these same quality management practices. Why do a few succeed while many fail? History has shown that the companies that successfully carry out quality management programs have two things in common: 1) Strong leadership committed to the success of the program. 2) A comprehensive plan for carrying out and maintaining the program. Stated another way -the reason many companies fail is the lack of committed leaders and inadequate planning. It is ironic that the title of the Wall Street Journal article is "The Best Laid Plans."

The introduction of continuous mining machines in the late 1940's prompted the mining industry to reassess shuttle car batch-type haulage. Between place changes, the continuous miner could cut and load coal on a nearly continuous basis, but after loading a shuttle car, the high-capacity machine had to wait until the second shuttle car came inby and spotted itself under the miner tail boom. Thus, the wait-for-shuttle-car delay periods became the new bottleneck for increased coal production from the mine section. Recent studies have shown that nearly 25 pct of the continuous miner cycle time is consumed by delays in the haulage system, usually waiting for shuttle cars. Computer simulations of a face operation indicate that up to a 45 pct increase in coal production may be realized through the use of a continuous haulage system, assuming of course that the outby haulage system can handle this increased capacity. Coincidently, there are recent claims by some mines using continuous face haulage of a production increase of 45 pct compared with shuttle car haulage. These documented production records, computer simulations, and common sense indicate the potential of continuous face haulage in underground coal. The late 1960's and early 1970's saw several mining machinery manufacturers market mobile bridge carrier and piggyback bridge conveyor continuous haulage systems for use in underground coal mines. These systems have shown limited potential in some mines and outstanding success in others. It appears that no one system can be universally applicable to all underground mining conditions; thus, the Bureau of Mines has conducted extensive research over the last few years to investigate different types of continuous haulage systems for use in high and low coal seams that will advance the state of the art.

Several final pits in the Seneca No. 1 Surface Coal Mine were abandoned in the 1960's without being reclaimed. In addition, a progressive landslide aggravated by the abandoned mine land conditions was threatening a county road and private property. An AML-funded project to stabilize the landslide and reclaim the final pits was completed in 1986 for the Colorado Division of Mines and Geology (formerly Colorado Mine Land Reclamation Division). The site was visited after ten growing seasons. The land is stable and the vegetation re-establishment is strong. Volunteer native plant species are now invading the reclaimed sites.

Mill liner design is an important factor in grinding. Testing and selection of the optimum liner profile for a given set of mill operating conditions can improve mill capacity, liner life, and liner wear rate At a time when mill avilability is at a premium, production costs are going up, and lead time for mill liner castings is a year or more, the mill liner that grinds best, lasts longest, and costs least is a necessity for economic mill operation. In testing four mill liner profiles for 13' x 12' overflow ball mills, Climax found that an improved design increased mill tonnage by 3 tons per hour while reducing finish grind by 1.7% + 100 mesh, reduced liner wear rate, and almost doubled liner life.

At the, Crescent Valley Mine of the Hanna Coal Company, several 10,000 ton unit trains of 41" x 0 strip coal are loaded per week during the lake season. This is accomplished without the use of any accumulation of prepared coal. A large raw coal pile is built up during the winter months adjacent to two truck dump bins. This is added to whenever trucks are coming in from the pits and trains are not being loaded. During the loading of trains, trucks from several pits dump into the truck hoppers and coal is also dozed in from the pile. At a rate up to 3200 tons per hour this coal is screened, the plus 6" hand picked, the plus 4" crushed, and' all weighed and sampled as it goes directly to railroad cars being handled on two tracks by car retarders. With such an arrangement it is possible to exercise some control over coal quality, if it can be assessed rapidly. For instance, if the moisture rises to a level where it seems probable the BTU per pound will be reduced to the point where the contract calls for penalties, the trucks from, the wettest pit may be stopped, more or less coal may be moved in from the stockpile, or other measures taken to assure that the average BTU of the trainload will be satisfactory.

The separation and recovery of copper from cyanide solution has been investigated since the early 1900s. The precipitation of copper using sulfide ion was patented in 1911 by Williamson, published by Leaver & Woolf of the USBM in 1931 and Cyanamid in 1960s. The current practice of sulfide precipitation is used in various processes such as “SART" for cyanide regeneration and copper recovery. The precipitation of copper sulfide requires the pH of the clear solution to be in the range of 4-6. The precipitated copper sulfide can be sold to smelters. Alternatively, copper cyanide can be precipitated from clear solutions in the pH range of 2-3. However, selling copper cyanide is challenging because of its cyanide content. Past work has focused on the use of boiling sulfuric acid to convert copper cyanide to copper sulfate as published by Seracini in 1991. This paper describes a simple process to convert copper cyanide to copper oxide using sodium hydroxide at ambient temperatures. The cuprite can be sold to smelters or used as a feed to an electrowinning circuit to produce copper cathodes. The process provides an effective method to recover copper from cyanide solutions with a lower capital requirement.
