The oft-repeated expression that the taproot of safety lies in the attitude of the management toward accident-prevention work is indisputable and has become almost an axiom. Trite and somewhat timeworn though the statement may be, it is nevertheless true that the supervisory force must earnestly support a policy of safety and maintain at all times a con¬ siderate regard for the welfare of the employee if that high degree of cooperation of the employee, so vital to the successful prosecution of any safety program, is to be expected. The responsibility for preventing accidents rests upon the management, and in the case of the Spring Canyon Coal Co. such responsibility is recognized and accepted with little or no reservation. This company, aside from the humanitarian aspects involved, believes that safety is good business and not a matter to be treated passively or in a perfunctory manner. The problems with respect to safety that have been met and wholly or partly solved can best be appreciated when some of the natural conditions, adverse and otherwise, existing at this operation are taken into consideration. Mine 1 is about 1 mile north of the town of Spring Canyon, Carbon County, Utah, and is served by both the Denver & Rio Grande Western and Utah Coal Route railways. During the year 1931 the mine produced 312,397 tons, approximately 10 per cent being derived from pillar workings. The normal daily output during the summer months is about 2,000 tons, and during the peak of production in the winter season the daily production varies from 2,500 to 3,000 tons. The number of miners varies from 87 in summer to 220 in winter, and the day men vary in number from 66 in the winter to 45 in the summer; 12 company men are employed the year around. The officers of the company are J. B. Smith, president, San Francisco, California; T. R. Stockett, general manager, Salt Lake City; and G. A. Murphy, superintendent, David Brown, assistant superintendent, and John Sullivan, mine foreman, all of Spring Canyon, Utah.

The uses of talc are many but are not, in general well known or fully developed within the last decade several companies have realized the possibilities of greatly increased use and have intelligently proceeded to develop some of the fields which seemed most promising. This has had a tendency to lift talc from the obscurity in which it had existed for years, but the work is only started and much remains to be done. Considerably more attention has been paid to the technology and utilization of talc in Germany and Austria than in this country, despite the fact that the United States produces 65 of the world's talc and Germany and Austria combined but 5.4%. In the "Bericht,uber die tatigkeit des verbends der talcum-interessenten in Oesterreich-Ungarn" (Proceedings of the Austro-Hungarian Talc Association), for the years 1912 and 1913, many notes upon new uses appeared, together with suggestions as to further development of old uses. Aside from a few notes on the use of tar in paper, little has been published in the English language upon this subject. By recent action of the Talc and Soapstone Producers Association (U.S.A.) funds for research into the properties and uses of talc have been made Available and it is hoped that markets will be materially broadened a a result of this work.

This report describes an investigation by the Bureau of Mines of flotation techniques for the recovery of chromite from fine-grained disseminated ores. Reported work on the concentration of chromiferous materials shows that flotation has been applied almost exclusively to slime-free pulps. Therefore, chromium recoveries that could be obtained by flotation were related to the amount of slime rejected. However, results of recent studies by the Bureau of Mines showed that des liming is not a requisite to selective concentration of chromite. Laboratory-scale tests on seven ore types from the more important chromium-bearing areas of the Pacific Northwest showed flotation to be technically feasible for treatment of all but one of the samples. Concentrate grades were affected more by the composition of the chromite mineral than by the grade or character of the ore. Test results from three of the samples showed that, without prior desliming of the pulp, 78 to 91 percent of the chromium could be recovered in concentrates of 90 percent or more chromite; two samples responded to similar treatment, resulting in concentrates of more than 80 percent chromite with recoveries of 85 and 89 percent chromium. One sample of mill products, subjected to severe weathering, required removal of the primary slime to obtain a concentrate of 65 percent chromite with only 75 percent chromium recovery.

Prevent the propagation of a fire and control the spread of smoke and toxic gas in underground mines. Approach A fire door suitable for large openings in underground noncoal mines and providing protection for openings requiring 11/2 hours of fire resistance, a 250°F maximum temperature rise, and high pressure differentials was de-signed, laboratory tested, and in-mine tested. How It Works The door is a double-acting swing type. Its two panels. connected by an overhead linkage, open in opposite directions. Consequently, high pressure differentials across the door have little effect on the force required to open and close the door. The door is constructed of 14-gauge sheet steel skins welded to both sides of a 5-inch-wide steel channel frame. The frame is rein-forced with 5-inch-wide steel channels in a horizontal and diagonal pattern. The voids between the reinforcing members are filled with a ceramic fiber insulation material to limit the surface temperature rise of the unexposed side of the door during a fire. A fire -resistant neoprene-coated fabric is used to seal around the edges of the door panels. The door is opened and closed by an air cylinder, attached to the over-head linkage and operated by lanyards on either side of the door. The door design includes an optional airlock manway for drifts of adequate width.

Recently, a collection of programs that will simulate a ventila¬tion system with extensive analyses and report-generating capabilities and error diagnostics has been developed (Didyk, 1974). It has pro¬visions to handle air injections, methane or gas emissions, and leakage. Additionally, it will solve problems where fixed and/or maximum air quantities are specified for some airways. Finally, the simulator has been structured to be extremely modular so that additions and revisions to the model can be easily made. The general aspects of the information flow and logical structure of the mine ventilation simulator are shown in Figure 14. The output from the methane emission model is input into the ventilation simulator for calculation of the concentrations in all branches of the network. The methane model and the ventilation simulator provide powerful tools for the analysis and planning of mine ventilation systems. INPUT DATA REQUIREMENTS In all of the mathematical models, several coefficients that de¬fine the characteristics of the ventilation system are used. For the ventilation simulator, these include the frictional characteristics of the ventilation regulatory devices. Considerable work has been done on the experimental determination of these coefficients for smooth pipes and well-defined mediums, but only limited data are available for actual mining conditions. The Ottoman law, which was in force in Palestine before the British con- quest of the country (1917-18), still forms the basis of the legal system. Nevertheless, with respect to mining, legislation has been considerably re- vised since the British occupation and mandate, some of the Ottoman laws having been either radically altered or wholly abolished, in order that the legal status of Palestine might be more in harmony with that of western States. Legal transition is still far from being complete; however, no further mining legislation is pending at the present time (March, 1931). Revisions during the British military occupation (1917-20) took the form of proclamations of the commander in chief. After the establishment of the civil administration (1920) changes in the legal system were a decided de- parture from the Turkish laws. In 1922 the practice was begun of giving con- secutive numbers and short titles to the ordinances. The basic mining law is the mining ordinance of 1925, No. 19 (amended by mining ordinance No. 10 of 1926), an "ordinance to make provision regarding the winning of minerals, and the conditions under which minerals may be gotten, and to replace the existing Ottoman laws relating thereto." The chief regu- latory provisions are embodied in regulations (A) and (B)--mining ordinance, 1925. This mining legislation of 1925 repealed the following laws:

GENERAL INFORMATIONSince its introduction into coal mines, the use of Airdox has grown in popularity, especially in the Indiana and Illinois coal fields. Its use permits breaking dawn coal on shift, whereas the use of explosives for blasting coal on shift is prohibited by law in those States. Many of the hazards connected with the use of explosives are eliminated. The accident experience in the use of Airdox has been excellent with respect to the number of fatalities or serious injuries per million tons mined.The Federal Mine Safety Code specifies that Airdox lines should be grounded at the compressor and at other points of low resistance along the lines but should not be connected to tracks, pipe lines, or other possible power conductors. "This paper is the outcome of thorough investigation into the value of the previous methods used for deriving production decline curves. It is highly important that methods be employed that are fundamentally sound and also practicably applicable. Six methods commonly used were studied. Some of these were found to be fundamentally in error; some save reliable curves but involved much work and time in the preparation; others gave reliable curves with less time and effort.It was found that of the methods previously employed the ""family curve"" method described in Bull. 134 Amer. Inst. Feb. 1918, pp. 499-500 by Lewis and Beal, was probably the most satisfactory. The now method given in this paper ploys the same principles as the ""family curve"" method, but is mathematical instead of graphical,The engineer and the oil man should carefully boar in mind both the use and the limitations of the average production curve such as is derived by the ""family curve"" method or other methods mentioned. Estimations of future productions or of underground oil reserves of a particular tract or well should be made from the production records of the tract or the well itself wherever such records are satisfactory. The use of the average curve of a district or field should be applied only to those properties or wells where there are not sufficient data to construct individual or tract production records, or where the productive life so short that a satisfactory individual record can not be obtained."

The Bureau of Labor Statistics (BLS) classifies hearing loss as a separate illness category. Hearing loss accounted for 11% of all illnesses in 2005 (U.S. Department of Labor Bureau of Labor Statistics, 2006a). According to occupational data for coal mining provided by the Mine Safety and Health Administration (MSHA) from 2000 to 2005, operators that exceeded 100% noise dosage were from only seven types of machines: auger miners, bulldozers, continuous mining machines, front end loaders, roof bolters, shuttle cars (electric) and trucks (Title 30 CFR Part 62, 2000-2005). Roof bolting machine operators rank second among all underground machine operators that exceed 100% noise dose. This investigation was conducted by the Federal Bureau of Mines to compare the selectivities of diverse flotation reagents and also of flotation and float-sink methods of separation. Flotation tests, using sodium chloride, an alcohol-type frothing agent, and a kerosine-pine oil mixture as reagents, were made on seven coking-coal samples representing four different beds. The results indicated equivalent selectivities relative to sulfur rejection when entrapment effects were minimized by recleaning the various products. Selectivities relative to ash rejection were also equivalent for some coals; for others, the selectivities of the reagents tended to increase in the order sodium chloride, alcohol-type frother, and kerosine-pine oil. Float-sink tests on these same coals generally gave results indicating better selectivities than those obtained in flotation tests at comparable levels of recovery.

This report describes preliminary studies by the Bureau of Mines to develop a procedure for extracting the fluorine from low-grade fluorspar ores in which the CaF2 particles are finely locked in the calcite matrix. A combination of flotation beneficiation and pyrohydrolysis is applied to recover and to liberate the fluorine. Flotation of a finely locked high-calcite fluorspar ore containing only 11.7 pct CaF2 recovered over 92 pct of the fluorspar at a grade of 51 to 52 pct CaF2. Pyrohydrolysis of the flotation concentrate liberated nearly 90 pct of the fluorine as aqueous HF. By this procedure over 80 pct of the fluorine contained in the original ore was extracted.

Combustion energies of barium and strontium were measured by means of the combustion bomb calorimeter. The heats of formation obtained for the oxides were ?H298.15 = -139,060 ± 700 cal/mole of barium oxide (BaO) and ?H298.15 = -144,440 ± 400 cal/mole of strontium oxide (SrO). Tables containing heats and free energies of formation from 298.15° to 2,000° K were prepared.

A semiquantitative test for the presence and identification of cesium and rubidium in rocks, clays, and mineral waters has been developed by the Bureau of Mines. The test can be used in the field, as a guide for the prospector, geologist, or mining engineer engaged in location or development [w]ork. It comprises two simple spot tests of a solution prepared from the [m]ineral sample. Phosphomolybdic acid, added to a drop of the test solution, [d]etects cesium, rubidium, and potassium in quantities as low as 60 parts per [m]illion. Silicomolybdic acid, added to a second drop of test solution, enables the operator to distinguish between cesium and/or rubidium and potassium. Test procedures, equipment requirements, and limitations of the method are described in this report. Cesium and rubidium were discovered in 1860 and 1861 by Bunsen and Kirchhoff with a spectroscope. The elements usually occur together, particularly in granite and granitic pegmatites. Rubidium does not occur as an essential constituent of any known mineral, yet it is found as a minor element in so many minerals that rubidium is 16th in abundance in the earth's crust. Cesium, which ranks as the 37th most abundant element, is the principal component of pollucite and a minor element in a wide variety of minerals.

The search for new alloys for application in the atomic energy field had prompted investigation of zirconium-rare earth metal alloys by the Federal Bureau of Mines. In this instance the zirconium-dysprosium system was investigated by melting point, thermal analysis, resistivity, X-ray and metallographic methods. Results indicate a single eutectic system with a peritectoid reaction occurring at 890° C. The eutectic isotherm extends from 30 to 95-percent dysprosium at 1,280° C. Eutectic composition is located at approximately 70 percent dysprosium. Solid solubility of dysprosium in both alpha and beta zirconium is extensive. The extent of solid solubility of zirconium in dysprosium has not been determined. Although zirconium rich alloys exhibit a significant increase in hardness, they can be cold worked extensively. These alloys also appear adaptable to solution heat treatment. Additional investigations concerning corrosion resistance and other mechanical properties are necessary for satisfactory evaluation of these alloys. The superior corrosion resistance of zirconium and the nuclear cross-section characteristics of the rare earth metals have stimulated alloy investigations using zirconium as a base metal. Alloys combining these characteristics present a possible substitute for hafnium as a control rod material. In this particular study dysprosium was chosen as the alloying element, and several series of alloys were used to establish the equilibrium diagram.

The gas chromatographic method, devised by the Bureau of Mines for analyzing routine mine air samples, was compared with the infrared method used for confirmatory determination of methane in mine air. While maintaining the specificity of the infrared method for methane determination, the gas chromatographic method is more precise, much more rapidly performed, and more convenient.

The U.S. Bureau of Mines has developed a mass spectrometer method for determining helium in the parts-per-million to 10% range to an accuracy of ± 1%. The method employs a mass spectrometer, an inlet system utilizing a chromatographic gas-sampling valve, and an activated coconut charcoal trap cooled with liquid nitrogen. Gravimetrically prepared standards of helium in nitrogen were used to demonstrate the linearity of the method over the concentration range of 10 ppm to 10.66% helium.

The Bell & Zoller Coal & Mining Co. recently completed construction of two slopes at Mine 3 near Zeigler , Ill . The slopes are in the Big Muddy River Valley , and construction was particularly difficult because the strata from the surface to a depth of 70 feet comprise water saturated sandy clay and sand . Many mining companies have similar shaft- and slope - sinking problems , and because these slopes were satisfactorily completed and now are in use the methods followed during construction are described in this information circular . It is believed that other companies with similar problems . will benefit by adopting the methods followed at Mine 3 .

The citrate process for sulfur dioxide emission control was developed in pursuit of the Bureau of Mines goal of minimizing the adverse environmental impact of mineral-processing operations. This publication describes the gas analysis procedures used during development of the process. The research required the capability to analyze SO2, H2S, CO, CO2, COS, volatile hydrocarbons, NO, NO2, O2, N2, and H2. The methods described include gas chromatography, electrochemical detection, infrared spectroscopy, and the use of a computer program to predict the product composition in complex reactions. Laboratory and pilot plant applications are discussed.
