G.M. Philip and D.F. Watson The article cited above reflects the difficulty that is often encountered in interpreting different aspects of kriging. Baafi et al. write : "Due to negative kriging weights, negative block grades may be obtained in some extreme situations, which makes no practical sense." Their solution to this particular problem is to constrain the kriged estimates to data values that have positive weights, i.e., reduce the subset size contributing to the estimation. As Journel (1986, p. 133) has already observed, "Negative weights are no evil." Indeed, they are an ineluctable result of the Lagrangian multipliers in the system of simultaneous equations. The fact that data distant from the estimation point may be given negative weights simply means that the influence of such distant values must be negated because their influence is contradictory to closer values (as illustrated by Baafi et al. in their Figs. 3 and 4). Of course negative kriging weights applied to distant grade values will not in themselves induce negative grade at some central interpolation point. Negative grade values, rather, seem to be a particular artifact of automatic methods of estimation involving accu¬mulations (Philip and Watson, 1985a, 1985b, 1987b). The elimination of negative weights, suggested by Baafi et al., is likely to exacerbate a quite different problem of kriging and piecewise spline interpolation discussed elsewhere (Philip and Watson, 1987a). In interpolating large data sets of scattered observations, changing local subsets or neighborhoods must be selected automatically. Because of the mathematical formulation of kriging and spline interpolation, discontinuities then occur between closely-spaced estimation points as the subset used in the estimation changes. If this subset is reduced in number and size, the discontinuities will be amplified and more common. ? Kim Before replying to the comments by Philip and Watson, it is desirable to establish the original perspective of our paper, which was intended primarily for the practitioners of mining who possess a working knowledge of ordinary kriging. The paper tried to convey the following practical points: (1) there are circumstances in which one observes negative weights, (2) illustration of circumstances under which one can expect negative weights, (3) should one obtain a negative estimated grade, one can resort to elimination of negative weights using the technique outlined in the paper, and (4) one could normally select only the first layer of surrounding assays to estimate the block grade. Under such a perspective, most of the comments by Philip and Watson are irrelevant and misdirected. For example, the practitioners do not find it difficult to "interpret" the results of ordinary kriging, as evidenced by the fact that they have been using the results for nearly a decade. Nor are the practitioners concerned with discontinuities in estimated block grades due to changing neighborhood of assays during kriging. What matters to the practitioners is the fact that kriging does provide the best estimate among all the estimation tools available to them as of today. ?

Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation's lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan's signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency's (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one's solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. Introduction A computer program was developed for analyzing drum-type hoists before modifying an existing system or designing a new one. Its use permits the preliminary evaluation of a system before seeking technical assistance from mine hoist designers and manufacturers. The user-friendly program accepts a variety of data and analyzes hoisting systems for any balance state. The program can be used to calculate skip capacity to yield a desired production rate, solve for drum face width, select a permissible wire rope, estimate total horsepower of the hoist plant, and estimate annual power cost. Whether required for a large mining complex or for a relatively small operation, a hoisting system must be carefully designed to ensure the efficient, reliable, and safe flow of material. Because shaft sinking and hoist installation can total between 2.5% and 3% of the cost of opening a deep mine, proper hoist selection is critical. Today's mining engineer has at his disposal the most powerful design and analytical aid ever, the microcomputer. There is, unfortunately, limited software for the study of hoisting systems, unlike that for other materials handling equipment (Manula and Albert, 1980; Prelaz et al., 1964; Bucklen, 1969; Thompson, 1985). HOIST reduces a time-consuming set of calculations to a concise package of interrelated subprograms. A literature review revealed no common-user programs to analyze hoisting systems, although at least four major hoist designers/manufacturers/installers have their own in-house programs. To provide a tool with which the mining engineer could preliminarily analyze a materials hoisting system or could check the calculations of a hoist contractor, a computer program was developed. HOIST was written in BASIC for the IBM-PC for ease of program adaptation and to encourage field use on compatible systems. Details of program development are omitted, since the basic principles of hoisting analyses are relatively straightforward, simple, and readily accepted (Harmon, 1973; Nordberg, n.d.; Adler, 1957). Program features, intended usage, and benefits of the computerized solution are emphasized over theory development and mathematical rigor. Background The mine hoist system that is selected and installed at a mine is the "lifeline" of that mine, with installations lasting 20 years or more. Thorough study is warranted to ensure that productivity demands are met at a minimum cost per ton. The increased cost of a large, powerful, high-speed hoist must be offset by increased production to justify its selection. To optimize this tradeoff, an extensive hoisting analysis should be performed. The analyses to properly size the skip (or cage), the drum, and the hoist drive are conducive to computerization, permitting rapid evaluation of changeable operating and design parameters, such as velocity, acceleration, state of balance, and productivity demand. The program is particularly useful in conducting sensitivity trials, such as investigation into the effect of change of productivity on skip capacity and on horsepower of the hoist drive. HOIST is currently limited to the study of drum-type hoists with cylindrical drum(s). However, only minor changes to the program would permit analysis of friction hoists and conical drum configurations. Model development and testing The program is based on accepted equations and physical relationships. Examples of manual calculations formed the basis for decision points and program branching. Data is input in the order that it would be needed if the problems were solved manually. The choices are arranged likewise. HOIST was developed in sections, with manual solutions performed to check program logic. The testing became more rigorous as sections were completed. Output from one section becomes input for following sections, as appropriate. The simplified flow diagram of HOIST is given in Fig. 1.

Introduction Inco is the major North American nickel producer. Initially based in Sudbury, Ontario, its past exploration activity was directed toward finding new nickel deposits. New nickel sulfide discoveries outside Sudbury have included Thompson, Manitoba; Shebandowan, Ontario; and Widgiemooltha in Western Australia as well as a host of nickel laterite deposits. The company is currently diversifying into other commodities, including gold. Inco's exploration department participated in uranium discoveries in Saskatchewan and chromite discoveries at Tiebaghi in New Caledonia. In addition, it found new gold deposits at Lupin, Northwest Territories; Crixas, Brazil; Hoyle Township, Ontario; and Casa Berardi in Quebec. Crixas and Casa Berardi are currently being evaluated by underground exploration. Figure 1 shows some Canadian Shield gold locations where Inco is or was an active participant. Base metal developments Base metal exploration in shield areas has been greatly eased by applying scientific studies. Archean nickel sulfide deposits have been found using komatiitic-flow models (Fardon, 1971). Volcanogenic massive sulfide model has been applied to copper-zinc deposits (Sangster and Scott, 1976). Such deposits were subsequently seen developing on the sea floor through black smokers (Spiess, MacDonald, and Atwater, 1980). Sedimentary processes were recognized early as important in ore formation, particularly in the southern hemisphere (King, 1976). And many ore deposits are now regarded as a simple part of the geological column (Stanton, 1960 and 1972). Petrographic work on alteration patterns in and around ore bodies was used to develop standard porphyry copper models (Lowell and Guilbert, 1970). Epithermal models for precious metals followed. Stratigraphic zonation patterns have been formulated for base metal deposits, including keel facies, ore facies, and cap or distal facies. Gold developments The work on base metal deposits naturally spilled over into precious metal exploration when the gold price was allowed to float on world money markets. Early work on elements associated with gold deposits, especially arsenic, tellurium, selenium, and mercury, pioneered more detailed geochemical work (Bagby and Berger, 1985; and Groves, Ho, and Houstoun, 1984). Geochemical patterns have been recognized around microfine gold deposits. And the study of gold precipitation patterns in modern geothermal systems has helped understand gold deposition. In the late 1960s and early 1970s, it was noticed that numerous Archean banded iron formations contained anomalous gold values. From this and other observations, the syngenetic exhalite gold model has developed. Gold deposits also occur along shears in some plutons such as the Belmoral mine in Quebec. This indicates the importance of epigenetic processes in ore formation. Shield ore settings Initial studies recognized that the major gold camps in the Canadian Shield were mostly in greenstone belts and found along "breaks," especially zones of faulting and sedimentation. Gill (1948) wrote, "Only recently, as a result of detailed mapping, has the importance of major schist zones such as the Larder Lake, Cadillac, Porcupine Creek, and Destor Breaks been recognized. These zones of persistent adjustment mark broad belts favorable for ore occurrence." The importance of shearing in ore location and regional greenstone stratigraphic position close to late sedimentary packages was clearly understood. And structural models have been further developed for some Canadian ore deposits (Hubert, Trudel, and Gelinas, 1984). In the Beardmore-Geraldton camp of northwest Ontario, the importance was soon recognized of fold noses in banded iron formation, as localizers for gold ore. This importance had also been recognized in Western Australia,

The Bureau of Mines, through in-house and contract research, monitored mountain bump-prone areas of the Olga #2 Mine, near Welch, WV, using microseismic techniques for 15 months during 1985 and 1986. During this period, two ground failures occurred that were considered "mountain bumps" owing to excessive stress buildups. One failure damaged the roof and 4 pillars around an intersection; the second failure, which released much greater energy, resulted in significant damage to over 100 coal pillars. Analysis of the microseismic data collected provided significant insights into the magnitude and location of each failure. The actual failure zone was clearly delineated prior to the mountain bump occurrences through analysis of source locations of each microseismicevent. Trends in cumulative rate plots indicated the onset of structural instability. Although the data could not be analyzed automatically, the significance of the data interpretation cannot be overemphasized. Microseismic monitoring of bump-prone areas can be successful in providing a means to actually observe the structural stability occurring in underground coal mines. This paper discusses data collection techniques, analysis methods, and implications of the monitoring technique, with special emphasis on actual data from two large mountain bumps in West Virginia.

"Potash processing in Canada commenced on a commercial scale in 1962. Over the last 25 years it has grown into a world-class industry with many advances in processing technology. As it is a relatively young industry, many more advances can be expected. Unlike much of the mineral production in Canada, potash is sold as a range of finished products. The processing involves potash recovery and finishing in about equal amounts in terms of the effort of processing. Environmental concerns are not insignificant and are being treated uniquely in some areas. Research and development efforts, while not carried out on a large scale, are attacking industry problems on a wide front.THE INDUSTRYThe Canadian potash industry has 12 producing mines, 10 in Saskatchewan and 2 in New Brunswick. The total productive capacity of the industry is 18,300,000 tonnes of products per year. At capacity, the industry 1•ill process the equivalent of about 53,000,000 tonnes of ore per year. Plants range in size from 8,000 tonnes to 24,000 tonnes of feed per operating day. In product terms this is from 2,500 to 3,500 tonnes of products per day.Of the 12 mines, 11 are conventional underground mining operations with potash recovery principally by flotation supplemented by crystallization and one is a solution mine where mining is achieved by dissolving the potash and salt in underground caverns and then treating the solution in an evaporator/ crystallizer circuit. In all plants there is commonality of unit operation in the product screening and compaction sections. There are three principal ores being treated in the conventional plants. The stringent marketing specifications included in coal contracts mean that coal producers must supply cleaner and more consistent coal than may have been formerly required. Geostatistics has the potential to aid in the accurate estimation of the washability characteristics of coal. A prediction method, the Kriged Service Variable Approach has been developed.A Computer Aided Drafting and Design system has proved useful in the development and application of the approach. The geostatistical approach has been tested against coal geological and borehole data and applications discussed.

Laboratory model test results for the ultimate uplift capacity of square and circular foundations in saturated clay (ø=0) have been presented. The results of the present model tests for square foundations have been compared with the previously published laboratory model tests results on circular foundations. Based on the comparison, it appears that the critical embedment ratio of square and circular foundations increases from about 3 for soft clays to about 7 for medium to stiff clays. By using the experimental results, an empirical procedure has been suggested for determination of the ultimate uplift capacity of belled pier foundations in saturated clay.

INTRODUCTION Generations of tunneling engineers had to fight not only against bursting rock and squeezing ground but also against the destroying power of water. Intrusion of groundwater into the tunnel opening affects the stability of the tunnel support system, reduces the safety of the traffic inside the tunnel, induces corrosion of installed equipment, and provides for creeping currents at electric facilities. Aware of these problems, engineers of the Washington Metropolitan Area Transit Authority and their consultants opened the way for a new approach in sealing a tunnel. It was made possible by accepting a new method of tunnel construction scarcely applied in the U.S. before. This new technique, the New Austrian Tunneling Method (NATM), provided the basis for the successful installation of a PVC-membrane between two separated shells of tunnel lining, and the carefully directed drainage of groundwater. Beside of the economic benefits already attained by applying the NATM for tunnel construction, the Authority now saves millions of dollars otherwise necessary to maintain the tunnel during its lifetime (Garrett, 1986; Setzer, 1986). But there is a large number of leaking tunnels built according to conventional methods, some of them facing severe problems jeopardizing the safe utilization of these structures. Recently developed methods indicate that even those tunnels can be rehabilitated without extensive costs by draining and sealing them afterwards. A road tunnel in the Austrian Alps provides the scene for a major attempt to convert one of those leaking tunnels into a dry structure.

The main users of computerised financial evaluation tools in the mining industry are the mining investment analyst, the mine manager together with his financial manager and the mining student (undergruadate and post-graduate). The mining investment analyst's needs mainly centre around the-micro and macro aspects affecting the mining industry in general. The mine manager needs a tool to assist him with the planning, reporting and controlling of production, costs, efficiency, productivity and cashflow. For the mining student studying Financial Evaluation, the main need is for a computer program which will assist him in learning the basics of the subject. This paper concentrates on the needs and objectives of the course Financial Mine Evaluation, the approach to which is presented. Emphasis is placed on the practical computing sessions and the role of the FCS-EPS package as a training tool.

Dynamic load testing is employed with ever increasing frequency to estimate the strength and elastic settlement behavior of piles of all types. For dynamic loading ram masses up to 20 Mg have been used and pile resistance forces up to 30 MN have been activated. Strains and accelerations induced by the impact are measured near the pile top and a load-set curve is computed by the so-called CAPWAP method. This paper briefly describes both the necessary equipment and other details of the dynamic tests and the available analytical tools for data interpretation. Furthermore the need for further research and the current status of standardization will be discussed. This paper also presents the results from several static and dynamic correlation tests on cast-in-situ piles of up to 2 m diameter and 64 m length. The results demonstrate the economical and technical feasibility of this test method.

It was shown that manganese dioxide could be used as an oxidant in acid thiourea leaching of a gold ore. Manganese dioxide could generate high redox potentials and was as effective as hydrogen peroxide in the leaching process. Results obtained under closely controlled leaching conditions confirmed that high redox potentials enabled faster dissolution of gold to be obtained but led to extremely high reagent consumptions (thiourea, acid, and manganese dioxide). Additions of sodium sulphite solution in an attempt to lower thiourea consumption by reducing formamidine disulphide back to thiourea were only marginally successful. Although thio- urea consumption was slightly decreased, the consumption of acid and manganese dioxide was substantially increased and there was no net benefit in using sulphite. Tests in which a single addition of mangan- ese dioxide was made before addition of thiourea minimized overall reagent consumption and gave only a slightly lower dissolution rate of gold. This is a promising technique for further Investigation.

The Emperor vein system lies on the eastern margin of the Tavua volcanic structure. This is of Miocene age and occurs in basalts(the Mba Volcanics) probably underlain at about 2 km by calcite-rich sediments (the Vatukoro Formation). The lodes are generally flatmakes, or steep fault fillings, or complex shatter zones, and consist of quartz and altered wall rock. In areas of open cavities it is possible to establish a paragenesis which involves five quartz stages and two ore mineral stages. The first ore stage contains calaverite, krennerite, sylvanite and native tellurium, the second petzite, hessite and native gold. The quartz stages are thought to have formed slowly (102 years) from boiling solutions of low salinity at temperatures varying with time from about 250¦C to 190¦C. The system was sealed, the temperature gradient near vertical and the mass flux small. The ore mineral stages probably formed relatively rapidly (101years) from boiling solutions at 250¦ to 200¦C when the system was mainly open. Gold deposition was probably largely a result of fall in aH2S due to boiling, the calculated solution concentration falling from a maximum of about 8 ppb at 250¦C to about 8.10-3ppb at 200¦C. Boiling is also probably responsible for an increase in a02 (by loss of H2) and fall in aTe2 (by loss of H2Te). The fluids are thought to have had a large component of meteoric water and to have been heated by plutons in the core of the volcanic structure. Stable isotope data indicate that they derived their carbon from the underlying Vatukoro Formation and their sulphur from sediments. Circulation may have been confined to the outside of the volcanic structure because of the relatively low permeability of the flows, pyroclastics and dykes within it.

Tomago sandbeds is an unconfined coastal aquifer located 20km. north of Newcastle in New South Wales, Australia. These sandbeds extend over an area of about 130km. The average aquifer depth is about 20m. with a mean transmissivity of about 400sq.m/day and a specific yield of about 0.2. The city of Newcastle and surrounding areas derive water from Tomago for potable purposes. The average extraction being about 50 ML/day. The iron value of the ground water varies between 5 and 15mg/1. This iron is removed by a conventional water treatment plant using Alum. The aquifer whilst principally quartzose also contains deposits of heavy minerals like rutile, zircon, ilmenite, etc., The mineral sand mining has been in progress at Tomago since 1972. Mining is carried out in a con- structed pond with a water depth of about 5m. on which is floated a suction cutter dredge that moves across the front of the pond using a water jet to entrain the soil from the ground surface to the bottom of the mineralised zone. Effect of mineral sand mining on ground water quality, particularly iron, was the subject of intensive investigations undertaken at Tomago since 1970. The effect on water quality was studied by collecting and analysing water samples from network of observation wells established during the period of mining. Water samples were collected about 4-5 years prior to mining and analysed for iron, sulphate, chloride, pH, etc., After mining the observation wells were re-established at the same locations and water samples were collected and analysed for at least 5 years after mining. Water samples collected from majority of the observation wells indicate an increase in iron levels. The level of increase is very site specific. The increase in iron is also

INTRODUCTION Behavior of clay soils in response to tunneling is reasonably well understood by reference to the tunnel stability factor NT = Pz/su (Peck, 1969; Heuer, 1974). With this analysis tool, care must be taken to use a value of clay shear strength which represents the actual mass strength, considering such factors as slickensided fissures often found in stiff and hard clays. Behavior of clean sand and gravel soils is also reasonably well understood. Above the water table these soils must be assumed to act as running ground unless they are known to have significant cementation or have a very dense and angular interlocked grain structure. Below the water table they must be tunneled using some form of groundwater control such as dewatering, grouting, freezing, or internal fluid pressure in the tunnel such as compressed air or a slurry tunneling machine. The internal fluid pressure must approximately balance the external water head. Without such precautions these soils behave as flowing ground and may yield large volumes of water flow into the tunnel. A wide range of very fine sand, silty sand, cohesionless silt, and clayey sand soils exist in nature in a variety of geologic environments. The behavior of these soils in response to tunneling, and guidelines for anticipating their behavior, are not well described in the literature. Because of their content of fine particles, these materials may behave as if they initially have appreciable cohesion and moderate to low permeability. They may exhibit significant standup time, and require tunnel internal fluid pressure (compressed air or slurry pressure) less than the full external water head. It is important to be able to estimate the behavior of these soils when planning construction methods. For example, if the external water pressure is 140 kPa (20 psi), but soil stability at the tunnel face can be achieved as a compressed air pressure of 80 kPa (12 psi), a large cost savings may result.

In 1986, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied part of the 20,071-acre South Fork Wilderness Study Area (OR-005-033) and part of the 8,791-acre Sand Hollow Wilderness Study Area (OR-005-034) in order to evaluate their identified mineral resources. The study areas are located in Crook County, OR, about 58 air miles east from Bend. The areas studied are underlain by Tertiary- and Quaternary-age volcanic and tuffaceous sedimentary rocks. No mineral resources were identified in or adjacent to the study area. Except for common opal and agate occurrences along the northern boundary of the study areas, no mines, prospects, or mineralized zones occur within the study areas. Bentonite is periodically mined less than 1 mi southwest of the Sand Hollow study area boundary. Neither of the study areas has geothermal leases, but both areas are under lease for oil and gas.

INTRODUCTION The passage of Comprehensive Environmental Response Compensation and Liability Act (CERCLA/Superfund) as well as the Resource Conservation and Recovery Act (RCRA) and state laws, have placed added regulatory pressures on the mining industry. These laws which focus on the regulation of hazardous substances and wastes for the protection of the public health and welfare and the environment, present the potential for tremendous financial impacts and liabilities on existing mine operators and owners and/or potential mine operators/owners. This paper takes a brief look at these laws and presents an environmental audit procedure to identify environmental liabilities prior to mine land transactions. The environmental audit approach presented is an overview of the procedures that could be used to document, evaluate and inventory existing and/or potential environmental concerns. This audit procedure can be applied to developed or undeveloped properties and at active or inactive mining sites. REGULATORY OVERVIEW Mining environmental liabilities have been addressed in RCRA, Superfund, the Clean Air Act (CAA) and the Clean Water Act (CWA). Even though the U.S. Environmental Protection Agency (EPA) has determined that mining wastes will be treated as solid wastes under RCRA and not as hazardous wastes, these wastes could still bring about a great deal of financial liability under Superfund. The catch is if the mine wastes generated contain hazardous substances such as the heavy metals arsenic, beryllium, cadmium, chromium, copper, lead, mercury, nickel, selenium, silver, thallium, zinc and others as well as cyanide. Thus, it is not only important for a mine operator/owner or a potential mine operator/owner to know if the mine wastes generated are hazardous, but it is important to know if the wastes contain hazardous substances. Following is a brief overview of RCRA and Superfund and their potential implications. RCRA RCRA, which provides the basis for the regulation of solid and hazardous wastes, is applicable to active mining and milling sites. Within RCRA the definition of a hazardous waste is provided. This definition applies to owners and operators of mining and milling sites if the operator has stored, disposed or treated hazardous wastes on-site. If this is the case and if strict process control and waste management activities are not adhered to, environmental liabilities may be associated with the site. Superfund The 1980 Superfund law can be applicable to inactive mining sites or to inactive sections of an active facility. The provisions of Superfund call for the regulation of hazardous wastes and hazardous sub- stances disposal and release not only by the existing owner, but also for any previous owner. This concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of hazardous waste cleanup (Haller, 1987). Furthermore, liabilities under Superfund have also been applied back to past acts; thus, several mining properties, active or inactive prior to the 1980 Superfund law, are at risk of being placed on the EPA's National Priority List (NPL) for cleanup. Last years amendments to Superfund, known as the Superfund Reauthorization Act of 1986 (SARA), provided some significant developments for the mining industry. The major requirement of the amendments as it pertains to owners or operators of mining sites is that the EPA must revise its present Hazard Ranking System (HRS). This is important be- cause in most cases the primary reason for several mining sites having been included on the NPL was due to the large volume of wastes generated. As is typical at most mining sites, large volumes of low toxicity wastes are generated and the current HRS model prejudices against this. It should be noted that this provision only applies to sites that are not already on the NPL or have not been proposed for inclusion on the list.

"The paper reviews state-of-the art welding processes and consumables for structural and pressure equipment applications in offshore environments, particularly the Arctic. Optimum selection of consumables will be discussed with regard to the facility to meet tentative toughness requirements in weldments. Finally, the development of welding procedure specifications will be considered in relation to the prevention of hot or cold cracking and lamellar tearing.Welding RequirementsGeneralThe exploitation of Canadian frontier oil and gas reserves will require a fleet of various types of offshore structures. These will include fixed jacket types and semi-submersibles for the East Coast with huge man-made islands and icebreakers for the Arctic regions. Both these regions will also require supply and drill ships plus subsea pipelines and cargo tankers for transportation. Clearly the welding of these items will plays large part in the over-all integrity and safety of exploration and production operations.The required development in structural steels and pressure vessel steels, for current and future offshore structures, to improve properties, particularly toughness for lower temperature service, has also prompted welding researchers to develop process and consumable combinations to match the parent plate specifications. This development has had to consider particular aspects of weldability such as a low susceptibility to cold cracking and preventing low HAZ toughness. Current research has centred on attempts to increase HAZ toughness with higher heat input welding of newly developed structural steels.The installation of Arctic region pipelines has provided a sound base for future, more complex fabrications in the most severe service temperatures in the Canadian frontier although few of the installations have been designed to the lowest possible exposed temperature of -62°C."
