This Bureau of Mines report and its companion report (Information Circular 9143) have been prepared to assist in the preparation of prefeasibility type estimates for capital and operating costs of mining of various types of mineral occurrences using current technology. The handbook provides a convenient costing procedure based on the summation of the casts for the unit processes required in any particular mining or mineral processing operation. The costing handbook consists of a series of costing sections, each corresponding to a specific mining unit process. Contained within each section is the methodology to estimate either the capital or operating cost for that unit process. The unit process sections may be used to generate, in January 1984 dollars, costs through the use of either costing curves or formulae representing the prevailing technology. Coverage for surface mining includes dredging, quarrying, strip mining, and open pit mining. The underground mining includes individual development sections for drifting, raising, shaft sinking, stope development, various mining methods, underground mine haulage, general plant, and underground mine administrative cost. This system can be used for estimating cost data for an undeveloped deposit or for checking or verifying mining costs from a developed deposit, with a minimum amount of background information.

On 25 August 1971, the U.S. Bureau of Mines contracted with the Aerojet Liquid Rocket Company to perform an engineering research program to be completed on 25 May 1972. The program objective was to evaluate the advantages and disadvantages of the underground use of several power sources including but not limited to a closed cycle diesel, electric cable/motor, rechargeable battery/ motor and exhausting diesel for mine shuttle cars, with emphasis on health and safety. This report, Research in Advanced Power Systems for Mining Health and Safety consists of four (4) main parts: (1) Hazards and Safety Analysis of Mine Power Systems, (2) Evaluation of Closed Cycle Diesel Power System for Mine Applications, (3) Closed Cycle Diesel Power System Consumables Compatibility, and (4) Concluding Remarks and Recommendations. The hazards introduced to a mine by shuttle car power system failure modes were evaluated and reported. A "fault tree" analysis was generated for each power system and the probability of death or injury during an eight (8) hour shift and for a week of operation (105 hours) were estimated. Advantages and disadvantages were also reported for each system studied. Aerojet's assessment, based on a "forced decisions analysis," of the four shuttle car power systems as to their relative health and safety is that the exhausting or open cycle diesel is preferred, followed by the closed cycle diesel, the electric cable/motor and the rechargeable battery/motor. The assessment was based on ten parameters pertinent to the health and safety aspects of shuttle cars. Drawing layouts of two typical mine shuttle cars incorporating closed cycle diesel powerplant concepts are included in this report. The performance parameters established for the two concepts are tabulated. A study was made of the logistics involved in transporting and replenishing the consumables needed to operate a shuttle car equipped with a closed cycle diesel. The closed cycle diesel powerplant consumables -oxygen, potassium hydroxide, and diesel fuel - were analyzed as to their compatibility with materials found normally in a gassy coal mine. Spill tests simulating inadvertent leakage of liquid oxygen in a coal mine were performed. A critical evaluation of existing oxygen sensitivity data and the relationship to the use of oxygen on a shuttle car in a coal mine environment is presented.

Relatively infrequent use by metallurgists of the term "sponge chromium" as contrasted to more than occasional reference to "sponge iron" may be ascribed to the fact that the former material is not a commercial product, while the latter has been known and used, at least in one form (Swedish sponge iron), for several decades. It is doubtful whether a true sponge chromium ever has been prepared heretofore in the laboratory by more than one or two investigators. Nature presents a much. more difficult problem to the investigator endeavoring to make sponge chromium than pertains to the production of more easily reducible elements such as iron or nickel. Recent widespread interest among metallurgists in the possibilities of powder metallurgy is ample incentive to explore the feasibility of producing pure chromium metal in finely divided form. The shift in terminology of this statement from "sponge" to the "finely divided form" is deliberate in emphasis of distinction between terms that occasionally have been used loosely. It would seem desirable that a uniform usage descriptive of finely divided metals be adopted. While to some it might seem preferable that the terra "powdered" metal be reserved for a finely divided form produced by mechanical means, as, for example, chromium produced by the mechanical comminution of electrolytic sheets or flakes, current usage of the term "powder metallurgy' involves no distinction as to source type of material. It is usually accepted, however, that a sponge metal is one reduced from oxide or other combined form at temperatures below the melting point of metal or oxide so that the particles of metal are pseudomorphic, at least macroscopically, with the source material, and, in consequence of the loss of material without change of external shape of the particles necessarily have an open, porous, or "spongy" structure.

"SUMMARYThe K.M.A. reservoir was discovered to be oil bearing at a depth of 3,719 feet on March 11, 1931. Extensive development, however, was not begun immediately, because the discovery well had a low initial daily oil production, and market conditions for oil were unfavorable. Development of the field progressed slowly for the next 6 1/2 years. In the latter part of 1937, a wildcat well approximately 2 miles southwest of the discovery well was drilled on a magnetometer high and completed with an initial flowing production of 2,016 barrels of 43° A.P.I.-gravity oil in 12 hours. Rapid development of the southwestern part of the K.M.A. field was begun immediately and continued until over 700 wells were drilled and approximately 12,500 acres proved oil productive.Because of the large size of the entire K.M.A. field, this report is limited in scope to the southwestern part only, and the discussion that follows pertains to this area only. The closing date for production statistics is August 1, 1949.The K.M.A. structure is a complex anticline having a maximum closure of 250 feet, and the K.M.A. formation is composed of sediments that grade from limestone through sandy lime and limy sand to sandstone with thin streaks of shale. Two distinct members of the K.M.A. formation, zone I and zone II, are oil productive. Core analyses indicate the average porosity to be 16.5 percent for zone I and 16.1 percent for zone II. A relationship was established from core data, which showed the correlative permeabilities to be 42.1 millidarcys for zone I and 39.5 millidarcys for zone II, whereas the arithmetical averages of the permeabilities were 84 millidarcys for zone I and 216 millidarcys for zone II. Connate water saturations were 17.5 percent for zone I and 20.0 percent for zone II. The porosity-saturation method, using a thickness-correction factor, was employed to calculate the volume c 168.1 million barrels of stock-tank oil initially in place in the reservoir. Analyses of the reservoir oilIn that, although the initial reservoir pressure was 1,750 p.s.i., the original reservoir oil was saturated to only 1,300 at which pressure 1 barrel of stock,tank oil contained 525 cubic feet of gas in solution.A serious decline in reservoir pressure during the 2 years of rapid development alarmed the operators and caused them to consider a cooperative pressure-maintenance program. In the latter part of 1939, the K.M.A. Pressure Maintenance Association was organized, and the gasoline plants in the field agreed to process the wet gas and return the dry gas to leases having gas-injection wells. Approximately 27 percent of the cumulative volume of produced gas had been returned to the reservoir by August 1, 1949."

This report has been prepared by Lockheed Missiles & Space Company, Inc. (LMSC), under United States Bureau of Mines Contract No. H0220040 dated 21 June 1972 for the design, development, fabrication, and certification of the One-Hour Self-Rescue Breathing Apparatus (PBA). The PBA is a self-contained, oxygen-generating, CO2-removing closed-loop breathing apparatus that provides a minimum of 1 hour of breathable atmosphere during escape from a mine with a contaminated or oxygen-deficient atmosphere. This Cost-Plus-Fixed-Fee (CPFF) contract has been successfully completed in a three-phase program. The Phase I tasks included the design, development, and fabrication of prototype units developed at LMSC in accordance with the requirement of the Code of Federal Regulations (CFR) Title 30, Chapter 1, Subchapter B, Part 11 (Appendix A), and was submitted to the National Institute for Occupational Safety and Health (NIOSH) for joint NIOSH and Bureau of Mines certification testing.

LIABILITY OF RAILROADS, ETC., FOR BURIAL EXPENSES.-When any railroad company, stage or any steamboat, propeller, or other vessel engaged in whole or in part in carrying passengers for hire, brings the dead body of any person into this State, or any person dies upon any railroad car or in such stage, steamboat, propeller or other vessel in this State, or any person is killed by cars, or machinery of any railroad company or by accident thereto or by accident to or upon any such stage, steamboat, propeller, or other vessel, or by accident to or in or about any mine, mill or manufactory,* the company or person owning or operating such cars, inachinery, stage, steamboat, propeller, or other vessel, mine, mill or manufactory shall be liable to pay the expenses of the coroner's inquest upon and burial of the deceased and the same may be recovered in the name of the County in any court of competent Jurisdiction. This report, sponsored by the Bureau of Mines, presents the results of an examination of the safety of the Blind Shaft Borer (BSB) shaft sinking system and an alternative modified BSB design concept in comparison to conventional shaft sinking technology. Detailed study of the two systems was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the BSB systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the two BSB systems was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that both BSB systems are safer than conventional shaft sinking. The potential risk of conventional shaft Sinking operations could be reduced by over 30%, on the average with the use of the original BSB system, and by an average of about 10% with the modified BSB. Design change recommendations to further improve the safety of these systems include a better fire suppression system, improved man haulage systems and more compact hydraulics. An operational safety manual was also developed for the modified BSB system.

Results of linear correlations of two to four variables by the least-squares method are presented. The variables include 63 parameters representing coal composition, coal plasticity, and coke strength. The composition parameters are on chemical analyses; the plasticity parameters, on three plastometer and dilatometer tests and four miscellaneous tests; and the coke-strength parameters, on three ASTM indices. Seventy-two to eighty-four plastic coals were used in the plasticity and carbonization tests, which together form the basis of this report; 43 nonplastic or weakly plastic coals were used in the coal-band studies. Plots of relations between volatile matter, carbon, and oxygen contents of 1,860 U.S. coals and the 84 coals used are shown. Similar plots between volatile matter and hydrogen or atomic H/C of the 84 coals are also included. Significances of regression coefficient signs for coal composition parameters in the significant correlations found are discussed. Based on these significances, the following relations are shown: (a) coke strength versus average aromaticity, or mineral matter content, of the parent coal; (b) characteristic temperatures of the plastometer and dilatometers, the free-swelling index, or the Gray-King type versus average hydroaromaticity of the coal; and (c) nontemperature parameters of the plastometer and dilatometers versus the physical properties of a certain group of compounds from thermal decomposition of coal. Similarly, significances between the positions of coals in the coal band and the aforementioned relations are also discussed. A structural theory of coal plasticity is proposed. Applications of the correlation results are discussed. Composition parameters, such as carbon, atomic H/C, and calorific value may be used as a basis for selecting coking coals for stronger coke. Plasticity parameters, such as the end temperatures of the plastometer and dilatometers and the free-swelling index, may be used for the same purpose. Based on the best correlations found, coke-strength indices may be estimated to within 4 to 8 units of the observed values; the end temperatures of the plastometer and dilatometer tests, 5° to 10° C.; and the free-swelling index, within 1 unit. Accuracies of all these estimated values are examined, based on the experimental errors of the data involved. Finally, estimations of plasticity parameters from one test with those from others are shown.

"The curtailment of imports of foreign potash during the World War directed attention to the necessity of establishing a domestic source of potash for fertilizer, and considerable study has been given to the subject by Government bureaus, research organizations, and private individuals. These studies have covered all known sources of potash, and among them the extensive greensand deposits of New Jersey in which the potash content is found in the mineral glauconite have been investigated.Several hundred patents have been obtained covering processes for the extraction of potash from siliceous minerals, but up to the present time none have proved successful on a large commercial scale.When the investigation of the potash deposits of Texas was started by the Federal Government, the laboratory study of the drill cores was assigned to the Nonmetallic Minerals Experiment Station at New Brunswick, New Jersey, with the object of ascertaining a possible commercial method of utilization.The purpose of this preliminary study was to investigate existing literature and previous investigations to ascertain the extent and availability of the deposits, the extent of commercial success so far attained in potash extraction, the most promising known methods and by-products obtained from them, probable markets, and possibility of competition with foreign potash, and by a study of these data to determine whether further chemical engineering analysis and laboratory investigation were warranted.As the study advanced it became evident that adequate reserves of green-sand were available for many years supply. and that whereas many processes had been patented few had been tried commercially. This report describes the linkage of all mining sectors with all other manufacturing, services, and final demand sectors of the U.S. economy. Besides being a basic data source, it provides a framework for aggregate economic impact analysis with respect to the mining industries. The framework is an open-static input-output model specifying 48 mining industries as classified in the Standard Industrial Classification Manual for all mining activities and 76 nonmining industries which collectively exhaust, all economic activities. The 124-sector model used in this report is an expansion of the preliminary 82-industry aggregation estimates made by the Department of Commerce. In the expanded model, 48 ruining industries are substituted for the original 6. The methodology used to ascertain the industry-by-industry procurement cost estimates and product ion flows necessary to the construction and expansion of the basic 82-sector model included personal interviews, case studies of specific mining activity analysis, and published and unpublished data from the Bureau of Mines and the Census of Mineral Industries, The end products of this study are two tables arranged to show the direct purchases necessary for each industry to support the level of economic activity and the total purchases generated in each industry throughout the economy by each $1 of aggregate economic demand in 1958. The tables may he used for economic impact studies and market analysis by firms engaged in or closely associated with the mining industries. Some illustrations of their usages are presented.

"INTRODUCTION For a number of years, the Bureau of Mines conducted tests on various types of structures to ascertain the effect of seismic vibrations emanating from quarry blasting in an effort to determine an index of damage. Associat¬ed with these tests, occasional records were made of the characteristics of the air blast or concussion from the explosions. Although the importance of the air-blast problem was recognized, the equipment was not designed for airblast measurements, nor was the early research program concerned with the problem. After the ground-vibration tests had been completed, attention was turned to study of the air blast and its effect. The program was modified, however, in certain aspects by the imminence of war and the final entry of the United States into the conflict. These modifications were made to supply information pertaining to military and civilian defense problems.Detailed discussion of these problems is beyond the scope of this report, which attempts to present preliminary results of factual and fundamental character. However, it may be noted that airblast data are urgently needed for intelligent design of both Government and non-Government buildings, which must withstand the air blast from bombs and afford maximum protection for the occupants. The safety of vital equipment above and below ground necessitates consideration of damage from air blast. Protection against use of dynamite by saboteurs, moreover, hinges largely on the effect of air blast. Identification of a planned ""accident"" involving dynamite often entails knowledge of the characteristics and power of the airblast.The peacetime problem of damage from air blast resulting from quarry and mining blasting activities is of course exaggerated by the wartime requirements of increased production accelerated operation, and enlarged development."

The hazards connected with work under abnormal air conditions are becoming of increasing importance from a financial as well as a physiological stand- point, due to the extension of compensation laws to include diseases caused by dusts, toxic gases, and abnormal temperatures and humidities. The United States, with the excention of California, North Dakota, Wiscon- sin, Massachusetts, and Connecticut, is the only English-speaking country to-day where silicosis is not compensated.3 Cases of permenent total disability or death due to silicosis mar aprear in common-law courts, particularly in the States that have not recognized silicosis as an occupational disease for which compensation should be provided. Such cases have recently been tried in one State, according to a magazine editorial, not providing scheduled commensation for employees affected by silicosis, with results favorable to the claimant. Clearly established cases definitely linked with occupation as the cause may be expected to be recognized as deserving by juries and courts, and awards will be made. In one Atlantic Coast State, according to this editorial, 108 claims for silicosis, including 21 deaths therefrom, are said to have been filed against two small plants engaged in finely pulverizing quartz sand.

This report is the result of information obtained from a review of related literature, personal inquiry and on-site examination of active surface coal mining operations. Four improved surface coal mine systems are described in detail and evaluated for feasibility, implementation requirements, environmental benefit and costs. Engineering feasibility emphasizes equipment availability, compliance to design requirements, practicality and industry rating. Implementation potential emphasizes immediacy, ease, acceptability and constraints. Special attention was given to environmental responsiveness, both with regard to the solutions to mined-land reclamation problems and to the concurrency of reclamation. Each system description includes a hypothetical model mine with a depreciation schedule, capital summary, estimated annual production costs, sales price computation, production and operating cost summary, and a sensitivity analysis of mine price to stripping ratio. A program plan and time schedule for demonstrating a selected mining system covers site selection criteria, mine data collection, criteria for controlling and budgeting costs and reporting findings. Ten additional mining methods and techniques are briefly described and evaluated. Common reclamation problems are listed and described. Sixteen state reclamation laws and regulations are abstracted. Sixty-nine references are listed in the bibliography.

SPONGE IRON has been defined as the metallic product formed by the reduction (removal of combined oxygen) of iron ore or other iron oxides at temperatures below the fusion point of iron. This product probably derived the name "sponge iron" from its porous nature. When the reduction proceeds at slightly higher temperatures and the particles of metal weld together or finally even melt to yield pellets or balls that lack the porosity and low-density characteristic of sponge iron, the product might more correctly be called "direct iron."

This report presents the results of an extensive laboratory testing program to determine the physical properties of shotcrete including the use of fast-set agents, controlled set cements, and both wet and dry shotcreting equipment. Shotcrete was placed under simulated field conditions using the dry and wet processes. Mechanical properties obtained for accelerated and nonaccelerated shotcretes include compressive, flexural, and shear strength, elastic modulus and Poisson's ratio, and shear and tensile properties of shotcrete bonded to coal, sandstone, and shale. Physical properties measured were unit weight and permeability to methane gas. The data show that rapid setting shotcrete has the potential for improved coal mine ground control. There is no clear evidence that either wet or dry process shotcrete is superior to the other; however, indications are that regulated set cement is preferred to cement containing fast-setting admixtures.
