AT the outset, said Mr. Guess, I may say that although I believe the present engineering courses in the various colleges and universities could be arranged to give the student within the same time limit a broader general education of un- doubted value, still I do not agree with the view held by many that engineers in comparison with those of other occupations-let us say doctors, lawyers, bankers, and so-called business men-seldom arrive at high executive positions. After all, we must remember that engineers are not very numerous as compared with the occupations just mentioned and therefore a lesser number reaching high executive positions stated numerically might be a larger number stated as a percentage. We all know there must be throughout the United States say three doctors to one engineer, but I don't think that even numerically there are as many doctors in high executive positions as engineers, and it is a fortunate thing for the country that doctors as a class are so busily engaged in alleviating sickness and suffering and in the advancement of medical science that they do not aim particularly for high executive positions.

THE Eastern magnetite industry has not failed in its contribution to the war program during the past year. Man-power shortage was the critical problem in maintaining production and for the last half of the year, owing to lack of man power, it was necessary for some mines to change from seven to six days per week schedule. At Cornwall, Pa., the mine operated by the Bethlehem Steel Co. produced approximately 2,000,000 tons of crude ore and 1,200,000 tons of iron ore concentrates, a decrease of about 10 per-cent compared with the previous year. Railroad haulage in the open-pit at this mine was discontinued, being replaced by Mack trucks of approximately 30 tons' capacity. At the Mt. Hope mine in New Jersey, the Warren Foundry and Pipe Corp. produced about 195,000 long tons of crude ore obtaining 70.000 long tons of lump ore and 35,800 long tons of concentrates. An additional 24,500 long tons of concentrates was produced from a stock pile of 47.000 long tons of crude ore accumulated during the latter half of 1943, following the fire in their old dry mill. (New York Meeting, February, 1912 THE U. S. Geological Survey, I believe, has almost completed a study of the Harney Peak quadrangle, preliminary to the publication of a report on that, district. As I was engaged for some months on an investigation of the mode of occurrence of the ore-bearing formation in this area, it has seemed to me timely to make public the results of my study, as a contribution to the consideration of this subject. It seems scarcely necessary to describe the locality and general geology of the Black hills of South Dakota, for since 1846 many have contributed information concerning this region, some of the reports bearing such well-known names as those of Walter P. Jenney, Henry Newton, S. F. Emmons, and C. R. Van Hise, while we have only to glance at Bulletin No. 4 of the South Dakota School of Mines, in which Prof. C. C. O'Harra, of that institution, has given us a bibliography of contributions to the geography and geology of the section, to find that other well-known men have studied the district, and have given us the benefit of their researches. The U. S. Geological Survey has made geological maps of nearly the whole of the Black hills, the only quadrangle yet to be completed being, as stated, the Harney Peak district. During the late summer and autnmn of 1910, it was my lot to examine and report. on a considerable area in this neighborhood, which once had been prospected, and in some cases exploited, for tin. This paper gives an account of certain geological phenomena, noted at that time, which greatly influenced my conclnsions. The predominating formation of the district is pre-Cambrian, represented by a highly-cleaved mica-schist, usually very garnetiferous, and sometimes hornblendic. DURING the year just closed the bituminous industry has been marked by a continuation of the period of low prices and a steady deflation, accompanied by the closing of mines and the consolidation of small units into larger ones. This pro- gram has marked almost every field in the country, and it bids fair to continue for some time. Some figures recently published for Kentucky show that in 1924 there were 660 mines producing 45,147,000 tons; in 1928 the number had decreased to 537, while production had increased to 61,860,000 tons, and a similar movement is occurring all over the country. Prices throughout the early part of the year were very low, but during the fall and winter the prices received are more satisfactory than they were earlier in the year. One of the leading developments in the marketing of coal during the year was the trade practice movement, which began in the Harlan field, and has now been adopted in the Harlan, Hazard, Appalachian, Logan. Williamson and Kanawha fields. The purpose of this movement is to prevent the shipment of coal except on order, and by the publication of price lists to prevent much senseless price quotation. Where it has been practised the longest this movement has resulted in a considerable degree of stabilization, and, undoubtedly, it will help existing conditions very materially if it becomes universal.

As already announced, the XCIIId meeting of the Institute will be held at Toronto, beginning July 23, 1907. Hotel Headquarters will be at the King Edward Hotel, in which also the sessions will be held. The Queens, Rossin, Wallen, Iroquois and Palmer are good hotels not far from the King Edward. Members must secure their hotel-accommodations beforehand, by direct correspondence with the hotel they select. For those who neglect this precaution, the Local Committee will doubtless do what it can, but is unable to promise anything. Correspondence concerning this meeting (including notices of intention to attend it) should be addressed hereafter exclusively to Mr. W. G. Miller, Provincial Geologist, Bureau of Mines, Toronto, who is the representative of the Local Committee. The excursion to Cobalt, Lake Tenagami, Sudbury, etc., arranged by that Committee, involves the use of a special Pullman train for meals and lodging. After waiting a reasonable time to hear from members, the Local Committee has made its contract for Pullman cars. According to its latest report, there was still room for additional excursionists. Under this head, application made immediately to Mr. Miller may not be too late. Sessions for the presentation of papers, etc., will be held at the King Edward Hotel on Tuesday afternoon, July 23, and Wednesday morning and afternoon, July 24. THE Petroleum Division will hold two meetings this fall, one on the Coast at Los Angeles, Sept. 29, with the technical sessions in the assembly room of the California Oil and Gas Association and a banquet Friday evening at the Richfield Cafe atop the Richfield building; the other in the Southwest, at Dallas, Texas, Oct. 6 and 7, with the Baker Hotel as headquarters. Dr. Frederick M. Becket, President of the Institute, and A. B. Parsons, Secretary, will attend both meetings. Arrangements for the meetings are not yet complete but the respective local committees, working in close touch with the officials of the Division are rapidly shaping up the programs and other detail.

THE story of the rolling of strip steel is not limited to any one plant or individual or group of individuals. It is a story with many ramifications. First of all, it should be understood that the strip mills we are considering are continuous mills, in that the steel passes directly from one mill to the other in a more or less straight line. Continuous mills are not new; in fact, they have been used for many years in the rolling of a few simple shapes. They were, however, driven by one motor through jackshafts, and as a result the speed of each roll stand had a fixed relation to that of every other stand in the series. This in turn fixed the reduction that could be made in each stand. The mill could produce simple things, but was not satisfactory for the production of the variety of strip now required. It would be extremely difficult and unfair to compare the United States to Australia when wondering about which of the two countries offers the best opportunities for running a mining operation. However, if somebody would ask "Where is the best place to mine outside the US?"-I'd answer without reservations: Australia. Some of my Australian mining friends will disagree with me for my giving their country such a high rating. And they'll probably accuse me of being an optimist by telling me, as one of them did, that "the difference between an optimist and a pessimist is that the pessimist is better informed."

TO give a concise history of the Woman's Auxiliary of the A. I. M. E. is a difficult task and much interesting information must needs be omitted. The organization has grown and evolved so much from its early simple beginning that it seems best to adopt the technique of some of our modern novelists and begin with the latest development. As the headquarters of the A. I. M. E. is in New York, it follows that the Woman's Auxiliary to the A. I. M. E. necessarily has also its central office and government there. The affairs of the organization are administered by a duly-elected president and five vice- presidents, a treasurer, recording secretary, and corresponding secretary and a board of directors, the personnel of which includes each chairman of a section or an elected or nominated representative who is able to attend the monthly meetings of the board and correspond with the section for which she acts, and the chairmen of the five standing national committees, i. e. Educational Fund, Library, Emergency, Membership and Hospitality. The chairmen of these committees are all responsible to the president and board of directors and their activities must be indorsed with their approval.

THE growth of the spirit of progress and mutual aid which motivated the founders of the Institute sixty years ago in Wilkes-Barre was vigorously demonstrated at the sixtieth anniversary meeting held there on May 22. Committees headed by Cadwallader Evans, "resident director" of the Institute, and Paul Sterling, chairman of the local section, had arranged for a full-day tour of the northern anthracite field, so that the hundred and fifty members and guests who had come for the celebration of the anniversary might see the changes and progress made in that field in recent years. More than forty automobiles were in line in the cavalcade which left the Westmoreland Club at nine- thirty. Operations visited were fully described in the May issue of MINING AND METALLURGY, so it is enough to say that after a seventy-five mile drive through the beautiful Susquehanna Valley and over the rolling green hills of northern Pennsylvania a stop was made for lunch at Forest City. Carey, Baxter and Kennedy, contractors at the stripping operations there, had provided, in the shelter of tents, a well-prepared luncheon and other refreshments. The return trip was made by way of Scranton, arriving at Wilkes-Barre at five- thirty.

(Pittsburg Meeting, March, 1910.) IN the copper-mining district of northern Michigan a fair-sized mine usually operates two or more shafts along the strike of the lode, these shafts being usually at least 1,000 ft. apart. The tonnage to be hoisted from each shaft is large-from 13,000 to 25,000 tons per month. The hoisting-engines used are generally steam-driven, non-condensing, duplex engines with Corliss valves, supplied by steam from separate boiler-plants where the distance between shafts is great. In an attempt to centralize power-plants and secure central-station economies, the Winona Copper Co. installed an electric hoist of the Ilgner type, with Ward Leonard control. A brief description of this plant has already been published.1 The only point of variation from the simple Ilgner set lies in the connection of two generators to a single induction-motor by flexible couplings. These generators serve motors which operate hoisting-drums at separate shafts, viz., No. 4 shaft, Winona, and No. 1 shaft, King Philip. , The hoist for No. 4 shaft, is about 1,700 ft. from the power-plant, and in this building the motor-generator set is placed. No. 1 King Philip hoist is 1,500 ft. from the motor-generator set. The equipment of the motor-generator set is as follows: In the middle of the set is a 12-pole, 450-h-p., 600-rev. per min., 2,080-volt, three-phase, 60-cycle, variable-speed induction-motor, connected on each side to a 20-ton fly-wheel which is 10 ft. in diameter, and to a 6-pole, 170-kw, 575-volt, interpole, direct-current generator. On each side of the shaft is placed a separate exciter, which delivers current at 125 volts. In addition to the alloys of copper with iron previously found by Hanson and Ford to show an increase in the concentration of the alpha range with increase in temperature the following binary and ternary systems have been found by the author to exhibit: the same feature: (a) Copper-chromium. (b) Copper-cobalt. (c) Copper-silicon. (d) Copper-nickel-silicon and its pseudo-binary section Cu-Ni2Si (formula of compound definitely established). (e) Copper-cobalt-silicon and its pseudo-binary section Cu-Co2Si (formula of compound established with some probability but not as definitely as for Ni2Si). (f) Copper-chromium-silicon; formation of a compound definitely established (compare Figs. 1 and 2). The formula of this compound may be either Cr2Si or Cr3Si. (g) Copper-iron-silicon; presence of a phase containing both iron and silicon established in an indirect way only. No definite microconstituents observed. 2. RANGES OF SOLID SOLUBILITY (percentage at various tempera¬tures). (a) For copper-chromium: 0.8 at 1000° C.; 0.5 at 900° C.; 0.25 at 800° C.; 0.05 to 0.1 at 500° C. (b) For copper-cobalt: 3.4 at 1000'C.; 2.4 at 900'C.; 1.7 at 800'C.; 0.9 at 600°C.; 0.35 at room temperature. (c) For copper-silicon (Fig. 3) : 6.8 ± 0.1. per cent. at 800° C.; 3 per cent. at 400° C. and probably below 2 per cent. at room temperature if sufficiently long annealed. (d) For copper-cobalt silicide: 3.3 at 1000° C.; 2.4 at 900° C.; 1.6 at 800° C.; 0.7 at 600° C.; 0.3 at 300° C. (e) For copper-nickel silicide (Fig. 4): 8.2 at 1000° C.; 5.5 at 900° C.; 3.6 at 800° C.; 1.6 at 600° C.; 0.7 at 300° C.

DURING the middle 1880s, shortly after the discovery of silver-lead ores in the Coeur d'Alene district of northern Idaho, it became apparent that concentration of the ores would be necessary to obtain a profitable product. Too much siliceous material was present for direct smelting, and the majority of the ores found at depth were too low in metallic content for economic smelting processes at the time. As the ores occurred in quartzite shear zones with siderite and quartz gangue, a large quantity of waste material was present in all the mines. As the galena was not finely disseminated, this made possible relatively good extraction of the argentiferous galena by coarse concentration. The first concentrators consisted mainly of coarse crushing, screening and jigging, principally by Harz jigs, the slimes being treated on buddies. Later Wilfley tables took the place of sand jigs and vanners superseded the buddies. Because of the marketing conditions, no attempt was made until 1900 to effect a recovery on the zinc minerals present, which were found associated in varying amounts with the galena. All through this period, the greater part of the production was obtained from mines containing ore assaying high in lead and low in zinc. Parts of some ore bodies would be reversed in this respect, so that ores high in zinc were left intact. During the decade after 1910, several important mines, The Success and The Interstate Callahan, containing ores high in zinc, were put into operation and were a material aid in the needed zinc production during World War I. Gravity concentration by jigs and tables was used during this period, with bulk flotation increasing in popularity for the treatment of the fine material that had already been treated by ordinary slime concentrating machinery. No extra fine grinding for flotation concentration was thought profitable at the time. TAILINGS DISCHARGED INTO STREAMS From the start of mining and milling operations in this district until 1904, no attempt was made by the various mills in the upper district to impound or stack their tailings. They discharged them directly into the adjacent creeks or streams, to be carried away by high water. The Bunker Hill and Sullivan and the Last Chance mines, both in the relatively flat valley of the district, stacked huge piles of the coarse jig tailings on the near-by river bottom. Rain and snowfall are heavy in the Coeur d'Alene district, as it is on the heavily timbered Pacific slope of the Bitter Root Mountains. I HAVE been introduced in the dual capacity of president of the Canadian Institute and Metals Controller for Canada. There are three particular points of similarity between these two positions. They are both temporary ; they both have to do with the mining industry ; and by a peculiar coincidence they both pay me exactly the same salary. It is difficult to appreciate the background of our present situation without knowing the really tremendous changes that have taken place since the last war. I sometimes think that even among ourselves we are likely to forget the extent to which our great mining industry has been expanded. In 1914 Canada's gold production amounted to only $16,000,000 and the suggestion was seriously ad¬vanced in Ottawa that the gold mines should be allowed to close down so that their men might be used in more important work. Today with a production at the rate of over $200,000,000 a year no one in Canada would venture such a suggestion because the output of our gold mines is the greatest single factor in producing dollar exchange, badly needed for the purchase of munitions and to maintain Canada's unbroken record of always meeting its obligations. Even with the severe restrictions now in effect against the importation of nonessentials, our imports for war purposes from the United States are resulting in the biggest adverse trade balance in our history. With us, gold mining ranks as an essential industry.

Introduction In August 1977, the federal Surface Mining Control and Reclamation Act was signed into law. It stated that: "The Congress finds and declares that because of the diversity in terrain . . . and other physical conditions in areas subject to mining operations, the primary governmental responsibility for developing. authorizing, issuing, and enforcing regulations for surface mining and reclamation operations subject to the Act should rest with the States." Section 516 of Title V (Control of the Environmental Impacts of Surface Coal Mining) of the Act deals with the surface effects of underground coal mining operations. "Each permit issued under any approved State or Federal program pursuant to this Act and relating to underground coal mining shall require the operator to adopt measures consistent with known technology in order to prevent subsidence. causing material damage, to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonable foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner: Provided, that nothing in this subsection shall be construed to prohibit the standard method of room and pillar mining." This section raises many questions. Precisely what is the "reasonably foreseeable" future as far as land use is concerned? And what is the "standard method of room and pillar mining"? The first part of the paragraph seems to rule out longwall mining, but isn't longwalling a "predictable" manner of "planned subsidence"? Does the Act take into account variations among mining methods in differing regions or coal seams? With these questions and the need to comply with the Act's provisions in mind, many states may turn to the Pennsylvania Bituminous Mine Subsidence Act of 1966- the only comprehensive subsidence act passed by any state-as a model for their own programs. Thus, it is very important to evaluate Pennsylvania's Act to see whether its basic assumptions can accommodate national application. This paper will note the Subsidence Act's provisions and guidelines, briefly analyze the current state-of-the-art in subsidence damage prevention and control, and list several recommendations for altering the Act's application guidelines for different mining areas.

INTRODUCTION The early history of the chloride process has been recorded in a chapter of a Bureau of Mines bulletin (9 by one of the inventors of a chloride process, Stewart Croasdale, who is famous for the Pohle- Croasdale Process. The earliest use of chlorine in metallurgy was in 1557 by Bartholome Medina. But apparently even earlier there was knowledge that salt could be used in gold and silver extraction because a treatise, de la Pyrotechnica, published in 1540 in Venice, asserted that silver could be obtained from its ores by a wet salt process. In 1609 a priest, Alonzo Barba, invented a process using a copper vessel and boiling a solution of salt to extract silver chloride ores. The copper vessel was, of course, one of the reactants. This led to the Kronke process introduced in Chile in 1860 which substituted cuprous chloride for the kettle. A major step was taken in Europe in the late 1700's to chloridize roasted silver ores in combination with amalgamation using iron to reduce the silver chloride. By 1843 the Augustan process was introduced. Ores were roasted with salt and leached with a saturated salt solution. The silver chlorides passed into solution from which silver was precipitated by copper. In 1848 sodium or calcium thiosulfate solution of silver chloride was suggested by Dr. John Percy, and the idea was applied in 1856 by Von Patera in Bohemia.

Reduction of oxygen-containing copper has always heretofore been brought about with wood poles. This paper reveals the first successful, economical, and Practical substitute for poles: a gaseous reductant, of which the production and plant use are detailed herein. THE art of fire refining of copper, consisting of melting, oxidation, slag removal, and finally reduction with wood poles, has been practiced for many centuries. An authentic record, discussed in detail in De Re Metallica,* mentions that as early as 1200 A.D. workers in this field of metallurgy were already acquainted with and practiced the basic principles of copper purification. Undoubtedly, the art was well developed marly centuries before the first written records began to appear. Notwithstanding the many advantages gained by application of mechanical con. trivances and by the tremendous increase in size of operations over the centuries, the reduction phase of the process has persisted essentially the same to the present time except for a very recent breakthrough. Numerous articles have been published and many patents have been issued on the subject of substitutes for wood poling in the past half century. They have dealt with a variety of gaseous, solid, and liquid reducing agents. But to the knowledge of the writer, no procedure has ever been prosecuted to a complete success on a large operating plant scale with the single exception of gaseous reduction of oxygen-containing copper revealed in detail herein. ThE following chronology presents the history of lead-mining in the United States in a brief form and is a useful reference in connection with the statistics of production: 1621.. Lead was mined and smelted near Falling Creek, Va., to supply the local demand for bullets and shot. This was the first mining and .smelting of lead in what is now the United States. 1632. In a report made on the minerals of New England, lead-ore is mentioned. (Bishop, I., 470.) 1650. Supposed beginning of mining by Jesuits in Pima county, Ariz. 1651. Grant of lead-mine at Middletown, Conn., to Gov. John Winthrop. 1682. Lead-ore supposed to have been discovered in Wisconsin by Nicholas Perrot. (K. D. Irving, Mineral Resources of Wisconsin, Trans., viii., 498.) 1700 Discovery of lead in Missouri by Penicaut, one of Le Sueur's party. Tile same expedition discovered lead near the southern boundary of Wisconsin in August of the same year. 1712. Grant by Louis XIV. of the Crozat patents, with special privileges respecting the discovery and operation of mines in the then territory of Louisiana. Little or no mining was done under this patent until about 1720. 1717. Transfer of Crozat patents to the Mississippi Co., promoted by John Law, which prepared for active mining. 1719. First attempt to mine and smelt lead in Missouri, made by Sieur de Lochon, in behalf of the Mississippi Co., near Meramec river. Results unsuccessful.

Det Norske Zinkicompani A/S was established in 1924, on the initiative of the Compagnie Royale Asturienne des Mines. Experimental electrothermic zinc production was carried out on industrial scale for a two-year period, but the problems of electrothermic smelting were not solved. A license for the electrolytic zinc production process was then obtained from the Anaconda Copper Mining Co. A plant for electrolytic zinc production was built, near the small fjord town of Odda in Hardanger, West Norway, The production was based on zinc ore from Spain, and cheap local hydro-electric power. The plant came into operation in 1929. Annual capacity, 36,000 tons. In 1964 a long-term agreement was concluded with Boliden AB by which Det Norske Zinkkompani is secured the raw materials basis for an expansion of the annual capacity to 100,000 tons of zinc, Since World War II, the company has been pursuing extensive research and development programs. As a result, various sections have been rebuilt: nev unloading and storage facilities, a 250 ton per day Fluid Bed Roaster with contact plant, new continuous leaching system, integrating the Jarosite Residue Process, new solution purification section - upgrading the solution quality for a 600 Amp/m2 current density Tank Room operation -, installation of induction furnaces for cathode melting with casting machines and automatic stacking of slabs. Simultaneously, instrumentation, and methods of automatic control have been developed and introduced, providing conditions for optimal plant operations.
