A single four feet diameter cell, treating a Cu/Mo rougher concentrate, has been fully instrumented and linked to a Distributed Control System. This has enabled the writers to further understand the mechanics of operation of the cell, particularly that of the "TRANSITION ZONE". This is the volume between the feed port and the pulp-froth inter- face. The results have shown a need for the re-designing the control loops whereby the Transition Zone volume (or pulp level ) becomes the single most important control parameter to achieve the de- sired recovery. Air consumption, previously thought to have played this role, is now kept at precoalescence level s for maximum efficiency.

Section 317(e) of the Federal Coal Mine Health & Safety Act of 1969 directed the Secretary of the Interior to prepare standards under which all working places in a mine shall be illuminated by permissible' lighting while persons are working in such places. Section 317(e) further provides that such Working places shall be illuminated within 18 months after such standards are promulgated. In accordance with this section of the Act, there was published in the Federal Register for December 31,1970 a notice of proposed ru1emaking which prescribed the illumination to be provided in the working p1 aces of underground coal mines. In 1ight of written comments, suggestions, and objections to this proposed ru1emaking, the proposed standards were with-drawn and reproposed in the Federal Register for Wednesday, October 27, 1971. In light of further comments, suggestions, and objections, a public hearing was held on April 4, 1974 and standards were again reproposed and published in the Federal Register for April 1, 1976. Promulgation of the final lighting standards took place on October 1, 1976 which means that the underground coal mining industry must comply with face illumination requirements by April 1, 1978. As mentioned previously, the first proposed ru1emaking for illumination of underground coal mines was published in the Federal Register on October 27, 1971. In early 1972, Consolidation Coal Company (Consol) and the United States Bureau of Mines agreed to a cooperative study of underground face illumination; Conso1 felt that expertise in this field would become increasingly important. Conso1's initial efforts in illumination were aimed at investigati.ng practical lighting systems for underground face equipment. We were concerned with installing unobtrusive lights which provided sufficient face illumination for safety, but at the same time were readily maintainable, electrically reliable, and physically sheltered from damage.

This paper describes the design of a wellfield to provide a water supply for a new mine in southern Africa. A hydrogeological investigation was conducted that included the drilling and test pumping of eight wells located within a highly jointed pyroxenite aquifer. The wellfield was designed using a simple probabilistic analysis. This approach allowed the variability of the aquifer parameters to be taken into account. A risk assessment analysis was then carried out to evaluate the level of assurance that a reliable water supply could be provided by the wellfield. The analysis was also used to assess the effects of supplementing the water supply by pumping from nearby flooded workings.

Introduction From the days of the Spanish in the eighteenth century, Colorado's San Juan mining district has attracted miners and public interest. The Spanish left behind names - San Juans, La Plata, Animas, legends of lost mines, and the remains of a few scattered mining operations. They came, but did not stay. Again in 1860-61, as a spinoff of the Pike's Peak gold rush, prospectors climbed the mountains and descended into the canyons searching for gold. They found some, not enough to convince them to remain and confront the isolation, often hostile environment and the Utes, who rightfully felt this to be their home. Not until the 1870s did miners come to stay. In their wake little camps grew in the high valleys and squeezed into narrow canyons. Nowhere else in Colorado were there more rugged mountains, a higher average elevation, nor a climate that one old Swede said was "three months of mighty late fall and nine months of winter." The San Juans proved eventually to be a mineral treasure chest. At the moment, however, the prospectors sought gold. Then they discovered silver deposits and the first rush was on. It got started just in time to be completely overcome by the Leadville excitement. At Leadville, investors almost fell over themselves to buy claims and stock in the hopes of becoming another millionaire like Leadville's own Horace Tabor. The San Juaners could only look from the sidelines and speculate how it might have been had fate been kinder. Fate was seldom kind, as these pioneers quickly discovered. From the mid-1870s on, the San Juaners wrestled with some major problems. And the fate of their district rode in the balance. The problems they faced were similar to those of other Colorado districts, compounded by their geographic isolation. Every mining district needed the best transportation system available, experienced investors combined with sound investment, and mineral reserves to develop. The San Juans offered the last in abundance. It was hoped the first two would appear. Railroads - much needed transportation link Nothing was more desired than railroad connections, the penultimate nineteenth century form of transportation. Colorado's own, the Denver & Rio Grande, resolved the issue with its mountain-hugging narrow gauge. As early as the mid-1870s, the D&RG dreamed of tapping this potentially lucrative market in southwestern Colorado. A national economic depression and then the Leadville silver excitement prevented immediate construction. Not until 1879-80 did survey crews start work.

The Kayford, Boone and Nicholas Division of Bethlehem Mines Corporation operates a modern coal preparation plant in Van, West Virginia. Since the start-up of the Van Plant in 1976 until the summer of 1980, the refuse handling system proved to be a costly maintenance problem and a material handling bottleneck. During the 1980 two-week miner's vacation the original system, which included two screw conveyors and a drag conveyor, was replaced by an installation utilizing two Flexowall steep angle belt conveyors. This paper describes the technical and economic analysis that led to the new installation and reviews its first year operating performance. The Van facility is a heavy media plant designed to handle 127 mm x 0 raw metallurgical quality coal from the Powellton seam at a maximum feed rate of 590 TPH (metric tons per hour). Depending on mining conditions, the clean coal recovery rate averages between 50 and 65%. The plant is set up with three types of cleaning circuits. Coarse material (127 mm x 12 mm) is cleaned in heavy media baths. Intermediate size material (12 mm x .5 mm) is cleaned in heavy media cyclones. Fine coal (.5 mm x 0) is cleaned in a hydrocyclone1 froth flotation circuit.

At face value, this can be an enormous financial liability for a company, but since the timing of reclamation may be years in the future for many operations, these costs can be heavily discounted thereby limiting the burden on the corporate balance sheet. Nonetheless, mining companies are eager to remove these liabilities as quickly as possible, conversely, regulators want assurance reclamation will, in fact, occur. How might one bridge these competing interests? Navigating the practical and financial requirements of a post-closure landscape requires foresight, judgement and assumptions, however, companies who do not adequately plan for these future expenditures when there is no off-setting income stream will likely face some difficult decisions. Simple risk analysis tools and utilizing the time value of money can help bring some clarity to this end-of-mine life phase.

There was a tendency several years ago for the average coal producer to more or less sit back satisfied with the big utility and metallurgical mar¬kets with long term contracts, not realizing, or possibly not evaluating correctly the importance of the growing industrial market Even the companies which were producing coal for the industrial market were primarily interested in the larger industrial customer, not fully realizing that a large percent of the industrial coal sold was to plants using less than 15,000 tons per year. As a result, possibly, the greatest inroad made by competitive fuel was made in this group. The situation mentioned previously cannot be blamed entirely on the fact that the coal markets were not evaluated in their proper perspective. Some of the responsibility would have to be due to the situation that existed during the last war' and the period immediately following, when most of the coal was put to markets of higher realization, leaving the relatively small -industrial user-to get his fuel wherever he could. This usually would mean coal from some 'gopher hole" with fluxuating quality and supply. Therefore, it was not uncommon for some industrial customers to go to competitive fuels as soon as equipment and fuel were available. Fortunately, before this situation got completely out of control, the coal producers, realizing the seriousness of the problem, made available, usually through their sales department, combustion engineers and other specialists, to help the industrial user with his problems; The engineers usually found several problems, old equipment, use of incorrect size con¬sist, ash and fusion coals, lack of automation, fly ash and dust problems which increased cost and jeopardized the customer's relations with his employees and the public.

The Combined Sewage Storage Tunnel (CSST) is part of the Ottawa River Action Plan and will greatly reduce the frequency of sewage overflows into the Ottawa River during storms. The project consists of the design and construction of two TBM tunnels running EastWest (EWT) and NorthSouth (NST) along 6.2 km in total, and multiple shafts and support buildings. Contractor Dragados Tomlinson JV (DTJV) was awarded the 169 million CAD construction contract in 2016 and the CSST will be in operation in 2020. Dr. Sauer & Partners (DSP), supported by Intecsa-Inarsa, was responsible for the detailed design of the precast concrete tunnel lining as well as the geotechnical risk management program. This paper addresses TBM selection, critical tunnel sections, geotechnical risk management and rock mass grouting as a geotechnical risk mitigation measure. Successful collaboration of Owner, Owner’s Engineer, Contractor and Contractor’s Engineer led to a safe and cost-effective design and construction

INTRODUCTION The two basic types of mine-air compressors are the positive-displacement compressors and the dynamic compressors. Positive-displacement compressors con¬fine successive volumes of air within a closed space and increase the pressure by reducing the volume of that space. Reciprocating and rotary compressors operate on this principle. Dynamic compressors utilize an impeller to acceler¬ate the air, with the increased air velocity converted to pressure through a stationary diffuser. Centrifugal compressors and turbocompressors operate on this principle. Reciprocating Compressors Reciprocating compressors include both single-stage and multistage units. For mine service the most com¬mon is the two-stage intercooled compressor having an atmospheric pressure intake and a discharge pressure of 689 to 861 kPa (100 to 125 psi). The cylinders of a reciprocating compressor may be either single acting or double acting. In the single-acting cylinder, compression occurs on only one side of the piston, while, in double¬acting cylinders, compression occurs on both sides of the piston. Fig. 1 shows a cross-sectional view of a typical two-stage double-acting water-cooled reciprocat¬ing compressor. Fig. 2 illustrates the sequence of opera¬tions occurring in the cylinder of a reciprocating com¬pressor. Most modern mine compressors are double acting and are driven by electric motors. Induction motors are used on low-powered compressors, and synchronous motors are used on larger compressors. Steam-driven compressors once were common and still are applied where a reliable source of low-cost steam is available. For this type of compressor, steam is a desirable power source since a governor that senses the discharge pres¬sure can be used to control the steam inlet. This can be used to regulate the compressor speed to compress only air sufficient to meet the mine's requirements (up to the capacity of the unit). Unlike a constant-speed electric¬driven compressor, no other regulation is required for the cylinders of a steam-driven unit. Rotary Compressors Rotary compressors include sliding-vane, liquid¬piston, two-impeller straight-lobe or cycloidal, and helical-lobe units. Each of these has specific advantages and applications. Of these, the helical-lobe or "screw" compressor has the greatest application for supplying "100-lb air" [689 kPa (100 psi) ] to small- and medium¬size underground mines. Fig. 3 illustrates the operation of a sliding-vane compressor. Fig. 4 illustrates the operation of a helical lobe or screw compressor. Fig. 5 illustrates the operation of a two-impeller straight-lobe compressor. Fig. 6 illustrates the operation of a liquid¬piston compressor. Centrifugal Compressors Centrifugal compressors deliver 0.94 m3/s (2000 cfm) or more of air, and they are best suited to supply¬ing large volumes of compressed air for base loads. The efficiency of a centrifugal compressor declines rapidly when its operation deviates from its design point. If the power cost is not a critical consideration, a centrif¬ugal compressor is attractive as a result of the low initial and installation costs and the high degree of reliability. Fig. 7 illustrates a typical four-stage centrif¬ugal compressor, and Fig. 8 is a cross section of this type of unit. COMPRESSOR SELECTION The process of selecting a compressor requires sev¬eral considerations, including the capacity, the control system, the location, the power supply, and the cooling provisions. Compressor Capacity To determine the required capacity, the total air quantity and pressure requirements must be calculated. The air consumption of various tools, as listed in Table 1, must be included in this calculation. Some of the other considerations include: 1) The correction factor for altitude, as listed in Table 2, must be included in the calculation. While pneumatic tools require additional compressed air as the altitude increases, the compressor produces less. 2) A correction factor must be incorporated for the use of multiple tools. Table 3 lists appropriate correc¬tion factors for rock drills.

INTRODUCTION Variations of cut-and-fill stoping are the most com¬monly used methods for mining narrow, nearly vertical veins in the United States. These methods offer the best results for maximum recovery with minimum dilution of ore from veins that are irregular along either the strike or dip. The vein is developed along the strike length in 61 to 122-m (200 to 400-ft) blocks or stopes and vertical lifts of 48 to 61 m (160 to 200 ft). The level development is either on the vein or parallel to the vein with crosscuts intersecting the vein at right angles. Chutes, manways, and haulageways are established in the center of the stopes at the lower level of the ore block. Mining then proceeds by blasting down horizon¬tal cuts of the vein in both directions from the chutes. As the blasting continues to the outer limits of the stope, the broken ore is slushed into chutes. When a complete horizontal cut has been made, the service raise, including chutes, is raised to a height of a few feet from the back and the stope is filled with either sand fill or waste rock. Then the mining cycle is re¬peated until the stope reaches the level above. LEVEL DEVELOPMENT PRACTICES FOROVERHAND CUT-AND-FILL STOPING The two basic methods used are: the development of the haulage drift within the vein, or development of the haulage drift paralleling the vein in the foot or hang¬ing wall with crosscuts intersecting the vein perpendicu¬larly at 61 to 122-m (200 to 400-ft) intervals. The il¬lustrated methods of development show some of the variations which can be used to develop a stope block. Development for cut-and-fill stoping does not require the more elaborate schemes outlined for shrinkage or sublevel long-hole stoping. Many factors must be considered before deciding on a particular development plan and usually the nature of the vein or host rock will dictate which specific method to use. If the vein is relatively straight, then develop¬ment on the vein is feasible. Excessive ground pressures will necessitate the leaving of a sill pillar (Fig. la) and highly fractured or "heavy" ground will require timber¬ing (Fig. 1b). Development on the vein has the advan¬tage of reducing capital outlay and waste handling prob¬lems since the mined rock has value. But removal of the sill pillar is costly and time-consuming. Also, where no sill pillar is left, excessive timbering and subsequent level repair is a drawback. Development in either the footwall or hanging wall is the more common procedure and offers greater flexi¬bility in overall development of consecutive stoping blocks by partially disassociating the level development from stoping (Fig. 2). Chutes, manways, and service compartments com¬prise the next stage of development and are established in a variety of ways. They provide access to the stope, ventilation ducts, and muck removal. Several different development systems are in common use and average costs for each have been developed. Raise borers are used to establish ventilation and ac¬cess from level to level. They are normally reamed with 1.5 or 1.8-m (5 or 6-ft) cutterhead and may either be left bald or lined with a 1.2-m (4-ft) diam corrugated liner plate, depending upon ground conditions. The use of an Alimak raise climber is another effec¬tive method of driving a raise from level to level. The size usually is 2 m (7 ft) square. This will accommodate square-set timber which is later installed. This method of raising is not common, although it is a valuable tech¬nique especially when level spacing is several hundred feet.

The 1987 recovery in the US mining industry permitted modest increases in exploration expenditures that year (Fig. 1). Favorable market conditions apparently allowed the gains to be sus¬tained in 1988. There was great uncer¬tainty early in the year as to whether world and US economic growth would be a casualty of the October 1987 worldwide stock market crash. By nearly all measures, the performance of the US minerals industry was strong¬. A weak US dollar and the strong growth of worldwide capital spending resulted in in¬creased US exports of con¬sumer and producer durable items as well as strong domes¬tic demand for metals. In fact, 1988 US steel industry exports reached levels not attained since the mid-1970s. It was re¬ported that steel industry labor productivity is now roughly twice the 1981 level. Among metals with signifi¬cant average nominal price increases in 1988 over 1987 levels were copper (43%), alu¬minum (52%0), and zinc (44%). Even though domestic copper production has grown since 1984 by 30% in mining and 24% in refining, em¬ployment in mining and milling is 4% below the 1984 level. Domestic unit costs are reported in the range of $1.10 to $1.33/kg (50 to 60 cents per lb). The US base metals industry is proba¬bly in its best cash position in many years. However, there has not been a large increase in exploration expendi¬tures. This is due mostly to the percep¬tion that worldwide capacity can easily be increased. Industry reports do show that "low cost" copper producers have been buying reserves from weaker com¬panies. The 1987 Society of Economic Ge¬ologists (SEG) survey of exploration activity indicated that 95 cents out of every exploration dollar spent by US and Canadian firms was for base and precious metals (Economic Geology, January 1989). Press reports, though, make it clear that most of that spending was targeted for precious metals. US claim staking data (Fig. 2) rein¬forces this suspicion. The apparent lag in new claim filings in Alaska and phe¬nomenal growth in filings in the lower 48 states suggests that exploration is directed at relatively low risk targets. In the conterminous 48, more than 40% of the new claims were made in Nevada, indicating an emphasis on gold (although even Nevada had some base metals exploration). Even with a price decline during 1988, the difference between the gold price and average global "cash" production cost of $7.30/g ($227 per oz) still leaves room for an attractive return (Northern Miner, 1988). Exploration plans and results Metals Economics Group (Halifax) indicated in its 1988 exploration survey that exploration expenditures by US and South African firms would be at about 1987 levels. It also reported that Canadian and Australian firms were ex¬pected to reduce their exploration spend¬ing significantly. Firms in both coun¬tries were caught in changes in tax laws. In Canada, the Mining Ex¬ploration Depletion Allow¬ance (MEDA) once permitted generous tax write-offs to in¬dividuals investing in miner¬als exploration. It was to be replaced in January 1989 with the Canadian Exploration In¬centives Program (CEIP). Although structured and ad¬ministered differently than MEDA, CEIP can provide an equivalent or possibly greater financial incentive for min¬eral exploration, for junior mining companies. In 1987, it is estimated that junior com¬panies accounted for two¬-thirds of the off-property (or grass roots) exploration ex¬penditures in Canada. Australia will revoke the tax exemption for gold in 1990. Australian operators, therfore, were expected to concentrate efforts on speeding up pro¬duction during 1988 and 1989. In 1988, Chile and Mali announced special efforts to attract gold explora¬tion by foreign companies. The Cana¬dian government continues to express concern about the write-off (and drawdown) of base metal reserves. Today, I want to challenge this audience by charging each of you to be a greater manager and superior engineer to manage and engineer our way through the 1980's and profitably overcome all the present and proposed government regulations. May of the present and proposed regulations will tax you and your company's management and engineering to the brink of physical and monetary exhaustion, but I believe we can succeed and coal can be America's answer to her hungry energy needs. To put our 1980's challenge into perspective, I want to give two great challenges we must overcome. First - We must improve on our process of compliance to new government regulations in the technical and equipment end of our industry. The Lord said, "Let There Be Light". MSHA said, "Let there be light in underground coal mines". Since that time, we have lived through an unmanageable and tremendously costly period of compliance.

Pipe-jacked tunnels are considered for a large variety of applications from water and sewage, cable ducts to challenging pipeline crossings or landfall construction. In most cases, Slurry MTBMs are used to carry out these projects. Continuous further development of technological features for pipe jacking plays a key role to overcome feasibility limits and to meet increased project requirements. As tightened safety regulations in terms of accessibility and escape routes increasingly limit the options of small segment lining tunnels in the diameter range below 4 m, 13 feet, pipe jacking has partially taken over. During the last decades, a growing number of large-diameter and long-distance pipe jacking projects have been completed. Experienced contractors successfully use the technological capacity of the MTBM equipment. The machine and cutting wheel have to be designed according to the ground conditions. Bentonite lubrication and interjacking stations are key factors to keep push forces moderate. For long pipe jacking drives, a so-called push module can be installed in the machine can, to be able to switch from pipe jacking to segment lining in case the machine gets stuck. The overall aim is to provide clients and the tunnel construction industry with safe and economical solu- tions for successful project execution. This presentation will present international milestone projects and will also discuss the latest developments in automation, related opportunities and limitations, and the future of digitization and artificial intelligence in pipe jacking.

The design and construction of a new 140-ton-per-day R. O. M. phosphate rock scrubbing and washing plant was undertaken by Western Knapp Engineering Company, a Division of Arthur G. McKee and Company, for the J. R. Simplot Company, Minerals and Chemical Division, Pocatello, Idaho. The new plant replaces the owner's existing facilities at Conda, Idaho, seven miles northeast of Soda Springs in the southeast corner of Idaho. Replacement of the existing facilities became necessary because of loss in production and recovery. These losses were due in part to varying grades of raw ore from the mine and to the type of process equipment used in the old plant to upgrade the ore. Increase In production and grade was further necessary by demands created by expansion of facilities in Pocatello, Idaho, where all process ore from this plant is shipped. The new process scheme includes an ore-feeding system, scrubbing, screening, classification, wet cycloning, attritioning, filtering, drying, storage and shipping facilities. Space was also left for future increases of scrubbing and classification capacity and for heavy media separation. It is the purpose of this paper to take up some of the considerations necessary in the design of small mills in order to achieve the desired objectives of a successful plant, such as production, minimum operating cost and maintenance cost.

Mining companies have sharpened their refocus on their tailings management strategies in recent years. Mining companies with tailings storage facilities that use the upstream construction method have been challenged to track the evolution of industry standards, assess risks, revise design, and communicate design revisions with regulators. While many aspects of best practices and industry standards have evolved in recent years as an attribute of continual improvement, the controlling standard in the design of many upstream dams is understanding the foundational strengths of hydraulically deposited tailings. Following best practices and industry standards, Hibbing Taconite Company managed by Cleveland-Cliffs, began the re-evaluation of foundation strengths underlying a system of upstream dams at the company’s iron ore mine tailings storage facility in northern Minnesota. Initial steps in the re-evaluation require reanalysis of design parameters and recommendations by the Engineer of Record to the Owner, which was followed by a series of meetings with the Technical Review Board to determine an initial path forward. Once a path forward and preliminary design parameters were determined, the Owner engaged with the State Dam Safety Engineer to discuss and seek approval of the plan. With continuous regulatory engagement throughout the process, further refinement of the design parameters for the hydraulically-placed tailings foundations underlying upstream dams began with field and lab geotechnical investigations. Following a review of risk assessments and trigger actions response plans, Hibbing Taconite revised its tailings storage facility operating plans and budget for the coming years. Based on the findings of the re-evaluation, reanalysis, and refinement of parameters, a paradigm shift was realized with the hydraulically placed tailings foundation strengths underlying the upstream system of dams. This paper explores the path that the Hibbing Taconite Company followed to understand the paradigm shift and construct downstream improvements. The plan involved tailings re-characterization, dam design revisions, operating plan reconciliation, budget revisions, wetland permitting, dam safety permit amendments, storm water prevention plans, borrow materials studies, new concrete decant structures and the pursuit to recognize and be consistent with industry standards.

Silicon Valley Clean Water signed a progressive-design-build (PDB) contract with Barnard Bessac Joint Venture (BBJV) to design and construct the Gravity Pipeline tunnel in Redwood City, CA. Owner and Design-Builder teamed with designer Arup to provide a final product: 3.3 miles of 182 in. O.D. precast concrete segmentally lined tunnel with 10 ft. and 11 ft. I.D. Fiberglass Reinforced Polymer Mortar (FRPM) carrier pipe, complete with two FRPM Drop Structures. BBJV and Arup collaborated with SVCW to evaluate alternative design concepts, negotiate an agreeable price and reduce contingencies through a transparent estimating process, and deliver the project ahead of schedule.

J. Dasher Regarding the March 1991 ME technical paper by De Souza and Moore: For more than a decade since my February 1981 article on how to use modern metric, which SME-AIME had decided to do, I have monthly pointed out metric errors to the editors. In part, I do this because there has been no action to allow editors to fix figures and tables or to allow them to require authors to do so. The latest resulting atrocity provokes this discussion of vibrating drill handle units being stated in decibels. Reply by T. Moore We have read the discussion of our paper by Mr. Dasher. Our reaction is one of surprise and incredulity. It would seem that Mr. Dasher takes exception to the use of the decibel scale to present vibration acceleration data, and the use of hertz as the unit for frequency. The basis for his objection to the decibel appears to be that it has no dimensions (which somehow invalidates its use), that it is "non-metric" and, finally, that it is parochial (of limited or narrow scope). His objection to the use of the term hertz is not stated, but we will assume that it stands condemned as "non-metric" and parochial. Obviously we disagree with Mr. Dasher's views and will now outline our reasons. Although the decibel scale originates from transmission line theory and telephone engineering, it is also at present widely used, not only in the fields of electronic engineering and acoustics, but also in the area of vibration. The original definition of the decibel (dB) was based on power ratios: dB = 10 log 10(W/W0) where Wo is a reference power. However, as the power measured across a given impedance is related to the square of the force acting upon this impedance, Z, a more commonly used definition is: [2 dB = 10 logF /Z) = 20 log F/F 10\ F0 2 /Z(0)] where F and F0 are the r.m.s. values of the forces. Now, if the measurements are related to one and the same impedance, the decibel notation in the form of 20log10(X/Xo) may be used as a convenient relative magnitude scale for a variety of quantities. Thus, X may, for instance, be an r.m.s. displacement, velocity or acceleration. It is only required that XD always be a reference quantity of the same type as X. That is, when X represents an acceleration, then X0 represents a reference acceleration. This is the formulation used in our paper. This was not an arbitrary choice on our behalf but reflects standard practice as specified in the International Standard ISO 5349-1986(E) Mechanical Vibration - Guidelines for the Measurement and the Assessment of Human Despite the metric prefix, the decibel is a parochial expression of (l) the logarithmic ratio of the loudness of a sound to what is normally audible or (2) the logarithmic ratio of two power signals in radio or electronics. A decibel is not a unit, much less an SI, unit and has nothing whatsoever to do with the acceleration of drill handles. Stating that m/s2 (acceleration) is decibels is without reason. Whoever reviewed this material should not have allowed publication of figures of dB and H.[ ] Exposure to Hand-Transmitted Vibration. This was clearly stated in the "measurement protocol" section of our paper. This quantity is then referred to as the acceleration level and is expressed in dB. We may have inadvertently caused some confusion when we simply used the term acceleration to refer to acceleration level on our diagrams. At the time, we felt the use of dB or m/s2 would make the context clear to the reader. For any confusion this decision may have engendered, we apologize. Since the decibel expresses the ratio of two like quantities, it certainly has no dimensions. It is, however, common practice to treat "decibel" as a unit as, for example, in the sentence, "The acceleration level measured at the operator's hand was 160 dB." The expression of measured quantities in dimensionless form is not inherently unacceptable. In fact, in many areas of engineering it is standard practice (consider the use of Reynolds Number, Nusselt Number, etc.). The fact that the decibel is a dimensionless quantity makes the question of whether it is a SI unit nonsensical. However, it is valid to insist that the dimensional quantities used to obtain the decibel values be expressed in SI units. A careful reading of our paper will make it clear that the measured acceleration was, in fact, expressed in units of m/s2 as was the reference acceleration (l x 10-6 m/S2). These are the accepted derived SI units for acceleration. See, for example, the standard ASTM E380-89a Standard Practice for Use of the International System of Units (SI) (The Modernized Metric System). Concerning Mr. Dasher's implication that hertz (Hz) is an unacceptable unit of measure for frequency, we would again refer him to the standard ASTM E380-89a. Here, he will find (section 2.4.2) that hertz is an accepted "special name" for the derived SI units-1. This is in keeping with numerous other international standards including ISO 5349-1986(E) to which we referred in our paper. In conclusion, we agree with Mr. Dasher on the desirability of expressing measurements in modern SI units. But we would remind him that the standards that define the use of these units, and the accepted means of presenting measured data, are in a continual state of refinement. It is, therefore, incumbent upon him to keep abreast of these changes if he wishes to constructively critique the work of others.[ ]

It will also give you some idea about who Luzenac America is and from where it came. Luzenac America was formed in July, 1992 as a result of the acquisition of the talc assets of Cyprus Minerals by RTZ of the United Kingdom. Cyprus Industrial Minerals was then merged with the other RTZ talc interests under the Luzenac name. Luzenac is a town in the Pyrenees of Southern France -and the home of Talc de Luzenac, RTZ's first talc acquisition. The Luzenac Group is the largest talc producer in the world.

When Exploraciones Eldorado, S.A. de C.V. finished their first phase of reverse circulation drilling at their La Trinidad property in Sinaloa, Mexico they began immediately with permitting and engineering activities. The first phase of drilling lasted four months and ended in April, 1994. The second phase of drilling ran from May through September of 1994. From May through December, 1994, Exploraciones Eldorado performed the permitting and engineering work for their La Trinidad heap leach mine. The mining permit was submitted to the regulatory agencies in February of 1995 and the first draft of the feasibility study finished one month later. The report outlines the permitting and engineering activities that took place during the second half of 1994.
