FOR the benefit of those of our members who may be asked what they know about Mr. Hoover's connec-tion with the Kaiping coal mines in China and who will naturally wish to appear thoroughly well informed on the subject, we reprint below an authoritative state-ment, recently made to the Japan Advertiser, by Tang Shao-yi, former premier of China, now retired to his country home at Tang Chia. "Information has reached me at my retreat that persons in America and China insinuate that Herbert Hoover acted dishonorably in dealings involving the Chinese Engineering and Mining Company a quarter of a century ago. I be-lieve myself the only Chinese living who was closely iden-tified with that company during Mr. Hoover's connection. My uncle founded the company and my family always has been a large shareholder and, therefore, I possess direct knowledge of its history. "I am actuated in this statement by a sense of justice and also gratitude for Mr. Hoover's acts in rescuing my family during the Boxer uprising. Mr. Hoover's record in China is clean and honorable, highly creditable and in many ways remarkable. Legal action brought in London in 1905 occurred after Mr. Hoover left the company. There were not any charges against Mr. Hoover and he was not a de-fendant in the lawsuit, but an important witness whose testimony helped the Chinese shareholders to save their property.

THE laws of comminution of Kick and Rittinger have been debated for many years. Certain data obtained from ball mill and drop tests are found to be in approximate agreement with Rittinger's law while other data would seem to support Kick's law. In all these tests the energy required to produce a wide variety of particle sizes has been studied. Surface area has also been measured with considerable difficulty, at first because it was thought that the energy associated with crushing was that required to create new surface, later because of precedent and because a more fundamental variable was unknown. Tests made with the machine shop type of grinding process show that normally brittle materials that are usually crushed can behave like the more ductile metals. Brittleness is then a relative property largely dependent on specimen size and stress state. The machine grinding operation offers a convenient means for studying the comminution of materials in which the important size variable retains its identity. The energy required to grind a certain volume of material is shown to be strongly de- pendent on size. Kick's law is found to hold very well for particles below 1 micron in size, while Rittinger's law holds approximately in the comminution of larger particles. While a physical origin of Kick's law is established in terms of the theoretical strength of materials having a perfect lattice structure, there is found to be no physical basis for Rittinger's law.

Although mechanical appliances for the ventilation of mines have been known siuce very early times (one being mentioned in Agricola's De Re Metnllica, 1657), it is only within the last forty years that such appliances have been generally used. A great number of different ventilators have been invented and used, but the varions forms of centrifugal machines having proved their efficiency, have now almost conlpletely replaced all others. Most if not all of the machines in use in this country are of this class, being either open-periphery fans, or closed, with chimney and spiral casing, of a more or less modified Guibal type. The theory of such machines has been demonstrated by Mr. Daniel Murgue in Theories and Practice of Centrifugal Ventilating Machines, translated by A. L. Steavenson. His statement may be condensed thus : Let a = orifice in a thin plate, of such area that its resistance to the passage of a given quantity of air equals the resist ance of the mine. There are many inconsistencies and gaps in available information concerning the mechanism whereby dodecylamine acts as a collector for quartz. The author compares the studies which have been made in correlating the contact angle with adsorption density on quartz over all pH ranges, and attempts to resolve some of the inconsistencies. In recent years much information has been obtained concerning the mechanism whereby dodecylamine acts as a collector for quartz. Fuerstenau,1 for ex- ample, has shown that adsorption density and zeta potential under some conditions, at least, can be correlated with contact angle and flotation rate. There appear, however, to be several inconsistencies and gaps in information available. One inconsistency involves trying to correlate contact angle with adsorption density on quartz over all pH ranges. Fuerstenau's correlation at a collector concentration of 4x10-5 moles per liter dodecylamine acetate and about pH 10 shows a contact angle of about 80 degrees occurring at approximately monolayer coverage. If Gaudin and Morrow's2 and Morrow's3 contact angle data for near neutrality (pH 6 to 7) are now compared with deBruyn's4,5 adsorption data on quartz in a similar pH range, it will be noticed that a contact angle of 38 to 40 degrees corresponds to complete monolayer coverage (at an amine concentration of approximately 10"3 molar). The gas-metal reactions of zirconium are very interesting. The metal is extremely stable at room temperature to reactions with the several gases present in air and the metal will stay bright indefinitely. However, at temperatures of several hundred degrees higher the metal reacts readily with oxygen, nitrogen and hydrogen. This behavior, in addition to the fact that zirconium is one of the higher melting point metals which might have high temperature applications under the proper conditions, resulted in the work reported in this communication. There are several factors which indicate that zirconium might have good oxidation resistance at elevated temperatures. These are: (1) the high melting point of approximately 1860°C, (2) the high melting point of the oxide of approximately 2675°C, (3) the high degree of thermodynamic stability of the oxide to chemical reaction and the low decomposition pressure of the oxide and (4) the possible formation of a continuous oxide film since the volume ratio of oxide to metal is greater than unity. The unfavorable factors are: (1) the metal reacts to form nitrides, hydrides and carbides, (2) the oxide is soluble at elevated temperatures in the metal and (3) the oxide ZrO2 undergoes crystal structure transformations at high temperature. The oxidation resistance of this metal is not only a question of the rate of film formation but is complicated by the fact that the oxide and other reaction products dissolve in the metal which in turn will affect the physical and mechanical properties of the metal. The protection of the metal to nitride formation must be considered separately from the oxide problem. One unfavorable factor is that the volume ratio of the nitride to the metal is about unity. This indicates that a discontinuous film might be formed. This paper will present measurements on the rates of reaction of the metal with O2, H2 and N2 over a wide temperature and pressure range. The reaction in high vacuum and the stability of the several compounds formed will be presented. The results are correlated with fundamental rate theory and with the physical and chemical structure of the metal and film. Literature Although many papers have been published on the chemical reactions of zirconium with various gases, comparatively few are concerned with the protective nature of the metal and its reactions at normal pressures. The studies in the pressure range below 0.01 mm of Hg gas pressure are largely of interest in the nature of the adsorption of gases by hot filaments in high vacuum apparatus. The reactions of zirconium in this pressure range have been reviewed by Fast8 and by RaynOr.27 In spite of certain differences of opinion as to the maximum adsorption temperatures for various gases, the low pressure range is qualitatively understood. Some of these papers will be mentioned briefly here. 1. LOW PRESSURE Ehrke and Slack' find that oxygen reacts above 885°C and hydrogen above 760°C. Nitrogen does not react up to a temperature of 1527°C. Fast9 on the other hand observes that oxygen is absorbed above 700°C and nitrogen at temperatures exceeding 1000°C. Hydrogen is absorbed from 300" to 400°C and liberated between 500" and 800°C. It is readsorbed at 862°C and released above 862°C. Hukagawa and Nambo22 find a rather complicated picture for the absorption of oxygen. A rapid initial absorption is found between 180" to 230°C. Further oxygen is not taken up until a temperature of 450°C is reached. The optimum temperature for complete absorption is 650" to 700°C. Nitrogen is found to be completely adsorbed at 600°C. However some of the gas is evolved at higher temperatures. Their data on the absorption of hydrogen indicate some of the gas is removed at 550°C. Guldner and Wooten17 in a study of the low pressure reactions of zirconium with various gases observed that the reaction with oxygen occurs at temperatures above 400°C and that the oxide is formed. The reactions with carbon monoxide and carbon dioxide occur rapidly at temperatures of about 800°C with the oxide and carbide being formed. Zirconium reacts at temperatures of 400°C slowly and at 800°C rapidly to form the nitride and with hydrogen and water at 300°C to form the hydride and a mixture of the oxide and hydride respectively. 2. NORMAL PRESSURE DeBoer and Fast3 in a study of the electrolysis of oxygen in zirconium find that the metal absorbs up to 40 at. pct of oxygen without forming a new phase. The solubility of nitrogen in the lattice has been studied by de Boer and Fast4 and Fast10 and is found to be considerable. At higher temperatures the oxide dissolves in the lattice at an appreciable rate according to Fast10 and the zirconium surface becomes active. De Boer and Fast4 and Hägg18 have studied the solubility of hydrogen and find that at room temperature the solubility corresponds to ZrH1.95 Desorption occurs on lowering the pressure. MANAGEMENT and control of any body of workmen can be effected through various - well-known methods ' though many managers hold certain personal theories of control that range from an absolute dictatorship to what might be called the principle of laissez faire, or the "let alone" method. Managements of many mines, factories, smelters and refineries have been compelled in recent years to accept certain restrictions in hours of labor as well as in methods employed, imposed either by federal or state laws, or by labor agreements. Broadly speaking, regulations of the above character were brought on the industry by managers who failed to recognize fully the rights of their employees to proper sanitary, safe, and compensatory working conditions, as well as working hours that were proper and just. As an example of poor management and worse psychology, we have only to hark back to the days when many bituminous coal operators maintained an inadequate number of pit cars for the number of miners or loaders employed, or if the pit cars were available, the haulage facilities

Lufthansa flight 497 roared down the runway and climbed rapidly through the early morning mist hanging over Pudahuel airport and the city of Santiago, Chile, into the brilliant sunlight above the clouds. As the plane banked onto course for Lima, Peru, we got what was possibly our last look at the beautiful snowclad mountains that ring Santiago. To the northeast was the massive hump of Aconcagua, the highest mountain in the Southern Hemisphere, wreathed in clouds and virtually looming over Rio Blanco, the new mine put into production by Cerro de Pasco just one short year before. Almost a thousand miles to the north lay the massive open pits of Chuquicamata and Exotica, and a little closer to Santiago the El Salvador mine. Behind to the southeast, clinging to the steep slopes of the Andes, was the large and awe-inspiring El Teniente mine at Braden. These mines, once the bastions of such companies as Anaconda and Kennecott, had a new owner-the Government of Chile. On the plane were a number of people who had spent a large part of their lives in Chile operating these mines and plants, and who now were suddenly faced with the necessity of starting new lives somewhere else. To them, this was their last look at the country which not too long ago was their home, a bittersweet moment of reminiscence and a time for questioning what the future held.

A new metallurgical treatment for capturing as much of the values as possible from zinc refinery feed has been devised by personnel in Cerro de Pasco's Peruvian operation at La Oroya. Results from a pilot test illustrate that 50 metric tons of throughput can be maintained whereby substantially all the silver and copper report in the sponge iron while zinc and lead with indium and cadmium volatilize in the fume. This new technique named the Zileret (zinc leach residue treatment) process complements the electrolytic system used in the refinery so that all values in a zinc concentrate are economically recovered. In the system, dried zinc leach residue is pelletized with soluble zinc sulfate which already exists in the leach residue and a finely divided reducing agent such as anthracite coal. Upon heat addition, the loose anthracite in the charge maintains a reducing atmosphere while the free space above the charge has an oxidizing nature. When the charge reaches the reaction zone at about 1100°C, metals such as zinc, lead, cadmium and indium volatilize from the pellets, are oxidized in the upper kiln atmosphere, and are then carried in suspension as an oxide fume to the cooler and baghouse. The copper and silver content in their reduced forms, along with the iron, discharge from the kiln as a calcined product which is then cooled to below 130°C before being exposed to the air.

THE preliminary study of electrochemical desul-furization performed by Ohtani and Gokcen1 left a number of points concerning the process to be investigated. Two of these were i) the determination of the effect of greater current and voltage on the desulfurizing Flower of acid slags (% CaO/% SiO2- 1) and ii) the possibility of the loss of silica in slag by the reactions 2C (in metal) + SiO2 (slag) = Si (in metal) + 2CO(g) and C + SiO2 (in slag) = SiO(g) + cO(g) proceeding to a point at which the composition of the slag was sufficiently altered toward the basic side so a1.s to noticeably affect the rate of de-sulfurization. The apparatus and the procedure used in the present investigation were the same as those used by Ohtani and Gokcen, except the control circuit was connected to 120 v dc instead of 24 v dc and thereby allowed greater freedom in choosing the values of both current and voltage. The graphite crucible containing the melt and serving as the cathode was 3-in. high, and was of 1 1/2-in. ID with a graphite bar of 3/8-in. diam and 8-in. length threaded into the bottom for electrical connection. The critical resolved shear stress of zone-refined zinc single crystals deformed in tension is found to increase with increasing amount of striation substructure. The increase in strength with numbers of striations can be accounted for by a dislocation pile-up mechanism. A somewhat different means of plotting stress-strain data is introduced which allows a more unambiguous choice of yield stress to be made. FEW systematic studies of the role played by mac-romosaic or striation-type substructure in the de- formation of high-purity metal single crystals grown from the melt have been reported. McGrath and Craig' found that striations increased the critical resolved shear stress of zone-refined aluminum crystals, postulating a dislocation blockage by the striations as the strengthening mechanism. Lauri-ente and Pond2 found that, as the etch pit density increased in aluminum crystals grown from the melt, the critical resolved shear stress also increased. Fleischer and Chalmers3 also found changes in the critical resolved shear stress of aluminum crystals grown from the melt at varying rates, but could not be certain whether an increase of strength with rate was due to a higher concentration of impurity in the gage length or to an increase in the number of small-angled boundaries. An early work by Hibbard4 indicated that copper crystals containing lineage boundaries were stronger than those free from this type of imperfection.

FOUR portraits have recently been hung in the rooms of the Institute, in recognition of four illustrious men with whom we, as mining engineers and metallurgists, may claim fellowship. LUTHER. Martin Luther is often spoken of as a miner's son; but it is less generally known that John Luther, his father, was, in a small way, a metallurgist as well as a miner, and that Martin Luther himself, in his youth, worked in a forge or bloomary established by his father at Mansfeld, Saxony. Since this is the only manual occupation on his part of which we have any record, it is fair to assume that the great scholar and reformer derived from his work in this department the practical familiarity with the conditions of human labor so abundantly evinced in the homely illustrations which accompany even his serious arguments, and in the witty apothegms of his famous "table-talk." At the same time, I must confess that 1 have not been able to find in any of the works of Luther distinct allusions to mining or metallurgy. KÖRNER. Theodor Körner, a student at the Mining Academy of Freiberg, Saxony, threw himself into the German War of Freedom in the first decade of the 19th Century. He was a poet of no mean rank ; and his " Song of the Sword " is one of the great lyrics of literature. This poem was written but a few days before he died in battle. In many respects, Körner may be compared with our American hero Theodore Winthrop, who similarly met a glorious fate, and left behind him prophetic indications of genius, of which his premature death prevented the complete fulfillment. I am informed by a member of the Institute that Körner's admirable collection of minerals is still preserved at Dresden.

IN principle, production of salt from sea water is a simple operation. Sea water is trapped in ponds, the sun and wind cause evaporation of the water, and what is left is principally salt. Commercial production of solar salt, however, requires a careful consideration of many factors. Obviously, sufficient evaporation must take place throughout the making season to produce an economically adequate crop. Other factors are density of soil, contour of ground, height of ground above sea level, minimum dilution from fresh-water streams, and distance from market. Unfortunately, in the United States the localities of greatest evaporation, allowing for the other factors, are not the most suitable for the manufacture of sea salt by solar evaporation. Less than two years ago, the, Congress, with broad bipartisan support, passed the Energy Security Act of 1980. A decade marked by ten- fold increases in world oil prices and two major interruptions in oil flows from the Middle East had ended. An all-out national commitment to transform America's vast tar sands, oil shale and coal resources into conventional fuels had begun. The national synfuels effort was to be public-private cooperation at a scale unmatched in peace time. Private industry would own and operate the synthetic fuels facilities. Government would reduce market uncertainties to acceptable levels. The potential government commitment was substantial. Up to $88 billion would be available through the Synthetic Fuels Corporation, principally in the form of contingent financing. Billions more would be spent through Department of Energy programs. Additional incentives for alternate energy development were contained in the Energy Tax Act of 1978. The Energy Security Act clearly specified national synthetic fuels production objectives: 500,000 barrels per day by 1987 -- 2 million barrels per day by 1992. Finally, said Congress, Uncle Sam was going to do something about rapidly rising oil prices, uncertainties of energy supply, and the resulting disruption to the U. S. economy. Simply put, the purpose of the Energy Security Act of 1980 was to provide government guarantees sufficient to get synthetic fuels projects off the private sector drawing boards and into commercial production. Because of their huge cost, technological uncertainty, and lengthy pay-out period, these projects were always second place to projects of smaller size, known technology and more rapid pay-out. The Energy Security Act was the legal expression of public policy to bring the free-market synfuels timetable into line with the faster paced political timetable in the interest of national energy security.

MINING occupies a position of less importance than manufacturing or agriculture in Canada, but its relative contribution has increased greatly during the post- war period. Mineral production was only 5.14 per cent of the net value I of production of all kinds of commodities in 1919, but by 1936 the pro- portion had risen steadily to 12.76 per cent. Mining felt the depression, hut unlike agriculture, which is still ' sorely stricken, it has passed from early convalescence to complete recovery. For each of the last two years new high records were established for the industry as a whole and for the quantity of most metals produced. Mining has had a notable effect on - the growth of the power industry in Canada. Water power has been developed in the same or adjacent areas wherever mining camps have been 1 established, with few exceptions. Consumption of electrical energy by the mining industry gained 72 per cent within a decade, rising from 1604 million kw.-hr. in 1926 to 2754 in 1935. A technical evaluation of actual performance of the preparation facilities at Beaver Consolidated Coal Co.'s Stinson plant is presented, with special emphasis on sulfur reduction in 1-1/2 x 3/8 in., 3/8 in. x 28 mesh, and 28 mesh x 0 size fractions. Evaluation of the heavy medium section of the plant and the treatment of the 28 mesh x 0 coal is included. Design criteria considered for sizing and selection of equipment required to process 1-3/4 million tpy of raw coal on coals of divergent washability characteristics are summarized.

THE official opening at the 134th general meeting of the Institute was held on Oct. 6, but it was prefaced by two round table conferences on Oct. 5. The open-hearth group held the fourth of their semi-annual conferences at the William Penn Hotel, devoting the morning session to discussing a paper by R. L. Cain on the "Manufacture of Forging Steel by the Open-hearth Process," and the afternoon to discussing P. H. Shaeffer's paper on the open-hearth charge. At the Bureau of Mines, a round table conference on the combustibility of coke was held on Tuesday morning, and the afternoon was devoted to a similar conference on the testing of coke. The formal opening session of the meeting assembled in the Music Hall of Carnegie Institute at 10.30 a. m. Graham Bright, chairman of the Pittsburgh Section; called the meeting to order and presided. President Taylor welcomed the visiting members and guests to his home city and reviewed briefly the advancement of mining in the past half century during which, for ex- ample, the coal output had increased from 53,280,000 tons to 523,357,000 tons per year. He emphasized the important part Pennsylvania played in mining and brought out the principal changes that had taken place in methods. In part, his remarks were as follows: The centennial year, 1876, found the coal business of. this country, as a whole, producing 53,280,000 tons, of which amount the bituminous mines of this State yielded 24 per cent. In 1925, this country produced 523,357,000 tons of coal, of which Pennsylvania produced 24 per cent.

THIS article aims to clarify the use of some terms often occurring in writings on iron and -steel, and also to suggest several new short abbreviated names for some of the things related to the subject which now are indicated by phrases. Crude or Crude Iron The name crude or crude iron is recommended for the iron produced from ore by the blast furnace. When necessary it can be specified as pig iron when in the form of pigs (usually cold), or as molten iron, commonly called hot metal to distinguish it from cold iron in pigs. The product of a direct process of making wrought or malleable iron from ore is not included.

INCREASED mining activity during the past year has brought to light changes in mining practice and advances in technique, born and incubated in the period of depression from which the mining industry is now emerging. Although the tendency toward large output from individual mines has continued, a salutary trend is evident toward greater efficiency at small mines, in which the gold mines of Canada have led the way. Improvement in excavating machinery and washing plants for small placers has continued, and knowledge of the possibilities and limitations of this kind of equipment has increased. Greater portability through sectionalization has been the keynote. Power, shovels and draglines mounted on caterpillar treads move from one deposit to another under their own power, and floating washing plants mounted on pontoons can be taken down, moved, and set up again by a small crew of men in only a few days.

THE annual meeting of the A.I.M.E. was fittingly closed with a joint meeting of the Metropolitan sections of the four National societies on Feb. 18, at which this subject was adequately discussed by leading engineers before an audience that completely filled the Engineering Auditorium. The large amount of publicity that has been given the Diesel electric loco- motive, and the often garbled reports of its performance and possibilities that have been circulated, makes it particularly fitting that the facts should be given the profession as determined by those who have aided in developing and operating this latest form of prime- mover in railroad operation. C. A. Stein, general manager of the Central R. R. of New Jersey, opened the meeting with a discussion of the problem of electrification, and the relation of the short haul, switching, and terminal service to heavy electrification. Referring directly to the problem of the Central R. R. of New Jersey, some subtitution for the steam locomotive is necessary within the city limits of New York because of local ordinances against the smoke nuisance. While the improvement in the design of the steam locomotive has been marked-the efiiency today is over fifty times that of the locomotive of 100 years ago-it has now probably reached the point of maximum perfection. WIDESPREAD interest in the better utilization of coal is indicated by the attendance of over seventeen hundred men interested in the pro- cessing and utilization of coal and its by-products, at Pittsburgh, Nov. 15 to 18. The conference was truly international in scope and of a scientific character, and must be considered a real success. There were dele- gates--official and unofficial-from America, Belgium, Canada, Czechoslovakia, France, Germany, Great Britain, Japan, Mexico, and Sweden. Several Federal and 28 State departments had representatives, also many colleges and universities, and many leading industrial and mining corporations throughout the country. A feature of the sessions was that papers were mostly read in full and attentively listened to, although in some cases they were of a technical nature. The proceedings were opened by the president of Carnegie Institute of Technology, Thomas C. Baker, who spoke of the importance of the conference and felt that without foreign cooperation it could not have been held. There was no need to apologize for the movement of Carnegie Institute of Technology in the matter. Coal is commanding attention in every part of the world; so is power; and coal will remain the chief source of power for generations to come. The coal chemist is working with the engineer, and nobody can forecast what developments there will be in fuel technology. This conference may be the turning point of fuel technology in America. The development and application of these new processes may be of great benefit to Pittsburgh.
