"In this Bureau of Mines report, the Federal income tax treatment of mineral exploration and development expenditures is summarized, and changes in the tax treatment of these expenditures since 1951 are detailed and analyzed. Although no attempt is made to establish causal relationships, major tax changes favorable to exploration and development activities did occur in 1951 and 1966 when the Nation was engaged in military actions and the economy was expanding. More recent changes have been unfavorable to exploration and development and were parts of major tax reform efforts. INTRODUCTIONThis Bureau of Mines report discusses the Federal tax law provisions relating to mineral exploration and development expenditures. These provisions, contained mainly in sections 616 and 617 of the Internal Revenue Code of 1954 (Title 26 of the U.S. Code), apply specifically to minerals (other than oil and gas), and thus are of interest to the Bureau of Mines.Bureau of Mines involvement in this subject stems from the legislative mandate in the 1913 amendments to the Organic Act of 1910 (the Act creating the Bureau) to conduct economic investigations of the mineral industries. Congressional concern with the financial conditions in the economic and mineral industries was expressed more recently in the Mining and Minerals Policy Act of 1970 and in the National Materials and Minerals Policy, Research, and Development Act of 1980. The General Accounting Office recommended in 1976 that the Department of the Interior ""identify and evaluate laws and agency programs that affect maintaining and developing a sound and stable domestic mining and minerals industry"" (17, p. iii). 2Taxes, a source of revenue to governments, are a cost to private firms. Thus, taxes directly affect private sector profits, and unique tax provisions are designed to encourage (or discourage) activities such as agriculture, construction, or mining. Even the international competitiveness of the domestic mineral industries may be affected by taxes because many minerals are traded in world markets."

The fiscal year which ended June 30, 1932, although one of acute financial de ression was, nevertheless, one of distinct encouragement to those who have long struggled against the much too prevalent occurrence of accidents in coal mines, especially of coal mine fire and explosion dis- asters, both of which are now known to be readily preventable. Table 1 summarizes some important information about explosions in the United States coalies for the fiscal year which ended June 30, 1932, insofar as such information is available to the safety division of the United States Bureau of Mines, the personnel of which are under instruction to get in touch with and report on all mine explosions in their respective districts, including not only those occurrences with loss of life but also those in which for- tunately no lives, are affected. Table 1 gives data on 33 ignitions in 10 States with a total of 87 deaths for the year; the number of ignitions (33) is considerably groater than the number (26) for the previous fiscal year, and is exactly the aver- age number for the past four fiscal years; the mumber killed in the 33 ignitions (57) is materially lower than that (217) for the preceding fiscal year or the average (150) for the past four fiscal years. The States with the greatest number of deaths from explosions in the fiscal year ending June 30, 1932, were Virginia; 54; West Virginia, 11; Pennsylvania, 7 (6 being in anthracite mines); Alabama and Colorado, 4 each; Illinois and Kentucky, 3 each; and Maryland, 1. The greatest number of ignitions listod wes that for West Virginia, 7; then came Pennsylvania with 6 (2 being in anthracite mines); Alabama with 5; Colorado, Illinois, Tennessee and Virginia, 3 each; and California, Kentucky, and Maryland, 1 each. This report presents the results of a study of water injection in the HX sub-pool fault block V-B, in the Upper Terminal zone, Wilmington field, California, and is based on data obtained to May 1957. An earlier report3/ describes the results of gas injection in part of the field. The principal purpose of the pilot flood was to determine whether a sand having a permeability of 1,200 millidarcys and containing oil having a viscosity of 17 centipoises could be waterflooded effectively. The results of a preliminary study by engineers of the Long Beach Harbor Department of oil recoveries from areas where encroaching edgewater was active and the results of an independent study by a consultant retained by the Long Beach Harbor Department were favorable to a trial waterflood. After these preliminary studies, a detailed petroleum-engineering exam-ination was made of the technical details. As a result, a peripheral flood was started in June 1953. The peripheral flood was deemed desirable because the producing wells are bottomed a short distance from the edgewater. The HX subpool was selected for the pilot test because it is an isolated section of the Upper Terminal zone and is separated from the adjoining pools by faults on the east and west and by edgewater on the north, south, and west. Several petroleum-engineering methods were applied to evaluate the performance of the waterflood, and all showed that injecting water stimulated oil production.

An important activity of the Bureau of Mines is the continual search for new sources of minerals. As a part of the investigation of strategic mineral deposits in the United States, samples of mercury ores were submitted to the Ore Dressing sections of the Salt Lake City and Albany stations for metallurgical testing. This paper gives data summarizing the results obtained from laboratory beneficiation studies of mercury ore samples submitted during the period 1941 to 1947. Ores tested included three from Jackson County, Oreg., one from Valley County, Idaho, one from Storey County, Nev., and one from Sonoma County, Calif. In general, the ores from Oregon were not amenable to concentration by flotation because of intimate association of cinnabar with other minerals or because of extremely low grade. One Oregon ore was amenable to direct distillation provided lime was added to reduce corrosion of the retort.

Automatic control instruments were utilized by the Bureau of Mines for routine assays of large numbers of oil shale samples and other bituminous materials. The standard Fischer assay method was automated by automatically controlling the heating cycles of a battery of 12 electric heaters with electronic controllers and programmers. The condensers were cooled with a modified automatically controlled refrigeration bath. The complete assembly consisted of 12 retort units, necessary control instruments, and the refrigeration bath. This equipment was capable of producing more consistent results than those previously obtained with the gas-heated retorts and of increasing the output of assays substantially with no increase in operating personnel.

This study was made to determine the capabilities and limitations of the hydrocyclone for separating quartz sand from impure clays, Optimum operating conditions for beneficiating typical subgrade clays were determined. Estimates are furnished for installation and direct operating costs of hydrocyclones in such separations. Laboratory models of commercial hydrocyclones were used to beneficiate a suite of fire clays including plastic, semiflint, and flint types, all of which were contaminated with quartz in amounts ranging from 3 to more than 62 percent. Results show that this technique is not limited to a single type of clay but is applicable to clays ranging from plastic through flint, Under proper conditions use of this technique will result in good separation of the sand and good recovery of a useful clay mineral concentrate. Rejection of quartz from the clays investigated ranged from a low of 82.4 percent with an alumina recovery of 71.2 percent to a high of 99.0 percent with an alumina recovery of 85.6 percent.

A mass spectral scheme of analysis was devised which can be used to identify individually a single compound from a larger group of similar compounds. Mass spectra for 32 alkyl aryl sulfides are provided for future reference work, and analytical correlations used in producing the analytical scheme are discussed. Some of the correlations show that base peaks are either the same mass as the parent peaks or may be derived from cleavage alpha to the sulfur atom with migration of one hydrogen to the sulfur atom. Other spectral consistencies provide means of separating ortho-, meta-, and paratolyl arrangements in an overall analytical scheme. Determinations of chain lengths and separation of isomeric species are also discussed.

"The use of trailing cables on cutting machines, loading machines, and similar electrically operated apparatus is recognized as a necessary adjunct to the economical operation of such units. On the other hand, such cables because of their liability to failure from being run over by cars, locomotives, and other track-operated equipment offer one of the greatest hazards - indeed, probably the worst hazard - met with in the operation and maintenance of permissible equipment. Therefore, the Bureau of Mines is seeking ways of making the use of trailing cables less hazardous.Recently the bureau conducted an extensive investigation of both concentric and duplex rubber-sheathed trailing cables at the Pittsburgh Experiment Station. The results of this investigation were published in two reports.3 4In a larger part of portable motor operations in mines a double-conductor cable can be used. The investigation already mentioned indicated that it is feasible to construct a 2-conductor cable that will stand considerable abuse, such as being run over by loaded cars or light-weight locomotives without producing dangerous arcing in the cable either from grounds or short circuits. There are conditions where more than two conductors are necessary, and in such instances it will probably be necessary to use a cable less resistant to this kind of abuse.Schedule 2C, covering the tests of electric motored equipment, was approved February, 1930. This schedule provides for performance tests on trailing cables as follows;Trailing Cable Performance: The following performance test, optional with the manufacturer, is established for determining the suitability of trailing cables for use on permissible equipment. Trailing cables that pass this test will be especially recommended for this service.The cable will be placed across the two rails of a track and a 4-wheeled 7-ton car will be run over it 50 times. The speed of the car shall be approximately 3-1/2 miles per hour and potential shall be applied to the cable during tests. The cable will be shifted in position after each passage of the car thus giving 100 places over which two wheels have passed. To warrant special recommendation of the Bureau, a cable must neither become short-circuited nor grounded either to the rails or wheels in more than 10 per cent of the 100 places.The Bureau of Mines is prepared to conduct tests as outlined in the foregoing paragraphs to determine the suitability of trailing cables for use on permissible equipment. Application for such tests should be made to the Director, Bureau of Mines, Washington, D. C. Each application should be accompanied by a check for $25.00, made payable to the Treasurer of the United States, to cover the expense of conducting the test on a given size and make of cable."

This paper is one of a series being prepared for and published by the United States Bureau of Mines describing the mining and treatment methods and costs obtained in sand and gravel plants throughout the United States. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total costs. It is recognized that publication of total costs might in many instances cause embarrassment to individual operators as well as to the industry as a whole. On the other hand operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue.

The Bureau of Mines studied the compaction characteristics of metal and nonmetal tailings. Densities of the tailings and zone of compaction influence, compactive effort, and cost of equipment are related to changes in the factor of safety for specific grain-sized tailings and embankment configurations. Field testing was accomplished in two distinct phases. The first phase investigated the effectiveness of using a nuclear gauge on metal and nonmetal tailings to produce rapid, instantaneous measurements of moisture content, wet density, and dry density. The results of the nuclear gauge testing are presented in chapter 1. Chapter 2 presents a comparison of the compactive effectiveness of three different pieces of construction equipment on a coarse-grained metal tailings pond. The three pieces of equipment chosen for study were a DBH track-mounted dozer, a DSOO rubber-tired dozer, and a SP848 vibratory smooth-drum compactor.

Domestic production of Metallurgical-grade manganese has contributed such a small percentage of the United States industrial demands that areas known to contain large tonnages of low-grade manganese ore have been investigated by the Bureau of Mines to reduce this country's dependence on foreign ores. A major source of low-grade manganese is the Cuyuna iron range in Minnesota. The entire Cuyuna iron range is covered by an overburden of glacial drift that, in some places, reaches depths of 200 feet or more. Prospecting and exploration must be guided by geophysical methods, drilling results, or projections of exposures found in operating mines because there are no outcrops near the productive parts of the range. Past drilling for the purpose of outlining iron ore generally was confined to the highly oxidized zones. Much of the manganese with which the Bureau of Mines is concerned occurs in thin-bedded unoxidized iron formations, too low in iron content to have been of interest to those seeking commercial iron ore. The primary objective of the core-drilling reported here was to obtain cores of different classes of manganiferous rocks and to determine whether or not the samples were amenable to beneficiation.

This report presents experimental work conducted on a number of coals found within the boundaries of the Missouri River Basin, which were, to an extent, a selection of coals typical of that region. In the min, the laboratory work falls into three general classifications: (1) Laboratory distillation assay of coal to establish yields on carbonization; (2) chemical analyses of the coal samples before drying or carbonization; and (3) chemical analyses of the products of carbonization. It will be seen in the following discussion that these data derived from the small-scale laboratory apparatus are useful in predicting yields from pilot plants or industrial units. Coal is produced in about 48 general areas or mining fields in the Western States, of which approximately 18 fall within the limits of the Missouri Basin.3/ Beginning with the Northern Colorado field, through the Central and Western Wyoming fields, the coal is principally bituminous and subbituminous rank. The western Montana coals are also of these ranks. Progressing northeast from central Wyoming the coal decreases in rank, as shown by the subbituminous C coals of the Gillette field in northern Wyoming and the lignites of eastern Montana and North Dakota.

This report summarizes the results of preliminary mineral-dressing studies by the Bureau of Mines on five samples of copper-bearing ore from various Alaska de-posits. The work on each sample was not extensive enough to warrant individual publication. The results, however, indicate the possibilities and limitations of concentration of the respective ores. The information therefore may be helpful in future development of these ore bodies. Four of the five samples tested were submitted to the laboratory by engineers of the Bureau of Mines as part of the examinations and survey investigations of strategic-mineral deposits in Alaska. This program is conducted to assist development of mineral resources in the Territory and particularly to aid economic exploitation of marginal or complex ores. The fifth sample was submitted by engineers of the Defense Minerals Exploration Administration.

In about 1930, Degussa applied for a patent on a process for the of oxides, carbides, sulfides, and other nonmetallic impurities by filtration in the molter state. The filtering media listed were wire screen, coke, and ceramic materials, and quartz. It was also suggested that filtration might be combined with chemical reaction between the metal and the filter medium or that might be added to the system. No patent was granted on the general scheme, but several years later a patent was granted on a continuous process purification of crude light metals, especially or alkali earth and their alloys. The melt was stirred at 1 temperature at which the impurities (such as oxides and salts) remained solid and the metal was drawn through a filter tube. The impurities collected under the filter and were removed by a screw conveyor. Crude sodium was purified by this process in Degussa's Knapsack plant. During the last war, when the refining of scrap became a very urgent Problem in Germany, experimental investigations were extended to separation of other metals and metallic compounds by filtration. Preliminary experiments seemed to confirm the opinion of Dr. L. Weiss that the principles of wet chemical filtration might be applied to a great extent in the purification of metal and alloys.

The past 40 years have seen the sand and gravel industry grow from small roadside pits and holes in farmers' back yards to giant corporations selling millions of tons of sand and gravel each year and owning plants representing huge capital investments in land and equipment. The days hen a man could "work out" his taxes by providing the materials for nearby roads are gone forever. In addition to the hundreds of privately owned and operated plants, Government agencies operate sand and gravel pits and plants to supply aggregates for the tremendous road-building and public-works programs in progress during the past few years. EXPANDING PRODUCTION In 1940 the send and gravel industry produced almost a quarter of a billion short tons valued at more than 110 million dollars. This compares with less than 2 million short tons worth 1 1/2 million dollars produced in 1902. The practice of screening sand and throwing away the gravel in the early days of the industry's growth has stopped, and in 1940 gravel constituted two-thirds of the total production. This publication contains routine analyses and related source data for 547 natural gas samples from 22 States and three foreign countries. Of this total, 340 samples were collected during calendar year 1967. The remaining 207 analyses are of samples collected during previous years, but releases granting, permission to publish the results were not received until 1967. All samples were collected as a part of a continuous survey of the free world for occurrences of helium in natural gas. The Bureau of Mines has conducted this survey in the United States since 1917, and in 1965 it was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus which are described in Bureau of Mines Bulletins 4863 and 516.4 Nine previous publications have been made to present results of 7,618 gas analyses made by the Bureau of Mines Helium Activity prior to 1967. The first three, Bulletins 486,5 576,6 and 6177 contain analyses and related source data on 5,218 gas samples collected from 1917 through 1960. The other six

The record of fatalities from mine explosions during the past 2 fiscal years has been anything but encouraging; more men were killed by explosions (379) than were killed from the ante cause during to' preceding 6 years combined (368). The reason for the large increase in the number of explosion fatalities during the past 2 years as compared with the previous 6 years is not entirely clear. In some instances, there has been laxity in the enforcement of State mining laws; in others, both workers and operating officials is have failed to observe recognized precautionary measures to prevent explosions. In many of the explosions that lave occurred within the asst few years in mechanized mines it has been evident that speed of operation and a demand for maximum tonnage at minimum cost resulted in neglect of ordinary safety measures.

A degasification experiment was conducted in a Pocahontas No. 3 coalbed mine in Virginia. It involved (1) drilling holes in the coalbed in the out-side headings of a set of five being developed in virgin area, and (2) con-ducting a methane emission rate study as mining progressed and additional holes were drilled. Degasification from all drill holes except the longest in each of the outside headings and the first three drilled (excluding the in-situ pressure hole), was erratic and inconsequential in methane emission rates. The two longest holes liberated 66 and 79 cfm of methane, which is significant for the coalbed, but such quantity lasted a relatively short time; the first three were uniform but low in methane emission.

"A procedure for evaluating the size/specific gravity distribution of ultrafine coal and the distributions of sulfur and ash with respect to particle size and specific gravity is described. The procedure is essentially an extension of the conventional coal washability technique in which special precautions are taken to ensure particle dispersion in the heavy organic liquids, centrifuges are used to obtain adequate separation rates, and micromesh sieves are used for size separation at fine sizes. An example of the application of this technique to the evaluation of the extent of liberation of sulfur and ash in a coal sample ground to 90Z passing 200 mesh (74 um) is described.INTRODUCTIONIn order to determine the potential for deep cleaning of coal by fine grinding to liberate sulfur and ash-forming minerals, it is necessary to obtain data on the distributions of these species by size and specific gravity. In conventional coal processing operations, this information is obtained by means of a standard ""washability"" analysis. Attempts to extend this procedure to ultrafine coal, however, have generally been unsatisfactory and have often led to unreliable and inconsistent results [11. The present authors have described a modified washability procedure in which cumulative specific gravity fractionation is combined with sub-sieve size analysis (by laser diffraction/light scattering) to determine the particle size/specific gravity distribution of ultrafine coal [2]. Unfortunately, because this technique does not involve separation of the individual fractions, only limited information can be obtained on the specific distributions of sulfur and ash.The objective of the work described in this paper was to develop and evaluate a procedure for size and specific gravity fractionation of ultrafine coal and to use conventional analyses for sulfur and ash to determine their relative distribution in the coal. The procedure is essentially a simple extension of the standard washability analysis [3] but incorporating special precautions for treating ultrafine particles.EXPERIMENTAL Material The material used in the development and evaluation of the ultrafine coal fractionation procedure was a medium volatile bituminous coal from the Lower Kittanning seam. A sample of the coal (nominally - 1/4 inch), obtained from the Penn State Coal Data Base, was ground to 90% passing 200 mesh by the following two-stage grinding procedure: About 2 kg of the as-received coal were ground to about 30Z passing 200 mesh in a Model 4-E Quakertown mill (""coffee grinder""). About 1 kg of this product was then ground to about 90Z passing 200 mesh in a Holmes Model 300 Pulverizer."
