In 1994, the East Bay Municipal Utility District (EBMUD) commenced a system-wide Seismic Improvement Program to protect their facilities from catastrophic damage. A primary focus of this program has been on retrofitting the 75-year old Claremont Tunnel, which crosses the active Hayward Fault zone. A large earthquake on the Hayward Fault could generate enough right-lateral fault slip to effectively sever this important lifeline. The retrofit project involves construction of a new bypass tunnel through the Hayward Fault zone, together with systematic contact grouting and localized structural repair of the existing concrete liner. Several innovative design measures have been incorporated into the seismic retrofit design, including an oversized tunnel cross section, backfill concrete side drifts, seismic isolation of an internal structural pipe, and shear fuses in the final lining.

Coal production in the United States in 2008 reached a record level of 1.06 Gt (1,171.5 million st), according to preliminary data from the U.S. Energy Information Administration (EIA) (Table 1). This is an increase of 2.2 percent, or 22.5 Mt (24.8 million st) above the 2007 level and 7.9 Mt (8.7 million st) above the prior record level set in 2006. Although coal production was higher in 2008, U.S. total coal consumption decreased in all sectors for the year. Coal consumption in the electric power sector in 2008 was lower by 0.3 percent, while coking coal consumption decreased by 2.8 percent and the other industrial sector declined by 3.7 percent. The commercial and institutional sector, that had been called the ?residential and commercial? sector prior to 2008, declined by 0.6 percent in 2008. It is the smallest of all the coal-consuming sectors. (Note: All percent-age change calculations are done at the short-tons level.) U.S. coal exports were significantly higher in 2008, while coal imports decreased during the year. Total coal stocks increased in 2008, as some consumers added to their stockpiles. The coal synfuel industry, which grew throughout most of this decade, disappeared from the scene due to the expiration of the available federal tax credits at the end of 2007. The decline in coal consumption during the year was the consequence of slowing domestic economic growth, particularly in the latter half of the year, combined with the weather conditions in 2008, resulting in lower demand for electricity. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers, including useful thermal output) in the U.S. decreased in 2008. Coal-based generation also decreased, resulting in a 3.2-Mt (3.5-mil-lion st) drop in coal consumed in the electric power sec-tor. Reliable evaluation of in situ stress is an important phase in the analysis and design of underground excavations, particularly for evaluating the stability of underground structures to prevent failure or collapse. A technique for the estimation of the full stress tensor based on acoustic emission (the Kaiser effect) is being developed and trialed at the WA School of Mines. The result obtained compare well with the standard over-coring method. The advantages of the technique are that it is relatively cheap, non-time consuming and is applicable to in situ stress measurements at depth in remote regions.

With the advent of the environmental "green" movement of the 1960s, eventually leading to Earth Day 1970, Congress responded by passage of the National Environmental Policy Act (NEPA), 1970. NEPA gave impetus to a flood of federal acts and laws in the subsequent three decades. Many of those protecting man's environment, health, and well-being also affect mining. For purposes of this chapter, a current mineral law summarization lends itself to a division into two parts: viz., Part I, General Mining Law, and Part II, Enviromining Law. The word enviromining has been coined by the author and is defined and used herein as those federal and state statutes and regulations that were created to provide protection and preservation of man's environment, health, safety, and welfare, and they have particular application to and affect on mining activities. They are listed and treated under Enviromining Laws in Part II. Mining, as a basic industry to provide the essential minerals for mankind's necessities and well-being, truly reflects the mining industry's slogan, "If it can't be grown, it must be mined." Without the basic minerals and rocks won from the earth by mining and mineral processing for their valuable physical properties or chemical constituents, man would soon be forced to revert to the cave-dwelling age. Unfortunately, for man to survive in the "manner of life to which he has become accustomed," he is caught between the demands of cleaning up his deteriorating environment and a continued supply of his basic requirements and amenities for daily living supplied by mining of the earth's minerals. He must have "clean living" at the same time with "good living;" neither is expendable. A very high pricetag accompanies this essential and critical choice which must be paid by society. The United States is internationally recognized as the world leader in environmental matters. Many countries are following suit, principally the other Anglo nations. Because US law is founded and based on English law, on occasion, Anglo-American law is referred to and cited as authority in litigation anywhere in the Anglo-American world of jurisprudence. For this reason, and because mining and the industry is international in nature and operations, some British Commonwealth cases will appear in various topics. If the case is of interest to the reader, further inquiry at a law library may be made through use of the case's style and citation given. "Style" refers to the name of the litigating parties. "Citation" refers to the law publication in which the case and decision may be found, as well as the jurisdiction and court of decision. Citation of cases from the United States and British Commonwealth nations is explained under Case Citation Explanation. Space and time limit exhaustive treatment of subjects and covering all geographic and jurisdictional areas. This chapter is intended as a broad outline and is based on the author's master's thesis at the University of Missouri-Rolla, 1992. The extraction of iron and lead from their oxides with a volatile organic ligand such as acetylacetone in the gas phase offers potential advantages of lower energy consumption, recycling of the extractant, recovery of pure metals, and a reduced environmental impact compared with conventional extraction processes. The influence of reaction temperature, ligand flow rate, and metal oxide levels on the extraction and rates of reaction of iron and lead from single metal oxide (synthetic haematite (Fe2O3) and synthetic massicot (PbO)) systems in a fluidized bed was studied. It was found that at the investigated acetylacetone flow rates, the influence of mass transfer was limited, but that the reaction suffered from reactant starvation. When the metal load increased the effect of starvation on the rate of reaction also increased. The reaction kinetics increased with an increase in temperature for both systems. At low metal oxide concentrations more that 80 per cent of the iron and lead could be extracted from their respective metal oxides after only four hours.

"This study interprets vibrations produced by single underground shots, recorded on surface by 135 digital seismographs laid out in four linear arrays. Several vibration anomalies were observed and are investigated. A novel method of displaying the blast-induced vibration iso-contour data relative to the three-dimensional representations of the geological rock units and structures leads to the following interpretations:• The identified faults commonly dampen or amplify vibrations, on the evidence of the peak particle velocity,• Strong anisotropy of geologic formations produces different vibration attenuation in the various directions of interest,• Low-vibration “depressions” can be related to the presence of faults, and• Higher vibration levels than expected based on ‘scaled-distance’ principles are observed close to intersecting faults.The interpretations from this study document a better understanding of the geotechnical influences on blast induced stress wave propagation in a geologically complex area. The practical benefit of this understanding is better control of surface vibrations, experienced from underground mining activities."

Several industrial-scale HydroFloat separators have recently been installed at Mosaic?s South Fort Meade beneficiation plant for the purpose of improving phosphate recovery and throughput capacity. This technology was implemented after numerous laboratory, bench-scale and on-site, pilot-scale test campaigns. The results from this detailed test work provided sufficient justification for the complete retrofit of the existing coarse and ultra-coarse flotation cells. Data indicate that the metallurgical results obtained with the full-scale separators are consistent with that obtained during both the bench- and pilot-scale evaluations. The benefits, theory of operation and commissioning of the equipment are also discussed.

An integrated mine system must be capable of displaying and reporting valuable information that can be used to easily understand, manage and take action on the key parameters being reported.One of the key aspects of integration is the standardisation of the mine information up to a level capable of adapting the main characteristics of past projects at the mine and enforcing the same or higher standards for newer projects being developed.At the El Teniente mine, photogrammetry is used to map the advance of horizontal developments, and the constructed 3D representation of each face is then used by the geologists to obtain structural information about the areas being photographed.The mine realised that valuable mining information could also be extracted from the photogrammetry being applied, with three possible areas of development envisioned.The first area was creating a link between the developments being planned on a yearly and monthly basis and matching them with plan sections of the 3D developments of the system to account for any deviations.The second area was to use vertical sections of the 3D developments to estimate the overbreak of the excavations in different areas of the mine.The third area was the provision of a more detailed analysis of the sections so that they could provide information on the thickness of the shotcrete being applied.This paper presents the different alternatives being used and examines how the project is currently being developed and managed at the mine. Development of Process for Beneficiation of Low-Grade Iron Ore Samples from Orissa, India The paper deals with the results of characterisation and beneficiations studies undertaken on two low-grade Indian iron ore samples (IO-1 and IO-2) with a view to develop process for beneficiation of composite of the two samples to a high-grade concentrate, suitable for iron making through pelletisation. Indian iron ores contain relatively high iron but cost effective reduction of alumina within the specified limits has been a challenging task. Characterisation of the samples revealed the ore to be laminated and fine grained with hematite as the major mineral. Clay is the dominating gangue in most of the ore pieces followed by silica. Occasionally goethite and quartz/jasper were recorded. Clay occurs either as patches within the hematite mass or as cavity/fracture fillings. Liberation studies on the representative samples crushed to 2 mm indicated that around 95 per cent of the grains are liberated below 105 micron. Beneficiation of the two individual samples and their composite based on gravity and magnetic separation techniques resulted in products with varying yield and grade of the products. The effects of various process parameters were studied. Granulometry of the feed was observed to be important for improving quality of concentrate. The results of bench-scale studies were validated through pilot-scale continuous trials. Based on the studies undertaken a suitable process was developed for beneficiation of the composite sample, comprising 60 per cent IO-1 and 40 per cent IO-2, to a high-grade product assaying over 65 per cent Fe and material balance was computed. A commercial plant for beneficiation of low-grade iron ore to produce DRI pellet grade concentrate is proposed to be installed.

The Drainage Services Department (DSD) of the Hong Kong SAR Government commissioned the design and construction of the West Kowloon Drainage Improvement, Stage 2, Phase 2, Kai Tak Transfer Scheme (KTTS) project in 2000 to relieve potential flooding in Mong Kok caused by the insufficient capacity of the existing storm water drainage system. The KTTS involves construction of a 1.5km,4.4m drainage tunnel and a 450m long box culvert, running from Waterloo Road near Hereford Road to the existing Kai Tak Nullah in San Po Kong. This paper describes the design and construction of; the bored tunnel through both hard rock and soft ground using a slurry Tunnel Boring Machine (TBM), six associated access shafts, a connection structure at Waterloo Road and the box culvert connecting the bored tunnel to the outfall at Kai Tak nullah. Details will be provided on the contractor’s alternative designs adopted during the contract including the use of fibre reinforced shotcrete as one-pass temporary and permanent support for three of the shafts and modifications to the Engineer’s design for the box culvert structure.

Geomechanical conditions of mining operation are determined by varying in time and space mechanical properties and initial state of the rock mass, by geological and technological factors. We define adaptive mining technology as a technology capable of adjusting to changing geomechanical conditions of mining operation. The ongoing research at Moscow State Mining University consisting of laboratory, theoretical, and field investigations aims at the development of theoretical basis and methodology of the system of geomechanical support of adaptive mining technology for the bedded salt deposit in the Urals, mined by room-and-pillar method. This system of geomechanical support is capable of - dynamically assessing mechanical properties and state of the rock mass varying within the panel; - mapping mechanical properties of the rock mass within the panel; - assessing and predicting mechanical condition of load-bearing elements of the rock mass and its changes due to the adjustment of the parameters of mining operation considering the in-situ geomechanical conditions.

Edmonton South LRT is the latest expansion of the Subway system in Edmonton, Alberta, Canada: Consisting of twin 5.8m segmental lined tunnels, 280m long, driven by a Lovat EPB machine. The key challenges were as follows. A 6% downhill grade. Tight radius curves of 250m.Overlying structures within 3m of the tunnel. Strata consisting of sand above the water table, glacial tills and bed rock below the water table. Located within The University of Alberta Campus and adjacent to a hospital. Northern Alberta climate with winter temperatures routinely falling below—minus 30 degrees Celsius. This paper provides a case history and outlines the challenges involved in completing this project.

"Peirce-Smith converters (PSCs) are extensively used in the copper, nickel, and platinum group metals industries. The typical converting operation involves lateral purging of air into molten matte through a bank of tuyeres. This blowing operation occurs at low pressure from the blowers, resulting in a bubbling regime that is considered inefficient from both a process and an energy utilization perspective. Inherent drawbacks also include recurrent tuyere blockage, tuyere punching, and low oxygen efficiency.Western Platinum embarked on a full-scale industrial evaluation of generating a jetting regime by using sonic injection. Prior to industrialscale tests, a numerical assessment to ascertain the feasibility of implementing sonic injection into a PSC was conducted. The work included flow characterization at high-pressure injection achieving sonic velocity at the tuyere exit. The 2D and 3D simulations of the three-phase system were carried out using the volume of fluid method together with the RKE turbulence model to account for the multiphase and turbulent nature of the flow.This paper discusses the key findings in understanding plume extension, velocity distribution, shear wall stress analysis, and phase distribution characteristics in the system. Plant trials are also discussed with reference to the commercial aspects of a full-scale implementation of sonic injection in the smelter."

Estimation of the cutter life and cost is a part of evaluating performance for a hard rock TBM in any project. Various approaches has been proposed for calculation of disc cutter life in various rock types based on machine specifications and rock strength and abrasivity. Cutter change time is a parameter that is used in some of the estimates and is defined as the average time required for changing a cutter on the cutter head and cutter life is the number of cubic meters of excavated rock per each disc cutter. Analysis of cutter life information of several tunnel projects from around the world has revealed that the published models for estimation of cutter consumption require some revisions to offer a more accurate prediction. The preliminary analysis of data shows that the average cutter change time is approximately 66 minutes for different cutter sizes and there is a minimal difference between corresponding cutter change times of the large (e.g. 19 or 20 in) versus smaller cutters (e.g. 15.5 to 17 in). This paper reviews the available and published cutter life data from various projects. It also introduces new models for estimation of cutter life and cutter change time as part of TBM down time and utilization analysis.

Were the legislators and politicians responsible for the closing of the U.S. Department of the Interior?s Bureau of Mines (Bureau) in March 1996 fully aware of what they were doing? Throughout the United States? history, the domestic mining and minerals industry has been largely responsible for the nation?s growth and prosperity that had made it a world leader. The mining and minerals industry made it possible for the young nation to catch up with Europe during the Industrial Revolution, played an essential role leading to victories in World Wars I and II and was a core ingredient for continued economic growth. For a number of decades, America?s import dependency on non-fuel mineral materials has continued to increase. (USGS Mineral Commodity Summaries). Developing domestic resources to meet current and future demands ? particularly those resources considered to be of strategic and critical value to national security ? is necessary. Federal involvement is required since many of these resources are located on public lands. Another reason for federal involvement is that the success of the industry depends on long-range research programs and advances that may take up to 25 years to become commercially available. This situation requires federal partnership to coordinate the programs necessary to collectively involve the industry, individual mining companies and colleges and universities. So, how was it possible to close a federal agency that had contributed so much to the nation?s welfare in a mandated 90-day period, with more than 1,200 employees losing their jobs?
