"IT IS INDEED A PRIVILEGE to address a group representing a sector of the Canadian economy so important as is the mining sector. Important, not only today, but certainly of great importance for the future development of Canada, for employment, for our trade balance and indeed, when one looks at what we are calling increasingly an industrial strategy, for the future. Surely mining will have a very significant role to play in fulfilling that. It's of special interest to me, as the Minister of Labour - and I ought to confess at the very beginning that I am just two months into this function - of special interest for me to know that you are giving such attention to labour-management relations. I think it is timely that, from my point of view at least, you do this, because for the first time in twenty four years major revisions of the Canada Labour Code as it relates to industrial relations and disputes settlements are currently in the House of Commons going through their second reading, after an easier introduction and some changes which I would be very pleased to describe later this morning. It is very timely too, I think, that we should be looking at this area because public interest is certainly at a high level. It is not only at a high level but it expresses a good deal of irritation with the current status and procedures and results in collective bargaining and there is some urgent search for more sophisticated or modified procedures for settling differences in labour-management relations. The public wants different kinds of results. I think that is apparent to all of us. They want results in terms of justice and equity on both sides. And it means that a Minister of Labour and certainly governments who often are representing, or are the third party in discussions, have a very important and complex role to play in attempting to create a balance as these two parties come to contracts and come to agreements."

Demand for both gem and industrial diamonds is very strong. Synthetic production supplies industrial uses, but synthetic gems remain inferior and expensive, so the large gem market is supplied by mining. Several major mines have been depleted, and the market is receptive to new sources of high quality gems. Canada's Precambrian terrane, extending across the Canadian Shield and under the Phanerozoic cover of the Plains and Hudson Bay, has excellent potential for diamonds, but exploration conditions are difficult due to recent glaciation. Early world exploration relying on recognition of diamond in alluvial sediments was adequate to launch pre-1900 production from India, Brazil, and Africa. Exploration success in Canada, as was the case in Russia and other more recently discovered sources, however, had to await large investments in effort supported by advanced science and technology. Canadian exploration in many ways is similar to that in other regions, relying on analysis of tectonics, indicator minerals, geophysical surveys, and multiple stages of drilling and sampling. Very different from other regions, however, is Canada's surficial environment, in which recent glaciation has caused fresh indicator minerals to be transported hundreds of km. Exploration accelerated in Canada after 1960, first in Ontario and the Arctic Islands, then in Saskatchewan in 1988, and most importantly after the Chuck Fipke - Stew Blusson discovery at Lac de Gras, Northwest Territories, in 1991 that led to the billion-dollar BHP - Dia Met Ekati Mine that opened in 1998. In 2003, production from Ekati is expected to be supplemented by that from the similar and nearby Diavik Mine of Rio Tinto and Aber, currently under construction. These mines will bring Canadian output to over 10% of world supply, and will position Canada with Botswana and Russia as world leaders in production of high quality gem diamonds. There could be other mines as well, as sites across the Arctic and in the south from Alberta to Québec are being explored by an array of companies, including De Beers, other majors, and several juniors.

The present work describes a study of the separation of terbium and dysprosium from heavy RE concentrate through a solvent extraction circuit in a counter-current system. As the efficiency of the REE extraction by acid extractants rises with the increase of the atomic number of the element, the aim of this work is to extract the elements with higher atomic number maintaining Tb and Dy in the aqueous phase. Thus, terbium was separated first with subsequent separation of dysprosium. The experiments were carried out by using IONQUEST®801 as the extractant and a REE-hydrochloric liquor as feed solution. The optimum operational circuit in terbium separation was comprised of 37 stages: extraction, scrubbing, stripping, and solvent washing. For the dysprosium separation 39 stages were required. Terbium separation over 92% with over 95% purity and a Dy separation over 97% with over 95% purity were obtained.

The Tamano smelter and refinery has expanded its production from 228kt/y to 260kt/y since 2006. It was not a big jump, but efficient and economical improvements were executed. These were not only de-bottlenecking and modernization of the smelting plant, including the acid plant, but also additional processes were commissioned, e.g. slag cleaning furnace and steam dryer. On the other hand, a conversion to permanent cathode process in the #2 tank house made the biggest impact on production efficiency for the refinery plant. In order to overcome the drastic change of copper business, although each scale is not so big, continuous improvements are very important to survive. This paper mainly describes the recent improvements of the smelting plant.

THE ore as hoisted is very wet, and difficulty was experienced i~ screening it to remove the fines before going to the secondary crusher. In fact, the fines had a tendency to form balls and roll down the screen, and only a small percentage was removed. Their inclusion with the other ore going to the Symons secondary crusher caused excessive spring action and pounding between the adjustment ring and main frame, resulting in abnormal wear between the two. To overcome this, it was decided to wash the fines through the primary screen, and use an Akins classifier to de-water the screenings, pumping the overflow from the classifier up to the mill and discharging the oversize onto the mill-feed belt.

Most of the gold in the Late Archean Witwatersrand Basin is of detrital origin but, in its present form, it is metamorphosed. The only relict detrital features preserved are the morphological characteristics of some placer gold particles. Regional burial metamorphism in the shallower and deeper levels of the Witwatersrand Supergroup reached temperatures around 300°C and 350°C at pressures between 2 kbar and 3 kbar, respectively, estimated from phase relations, chlorite-chloritoid exchange thermometry and chlorite thermometry. Metamorphism of the gold involved compositional homogenization of individual gold particles and partial recrystallization. Various infJ.1tration events caused the partial mobilization of the gold at slightly lower temperatures, between 240°C and 300°C. These infiltrations can be related to crustal extension during the deposition of massive carbonate sequences of the Transvaal Supergroup (around 2.5 Ga), and later to the emplacement of the Bushveld Complex, and to the Vredefort event around 2.0 Ga ago. The mobility of the gold was dependent on the sulfur fugacity prevailing in a particular horizon which, in tum, was determined by the amount of pyrite (and other sulfides) present in that horizon. With the sulfur fugacity being controlled by stratigraphy, low fluid rock ratios in a pyrite-rich horizon were most conducive for the mobilization of the gold. Thus, long-range gold mobilization in the Witwatersrand Basin can be expected to be the exception rather than the rule.

Denison Mines Corp. (“Denison”) has a 90% interest in the Wheeler River Uranium Project (“Wheeler River”) located along the eastern edge of the Athabasca Basin in northern Saskatchewan between the Key Lake mill and the McArthur River uranium mine. The project is host to the high-grade Phoenix and Gryphon uranium deposits, discovered by Denison in 2008 and 2014 respectively, which include combined Indicated Mineral Resources of 132.1 million pounds U3O8 (1,809,000 tonnes at an average grade of 3.3% U3O8). The Pre-Feasibility Study (“PFS”), completed in accordance with NI 43-101 in September 2018, is highlighted by the selection of the In-Situ Recovery (“ISR”) mining method for the development of the Phoenix deposit, with an estimated average operating cost of $4.33 (US$3.33) per pound U3O8. Phoenix is the highest-grade undeveloped uranium deposit known globally, including Indicated Mineral Resources of 166,000 tonnes at 19.1% U3O8 for 70.2 million pounds U3O8. The paper aims to provide a summary of Wheeler River and an overview of the proposed development of the Phoenix and Gryphon deposits according to the PFS completed for the Project. Further details regarding the PFS, including additional scientific and technical information are described in greater detail in the NI 43-101 Technical Report titled "Pre-Feasibility Study for the Wheeler River Uranium Project, Saskatchewan, Canada" dated October 30, 2018 with an effective date of September 24, 2018. "Extraction of Gold in Ketone from a suitably prepared sample of sulphide or siliceous ore or concentrate permits a rapid and accurate determination by Atomic Absorption. Mill test products and exploration development samples are acid-treated to effect complete dissolution of silver, copper, zinc, lead, molybdenum and iron present. Interferences in the determination of molybdenum are described. Results by Atomic Absorption are comparable to those afforded by other acceptable methods.INTRODUCTIONDuring recent years much has been written and discussed concerning Atomic Absorption Spectrometry as a technique for determining the concentration of metallic elements. We would, however, recommend a perusal of the paper presented by J. C. Ingles at the annual meeting of Canadian Gold Metallurgists held in Ottawa, January, 1966. The paper was published in the August, 1966, issue of the Canadian Mining Journal, and contains general information on Atomic Absorption.The purpose of our paper is to present certain specific method procedures for the determination of several precious and base metals normally present in Mine, Mill and Smelter products. Of necessity, analytical results should be as accurate as the most suitable available method permits, whether for metallurgical balance, settlement purpose, ore beneficiation programs, or exploration property development. The success of such programs is relative to the accuracy, speed and economics of the analysis. It is obvious, therefore, that in presenting our paper we consider the technique has achieved the desired evaluation."

It is of importance, in prospecting, to distinguish ores of magmatic origin from those derived by the meta-morphism and granitization of source rocks and from those accumulated in certain sedimentary facies. The magmatic ores, which are characterized by their occurrence along fault structures, may be associated with volcanic (including explosive) phenomena. Heat effects are local. The magmatic sequence is well de-fined: kimberlite, with diamond pipes; ijolite, with carbonatites; peridotite, with nickel deposits; norite, with nickel-copper deposits; and diabase-gabbro, with copper-zinc deposits. These deposits are characteristic of Precambrian shields, where a thick sialic crust may rest on basic to ultrabasic magma. The sequence is resumed in the Paleozoic terrains (in a broad sense), with monzonite porphyries and associated copper, copper-gold, and cop-per-lead-zinc deposits.

In this context, direct smelting methods have again come into prominence. Consequently, the Kivcet Lead Smelting Process, which belongs to this group, has attracted the attention of the lead producers of the world. The Kivcet Process offers the advantage that lead and zinc can be simultaneously recovered in a single furnace unit. KHD Humboldt Wedag A G, Koln, Federal Republic of Germany, has signed a contract with the Sociedad Complejo Metalurgico de Karachipampa of Bolivia for the delivery of a turn-key Kivcet plant, which is expected to be the first plant of its kind in commercial operation. This paper describes the design and expected operating data of the plant."

The objective of the Canadian International Development Agency program is to facilitate the efforts of the people of developing countries to achieve self-sustainable economic and social development in accordance with their needs and environment. The British Columbia Ministry of Energy and Mines (BCMEM) is the executing agency for the four-year Peru Minerals and Metals Public Sector Assistance Project which began in December 1998. The primary beneficiary is the Ministerio de Energía y Minas del Peru (PMEM). The project is designed to address mine health & safety, environmental management and mineral resource information. Project activities currently underway include joint development of: an inspection system, a mine rescue system, an enhanced and e-Commerce capable mineral information website, environmental guidelines for industry and standardized ministry evaluation criteria for environmental impact assessments and closure plans. In addition, reports on management options for mineral concentrate transportation, storage and handling, and on mine reclamation security policy have been delivered at workshops.

"A dynamic ventilation-modeling package, VREX, was used to simulate the mine activities through tracking the equipment movements in underground workings and determine the airflow demand for a new production scenario in a ventilation-on-demand (VOD) system. It incorporates the mine development data from a discrete event simulation and balances the ventilation network using the CANVENT ventilation solver. A case study was performed to demonstrate the capabilities of the software, evaluate the performance of the network and determine the potential energy savings for implementing VOD in a deep mine operation.INTRODUCTIONThe ventilation cost of an underground mine can be significant—up to 50% of the mine’s energy consumption could be used to run fans and provide heat/refrigeration to meet the specified production environment for workers and equipment. The VOD system has proven to be more efficient in operating the fans and supplying the amount of air corresponding to the mine activities taking place in underground workings (Hardcastle, Kocsis, & O’Connor, 2006). In order to properly solve and evaluate the VOD system, a dynamic ventilation modeling software VREX—the ventilation rules engine has been developed to simulate the mine activities and determine the airflow demand for each production scenario within an operation period (Dasys & Cameron, 2011).VREX is a decision support tool, backed by the CANVENT mine ventilation solver (Li, Kocsis, & Hardcastle, 2009), for determining the outcomes of network configuration changes over time. The software incorporates the mine development data with ventilation modeling through the discrete event simulation (DES) performed by SimMineTM. As it simulates the air requirements for different vehicles and activities, VREX can evaluate both the performance of the ventilation system and the potential economic benefits of making operational or technological changes (Pritchard, 2010). For example, the model can be used to assess the economic and environmental impacts arising from modifying regulations to support the use of electric or lower emission vehicles. The combination of DES and ventilation modeling provides a new technology to generate the production scenarios according to mine schedules and activities and to determine the potential benefits for various levels of ventilation control, such as time interval and work shift change."

The Diavik Diamond Mine is located in one of the most remote and forbidding places in the world, 220 kilometres south of the Arctic Circle and on the bed of a vast northern lake, Lac de Gras. A single road, built out of ice and crossing frozen lakes, connects the mine with other operations and Yellowknife, the capital of the Canada's Northwest Territories. Diamonds were first discovered in the Lac de Gras region in the early 1990s, and construction of the Diavik Diamond Mine was completed in 2003. Diavik currently mines three kimberlite pipes. Open pit mining has now concluded and all three pipes are mined using underground mining methods. In early 2010, Diavik began mining and processing initial ore from its new underground mine; underground mining operations are expected to continue beyond 2020. The initial mine ventilation system was an exhausting (pull) system with fresh air supplied by a fresh air raise and a main ramp. Return air was exhausted via two raises and a secondary ramp. The system had a total flow capacity approximating 401-411 m3/s. With planned increased production and with changes in mining method, it has been proposed to change the mine ventilation system to a positive (forcing) ventilation system in order to meet projected increases in flow requirements of 566-708 m3/s. Extensive engineering work was developed in order to successfully achieve the changes in system configuration. In the proposed configuration, the main ramp is in an exhaust configuration and exhaust raises are converted to fresh air raise. A number of system implementation options were investigated and phased plans for system execution have been developed. The proposed changes to the ventilation system are substantial and involve extensive construction work. Work was commenced in 2011, each planned phase has been successfully completed to date, and system changes continue today in order to achieve complete system flow reversal and increased flow distribution. This paper details the design of the modified ventilation system and commissioning work which will allow the mine to meet its future production targets.

In contrast, most diamonds are valued in the overall market context only 10 times a year in ""sights"" and the marketing of diamonds is dominated by a small number of organizations. Diamond valuation is more akin to industrial minerals valuation in that process recovery is important at the ""assay stage"", the impact on price of new goods arriving on the market must be evaluated, and product quality must be acceptable to potential buyers."

The carbonation reaction of steelmaking slag has been known for many years. However, the size of blocks manufactured from this by-product material has been limited due to the difficulty of achieving a uniform reaction throughout the block. Using newly developed conditions, large porous slag blocks (1.0 x 1.0 x 0.5 m) were produced by car¬bonation of steelmaking slag with the optimum amount of water and supplying CO2 deep into slag powder compacted in molds. The development of these blocks has great poten-tial to solve the problem of slag utilization, for example, by recycling slag in large car¬bonated blocks for artificial fish reefs and seaweed cultivation beds. This paper de¬scribes the carbonation reaction, the new process for producing large slag blocks, and the utilization of blocks in past and recent years.

The object of this paper is to show the relations of the East Coulee coal area to the near-by Willow Creek, Wayne, Rosedale, and Drumheller areas, all being parts of the Drumheller field. The word ?area? is here used in a more local sense than that employed by Dr. J. A. Allan, whose. 'area' is rather comparable with the 'mining division' in British Columbia. I have drawn freely from the published information, particularly from Dr. Allan's report on the "Geology of Drumheller Coat Field, Alberta", and from Dr. E. Stansfield's paper on " A Chemical Survey of Alberta Coals", to whom thanks are due. The Drumheller field is served by branch lines of the two principal Canadian railways. The C.N.R. traverses the district by its Goose Lake line from Calgary to Saskatoon; and the C.P.R. by a line from Calgary to Acme and then southeasterly to Drumheller, where it effects a junction with the C.N.R., over which the C.P.R. has running rights as far as Rosedale. From Rosedale, a joint line built during the summer of 1928 extends about forty miles down the Red Deer river to the mouth of Bull Pond creek. From that point the C.P .R. turns more southerly to connect with the Bassano-Empress line. The C.N.R., it is expected, will eventually proceed eastward to connect with a transcontinental line. The joint line from Rosedale down the Red Deer river opened up the Willow Creek and East Coulee areas.

"Roast-reduction smelting (RRS) of nickel concentrate, combined with flash smelting of copper concentrate, was one of the process options that Inco considered as a means of meeting its 1994 sulphur dioxide abatement target at its Copper Cliff operations. RRS involves deep roasting the nickel concentrate in fluid bed roasters. The roaster off-gas is treated in a sulphuric acid plant, and the low sulphur calcine is reduction smelted with coke in an electric furnace to yield a sulphur-deficient matte. The latter material is converted to Bessemer matte in Peirce-Smith converters, with minimal evolution of sulphur dioxide, and the converter slag is reverted to the electric furnace. Excellent nickel and cobalt recoveries (Ire obtained. This paper discusses the development of RRS, including extensive commercial scale testing at Inco's Thompson Smelter, and its key operating parameters. IntroductionReduction of sulphur dioxide emissions has been a long-standing endeavour at Inco. At the company's Ontario Division, as shown in Figure 1, sulphur dioxide emissions were reduced from about 2 million to 685 000 tonnes per year over the period 1970-1985. Most of this impressive improvement was the result of a sustained research effort which led to increased rejection of pyrrhotite from the ore during milling while maintaining an acceptable nickel recovery. Between 1970 and 1985, the combined grade of the separate nickel and copper concentrates feeding the Copper Cliff Smelter increased from about 10070 to about 'lIJ0J0 Cu +Ni and the combined S/(CU +Ni) ratio decreased from about 2.8 to 1.65."

"The above committee sent out a questionnaire to the gold mines for the purpose of learning what units and methods are currently in use in the mines as the first step in an attempt to agree on standard units to be used in any papers or reports that may be given to other mines or presented at meetings. The next step is to try to arrive at acceptable standard units for reporting and methods of making tests. It was suggested by Mr. J. Jardine of Eldorado Mining and Refining that the use of the metric system should be seriously considered. It was also brought out that there was no intention of having any mine change their methods to the standard for internal reporting as this would involve too much change. However for external reporting there shouldn't be too much difficulty in converting to the accepted standard units.On the following pages are the reports of those mines that replied to the questionnaire.MALARTIC GOLD FIELDS LIMITEDP.A. "The Icon Sullivan Joint Venture ore deposit was discovered in June, 1965 by Messrs. Paul Benard, Bob Galipeau and Mac Watson working under the direction of Mr. Andrew J. Troop, as employees of the Icon syndicate. The deposit is located on the Waconichici River as the south end of Baie du Poste of Lake Mistassini, approximately 45 miles north of Chibougamau. Property acquisition and Winkie drilling was followed by a diamond drilling program to evaluate the deposit. Stripping of the open pit area connnenced in the late fall of 1966 and the first test sample of ore was shipped to Chibougamau in December of that year.Regular ore shipments to the mill of Merrill Island Mining Corporation Limited for concentration commenced May 25, 1967. Production to December 31, 1970 amounts to 42,960,000 pounds of pay copper.The ore is chalcopyrite in white quartz dolomite, and it contains a very small amount of precious metals. The quartz dolomite assumes a flat to gently dipping attitude and is associated with a graphitic argillite contact zone on both hanging and footwall sides, in dolomitic limestone rocks. There is practically no other sulphide present in the ore.During the summer of 1969 a series of pre-concentration tests were completed and a Wemco heavy media sink float plant was installed in late 1969 and early 1970. This pre-concentrator eliminates at least one third of the ore mined in the form of barren quartz dolomite prior to ore shipment by truck to the concentrator in Chibougamau."
