Municipal solid waste (MSW) contains about 8 pct ferrous metallics which are typically recovered by magnetic separators at municipal resource recovery facilities. At present, only about 182,500 ton/yr of MSW magnetics are being processed for remelting out of the -11 MMton/yr discarded. The Sn in MSW magnetics makes this material difficult to recycle to the steel industry. An electrolytic method using stannous fluoborate-fluoboric acid for removing Sn was evaluated. Optimum concentrations of Sn in the electrolyte and the effects of impurities such as Al, Cu, Fe, and Pb on Sn recovery from the electrolyte were evaluated. Operating parameters were 60 to 65 g/L fluoboric acid and 20 to 30 g/L Sn using stainless steel electrodes at a current density of 60 A/ft2. Tests were run with postconsumer scrap4 and MSW magnetics. Good results were obtained with MSW magnetics, after pretreatment by reshredding, magnetic separation, and air classification. The final Sn content of the MSW magnetics scrap was reduced from 0.18 to 0.017 wt pct. Heat and solvent treatments of MSW magnetics to remove coatings did not significantly improve Sn removal beyond that obtained with material that had only been mechanically pretreated.

This information circular is a revision of I.C. 7238, Danger from Carbon Monoxide in the Home, by L. B. Berger and H. H. Schrenk, issued in April 1943. Each winter brings its toll of deaths and serious accidents from the deadly gas, carbon monoxide. Newspapers carry warnings to the public of the, dangers of this gas, and frequent news items report the finding of persons dead at unconscious from the effects of carbon monoxide, yet these accidents continue. Either these warnings are not read, or they are unheeded by people who feel that, "It can't happen to me." It can happen to you carbon monoxide is no respecter of persons.

Use of two-way radio communication at the Santa Rita open pit of the Kennecott Copper Corp. has furnished a satisfactory answer to the problem of communications for an operation covering an extended area. Coordination of operations has resulted, with little loss of time in making changes during the shift. Repairs are facilitated, and safety of operations is increased through better control of blasting and hazardous conditions. INTRODUCTION Expansion of mining operations brings increasing needs of improved communications to coordinate the mechanized operations that contribute to the efficiency of present-day open-pit methods. Equipment found satisfactory when first installed becomes inadequate as distances and demands increase. It is the, purpose of this paper to record the progress being made by one mine in meeting this problem.

The Bureau of Mines developed equipment to measure the sonic velocity of pulses transmitted through rock samples varying in size from laboratory specimens to mine pillars in place. Pulses are produced by electronically excited piezoelectric ceramic transducers. Special equipment components were developed by Bureau facilities; other components are commercially available. The technique permits a nondestructive, repetitive, stable, shaped pulse to be used in place of explosive caps or hammer blows. Longitudinal wave travel time measurements were taken on an oscilloscope screen; transverse wave measurements were taken under special field conditions. Results were consistently repeatable within the accuracy of the oscilloscopes utilized.

This paper is one of a series published by the Bureau of Mines on the mineral resources of the Nation. It describes briefly the occurrence of sodium sulfate in Salt Lake and Tooele Counties, Utah, presents data on sampling, and describes ex-traction and refining raw material and a mining research project that has been conducted on the deposits. Studies showing the effect of mixing hot exhaust gases with tie intake air of a four-stroke-cycle Diesel engine are described. The results indicate a marked increase in carbon monoxide in tip exhaust gases, a decrease in oxides of nitrogen, and no significant effect on aldehydes. The increase in carbon monoxide was greater at higher fuel-air ratios and was caused partly by the increase in fuel-air ratio end partly by the decrease in oxygen concentration resulting when exhaust has was added. The application of these results to the use of Diesel engines underground is considered.

Natural brines are potential domestic resources of minerals. The brines of Searles Lake, CA, for example, contain an estimated one-fourth of our current reserve of tungsten. A key to Bureau of Mines research to recover this critical mineral is the ability to quantitatively measure concentrations of particular constituents in the large number of brine samples and process solutions produced under a multiplicity of test conditions. This paper describes procedures used to determine arsenic, boron, phosphorus, silicon, and tungsten in these solutions by simultaneous inductively coupled plasma spectrometry. A variable in-ternal standard method was used to compensate for tungsten interference on the other analytes in tungsten concentrates, and matching standards were used to determine tungsten in raw brine. Other solutions were analyzed using normal techniques. Analytes were determined down to 1 mg/L with an average precision of 2.5 pet relative standard deviation. Accuracy, estimated using synthetic solutions and by comparison with values obtained by other methods, averaged about 2.5 pet. The methods were rapid, required little sample preparation, and provided the needed sensitivity.

"It is well known that prevalence and severity of coal worker's pneumoconiosis (CWP) differ markedly in different regions and mines despite comparable exposures. These variations in the pathogenicity of different coal mine dusts can only partially be explained by the mineral composition of the coal mine dust and the rank of coal. Laboratory studies also do not correlate with the human experience. One major difference between human exposure and laboratory studies is that the coal miner breathes dust from freshly broken coal, while the animals or cells are exposed to stale dust. In an effort to find biochemical clues for resolving this apparent paradox, we have carried experiments to detect differences in chemical reactivities of fresh versus stale coal dust from several U.S. coal mines. Electron spin resonance (ESR) was used as a technique for the direct detection of the concentration and reactivity of free radicals. ESR measurements of freshly ground coal dusts of different ranks and composition showed significant differences in the amount and reactivities of the organic free radicals produced. The half-lives and reactivity patterns of these newly formed species of free radicals seem to correlate with the expected toxicity and pathogenicity of the dust, thereby, providing new clues to the biochemical mechanisms and pathogenesis of CWP. Similar detection of free radicals in freshly crushed quartz suggest that free radicals might play a significant role in the pathogenicity of quartz in causing fibrosis and eventually silicosis.IntroductionThe pathogenesis of coal workers' pneumoconiosis (CWP) has been an important topic of concern for decades, but the mechanism of CWP is still not understood. This is one of a. series of papers being prepared for and published by the United States Bureau of Mines, describing raining and milling methods at crushed-stone plants throughout the United States. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total production costs. It is recognized that publication of total production costs might in man; instances cause embarrassment to individual producers as well as to the industry as a whole. However, operating costs are essential to technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that the scope of the cost tabulations shall not be misunderstood. This paper deals with the quarrying and crushing methods used at the Avon Mountain trap-rock quarry of the Atlas Sand, Gravel & Stone Co., in West Hartford, Conn.

Slip and fall accidents are a major cause of lost-time injuries associated with large mobile equipment in surface mines. An evaluation of the safety hazards associated with getting on and off large surface mining vehicles showed that most of the accidents occur at the point where personnel attempt to mount or dismount the machine at ground level. The major hazardous design conditions were identified as excessively flexible supports for lower steps or rungs, inappropriate ground-level-to-first-step distances, poor step designs, access designs that use vehicle components as steps or walkways, and inadequate hand- rail and guardrail designs, Additional hazards are introduced by the lack of proper maintenance of ladder hardware and the work practices of operators in carrying articles while mounting and dismounting the vehicle. This Bureau of Mines report describes the design and in-mine testing of improved access system for large mobile mining equipment.

The fibrogenic effects of silica in experimental animals and humans has been extensively studied (I 7, 20). However, the pathogenesis and molecular mechanisms underlying lung injury and fibrosis resulting from silica exposure remain to be elucidated. It is well-documented that silica can stimulate monocyte-macrophage lineage cells to produce cytokines and growth factors, including interleukin-I (IL- I) (20), tumor necrosis factor-ex (TNF-cx) (I 7), insulin-like growth factor-I (IGF-1) (4), and transforming growth factor-P (TGF-P) (24). Consequently, it has been suggested that the fibrogenic effect of silica may be mediated by cytokines in the fater stages of silicosis. During the early phase of interaction between silica and the pulmonary alveolar macrophage, several direct and indirect lines of evidence suggest that reactive oxygen intermediates (ROI) may play a pivotal role in silica- induced tissue damage (2I, 22). One of the most important components of and contributors to ROI is nitric oxide (NO) produced from L-arginine and molecular oxygen under the catalytic influence of NO synthase (NOS) (I 9). At present, at least three NOS genes have been cloned: a constitutive neuron NOS, a constitutive endothelial cell NOS and an inducible NOS (iNOS) (16). A number of factors have been shown to differentially induce iNOS gene expression in different cell lines including bacterial cell products and foreign antigens. During inflammation, NO is a double-edged sword in terms of the host immune defense mechanisms and the physiologic response to an inflammatory insult. The macrophage is one of the major cellular sources of NO. During the early phase of acute inflammation, NO produced from the macrophage appears to facilitate the clearance of pathogens and promotes a local relaxation effect on the microcirculation of vascular smooth muscle. When the production of NO is left unattenuated, especially under oxidative stress, direct cytotoxic effects of NO can emerge through the formation of peroxynitrite as a result of a reaction between NO and superoxide (2).

To make a thorough survey of a coal mine in order to eliminate hazards, the competent safety engineer must be familiar with mere than one branch of engineering. It is essential that he know the properties of mine gases and the methods of detecting them, as well as hew to prevent dangerous as accumulations. It is also essential that he understand the action of overlying strata when the coal is removed, and the proper methods of protection by timbering or other suitable means of support. He must know the value of protective clothing in reducing injuries and mast be informed as to the correct handling and use of explosives to avoid premature blasts, misfires, and ether failures in blasting practice. He must understand hew to operate locomotives and cutting, loading, and various other types of machines to be able to recommend effective safeguards for protecting the men who use them in addition to being informed as 'to these and many ether activities connected with the mining of coal, he must net overlook electrical engineering if he wishes to combat the fire, shook, and ignition hazards attendant upon the use of electrical machinery and circuits in and around the mine intelligently. There are many points relating to safely in the selection, maintenance, and use of electrical circuits and equipment that are perfectly obvious to the electrical engineer but perhaps are not se evident to those not trained in this particular branch of engineering. Engineers of the U.S. Bureau of Mines who have made a special laboratory study of electricity as related to safety in minus haw e also made inspections of electrical installations at a large number of bituminous mines. These inspections have revealed practices and conditions that not only do not contribute to safety but that add nothing to efficiency and economy in the operation of the mine.

"The risk of developing silicosis in underground coal miners, tunnel workers and some foundry workers is well-known. These persons generally develop the classic form of the disease over a prolonged period of time. Workers involved in abrasive blasting of bridges and those polishing tombstones have been reported to develop an acute form of silicosis within a few years of commencing exposure. Not well-appreciated is the potential for development of acute silicosis among drillers at surface coal mines. We report the case of a 33-year--old man who worked primarily at surf ace drilling, developed acute silicosis within three years of beginning exposure, and who initially responded dramatically to corticosteroid therapy. CASE REPORTThe patient is a 33-year-old white man who worked as a rock driller at a quarry and also at surface coal mines in western Pennsylvania since 1975. Prior to 1983, much of his work was done with a wet process in which water was applied to reduce dust generation. After 1983 he worked primarily as a driller at a surface coal mine using a dry process. He never wore a respirator. He described the dust as being so dense that he ""couldn't see anything.- In August 1986, he presented to his local physician with a complaint of pleuritic chest pain and shortness of breath. A chest x-ray film was obtained showing only a few p and q opacities. He continued working and these symptoms subsided, but the patient noted the onset of progressive weight loss. By May 1987, he had lost approximately 50 lb. In addition, he suffered profound malaise, dyspnea, migratory chest pain and arthralgia, fevers and drenching night sweats.A course of erythromycin therapy given in the hospital resulted in only fleeting improvement. Studies for Legionella and Mycoplasma infections were negative, as was a tuberculin skin test. The patient was transferred to Allegheny General Hospital in Pittsburgh on June 4, 1987.There was no history of serious medical illness, including tuber¬culosis. The patient admitted to smoking between I and 1 1/2 packages of cigarettes daily for 2 1/2 years prior to May 1987 when he stopped smoking. He denied intravenous drug abuse, homosexual activity or receiving transfusions of blood or blood products.On physical examination the patient was a thin, febrile white man who appeared chronically ill. Bilateral axillary and cervical lymphadenopathy was present. Chest examination showed restricted expansion and bilateral crackles. Examination of the heart and abdomen disclosed no abnormalities."

This report is a compilation of all information obtained in accordance with the requirements of contracts SO122076 and H0232056. A series of eight coal mines were visited to determine their communications usage and requirements. Presently available equipment was surveyed and evaluated to determine its applicability to the needs of the mines. Noncaking 0- by 2 -inch subbituminous coal from New Mexico was gasified with air and steam at 205 prig using a stirred-bed producer to determine coal losses by entrainment in the gas for this low-sulfur, high-ash coal which contained 20 percent particles smaller than 1/16-inch sieve size. The use of fine-sized coal has particular importance because most production from mechanized mines is smaller than 2-inch size. This initial attempt showed technical feasibility for gasifying New Mexico subbituminous coal containing small-sized particles in fixed-bed producers without excessive coal loss by entrainment. Dust loss averaged about 2 percent of moisture-free coal, most of which was recovered from the gas. Ash clinkering was controlled by adding 1,010 lb/hr steam to reduce tempera¬tures in the combustion zone. Yield of low-Btu fuel gas, 150 Btu per scf, dry, amounted to 69,800 scfh from 1,490 lb/hr coal (as received) and 3,450 lb/hr air (dry).

Adequate and cost effective erosion control is an important component in most plans for reclamation of surface mined land. Despite the fact that much is known about erosion of agricultural lands, insufficient conclusive knowledge is available about erosion of reclaimed surface mined land. Our study was conducted to characterize the erodibility of reclaimed surface mine land relative to unmined cropped land, and to evaluate the accuracy of the universal soil loss equation (USLE) in estimating erosion from reclaimed soils. A rainfall simulator was used to measure runoff and erosion rates from plots at three Indiana surface mines. The relation of erosion of the reclaimed soils was not completely constant with that from the cropped soils. Significant differences in erodibility were observed between reclaimed and nonreclaimed top soils, as well as reclaimed topsoils and reclaimed subsoils.
