This report addresses remote monitoring of coal waste impoundments for stability. Existing automated geotechnical monitoring systems are described and reviewed along with details of instruments suitable for such systems. An impoundment in West Virginia which was in the construction stage was instrumented and monitored between July 1979 and may 1981. Sensors which measure surface and subsurface parameters including settlement, horizontal deflection, surface tilt, pore water pressure, seepage, pond level, and meteorological parameters were installed. Data from the 37 sensors were collected by on-site logger and transmitted by telephone to a central processing station in Seattle for recording and interpretation. Difficulties were encountered with telephone and powerline outages and malfunction of electronic units. Detailed descriptions of the design and performance of the system are provided along with evaluation and comparison with other systems. Recommendations for improving and expanding the capabilities of the monitoring system are given.

About two-thirds of the manufactured gas supplied to the public by the gas plants in the Illinois district is cnrbureted water gas. The leading generator fuel is coke, ma.de in by-product c.oke ovens or in retorts, chiefly from eastern gas coals. During the fall and winter of 1917-18, when the demand for coke by war industries and the restrictions of the Fuel Administration in connection with the transportation of coke from eastern States made it almost impossible for many gas companies to obtain their coke requireml'nts, several water-gas plants had to use bituminous coal as generator fud. Many operating difficulties were encountered, some of which were solved more or less satisfactorily in different plants. A number of plants attacked the problem rather blindly because facilities for making tests were lacking and because technical men were too busy with labor and supply problems to study thoroughly the conditions involved or to ascertain what other plants had done with this fuel. It was therefore with the hope of assisting the gas industry during this critical period, and of promoting the use of Central District coals for gas making, that the Illinois Mining Investigations, a joint agency of the U. S. Bureau of Mines, the University of Illinois, and the Illinois Geological Survey Division undertook the, tests discussed in this paper. • This report was compiled under the auspices of a technical committee appointed by Gov. Frank 0. Lowden to promote the use of Central District coals in gas manufacture as a war measure. This committee included the following representatives of the various agencies concerned: U. S. Bureau of Mines, E. A. Holbrook and W. W. Odell; Illinois Gas Association, C. W. Bradley and R. B. Harper; University of Illinois, Dean C. R. Richards, Prof. S. W. Parr, and Prof. H. H. Mercury, or quicksilver as it is often called, has many applications in modern technology. Used principally in electrical apparatus, industrial contol instruments, insecticides and fungicides, electrolytic preparation of chlorine and caustic soda, chemical processes, pharmaceuticals, and dental preparations, the liquid metal has unusual properties that make it a preferred material for many industrial uses. United States consumption of mercury during the past 40 years shows a rising trend. In all except 4 years, U.S. production has been less than the domestic requirement, and imports, principally from Spain, Italy, and Mexico, have supplied most of the deficit. After World War II, domestic output decreased rapidly until 1950, when it was the lowest in the 100 years covered by production records. Higher mercury prices since 1950 have reversed the decline in domestic output and reduced the gap between U.S. production and consumption. Domestic output in 1958 was the highest in peacetime since 1883; however, the nation still imported 28 percent of its mercury requirements from 1950 to 1960 the price of mercury was high as a result of industrial applications of the mercury cell, the impact of the cold war and the Korean war, and the Government stockpiling program. The stockpiling program, in effect, put a floor under mercury prices even though only 9,428 flasks of domestic mercury went into the stockpile under the original program which ran from July 1954 to December 31, 1957. Under an extension of the program, an additional 17,463 flasks was purchased.

The report of work accomplished on the United States Bureau of Mines' bauxite project in Pulaski and Saline Counties, Ark., is presented in this volume and in a series of Reports of Investigations immediately following this volume. This first volume covers the project as a whole, whereas the subsequent volumes contain maps of local areas and deposits developed, together with logs of the drill holes and descriptions of the separate deposits. The Arkansas bauxite project was initiated in December 1941 and continued for 4 years. The first 5 months were spent in studying the problems presented and in geophysical exploration, Core drilling began in May 1942 and ended in May 1945. The project was one of the larger and more important of those undertaken by the Bureau of Mines for the purpose of developing domestic sources of supply of critical and strategic minerals necessary for National defense and for the successful waging of modern mechanized warfare. Some of the results of the Bureau's bauxite exploratory work have been made available to the public through the medium of press releases, transactions of technical societies, and government publications. More information has been supplied to government agencies upon request and to land owners and mine operators of the deposits concerned in the form of maps showing locations of all holes drilled on the property and logs with chemical analyses of' all cores recovered. In October 1946, the factual data were made avail-able to .the public in manuscript form in an-"open file" at the office of the State geologist, R. B. Foxhall, Little Rock, Ark., and at the office of the. Bureau of Mines in Washington. For the purpose of providing a background for the presentation of the factual data obtained, the history of bauxite is reviewed briefly. Information relative to past production and reserves of bauxite in Arkansas also is given. A resume of the development of the industry in Arkansas, the exploration and mining methods employed, the various uses to which the bauxite is put, and a brief outline of the geology of bauxite in Arkansas complete the -background.

This report documents the work performed and the results obtained in a 2-year development of a Mobile Inert Gas Generator for use in the Bureau of Mines Remote Sealing System for fighting underground coal mine fires. The performance requirements of an inert gas generating system for the Remote Sealing System were clearly established. A thorough review of seven possible system designs meeting these requirements was conducted. An air cooled, distillate oil fired combustion type inert gas generator was selected for further detailed design, hardware fabrication, and performance testing. The Inert Gas Generator constructed under this program has been thoroughly performance tested and has been operated in the field for approximately 200 hours. The system has met or exceeded all important performance requirements. The system was used in the fire fighting efforts at the Bethlehem Mines Corporation Cambria Division Mine 33 fire and contributed to the successful containment of the fire. The system was also employed in the demonstration of entire Remote Mine Sealing System at the Jenney Mine in the fall of 1978. The system is currently avail-able for fighting any future underground coal mine fires.

"INTRODUCTION The New Mexico potash exploration described herein was begun in February 1944 with the object of determining the amount of potash ore in the United States Potash Reserve in Eddy County by exploring the deposit from the surface with vertical drill holes. The work was completed in October of the same year after 16 holes had been drilled on the Reserve and in the immediate vicinity.The Potash Reserve is in secs. 26; 27, 34, and 35, T. 20 S., R. 29 E., Eddy County, N. Mex., about 14 miles northeast of Carlsbad, as shown on figures 1 and 1A, Drilling was done in secs. 26 and 35 of the Reserve, in section 14 to the north, end sections 2 and 56 to the east. All work was done on Governnent-owned, unleased land.The Reserve may be reached from Carlsbad by traveling to the north-east by automobile for about 14 miles on the paved U. S. highway 62. This highway passes through the southern part of the Reserve. Other parts may be reached by a State highway that passes along the eastern side of the area, then by poor dirt roads to various drilling sites. A branch of the Santa Fe Railroad also passes across the southern part of the Reserve enroute from Carlsbad to the plant and mine of the Potash Co. of America, a few miles northeast of the project and 22 miles from Carlsbad."

The national mine-safety demonstration at Pittsburgh, Pa., was projected and undertaken in the hope that it would aid the increase of safety in the mining industry. That the national mine-safety demonstration was warranted and has served a useful purpose was evidenced by the attendance, not only at the public demonstration in Forbes Field, but also at the more special exhibit of the work of the Bureau of Mines at the arsenal grounds and at the experimsntal. mine. Nearly 2,000 persons witnessed the demonstrations and exhibits of the Bureau of Mines at the arsenal grounds on the morning of October 30, 1911. The spectators were all mine operators, miners, or persons interested in mining, and represented operations in all parts of the United States. Nearly 1,200 of these persons visited the bureau's experimental mine at Bruceton to witness ~th~explosion of coal dust. Had the weather, which was exceptionally inclement, been more favorable, there would doubtless have been a much larger attendance. At the public demonstration in Forbes Field, which· was witnessed by President Taft, from 12,000 to 15,000 persons, chiefly mining men, were present and attested their interest and enthusiasm in the minesafety exhibits by remaining throughout the proceedings, regardless of the rain which fell all the morning .. Sincethis demonstration, the organization of first-aid corps and of rescue corps has been undertaken at mines where there had previously been no such organizations. The bureau has received letters of commendation attesting the value of the demonstration in drawing· attention to the dangers and to possible means of greater safety in mining. Many of these letters have urged that the results of the demonstration be published for the guidance and instruction of those who were present. In response to these reauests the following account of the mine- BlIIeLY demonstration lias been prepared. IIi its preparation various division and section chiefs of the Bureau of Mines have cooperated. The authors acknowledge the assistance they have received from those section chiefs and other members of the bureau who contributed detailed descriptions of apparatus exhibited at the demonstration or of investigations represented.

Two facets of surface mining were studied: feasibility of using training simulators to increase productivity of haulage trucks, front-end loaders, and shovels; and improving the efficiency of dragline operations with a computer-aided analysis of dragline usage and the addition of an on-board operator display. Training costs per student were estimated based on current training practices. Training objectives were derived from task: analyses of haulage trucks, front-end loaders, and shovels. The cost effectiveness of training simulators was determined. A computer-aided analysis defined the critical performance parameters. An on-board operator's display is recommended to improve operator efficiency.

This report summarizes the research and technologic work of the Bureau of Mines on coal and coal products from July 1, 1947, to July 1, 1948. It is the thirteenth of a series presenting resumes based largely upon publications issued during the year . In some instances , research and testing results , not otherwise available in published form , are presented . The individual publications given as footnote references herein will provide further detail to the interested reader . The period covered by this report was marked by an ever -mounting concern for the adequacy of the Nation's fuel resources and for fuel shortages arising from an increasing demand for fuels at home and abroad . Several reports appeared which delineated the place of synthetic liquid fuels in the future fuel technology and economy of the Nation , emphasized the fact that eventually the principal raw material for the production of such fuels will bet,5,6 coal, and described the progress made by the Bureau of Mines in developing processes for the production of synthetic liquid fuels . heard testimony along similar lines . Increased awareness of the fuels problems confronting the Nation led to an authorization by the 80th Congress for the erection of an anthracite research laboratory at Schuylkill Haven , Pa . , to house expanded Bureau of Mines research on anthracite . Design of the structure was well under way by the end of the fiscal year . ( See fig . 1. ) Looking forward to expansion of Bureau research on lignite , the 80th Congress heard testimony on the problems and programs of lignite research10, 11 as a prelude to authorizing the construction of a lignite research laboratory in North Dakota .

Potash is riot only an important ingredient in the manufacture of many products of modern industry, such as chemicals, explosives, medicines, paints, soap, matches, glass, paper, aniline dyes, bleaching agents, and a host of others, but is indispensable in agriculture. Justus von Liebig is credited with being the first to discover, about 1858, that potash salts in the soil constitute an essential plant food which is not replaced by nature when exhausted through continued cultivation, that this exhaustion results in a decreasing yield of crops, and that the virgin productivity of the soil may be restored, and indeed even increased, by the addition of suitable potash fertilizers. The fact is now well established that wherever intensive cultivation is employed, whether for the raising of cereals, cotton, tobacco, fruit, or garden truck, the replenishment of the potash content of the soil is essential to the maintenance of production. Hence potash is of primary importance in modern life, not only for the economic welfare of industry but for the production of valuable raw materials and the very food supply of the nation itself. SOURCES OF POTASH The main sources of commercial potash are: (1) The solid deposits of soluble potash minerals, such as carnallite, sylvinite, and kainite; (2) sea water, brines, and salt-lake deposits containing appreciable amounts of potash salts associated with sodium salts; (3) vegetable substances, such as wood ashes, bee sugar residues, seaweed, and sunflower stalks; (4) animal material, such as wool washings; (5) products resulting from the decay of organic nitrogenous matter, such as Indian niter; (6) dust in flue gases from cement kilns or in the top gases of iron blast furnaces; and (7) insoluble potash minerals, including alunite, feldspar, leucite, muscovite, and glauconite, all of which contain a considerable quantity of potash.1

The public interest in the Alaskan situation is such that, with the consent of the President, I have concluded, at the request of the American Mining Congress, to make at this time a candid, if somewhat informal, expression of the views I have formed as Secretary of the Interior, under whose official supervision much of the administration of the Territory is now placed. Pressure of other matters imperatively requiring attention has prevented their presentation in as precise and comprehensive a form as I had hoped. The absence of the President from Washington has also prevented the submission to him of what I have prepared. I wish to say, however, that no one is more earnest than he in the desire to see a policy of prompt and wise development inaugurated in Alaska, and that the general policy contained in this address has been discussed with him, meets his approval, and will have his support. I have recently returned from an altogether too brief but nevertheless a most interesting and profitable visit to those portions of Alaska that are more immediately involved in the questions now under public consideration. Favored by extraordinary weather and the cooperation of steamship and railroad lines and the assistance of all of the governmental agencies, including the Revenue-Cutter Service, I visited every port in Alaska that seems likely in the near future to become an important entrance to the country. I examined all of the harbor and town sites which for this purpose have attracted any considerable public attention. I traversed the entire length of each of the three railroads that have been constructed in the Terri.tory and made a short trip from White Horse down the upper Yukon. Both before and during the journey I examined a mass of books, records,' and papers relating to the country and its resources. I had conferences with official committees representing the principal communities I visited and with numerous individuals, residents both of the coast and of the interi.or, and conferred with engineers, miners, prospectors, railroad officials, business and professional men.

This paper, describing the various mining methods and practices at Britannia mines, Britannia Beach, British Columbia, is one of a series covering mining practices, methods, and costs in the mining districts of the United States and Canada. The Britannia property has been operated continuously for 30 years, and in that time many diverse methods have been used in exploiting the various types of orebodies worked. Under normal conditions mining methods include surface gloryholes, shrinkage stoping, shrinkage with powder drifts for primary breaking, horizontal cut-and-fill, horizontal and inclined square-setting, and timbered and open rills, the three latter systems being combined with close filling. The Britannia method of mining, a large-scale retreating shrinkage system usually combined with powder drifts for primary breaking, has been developed and applied here very successfully. Each block of ground as developed is studied as a separate problem, and the mining method, or combination of methods best adapted to the work in hand is applied thereto. Operating at, capacity, the series of mines produces 7,000 tons of ore per day.

This report describes investigations of the economic merits of multiple zone mining and beneficiation versus selective mining of altered Western phosphate rock. The same deposit was considered in both instances and it was assumed that the grade of selectively mined ore was comparable to the grade of the concentrate from beneficiation. The beneficiating scheme used for the investigation was one proved by small continuous circuit operation. All economic factors were found to favor multiple zone mining plus beneficiation. Capital requirements and production costs were lower, and production life of the deposit was extended 4.5 times. The concentrate from beneficiation would be a uniform high-quality feed for acidulation and would be low in stable metallic oxide (R203) content. Such a feed would permit improved plant operating control, and the low R203 would promote more rapid filtration and minimize sludge formation in the phosphoric acid. With the proposed treatment, the concentrate produced by flotation from this deposit would cost about 1.5 times as much per ton as the concentrate produced by classification sizing. Therefore, inclusion of a flotation step in treatment schemes requires an economic analysis for each ore deposit.

The features bringing; the text up-to-date include: (a) Description of the principal modern gravimeters; particular attention to the method of simultaneous oscillation of 4 pendulums; (b) discussion of the aperiodic oscillation of torsion balances; outline of the construction of variometers Z -20 and Z-40; (c) material for aid in interpretation, such as reference-charts, formulas with their derivation, atlas of theoretical curves, and examples of interpretative calculations; (d) considerations in the planning of surveys and the densities of various rocks; and (e) detailed analysis of significant examples. This volume- summarizes mining and petroleum legislation in 18 European jurisdictions. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identitication of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis; of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added in countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

This Information Circular is an abstract of a manuscript which was completed in June 1933, by Mr. Hugh M. Wolflin, formerly of the U. S. Bur eau of Mines. This abstract has been prepared by Charles Will Wright for presentation at the February meeting of the American Institute of Mining and Metallurgical Engineers in New York. It has been necessary to omit many of the details and most of the cost data and tables, as well as the illustrations in the original manuscript. As the use of airplanes in mining developments is making such progress and as a publication on this subject to be of greatest value should include the most recent information, it is unfortunate that, due to a lack of printing funds, it has not been possible to publish this manuscript. The purposes of Mr. Wolflin's paper are: (1) To describe briefly what has been accomplished in some outstanding examples by the use of aircraft in the mining and petroleum industries, (2) To record costs, (3) To present available information and suggestions to assist in solving future air-transportation problems in the industries under consideration.

In the absence of any subsequent enactment of mining legislation, the Turkish mining law in effect in 1914, when Iraq became a British mandate, is still operative. The Constitution, or Organic Law, of Iraq, adopted by the Constituent Assembly on July 10, 1924, in articles 113 and 114, provides that:3 Ottoman en laws date and thao remained and lave pub- lished on or after that date and which have remained in force in Iraq u to the time of the publication of this law shall remain in force in Iraq' so far as circumstances permit, subject to any modi- fication or repeal in conformity with the proclamations, regula- tions, and laws referred to in the following article, and until they are altered or repealed by the legislative power or the High Court issues a decision rendering them null and void in accordance with the provisions of article 86. (Art. 113.) All proclamations, regulations, and laws by the Commander-in- Chief of His Britannic Majesty's Forces in Iraq, the Civil Commis- sioner, and the High Commissioner, and those issued by the Govern- ment of His Majesty King. Faisal, during the period between Novem- ber 5, 1914, and the date of the coming into force of this Consti- tution, shall be considered to be valid as from the date on which they came into force... (Art. 114.) 4 According to a German authority, it is the Turkish law of March 26, 1906, that, with a few modifications, is still in force. This law (similar to the French law of 1810) is discussed in a separate section of this paper.

Mining of the red iron ores of the Birmingham district, Alabama, has _gone on energetically for the past 50 years and has created a large iron and steel manufacturing center, the only important one in the South. The district produces about 10 per cent of all the iron ore mined in the United States and 80 per cent of the Alabama output is red ore ; moreover 43 of the 419 blast furnaces of the country are in the district tributary to Birmingham and produce 7 per cent of the pig-iron output. The rapid growth of the district has been made possible by investigations that have led to radical changes in furnace practice; studies of methods by which the low-grade, highsilica ores may be treated by concentration 1 will give still greater impetus to development. The· mode of occurrence of the ore has made mining practice comparatively simple, but with the rapid extension of the workings underground and the disturbed condition of the ore bed some distance from the outcrop, conditions tend to become more difficult. Stoping, handling, support, drainage, and ventilation are all affected, sometimes favorably and sometimes adversely, by the extended workings and increased depth of cover. Should beneficiatioil make available the high-silica ores of the lower bench of the Big Seam, mining practice must necessarily be adapted to the new conditions and will be rendered more difficult as the weight of cover increases at long distances from the outcrop. The support of workings will require more attention as the weight of cover increases, and the efficient and economical operation of the mines will depend largely upon improvements in mining and handling the ore.

The utilization of large diameter drilled holes for mine shafts seems to have had its beginning in Europe about 1850 (28) where the mining industries of Germany and The Netherlands first used drilled shafts. Recent shafts in softer formations of diameters as large as 25 feet and as deep as 1, 700 feet have been drilled in both The Netherlands and Germany. The first shaft drillers utilized cable tool or churn drilling techniques which limit both hole diameters and drilling speeds. Though some churn drilling of shafts is still performed, rotary drilling has been the dominant technique for many years.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation , and utilization of coal . This mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British committee . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , Deputy Solid Fuels Administrator . The personnel of the mission consisted of H. F. Yancey, in charge , J. W. Buch, Thomas Fraser , L. L. Newman , and L. D. Schmidt of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology; H. J. Rose , Vice - president and Director of Research , Bituminous Coal Research , Inc .; and F. H. Reed , Chief Chemist , Illinois State Geological Survey . Over 50 reports were written by the members of the Solid Fuels Mission . These , together with microfilms of supporting data obtained in the course of the investigations , are on file at the Bureau of Mines , Washington , D. C. , where they are available for public examination . The Office of the Publication Board in the Department of Commerce is prepared to furnish photolith copies , photostats , or microfilm reproduction of all declassified reports . A Bibliography of Scientific and Industrial Reports is issued weekly by the Department of Commerce , Office of the Publication Board , and is sold by the Superintendent of Documents , Government Printing Office , Washington 25 , D.
