IT has been suggested by a number of people that it would be worth while for some one to attempt to summarize or condense the proceedings of this symposium. This task has fallen to me as organizer and co-chairman. Its difficulty will be appreciated by anyone who attempts to read the whole proceedings. It is therefore with trepidation that I offer the following digest. In recent years there has been a renewal of interest in America on this subject of the cohesive strength of materials, and a growing appreciation of the need for a better theory of cohesion failure. The theories of elastic action and plastic action are well developed, particularly the former. The theory of plastic action is still in the course of development, but it is well along. Plastic action is terminated by cohesion failure and what is needed is a theory that will tell us when to expect the cohesion failure. In the past it has generally been assumed that cohesion failure will occur when a critical value of the maximum tensile stress has been reached. Many experiments have shown that this is not strictly true, and this symposium concerns itself with the failures of this simple hypothesis, and with the efforts that have been made to devise a more satisfactory theory. The most active contributor in recent years to knowledge in this field is Dr. McAdam, and he was asked to open the symposium with a summary or condensation of his papers and views. Undoubtedly it is presumptuous to attempt a still greater condensation, but perhaps it will be useful, because even his contribution to this symposium contains no summary, no concise statement of just what his contribution has bees. Dr. McAdam makes two main points. The first is that the cohesive strength is not a single valued quantity, but that it is a function of all three principal stresses and hence must be represented diagrammatically by a surface in a three-dimensional figure. This study was undertaken to redetermine the phase diagram of the lead molybdate-bismuth molyb-date salt system. A portion of this diagram was originally determined by Zambonini in 1920, and more recently by Beale. Thermal analysis and X-ray methods were used to define this system. The diagram was found to be a simple eutectic type with an eutectic at 11 mol pet lead molybdate and 634OC. A maximum solid solubility of 6 mol pet was found at the lead molybdate end of the diagram. Solid solubility at the bismuth molybdate end of' the diagram appeared to be quite limited and possibly nonexistent. These results generally agree with those of Beale, but differ significantly from those of Zambonini. MOLTEN salt systems have been vigorously investigated since World War 11. Much of this work has been performed as pure research; however, consideration has recently been given to their possible use as coolants in nuclear reactors. Because of this application and other potential applications, it was decided to reinvestigate the lead molybdate-bismuth molybdate phase diagram. This diagram was originally determined by Professor F. Zambonini of the University of Turin in 1920.' In 1961, a portion of this diagram was redetermined by Beale.2 With the quality equipment and high-purity materials available today, it was expected that discrepancies between the results of this present investigation and Zambonini's work would be obtained. This investigation was conducted in two parts. First, the general shape of the phase diagram was determined by cooling-curve analysis. Next, the primary solid-solution phase at the lead molybdate end of the diagram was investigated by means of X-ray diffraction techniques. EXPERIMENTAL PROCEDURE High-purity lead molybdate, assaying 99.993 pet, and high-purity bismuth molybdate, assaying 99.989 pet, were employed during this investigation.* The results of a spectrographic analysis of the two salts are presented in Table I. Twenty-two experimental compositions were prepared for cooling-curve analysis. Compositions selected are presented in Table 11. WHILE Mr. Fahrenwald has been working on the fundamentals of ore-dressing, in Idaho, the Northwest Experiment Station of the U. S. Bureau of Mines, in cooperation with the University of Washington, has been studying the corresponding fundamentals for the closely-allied subject of coal-washing. In this work many of the principles outlined in Mr. Fahrenwald's paper have been touched on, one important exception being that phase of his studies where conditions were approximated between those existing on a table and those existing in a hindered-settling classifier. During the past three years this work has been given over almost exclusively to a study of coal-tabling to devise better methods of cleaning fine sizes of coal, particularly the coals of the Northwest, which are very difficult to wash. One important result of this study thus far has been the development of a satisfactory hindered-settling coal classifier, now in use in several commercial plants. Recently table stratifica-tion has been the subject for study. This latter phase of the work with coal,. as well as the earlier portion dealing with hindered-settling classification, has in a measure paralleled Mr. Fahrenwald's work with ore. Without going into details about the results of the coal experiments, I shall merely say that, from a quali-tative standpoint, they are, in general, concordant with Mr. Fahrenwald's, but that from a quantitative stand-point the results, particularly those with, table strati-fication, are somewhat different. These differences may disappear as the work progresses-Mr. Fahrenwald is further ahead with his experiments than we are at the Northwest Station-but if not, the disparity would not be surprising, and indeed would be what one might reasonably expect when investigators work on two very dissimilar materials and use different apparatus and methods of study. However, this- mention of our coal-washing experiments is made only in passing. A principle of general application that may be estab-lished from Mr. Fahrenwald's paper is that different types of stratification should be used in successive' gravity-concentration processes to. obtain best results.

Butte Meeting. It is expected that the technical program of the Butte meeting will be a sufficient attraction to draw to that point every member who can possibly get away long enough to attend. Attention is particularly called to the papers already sent in by the Committee on Precious and Base Metals, and the papers which they are undertaking to secure for the meeting, as published on pp. ix and x. In addition to these papers, and in addition to those published in this Bulletin, the office of the Institute already has in hand several papers, which will be published at an early date, and presented in abstract and discussed at the meeting. Of the discussion of these papers a special feature is being made. Therefore, let every member come to Butte who can do so. A meeting of the Board of Directors of the Institute will also be held at Butte. In the May Bulletin, we stated for the information of members the railway excursion rates for two suggested tours in connection with the meeting, which included Glacier Park before the meeting and Yellowstone after it. The itineraries there given and rates quoted were planned and offered by the railway agent bureaus in New York. Circulars have been sent to the members of the Institute by A. E. Vaughan & Co., a tourist trip agency of New York City, containing details of tours nearly identical with those outlined in the Bulletin, and quoting rates covering, the expenses of the whole trip. Members can easily compare these rates with the rates offered by the railroads, and published in the last Bulletin. In order that no misapprehension may exist, the statement is here made that the Institute and its officers have no connection whatever with Vaughan & Co.'s proposals and that any such tours will be strictly personal matters between said company and the members of the Institute who take them. Nevertheless, the Board of Directors calls to the attention of members the circumstance that tours such as these will afford an opportunity for members to travel together to the meeting.

INTRODUCTION One may have heard about how various projects were financed or certain companies were successful in obtaining a bank loan, but there are many more projects and companies who fail to get the money they need. At least a portion of these failures, and a large percentage of the frustrations connected with even the successful financings, are a result of not understanding the process of obtaining money. Recent years have seen a proliferation of debt financing sources available to finance minerals operations (see the next Chapter 11), but these represent only a minor portion of the minerals financing market. The fundamental source of borrowed money to many minerals related companies remains the banks. Therefore, understanding the "Loan Approval Process" can easily mean the difference between getting the money or not. LOAN APPROVAL PROCESS The initial stages of the loan approval process should begin long before the bankers, and the organizations they represent, enter upon the scene. The loan approval can be broken down into six stages: 1) Generation 2) Preparation 3) Presentation 4) Evaluation 5) Approval 6) Documentation As you can see in Figure 1, the bank is only directly involved in the second half of the process. The perils in obtaining financing for the smaller minerals venture are primarily in the first three stages, not the last three. The minerals venture making application for a loan can, in almost every case, improve its chances of success by carefully planning and preparing itself and the information that will be required of it in the loan approval process. Generation This first step in the process is deciding on the need for a loan. (Earlier papers in this Book and in Chapter 11 provide some guidance.) It is surprising how many ventures confuse the need for money with the need for a loan. Suffice to say that the equity investor risks both the timing of the yield on his capital and, ultimately, his capital. The lender, on the other hand, advances temporary funds which he expects to be repaid on a specific schedule with a fixed

The formation of a monovacancy in a metal is simulated in an elastic model by the displacement of the surface of a small spherical cavity in a large elastic continuum. The application of linear elasticity to this distortion results in a well- known formula for the energy and an expression for the concomitant entropy change due both to the shear strain in the continuum and also to the dilation of the solid resulting from the boundary conditions at the surface of the solid. Elastic data (the sliear modulus and its temperature coelficient) are used to calculate the entropy and energy of formation for many metals. Despite the simplicity of the assumptions involved, the agreement between the calculated entropies and energies and experimental values is remarkably good. In recent years there has been a large increase in measurements of the absolute concentration of mono-vacancies in metals as a function of temperature. Hence new data for both the energy and the noncon-figurational entropy of formation of monovacancies has become available. Recent measurements&apos; of the anomalous (non-Arrhenius) self-diffusion in many bcc metals has also focused interest on the prediction of the thermodynamic parameters of mono- and multi-vacancies in those metals for which no data are available. Damask and Dienes&apos; have discussed the various theoretical calculations of the energy of formation EL, of a monovacancy. These include simple models involving the breaking of atomic bonds on moving atoms from the interior of a crystal to the surface, models combining elastic calculations with surface-energy terms and detailed quantum mechanical calculations. The simler models give the correct order of magnitude of &, but tend to overestimate it by a factor of about two. The quantum mechanical calculations4"7 have been carried out for the noble and alkali metals with generally reasonably good agreement with the available Ef data. The calculation of entropy of formation Sfv14 lnvolves a fundamental calculation of the perturbation of the phonon spectrum caused by the creation of a vacancy. Huntington, Shirn. and wajda8 have given an approximate evaluation of sJV by considering an Einstein model for the localized vibrations in the immediate neighborhood of the defect and then using elastic theory to calculate the entropy associated with the shear stress field in the distorted crystal (as originally proposed by Zenerg). They also included a term due to the dilation of the crystal. They obtained a value of 1.47k for copper, in good agreement with the experimental value (1.50k). However, Nardelli and Tetta- manzi1° have recently shown that neglecting the coupling between atoms (Einstein Model) may lead to a serious error so the agreement may be somewhat fortuitous. In this work simple linear elastic theory is used to calculate the entropy and energy of formation of mono-vacancies. Despite the simplicity of some of the assumptions involved, the agreement with the available experimental data is remarkable. However. the reasonable degree of success in the application of linear elastic calculations to the excess entropy of a solute atom in a dilute solid solution1&apos; indicates that the application of elastic theory to vacancies. where the interaction of different atomic species is not involved, may not be inappropriate. THE ELASTIC MODEL The metal is assumed to be a spherical elastic continuum. A small spherical cavity of volume V = 4i;v:&apos;/3 is cut from the center. removed. and dissolved rever-sibly in the bulk of the material. TO a good approximation no net atomic bonds are broken and the material does not undergo a volume change although the externally measured volume of the body would increase by V. DURING the investigation of the electrical transport properties of copper, it became necessary to prepare large single crystals of the highest obtainable purity. In an effort to meet these demands, single crystals of copper have been grown by the conventional pulling technique—as has been used for the growth of germanium and silicon crystals.&apos; Low-temperature resistance measurements made on these crystals show that, as far as their electrical properties are concerned, they are generally of significantly higher purity than the original high-purity material. The use of these pure single crystals with very high resistance ratios has made possible the acquisition of detailed information regarding the electron energy band structure of copper2-&apos; and has stimulated widespread effort on Fermi surface studies of a number of other pure metals. It is the purpose of this note to describe our method of preparing very pure copper crystals by the Czochralski technique. Precautions were taken to prevent contamination of the melt from the crystal growing apparatus. A new fused silica growing chamber was used to prevent possible contamination from previous groqths of other materials such as germanium, silicon, and so forth. A new high-purity graphite crucible was used to contain the melt. This crucible was baked out in a hydrogen atmosphere at -1200°C for an hour, prior to its use in crystal growth. Commercial tank helium, containing uncontrolled traces of oxygen, was used as the protective atmosphere. A trace of oxygen in the atmosphere appears to be necessary for obtaining high-purity copper single crystals. A 3/8-in-diam polycrystalline copper rod of the same purity as the melt was used as a seed. The copper rod was allowed to come in contact with the melt while rotating at 57 rpm. When an equilibrium was observed between the melt and the seed (that is, the seed neither grew nor melted), the seed was pulled away from the melt at a rate of 0.5 mils per sec. As the seed was raised, the melt temperature was slowly increased, so that the grown material diminished in diameter with increasing length. When this portion of the grown crystal was -1 in. long and the diameter reduced to less than 1/8 in., the melt was slowly cooled and the crystal was allowed to increase to - 1-1/4 in. diam as it was grown. By reducing the diameter of the crystal in this manner, the number of crystals at the liquid-solid interface was decreased until only one crystal remained. Fig. 1 shows a typical pulled copper single crystal. The purity of the starting material and the crystals was determined by the resistance ratio method: where the ratio is taken as R273ok/R4.2ok. The starting material, obtained from American Smelting and Refining Co., was the purest copper available. Most of the pulled copper crystals had much higher resistance ratios than the starting material. The highest ratio obtained to data is 8000. Table I is an example of the data obtained from some of the copper crystals. Note that Crystal No. 126 had a lower resistance ratio than its starting material and this might be due to carbon in the melt. The melt of this crystal was heated 250" to 300°C above the melting point of copper. At this temperature it was observed that copper dissolved appreciable amounts of carbon. The possible presence of carbon at the interface between the liquid and the crystal will result in reducing conditions and negate the slight oxidizing condition required for high purity as discussed below. The possible explanations of the improvement in the copper purity compared to the starting material are: improvement in crystal perfection, segregation, and oxidation of impurities. Of these, the latter seems to be most probable. A study of the etch pits in the pulled crystals showed them to have between 107 and 108 pits per sq cm. The etch procedure used was developed by Love11 and Wernick.10 The resistivity of the purest copper crystal grown was 2 x 10-10 ohm-cm at 4.2oK; from the work of H. G. vanBuren,11 the resistivity due to the dislocations would be approximately 10-l3 ohm-cm, which indicates that. the dislocations in the copper crystals would contribute relatively little to the resistivity of the crystals at this purity level. Segregation does not seem likely as the reason for purification of the material, since the resistivity of the first-to-freeze and the last-to-freeze portions are approximately the same, as was observed on Crystal No. 124. Discussion of the paper of Woolsey McA. Johnson, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 79, July, 1913, pp. 1137 to 1145. F. L. GRAMMER, Leesburg, Va. (communication to the Secretary *):-Mr. Johnson&apos;s paper must interest by suggestion those connected with the " burning " of lime, the production of cement, and the smelting of iron. All iron men know how quickly the impalpable purple ore of wet origin reduces compared to finely ground red hematites of approximately identical composition obtained from Lake lump ores. Most housekeepers appreciate that the several forms of carbon-charcoal, coke, and anthracite, not to include graphite and diamond -have different temperatures of ignition. The temperature usually rises with the density and hardness. Some of the scientific bureaus of the government might appropriately conduct some tests along lines suggested by Mr. Johnson&apos;s article. We are unable to say whether the topic lies within the spheres of activity of the Bureau of Mines, the Bureau of Soils (Agricultural Department), the Geological Survey, or the Bureau of Standards. The calcining qualities of limestone is a topic too wide for individual effort and is of wide enough interest to merit government or State activity. It is of interest, as aforesaid, to burners of lime, cement manufacturers, and smelters. The chemical composition of a limestone does not tell all the story -if over 1-in. size lumps. The limestones of Annville and Myerstown, Pa., break at a tap; those on the Hudson above Poughkeepsie .act like "nigger heads." The manager of lime kilns near Lake Champlain told me his fuel consumption was high compared to that at other points. Yet the Hudson and Annville stones were both of greatest purity, being rivaled by only the marble at Rutland, Vt., or some stones near Martinsburg, W. Va. A local kiln operator says the conglomerate or pudding limestones of Loudoun county, Va., act very differently in the kiln from the more normal limestone deposits nearby. The tilted and twisted bedding in the anthracite region tells the story of hard coal origin. We might therefore expect that the limestones of greater geological age or depth or metamorphism

Many fields have been zoned by nature with shales and intermediate waters between oil zones. Limitations thus imposed have been the basis on which a field was developed. In contrast thereto, in the Ventura Avenue field, nature proved more generous. Always expecting to find such similar limitations, operators drilled deeper and deeper into the oil zone without finding any distinctive shale bodies other than the Gosnell shale and only one intermediate water, which became the point below which the final water shut-off of each well was made. Thus, on top of the structure, about 3300 it. of oil-bearing zone has been penetrated below this intermediate water—a distance of 4000 ft. below the Gosnell shale. At first it seemed that the greater penetration in the zone, the better the well. The error of this assumption became evident as time passed. Other pressing attendant problems requiring consideration also developed. In the spring of 1929, the Associated Oil Co., still having a large undrilled area, adopted a method for developing this land by dividing the oil formation into zones, so as to drill two classes of wells and to prepare for others, if conditions in the future justified or required such action. Wells now completed are considered as permanent completions in the zone or class for which they are drilled, and are not looked on as a ready means for deepening or accepted as a temptation for deepening to get some flush production quickly. Provision has also been made to avoid future water problems. The most striking demonstration resulting from such work is the fact that the top of the structure is far from being the point at which the largest oil recovery is made. Wells on the flank of the structure invariably produce with lower gas-oil ratios and secure much larger oil production. Zoning of Oil Sands The Gosnell shale separates the upper light 50 gravity oil from the lower 30 gravity oil below. Iraq, formerly called Mesopotamia in Asiatic Turkey, became a kingdom under British Mandate after the world war and is expected to gain its independence in 1932 when it enters the League of Nations. The kingdom is shown on Fig. 1 in its relations to neighboring countries, to the Mediterranean Sea and to the Persian Gulf. It is slightly smaller than the State of Texas with its capitol, Baghdad, inland about as far from the Persian Gulf as Breckinridge, Tex., is from the Houston Shipping Channel. The oil fields lie 180 to 225 miles north of Baghdad, or about as far as from Breckinridge to Oklahoma City, and about as far from the Mediterranean as Fort Worth is from Hobbs, N. M. A narrow-gage railway runs from Basra, the Persian Gulf port, to Baghdad. From there another narrow-gage runs into the Kurdish hills east of the Tigris to Kirkuk. A standard-gage, part of the old Berlin-Baghdad system, follows the west bank of the Tigris northward from Baghdad to Baiji, a village about 100 miles south of Mosul. No railway exists between Iraq and the Mediterranean, though the Anatolian Railways in southern Turkey come to within 50 miles of the Iraq frontier and 120 miles of Mosul. Surveys have been completed for a railway through British Mandates from Haifa to Baghdad as well as for a railway through French Mandated Syria from Tripoli to Abu Kemal near the Iraq border. Wagon roads, excepting those constructed by the oil companies, are few and indifferent in Iraq and no road exists across the desert to the Mediterranean, but contrary to prevalent beliefs the surface is firm and free from sand dunes so that motor cars can go almost anywhere in dry weather, with ease. Frequent motor car and airplane service exists between Baghdad and the Mediterranean ports and motor car service may be had between Kirkuk and Nisibin, Turkey, where on two days each week through Wagons Lits service is available to Paris. Baghdad is about 21 days distant from New York City with present transport facilities. AN often repeated criticism of the profession of engineering is that it is as a whole it lacks solidarity. organization, co-ordination, and leadership. Significantly, the critic, are all engineers. Other members of the body politic either do not know about the absence of organization or they do not care. If engineers have no organization they have a plethora of organizations. There exist in the United State, today some 350 societies. institutes. clubs, associations, and councils of engineers and engineering technologists and this number excludes several hundred local chapters of national societies. trade associations, and local engineers&apos; clubs of purely social character- Successful engineers must be proficient in analyzing, planning, and co-ordinating. but it is generally admitted that for their profession as a whole their success in this respect has been indifferent.

This area, with but one- third of the nation&apos;s population, produces, with the exception of tobacco and cotton, three-quarters of the principal staples. FUSED quartz is a glass made by the fusion of nearly pure silica. Some confusion in terminology exists but in the trade today "fused quartz" generally refers to the perfectly transparent colorless product made from rock crystal whereas "fused silica" is a white, translucent product made from silica sand. Vitrified silica is the term preferred by purists for all quartz glass, but it lacks the definiteness of -the trade terms. Since the raw materials, methods of production, and properties of the finished products arc different for the two types, the trade terms are preferred. As fused quartz is amorphous, it-physical properties differ greatly from those of quartz crystal. Lacking crystallographic directions and having no piezo-electric properties, fused quartz. of course, has no value for the making of radio oscillator plates; but it does have other valuable and unique properties. Perhaps the &apos;best known and most useful properties are its extremely low coefficient of expansion and its ability to transmit short-wave ultraviolet radiant energy. Pima Mining Co., managed and 50% owned by Cyprus Mines Corp., with Union Oil of California and Utah Construction and Mining Co. sharing equally in the remaining 50%, is a medium-sized open pit copper mine situated in the very active Twin Buttes mining district, 22 miles southwest of Tucson, Ariz. In 1965, a three-part paper described Pima&apos;s growth from 3,000 tpd (tons per day) in 1957 to 18,000 tpd nine years later. Within months of the completion of the last stage of this sixfold expansion, studies were being wound up on a further major expansion, this time to 30,000 tpd. This expansion is now a reality. Details of the enlargement of the crushing and concentrating plant have already been covered in a recent paper, and the present paper will cover pit engineering studies, equipment selection, and current operating practices. Key factors in top management&apos;s decision to go ahead with the latest expansion were: (1) a substantial increase in ore reserves coupled with an appreciable decrease in grade, (2) a generally favorable outlook for copper prices, and (3) better than expected performance by mine and mill equipment purchased for the expansion to 18,000 tpd. For the pit design studies, particular attention was paid to pit stability, a problem area at times in the past, and to the location and grades of the final ramp systems. In drawing up the long-term mining schedule, the attitude of the ore, with the higher grade material lying deeper, was a critical factor and considerable stockpiling of lower-grade material in the early years had to be accepted in order to keep the annual grades close to the average of the orebody. The expansion called for major purchases of mine equipment in order to gear up the mine for delivery of 30,000 tpd to the concentrator. HE results of an experimental investigation by McEvily and Machlin have indicated that a strong relationship exists between the processes of cross slip and fatigue. Whenever dislocations can cross onto an intersecting plane and expand thereon, as in AgCl crystals, the usual type of S-N behavior is obtained, but when such a process is difficult, as in NaCl crystals, fatigue does not occur in its usual manner, if at all. MgO, because of its crystal structure (NaCl type) and slip systems ({110}<110>) would not be expected to fail in fatigue. However, Cornet and Gorum2 have found something akin to the usual type of fatigue behavior for MgO crystals. The purpose of this note is to attempt to resolve this apparent discrepancy. In Cornet and Gorum&apos;s work as-cleaved crystals were tested under cyclic axial loading, whereas in McEvily and Machlin&apos;s work chemically-polished crystals were tested in reversed bending. Because of the difference in specimen preparation, the major effort of the present work was directed toward comparing the behavior of as-cleaved as opposed to chemically-polished specimens. The effect of type of loading seemed less important, but a check was made on this also. Eighteen bend tests and one axial load test were made. The specimens were cleaved from Norton magnorite blocks, and measured 1 by 3/16 by 1/8 in. To avoid failures in the grips, the thickness of the bend specimens was reduced from 1/8 in. near the ends to 0.04 in. in the central portion. This reduction was from one side of the crystal only. Twelve specimens were polished in orthophosphoric acid to remove the damage due to cleavage. The other six specimens were not chemically polished so as to maintain the as-cleaved condition of the crystal faces which had not been reduced. The year 1930 stands out in the petroleum industry as an exceptional one in many ways. It is one of the few years in its history during which crude oil production declined from that of the previous year in nearly every important producing district in the United States and in the world as a whole. World production of crude oil declined approximately 81,000,000 bbl., from 1,484,451,000 bbl. in 1929 to 1,403,500,000 bbl. in 1930. Production of crude oil in the United States declined approximately 111,000,000 bbl., from 1,007,323,000 bbl. in 1929 to a production of 896,265,000 bbl. in 1930. World production outside of the United States increased approximately 30,000,000 bbl., due principally to the increased production in Russia. This, together with the decided decrease of production in the United States, resulted in a smaller percentage of world production in the United States than in any other year since 1921. This declining production occurred in the face of the greatest visible supply in the form of potential production that the industry has ever known and was clearly the result of the great efforts put forward to restrict production, both by proration and by unitization. Throughout the year, developments along the lines of proration and unitization have overshadowed all other developments in the minds of those interested in the oil industry and will, no doubt, continue to do so more and more in the future, as it is quite evident that the industry cannot hope to maintain itself in a profitable position, without some rational plan of bringing about a better balance between supply and demand than has existed in the past. The successful operation of the Van field unitization agreement and the recently completed Kettleman Hills plan are indicative of what mag be expected in the future along this line. That real progress has been made in this direction is shown by the fact that total crude oil stocks in the United States were decreased by approximately 28,000,000 bbl. during the year 1930. This is the only year on record during which such a decrease of crude oil stocks was accompanied by a severely declining price structure. GENTLEMAN: The year 1928 was another in the history of the Institute which was marked by quiet growth and steady progress. The total membership as of December 31, 1928, was 8703 as compared with 8438 on December 31, in 1927. Again the main increase has been in Members and the number of Junior Associates is less. As will be seen also by the Treasurer&apos;s report, the increase is reflected in larger receipts for dues indicating that fewer have had to be dropped for non-payment. There has been a gratifying increase in the number applying for reinstatement and it seems clear that interest in and attachment to the Institute has notably increased. The year was signalized by the merging of the Rocky Mountain Club with the Institute which brought to our roll one hundred and forty who were not previously members from among the men who have made the West. It also brought to the Institute a strong tradition of good fellowship and a fund of over $100,000, the interest from which is to be expended so far as may be, for purposes beneficial to the Western states. The Endowment Committee expects to see other and similar funds entrusted to the Institute and the Board has already appointed a special committee to consider all projects for expenditure of the revenue from them. It is felt that with the organization and personnel available in the Institute even modest revenues can be made to yield large returns in the way of scientific and technical knowledge. Within the year also, a third great Division has been organized within the Institute, building on the foundation of the old Iron and Steel Committee. The new Division signalized its independence by joining the Lake Superior Mining Institute in a visit to the Menominee Range in September and by furnishing material for a special volume of 353 pages, "Iron and Steel" Technology in 1928," printed and distributed in December. The Institute of Metals Division held its fall meeting with good attendance as one feature of National Metal Week at Philadelphia in October, and published its volume of Proceedings, running to 836 pages, in August. THE direct injection of cement grout into water-bearing fissures as a means of checking or stopping the flow of water into shafts and tunnels has been experimented with for a decade or longer and seems to have been first attempted in Europe. The earliest application of which the writer has found a record was at a shaft sunk by the Mining Society of Lens; this is described by C. Dinoire in the Transactions of the Institution of Mining Engineers.1. It is only lately, however, that the process has been entirely successful. This success has been accomplished on the Catskill Aqueduct, now under construction by the city of New York. This aqueduct includes a number of deep pressure tunnels, reached by shafts for both waterway and construction purposes. In portions of these shafts and tunnels considerable underground water was met. The contract for the first of these deep pressure tunnels was let to the T. A. Gillespie Co.; this section is known as the Rondout Siphon. It leads under the Rondout valley at a depth of from 400 to 800 ft. and is about 5 miles long. The engineers expected that considerable water would be encountered, but fortunately this was not the case except at one shaft, known as No. 4, which penetrated the rock at a junction between limestone and conglomerate. Water-bearing fissures were encountered almost immediately. At a depth of about 200 ft. a flow of 1,500 gal. per minute was struck. The shaft then contained as many pumps as could be used, and it seemed impossible to sink it further. After vain efforts had been made to proceed, John P. Hogan, a division engineer of the Board of Water Supply, suggested that cementation of the fissures be tried. The process was attempted for the first time in this country. Since the shaft was partly full of water it was necessary to drill grout holes with a diamond drill. Platforms were placed on the timbers at the water level, the diamond drill was installed and six 90-ft. holes were drilled in the bottom of the shaft. Several car loads of cement were pumped through these holes into the fissures, the drill casings being used for grout pipes. IT IS universal practice for corporations, at the end of the fiscal period, to call in a firm of chartered accountants to audit the books. The effect of this is to put an independent organization&apos;s seal of approval on the accounting of the business done by the management. Their report lets the stockholders know that the accounts rendered truly present the results of the year&apos;s business. This is as it should be; the average stockholder has no personal contact or even acquaintance with the managers of his enterprise and the approval of their stewardship by an indepen-dent agent is very desirable for maintaining confidence in their honesty and ability. But such an examination deals only with what may be called the arithmetic of the business; even the most elaborate audit, as the practice is at present, goes no further than to verify the items of the inventory. In other words, while checking up the entries showing the transaction&apos;s of the year and certifying to the correct-ness of the items of the balance sheet, such a report gives the stockholder no idea of the ability with which his affairs have been managed. If the profit and loss balance is satisfactory, as certified by the public accountants, he assumes that the management has been able; where it is not, he turns to the president&apos;s report and usually finds an explanation. Such an explanation never takes the form of admission of mis-takes in business judgment or of bad technical manage-ment. It could hardly be expected that it would. The stockholder is generally furnished, therefore, with a certificate of the honesty of his management, but never one of its ability. He does not worry about the latter as long as dividends come in; when they cease, his action generally finds expression in replacing the management. In other words, so long as profits are realized, he assumes the management to be good, even though its success is a matter beyond its control and better management would make larger profits. When there is no profit, the stockholders have no means of knowing whether it is due to conditions beyond the control of the management, as the annual report is sure to allege, or whether, by better management, profit is possible. Here is where the technical audit comes in.

CHARLES H. FULTON, chairman, presided at the first session of the Mineral Industry Education Division on Wednesday morning. Reporting for the program committee, Edward Steidle, its chairman, pointed out that its function was not to arrange programs for meetings but to plan a program for the Division to follow in the development of its activities. This was appropriately followed by presentation and discussion of his paper, "Basic Trends in Mineral Industries Education," which, being available in printed form, was only presented in oral abstract. Jay A. Carpenter submitted interesting written discussion that was read, in his absence, by A. M. Smith. Most of the morning was devoted to the discussion of the paper, which was too extensive and ranged too widely to attempt to report in much detail. H. T. Mann, H. P. Hammond, Cadwallader Evans, C. H. Fulton, T. T. Read, D. F. McFarland and P. B. Bucky joined in the discussion, Mr. Hammond making a plea for more unification in mineral industry education, saying that in the study he made for the Society for Promotion of Engineering Education about 35 different curricula preparatory to work in the mineral industry were discovered to exist. He felt that most of the needs of the mining industry could he met by men who had had four years of engineering training of good enough basic quality to permit them to advance along special lines. However, there was apparently a growing demand, as reflected by the increasing number of candidates for the Master&apos;s degree in engineering, for men with more thorough training in the fundamentals.
