TO metallurgists generally, Arthur S. Dwight is no stranger even to those who do not know him personally. He is one of those contributors to technical progress whose names will go down to posterity because of their being attached to a successful machine or process, such as Dorr, Hardinge, or Marcy, or Wedge, MacDougall, or Herreshoff. The roasting and sintering method and equipment developed by Colonel Dwight and his associate, the late Richard L. Lloyd, may be found in lead smelters throughout the world, and also in many metallurgical works dealing with other ores, including those of iron. It is ordinarily used to desulphurize and agglomerate fine ores for subsequent smelting. Colonel Dwight's citation as James Douglas Medalist reads: "For his contributions to the art of smelting nonferrous ores; and particularly for his pioneer work in developing equipment and technique for sintering such ores and metallurgical products." The medal was awarded at the last Annual Meeting of the A.I.M.E. but unfortunately the medalist was unable to leave Florida at the time to receive it in person.

In the pellet-producing industry it is sometimes claimed that "The pellets are made in the concentrator," or that "The key to good pellets is in the balling operation." However, one claim is generally agreed on: If you can put in, on, and through the indurating furnace a good green ball of Proper size and adequate strength to withstand the handling, load, dehydration, and thermal shock until it is properly heat-hardened, you will have the pellet product you desire-that is, a "competent" green ball. The strength requirements that enable a competent green ball to withstand the environment of the indurating furnace are usually less restrictive than those for transporting the green ball from its source of production to the furnace. Experience has shown that different types of material may have different balling characteristics which may impose limitations on the quality of the green ball that can easily be produced under normal conditions. Therefore, if a specific material will produce a green ball that meets the physical requirements for competency in the furnace, but not for handling or transportation, various practices must be instituted to overcome this deficiency. In other words, if a normal handling system is too rigorous for the green balls that can be produced under standard conditions, then "handling with care" should be tried.

TWO weeks ago the writer was lunching in the Engineers` Club in New York with a man who has perhaps the widest acquaintance among engineers of anyone in the country a member of another of the Founder engineering societies. "By the way," lie asked. "who have they nominated for your next president."' "Doctor Becket," I told him- "Oh. that's line," he replied, in a heartfelt tone that rang with sincerity. "I have come in contact with him occasionally and he is just the right type.' And that is the way Dr. Frederick M. Becket impresses everybody. The right type. Most Institute members of the western group of hard-rock minors do not know him, but then they meet him in his swing around the circle next year they will not require a long acquaintance to sense his kindly and outstanding personality, to realize that he is a gentleman in the bet meaning o1 that word, a man of wide sympathies and interests.

With a mine output as high as 5000 tpd and mill capacity of 7000 tpd, the uranium mining and milling complex owned and operated by Kerr-McGee Nuclear Corp. in the Ambrosia Lake area is the largest in the U.S. and is likely to remain so for some time. Next year, Kerr- McGee expects to have in production another mine in Section 19 of the Ambrosia area-and will begin ore production in 1976 at its new $15-million mine at Church Rock, located northeast of Gallup, N. M., where the company has already completed the shaft work and is in the early stages of project development. Ore from Church Rock will be transported to the company's facilities at Ambrosia Lake for processing. Kerr-McGee's existing eight mines in Ambrosia Lake go to depths of about 800 to 1500 ft to tap the various horizons of uranium-bearing sands in the Westwater Canyon of the Morrison formation.

The International Law of the Continental Shelf, so far ratified by 35 nations, extends the national boundary of any coastal nation to the edge of the continental shelf, this normally being at a continuous water depth of 200 m. The Law further extends this boundary to include the floor of the deep ocean to any depth that can be mined by advanced mining technology. In effect, proof of mining can constitute proof of ownership of the subaqueous land and the minerals on or below the sea floor. Irrespective of the fact that present technology is too limited to permit mineral exploitation in the high seas-and the law regarding the right to mine appears hazy-the U. S. Treasury Department's Bureau of Customs, has a ruling that would further deter mining operations on the high seas. This law contends that minerals mined on the continental shelf of the United States are actually mined within the continental United States and are free of tariff, but mined products or other articles obtained from the ocean or the sea floor beyond the continental shelf, if brought into this nation, must be considered as imported and are subject to such customs duties as are applicable under the tariff schedules of the United States.

A part of the field-seasons of 1900, 1901 and 1902 mas devoted by the writer to a study of the manganese ore-deposits of Georgia. A report embodying the results of this study is rapidly nearing completion, and when finished it will be published as a bulletin of the Geological Survey of Georgia. I believe, however, the importance of these deposits warrants a separate and earlier publication than that made possible by the Survey, in which the more important results of the study are briefly set forth. It is principally for this reason that the present paper has been prepared. Previous Work.—Some of the more important deposits of manganese occurring in the Paleozoic area of Georgia were studied to some extent previous to 1890 by Dr. Penrose;t and again in the early nineties by former State Geologist, J. W. Spencer. In a recent paper published in the Transactions, on the " Geological Relations of the Iron-Ores in the Cartersville District, Georgia," Dr. Hayes briefly mentions the manganeseores of the same district. PRODUCTION AND MARINE TRANSPORTATION OF MEXICAN PETROLEUMS ALTHOUGH the work on which this paper is based was carried on, by the writer as Special Commissioner of the Petroleum Department of the Mexican Government, the opinions expressed are only his personal views for which the Mexican Government can in no way be held responsible. Notwithstanding that the appointment covers all phases of the so-called petroleum question, as the one question of immediate importance was that relating to taxation, it was decided to devote all the time to this phase of the work. The present report has been divided into two closely related parts, .the first dealing with the production and marine transportation of Mexican petroleum, and the second, with the Mexican taxation on petroleum and its products. The writer wishes, to acknowledge the loyal cooperation rendered by Mr. M. C. Ehlen, who had charge of the statistical, work, and by Miss S. Stern and Messrs. E. P. Heiles and J. E. Morrissey. The aim throughout the work has been; to pave the way for a thorough understanding between the Mexican Government and the oil operators and to present a true and clear statement of facts relating to the questions at issue.

NO ADEQUATE salary scale, at the present time, can ignore the increase in the cost of commodities 'during the last few years or- afford to assume that this increase is merely temporary. A study of the change in prices and wages during and after the Civil War is of interest in connection with changes that have taken place from 1913 to 1919. The curves on the accompanying figure, based on reports of the War Industries Board and Department of Labor, show these changes. During the Civil War retail prices rose to 164,2 per cent. of the prices of 1860, during the next 8' or 10 years. It is interesting to note that the rise in wages during the Civil War was almost simultaneous with the rise in the prices of commodities. During the World, War, the rise in wages has lagged about a year behind the rise in prices. Furthermore, in the period immediately, following the Civil War, wages continued to rise after prices started to fall, The present price level is not considered merely temporary by such of our Government agencies as the Department of Labor and the Federal Reserve Board or by such economists as Irving Fisher' and J. ON May 16, 1871, twenty-two men met in Wilkes-Barre, Pennsylvania, and founded the American Institute of Mining Engineers.* If we could transport ourselves back to that year and survey the state of science and technology in general, and, in particular, the field of our immediate interest-nonferrous metals-we would feel a justifiable pride in what had been accomplished up to that time. These accomplishments in the metal field were at the moment in the process of documentation by an Englishman, J. A. Phillips, in a new 700-page edition of his book to be published in 1874 under the title of "Elements of Metallurgy." True, looking over his shoulder, we would smile to read that "all metals are capable of assuming a crystalline form under favorable conditions," and that tensile testing is done "by adding weights to a firmly suspended wire until it fractures," and we would find only three pages on aluminum and none on magnesium. We would, however, find an astonishing wealth of detailed knowledge on iron and steel and the then common nonferrous metals and alloys such as brass and bronze. WHEN the Plutonium Project was started in the spring of 1942 there was no technology to produce uranium metal of the required purity. Not only was there no such metal available; no one knew how to make it or fabricate it after it was made. Since this time vast technical effort has been ex-pended in the atomic energy field. A short 15 years later the metallurgy of uranium is probably better known than that of any other metal, with the possible exception of steel. At the beginning of the 1942 drive to obtain pure uranium metal the most available raw material was black uranium oxide (U3O8) of about 92 pct purity from the Great Bear Lake region of Canada. It took only three months for the project chemists to develop a process for bringing the purity of this oxide up to 99+ pct and another three months for Mallinckrodt Chemical Co. of St. Louis to build the purification plant and get it into operation. In early summer of 1942 the purified brown oxide (UO2) started moving to the Metal Hydrides Co. in Beverly, Mass., and to the Westinghouse Research Laboratory in Bloomfield, N. J., both of which had been granted Government contracts to try to make pure uranium metal.

His face wreathed in smiles, J. Richard Lucas, Chairman of the Keynote Session, conceded that "the papers appeared to have been of some interest." This was a modest description of the opening day of technical sessions at the SME Fall Meeting and Exhibition, October 13 to 15, in Tampa, Fla. The auditorium had capacity for 800 spectators and there was hardly a vacant seat visible. The topic, Resource Development of the Fertilizer Minerals, was covered in four authoritative papers. H. S. Ten Eyck set the stage. Resources are always viewed in relation to future requirements, and these depend largely on population. If the population trend continues, the world's 3.3 billion people will increase to 6.7 billion people by the year 2000. About 70% of this increased population will be in developing areas which are not capable of supplying sufficient food and fiber for their needs. Fertilizer is a means of bridging the crop shortage. Projections of fertilizer requirements by 1970 are from 53 million to 67.5 million long tons of plant nutrient which compares with 1964 consumption of 37.7 million tons. Looking ahead to 1980, the growth continues with an estimated demand of 80 million to 113 million tons combined of N P and K.

INTRODUCTION 1. The application of retreat longwall mining to the North American coal mining conditions is becoming more advantageous as more experience is gained. The productivity results being achieved and potential possible illustrates that this system can be keystone of future underground coal production. 2. In the American coal fields multi-entry is normally practiced as this allows profitable longwall development with existing equipment and systems. Difficulties are being experienced however in the longwall retreat phase by the collapse of multi-entry roadways and excessive use of supplemental support in the following panel tailgates. In some instances the headgate of an operating face can also be in difficulty. 3. Jim Walter Resources Mining Division is developed on a mining plan that calls for three retreat longwalls at each of its four deep mines which have varying depths of cover and immediate roof and floor conditions. The 63 Mine has experienced longwall entry difficulty and there were differing viewpoints with respect to the best development systems to adopt particularily regarding the number of entries and pillar sizes. In an attempt to reconcile these different points of view J.W.R. asked Dr. Wilson to examine the problem and this paper outlines the new approach developed.

It is one of those papers that one wishes to read in the quiet of one's study, where it can be read with great profit. There are many points which he makes which I think are of very great value, in particular as to the importance of getting fine ;grained graphite by a relatively rapid cooling, combined with a high percentage of silicon. That theory would seem to be very promising; how far it has actually been carried out very likely Dr. Moldenke can. tell us.

At the dawning of the first century of AIME, mechanical handling of bulk materials was largely confined to movement of grain and light mill products by belt and screw conveyors, but grain handling experience inevitably led to the use of the belt conveyor for coal, ore and other heavier materials. In 1891, the first major U.S. conveyor installation for heavy minerals was completed at the Edison, N.J., plant of the New Jersey & Pennsylvania Concentrating Co. Functionally, this plant revealed its grain elevator heritage. Overlooked at the time of design or, perhaps more accurately, not fully recognized, were the dramatic differences between grain and minerals in both operating conditions of the system and the physical characteristics of the material to be conveyed. This inevitably caused problems, but from the ashes of these problems rose solutions. The Edison plant became a proving ground from which came two significant developments by Thomas Robins-the first conveyor belt designed specifically for impact loading and abrasive materials and the three-roll conveyor idler. As an installation with more than 50 conveyors in widths of 20-30 in. and belt centers of up to 500 ft, the plant was a landmark, for it established the belt conveyor as a vital method of trans- porting heavy, abrasive materials.

TWO hundred enthusiastic engineers and coal, op-erators attended a joint meeting of the A. I. M. E., the National Coal Association, and the American So-ciety of Mechanical Engineers in the auditorium of the Alabama Power Co. building at Birmingham, Ala., on Jan. 21. S. W. Farnham, mining engineer of the Goodman Manufacturing Co., Chicago, in his paper on mechanical loading of coal discussed the feasibility of scraper and machine loading. A. R. Anderson of the Jeffrey Manufacturing Co., in a paper on loading coal with conveyors covered their adaptation for long-wall mining and for loading into cars. Discussion of these papers was hampered because the cheap labor costs prevailing in the district have handicapped gen-eral mechanization of the mines. The Bureau of Mines film, "The Story of a Rock-dusted Mine," showing the New Orient mine, West Frankfort, Ill., was also shown at the meeting. F. H. Crockard, president of the Wood-ward Iron Co., represented the A. I. M. E., S. L. Yerkes, vice-president of the Grider Coal Sales Agency, and J. L. Davidson, secretary of the Alabama Mining Institute, represented the National Coal Association, and Paul Wright represented the American Society of Mechan-ical Engineers.

THE fall meeting of the Petroleum Division of the American Institute of Mining and Metallurgical Engineers will be held in Fort Worth on Oct. 19 and 20. The Texas Hotel will be headquarters. for this meeting, the technical sessions being held in the ball-room of the hotel. During the evening of the nineteenth a smoker will be held at the Fort Worth Club. In working out the program for this meeting, J. B. Umpleby, vice-chairman for production engineering, considered it especially desirable to offer as complete a discussion as possible of the subject of air-gas lift, its theory and practice, and its relationship to gas-oil ratios. The entire first day will be devoted to sessions on this subject. One session of the second day will be devoted to the use of electricity in oil-field operations and the second to the handling of congealing oils and paraffin. In addition to this program there will be one or more sessions when petroleum engineering research problems will be discussed. This meeting of the Division is primarily devoted to production engineering, as will be seen from the pro-gram. During one of the sessions, however, a brief review with forecasts of the production situation will be presented.
