Recently the S-curves for 30 to 40 alloy steels have been pub1ished.l.2 These steels show individual characteristics, which make each additional S-curve of great interest. There are important differences in the mechanism of the transformation process, the type of transformation product, and the influence of alloying elements. Steels of the same general alloy composition may possess such variable characteristics with regard to the length of time of isothermal transformation that an S-curve for each heat of steel may be desirable. In the present work the isothermal transformation of a steel having the following composition and grain size was studied: 0.29 per cent carbon; 0.21 manganese; 0.026 phosphorus; 0.017 sulphur; 0.056 silicon; 1.45 chromium; 3.25 nickel; austenite grain size, 7. The progress of the isothermal transformation was followed by several different methods, including hardness measurements, dilatometer observations, and examinations of the microstructure. It was not expected that these methods would be in precise agreement.3 Accordingly, the changes in microstructure and hardness were given additional weight in determining the initial stage of transformation and the dilatometer measurements were relied on in estimating the completion of the process. The beginning of transformation was indicated by I per cent of transformation products and the end of transformation by about 99 per cent. The reproducibility of the various methods in the ranges of highest sensitivity was checked by several observations at each time and temperature. The steel used in this investigation was annealed for 24 hr, at 925°C. Macroetching revealed no serious segregation. The specimens for the metallographic and hardness investigations were 1¼ by ½ by ? in. Wires attached to the samples were used for handling. instead of tongs, to avoid chilling. The specimens were heated at 845°C. for ½ hr. and quenched into constant-temperature salt baths held at various temperatures from 205' to 650°C. The time required to transfer the specimens was found to be about 1½ sec., and nearly 5 sec. more was required for them to come to the temperature of the bath. After various lengths of time in the constant-temperature baths the specimens were quenched in water at 2I°C. The specimens were cut in half for the metallographic examination, to provide a surface free from decarburization. To determine the beginning and end of the transformation the percentage of transformation determined metallographically and by hardness was plotted against time. A planimeter was used in the metallographic determination. The hardness and metallographic determinations made at room temperature were confirmed reasonably well by dilatometer measurements taken during the process of transformation at the various temperatures. The present case history deals with the examination of an almost forgotten nickel prospect, near Winesap, Chelan County, Washington. Although the final results yielded no ore body of commercial importance, the integration of surface and underground exploration, geophysical survey and diamond drilling endow the story with interest. The program is significant because it is illustrative of how the most disappointing expenditures in mining exploration, the "not-finding" costs, could have been reduced had geophysical methods been applied at an appropriate stage in the prospecting work. The Chelan nickel deposit was discovered about 1900, on a sage-brush-covered hillside with a southerly slope, adjacent to Winesap Canyon; the paved highway now extending from Wenatchee northward, up the Columbia River and into Okanogan Valley, is only a mile away. After the deposit was found, three short prospect tunnels were driven into it, and the prospect then remained dormant for 40 years. No. x tunnel was 80 ft. long, running north into the hillside. For the first 35 ft. this adit exposed a typical, iron-stained gossan with streaks and stains of malachite, and small seams of water-soluble nickel sulphate. Beyond this, it encountered a relatively fresh peridotite, well mineralized with blebs of pentlandite. Systematic sampling yielded an average assay of 1.5 per cent nickel and 0.3 per cent copper. Down the hillside to the south and 35 ft. lower in elevation, No. 2 tunnel was driven under No. I and in the same direction, traversing 50 ft. of gneiss before it reached the peridotite. At this point the latter formation showed only scattered blebs of sulphides, not of commercial grade. To the west, on the same contour line as No. I tunnel, and 800 ft. around the hillside from it, No. 3 tunnel was driven 50 ft. into the hill to explore a strong gossan outcrop that assayed 0.5 per cent nickel (Fig. I). From the geological exposures on the hillside and in the tunnels, it appears that the main mass of the hill is formed of an ancient and altered gneiss complex. Into this, a sill-like injection of amphibolite (altered peridotite) was intruded, which, at least in some places, contains commercial quantities of nickel sulphide. Its structure is obscure, but it appears to dip into the hill at an angle of about 15°. In the vicinity of No. 3 tunnel a large dike of quartz diorite cuts the peridotite or amphibolite; about 140 ft. north of the portal of the tunnel, a dike of andesite 00 ft. wide cuts boldly up the hillside to break the continuity of the peridotite in that direction. The geological evidence available was not adequate to decide whether the peridotite forms a continuous sill, or occurs as isolated bodies in the gneiss. The. prospect of winning aluvinum from clay was recorded almost a century ago at a time when the metal was no more than a curiosity.$ As the industry developed, and it has probably developed faster than that of any other metal, the expanding need for raw materials was adequately met by the ample supplies of bauxite ore. As with the other metals older in industry, however, lower grade ores have gradually entered the raw-material field through improvements in ore dressing, insufficienoy of high-grade ore supplies, favorable geographic location, or national necessity for domestic supply. So with aluminum, or alumina, which has been established as the requisite intermediate, the time may have come when a satisfactory process, with favorable location and suitable raw materials, can hold a sound place both in metallurgy and economics. It is the purpose of this paper to describe the Ancor process and its proposed application in treatment of clay in a plant now under construction at Harleyville, South Carolina, by the Defense Plant Corporation. Development of the AncoR Process The Ancor process has developed through successive stages of laboratory investigation, pilot-plant demonstration using neph-eline syenite and pilot-plant demonstration using kaolin-type clay from South Carolina, and is now in preparation for unit trial on an operating plant basis using the latter material. The laboratory studies were carried out over a number of years in the laboratory of the American Nepheline Corporation in Rochester, N. Y., and for the same company in the ore-dressing laboratory of Beattie Gold Mines, Que. Ltd. at Dupar-quet, Quebec. Both companies are associated with Ventures Ltd., Toronto, and its associated American companies. The work was originally undertaken with a view to recovery of alumina and alkalies from nepheline syenite as an adjunct to the American Nepheline Company's established business in the glass and ceramic trades, but as a process developed the possibility of application to clay and other aluminous raw materials became apparent and the laboratory studies were broadened to include these as well. Under the more pressing impetus of wartime needs and possibilities, pilot-plant operations were undertaken at the Canadian Bureau of Mines Ore Dressing Laboratories in Ottawa, and for purposes of demonstration under joint sponsorship of the Canadian Bureau of Mines, The American Nepheline Corporation, and The Aluminium company of canada Ltd. The purpose of this paper is to present to the profession data and experience obtained over a period of 5 years in the operation of 87 shaker-conveyor units, and the production of 2,169,638 tons of run-of-mine anthracite coal. The data are not generally available and should be of interest to those concerned with the operation of anthracite and bituminous mines. To simplify comparison, a ton of 2000 lb. of raw run-of-mine coal has been used as the production unit throughout this paper. Mining Methods and Equipment The mine is in the vicinity of Wilkes-Barre, Pa., in the Buried Valley area of the Susquehanna River. Seven veins were mined, varying in thickness from 18 in. to 8 ft. The cover overlying the veins varied from 200 to 800 ft. Three-fourths of the 1200 acres of property was covered with from 100 to 200 ft. of water-bearing gravels and clays, which prevented first mining under rock cover less than 50 ft. and pillar removal under rock cover less than 100 ft. The property was opened by two shafts sunk on the mountainside to avoid the sand and gravel present in the river valley. The veins dipped an average of 5" from the shafts. In certain areas the veins were practically flat and in some places a reverse pitch as high as 5" was encountered for short distances. A daily output of 3800 tons was hoisted on a two-shifi; hoisting operation. The mining consisted of 75 per cent pillar removal, and of the total production in the later years of operation 80 per cent was loaded by shaker conveyors, chain conveyors and scraper loaders. Shaker conveyors accounted for 70 per cent of the total output; chain conveyors and scraper loaders for 10 per cent. All conveyor work was double-shifted and 25 per cent was triple-shifted. A total of 87 shaker-conveyor units were on the property, of which 75 were kept in operation at all times.

The widespread interest shown during the past year in the study of subsurface pressures warrants brief reference to its early development. Though it is impossible to set an exact date when constructive thinking on the subject first began, nevertheless, evidence is available that thought was given to the problem as far back as 16 or 1.7 years ago. There is record in one of the foreign journals of actual subsurface tests made by crude methods in one of the Rumanian fields in 1918 and 1919.' These tests were performed in conjunction with studies made on wells produced by bailing and, incidentally, the final outcome of the work led to the development of the so-called "duplex bailer" which is reputed to have trebled volumetric bailing efficiency. From this time on to 1927 a few scattered bottom-hole pressure determinations were made with makeshift instruments of one form or another, but probably not until 1927 was any great amount of concerted effort directed to the subject. At this fall meeting of the Petroleum Division four years ago was presented one of the first papers2 to appear in this country written for the express intent of advocating the value and importance of subsurface pressure determinations. It is thought to have been the first to present direct data on subsurface pressures obtained through the use of a specially designed recording instrument. As might be expected, the instrument had its limitations, but reasonably accurate results were obtained and, to say the least, it constituted a progressive step in the right direction. During the period from 1927 to 1931, many noteworthy improvements were made in the design and perfection of subsurface pressure instruments suitable to meet all conditions. Because of the magnitude of this task much credit is due the men who pioneered this work. They should feel a keen sense of satisfaction in the thought that their efforts have paved the way for the continuation of this most valuable study. Drilling activity during 1944 increased considerably in the oil fields and slightly in the shallow gas fields of western Pennsylvania. The number of deep tests (middle Devonian or deeper) completed during 1944 was the same as in 1943 and did not result in discoveries of additional reserves of natural gas or oil. Thus far no commercial oil production has been obtained from sands below the Upper Devonian in Pennsylvania. As a result of the lack of new discoveries, oil production in nearly all of the producing areas in the entire Pennsylvania grade region declined 10 to 11 per cent. Stocks of Pennsylvania Oil The Peilnsylvania grade crude-oil stocks in storage on January 1943 were 2,479,000 bbl. In January 1944 crude stocks totaled 1,846,000 bbl., and during 1944 the stocks of Pennsylvania grade crude declined to a year-ending balance of 1,617,000 bbl. Nearly all of this oil is "unavailable for use," representing pipe-line fill, tank bottoms and limited working inventories at the refineries. The storage of Pennsylvania oil has declined to a point where little or no available crude oil is currently in storage. Prices The posted price of Pennsylvania oil remained constant during 1944; however, on Rug. I, 1944, the wartime Government subsidy was instituted at a rate of 75¢ per barrel. The average price in the Bradford area, including the subsidy, was $3.31 per barrel. New Technical Developments The Pennsylvania Grade Crude Oil Association started a rather ambitious program of research in production fundamentals and technology during 1944. Several well-qualified engineers have been employed and a laboratory is to be equipped at Bradford. The group will investigate, in cooperation with the American Petroleum Institute, the possibilities of bacteria as agents in oil recovery, and undertake other studies of both a fundamental and an applied nature. In cooperation with the Pennsylvania State College, the Research Group worked out a method of measuring water-intake rates in different strata. The method involves injecting salt water down a string of tubing and fresh water down the annulus, determining the location of the interface electrically, and measuring the input rates above and below the interface. The United States Bureau of Mines, in cooperation with oil companies of the Venango district, developed a simple gas-lift tubing string, which is operating successfully in some 20 wells. This device uses the air-gas mixture produced with the oil to lift it by the usual gas-lift principles. DURING the past 5 years, five new copper-smelting plants have been built and put into operation in the State of Arizona. The monthly copper output from these plants averages from 5,000,000 to 18,000,000 lb. Previously, there never was as much activity in copper-smelting plant construction in the same length of time in all the rest of the world. Naturally, in this amount of work, some new problems were met and new features in plant design and. equipment developed. Some of these features are described in this paper. CONCENTRATE HAULING, UNLOADING AND SAMPLING SYSTEM (a) Concentrate Car The International Smelting Co. has provided at its plant at Miami specially designed cars for hauling the concentrates from the mills of the Inspiration Copper Co. and the Miami Copper Co.. The car has a bottom that is readily made tight to hold flotation concentrates and is quickly and cheaply unloaded. Figs. 1, 2 and 3 show views and details of the car. The main feature of this car is the slot in the bottom throughout its length, which is closed by means of short planks that overlap like ship-lap as shown by Fig. 1. At one end of the car an iron gate operated by a screw and hand wheel is provided, which clamps or presses the planks together, making the bottom tight. A removable tapered plug rests vertically over this gate when the loading of the concentrates at the mill commences.

The development of a geological department as an integral part of the Tennessee Coal, Iron & Railroad Co. in the Birmingham district, Alabama, in 1908 was an innovation probably unique for any mining organization south of the Ohio River. At that time a few of the oil companies were starting geological departments, but there were no geologists among the larger industrial organizations. The Tennessee Coal, Iron & Railroad Co. had been a substantial producer of pig iron for many years and was just getting a start in the manufacture of steel products from the pig iron. It had large acreages of coal land, ore land and timber land, but there was lacking the detailed knowledge of the possible mineral resources of much of its territory, and this territory at that time covered an area in the neighborhood of 500,000 acres in the states of Alabama, Tennessee and Georgia. Those responsible for the operations of the mining properties, not being familiar with the kind of help that might be expected from geologic work, were decidedly skeptical of the utility of the work. Therefore it was necessary to develop cooperation with the mining organization, by not infringing upon its functions, and by developing the work in such a manner as to demonstrate to the mining department its practical utility. In the first instance the man responsible for a mining operation is apt to assume the attitude that the geologist is a blockader, because the geologist, unfortunately, is obliged to point out difficulties in the carrying out of mining operations in the way originally planned. He points out the dangers of mining out one coal or metal seam at the ultimate expense of an upper or lower seam, and he develops structural features, such as faults and folds, which call to the attention of the mining operator difficulties in his future operations, which the latter had not anticipated. Eventually, however, the value of having these data became apparent to the Tennessee Coal, Iron and Railroad Co., and the operators not only welcomed the geological work and cooperated fully in its acquisition of essential information, but reached the point of asking assistance and advice; and complete coordination of the two activities has existed for many years.

Beds or lenses of potash and magnesium salts are found in a thick salt section (Salado) overlain by Rustler Red Beds in several members of which water is present and from one of which the rehery process water used by International is obtained. Most of the holes drilled are less than 1000 ft. deep, but some wildcat holes have exceeded 3- ft. cable or rotary tools are used to drill down to the salt. when samples of water are desired the cable rig is used, but when this is not necessary, and where caving material is present, the rotary rig has an advantage. The rotary rig has a further advantage in that only one machine is required to drill and core the entire hole, whereas the cable rig must be moved off to make way for the core drill. Casing is placed in the upper section of the hole as required to shut off water, and a 5 3/16 in. string is set in the top of the salt before coring starts. With the rotary rig drilling is often carried to the salt with no casing, as drilling mud seals off caving ground and water-bearing strata, and a string of 4-in. line pipe or 4-in. flush-joint casing is landed on top of salt. Several types of gasoline-powered core rigs have been used in the field and all recover a 2 1/2-in. core. More recently the Sullivan Model 37 rotary rig has been tried, and a Sullivan Model N has been adapted to use a rotary bit in the upper section. Core is recovered in 20 ft. sections with a double-tube core barrel, and the bit used is a bottom-discharge type set with diamonds. The drilling fluid must be a saturated brine to prevent solution and etching of the minerals present. Blowouts are apt to Occur from nitrogen gas trapped under the several polybalite beds, and some have been strong enough to blow the tools out of the hole. Core recovery is practically loo per cent. All holes are plugged after drilling, with cement through the salt section and opposite each water horizon* and mud through the remainder of the hole. Cores are carefully logged and preserved, and in sections containing potash and magnesium minerals they are quartered and analyzed. The correlation of Ore beds between drill holes is briefly described. Introduction Beds Or lenses of potash and magnesium salts are found at varying depths in a thick deposit of salt (Salado formation) in what is known as the Permian Basin, in southeast New Mexico and West Texas. The Salado formation is Composed chiefly of common salt (halite) with numerous beds of anhydrite, polyhalite, and the soluble potash minerals carnallite, sylvite and langbeinite. Many other minerals are present in small amounts but their Presence has no bearing On the coring technique. Before starting to core the salt section it is necessary to penetrate 300 to 600 ft. of unconformably overlying Permian sediments (Rustler formation) which are composed of red and gray clay, sand, anhydrite, dolomitic limestone and occasional lenses of salt. THE Pittsburgh coal seam in West Virginia contains the largest coal reserves of any coal seam in that State and is, therefore, one of the most important seams, and attains mineable thickness and purity throughout that part of the seam extending from the Northern Panhandle to Monon¬galia Co. thence south and southwest across the state to Wayne Co. near Huntington. The Pittsburgh coal is also mineable in the Upper Potomac region but is now practically exhausted there. The total mineable areas of this coal amount to 2,165 sq miles and are estimated, by the West Virginia Geological Survey, to contain 13% billion net tons. The largest body of Pittsburgh coal outcrops on the western edge of West Virginia, along the Ohio river as far south as Moundsville, West Va., going under the river at that point and extending at various depths down the river as far as Wetzel Co. line where it thins out to such an extent that it has little practical value, and on the eastern edge this large body outcrops along the Monongahela River. The territory to be covered by this paper is the area known as the Northern. West Virginia District comprising Wetzel, Monongalia, Marion, Preston, Harrison, Doddridge, Taylor, Barbour, Upshur, Lewis, Gilmer, Braxton and Calhoun Counties, and is also known as Dist. 3 under the Bituminous Coal Act. This region was originally opened for commercial mining along and adjacent to the Monongahela River around 1852 when the Baltimore and Ohio Railroad was constructed to Fairmont. It has been extensively developed, first, in 188o (when the Monongahela River Railroad, now B. & O. R. R., was constructed) between Fairmont and Clarksburg, and later, in 1916, between Morgantown and Fairmont when the Monongahela Railway was constructed and placed in operation, this area furnishing the major portion of the production over the past years. With the mining out of a great deal of this territory adjacent to the Monongahela River considerable interest has been developed in the back acreage; and within the past few years a number of diamond core drill holes have been made in the back areas of Monongalia and Marion Counties. In this back area the oil and gas well drilling showed that the Pittsburgh coal seam was of mineable thickness and ranged in depth from 350 to 1,000 ft below the surface of the stream valleys but this drilling did not furnish any definite data as to its thickness and quality. ECONOMIC IMPORTANCE The Pittsburgh seam in Northern West Virginia is of primary importance as a coal resource not only because of its large reserves but because of its contributing a very large part of the coal used in this country for general steam uses. A GREAT number of hypotheses has been advanced to explain the complex phenomena that are encountered in flotation. In the days of bulk-oil flotation, when a large quantity of oil was employed, it was observed that the oil-mineral aggregate floated above the ore-pulp because of its lesser density. With the advent of froth-flotation this phase of the theory had to be modified to take into account the presence of air bubbles. The reason why the mineral-bearing froth of today rises to the top of flotation cells is, of course, because the air-mineral aggregate, with whatever reagent may be associated with it, is lighter than the pulp. In an attempt to explain froth-flotation the fact has been emphasized that certain minerals are wetted and therefore remain in water; while others are not wetted and therefore become associated in preference with air. Such an "explanation" does not explain facts, it merely states them; for instance, it does not explain why minerals are wetted under some circumstances and not wetted under others. Going somewhat further, the wetting or nonwetting of minerals by water has been ascribed' to differences in the angles of contact between oil droplets and mineral surface at the surface of the minerals. This explanation, however, was abandoned when soluble flotation reagents came to replace the so-called "insoluble" reagents. Another theory, sponsored about 10 years ago by Ralston,2 involves the effects of electric charges at the surface of the minerals particles and air bubbles. This theory, unfortunately, was not developed as fully as it seems desirable.

GEOPHYSICAL methods are playing an ever increasing part in various engineering fields. About ten years ago, geophysical exploration was first applied in civil engineering to the study of foundations and the location of construction materials and water. Its usefulness is now being extended into the field of structural engineering. Almost every structure has to be so designed that it will withstand any force to which it may be subjected. Such forces may result from its own weight, applied loads, pressures of various kinds, including those due to wind and water, ground subsidence and vibrations. The last two, problems involving the nature and dynamic behavior of surface and subsurface formations, are within the scope of geophysical investigations. In the design of any structure, the disposition and dimensions of its members as well as their materials must be so selected that they will withstand any or all of the forces enumerated above. In other words, its "resistance" to such forces must be sufficient, allowing for a definite margin of safety. Often a static treatment of the problem leads to satis-factory results, but the static method entails serious errors when vibra-tions are involved, as in resonance with an impressed vibration the displacements of a structure or parts thereof may dangerously exceed the allowable values. The principle of "dynamic design"? is, therefore, avoiding or reducing resonance by suitable selection of the natural frequency of a structure, or by the provision of damping.

Drilling in West Texas during 1941 was more active than in any year since 1937, a total of 2325 wells having been drilled. Pre-Permian exploration was the greatest in the history of the area; 106 wells tested pre-Permian formations during the year. Wildcatting reached the peak since 1937, with 135 wildcats, of which 20 per cent were producers. The wells were drilled to a greater average depth than in any previous year. Slim-hole drilling was the common practice, using drilling equipment that is largely portable. Because of deeper drilling, more attention was paid to mud fluids, especially the use of materials to reduce water filtration. There has been slight improvement in the protection of the pay horizons while drilling by the use of reverse circulation, and drilling-in with oil as well as low water-filtration muds. The practice of setting and cementing the oil strings through the producing formation and perforating opposite the pay zones has increased in the fields producing from sands. It is doubtful whether this practice is of unusual value in dolomitic limestone fields. There have been few if any technological improvements in obtaining necessary information on the pay sections penetrated, by coring, core analyses, better sampling, and more detailed drilling time. However, more operators are beginning to realize the necessity of good samples. For a proper study of the reservoirs in West Texas, it is essential that better samples be obtained, that more core analyses be run, and that better methods of obtaining drilling time be initiated. It should be noted that increased drilling speeds and slim-hole drilling have tended to reduce coring and core recovery and have not aided in obtaining good subsurface samples. In fact, fast drilling speeds and slim-hole drilling have reduced the cost of drilling operations, but with the sacrifice of much needed subsurface information. Larger quantities of slower-reacting acid are being used per well. There has been improvement in shooting, in that a greater number of quarts per foot have been used and an attempt has been made to concentrate the shots opposite the pay zone. The use of mud logging to determine the characteristics of the pay section increased considerably over the year 1940. There has been a slight increase in obtaining reservoir information in the new fields, such as bottom-hole sampling, bottom-hole pressures, and records of gas, oil, and water withdrawals. However, there is great need for more data on these subjects, particularly accurate information regarding gas and water volumes. There are three repressuring projects and a fourth is nearly ready for operation in the Kermit field. There is one repressur-ing project in the Payton field and one in the North Ward field. So far, the gas-injection projects have not shown very impressive results. As yet, there are no water-flooding projects or water-disposal projects in West Texas. The oxidation kinetics of UCu5 in carbon dioxide have been studied over the temperature range 350° to 850°C. At any one temperature, two successive parabolic rate constants are obtained. Up to 650°C, the temperature dependence of the reaction is snzall and the first parabolic rate constant is higher than the second. At temperatures of 690°C and above, there is a very marked temperature dependence and the second rate constant is the higher. Metallo-graphic examination has shown that attack proceeds via internal oxidation. THE oxidation behavior of the U-Cu intermetallic compound, UCu5, in carbon dioxide was briefly examined during investigations aimed at selecting oxidation-resistant uranium-alloy coatings.' It was found that an extremely thick, coherent scale was formed coated at the scale-gas interface with a thin, apparently continuous layer of copper. A more detailed investigation of the oxidation of UCus has now been made. Previous published work2 has been limited to a brief examination of UCu5 in connection with the oxidation of a U-1 wt pct Cu alloy in carbon dioxide. No attempt was made to explain its behavior, but the work indicated that attack proceeded by intern oxidation, with the formation of a layer of copper on the surface of the specimen. THE year just ended was the 50th anniversary of that first flight at Kittyhawk, N. C., in 1903. In this 50-year period the aviation industry made startling developments from flight distances of 120 ft-at snail's pace-to speeds of over 1300 mph and flights that circle the globe. And 1953 also was the 50th anniversary of the Utah Copper Co., the Father of our mass production porphyry copper ventures. How do developments in the mining industry stack up with the aviation industry? The mineral industry can be as proud of developments over the past 50 years as the aviation industry. Only for the developments of the mineral industry could aviation and other allied industries advance as they have. The year 1953 made its contribution to this progress, with the normal number of process and equipment developments and an abnormally high amount of activity in new plant capacity, particularly copper. Tonnages are on the increase and operating troubles are becoming more and more problems in materials handling and control. We're approaching molecular dissemination of ores with hydro and pyro methods coming to the front to take over where flotation leaves off.

Y.-In recent years the metallurgical field of the copper industry has expanded greatly, the copper ores have become lean and diverse in character, and we are obliged to treat such ores on a very large scale. On the commercial side, the operating and consulting staffs of ,the great mining companies have been enlarged and organized, and no great capital expenditure is decided upon until it has been investigated and recommended by a highly organized force of specialists as a committee. I believe that in the scientific field and in the most valuable proceedings of our various societies the old idea of one-man point of view and one-man treatment of principle and detail together has been. splendidly developed and should continue, but for the advancement of our art we should deliberately discuss subjects among ourselves in order to do away with the idiosyncrasies of the individual and to gain a composite view representing the best thought of many men. In the development of new ideas leading to the introduction of new methods, the societies could enlarge their present great field of usefulness if such discussion be had, and in my opinion further great good could be done if a number of men of different qualifications and experience would join in preparing a joint book, each dealing with his particular problem, but consulting the other men. In this way individualism would be preserved and various processes would be described, and if properly reviewed the paper would be palpably capable of analysis, and the student would have at his command the associated efforts of a group of qualified engineers.

Today numerous ores contain valuable minerals in finely disseminated form; and although the recovery of these fine mineral particles is generally exceedingly difficult, diminishing raw material resources necessitates the recovery of such mineral values. In many systems, the efficiency of recovering fine particles is still extremely low and often fine particles must be discarded as slimes. However, in recent years, various advances have taken place in the recovery of mineral particles in the very fine size range. In this paper, the background and performance of a number of processes for fine particle processing and separation are reviewed and discussed, particularly from the point of view of how fine particle recovery might be improved.

The mineral industry, so important to industrial development, faces a major challenge in creating the most effective financial structure to provide funds essential for seeking, evaluating, developing, and extracting minerals. The acquisition of funds for mineral development and plant erection do not differ greatly from fund-raising in nonmineral ventures because risks are essentially comparable. High-risk exploration funds, however, are more difficult for the mineral industry to acquire. With the world's ever-increasing appetite for minerals, the internally generated cash of major oil and mining companies cannot be expected solely to maintain the world's mineral supply. The augmented costs, risks, and difficulties of exploration have been shared increasingly by the smaller independent operator and by private and public participation drilling programs within the petroleum industry over the past 30 years. Only recently has the mining industry awakened to the need for utilizing exploration and development funds derived from sources other than established mining and banking circles. Almost from its inception, the oil industry was forced to drill deep holes through overburden without the aid of a mineral "outcropping" which required geological, and in subsequent years, geophysical interpretation. The poorly financed, nontechnical prospector, who depended on a mineral outcrop, was not to play an important role in oil exploration as he did in mining. Because of the high cost of drilling and the demands for technical judgment to locate an exploration drill hole, corporate and sophisticated private funds generally financed oil discoveries. When external funds were subsequently required, these financially sophisticated explorers would turn to the banking community from which came numerous ingenious innovations, taking cognizance of existing tax laws. Like the oil explorer, the miner is now faced with probing below the surface, relying solely on regional geology and geophysical anomalies. The day is gone, for practical purposes, when the prospector discovers a deposit from a mineral outcrop. There is little doubt that the mining industry will now follow the course taken by the petroleum industry in acquiring external funds if it is to meet the future raw material requirements of the world. The oil industry has been able to attract bank funds more readily than the mining industry after a mineral discovery has been made because: (1) with few exceptions, an oil discovery can be placed into commercial production and will generate cash at much less expense and time than a mine; and (2) generally, costs of oil production, the value

Measuring The Economic Viability Of Resource Projects (A Western Surface Coal Project) The bankers approach to the analysis of a new "green fields" mining project is similar but different from the approach that the pining company might take. The purpose of this paper shall be to discuss the techniques that are used by mining companies and bankers as they try to measure the economic viability of mining projects. The analysis of these new projects (by both the mining companies and the banker) is based on a projected revenue stream and not on historical earnings or past perfomance because these projects are start up situations with no history to look to. The starting point in the analysis of these projections is the choice of the assumptions to be used in preparing these projections. After the assumptions have been determined and the projections are prepared then the projections are submitted to various tests in order to determine whether the project measures up to previously agreed upon minimum standards. In order to illustrate the analytical procedures used in evaluating a mineral project the writer has constructed a hypothetical case involving the development of a western surface coal mine (Property). The basic data in connection with this hypothetical new project is described in the next section of this paper. After the Description of the Project is a section which shows the type of analysis that a mining company might prepare in order to approach a bank for a loan and the final section illustrates the type of analysis that a bank might prepare in evaluating this loan request. Description Of The Project or Basic Data In Connection With Undeveloped Western Surface Coal Property An independent mining/geological Consultant's report has been completed on the Property which confirms that the Property contains 175 million tons of economically recoverable coal subdivided into the following reserve categories in accordance with U.S. Bureau of Mines and U.S. Geological Survey definitions: Measured or Proven 90,000,000 Indicated or Probable 50,000,000 Inferred or Possible 35,000,000 The owners of the reserves have chosen to drill up those reserves that are nearest to the subcrop and have not spent as much time on those portions of the Property which are on the fringes of the deposit where the overburden is thicker because the stripping ratio and hence the operating costs and capital requirements are higher down dip. The proven reserves are based on an average thickness of 80 feet, of which a mining recovery of 90% is projected. The overburden thickness varies from 0' to 280' with an average thickness of 127'. The overburden consists mainly of scoria, sandstone, gravel, shale and silty clay. 134 holes were cored (and analysis done on five foot increments) in the measured reserve on the following spacing: 100 foot centers to define the burn line; 1,320 foot centers to define the early mining areas; 2,640 foot centers to identify the later mining areas.

We are living at a period of the world's history in which social phenomena are on so vast a scale, are of so profoundly soul-searching a nature, and are occurring in such rapid succession in the great world drama in which we are both actors and spectators, that, in our efforts to obtain a rational point of view in relation to them, our minds may fail to discern the simple in the complex and our understanding is liable to become confused or even overwhelmed. To the social student whose: scientific training has convinced him of the truth of the evolutionary law, Natura non facit salium, it is neither the vast scale of the events, their deeply soul-stirring nature, nor their rapid succession that matters so much, as the discovery of the underlying principle or law in accordance with which the disintegration and reintegration, which are the two aspects of social evolution, or indeed of evolution everywhere, are occurring. He is most deeply concerned in seeking an answer to the question: Have we in the present great and perplexing upheavals in human society, whether regarded in Central Europe, in Russia, in Great Britain, or in America, a really new cause at work, or, have we, though on a very large scale, merely new manifestations of the working out of an old principle? When we think of the appalling struggle in Europe, into which the world's greatest exemplar of democracy was finally drawn, no one has any hesitation in admitting that the great conflict was fundamentally a life-and-death struggle for self-preservation and self-propagation on the part of autocracy. The variations we meet with in the statement of the cause of the war arise mainly from differing distances of perspective; but in the last analysis all agree that the autocratic system of political gov ernment, which found its very soul and center in Prussian despotism, was consciously arrayed in a final "world-power-or-downf all" struggle against a love of freedom which was steadily widening and deepening throughout the world, and particularly throughout those parts of the world where this love of freedom and justice hasfound expressionin democratic institutions.
