INTRODUCTION. IN presenting this paper I will attempt to answer certain questions proposed at this meeting and describe and illustrate methods of producing sound steel in an economical and hence commercial manner, which are adaptable to the production of practically all steel manufacturers, by readily effected rational changes in the methods of casting, cooling, and subsequent handling of the ingots. In some of the high-grade mills of America, where it is essential to obtain perfectly sound billets or blooms, it is the practice to discard from 35 to 40 per cent. of the crop- or pipe-end, and even with this excessive discard, secondary pipe or shrinkage-cavities are frequently discovered during subsequent working of the blooms and billets into their various manufactured products. The usual discard of from 10 to 20 per cent. from the crop-end of the ingot, which is made by the present generally employed methods of form and solidifying of the castings, certainly does not give the slightest assurance of the saleable product being physically sound or chemically homogeneous. I am aware that in the past there has been and at the present time there still is a decided difference of expert opinion as to what constitutes physically sound steel.

In " The Genesis of Certain Auriferous Lodes "* Dr. Don makes a reference to a curious vein-formation known as the "Indicator," which characterizes a portion of the Ballarat mining district,, in Victoria, Australia. During 1890 and again in 1898 I had an opportunity of making a few notes, which, although somewhat belated,t may be worth adding to the observations recorded in the Transactions of the Institute. The country of the Ballarat gold-field consists of the Lower Silurian slates and sandstones, which also enclose the reefs of Bendigo; but it is noteworthy that the successive anticlinal folds, and accompanying saddles of quartz, which distinguish Bendigo are not characteristic of Ballarat, the geological structure of which presents greater complexity. That part of the district known as Ballarat East became famous early in its history on account of the large nuggets which were found in the alluvium, and subsequently it became further known because of a peculiar persistent black seam, traversing the bed-rock underlying the alluvial deposits, which was found to be associated with rich bunches of gold-ore, not only in the gravel that capped it at the surface but also in the quartz-veins which crossed it underground. The name of " Indicator " was early given. In 1871 Mr. Morgan Llewellyn directed attention to it as influencing the distribution of the gold. In the government quarterly report for December, 1888,

THE measurement of the reading of a thermoelement is the measurement of an electromotive force extraordinarily small compared to those generally used in commercial work. Of the various possible methods of measuring such a quantity, the most advantageous is always a delicate galvanometer. Since a galvanometer measures current, it is necessary to adopt some scheme by which its current reading shall indicate electromotive force. There are two general methods of doing this. One is to use the delicate galvanometer as a "direct reader," that is, to let the electromotive force of the thermoelement furnish the power and produce the current measured. If the resistance is constant the reading will, after a suitable calibration, give the electromotive force of the thermoelement which, by means of a table or of a suitable scale in the galvanometer itself, will FIG. 1.-SIMPLIFIED POTENTIOMETER. The other method, that of the potentiometer, is to balance the electromotive force of the thermoelement by means of another electromotive force, using the galvanometer to tell when the balance is made. The usual way of getting this other electromotive force is to have a battery, the "bull" cell, send a current through a series of resistances, which 'may in a special case be the resistance of a single wire. The fall of potential along this circuit will then, by Ohm's Law, be proportional to the resistance; the potential difference between any two points, proportional to the resistance between the two points. TO those engaged in the purchase and sale of gold- and silverores, mattes and bullion, the frequent differences in the gold- and silver-contents, as reported by different assayers, is a source of much annoyance and expense. The desirability of uniform methods of assay has long been recognized by certain refiners who specify in their bullion-contracts the method to be adopted in assaying the bullion. One large producer of base bullion employs at each refining-works with whom it has a bullion contract an assayer whose duty it is to see that the bullion is sampled and assayed according to contract-specifications. For the assay of gold- and silver-bullion, standard methods are now generally adopted; the reeult being that differences seldom occur. While we cannot hope for anything near perfection from fireassay methods for ores, mattes and base bullion, as carried out cornmercially, such methods may be made to yield results which answer all commercial requirements, and they will probably be retained for obvious reasons. The object of the present paper is to point out some of the sources of error and to show the importance of more uniform methods of assay and close attention to the details of the work. The sources of error in the assay of ores and mattes are: improper sampling; losses of the precious metals during fusion, scorification and cupellation; imperfect elimination of the base metals on the cupel and imperfect extraction of the silver during the parting in nitric acid. It is not the object of the present paper to enter upon the subject of sampling; but a few remarks may be of value. There has been considerable discussion recently in Colorado upon the frequent differences which occur in the assays of Cripple Creek gold-ores, and these differences have been attributed to various causes. The earliest reference to coal in Tennessee is that by Dr. Walker in 1750 (see p. 18) where he saw it near the present site of Middlesboro. The next reference found is in 1798 when Morse stated, "some of these mountains, particularly in the, Cumberland, or Great-Laurel Ridge, are the most stupendous piles in the United States. They abound in ginseng and coal."' There must have been many places where it was seen in that interval, but nearly as long a time elapsed before Morris, in 1834, said that "fine beds of stone-coal exist in both East and Middle Tennessee."2 In a description of the Dover Iron Works, on the left side of the Cumberland River, a few miles above Dover, in Stewart County, it was said that "80 hands were employed in digging and transporting stone coal" and that the "plant had been running at least since Oct. 2, 1834."3 While doubtless coal had been used locally, this is probably the first use of it commercially in the state. The consumption of stone coal was 4,000 tons per year. In this same geological report openings of coal are mentioned near Battle Creek, Marion County, and in Bledsoe and Rhea Counties, where it was being used locally by blacksmiths; some other places were being worked near the turnpike road from Kingston to the Crab-Orchard, the product being hauled three miles to the Tennessee River and loaded in barges; farther west in. White County several outcrops were found. In Fentress County, several pits had been opened, the coal being sent down the Obey and Cumberland Rivers, and openings were also seen in Morgan, Anderson, Roane, Warren, Hamilton and Franklin Counties. The writer had hoped to publish an account of the iron works in the state but was unable to obtain the necessary information. He was told by an old iron-master, Mr. E. Embree, that

The purpose of this paper is to record the results obtained in the use of the Russell process at Aspen, Colo., covering a period of fourteen months, from November, 1891, to December, 1892, during which time over 30,000 tons of ore, purchased outright, on sample and assay, were treated. No explanation of results will be attempted, nor will the chemistry of the process be discussed. The plant was designed by C. A. Stetefeldt, of San Francisco, and built by the owners by day-labor. The entire plant is run by water-power, supplied by a flume 3600 feet long, and a pipe-line 2200 feet long, with a head of 170 feet. A Pelton water-wheel, 8 feet in diameter, is used, from which power is transmitted by wire-rope to the main counter-shaft in the mill, a distance of about 250 feet. From the mill to the samplingworks, about 150 feet, power is also transmitted by a wirerope. A Pelton water-wheel, 3 feet in diameter, supplies power to the dynamo for lighting the plant. The works are located adjoining the Santa Fe railroad tracks, and all ore and supplies are unloaded directly from the cars to the works. The sampling-works are provided with crushers and rolls, the latter being used only on samples, and not on the entire ore. The Cornish hand-quartering method is used in sampling ore for purchase. After crushing and sampling, the ore goes to the bedding-floor, where it is made up into mixtures suitable for the mill. The drying-plant consists of four Stetefeldt double shelfdryers, six shelves high, and is provided with dust-chambers and a stack 65 feet high for draft. These dryers are fired with gas

This paper was originally prepared as a picture of the situation presented by the mining industry referred to at the end of the year 1899; and some of the descriptions and drawings of special mines, etc., may not completely show their condition a year later. The statements made as to the cost of mining and concentration, however, still hold good. As to other general statements made in the paper, it is believed that the following additional facts cover all that is required to complete them for the additional year. The condition of the mining industry in the Joplin district was better at the close of 1900 than at any time during several preceding years. Values seemed to have adjusted themselves, in considerable degree, to the commercial and technical circumstances, the cost of mining-supplies of all kinds had returned to a normal basis, and the product of ore found a ready sale,

At the Atlanta meeting of the Institute in October,' 1895, some brief remarks were made by Mr. Wilkens on the above subject. It is the object of this paper to set forth the substance of these previous statements, embodying therewith additional information gained since that time, and a brief illustrated description of the method and means of the separation.* Lack of time will unfortunately not allow as complete a resume of the subject in all its phases, especially those relating to the scientific side of the question, as its novelty and importance would warrant, so that even this paper must be considered a preliminary one. It is hoped that at some future meeting of the Institute we may find an opportunity of presenting supplementary data of interest. The paradoxical title above used requires some explanation. The term " non-magnetic material " is applied to such substances as have heretofore been considered non-magnetic in the arts, more especially in the practice of ore-concentration. Scientifically, it has been shown by Faraday, Plucker, Wiedemann and other physicists that magnetism is an inherent property common to all substances, solid, liquid and gaseous, i.e., all suhstances are either attracted or repelled by the poles of a magnet, although ill the great majority of cases the manifestation of this

For several years past, investigations on the chemistry of tellurium have been carried on in the laboratory of this institution. The methods of preparation of pure telluriumf and the estimation of tellurium‡ have been studied, and an attempt to determine the atomic weight of tellurium is now in progress. Different parts of the world in which mineral separation by flotation is practiced experience vastly different natural temperatures, and in some districts there is a big difference between summer and winter temperatures. It will be shown in this paper that the temperature is of considerable importance where it is desired to separate pyrite or arsenopyrite from other minerals. It is probable that some of the differences obtained in the flotation of these minerals at plants working under otherwise similar conditions are due to temperature variations. The influence of temperature on the flotation of galena, chalcopyrite and sphalerite by xanthates is less marked than its influence on pyrite flotation. Experimental Method The methods used have been described previously.l-4 In each test the clean mineral specimen was immersed in a solution prepared by adding the reagents in the following order: (1) sodium carbonate and hydrochloric acid as necessary to buffer the solution and to give approximately the pH value desired, (2) sodium cyanide, (3) copper sulphate, (4) ethyl xanthate, followed by (5) a final adjustment of pH value. After ½ hr. the mineral was tested for a xanthate film by bringing a bubble of air into apparent contact with the submerged polished surface. If true contact (spreading) was not obtained within ½ min. and after cleaning the surface by wiping with a small linen pad, it was concluded that the adsorption of a xanthate film had been prevented. Following the method already described (ref. 2), curves have been constructed such that for a solution composition corresponding to any point below the curve, contact between mineral and air is possible, whereas for a solution composition corresponding to any point above the curve, contact is impossible.

The mining property of the Utah Copper Co. is situated in the West Mountain mining district, Salt Lake County;Utah, in the Oquirrh Range of mountains. Geology In a general way the rock formation of the district consists of a series of beds of quartzite and limestone intruded by a body of monzonite porphyry roughly elliptical in shape, with an east-west axis over a mile in length and a north-south axis of about 3,000 ft. This porphyry intrusion, accompanied by strong mineralizing action and fracturing, resulted in the formation of orebodies in the adjacent sedimentary rocks, and was itself sufficiently mineralized to make it one vast orebody. The Utah Copper Co.'s mining property comprises within its boundaries practically the entire outcrop of the monzonite mass, of a commercial grade. Genesis of Porphyry Ore Following an intricate system of fracturing, mineral solutions circulated freely through the porphyry, depositing small quantities of copper and iron, and resulting in a considerable silicification of the monzonite. The quantity of copper originally deposited was undoubtedly too small to have ever given the porphyry a commercial value, had not secondary enrichment, due to the leaching of the copper from the surface of the mass and re-deposition in the sulphide zone, been active over a long period of years. A large portion of the leached material has probably been removed by erosion, but there still remains a blanket of leached and oxidized porphyry of varying thickness covering the sulphide ore, known as capping. Over certain sections of the orebody, this capping contains commercial quantities of copper carbonates, but most of it contains little or no copper.

Homeland of the Republic of China, the island of Taiwan looks on the map like a seal, muzzle pointed south, resting complacently on the emerald waters of the China Sea. Any notion of placidness is quickly dispelled by going to that country where the visitor gains the impression of almost violent busyness in tearing up streets, pushing up buildings and tilling the fields. Driving from the airport downtown to Taipei, the capital city, one sees roads, streets and thorough-fares which seethe with bizarre traffic. From water buffaloes to buses, transportation takes every conceivable shape, size and color in between. The load being transported need not conform in any way to the capabilities of the vehicle. Twenty- foot lengths of pipe may be trans- ported on a bicycle. A family of five may go to town on a motor- cycle. Impossible? Count them. The streets and buildings of the city appear unrestrained, or without margins. Shops do not end at the doorway but overflow with a variety of goods onto the sidewalks and into the streets where the marginal traffic, on foot or on wheels, intertwines unconcernedly with the flotsam from the shops. Signs, dry goods, hardware and the continuous hubbub make the view colorful, lighthearted and fascinating. The island is 230 miles long by 75 miles wide with a central mountain spine. To the east, the mountains descend steeply to the ocean whereas to the west, beyond the foothills, there is a broad coastal plain. Only about 25% of the land is suitable for cultivation but the tropical climate permits several harvests a year. At the same time the mountains, which are high enough to sometimes have snow, offer an agreeable change of temperature. In this setting, society has created an economy that is growing at such a rate on all fronts that it would seem to be fairly bursting at the seams.

The great advantage to he gained by a careful inspection of all materials used in construction, in regard to safety and permanency, and to accuracy of workmanship, has been longer recognized in Great Britain and on the Continent than in America. This is probably owing to the way in which great enterprises have been " rushed" in the United States. Time and cheap first cost, in too many instances, have been considered of more importance than absolute safety and durability; the structures being afterwards strengthened if this was found necessary. This has been most noticeable in railroads built through " new " country, where the object in view has been to reach the terminal point and get to work. These " loose " methods are now being very largely done away with, and a large proportion of the structures lately built are not only carefully inspected during the process of

THE term "segregation," as here used, means the separation of certain natural resources into groups, consisting of one or more members, with the idea that when thus segregated, each group may be more easily and effectively administrated. We may, for example, consider surface rights as distinct from underground rights, and stop there; or we may go further, and deal separately with timber, water, and agricultural rights, or, going underground, we might deal separately with such groups as precious and base metals, clay, oil, gas, etc. The present paper contemplates only the separation so far as practicable, for administrative purposes, of surface from mineral rights. "Classification," in this paper, has reference to the groups into which the government has divided, is dividing, or will hereafter divide its natural resources; first, into the broad classes of mineral and agricultural lands; and, second, into coal, oil, phosphate, brine lands, etc., the central idea being the separation into natural groups for the purpose of simplifying administration and for the purpose of encouraging maximum development and minimum waste. The two subjects are in some respects quite distinct, but as my argument develops, I think it will be obvious why they are discussed in the same paper.

RECENTLY, Messrs. Mills and Wells1 published a thorough chemical study of the waters associated with oil in parts of the Pennsylvania, Ohio, and West Virginia region. Many of their conclusions are of general application and the writer wishes to discuss some of these: Messrs. Mills and Wells show that the composition of the deep brines of the Appalachian fields is such as would be produced by the evaporation of sea water and the precipitation of sodium chloride, combined with reactions with hydrocarbons and other substances. The brines are altered, also, by considerable mixing with meteoric water. They give good reasons for believing that the concentration of the brines was produced by evaporation in the rock pores induced by migrating gas, much of which probably escaped to the surface of the ground. This hypothesis was considered by the writer in a former paper,2 in which main stress was laid on a second hypothesis, that the excess of chlorine in the deep brines may have been due to the entrance of solutions rich in magnesium and calcium chloride which ascended .from a deep, possibly intratelluric, source. Messrs: Mills and Wells present good arguments for the first hypothesis. Underground evaporation by ascending gases probably will be accepted as the best available explanation of the concentration and composition of deep well waters. They have not considered the possibility that, salt waters in deep sands may be concentrated by the diffusion of water vapor through gas into shale. The writer has given reasons3-for believing that capillary forces concentrate gas and oil in the larger openings of rock, such as the pores of sandstones embedded in shale. THE testing of flotation oils has occupied a large part of the time of the testing departments of various companies using the flotation process in the beneficiation of their ores. The great differences in ores and iii oils has made such work necessary as it has not been possible to select the oil best suited for the purpose without trial of many kinds. In fact, individual shipments of flotation oils from the same manufacturer will often differ so radically that the mill men have been forced to test every lot of flotation oil before its use in the mills. Further, although almost every imaginable product of the distillation of wood, from alcohol to pitch, has been tested in a more or less perfunctory manner by various people, few companies have allowed the results of their tests to be made public. This work was undertaken for the purpose of obtaining reliable data regarding the value as flotation agents of a number of products that are obtained from the distillation of wood by different methods, and incidentally to determine whether some of the products not used at present could be used. Large quantities of such materials are being wasted or burned in the wood-distillation plants of the United States, and if some use other than fuel could be found for these materials, such a use would represent a distinct saving to the country as a whole, would increase the profit of wood-distilling plants now operating and perhaps make it possible for others to operate which at present cannot do so except at a loss. At the same time it was thought that if such products can be used as flotation agents, then their use would serve to increase the number of oils and other products available for flotation purposes. The study of anisotropy in metals has been greatly stimulated in recent years by the rapid development of X-ray methods for determining the crystallographic relationships of wrought and annealed materials. Prior to this time the knowledge regarding the directional properties of commercial alloys consisted almost exclusively of observations of a practical nature made during the fabrication of metal objects, supplemented by a limited number of mechanical tests on specimens cut at various angles to the direction of working. Such observations clearly indicate that the common methods of cold-working metals cause both a crystallographic and a mechanical fibering varying in character and degree according to the nature and extent of the deforming process. Even after annealing, following certain not too well known combinations of reductions and anneals, a preferred orientation may exist,, thereby constituting a residual fiber effect sufficiently pronounced to manifest directional properties. With the application of the X-ray the experimental horizon was extended chiefly because the study of anisotropic metals promised to offer direct and quantitative evidence regarding the involved mechanism of fragmentation and plastic flow. As a natural consequence the intensive studies in this direction have yielded a vast accumulation of data of ultimate potential value. Unfortunately, however, as is commonly the case in entering a virgin field of experimentation, many of the data cannot be molded into complete and coherent form because of the many unrelated conditions of the experimental projects. Again, the results of the study of single crystals have been rather naturally but at times indiscriminately applied to poly crystalline metals. Furthermore, sweeping statements have been made regarding the behavior during working and annealing of metals and alloys, entirely on the basis of similarity in lattice arrangement. There is abundant reason for believing that relatively small concentration variables, differences in magnitude and distribution of applied stresses, and the character of associated annealing treatments may in some cases greatly influence the mechanics of flow

The influence of various elements in retarding or accelerating the absorption of carbon during the process of carburization is fairly well known. In general those elements which form carbides accelerate the absorption, while those which do not retard it. It has sometimes been wrongly stated that those elements which raise the temperature of the critical range increase the absorption, while those which lower this temperature decrease it. Silicon is a notable exception to this rule, for its influence is to raise the critical range but to lower the absorption of carbon. Some elements which do not form carbides have no apparent influence upon the absorption rate. Carbon itself retards the absorption rate. With a view to obtaining more exact data upon the subject the following experiments were undertaken: 208 steels of different chemical composition were selected to represent most of the types of modern constructional steels. Specimens 2 in. in diameter and 9 in. in length were weighed to milligrams. They were then packed in the special carburizing box shown in Fig. 1, and kept in the furnace for 10 hours at a temperature of 900' C. A duplicate experiment was conducted at 1,000° C. At equal intervals of time the box was rotated in the furnace so that two complete revolutions were made in the 10 hours. This precaution was taken to neutralize as much as possible any effect of unequal heating. At the end of the 10 hours the box was allowed to cool in the furnace with the doors open. The specimens were then weighed again and the increased weight (carbon) determined. In the following table are given the analyses of the various steels, together with the increased weight of carbon expressed in milligrams.

E. T. Turkdogan (British Iron & Steel Research Assoc., London, England)—I would like to suggest a different method for the treatment of the authors' data on the Si-0 equilibrium in liquid iron. Because the activity coefficient of silicon dissolved in iron is influenced by the concentration of silicon as well as that of oxygen, the equilibrium constant K2 of reaction 2 becomes a function of metal composition, and, as shown in Fig. 1, a plot of log KP1 at 1600°C against the weight percent of silicon gives a smooth curve. A similar curve is obtained when log Kzl is plotted against the oxygen content of iron. Before

Sec. 1. The membership of the Institute shall comprise six classes, namely: 1. Members; 2. Honorary Members; 3. Senior Members; 4. Associates; 5. Junior Members; 6. Rocky Mountain Members. All shall be equally entitled to the privileges of membership, excepting that no member of any class whom residence shall be outside of the United States of America, except those residing in Mexico and Canada, shall be entitled to vote. SEC. 2. Members: A person to be eligible for election or transfer into the claw of Member must be at least 27 years of age and must have had at least six years' employment in the practice of engineering, mining, geology, metallurgy, or chemistry, during at least three years of which he must have held positions of responsibility in one or more of these fields. This shall not apply to Rocky Mountain members.
