Introduction Evidence from blast furnace operations has indicated that using pellets with a higher ISO low temperature reducibility, a lower SiO2 content, and better resistance to low temperature degradation results in considerable coke savings and improved furnace operation. Although these benefits could not be directly related to reducibility differences alone, we believed there was sufficient evidence of the advantages in improved pellet reducibility to warrant laboratory investigation of ways and means to effect such improvements. It is well known that pellet reducibility can be significantly altered by changes in the basicity and the amount of non-iron oxide constituents. Past work (Friel and Erickson, 1980, 1982; Saeki et al., 1977; Thanning, 1974) has shown that with increased MgO contents, and at optimum CaO/S1O2 ratios, significant improvement in low temperature reducibility can be attained. The improved properties of such fluxed pellets have reportedly led to increased blast furnace efficiency and productivity (Saeki et al., 1977; Ilmoni, 1975). Less well known, however, is exactly what factors control reducibility in acid pellets. Because of this gap in knowledge, studies were undertaken of the factors affecting reducibility in acid pellets and to estimate their relative significances in modifying reduction behavior. This paper describes that part of our work done to determine the effect of bentonite on reduction behavior. Our approach was to first examine the effect of bentonite's presence on as pure an iron oxide as possible (i.e., a magnetite "superconcentrate" containing about 0.2% SiO2) so as to eliminate any gangue-binder interaction. "Various methods of leaching are being used by Denison Mines Ltd. Uranium Operations. This study was designed to investigate the flood leaching operation of two parallel inter-connected stopes contained by pressure bulkheads. The teaching muck piles, created from large scale uppers production blasts, are aerated by compressed air lines laid beneath the pile prior to blasting.A SFr, tracer gas, injection technique has been employed to determine the post-blast integrity of the single-ended air distribution system. SF6 was injected into the compressed air line feed to the stopes and collected at borehole exhausts from the stopes in grab-sampling bags. Analyses of the air samples were performed with a gas chromatograph.The system was designed to give a sufficiency of oxygen to sustain bacterial activities used to enhance the leaching recovery in the muck piles. The results obtained indicated that there is a minor anomaly in the distribution system that may not be critical to the operation. Compared to an idealized case, the over-all efficiency of aeration throughout the muck is estimated at over 85%."

The augered cast-in-place pile system came into use in the late 1940's where various techniques were tried using pressure grouting methods. In the early development stages some piles were installed using the preplaced aggregate concrete system. As development continued it became more apparent that placement of coarse aggregate was more costly than making a pile out of a cement and sand mixture only. Various techniques were tried consisting of pumping structural grout into an open hole through a pipe left in the bottom of the hole, drilling or driving a pipe in close proximity to the tip elevation of the auger or in working a pipe down adjacent to the auger fluting. For these techniques the pipe was usually withdrawn after grout appeared at the surface. In 1951 a patent was applied for by Raymond Patterson describing the above techniques along with a technique for placement of grout using a hollow stem auger and a removable plug or lead bit at the tip of the auger. The plug or lead bit was removed by grout pressure and this would be an expendable item for each pile placed. The patent was granted in 1956 and patent rights were assigned to Intrusion-Prepakt, Inc. Shortly thereafter other contractors were granted licenses to utilize the system. Patent coverage expired in 1973 and this method now is in the public domain. Today the method is in wide use throughout the world and is particularly well accepted in Japan and England.

Sufficient time has elapsed since the enactment of the amendments to the mining legislation in 1981 to enable an examination to be made of the way in which the licensing system operates in practice. One of the most important decisions in resource management in New Zealand is whether or not rights of access to the resource should be conferred by the Crown upon an appropriate private sector participant. The licensing system is the means for allocating these rights of access. The manner in which the licensing system is administered, therefore, is crucial to natural resource management in New Zealand. What is the mining licensing system in New Zealand designed to achieve? This simple question admits of no easy answer. Is it the identification and development of the mineral resources of New Zealand? Are these objectives tempered by issues of resource conservation and environmental protection? Is a balance to be achieved among these competing factors? Does the legislation contain any priorities? Does the system respond in an ad hoc manner to particular facts and circumstances or does it operate within a more predictable framework? To what extent are decisions made on access to minerals with reference to the development or conservation of other resources? These questions may be summarised in the title to this paper which poses the question whether mining licences are instruments for resource management.

Water availability is essential for mining and minerals processing. To provide government and industry with recent data for water use planning and management, the Bureau of Mines canvassed a number of U.S. producers of nonfuel minerals to determine their water use in 1984. Data were analyzed and compared with previously published data in order to examine historical trends in water utilization in the nonfuel minerals industry and to estimate water requirements in the year 2000. Total water use in the domestic nonfuel minerals industry during 1984 was estimated at 2,267 billion gal, of which 571 billion gal was new water and 1,696 billion gal recirculated water. The largest users of water were the phosphate rock, iron ore, copper, sand and gravel, and crushed stone industries, together accounting for almost 90% of total used. More than one-half of all water was used in Florida, Michigan, and Minnesota. In the year 2000, total water use will amount to an estimated 2,679 billion gal, of which 810 billion gal will be new water and 1,869 billion gal recirculated water. "Cluff Mining operates the Phase II uranium mine and mill at Cluff Lake, northern Saskatchewan. During the Phase I operation, uranium tailings were generated by acid leaching of a gravity concentrate and high-grade ore for uranium recovery. The pre-treatment gravity process, as well as the high-grade nature of the ore, led to a concentration of gold in the tailings which justified the installation of a small circuit to recover the contained gold. The operating circuit consists of tailings repulping, grinding, cyanidation, carbon-in-pulp, gold recovery, and cyanide destruction by acidification, volatilization and re-neutralization. The process is described and typical operating parameters are provided. 1.0 INTRODUCTIONCluff Mining, a Saskatchewan partnership, is owned 20 percent by Saskatchewan Mining Development Corporation (SMDC) and 80 percent by Amok Ltd./Ltee. (Amok), manager and operator of the partnership.The current operation includes the Phase II uranium mining and milling facilities, located at Cluff Lake 700 km north of Saskatoon, capable of processing 300,000 tonnes of ore to produce about 4,000,000 lbs. U308 (1500 tonnes of uranium) per year.The Phase I operation was initially established to process the very high grade ""D"" uranium orebody from 1980 to 1983. The leach tailings from the operation Phase I mill operation were found to contain elevated levels of gold. These high gold values were partially due to the gravity pre-concentration step included in the uranium recovery circuit, and to the naturally high levels of gold associated with the uranium mineralization in the ""D"" orebody."

"Early in mine development at Quintette Coal Limited major problems were encountered with the fleets of primary equipment which seriously hampered production. These major fleets (cable shovels, hydraulic shovels, hydraulic drills and electric trucks) have consequently been the focal point of maintenance efforts. Some were prototypes in the Canadian mining scene and brought with them new concerns to test their skills. The problems were studied and the category and areas which were having the greatest impact on the reliability of the equipment were determined. Once defined, priorities were established and a program was initiated which was designed to accomplish a resolution. Resulting from implementation of this systematic approach, over the past three and one-half years, the fleets are now giving good reliability and industry standard availabilities. Along with these significant achievements, cost per operating hour on some of the equipment fleets has decreased substantially and continue a downtrend through 1987. This paper identifies the problems and describes the resolutions. IntroductionIn the early years of the mine development, Quintette Coal Limited (QCL) experienced production shortfalls due to problems with the major excavator and haulage fleets. A large fleet of hydraulic excavators had been purchased, and QCL was among the first northern users of all hydraulic blasthole drills. They were also using some prototype equipment and encountered problems which were not common on other types of equipment or were unknown.Because of these unique problems and lack of experience from other mines to draw on, an analytical approach was taken to areas and associated causes of the delays affecting the availability and reliability of equipment. This was done by dividing the equipment downtime into seven classifications of delays, i.e. maintenance, electrical, hydraulic, mechanical, damage, service and preventative maintenance, and tires; and then each was expressed as a percentage of total downtime. Subsequently each of the delay classification was divided into categories e.g. electrical to six categories - wheel motors, main alternator, relays, cards, no propel, lighting and 24 V system. Then, the basis for further study had been established.From this preliminary analysis of historic records, it was possible to determine the areas which were causing the majority of the downtime. These areas were then analyzed to evaluate causes and to determine possible solutions to the problem s. This paper addresses the major fleets, their problems and eventual solutions. Soil Nail walls, like any other structure, must meet high standards of design to be acceptable to the public and owners. On the other hand, the concept of soil nailing trails behind other structures in terms of defined design criteria that are commonly acknowledged. This is not to say that soil nail walls need to be less safe or less conservative than alternative more conventional concepts. Instead, the lack of established design criteria and design methodology entails that rules of thumb from past experience, overly simplified calculation assumptions, and the engineers' common sense judgement must substitute for a complex analysis of true stability and wall performance. Those "design approaches" must be conservative to ensure an adequate structure. Also, soil nailing may not be perceived prudent where site conditions are considered beyond past experience. For instance, site conditions may be perceived out-side the scope of soil nailing applicability where walls are very high, soil parameters variable or low, or nearby buildings close to the wall edge. About 75% of the market economy countries's supply of cobalt is produced in Central Africa by Zafre and Zambia. Zafre alone accounts for more than 55% and has the resources and capacity to increase output significantly at any time so its dominant position is unlikely to be challenged in the foreseeable future. Other producers from domestic resources are Canada, Australia and South Africa; and Cuba, probably the most important producer outside of the Market Economy countries. Belgium, Norway, France, Japan and Finland produce cobalt from imported materials. While there are "cobalt ores", inMorocco, USA, Canada and the USSR, the mineralisation is complex and cobalt extraction is costly. In ZaPre and Zambia cobalt is a by-product of copper; in Canada, Australia, France, and Cuba it is a by-product of nickel; and in South Africa it is a by-product from the production of Platinum Group Metals. Thus the levels of cobalt production are inevitably related to the production of other primary metals. While some cobalt is produced by predominantly pyrometallurgical methods most of the world's cobalt is produced hydrometallurgically. The existence of large hydro-electric power plants and the mineralogy of the copper and cobalt concentrates encouraged research and development in Zafre of the recovery of copper and cobalt by electrowinning from sulfate solutions; much pioneering work was carried out, which lead to construction of the two largest copperlcobalt hydrometallurgical plants in the world, at Shituru and Luilu. Similar systems were adopted in Zambia. In Canada high pressure hydrometallurgical processes based on the sulfate system were developed and adopted in Australia, the Philippines, Finland and South Africa. Meanwhile developments in chloride hydrometallurgical extraction of nickel and cobalt lead to its use in the extraction of cobalt in Norway, France and Japan.

Nordberg has conducted extensive research, during 1982-85, on the effects of cone crusher variables such as speed, throw and cavity design on the productivity of the crushers. Simultaneously, Nordberg's engineers have developed advanced design and testing techniques that ensure efficient and reliable crusher designs. Combination of this knowledge has resulted in a design of the MPI000 (1000 hp) crusher which fits on the existing 7ft Symons foundation and yet is capable of producing twice the ton- nage of the 7ft. In this paper the development of the MP1000 crusher and its performance compared to the 7ft heavy duty and super heavy duty crushers will be discussed. Also, substantial cost savings resulting from the application of such a high performance machine will be presented.

The industrial coal processing trend toward greater fines production, due to mining techniques and customer requirements for reduced ash and sulphur content in the fine coal product, is the basis for ongoing efforts to improve the performance of the flotation machine. WCO has successfully adapted the principles of the beds Column to a full size machine prototype. Recent plant evaluation tests confirmed the initial promise of this concept by achieving a considerably lower ash product while maintaining the combustible recovery level of conventional flotation machinery. The paper will include a review of the fundamental principles of the beds Column concept, together with a summary of the WEMCO R&D Program from concept evaluation and laboratory testing, through pilot, to full size machine tests. The performance of the WEMCO/Leeds flotation column will be compared to conventional flotation concepts using a flotation "kinetics" approach, which quantifies the floatable and non-floatable specie recovery performance using the Klimpel model as the basis for analysis. The variety of distinct features unique to this concept include a series of barrier rods which are used to advantage, often together with countercurrent reflux water flow, to achieve a significant improvement in product grade. The hydrodynamics associated with the mechanics of "gangue stripping" from the rising "air bubble-floatable specie" matrix will be briefly reviewed.

The new environmental legislation of 1986 was left incomplete and to date remains so. The 'missing' process by which environmental consideration should be applied was never embodied in law and has predisposition to a wide interpretation. The Resource Statutes which govern land use and development place demands on the environmental process without that definition. The Resource Statutes are themselves under review by Government. There is a new Government Department of Conservation. It is still in its early days and facing a challenge to compose its role as a steward over large tracts of land holding significant marketable resources, animal, vegetable, mineral, and abstract. It has also taken over numerous consent and advocacy roles in legislation beyond its own empowering Act. Enter the mining company, anxious if not able to get an easy passage for consents to prospect and mine, then at least to have a clear path to tread to get there, within a fixed time period. Whichever options appear available to process environmental approvals, public participation is that being favoured most by the regulatory bodies. Where a public notification of consent applications is mandatory, public participation should lead to the fastest track available.

The objectives of this project were to: (1) determine the extent to which maintainability design concepts and principles have been applied to the design of underground coal mining equipment, (2) try to assess its impact on productivity and personnel safety, and (3) develop maintainability guidelines to enhance the design of new or rebuilt equipment. An equipment design review was completed at ten operational coal mines. The purpose was to identify design approaches and features that enhanced and degraded the maintenance process. Mine management, safety, and maintenance personnel were also interviewed to identify machine specific design problems. Six original equipment manufacturers were visited and the procedures used to enhance the maintainability of Their equipment discussed. Volume I of the Final Technical Report presents an overview of procedures and protocol used and a summary of the findings. Volume II includes the maintainability design guide for mobile underground mining equipment.

New Zealand has been a significant producer of gold for over a century. Total recorded production is over 850 tonnes. There were three major periods of production: the first and biggest was between 1860 and 1880, the second was between 1895 and 1920 and the third was between 1930 and 1945. After 1945 gold production fell continually until 1980 when the major upward adjustment in gold price led to renewed interest. There have been important new developments in each of the known gold-rich areas: Westland, Otago and Coromandel and exploration for gold in these areas and in previously unprospected regions has reached unprecedented levels.

The Kidston Gold Mine commenced mining in 1984 and current annual production is 12 million tonnes, increasing in 1990 to 18 million tonnes. Mill throughout per year is 4 million tonnes with the balance of material being waste. The operation is a conventional hard rock open pit truck and shovel operation mining 12 metre benches. Buffer blasting is utilized to minimize post blast movement of the broken rock to maintain grade control.

"This paper studies the progress made by hydraulic shovel manufacturers over the last few years, particularly in the areas of productivity increase and operating cost reductions.Five years ago, it was widely considered that the unit production cost for a hydraulic shovel in a mining application was double that of a cable shovel in the same application. The hydraulic machine manufacturers have taken up this challenge, and modern improvements in design, coupled with changes in maintenance techniques, have narrowed the gap to the point where it is valid to ask the question ""will the cable shovel exist in ten years' time?"".Historical BackgroundThe history of the cable shovel goes back to the early 19th century and the industrial revolution. Early machines were steam-powered and ran on rails.The ""power shovel"" and the ""dragline"" were the only mechanical means of mass excavation until the early 1950s. Rail-mounted units gave way to crawlers, which increased flexibility considerably. Some shovels were redesigned as backhoes, and some became extremely large when designed as stripping shovels primarily used in North American coal mines.In the early 1950s growth in hydraulic technology spawned the introduction of the hydraulic excavator, which soon began to replace the smaller cable shovels and backhoes used in the construction industry. They were completely self-contained with either a gasoline or diesel engine and, being much lighter, were more readily transportable.As the excavators grew in size from its early models of 0.5 m3 or less, many of the cable shovel models were discontinued. This was not surprising for several reasons, but the most obvious is that both were often made by the same manufacturer."

There are a number of factors affecting the discovery and develop- ment of uranium in Australia which makes this mineral almost unique and quite different from other minerals. I. The role of the Australian Government, which initially encouraged the discovery by offering rewards to prospectors who discovered deposits that could become economic. 2. At a later stage, the Commonwealth and South Australian Govern- ments prevented the development and production of "new mines" by refusing to grant mining title and refusing to allow sales of uranium by not issuing export permits. 3. The unique property that uranium and its daughter products possessed, i.e. radioactivity, meant that any person who purchased a geiger coun- ter could go prospecting, even though they had no previous experience in prospecting and they had an equal opportunity of discovering a new deposit as a company or independent geologist. 4. Because the exploration/demand for uranium didn't occur until the 1940s very little background geological information or models were available and so the early discoveries tended to become the locus for exploration rather than moving into areas which might on geological concepts lead to exploration programmes based on geological models. Because of the lack of knowledge there was the exchange of geologists from the U.S. Geological Survey and the South Australia Geologist Survey.
