The Richmond-San Rafael Bridge was built in the early 50s' and was first opened to traffic on August 31, 1956. Among California's longest steel bridges, it spans more than 21,000 feet across the northern portion of San Francisco Bay. It is one of six toll bridges currently undergoing seismic retrofit in the Bay area. Current retrofit criteria require the structure not to collapse in a Magnitude 8.3 earthquake lasting 45 seconds on the San Andreas Fault. The earthquake epicenter is 10 miles to the west of the Bridge, near the mouth of San Francisco Bay. Another major fault is the Hayward Fault, with a potential of a 7.5 magnitude earthquake. It is only 4 miles east of the eastern end of the bridge. The retrofit criterion is that the structure survives these earthquakes without collapse or loss of life, and that they are capable of repair within a period of one year. Therefore an energy absorbing, ductility and nominal resistance based approach to the retrofit design have been adopted for the retrofit of this bridge. Foundation Retrofit The foundation retrofits were designed to satisfy of drift criteria of 6 inches at the base of the footings, and to keep the existing H-piles from experiencing unacceptable levels of permanent soil displacement and /or structural rupture. Full-scale structural lateral load testing of BP14x89 piling, to rupture, has helped to determine the drift criteria. However recent non-linear analytical results, have led to a redesign, which may allow for 12 inches of drift. The as-built analysis of the Micropile piers determined that those piers would not exceed the 6-inch drift criteria so lateral resisting shear piles were not needed at those piers.

In a previous report,6 results were given that showed the amount of natural ventilation in a manhole having a capacity of 74.l cubic feet when the number of ventilation openings in the cover was varied. from no openings to a maximum of 48. The results showed that the ventilation (air changes per day) in the manhole was proportional to the area of the openings in the cover, and also that the number or area of the openings was the factor that chiefly affected the ventilation.

The Program of Mine Safety and Health Research described in this document reflects the continuing commitment of the Spokane and Pittsburgh Research Laboratories to focus on the most important areas where research can make a difference in reducing risk and improving safety and health for miners. It is the first program of work conducted since Congress mandated closure of the former U. S. Bureau of Mines (USBM) in the Department of the Interior and supported integration of the health and safety research function of the former USBM into the National Institute for Occupational Safety and Health (NIOSH). Organizational changes made FY97 a challenging year of transition. Ongoing research was reviewed and revised to reflect the new, more limited, health and safety mandate of the research laboratories. The mining industry, mine worker representatives, and interested government agencies provided broad input to assure that the research performed would focus on the most critical safety and health problems confronting mining today and which are expected to be faced in the future. The two laboratories worked to evolve coordinated programs of safety and health research, each with a special focus. The work of the Spokane Research Laboratory is directed toward issues of special importance to the Western mining industry, particularly those safety hazards found in metal/nonmetal mining and surface mining. The work of the Pittsburgh Research Laboratory will continue to focus on Eastern mining, particularly underground coal mining. Traditional areas of expertise for understanding and preventing fires and explosions and for controlling the hazards of dust and noise will continue to reside in Pittsburgh. Each laboratory is developing new capabilities in the analysis of relevant safety and health information to assure that program priority-setting decisions are informed by the best available data. Recognizing the continuing importance of communicating the results of research to all who are capable of improving safety and health conditions in mining, each laboratory has developed an activity for information dissemination and coordination with stakeholders. In the midst of organizational self-examination and change, the research staff in Pittsburgh and Spokane have never wavered from their continuing commitment to conduct the highest quality scientific research-solution-oriented scientific work meant to reduce the risk of injury, disease, and death from occupational hazards in mining. The pages that follow give insight into some of the program activities and accomplishments from FY97. I hope you share my pride in the many accomplishments of the NIOSH mine safety and health research program during this year. This report comes at a time of increasing stability for the mine health and safety research program. The organizational changes in Spokane and Pittsburgh have been concluded, and NIOSH has succeeded in recruiting a new, permanent associate director for mining to lead this critically important national program. Congress has contributed to an optimistic future by providing expanded funding for NIOSH mining-related research for the next fiscal year. On a personal note, I greatly appreciate the opportunity I have had to serve as the NIOSH Acting Associate Director for Mining during this transitional year. The commitment and intelligence with which the mining research staff pursued their mission was matched by their patience and understanding in moving into a new organizational environment. All of us committed to improved safety and health for this Nation's miners owe them our respect and appreciation.

For electric utilities serving the aluminum smelter industry in the United States, sulfur oxide (SOx) abatement legislation could bring about increases in the costs of generating electricity. This paper documents the method and assumptions used in estimating these increases, and the contains the results of the estimation. 1.2 SMELTER INFORMATION The smelters used in this study were identified by the Bureau of Mines (BOM) and are listed in Table 1.1. Also included in Table 1.1 are the electric utilities that serve these smelters. Compliance costs were estimated for these utilities. Some of the utilities are unique in the way that the information is handled or in the way the utility is operated; these are discussed below. 1.2.1 Big Rivers and Associated Co-ops, Data for Big Rivers and Associated Co-ops were gathered by George Mason University (GMU) students for BON and are included in this study.

"Gold bearing deposits of the Witwatersrand basin are generally less than 2m thick and require conventional narrow-reef mining methods for extraction and employ explosives as a means of rock breaking. Optimal utilization of explosives is dependent on the overall design of the blast. The under-utilization of explosives arises when shot-holes are drilled inconsistently, overcharged, and when tamping is absent. This can be rectified by emphasizing the importance of good drilling practices as part of induction programmes and refresher courses. The project was aimed at determining whether or not explosives are being optimally utilized at project site. This was investigated through a study of the properties of explosives, mine standards, and recommendations for usage. Underground observations were made to determine whether or not mine standards were being adhered to. Historic data was obtained to establish the historic relationship existing between the quantity of explosives used (kg) and the production output (m2). This was then compared to the quantity of explosives the mine expects to use per unit of production. The results obtained were analysed to determine the presence and extent of over- or under-utilization. It was found that explosives are being under-utilized at the mine. More explosives are ordered than expected per unit of production. The explosives’ properties are not thoroughly exploited during blasting, thereby requiring the use of more explosives than prescribed. Rutile concentrate, used in the manufacture of welding rode, smoke-screen chemicals, and alloys, is being produced by the Titanium Alloy Co. of Arkansas at its mine and. mill in Magnet Cove. The company estimates a substantial reserve of recoverable rutile. This is a new operation, and production figures are not known. Previous operations had stripped the placer material, leaving the underlying mineralized zone. INTRODUCTION This report describes the mining and milling; operations of the Titanium Alloy Co. of Arkansas. The property was examined by the author on March 4, 1942, and subsequent dates. J. A. Wood, general manager, was very helpful in supplying information.

It has been demonstrated that all the cadmium from spent batteries, typically 4 g per battery, can be recovered by burning polyvinyl chloride waste to yield hydrogen chloride; this reacts to produce volatile calcium chloride, which can then be condensed and collected in a separate reactor. Alternatively, chlorine may be used to chlorinate the cadmium with equal efficiency. There is also a prospect of using very low concentrations of these gases, less than 1%, to effect the separation. The Cd was recovered more quickly when exposed to sustained, controlled flow rates of chlorinating gases, whereas when PVC was burnt most of the gas was produced in a very short time, not allowing complete reaction. This problem can be overcome by recirculation of the gas into the reactor. The technology is efficient and clean and the equipment used is simple, enhancing the prospects for a pilot-scale version of the process

An overview is given of the matte melting process used for the beneficiation of South African Platinum Group Metal (PGM) ores. Most producers use six-electrode furnaces to melt the concentrate and Pierce Smith converters to oxidize excess iron sulphide from the furnace matte. Concentrates from two reef-types (the so-called Merensky and UG-2 reefs) dominate the feedstock supply. Concentrate from the Merensky reef is low in chromium and do not pose significant melting problems. Concentrates from the UG-2 reef contain much higher levels of chromium, which results in the formation of chromium-rich spinels during melting. This is attributed to the low solubility of chromium in furnace slag under typical operating conditions (an oxygen partial pressure of 10-8-10-9bar at temperatures of 1550°C to 1600°C). During the converting process care is needed to avoid excessively oxidizing conditions, which result in cobalt, nickel and copper losses to the slag. High nickel losses result in the formation ofFe2NiO4(trevorite), which often forms solid solutions with FeCr2O4and Fe3O4. In future, the main challenge in the processing of South African PGM ores will be to cope with ever increasing levels of chromium in the concentrate. A short-term solution to the problem would be to melt the concentrate under slightly reducing conditions to promote the formation of CrO, which is more soluble in the slag than Cr2O3. A longer-term solution to the problem would be to abandon the current matte-smelting process in favour of an alloy-based process, which would offer total flexibility with respect to the amount of chromium that can be tolerated in the feed. Viscosity measurements were carried out on slags in the CaO-Cu2O-CuO-MgO-SiO2systemcontaining ~ 63 wt% SiO2in air. The experimental work was carried out over a range of temperatures where the slags were completely liquid. Initial measurements were on a binary CaO-SiO2slag to which incremental additions of CuxO-MgO-SiO2slag with the same silica mole fraction were made. The viscosity-temperature relationship was measured for slags with‘Cu2O’contents of 0.02, 0.19, 0.38, 0.79, 1.69, 2.47, 3.01, 5.31 and 10.0 wt%. The proportions of Cu+and Cu2+in the slags were determined. The oxidation state of Cushifted from predominantly Cu+to Cu2+, with the Cu+/Cu2+ratio of approximately 0.3 for slag with a Cu content above 2 wt%. This is equivalent to Cu1.13O. The trends observed for changes of Cu2+/Cu+redox ratio with slag chemistry were consistent with the literature. Decreasing the CaO content by substituting copper oxide resulted in a decrease in the Cu+/Cu2+redox ratio. The change in ratio corresponded to a shift of the value of x in CuxO from an initial value of 1.8 to 1.1,when the slags contained 10% ‘Cu2O’. In this study, the SiO2content of the slags varied between 64 and 60 wt% as the Cu content increased. The viscosity of the slag containing 10 wt% CuxO was nearly 4.5 times lower than the binary CaO-SiO2slag. As the silica mole fraction (xSiO2) actually stayed constant (0.61±0.009),the results show that CuxO acted as a network breaker. Comparison with other ternary slags with similar silica mole fractions suggest that that addition of CuxO to silicate slags has a stronger effect on lowering the viscosity than FeO or MnO has on a molar basis. Life cycle assessment (LCA) is used increasingly as a tool to provide quantitative metrics of environmental impact and inform early stage materials selection decisions. One common challenge in LCA stems from allocation of burden when multiple adjacent products share some of the same processes. A critical example of this is the partitioning of benefit or burden at product disposition in open-loop recycling scenarios. This work reviews the challenge of allocation and investigates the various methods proposed for allocating end-of-life (EOL) burden. Specifically this work examines whether these methods lead to different results and explores the trends in allocation method bias for or against particular materials classes.

Distinguished guests ladies and Gentlemen. As many of you know, before I became a Labour Member of Parliament, I had an unusual career path for a politician, in that I spent quite a few years working in the business community. In other words, I was mainstreamed before I was institutionalised. Given that some of this time was spent working for the then Macraes Mining Company Limited, now Gold and Resource Developments NL, I feel that I may have a perspective on how things are seen, on both sides of the fence. In terms of public perception and esteem I am not sure which career option was the step up and which was the step down. So far what I have found very familiar, is that in both roles there is a gulf between the reality and the perception of that reality - a gulf that is both huge and hard to bridge. I think it is a point worth making here amongst another busy industry cluster, that we can all too easily get so embroiled in the day to day activities, that we lose sight of how this might look to those running on a different treadmill. I can still remember scratching my head at the beginning of some days, as I worked to get new mining projects started that I knew were going to bring real jobs and economic benefit to New Zealand, but ending the day feeling like I may instead have been proposing bringing back both strip mining and slavery. If I learnt one valuable lesson out of that time it was this: .... mining has become so publicly demonised on the road to ecological nirvana, that even attempting a lucid dialogue on mining issues, with some, is incredibly difficult.

State-of-the-art for subsidence calculation are stochastical models. Although these models were successfully used all over the world they have their limitations due to the fact that they are not based on mechanical laws. For example the models did not take the rock mass structure and the rock mass characteristics into account. Therefore in a research program the skills of geomechanical numerical models for subsidence calculation were investigated. A case study shows that numerical models which are in principle based on the elastic theory are suitable for subsidence prediction. Due to the principles of these models the results are not sufficient in the case of multiple seam extraction. More extended geomechanical numerical models like FLAC and UDEC were investigated in further steps of the research work. Up to now large area geomechanical models require unrealistic long calculation times if the level of detail is similar to that of small scale calculations. Due to this it was necessary to implement a simplified description of the rock mass structure and characteristics. Different case studies show that this approach is successfull for subsidence calculation by numerical geomechanical models even for multiple seam extraction.

"The problem of gold recovery by gravity from high density gangues is first discussed from a fundamental perspective. Three potential difficulties are presented: poor liberation and fine gold particle size, concentrate bed erosion by coarse dense particles, and slow percolation of gold particle through the high density gangue bed. Two case studies are presented to illustrate the impact of these three problems on circuit performance and the feasibility of gravity recovery. It is concluded that careful testing can determine the scope of the first problem and feed preparation can limit the extent of the second. The third problem is clearly the most serious and results in lower gravity recoverable gold recoveries than would be achieved with the same recovery effort on a low density gangue application.IntroductionSince the commercialisation of the Knelson Concentrator in 1980, gold gravity recovery has experienced a surge in interest, in Canada and the United States first, then Australia, Zimbabwe and Russia, and finally worldwide. Table I details number of units sold in various countries, which corresponds approximately to their importance as gold producers 1. Exceptions. such as the low rank of South Africa or the importance of Zimbabwe, despite the much higher gold throughput of the former, are generally the result of differences in the effectiveness of the local marketing strategies, as well as a reflection of the ""philosophy of recovery"" prevalent in the country.The impact of the Knelson has not been felt equally in all plants. Typically, a highly successful application falls into the following categories: (a) alluvial or hard rock recovery for which gravity is the sole recovery method, (b) hard-rock free gold milling with ores which have a very high gravity-recoverable gold (GRG) content, (c) low grade sulphide copper-gold ores which include flotation ahead of cyanidation and (d) free-milling gold ores ahead of Other applications can be successful, but are not as common. The ""explosion"" of centrifuge concentration, of which the Knelson is the most successful but by no means the sole model, has created a certain euphoria which can be summarized as ""gravity recovery will improve the profitability of gold milling, no matter what."" This presentation is about applications that are not so successful, or even downright unsuccessful. The rationale is not to down-play gold gravity recovery, but to set it in its rightful position: metallurgically, it is not appropriate all of the times; it can become inappropriate if poorly designed; and it can be metallurgically possible but economically unjustifiable. In this paper, this will be illustrated and explained rather than demonstrated, with the use of both industrial plant surveys and laboratory test work. Alternate gravity approaches will be suggested."

A kinetic model for leaching of particulate metals in a batch system has been developed. The leaching mechanism has been analyzed by solving a series of ordinary differential equations relating heterogeneous reaction kinetics at the solid/liquid interface to mass transfer of reactant and products. Special emphasis has been given to the effect of changing of the surface area of the leaching substrate and initial particle distribution on the overall leaching rate. The dissolution of gold powders in acidic solution with bromine as an oxidant has been used as a model system. The effect of particle size, chemical reaction order, rate constant and mass transfer coefficient on the overall rate of dissolution of metal powder has been analyzed and discussed.

Many injuries are caused each year by rock falls in coal mines. Most of these injuries are not caused by major roof collapses, but from falls of smaller rocks from the immediate top or roof skin. Various surface controls are used in mines to control this surface rock. One that has been found to be very effective is roof screening. Depending on the size of the screen, roof coverage approaching 100%can be achieved. Many mines are reluctant to use screen for primary skin control because of additional costs of time and materials, but others are having great success at both controlling costs and surface rock. Data is presented from two mines that show a dramatic reduction in roof skin injuries when screening is used. Much of this success is due to innovations in roof bolting machines. Four case studies of roof screen experience are presented along with associated costs of materials, impact on bolting advance rates, and potential ergonomic risks. The effects of roof screening on skin control and safety are also included. Finally, this paper will provide information about features of different roof bolting machines that affect production and safety.

This paper utilises 3-D finite-element modeling to study the static and dynamic lateral harmonic response of inclined piles, in a homogenous and a non-homogenous soil, modeled as a linear hysteretic medium. The results of a comprehensive parameter study are presented in the form of dimensionless plots of: (a) static and dynamic swaying and rocking stiffnesses and damping ratios, and (b) distribution of internal forces (bending moment, shear and axial force) with depth. These plots can be readily utilised in practical applications and they offer insight on the role of the inclination in the response of flexible piles.

Responsible mining requires stakeholder engagement throughout all operational stages and after mine closure. By assessing the current and anticipated future socio-economic and environmental impacts, a company can maximise the positive impacts they can have on a community, whilst minimising any negative impacts. Despite the current emphasis on companies maintaining effective stakeholder relations to gain their ‘social license’ to operate, findings of the present study reveal a wide variation in community expectations, with different degrees of ‘acceptability’ evident across seven sites in Romania (Rosia Montana), Sweden (Kristineberg), the United Kingdom (Cornwall), Bosnia Herzegovina (Vihovici) and Russia (Karabash, Gay and Mednogorsk). These variations reflect the current status of mining within a community, as well as its socio-economic background and the nature of existing engagement with mining companies already operating in the region.

In order to estimate the deformation and load distribution of a single pile subjected to dynamic horizontal load as well as vertical load, a simplified method of three-dimensional numerical analysis, KWaveHybrid program, is developed using a hybrid model. In the hybrid model, the pile is modelled as elastic beams, and the soil at each pile node is treated as springs and dashpots in both vertical and horizontal directions. KWaveHybrid is also able to analyse the static response of the pile. Validity of the newly developed program is examined through comparisons with theoretical values and horizontal dynamic and static pile load test results
