IN THE December issue of MINING AND METALLURGY, attention was drawn to the February meeting of the Institute. The plans of the Committee on Arrange-ments have progressed considerably since that date, so that further announcements may now be made. The Mining Methods Committee has definitely arranged for at least three sessions. One of these will be devoted to a discussion of various methods used in sampling large low-grade ore deposits; a second will have for its leading subject underground transportation and mining practice as developed by the Anaconda Copper Mining Co., and the third will be devoted to the coal industry, particularly in reference to the percent-age of economic recovery under various conditions. The Mining Methods Committee will also hold a committee meeting, which will be open to all members, for the purpose of a discussion in reference to the symposium on mining methods which it proposes to hold at an early meeting. The Petroleum and Gas Committee is planning a two-day symposium. A tentative program was printed in the November number of MINING AND METALLURGY, and this, with a few changes, still indicates the plans of the committee. E. L. DeGolyer, vice-chairman of the committee, says Mining engineers and geologists should make every effort to attend the February meeting and hear the symposiums on foreign oil possibilities which have been arranged by the Petro-leum and Gas Committee of the Institute. No such comprehen-sive consideration of this subject as that planned has previously been attempted. This matter is extremely important to all persons who are users of petroleum or its products, and in our present civilization this classification includes every individual, but it is particularly important to the engineer who directs the production and use of power on a large scale. The United States produces currently about two-thirds of the world's oil but consumes more than it produces. We must look .to outside areas for part at least of our petroleum requirements and the future market, because even American oil will be influ-enced largely by the ease and freedom with which this outside supply may be secured. It is important to you to know something of foreign prospects and conditions under which they may be developed.

SEVERAL distinctions can rightfully be accorded the Bagdad enterprise. For one thing, it has the most romantic name among the Porphyry Coppers and this is said with all due deference to Copper Queen and Inspiration! Bagdad was one of the richest and most magnificent cities of the glamorous world of the Arabian Nights. The record does not say who was responsible for applying the name Bagdad to the company that in 191 1 took over the property of the Arizona-Nevada Copper Company; but whoever it was must have had visions (or at least hopes) of a fabulously profitable mine. So far as I know, Bagdad is the only Porphyry whose owners, or officials, ran afoul of the law because of alleged sins of omission or commission in vending shares of the company's stock. E. B. Bronson, of New York, had been interested in Bagdad since 1909; and, during the lean period of the 1930's he had, as president of the corporation, endeavored to raise needed funds by the sale of 140,000 shares of treasury stock. Some legal questions arose as to the need for registration under the Securities and Exchange Act; but, when Mr. Bronson finally filed a registration statement, the New York office of the Securities and Exchange Commission found 155 "deficiencies" in the document. According to the judge who later heard the criminal case against Bronson, no evidence was introduced to show that he had personally benefited "to the extent of one dollar." However, it was charged that the setup was such that he was in position to profit if he had wanted to! A somewhat quixotic position, it would seem. The nation's ever-expanding construction and mining activity has placed an increasing demand upon engineers and geologists to design and construct stable slopes in earth materials-soil and rock. Man's attempt to handle these slope stability problems has been based primarily on practical experience and the resulting theories formulated to explain the phenomena. Too many instances occur when man is faced with a slope stability problem that has not yet been experienced and doesn't lend itself to solution by any existing theory. At this point he must extend himself in using his engineering judgment to arrive at a reasonable and safe design. As past experience has shown, all of the "safe designs" are not really safe. Sometimes they result in embarrassing failures. Measurements provide the key to understanding and controlling natural phenomena. We cannot hope to gain control of the slope stability problem until we understand the causes of slope failure, their behavior with respect to time and their relative magnitudes. Measurements required for an adequate definition of any slope problem must be of the highest reliability because of the importance of decisions which must be based on them. For this reason, direct measurements of movement, shear strength, water pressure, etc. of the unstable mass are preferable to indirect measurements of other physical properties. Movement instruments which can be positioned inside of the slope mass (within boreholes) are among the most useful in diagnosis and/or monitoring of slope movements. The higher the sensitivity and il-measurement precision possible with borehole instruments, the quicker the required information can be obtained and the more exactly may hazardous conditions be observed. A high density of measuring points in a single drill hole is deemed essential for diagnostic purposes. Behavior gradients may thus be obtained. The dijfusiuity D was determined at 25° to 780°C- from hyd?-ogen evolution rates. Anomalous evolution from air-melted iron was att~zbztted to residual hydrogen, which is interpreted as a hydrogen compound that decomposes at a strongly temperature-(Ieperzdent rate above 500°C. Above 200°C, D = 0.0014 cm2sec-1 exp (-3200 cal per g atom/RT). Below, 200°C the diffusivity is anomalously low and represented by D = 0.12 cm2sec-l exp (-7820 cal per g atom/RT). It is postulated that at low temperatures the hydrogen in the metal is "trapped" with an energy 4.8 kcaL per g atom below- that of the interstitial hydrogen. 1 HE purpose of the present experimental study was to determine the diffusivity of hydrogen in a-Fe over an extended temperature range. As certain anomalies were encountered, attempts were made to understand the anomalies themselves. This research was in progress both before and after a determination of the diffusivity of hydrogen in nicke1.l The latter system was found to exhibit none of the anomalies of hydrogen in iron, and its description was far simpler. OBSERVATIONS have been made that the substitution of antimony for bismuth in Bi2Te3 leads to anomalies in some of the electrical and magnetic properties of the Bi2Te3-5S2TeS alloy system at the composition ratios 2 Bi2Te3 : 1 Sb2Tes and 1 Bi2Te3 : 2 Sb2Te3. W. ROWLAND Cox,* New York, N. Y. (written discussion?).-The process described by Mr. Malcolmson undoubtedly represents a great stride toward conservation of our natural resources. Without discussing the subject from an economic standpoint, I wish further to emphasize the fundamental principles of the Smith process in order that its economic value may be fully appreciated. The process is essentially a means of producing an ideal fuel, as regards its combustion qualities, by the removal of the so-called volatile matter from the coal, in the form of byproducts, which have value for other purposes far in excess of their fuel value. In other words, coals which contain. large amounts of gas, tar, and ammonia, and are not suitable for domestic or industrial fuel, or for treatment in byproduct coke ovens or gas retorts; because they possess poor coking qualities, can he prepared for commercial use by the. Smith process with a very high degree of efficiency. Much work has been done along this line, both in this country and in Europe, in developing a means of preparing coal, as the economic advantages have long been recognized. To the best of my knowledge, the Smith process is the only one that has proved its commercial adaptability. Distillation of coal at 900° to 1000° F. (480° to 540° C.) yields a large amount of tar and oils. The residue of the distillation, however, is a very friable semi-coke, wholly unsuitable for use as a fuel, unless it can be charged directly into a byproduct gas producer. The problem which confronted the inventor was then to convert this carbon residue into a commercial product, and it is in this step that the Smith process has overcome the obstacles which prevented a number of other methods from becoming commercially practicable.

RECORDS of crude oil in India date back for nearly 100 years, and modest attempts were made to develop the oilfields of Assam about 75 years ago. We have no record of production until 1892 when the fields near Digboi, Assam, yielded about 700 bbl. Since that time, the production of the Digboi fields has increased slowly, but steadily, and new fields have been opened at Badarpur, in Assam, and Khaur, in the Punjab, until the production in India in 1918 was about 293,700 bbl. and the possible production at the present time is approximately 300,000 bbl. per year. In the meantime, the English oil companies in India have been slowly adding to their holdings until they have taken up practically all of the promising territory that is readily accessible, and only about one-tenth of their properties has been touched by the drill. All the producing oilfields of India, and as far as we know all the prospective fields, are confined to areas underlain by rocks of Tertiary age. These rocks consist of more than 20,000 ft. of dark sandstones and shales, with the Nummulitic (Eocene) limestone at the base. In parts of Assam, the lower measures contain economic deposits of bituminous coal. In the Punjab, the upper part contains thick beds of conglomerate. Visible organic remains are rare; except in the limestone and the coal measures. In general, the hardness of the measures increases from top to bottom, but there is an alternation of relatively hard and soft beds throughout the whole series. The rocks are everywhere folded and, in some instances, severely faulted. The crests of eroded anticlines usually stand up as ranges of hills in which the individual ridges are underlain by the relatively' hard beds. Thus structural features are suggested and often clearly defined on the topographic maps.

Published literature regarding the nation's oil reserve has been largely concerned with the estimated quantities in sight in known producing fields. This proved reserve has never been large in relation to demand. It has been the practice to consider the total future reserve (beyond that in sight within known fields) in the light of the broad potentialities of vast areas of partially explored sedimentary rocks, which are regarded as possible oil territory. Until recently, but little attention has been given to the rate at which the unexplored potentialities may be. converted into the proved reserve classification. To a certain extent, therefore, our contemporary viewpoint on the subject of national oil reserves is characterized by a pronounced contradiction. On the one hand, we measure known reserves as sufficient for only a few years of consumption—i.e., relative scarcity; on the other hand, we are confident that millions of unexplored acres will yield many new oil fields and that countless deeper productive formations underlie many of our known productive fields—i.e., infinite abundance. Of greater significance than the quantitative measure of either of these reserve classifications is the rate at which reserve replenishment must be accomplished in order to maintain an adequate time supply of proved oil reserves. The accumulation of geological data covering broad areas supports the belief that the remaining undiscovered oil reserve is exceedingly large. The distribution of oil in sedimentary formations of practically all ages, from Cambrian to Recent, is suggestive of almost unlimited possibilities; and the relatively small proportion of these possible areas that has been intensively explored in this country is a further index of the probable magnitude of the undiscovered future reserve. The implication that may reasonably be drawn from these observations is that oil, though distributed with less regularity and concentration than its related hydrocarbon, coal, nevertheless is a relatively abundant natural commodity of which the exhaustion appears remote. THE Cuyuna manganiferous iron ores can be a principal source of manganese for the iron and steel industry in the United States, provided metallurgical methods as a whole are adjusted so as to use run-of-mine ore. The use of manganese in steelmaking is growing. Increasing amounts of impurities in raw materials call for more manganese, a constant cheap supply of which is wanted. There are few deposits of ore in the United States carrying over 35 per cent. manganese that can be mined and marketed at a profit in normal times. We are largely dependent on foreign ores. The small domestic deposits should rightly be held in reserve for an emergency, such as a war, when importation might cease. Even the production from lean ores, concentrated it may be, might not carry us through a protracted stringency. The Cuyuna district is, therefore, during normal times capable of supplying a large total of manganese. The ores are iron ores containing 5 to 25 per cent. of manganese with the inverse range of 52 to 28 per cent of iron. The manganese costs no more per unit in the ore than the iron, because cost of mining, largely by open-pit methods, is not affected by the manganese content. The manganese units should, perhaps, command a higher price, but as their value is contingent on metallurgical practice, a higher price may be justified only when a shortage in manganese occurs. Manganiferous iron ores can never entirely supplant straight manganese ores though methods are employed that will permit them to do so partly. For the manufacture of ferromanganese, ores carrying above 42 per cent. manganese are needed. Ores with manganese running between 20 and 42 per cent. are used for making spiegeleisen. But established practice in certain plants, based on the admixture of manganiferous iron ores to straight iron ores has greatly lessened the consumption of high-priced, scarce, manganese alloys with good results.

The eastern part of the state of Rhode Island on both sides of Narragansett Bay, including the island of Rhode Island, is underlaid with carboniferous rocks which carry veins of anthracite. This formation extends into the neighboring portion of Massachusetts, including the area from the state line, the towns of Mansfield, Brockton and Bridgewater,: and extending probably ten miles east of the latter two towns, to Middlesboro, and to Fall River. In Massachusetts the coal formation extends over nearly the whole of Bristol, and parts of Plymouth and Norfolk Counties. In Rhode Island and Massachusetts the area covered is about 400 square miles. In both states the exact limits of the coal measures cannot be determined on account of a thick layer of drift which overlays it. Along parts of Narragansett Bay, the coal measures outcrop in the cliffs on the west side of Rhode Island, and the presence of coal here seems to have been noted as early as 1760, and in 1768 a patent was granted to parties who "were about to dig after pit, coal or sea coal" at the back of the town of Providence. In 1807-08 Benjamin Silliman, later a geologist, visited some openings,' and in 1808 a mine was opened near Portsmouth, in the northeast part of Rhode Island. Work was done here until about 1814 when the mine was abandoned. No anthracite had been used in New England at that time, all coal used came from Nova Scotia, Virginia or England, and was high volatile bituminous; neither experience nor the means of firing favored the use of the local fuel? This mine was again working in 1827, was again abandoned and operations were resumed in 1847. In 1837 a note in a magazine mentions, "the immense coal mine in Cumberland-about six miles from the city of Providence" as having a shaft 14 ft. in diameter and 80 ft. deep, that the horses then used for hoisting the coal were to be superseded by a steam engine and another shaft was to be sunk. With these improvements 30,000 to 50,000 tons were to be produced the following year at a cost of $1 per ton and a sales realization of $6.1 Hitchcock's report refers to a number of localities in both states where definite knowledge of coal existed. Situated 45 miles west of Philadelphia and 50 miles southwest of Bethlehem Steel Company's Bethlehem plant, the integrated Grace mine facilities produce 4000 tpd of high-quality iron ore pellets. Startup of the Grace mill was in November 1958, and iron concentrates were shipped until March 1960, when the pellet plant went into operation. The underground mine, when fully developed, will hoist about 9000 tpd, including development rock. The crude ore, which has an iron content of approximately 42%, is magnetically cobbed and crushed in closed circuit with 3/4-in. slotted vibrating screens. The ore is washed and screened in the mill and the plus 1/4 in. screen product is again cobbed prior to feeding to the rod mills. Grinding is done in rod mills, and in ball mills that are in closed circuit with 30 in, cyclones, to 1% on 100 mesh and 65% minus 325 mesh. The ground ore is magnetically concentrated by three-drum permanent type finisher magnets to 67% Fe. The magnetite concentrate is pumped from the mill to a 50 ft thickener in the pellet plant. The thickened magnetite concentrate is relayed to the filters through a two-stage pump arrangement. The filter cake is fed by belt from filter concentrate bins to mixer-muller belts where it is intimately mixed with bentonite and a slight amount of water for moisture control. The fluffed concentrate then drops into balling cones. The green pellets from the balling cones are fed in a prescribed feed pattern to shaft furnaces through the use of shuttle car mechanisms. The green pellets are dried, heated to 2500°F and cooled to 1200°F as they descend through the furnace and into pellet coolers where the pellets are further reduced in temperature to 250°F. Heat is recovered in the cooling process through the use of air-to-air heat exchangers. The cooled pellets discharge on a rubber conveyor belt and are transferred to 6000-ton pellet railroad loading bin. The final pellet product consists of 90% plus 1/4 in. material (after tumble testing1) and contains 66% Fe plus 3% silica.

Oceanographers are tooling up. Back of the build-up is Navy defense work and private business. Business is dipping toes in the ocean gingerly and not sure whether the motivation is based on logic or intuition. The problem is that new business opportunities in the oceans could explode rather than evolve. The question is when. At stake for earthlings are food supplies, mineral resources, oil and gas, weather forecasting, navigational systems, shore erosion control and sewage disposal, as primary targets. "Twenty years ago, offshore oil seemed a remote possibility for economic exploitation but today it is a reality. It became a reality largely because of the development of practical ocean seismic equipment and drilling platforms. Today the oil industry is looking at submerged-type drilling rigs. Mineral exploration in the sea is more expensive than on land now primarily because familiar land tools are being modified for sub- marine work." These were the ideas expressed by C. G. Welling of Lockheed Missiles & Space Co., at one of the many meetings that have taken place so far this year on development of marine resources. Welling's views indicate the rationale of companies that have already invested in the sea. Many companies, including those in mining, have observers who caution, "go slow." The continental shelfs and even the deep ocean floor represent to the mineral industries the age-old, enigmatic confrontation-is this the time to move? To no other industry, except Defense, are the results of correct timing so vital.

The oil industry can prosper only if crude production is not excessive. This is true for several reasons. In the first place, the marketing branch of the business is so highly competitive that there is little room for profits in it. There are too many service stations, too many middle men or jobbers, too many refiners eager to press their products upon the market. And the battle is between the strong. If any money is being made in oil today it is by small marketers who buy products from the refining companies and sell on guaranteed margins. In the second place, refineries are overbuilt. There is a large surplus refining capacity. If refined stocks were drawn down they could and would be replenished in short time on short notice. This excessive refining capacity is not serious, however, if the supply of crude is limited to trade requirements. True, it may reflect upon the intelligence of the industry, but if there were a shortage of crude for a few years refining capacities would be readjusted. In the meantime no great harm could result from some idle capacity. It requires no computation to see that refiners could not produce surplus stocks of products from a short supply of crude. I have in mind, of course, the increased yields from cracking. Allowance must be made for that. Still, the picture is the same; less crude is required. I think we can have prosperity in the oil business if too much crude is not produced. A proper limit at this point would be felt all the way down the line. It would slow the refiner and slow the marketer inevitably. Once this constant pressure to make more and sell more is off, operations will be normal and there will be some return on investments. Peices in Relation to Production Potential production at this time is very large, and this condition has existed for many months. As a result the price of crude is low. It is below the average cost of production. Nevertheless, if restraints were withdrawn actual production would immediately increase and the situation would become even worse than it is now. MONAZITE has had a Cinderella-like history. Although nearly go per cent pure rare-earth compound (rare-earth phosphate) it was sought at first not for the rare earths but for the sake of a minor constituent-thorium. The thorium, essential for the Welsbach gaslight mantle, was present in only small quantities and the principal constituents, the rare earths, were largely discarded. Gradually, however, the rare earths have developed uses of their own and today have left the thorium far behind in value. OCCURRENCE Monazite was first produced commercially about 1886, in North Carolina, where it was collected in small sluices by farmers who found it in stream beds on their land. The deposits were later exploited on a larger scale, but were mostly abandoned in a few years, when monazite from Brazil came upon the market in far larger quantities. Domestic production ceased entirely in 1906. The Brazilian source is still active, together with Indian, Dutch East Indies, and Australian deposits. Several other localities in the United States have yielded monazite, but none of these has produced commercially as yet. Monazite occurs originally in pegmatites and gneisses, through which, unfortunately, it is scattered in highly dispersed form. All commercially useful deposits consist of transported monazite sands liberated by erosion and concentrated by the action of water, which has sluiced away lighter materials and concentrated the heavy (D = 5.0 to 5.2) grains of monazite, together with ilmenite, zircon, garnet, and other dense minerals. The Carolina deposits were in stream beds; most of the other deposits mentioned are on or near the seashore, where the action of the waves has served to concentrate the monazite. In most cases today, the sands are worked to obtain the ilmenite and zircon, as well as monazite. The minerals are separated by means of sluices, dry tables, and magnetic separators, and each is finally obtained nearly pure. No crushing or grinding is necessary. The concentrates are shipped in fiber bags. COMPOSITION OF MONAZITE As Table I illustrates, monazite is the anhydrous orthophosphate of the cerium [ ] group of rare-earth elements. The peculiar conditions under which lead and silver ores are now smelted in Salt Lake Valley, Utah, render it advantageous to make slags that are siliceous and carry a high percentage of lime. The ores treated come from Utah, Idaho, Montana, and Nevada; nine-tenths coming from Utah. These ores are siliceous, and contain but little fluxing material; the iron present scarcely sufficing for the sulphur and arsenic. Formerly ores high in iron were furnished from Cottonwood Canons, but this supply is meagre. The ores from Idaho, Montana, and Nevada are high grade galenas, more or less impure. They generally require a large amount of iron for the sulphur, arsenic, and antimony. In the winter and spring of 1880—'81, we were treating at the Germania Works principally Bingham Canon lead ores and silver ores from Tintic. The former contained 15 to 30 per cent. silica, and only 4 to 5 per cent. iron (generally as iron pyrites); they ranged high in lead and low in silver, and carried more or less alumina; the lead was present chiefly as carbonate. The silver ores from Tintic contained sulphides, and ran as high as 80 per cent. silica. We had been running on a slag approximating 40 per cent. FeO, 20 per cent. CaO, 10 per cent. other bases, and 30 per cent. SiO2, which had heretofore been very satisfactory; but with the class of ores then coming in it was of the utmost advantage to use less iron and more lime, especially as the iron ore (50-55 per cent. iron and 5-7 per cent. silica) cost four times as much as the limestone (50-55 per cent. lime, 3-5 per cent. silica). The large amount of alumina in the slag influenced them for the worse; the addition of lime to the charge helped them, and after many experiments regarding the proportion of FeO, CaO, and SiO2, a slag approximating 35 per cent. FeO, 25 per cent. CaO, 5 per cent. other bases, and 35 per cent. SiO2 seemed to answer

Mr. ASHBURNER's paper on the Classification and Composition of Pennsylvania Anthracites, read at this meeting, well shows the need of new and accurate determinations of the heating value of these coals. A similar need exists for the determination of the value of bituminous coals, since the variation in quality of the latter is greater than the variation in anthracites. The recent extensive use of liquid and gaseous fuels, " patent" fuels, tan-bark, and other refuse fuels, also makes a necessity fix some correct method of determining the relative values of each of these fuels. Mr. Ashburner has recommended that tests of coals should be undertaken by the Second Geological Survey of Pennsylvania, and Professor Dewey, as stated in Mr. Ashbnrner's paper, has suggested a plan for tests of American coals, by the Smithsonian Institution, for which an appropriation by Congress will be asked. It is to be hoped that if any extensive series of tests of coals is carried on under either Government or State auspices, the erroneous methods of test which were followed by Professor Johnson in 1842, and by Quartermaster-General Meigs in 1882, will not be adopted.* The first requisite in determining the heating-power of a fuel is proper apparatus, such as has not been used in any of the tests of American coals yet reported. In the hope that more accurate means may be used in future tests, the writer desires to call attention to an apparatus which he has designed for the purpose. Not having had opportunity for making a trial of it, nor even of having it criticised by others, he does not offer it as the best possible apparatus; but if it contains any points of value, and leads to the design of still more suitable devices by others, the object of the presentation of this paper will be accomplished. The tests by Professor Johnson and General Meigs were made by evaporating water into steam in ordinary steam-boilers. A steamboiler of ordinary construction is not a good apparatus for determining the heating power of a fuel, for the following reasons:

IN CONSIDERING the question of mining methods the possible rate of production deserves much more attention than it often receives. Hoover's theorem that, in order to show the greatest profit, an orebody should be worked out in the shortest practicable time, should be better known. The author recently' obtained detailed statements of costs from iron-mine superintendents of the Lake Superior district. In discussing these, the effect of rate of mining on cost of production was considered and detailed estimates were made. The methods by which these estimates were made and the way in which they were presented are here described to illustrate the importance of this factor in mining operations. The saving due to lower costs is not the only factor that should be considered. The greater profit per ton is of much importance but of equal importance are the greater profit per ton that will be made on a greater number of tons per year, and the fact that the total profit will be received in a shorter; period. This last makes a great difference in the present value of a property, by shortening the period of discount on future profits. Another item of importance to those operating a number of mines is that the tonnage needed to supply the market can be obtained most profitably by operating the smallest number of mines that will supply the amount required when each is worked to maximum capacity. In the Lake Superior iron district there are many grades of ore, and the requirements for each are known. If the demand for a certain grade can be supplied from mines now operating, the development and mining of a new orebody of the same grade must result in lower rates of production and lower profits to all mines producing this grade. If a company is mining the same grade of ore from three mines when it can supply its needs by operating only two, by operating only two it can obtain the greatest profit. Royalty rates, lease terms, and other considerations modify this general statement, but if all three properties

MANGANESE is one of the minerals which is principally consumed in countries other than those of origin. Nearly 85 per cent of the pro-duction is used by the United States, England, Germany and France, and roughly a third of the total is used by the United States alone. On the other hand, over 85 per cent of the world production comes from Brazil, Russia, India, the Gold Coast of Africa, and the Sinai Peninsula. It follows from this fact that practically all manganese moves across international boundaries in raw or alloy form, and much the larger part of this movement is for considerable distances and is ocean borne. There is no indication that any one of the principal consuming countries can develop even approximately adequate supplies of its own. Under abnormal war conditions, with high prices and changes in metal-lurgical methods, only 35 per cent of the needs of the United States was met from local sources, and under our recent tariff only 11 per cent. There are thousands of manganese deposits scattered about the world, but only a very few which can figure largely in supplying requirements on a modern scale. The known reserves, together with highly probable extensions and explora-tions now under way, indicate no shortage from a world standpoint for many decades to come. The production and marketing of manganese is going steadily into fewer and stronger hands. The steel in-dustry uses over 90 per cent of all the manganese mined, and is acquiring control of a considerable part of the production in all of the principal fields-the Germans in Nikopol, the English in India and Gold Coast, the Americans in Georgia, India, Gold Coast and Brazil. Some of the controlling companies are of international scope. Concentration of commercial control is a notable tendency. A natural consequence is the growing un-easiness of smaller consumers the world over about their ultimate supplies and desire to know more definitely how and where manganese supplies will be controlled in the future. The sources of supply are few enough to warrant the belief that more or less monopolistic ele-ments of control are not impossible.

The Delegation of American Engineers constituted by the American Institute of Mining and Metallurgical Engineers, the American Society of Civil Engineers, the American Society of Mechanical Engineers, and the American Institute of Electrical Engineers, that visited France in December, 1918, in acceptance of the invitation extended by the Congrés General du Genie Civil consisted of the following: Representing the American Society of Civil Engineers, Major James F. Case, past president, Geo. F. Swain, vice-president, Nelson P. Lewis, treasurer, Geo. W. Tillson, past director, Geo. W. Fuller, director, A. M. Hunt. Representing the American Society of Mechanical Engineers, president, Chas. T. Main. Representing the American Institute of Electrical Engineers, past president, L. B. Stillwell. Representing the American Institute of Mining and Metallurgical Engineers past-president, E. C. Spilsbury. The delegation organized on the way over by the choice of Major James F. Case as chairman, and Geo F. Swain as secretary. On arriving at Bordeaux, the Delegation was met by Mr. S. D. Brown, associate member of the American Society of Civil Engineers; and on its arrival in Paris it was joined permanently by the following attaches: Captain P. Charton, of the French Engineers, Delegate of the Commissariat-General to accompany the Delegation and serve as liaison officer; Captain Carpenter of the American Army; and Mr. Geo. Herdt, representing the Society of Civil Engineers of France. The object of the visit was to discuss with the French engineers the large engineering, problems now facing France. Engineering problems in their restricted technical sense came up for discussion practically not at all, for the French do not need advice nor assistance along strictly scientific lines. It was in the -larger and economic aspects of engineering, to aid in building up the industries and commerce of France, that our French associates desired to learn from the experience of the American Delegation.

The opening session of the Institute was held at Hazle Hall, Tuesday evening, October 27th, with a large attendance of members. President Raymond called the Institute to order, and after a few introductory remarks, introduced Mr. I. Lowthian Bell, President of the Iron and Steel Institute of Great Britain, and Honorary Member of the American Institute of Mining Engineers. Mr. Bell was received with great applause, and made his acknowledgments in a brief speech, of which the following is the substance: He desired to thank the Institute personally for the honor conferred upon him in his election to membership, and also for the invitation extended last year to the body of which he was President. The difficulty felt by many members of the Iron and Steel Institute, of leaving for a long journey the works of which they had charge, aggravated by special industrial troubles at the time of the invitation, had obliged them to conclude that it could not then be accepted in a fitting manner. The iron .manufacture of this country is a subject of great interest to Englishmen, who look with pride upon the achievements on this side the water of the descendants of a common ancestry. His own reception in this country had far surpassed in cordiality even the well-grounded anticipations he had formed from the assurances of the President and other friends. Notwithstanding the flattering manner in which his friend, in introducing him to the Institute, had spoken of his contributions to the science of iron metallurgy, he could not take to himself alone the significance of this welcome. He knew it was a recognition of the services rendered by the body which he had the honor to represent; and he was glad to see present a member of that body, Mr. Thomas Whitwell, who had fortunately been able to make the journey at this time, arid whom he had had the pleasure of meeting on the shores of Lake Champlain. He had been requested to say something of his impressions of the American iron industry. It was not easy to digest so soon the vast
